The province’s new workplace legislation could produce the opposite effect it was created for, according to one York Region business. Ontario Premier Kathleen Wynne has announced minimum wage will be bumped to $15 per hour in 2019 from the current $11.40 and paid vacation will increase. As well, claiming sick days will be easier, there will be pay equality for casual and seasonal employees compared with full-time employees, new scheduling rules and modified union certification. Pefferlaw and Newmarket-based Buchner Manufacturing has crunched the numbers and the changes will cost the company an additional $200,000 a year.

"The province seems intent on implementing these reforms without conducting an economic impact analysis," Newmarket Chamber of Commerce president and CEO Debra Scott said. "Businesses are already under considerable strain due to rising costs and this change will certainly have a negative impact on their ability to compete. In fact, we’ve heard from some of our members that this will impact their ability to operate because the new laws will have a detrimental effect on their costs of doing business." The Richmond Hill Board of Trade echoes the opinion of the local chambers, stating it "strongly objects" to the reforms because the changes will discourage investment, eliminate jobs and diminish economic opportunities.

"This is going to mean more use of precarious employment," Buchner executive assistant MJ Williams said. "These changes are something we can’t ignore and it’s going to be a hard pill to swallow." The company has been around for 40 years and prides itself on hiring fulltime employees, offering good jobs complete with benefits and bonuses. But these changes will impact the company and it will have to respond. "The government is trying to get companies to lean away from hiring temporary workers, but they might find these changes will force us to do the opposite," she added. The Newmarket Chamber of Commerce adds that these reforms could lead to job losses, rising consumer costs and economic hardship.

KIM ZARZOUR kzarzour@yrmg.com Richmond Hill is the latest riding where PC party members are crying foul over how their party is handling the process for nominating candidates. In ridings across the province, including KingVaughan, Mississauga-Erin-Mills, Burlington and Carleton, there are accusations of ballot-stuffing, falsified membership forms, fake and paid-for memberships and other "irregularities". Three other ridings Aurora-Newmarket, Ottawa-Nepean and Hamilton West-Ancaster-Dundas have filed notices of appeal for alleged rule-breaking. Now the results in Richmond Hill are being disputed. PC party members in Richmond Hill have raised concerns about cheating, and phone calls to people on a local membership list reveal many residents appear to have been contacted by candidate Lara Coombs and registered as members without their knowledge, payment or permission. Coombs would not comment on the allegations. She said she has appealed the results herself, based on inaccessibility of the voting venue - TMS School to the disabled, along with other undisclosed issues. "I’d rather not go into detail. It’s in the hands of the party," she said. Rick Dykstra, Ontario PC Party president, wouldn’t comment on the appeals, but said, "It is against party rules to sign up anyone against their will." When Patrick Brown

ran for the PC leadership two years ago, he promised a transparent nomination process. But allegations about rigged elections and charges of systemic breaking of the rules have led some to question the transparency. With hopes rising that the party may have a chance at defeating the provincial Liberals, observers say the race for nominations has become a "feeding frenzy". In Richmond Hill, four candidates - Coombs, Ted Leider, Scott Sun and Daisy Wai - ran for the nomination and, in a crowded vote held Mother’s Day, results came down to a tie between Wai and Coombs. That tie was broken by riding president Al Itwar, who cast his vote for Wai. Now, as in other ridings across the province, there are allegations of wrongdoing. Only PC party members can vote for nominees - and that requires payment of a $10 annual fee along with the filling out of an application form with signature certifying the membership fee was paid using their own funds or those of an immediate family member. Coombs, a resident of Markham, quickly gathered a huge number of new Richmond Hill members about 1,200 names. Joe DiPaola, her campaign assistant (and husband of Charity McGrath, winner of another disputed race in Aurora-Newmarket), called Coombs "truly the best canvasser in the PC Party". But some disagree. "It’s not canvassing, it’s deceiving," said Wai, "A lot of people are really angry. People showed up [at the

Most were elderly or spoke English as a second language and recalled that Coombs, or someone representing her, knocked on their doors. Vince Walter remembered Coombs as a "pleasant lady" who asked him to come to the vote. He was disturbed to receive a phone call later from someone informing him he was now a voting member of the Richmond Hill riding. "But I did not pay any money or sign anything and I don’t know who did," said the widower, who is in his 80s. "I’m not going to lay charges - I’m too old for that stuff - but, in my opinion, that’s fraudulent." Avelino DeSousa was also surprised to find her name on the membership list. "No one said anything

about membership and no one asked for any money. I just assumed anyone from the public could vote and I thought it was my civic duty, so I did." Anna Drobakha said she is a friend of Coombs and does not want the Liberals to be re-elected, so she volunteered as a scrutineer on voting day and voted for Coombs, although she never paid or signed on as a member. "Nobody was asked for money," she said. Allegations of similar tactics in Aurora-Newmarket by McGrath have led to protests from the local riding association and appeals for the party executive to order a professional audit. DiPaola said some names on the membership list may have been entered in error. "To my knowledge, every member she got had paid $10 and signed their form. Lara was pretty particular about that," he said. "She did have some partially filled out forms that were merely leads that she was going to go back to, to see if they would pay, and they may have been inadvertently added." Brown called in privatesector auditors PwC earlier this month to oversee the nomination process going forward and they were present to validate the Richmond Hill vote. But Les Kobli, former regional vice-president of the Ontario PC Party, said auditors are there to ensure the ballot count is accurate, "nothing to do with checking whether they are actually a member or not, and whether they have paid for membership themselves."

"We have lots of questions about who signed their papers for them, where they live, how membership numbers could have grown so drastically." YRP marine unit part of harbour redevelopment HEIDI RIEDNER hriedner@yrmg.com A new police marine unit, hotel waterfront, a public park and one as-ofyet unknown are all pieces of the puzzle that will factor into ongoing public engagement sessions regarding the redevelopment of Jackson’s Point Harbour. The police services board announced last week a portion of the former Bonnie Boats propertyl fronting onto Lorne Avenue was purchased by the Region of York for York Regional Police’s new marine unit. Off the radar and out of discussion for well over the past year since the harbour was first raised as a potential location for the new facility, the site was chosen to meet the growing safety demands on Lake Simcoe. "Our board has supported this investment as a key responsibility of our service, which is to patrol and

promote safety on the lake," said board chairperson Frank Scarpitti. York Regional Police is responsible for patrolling an area of 350 square kilometres of Lake Simcoe as well as other York Region waterways. "With 52 km of shoreline on the southeast shoreline of Lake Simcoe, Georgina is fortunate to be the home of the YRP marine unit," said Mayor Margaret Quirk after a last-minute presentation by YRP at council last week on the heels of Wednesday’s announcement. "This new facility will service our residents and visitors to Georgina who enjoy Lake Simcoe but will also become an asset to the entire community and the Jackson’s Point Harbourfront," Quirk added. The anticipated timeline for completion of the project is late 2018 and will include 8,600 square feet of office space for staff and a

storage facility. Exclusive water rights were also part of the deal with MSR Holdings, which owns the remainder of the property, for three boat slips for police vessels. The news comes on the heels of the long anticipated opening of the Ramada Jackson’s Point Resort and Spa on the north side of the municipally owned Bonnie Park. The almost three-year, multimillion-dollar top-tobottom renovation of the former Lionshead Resort has resulted in an 88-room, 225-seat ballroom facility with accompanying conference, gym, pool, spa and dining room. The property also comes with 400 feet (120 metres) of Lake Simcoe waterfront, although no final plans for potential amenities have been disclosed to date. They most likely, however, will factor into the town’s $90,000 Harbour-

portion of the former Bonnie Boats property. One-on-one interviews hosted by TPP were scheduled for May 29 and 30. June 8 and 10 have been slated for public design charettes with roving information sessions to be announced. TPP, along with town staff, technical experts and

various agencies, will prepare a redevelopment plan for the Jackson’s Point Harbour to be tabled at council before the fall. To date, more than 500 people have signed an online petition stating the town-owned park should not be up for sale or swap under proposed redevelopment plans.

Water theft must be taken seriously While it may not garner the same attention as other crimes, water theft is on the rise in the GTA. Last week, we reported how thieves in trucks in Markham have been targeting municipal fire hydrants, taking their fill - often in broad daylight - and driving away. Close to $30,000 worth of water was stolen in 2016 - or nearly enough to fill three Olympic-sized pools. Even so, just five thefts were reported to the municipality. Last month, a hydrant on Reginald Crescent, not far from Markham-Stouffville Hospital, was stolen from twice within the span of a week, and the theft would have gone unnoticed had it not been reported by a vigilant citizen. Residents aren’t pleased given that municipal water isn’t getting cheaper. The average Markham household, for example, spent about $806 on water last year. The current water/wastewater rate is $3.8555 per cubic metre, and residents there have been soaked for increases of more than seven per cent each year since 2012. Water theft isn’t strictly a Markham problem, either. A Queensville company was convicted and fined $1,000 for taking water illegally from a hydrant in King Township In 2016, and a Stouffville firm was fined $500 after pleading guilty to taking water from a King hydrant in 2015. Fines range from $100 to $50,000. Those thefts pale in comparison to what’s occurred in Durham Region, however, where 672,170 cubic metres of water was illegally pumped from municipal hydrants in 2016, according to a CBC report. That represents enough water to fill approximately 270 Olympic-sized pools and equates to $60,000 in lost fees. Aside from the cost of illegal water taking, which results in higher rates, such thefts can pose a safety hazard given the potential for hydrant failure in a fire emergency due to damage from illegal hook-ups, and there also exists a heightened risk of drinking water contamination. Unfortunately, the response from municipalities has been pretty wishy-washy. The fines imposed have been small and Markham’s response to recent thefts has been to install locking mechanisms in a limited number of high-risk areas only out of concern they could slow down fire response. That may be, but water theft is a serious problem and it should not be solely up to residents to report it. Municipalities must be proactive in preventing thefts, work with police to monitor for illegal hook-ups, and be prepared to prosecute those caught stealing water. Hopefully, we can take a bite, or a gulp, out of this crime.

remember the first day like it was yesterday. I was 23 years old and convinced that Sutton/Jackson’s Point was going to be the next Unionville and that mine would be the best gallery and framing shop around. I had more than my share of obstacles, but failure was never an option. I pushed through with hard work and determination and evolved the business into the store you know today. I raised three incredible sons here, made wonderful friends and was always proud to say that Georgina was my home. You made this small town girl’s dream a reality and I am grateful beyond words. As many of you know, I have sold my property and am moving to Montreal to begin the next chapter of my life. I am keeping the brand "Kat’s Gallery"

Hydro One Networks Inc. has applied to the Ontario Energy Board to raise its electricity distribution rates effective January 1, 2018 and continuing each year for another 4 years, until December 31, 2022. If the application is approved, a typical residential customer of Hydro One Networks Inc., using 750 kWh per month, would see increases as set out in the table below: 2018 an increase of $2.79 per month 2019 an increase of $2.47 per month

Hydro One Networks Inc. has also acquired the electricity distribution assets of Norfolk Power, Haldimand County Hydro and Woodstock Hydro. The distribution rates for the former customers of these distributors will remain frozen at current levels until December 31, 2020. As part of this application, on January 1, 2021, and January 1, 2022, the distribution rates for these customers will also be increasing. If the application is approved, a typical former residential customer of these three distributors, using 750 kWh per month, would see increases as set out in the table below: Former Utility Increase 2021 2022 $3.18 per month $1.09 per month Norfolk Power $4.52 per month $1.09 per month Haldimand County Hydro $1.08 per month $0.84 per month Woodstock Hydro Other former customers of these distributors, including businesses, may be affected as well. Hydro One Networks Inc. has also applied for new service charges and for adjustments to many of its specific service charges, including increases to charges for the collection of accounts, for disconnection, reconnection and removal of load control devices and for access to Hydro One Networks Inc. power poles. The Ontario government has introduced the Fair Hydro Act, 2017 that, if passed, would implement electricity rate reductions starting in the summer of 2017. Town council recently supported the Jackson’s Point Habourfront Redevelopment Plan, which will develop a vision for that area. Home & Garden How to clean and prepare outdoor furniture for the season As temperatures rise, people increasingly venture outdoors to soak up the sun, enjoy the mild breezes and entertain under the open sky. Clean and comfortable furniture can make outdoor entertaining that much more enjoyable. After months in storage or nestled under protective tarps, outdoor furniture likely needs a good cleaning before it’s put to the test once again. Mildew may have formed, insects may be hiding out within cushions or other crevices and dirt may have accumulated — even if the furniture was cleaned before being stored away. Experts recommend cleaning outdoor furniture between three and four times per year to keep it in optimal condition. Before cleaning, determine the material your furniture is made of, as some cleaning products may not be safe for all materials. When in doubt, read the care tags on cushions and other products or refer back to the original packaging for cleaning instructions. Always test a cleaning solution in an inconspicuous area first.

The following are some additional general furniture cleaning guidelines.

WOOD Wood comes in many varieties, from hard and softwoods to wicker furniture. Mild oil-based soaps and products geared especially to cleaning wood can be handy. On wicker and painted woods, it may be best to dilute the solutions before use. Hardwood furniture and built-in decking structures may benefit from annual sanding and then reapplication of a protective finish to maintain the look of the wood for long periods of time.

OUTDOOR CUSHIONS Outdoor fabrics are derived from different materials. However, this generalpurpose recipe, courtesy of the DIY Network, may help clean many outdoor fabrics. Mix 1 teaspoon dishwashing detergent, 1 quart warm water and 1 tablespoon borax together. Saturate a sponge and use it to wash the cushions. Let it sit for 15 minutes and then spray it off with a high-force hose. Stand the cushions on their edges to dry outdoors. Remember, vinegar can help inhibit mildew growth. Therefore, keep a bottle of diluted vinegar around to spray on plastic mesh and furniture that gets wet from the rain or a pool. Store outdoor furniture away from inclement weather whenever possible to prolong its life.

PLASTIC RESIN Commercial cleansers may be too harsh to use on plastic resin furniture. Before risking discolouration or scratching, try some ingredients that are may be lying around the house. For example, use a wet sponge dipped in baking soda as a mild abrasive to clean resin. Just be sure to thoroughly rinse off the powdery residue afterward. Automatic dishwasher detergent

mixed with a gallon of warm water also may do the trick. The detergent contains a mild bleaching agent that will not cause damage like straight bleach.

Shade-tolerant plants help to complete landscapes Plants need sunlight to thrive and grow, but some need less sunlight than others. People who find their landscapes are less supportive to sun-loving plants can choose from a variety of shade-tolerant plants, shrubs and trees. · Bleeding heart: Bleeding heart, or Dicentra spectabilis, is typically found in woodlands. It’s a perennial in the poppy family that produces mounded foliage and arching vine-like stems of heart-shaped flowers in the spring. · Amethyst flower: Browallia hybrids offer starshaped blooms of blue and violet. These plants will billow out of hanging baskets or containers, and they prefer warm shade or filtered sunlight. · Coleus: The coleus, Solenostemon scutellarioides, is another perennial that can have a variety of different leaf colors and striations.

· Witch hazels: These are a genus in the family Hamamelidacea, which has four different species in North America. This shrub or small tree features arching branches with dense, multistemmed clumps. Witch hazel produces flowers in the late autumn when most other plants are sparse. · Bayberry: Myrica pensylvanica can grow in partial shade as a hedge or natural property divider. The leaves of this shrub are aromatic when crushed. The shrub will produce tiny, gray/white fruits in late summer.

McCowan Road will be closed for six months in East Gwillimbury starting next week as York Region replaces the Gibney Bridge. To complete the work, McCowan Road at Gibney Bridge between Queensville Sideroad and Holborn Road will be closed starting June 5 with a scheduled reopening December 22. The new bridge will be longer and higher to meet current standards, and wider to provide additional space for pedestrians and cyclists. Local access will be maintained to properties within the closed section. As with other road construction projects, some work may be rescheduled due to weather. York Region will provide notice whenever possible. The region reminds residents to please reduce speed in the construction area and thanks motorists for their patience.

at the ROC in Georgina. Previously called the Pink 5K for Women with Cancer, this family and pet friendly two-kilometre or five-kilometre walk raises funds for children and adults facing life-threatening illnesses. Funds raised will help Shine Through the Rain Foundation provide patients financial, social and

emotional support such as emergency financial aid, toys for pediatric patients, camp scholarships, adult care packages and parent support groups. Loss of income and the high cost of medications and assistive devices often cause financial disaster, executive director Shannon Kroon explains. "Patients are afraid to

tell others that they are worried about being ruined financially because of their illness," she says, adding 91 per cent of diagnosed patients experience financial hardship and are at risk of eviction, having their utilities shut off, hunger and being unable to pay for hospital parking costs. The foundation pays past-due rent or utilities,

provides grocery gift cards and reimburses hospital parking costs. "Patients are often too sick to work and lose income, however, daily costs of living still add up in addition to the unexpected high costs of disease. People turn to us as their last hope." Last year, close to 2,000 families were assisted and you can help more by at-

tending this year’s event at the ROC, which includes music, fitness sessions, vendors, a light breakfast and prizes for top fundraisers and best costume. Registration costs $45. IN OUR HANDS – THE BATTLE FOR JERUSALEM Fifty years ago, June 1967, Jerusalem was captured by the Israeli Defence Forces in the Six Day War. For the first time in 2000 years, the capital city of the ancient Kingdom of David was again under Jewish control and in their hands. To commemorate this great event, which shocked and excited the whole world fifty years ago, a documentary film: “In Our Hands – the Battle for Jerusalem” was released and is being shown in theatres throughout Canada and USA. Jesus told his followers over 2000 years ago, before the destruction of the city of Jerusalem by the Romans, that “Jerusalem shall be trodden down by the Gentiles, until the times of the Gentles be fulfilled”. (Luke 21:24). That prophecy is now fulfilled. Jerusalem is no longer under control of foreign nations. But what is the future for that great city. Again, the Bible gives us the answer. Looking at Isaiah chapters 60 to 62, we see prophesied that Jerusalem shall be called the “city of the Lord, the Zion of the Holy One of Israel – Violence shall no more be heard in the land, wasting nor destruction no longer within Israel’s borders; but the walls of Jerusalem shall be called Salvation and the gates Praise – A city not forsaken”.
