One Water Winter Haven Land Development Framework
Winter Haven Development Industry Roundtable Meeting October 20, 2021
There’s a story about Winter Haven and we already know how it ends.
Winter Haven can tell a different story.
This story starts the same
“The total rainfall in the Peace Creek Watershed is our waterbudget.”
- 2010 Sustainable Water Resource Plan
When we withdraw more water from the aquifer than what rainfall can recharge, we threaten the sustainability of our shared water resource, our identity as “the Chain of Lakes City,” and our quality of life.
<15 years
Current estimates indicate that Winter Haven could exceed its Consumptive Use Permit before 2035
Water budget imbalance CURRENTLY threatens the future affordability of water.
Resorting to new, alternative sources of water will be very expensive.
The amount of water we withdraw from the aquifer is mostly a pricing issue with implications for land cover.
The amount of water that recharges the aquifer is mostly a land cover issue with implications for pricing.
Resolving these LAND COVER ISSUES is the focus of our work.

The amount of water we capture depends on the balance between
Natural Landscapes Rooftops, Streets, Plazas
filters, stores, and distributes water resources efficiently and cheaply.
supports community life but prevents aquifer recharge and induces runoff
Soils and elevations in north and central Winter Haven allow for water to quickly recharge the aquifer.
The wetlands and floodplains in east and south Winter Haven allow for water to store and slowly seep into the aquifer.
BUILT AREAS
40-90% Impervious
15-20% Tree Canopy
Winter Haven’s built areas have gray cover which prevents water from recharging the aquifer and increases the speed in which water moves out of our local system.
UNBUILT AREAS
<1% Impervious
30-35% Tree Canopy
Unbuilt areas have low gray cover, but years of agricultural use and the channelization of water has degraded the quality of floodplains and wetlands.
Some of the growth will happen in already built-out areas such as the downtown and surrounding neighborhoods.
Winter Haven’s utility service area will grow by more than 75,000 people over the next 50 years.
Most of Winter Haven’s growth will happen in rural areas along US 27 and north of SR 60.
Land Planning Mission within the One Water Framework: Define ways to enhance GREEN+BLUE and optimize GRAY cover to enhance quality of life in Winter Haven.
Natural
Preserve and enhance the quality and quantity of the backbone Green + Blue systems in Winter Haven
Retrofit land use and infrastructure policies and practices to renew Green + Blue systems in these areas
Use development to leverage new Green + Blue systems to maintain the integrity of the water cycle in these areas
Natural
Infill + Reinvestment
Preserve and enhance the quality and quantity of the backbone Green + Blue systems in Winter Haven
Retrofit land use and infrastructure policies and practices to renew Green + Blue systems in these areas
New Growth Opportunity Areas
Use development to leverage new Green + Blue systems to maintain the integrity of the water cycle in these areas
Conservation strategy to capitalize on new growth opportunities while preserving and restore Winter Haven’s natural hydrologic functions.
Our recommendations: Leverage development to build…
One Water Development Code
Revision of Winter Haven’s Comprehensive Plan and Land Development Code to encourage compact, efficient land development.
A trail system that connects and activates people with Winter Haven’s water-centric resources and community.
Why? Utility
System of lakes, wetlands, and floodplains provide an array of services: storage, filtration, flood protection…
Network of nature presents opportunity to reinforce community character and capitalize on new development
Conservation strategy to capitalize on new growth opportunities while preserving and restore Winter Haven’s natural hydrologic functions.
Strategy to coordinate public & private efforts for maximizing community value
?
Primary Conservation Network
Stormwater and park connections to PCN give value to entire neighborhood
Allow and encourage efficient land use that optimizes gray cover and maximizes access and opportunity.
Revision of Winter Haven’s Comprehensive Plan and Land Development Code to encourage compact, efficient land development.
Promote multimodal transportation designs & investments that enable comfortable growth & reduce imperviousness.
Reduce regulatory burden that limits efficient growth with disproportionate barriers for smaller developers.
Eliminate minimum parking requirements
Allow mix use & housing by-right
Reduce minimum lot size requirements
Establish multimodal connectivity reqs.
Revision of Winter Haven’s Comprehensive Plan and Land Development Code to encourage compact, efficient land development.
Open Space & 10-min walk to parks Light form-based requirements
Expand density/FAR allowances Safe Streets and Efficient Roads
Streamlined approval processes
Connect
Connect people and places that define Winter Haven’s community character.
A trail system that connects and activates people with Winter Haven’s water-centric resources and community.
Activate
Add value to new and redevelopment by activating the resources that are sustaining our water supply.
A trail system that connects and activates people with Winter Haven’s water-centric resources and community.
A trail system that connects and activates people with Winter Haven’s water-centric resources and community.
Sapphire Necklace Trail
A trail system that connects and activates people with Winter Haven’s water-centric resources and community.
Parkway: Adjacent to roadway connecting to natural area or park
A trail system that connects and activates people with Winter Haven’s water-centric resources and community.
We need to balance our Water Budget (reduce, recharge, reuse)
Three distinct Place Types (Nature, Infill, New)
Three recommendations (PCN, Code, Trail)
• Understanding the “pain points” of development today
• Coordinating implementation of the Primary Conservation Network
• Maximizing the value of developable area
• Incorporating “water balance” accounting for development projects
