Established in 1998, Fulkers Bailey Russell is a construction consultancy firm offering tailored solutions to clients investing in construction and property within the public and private sectors.

Hornsey Town Hall.

FAR EAST CONSORTIUM

Hornsey Town Hall is a Grade II* listed historic building, which was designed by Reginal Uren in 1935. It is notable as one of the earliest modernist, continental inspired Town Halls, built in inter-war England. From 1965, following the abolition of Hornsey Borough Council, the Town Hall remained home to only a few of the Haringey Council’s technical services, with the Assembly Hall closed in 1987. By 2004 the building as a whole was essentially redundant. The building is currently listed on Historic England’s Risk Register, with the condition of the building considered as ‘poor’.

This renovation restored the historic Town Hall to its former condition and deliver a sustainable future for this iconic building at the heart of the community. It cements Crouch End’s reputation as a creative, cultural and community centre.

The scheme, by the Far East Consortium in partnership with Haringey Council, refurbishes the Town Hall to be a self-sustaining community asset, following a substantial restoration and refurbishment programme.

The following facilities are provided by the project:

- Sensitive restoration of the ‘modernistic’ interior features such as the Council Chamber, Clerks Office and Assembly Hall.

- A new arts centre with flexible community and events space.

- Public realm improvements to the Town Hall square and courtyard.

- A 67-key, 2,690m² hotel within the Town Hall building.

- Two public cafés, a roof top bar, and ‘Supper Room’, a restaurant located in the lower ground floor.

- The development of 140 new apartments over 14,278m² to the rear of the Town Hall to finance the scheme measuring (GIFA).

The Town Hall is to become a centre for arts and enterprise activities for the benefit of the community.

Buxton Crescent Hotel & Thermal Spa.

TREVOR OSBORNE PROPERTY GROUP

Location: Buxton

The restoration, refurbishment and extension of the existing Grade I listed Crescent building and the Grade II spa buildings in Derbyshire to create a new 80-key, five-star hotel and spa.

The scheme is situated on the source of the Buxton Water thermal spa. This meant a sensitive approach to the design of extension and associated groundworks was required, including extensive consultation with Hydrogeologists to ensure no disruption to the water source.

Stakeholders for the project includes the client, Buxton Crescent Hotel and Thermal Spa Co. Ltd, as well as the Heritage Lottery Fund, English Heritage, Derbyshire County Council and High Peak Borough Council.

The works, for which Fulkers provided consultancy services, were procured in multiple phases, including enabling works, 2013, £2.5m; pump room restoration, 2016, £700k; main works, 2017, £33m; and fit-out following completion.

Bristol Guildhall.

Fulkers Bailey Russell (Fulkers) were appointed to carry out services on the £20m refurbishment and re-use of the Grade II* listed Guildhall and Grade I listed Bank of England Branch building in the heart of Bristol’s historic old city. The project will see the former court and office spaces converted into the City’s first five-star hotel.

The hotel is located in the city centre and will include 100 rooms, as well as a rooftop pool, spa facilities, restaurant and function rooms.

The building has been split into six zones due to its complex nature. The first zone, in the centre of the building, was completely demolished and rebuilt, whilst retaining the original façade.

Fulkers completed the pre-contract duties including a full bill of quantities as well as post-contract duties.

TREVOR OSBORNE PROPERTY GROUP

Room2 Southampton.

The newest addition to the Room2 brand in Southampton. Formerly an 1990s office building, the works consisted of refurbishing the five-storey building into a 72-key apart-hotel. The project involved extensive programme monitoring to ensure the client was aware of progress and sectional handover dates of rooms.

A strict change control procedure was implemented to keep cost within budget and value engineering workshops were organised by us to ensure that the project offered the client value for money and retain a contingency throughout. Regular site meetings were held to review the workmanship on site and the contractor was instructed to provide a sample room to ensure a quality finish was provided.

LAMINGTON GROUP

Luma Hammersmith.

The project delivers a new four-star, 89-key concept hotel at 28-36 Glenthorne Road in Hammersmith, London. The works involved the demolition of four terraced houses and construction of a new modular building, which was modelled after the demolished units to preserve the architectural language of the area. The site was heavily constrained, situated on a busy road and adjoining properties.

The six-storey hotel was designed according to the client’s specifications and features industrial interiors inspired by the Osram light bulb factory that once dominated the neighbourhood.

HEETON HOLDINGS LIMITED

Ibis Styles Kensington.

Ibis Styles Kensington is a compact boutique hotel located in central Kensington, just three minutes walking from Earl’s Court Underground Station.

The project involved the refurbishment and redevelopment of a 100-bed dilapidated hotel formed of six Victorian Town houses, providing a further 16 rooms and total renovation of all facilities.

The design marries original Victorian architectural features with modern decorative themes based on the rich history of London’s Kensington district.

Fulkers provided construction consultancy services and managed the delivery of the project within eight months and within budget.

HEETON HOLDINGS LIMITED

Leeds Bridge Street.

Leeds Bridge Street is a hotel and residential scheme situated in the emerging development area of Mabgate, in close proximity to Leeds City Centre. The derelict site is to be converted from the abandoned gas works office buildings into a hotel and residential towers complete with public green spaces and café.

The twelve-storey, three-star hotel is designed to occupy the existing office podium and tower on the corner of Bridge Street and New York Road and consists of 182 rooms, with associated facilities including a café/dining area, car park and gym.

The mixed use scheme will also deliver five residential towers up to 38-stories in height, providing 800 new homes in total. A multi-storey underground car park will be provided, as well as extensive landscaping to allow for private areas and public access through the site.

Fulkers were been appointed to manage the delivery of this project over the two phases; the refurbishment of the hotel and then new build of the residential towers.

HEETON HOLDINGS LIMITED

The Dorsett City Hotel.

Located within Aldgate in London, the Dorsett City Hotel is and is a new 13-storey, including basement, four-star business hotel. The project provides a 270-key hotel, including 16 suites, a restaurant, an executive lounge and fitness centre, and over 1,600ft2 of meeting and multi-purpose space.

The Dorsett range feature contemporary midscale hotels in carefully chosen urban locations, providing business and leisure travellers with easy access to downtown areas. Dorsett hotels are designed to create a more energised business and leisure travel experience.

The Fulkers team, under previous employment, were appointed to manage the delivery of the project within budget over a 20 month programme.

Ten Trinity Square.

KOP PROPERTIES

A difficult and listed site in the heart of the City of London overlooking Tower Bridge, the project involved the conversion of the Grade II* listed Beaux-Arts into a five-star hotel, apartments conference facilities and office spaces. This complex redevelopment is the product of a careful collaboration with an international client, consultant and design team.

A new basement, excavated under the existing building, posed additional structural and archaeological challenges while the coordination of services through the new elements and existing historic fabric is essential to the success of the scheme. The finished hotel, now part of the Four Seasons brand, has 100 guest rooms and 41 apartments, two restaurants, a deluxe bar and impressive ballroom.

Harrington Hall Hotel.

THE OTHER HOUSE

Harrington Hall Hotel is a 12,000m2, 201-suite hotel located in Kensington. The design brings the vacant nine-storey, including basement, building back into use as a hotel through the modernisation of the existing building fabric, internal remodelling, and some minor external alterations.

The client wanted five-star feel accommodation, including a pool, bar and support facilities, at a competitive mainstream price point.

The contractor was appointed under a design and build two-stage procurement route, looking to undertake initial enabling and demolition works before finalising the design and the works.

Wellington Hotel.

Fulkers provided professional services for the Wellington Hotel, a 10,500m2, 190-suite hotel located in Covent Garden. The project proposed to bring a vacant building back into use as a hotel through the modernisation of the existing building fabric, proposed internal remodelling, and some minor external alterations. The project comprised different buildings of varying age, condition and Grade listing, into a luxury hotel with rooftop bar, spa facilities, pool and restaurant.

This project proposes to bring the eight-storey, including basement and lower ground floors, city block comprised of 6 buildings of varying character and majority of which are currently vacant, back into use as a hotel through internal remodelling and alterations to the existing building fabric. The project will renovate the currently uninhabitable buildings, incorporating facilities which focus on wellbeing, sustainable credentials and guest experience.

A summary of the proposed amendments are as follows:

- Increase in the number of hotel guest rooms proposed from 146 to 190.

- Increased retention of existing building fabric;

- Introduction of a courtyard at basement level with an atrium proposed at the lower ground and ground floor;

- Introduction of a spa (with associated swimming pool) at lower ground floor level;

- Public bar and bistro along with a luxury private members bar.
