Get out, meet the neighbours AMANDA PERSICO apersico@yrmg.com In August 2003, most of Ontario went dark - as were neighbourhoods in New York, Ohio, Michigan, New Jersey and Maryland. More than 55 million people in Canada and the United States were in the dark for several days. "I remember struggling to make my way home," said Toronto resident Pete Bombaci. "After checking in on loved ones, instead of hiding behind tall fences, people looked over the fence and invited neighbours over for a barbecue to eat food before it went bad." Bombaci wants to bring that neighbourly feeling back in a big way. Through the Generator Project, he is giving residents an excuse to power down, turn off and look over the fence. "Reflecting back on that time, everyone has a smile on their face," said Bombaci, who worked on marketing campaign for Molson and Movember. "People were meeting people they literally see all the time." The Generator Project first launched last fall. This year, there are two Generator Project weekends planned - one in the spring and one in the fall. In both the spring and fall, people are either coming out of or going into winter hibernation - what better time to interact with neighbours, Bombaci added. The Generator Project weekend is May 5 to 7. Residents are encouraged to register their Generator Project online - events from neighbourhood hock-

ey tournaments, having coffee with a neighbour or a games night with friends with the hopes of creating a global movement. "It’s a defined weekend," said Bombaci, who is hosting an all-ages ball hockey game in his neighbourhood. "It’s a reason to send out that invitation, put down the phone, ask questions and get to know each other." Inspired by the Great North American Blackout of ’03, the Generator Project is all about encouraging social interaction and educating on the benefits of faceto-face interaction. "Research on the benefits of face-to-face connections is endless," Bombaci said. Some of the benefits include mental and physical well-being, lower levels of anxiety and depression, increased happiness, high self-esteem, more empathy for others and increase longevity. Research also points to the amount of "faux-socialization" taking place through texting, tweeting and messaging. "These work to supplement a relationship," Bombaci said. "But you can’t build a relationship on those." Markham resident Tim Korba and his four kids are participating in the Generator Project for the first time. He and the kids plan to go door-to-door over the weekend and meet the neighbours. "Nothing crazy, complicated," he said. With a mix of emptynesters and new families on the street, this is a great opportunity to get out and "meet the people you see in and out, but don’t know who

NOTICE OF PESTICIDE USE York Region West Nile Virus Mosquito Control Program: From May 22 to October 6, 2017, The Regional Municipality of York in conjunction with the York Region District School Board and York Catholic District School Board will be conducting a larvicide program under the authority of the Medical Officer of Health. The purpose of the program is to control larval mosquitoes to prevent their development into carriers of West Nile virus. The pellet formulation of the larvicide methoprene (product name Altosid) with Registration No. 21809, Altosid XR briquets (methoprene) with Registration No. 27694, or Bacillus sphaericus (product name VectoLex WSP) with Registration No. 28009 under the Pest Control Products Act will be placed into catch basins along Regional and Municipal roads and in catch basins on private property as required. In addition, the biological larvicide Bacillus thuringiensis subspecies israelensis (product name Vectobac), with Registration No. 18158 or VectoLex CG Registration No. 28008 under the Pest Control Products Act may be placed in ditches and temporary or permanent pools including storm water retention ponds if evidence of mosquito breeding is found. All larvicide will be applied by Ministry of the Environment and Climate Change licensed applicators or trained technicians.

Larviciding is a low risk and effective measure for the control of West Nile virus when used in accordance with label directions. The slowrelease pellet formulation interferes with the mosquito life cycle, preventing the mosquito larvae from reaching maturity. It is not sprayed. The products have been approved by both the provincial and federal governments and are considered low risk for humans, pets and the environment. Ontario one correction away from a debt crisis The Kathleen Wynne government turned the fiscal page Thursday and introduced a balanced budget, and if you listened carefully you could hear the congratulatory backslapping from Toronto all the way to Port Severn. It was 10 years ago when Ontario ran balanced budgets in 2006 and 2007, but that gave way to $20-billion-a-year deficits in 2008 and 2009 when the economy tanked and the Grits had no choice but to hand the auto industry a $3.3 billion lifeline, or face the collapse of auto manufacturing in Ontario. At the time, then premier Dalton McGuinty made a promise to balance the budget by 2017, and while the Liberals should be commended for getting their budget in order, there’s a bogeyman lurking in the province’s balance sheet. The provincial debt for this fiscal year is expected to hit $312 billion, and in a recent meeting with Metroland Media editors, Senior Economist with RBC Robert Hogue said "tough medicine" is needed to tackle the debt. "Debt has increased quite significantly and debt to GDP is running at 40 per cent," he said. In 2016/17, the province expects to spend $11.4 billion on interest payments on that debt. That’s nearly $1 billion a month just to service existing debt, and in case you need to be reminded, that coin comes from your pocket. To put it in terms we can all relate to, every person in Ontario would need to pony up $22,000 to pay off the debt. Hogue said this massive debt leaves the province without a rainy day fund in the event the economy slows to a point requiring stimulus spending, and if interest rates rise, as expected they will, the interest payments on the debt would skyrocket. We agree with Hogue when he says it’s time the province create a plan to tackle the debt by creating a "hard target for debt to GDP ratio" that sits much lower than where we are now. However, we didn’t get that Thursday. What we did get was a desperate Liberal government waving costly carrots in voters’ faces. The Wynne government’s shopping list includes a drug plan for those under 24 costing $465 million a year and $200 million next year to increase affordable licensed child care spaces. Noble programs for sure, but not at a time when the province continues to add about $10 billion a year in new debt as long as they hold power, and if the Wynne government continues to spend like drunken sailors on shore leave - generations of Ontario residents will be buried under a mountain of debt from which they may never escape.

The opinion of the editor is very commendable with regard to the by byelection held in Markham-Thornhill. We had seven prospective candidates throw their hats in the ring vying to represent us in the House of Parliament. The residents did not have an opportunity to know them, only a handful of their supporters roaming around asking to support their candidates. Will 15% foreign buyers tax cool hot market? JEREMY GRIMALDI jgrimaldi@yrmg.com Bonkers, nuts and crazy - those are just three words used to describe the Georgina housing market, the hottest in the GTA by a long shot. The prices in the municipality have risen by stupefying numbers - the average house has jumped 55 per cent in one year - from $439,603 to $683,373. That’s a jump of $243,770, which is approximately how much a house cost in Keswick five yeas ago. The question many are asking about the rise is: Why so much in such a short span? One answer appears to be foreign buyers. Although no one would speak on the record about

how many there are in the market, one mortgage broker in Georgina with more than 10 years experience said the number is staggering. "A lot of purchases are Asian, I would say 50 per cent or higher," he said. "They’re buying a lot of properties close to the lake, fishing is one of their greatest pastimes." He added plenty of the money garnered to be able to afford these houses is coming directly from the Bank of China. "They find $500,000, $600,000 small money. For us, it’s not," he added. Others have put it down to foreign buyers "discovering" that for the cost of a townhome in Richmond Hill, they can buy a fourbedroom house in Keswick. Irrespective of this, he said the price increases aren’t just happening in Georgina, the same is occurring in Barrie, Bradford and Innisfil. Gazing into the finer

points of the market is both frightening and, for homeowners, exhilarating. Rumours are loud and spreading quickly. Homeowners are being offered more than $1 million in cash by agents of foreign buyers on their doorsteps. Someone paid $10,000 to take another person’s place at the front of a housing development presale they’d spent two days waiting for. The confirmed statistics are almost as unbelievable. Last year between January and April there were seven sales above $1 million. In the same period this year, there have been 50. One house, which sold for $750,000 in March 2015, sold for $1.38 million, with no upgrades, in March 2017. The long-term effects of the 15 per cent foreign buyers tax instituted in the Golden Horseshoe by the provincial Liberals on April 21 remain to be seen. In the short term, Wayne Winch, a veteran real estate agent in the area

and resident, said some rationality has returned to the market since the tax, but he added the market remains hot. "The tax has significantly slowed the foreign-buying frenzy," he said. "A lot more rationality and reality has come back. We’re not seeing the overpayment of $100,000. Now it’s more like $10,000, $20,000, $30,000." Because of the slowdown, Winch added, he’s witnessed the situation switch back to more of a buyers’ market, with homes sitting for sale longer, providing further choice for people. Last year, he said a buyer was lucky to find 125 homes on the market. In January 2017, that fell to about 50. And as of Tuesday it’s 286. Now prices are being listed between $50,000 to $100,000 less, he added. While many might expect this to be welcomed with open arms by real estate agents, some, includ-

ing Winch, are concerned about the effect on the community. Steve Peroff, another veteran of the industry and a resident, said he worries that many of the homes will sit vacant or be rented out. "Where this could affect the community is if these buyers are renting out the homes or leaving them empty, which we’ve seen some evidence of already," he said. As for the market cooling, he agrees, but added a note of caution. He says that while demand remains, the phenomenon might be down to the increased inventory that comes with a spring market. "The supply and demand seems to be coming into more of a balance. Having said that, the market is seeing about 20 homes being listed every day." Peroff’s not the only one concerned. At least one lo-

cal politician is worried about what current prices mean for a growing community. Ward 4 Coun. Frank Sebo, who lives in Sutton, said he’s been hearing about "aggressive" sales tactics, including people ringing doorbells and offering cash for homes without inspections. He’s also concerned about the ripple effect on house prices in communities such as Wasaga Beach, Bobcaygeon and Washago, where some sellers are moving to. Top gardening trends for your best garden yet in 2017 With warm weather on its way, there’s never been a better time to start planning your garden. To help you get started this season, we asked Frank Ferragine, aka Frankie Flowers, for his thoughts on top gardening trends this year.

BIG POPS OF COLOUR Last year we saw some contrast with loud hues married to more muted, pastel tones, but this year is all about bright colours. Calibrachoas will be this year’s showstoppers with brilliant purples and beaming yellows. In relation to one of Matus’ lighthearted Facebook posts about "third-world problems" involving wet clothes falling to the ground when her clothing line broke, her friend and Keswick real estate agent Lana Harding wrote about some of the emotions she’s been going through after finding out about the murder. "Looking back at this post I recall smiling that day, thinking how innovative and courageous, adventurous you are, never a dull moment. Always up for fun, never a problem. only a solution," she wrote. "I sit here this past week praying for you didn’t have to be brave for too long, that they didn’t make you suffer. This

Another man, Colin Mather, a neighbour of Matus, said a family member of one of his son’s friends sold her a home in Belize about a year ago, but she has been visiting Belize for four years "She was a very friendly, kind lady; she always seemed to be very happy," he said. "I would see her walking along the lake all the time." Matus, a former property manager, owned a home in Keswick and has roots in Markham, where her twin sons, 22, reside, according to neighbours. Several North Americans have been killed in Belize in the past few years. The body of American Anne Swaney, 39, was found in January 2016. Canadian Matthiew Klinck was found stabbed to death in the doorway of his home in that same month. In October 2013, Lynn Nichiporowich, 57, from Vancouver, was stabbed to death

Housing forum focuses on crisis in region’s real estate industry TIM KELLY tkelly@yrmg.com

Hundreds of concerned and interested citizens are expected at a forum in Markham Saturday on the hottest topic of the moment: housing. The open event Saturday at 9 a.m. at the Markham Civic Centre will feature seven speakers discussing a variety of topics related to the issues swirling around the shortage of affordable housing in the GTA these past few years. On the menu will be: the housing market and house affordability; Ontario’s housing legislation, including the just-announced Ontario Fair Housing plan; regional and municipal housing policy; private-sector perspectives; a case study on social housing; and case studies on secondary

suites or basement apartments and purposed-built rental apartments. Reid McAlpine, vicepresident of the Unionville Residents Association, co-hosting the event with Markham Deputy Mayor Jack Heath, is hopeful the event will draw attention to the multitude of problems swirling around residential real estate these days. For McAlpine, one of the key issues is the lack of purpose-built rental housing in Markham and throughout York Region. "There is virtually no purpose-built rental housing in Markham and very little in York Region. "Think of the people who clean the hospital, they don’t live in Markham, they can’t afford to live in Markham, think of any other number of service workers, they live in

Scarborough, they live in Stouffville or other places; whole class of people who can’t afford to live in Markham and yet we need those people for the health of our society," McAlpine said. He pointed out the push for the forum came about six months ago when the URA discovered the average family income in Markham was around $100,000 yet it cost about $130,000 to afford a home in the city, a "scary topic," McAlpine said. "As the price of housing of all sorts goes up, in the long run we’re going to have real social and economic problems. "I don’t think anybody has good answers; that’s the problem. We’ve got all these questions and nobody has answers, how sustainable is that? It just can’t last," he said.

KIM ZARZOUR kzarzour@yrmg.com It was a sweet - and bittersweet - evening at the Character Awards gala Apr. 26 as two York Region residents were feted for their impact on the community. Shawn Shepheard, manager of Slap Shot Hockey and author of Life is Sweet, was awarded the Donald Cousens Community Impact Award in memory of the former mayor of Markham who recently passed away. Cousens was instrumental in the establishment of the Character Community Foundation in 2001. Shepheard, through his work at Slap Shot, teaches newcomer and low-income children hockey skills and character traits that Cousens wished to foster in the region. The two men knew each other and both faced challenges with kidney disease and diabetes; it was a sort of "full circle" moment for many who attended the annual awards ceremony at Richmond Hill Centre for the Performing Arts.

Ian Proudfoot, former publisher of York Region Media Group now Metroland Media Group Central - was praised by the foundation for his integrity, inclusiveness and 30 years of contribution to the community. "Character isn’t perfection. It needs to be worked at," he said. "Character matters, and yet it is rarely mentioned in assessing performance, especially corporate performance.

Several community leaders took to the podium to remember Cousens, a soft-spoken man known for his optimism and kindness, and whose support, wisdom and guidance will be missed. "He was always there to listen to me and reach out to if I had any questions" said Shepheard, who created jerseys for his Slap Shot players emblazoned with Cousens name, and then shared Cousens’ story with the kids. Shepheard was lauded for his work with the after-school hockey program that gives kids who have never played the game an opportunity to experience the national winter sport, at the same time as they learn invaluable lessons to improve leadership skills, socialization, nutrition and health. He is also a business strategist and host of the Sugar Free Shawn Show an inspirational online show for people living with type one diabetes. Belinda’s Place, a Newmarketbased home for single homeless women, received the Community Hero award as "a tribute to what can happen when a caring and compassionate community - its

HEIDI RIEDNER hriedner@yrmg.com Developers may have to step up to the plate through a combination of "carrot and stick" initiatives to help solve affordable housing issues in York Region. "We can’t solve this on our own," the Region of York’s chief planner, Valerie Shuttleworth, said in a presentation to Georgina council last week providing a high-level summary of the region’s work to date and possible solutions being explored to tackle the issue. Roughly 14,000 people are on the region’s subsidized housing wait list and even more find themselves

priced out of a soaring housing market that continues to increase over an average $1.1 million asking price in York Region last year. "Affordable" means a maximum $468,000 threshold asking price that a family earning just over $116,000 a year could purchase, according to the region’s numbers. Only 16 per cent of new homes constructed last year, however, met the threshold for the lowest income bracket, with only five per cent being sold in Georgina. A total 6,800 government-assisted housing units and a 1.5 per cent rental vacancy rate, or half

of what is considered a healthy rate, didn’t get much help from only 101 rental units built by the private sector in 2016. Recent public/private partnerships, 2,600 subsidized units available via the region’s Housing York Inc. and 638 specific to Georgina have made headway, but Shuttleworth and the region’s director of strategies and partnerships branch of Community and Health Services, Lisa Gonsalves, said it is not enough to address issues surrounding supply and affordability. In addition to federal and provincial funding and public/private partnerships, the province’s re-

cently announced 16-point housing plan may provide local governments the tools needed to bump affordable housing numbers for residents. Key among them is giving municipalities the option to implement inclusionary zoning, which requires affordable housing to be included in new residential developments. Georgina’s director of development services said inclusionary zoning is a "major step forward from the province to tell basically developers you must build a certain level of housing for a certain income range." While he added there are no easy solutions to a

complex problem, a "carrots and sticks approach" may provide some headway, giving municipalities legal tools to address the issue. Financial offsets related to fees, development charges, loans and tax increment equivalent grants are being looked at as potential incentives, as well as the possible vehicles to deliver them, such as community improvement plans and inclusionary zoning, Shuttleworth said. Collaborative solutions are being explored through the region’s human services planning board and working groups involving housing staff and planning personnel from local mu-

nicipalities and the region. The financial implications of those will be looked at further, which will hopefully lead to the development of a framework or "pick list" that will be presented to regional council either late this year or early next, Shuttleworth said. In Georgina, re-examining Keswick’s secondary plan and underutilized areas on The Queensway such as at the five corners for potential infill, higher density units, apartments and townhouses will provide an opportunity to take a hard look at Georgina’s neighbourhoods and potential opportunities, planning and building director Harold Lenters said.

THE PROPHET ISAIAH The prophet Isaiah had a very active ministry covering a period of nearly sixty years – 740 BC to 681 BC. He was a prophet during the time when the original nation of Israel had been divided into two kingdoms - Israel in the north and Judah in the south. The northern Kingdom of Israel had sinned greatly against God and the southern was headed in the same direction – guilty of perverting justice, oppressing the poor, turning from God to idols, and looking for military assistance from godless surrounding nations, instead of asking for help from God. Unfortunately, both the northern and southern Kingdoms ignored the repeated warnings of the Prophet Isaiah and did not even heed the positive prophecies of a future blessedness and deliverance. It is written that they preferred to hear “smooth things, and refused to pay attention to the Lord’s instructions”. Do those words of Isaiah resonate with us today: “The Lord can’t see us. He doesn’t know what is going on!” (Isaiah 29:15). Isaiah relayed the promise of God: “though your sins be as scarlet, they shall be as white as snow; though they be red like crimson, they shall be as wool”. This, of course, had reference to the saving work of the promised Messiah, which Isaiah spoke copiously about. Let us be wise and seek the Lord today. Learn of His ways and walk in His paths.
