




Why do public schools need philanthropic support? This is a question we hear often. School funding is complicated, but there are three key reasons:
1) Our local taxes don’t just support local schools; they support schools throughout the state. In 2024 Teton County paid more than $80 million to other school districts across Wyoming through a process called recapture.
2) State and federal resources are designed to provide everyone with a basic education, but they don’t cover the cost of providing an extraordinary education There are programs and opportunities that our educators want to provide for local students, but can’t without your help. These include every thing from mental health support, to afterschool activities, to literacy interventions.
3) The public funding sources our schools rely upon today might not be available tomorrow. This year our district faced the loss of more than $7M in federal funding that had been made available during the COVID-19 pandemic, but was deemed no longer necessary This meant that our district could no longer offer the rich depth of out-of-school programming and support that many families had come to depend upon, not just during the pandemic, but beyond as they faced increasing cost of living and housing pressures.
This is where the Fund for Public Education comes in Our job is to make the extraordinary possible. We raise money to support programs that could not happen with public funding alone. We provide the resources for our district leaders and teachers to dream big and change lives. And we ensure that key programs have the resilience to withstand changes in the funding climate.
In the past year, donors like you have made it possible to serve more than 250,000 meals to kids in need You provided more than 600 free dental check-ups for elementary school students. You supported hundreds of hours of reading and literacy training You helped launch 146 graduating seniors onto the path of a bright future by giving more than $1M in scholarships through the Teton County Scholarship Program You made possible vocational programming, arts opportunities, STEM projects, and so much more.

The FOREVERSCHOOLS HOUSING FUND solves acritical district need by building affordable and attainable housingthat is availablefor all district staff. 72 one, two, andthree-bedroom units areplanned,withthe first24units currently under construction.Your gift to the HousingFundprovides TCSD#1’s teachers andstaff with theopportunitytobuild along-term life andcareer in Jackson Hole. Jackson Hole’sproperty taxesare high; why do our schools still needyour help?
Wyoming’s school funding model meansthatmostofthe taxmoneyour community paysgoes toother school districts. Here’s howitworks:
Schoolfunding begins when the state calculatesthe foundation guarantee. This is the amount of money each school district is guaranteedinorder to provideits students with abasic education. Theamount each school receives is based on anumber of factors,including the number of students enrolled,specialeducation needs, transportationneeds, etc. Thisisrecalculated for each schoolevery year
Every school districtreceives someamount of moneyfromtheirlocal community. This comes from anumber of sources, but in Teton County,property salesand taxes are the biggestcontributors. The state alsolooks at any cash reserves thatthe schooldistrict holds.
If your school district’s local resourcesare less than the foundation guaranteecalculated for you, then youare entitled to drawmoney from the foundation pool up to the amount guaranteed. This process is called entitlementand it helps ensure thatschools across the state always haveenough money to function.Thereare currently43entitlement districts in Wyoming
If your school district’slocal resourcesexceedthe foundation guarantee thatthe state calculated, youmust send any extra funds to thestate.These funds are then placedinto the foundationpool. This process is called recapture. There arecurrently 5recapture districts in Wyoming,including Teton County.Inthe 2023-2024 school year,TCSD#1sentmore than$80M to the state
Recapturemeans that ourschooldistrict’s budget is limitedbywhat thestate determines is needed fora basic education, notbywhat ourcommunity wants or what it canafford. This is why philanthropy is so important for ourschools.

Donating to theFund ensures that localresources stay within our local schools, enabling extraordinary education for every student in our community.
