Welcome Back!

Dear Water Professionals,

It is with great pleasure I welcome you back to the 2025 Florida Water Resources Conference and the beautiful West Palm Beach Convention Center.

The conference continues to be phenomenally successful due to the record number of attendees, exhibitors and sponsors. Your participation, involvement and support are the key to the success of the conference.

Since last year’s conference at Gaylord Palms in Kissimmee, Florida, we have been hard at work to continuously improve the FWRC experience. The FWRC Trustees worked with Mish Agency to uniquely define our brand, ensuring we remain properly focused on growing the experiences and value of the conference. We also launched a new website to improve the ease of finding information and adding more robust content.

We believe that with FWRC hosted by three water associations (FSAWWA, FWEA, FWPCOA), we are able to provide a broad water perspective to attract a diverse audience. Thus, this year’s theme is ‘Connecting Everyone.’ We hope that this diverse audience, programming and experience fosters new solutions, innovations and connections.

Thanks to all the technical paper presenters, moderators and workshop coordinators for sharing your expertise with us. Thank you to the volunteers for assisting with the sessions and helping with registration.

Our thanks are also due to our Trustees and Board Members for their valuable input and feedback as we were planning the conference details.

Operations Challenge is the "Wastewater Olympics" for professionals in the wastewater treatment industry. Teams of four members compete in five separate events: operations, maintenance, laboratory, safety and collection systems, at a regional level, to earn the right to represent Florida at the national competition at WEFTEC. The Florida competition takes place at FWRC every year with an average of eight teams from around the state.

The Top Ops event is a highlight of the FWRC each year. Since, 1997, the Florida Section AWWA has proudly fielded a team in the Top Ops competition at the AWWA Annual Conference & Exposition. ACE Top Ops is often referred to as the “college bowl” of the water industry., offering an exciting, fast -paced challenge. This year’s event will serve as a warmup for the 2024 winning team as they prepare to compete at ACE25 in Denver. All types of teams are welcome to participate in this dynamic question-and-answer competition held at FWRC. A moderator will pose a variety of technical questions and math problems, with the team earning the most points in the championship round taking home the “win.” This year, the event is open to everyone — engineers, mechanics, lab personnel, managers, etc. Come test your knowledge, enjoy the competition and support the 2024 winners as they gear up for ACE25!

JOINT FSAWWA WUC/FWEA WR3/FSAWWA FL2051 COMMITTEE NETWORKING EVENT

Please join us for a joint FSAWWA Water Utility Council (WUC), FWEA Water Resources, Reuse, and Resiliency (WR3) Committee, and FL2051 Committee meeting and networking event immediately following our joint FSAWWA WUC, FWEAUC and FWEA WR3 workshop as we continue our conversations around drinking water and wastewater challenges and opportunities. Beverages will be served! The FSAWWA WUC is recognized as the authoritative resource for knowledge, information, and advocacy to improve the quality and supply of drinking water. Its mission is to develop action programs to initiate, evaluate, respond, and comment on legislative, regulatory, and other matters directly affecting water utilities in Florida. The FWEA WR3 grew out of the One Water concept when the Water Reuse and Integrated Water Resources committees merged to meet the current industry trends. The committee is dedicated to providing technical education and professional development programs for association members through seminars, workshops, and access to technical experts in the field of water reuse, integrated water resources, water supply, water conservation and resiliency. The FL2051 Committee is an umbrella committee of the Florida Section, meaning our efforts help direct/supplement/build on other committee/council efforts based on topics relating to our vision of a sustainable water industry future. This committee conducts and annual August workshop in Orlando and supports and represents the Section at the Annual Florida Water Forum. Looking forward to connecting at FWRC!

WATER AUTHORITY PLANT TOUR

The tour begins at Grassy Waters Preserve, a vital 23-square-mile wetland providing freshwater to West Palm Beach. This remnant of the Everglades that once covered much of this area of the state boasts diverse wildlife and educational programs. Managed by the Watershed Division of the Public Utilities Department, it protects against invasive species and promotes conservation.

Next, the tour moves to the historic water treatment plant, originally built in 1901. Expanded over decades, it now processes nearly 50 MGD, serving 130,000 people. Unique in Florida, this surface water plant combines traditional and modern treatment, including UV disinfection, ensuring high-quality drinking water sourced from Clear Lake.

Those attending the Water Plant Tour should wear closed-toed shoes and bring a hard hat.

Utilities are constantly undergoing construction projects to maintain and improve infrastructure. How can you improve team safety during these projects? Regulations are constantly updated and employees are often not used to dealing with these worksites. They may know operations, but attend this session to be sure you can have your team ready for a safe zone during infrastructure construction.

HURRICANE PLANNING, RESPONSE AND RECOVERY LESSONS LEARNED

Utility leaders and staff are invited to join this roundtable discussion of lessons learned during the 2024 hurricane season, including what worked (and what didn’t) during hurricane prep, response and recovery. Opening remarks by FlaWARN, FDEM and a financial advisor will be followed by interactive breakout groups of 6-8 utility staff per roundtable discussing various topics such as debris management, lift station power, filing claims, etc. Each table takes notes and our committee summarizes them to send to attendees after.

Objective: This workshop will help operational, distribution, collections system, and utility management staff improve continued operations during emergency events with as little disruption as possible to provide continued service to the public.

The workshop format will be structured as follows: Workshop attendance is limited to utility leaders and staff only and is intended to provide a forum for conversation with peers on specific issues encountered and lessons learned during the 2024 hurricane season.
