Higher Education.

In the higher education sector, our experience includes the provision of all types of teaching and seminar rooms; lecture theatres; libraries; medical and research laboratories up to containment level 3 standard; MRI Suites; engineering workshops; student social and leisure facilities; student accommodation; and all office and ancillary support services. We have also been consulted on all types of repair and maintenance of our clients’ estates.

We allocate a dedicated team of experienced staff, led by a director, onto each of our projects. We encourage clear ownership of tasks and transparent lines of communication within the team, as well as with our client. Our aim is to foster close working relationships and mutual understanding, and to offer continuity. As such, and where possible, the same director always works with the same client, building their knowledge of each particular university and maintaining working relationships.

Our management team has a successful track record of acting as project lead for a number of our framework and non-framework commissions within the education sector. They provide a strategic lead, adopting a client-centric approach. Our clients have full access to our directors at all times in order to discuss any issues that may arise.

Our Experience

University of Brighton.

Fulkers have maintained a long standing working relationship with the University of Brighton for many years, having supported on a diverse portfolio of projects in a multi-disciplinary capacity.

Brighton University’s “Big Build” Masterplan Fulkers have successfully contributed to the delivery of Brighton University’s “Big Build” Masterplan from 2017 to 2024. The redeveloped campus in the suburb of Moulsecoomb transformed what was a former car park into a vibrant new centre for living and learning. Projects included:

Project: Advanced Engineering Centre

Brighton Estates Strategy 2025

Fulkers are currently appointed to manage the delivery of the University’s “Brighton Estates Strategy 2025” focussing on the Falmer Campus which is set in the South Downs, 4 miles away from Brighton city centre. With the overall goal being for the University to better integrate with its surroundings, the project includes a number of refurbishments and relocations including the following:

To support the new buildings and areas being created as part of the Brighton Estates Strategy 2025, Fulkers have been retained to scope, procure and manage the largest relocation operation in its history. Combining multiple sites and various specialist equipment, over 200 staff and via a phased programme to seamlessly transition an entire campus from Eastbourne to the new spaces in Falmer.

Project: Elm House

University of Sussex.

The University of Sussex is situated on a large and open greenfield site in the South Downs in East Sussex, on the edge of the city of Brighton and Hove.

The campus, designed by Sir Basil Spence, is much lauded in the architectural community, with many of the buildings on the university’s campus winning awards. In 1993, the buildings which made up the core of Spence’s designs were given listed building status, with Falmer House being one of only two buildings to be given a Grade I status of “exceptional interest”. Fulkers has been assisting the Estates and Facilities team, working at the University of Sussex and latterly with Sussex Estates and Facilities (SEF) since 2004.

Imperial College London.

Fulkers first began working with Imperial College London in September 2020 and in the years since we have developed a strong working relationship resulting in multiple repeat commissions across the university’s portfolio across both their campuses in West London.

Commonwealth Building, £3m

This project for Imperial College London included the refurbishment of two floors of an existing building to create new laboratory and office spaces. Our first commission as consultant Project Managers for the university involved four separate projects across 2 floors of the Commonwealth Building at the Hammersmith Campus. The projects on Level 4 and Level 7 were undertaken during 2020 and 2021, with the last project completed in March 2022.

Clinical Research Building, £30m

We are refurbishing 5,800sqm in a clinical research building to accommodate research laboratories for 140 staff and 45 PhD students. The works consist of a combination of containment level 3 laboratories (CL3), containment level 2 laboratories (CL2), ancillary laboratory rooms, office spaces and a canteen. The project team are appointed under an NEC4 contract, with the main contractor procured using a two-stage Design & Build Contract. The project has many constraints and risks, including a logistically challenging site within a hospital campus and land locked on all three sides. The ground, first and second floors also house very sensitive biological research which cannot be disrupted during the works. The scope also consists of a major overhaul of the existing M&E plant, equipment and new incoming power supply which needs to be managed very carefully. The project is targeting sustainability measures such as BREEAM and Net Zero Carbon (NZC), with possible Salix funding.

South Kensington Laboratory, £1.5m

We are delivering new laboratory accommodation, which is being relocated from the university’s St Mary’s Building to their Sir Alexander Fleming Building on the South Kensington Campus. The project will deliver purpose-built laboratories and requires a high level of stakeholder engagement with existing users and adjacent projects.

London South Bank University.

Fulkers are working to deliver multiple projects for London South Bank University (LSBU) across all their campus’. LSBU have developed a masterplan referred to as the St George’s Quarter for their Southwark Campus, which includes the London Road Building and the Chapel. Additionally there is the Electric House refurbishment in Croydon; and the new Lambeth College STEAM Building at Vauxhall.

London Road Building (LRB), £48m

The first phase of the Southwark Campus redevelopment was the extensive refurbishment of the existing LRB to provide: significantly improved teaching facilities, lecture theatres and seminar spaces. In addition, The Hub as it is now referred, has a new Academy of Sport called LSBU Active and a refectory on the lower ground floor and a Grab and Go and Exhibition space on the ground floor. A new library occupies the upper floors providing group learning spaces with access to an external courtyard and quiet spaces for students. A blue roof was constructed, including lightwells, and a brand-new façade to allow more light into the building and views out, connecting the occupiers of the building to the world outside. The project achieved a BREAAM ‘Excellent’ rating and was delivered using BIM Level 2.

St George’s Quarter, £120m

The second phase, St George’s Quarter, is a new build seven-storey learning centre and a five-storey creative design centre with a concourse between the two new buildings, which also links in with the existing LRB (Phase 1) and that will act as a community and student “front door” to the Southwark Campus, allowing 24/7 access and improved connectivity. The building will provide and accommodate a learning resource centre, new lecture theatres and student support services. The project aims to achieve a BREAAM ‘Excellent’ rating and is being delivered using BIM Level 2.

Electric House, £700k

Fulkers were appointed to provide project management and employer’s agent professional services for this project and to manage the overall build as well as coordinating the fit-out and refurbishment of Electric House in a live campus environment. The site is Grade II listed and was originally constructed as electricity showrooms and offices in 1939. Electric House is a mix of open plan and enclosed spaces, providing new and improved teaching spaces and communal areas. The works included significant internal alterations in connection with the future use of the building, making good of various existing features, external alterations, and installation of new plant. Fulkers were also appointed to coordinate and manage the direct installations, IT, AV, and FF&E.

Electric House, Courtyard, £640k

After the Electric House project completed, Fulkers’ appointment was extended courtyard works. We are providing project management, contract administration and quantity surveying services on this project which is currently in progress, and consists of a complete refurbishment and upgrade of the external paved area and repairing and upgrading all below ground services.

The Chapel, £20m

The Chapel is a Grade II listed building on the north side of the St George’s Quarter masterplan and the works involved demolishing the entire building, which was derelict, whilst retaining and maintaining the existing façade. The initial plan was to construct a Creative Design Centre comprising a performance theatre and dance studios, as well as new teaching spaces.

Lambeth College STEAM Building, £27.5m

Fulkers have also been appointed to support LSBU in the consolidation of Lambeth College’s existing campus in Clapham to a new campus in Vauxhall. The development comprises a 108,000sqft STEAM centre and 161,000sqft of further education space. Both faculties offering courses in construction, engineering, electrics, plumbing, brickwork, science, dental, ICT, computing, Maths and English.

London Road, Section 278 Works, £106k

As part of the St George’s Quarter masterplan, Fulkers were appointed as Project Management, Employer’s agent, and Quantity Surveyors to re-align the roadworks around and into the new London Road Hub. The scope included hard landscaping involving new pavement and kerb lines, bin store and loading bay, relocation of streetlights, and underground services, and a new bin store. The works are due to be completed end of 2023.

University of Bristol.

The Fulkers team have provided, and continue to provide, a range of construction consultancy services to the University of Bristol (UoB) on a variety of projects across their portfolio. In addition, we are acting as ‘Development Managers’ to support and bolster capacity within the newly formed Campus Planning team, providing specific property expertise to assess the viability of proposals.

National

Composites Centre, £27m

The National Composites Centre (NCC) is a wholly owned subsidiary of the UoB and a notfor-profit organisation with a mission to be an open-access national centre that delivers world class innovation in design and rapid manufacture of composites, whilst facilitating the university’s widespread industrial exploration. This means the project had to incorporate facilities developed for diverse stakeholders with large assembly areas and research facilities.

After successful expansion of activities in the Phase 1 building of the NCC, the university were looking to build an extension to over double the existing facility to circa 86,000sqft, as the existing facilities approached capacity. Phase 2 includes laboratory specification cleanrooms, freezer stores, training, conference, office and ancillary spaces. The extension houses three gantry cranes and one of the largest hydraulic presses of its kind in Europe - for high volume composite manufacturing.

The Brinsea Building, £2.5m

The Brinsea Building was designed to replace existing facilities on the university campus, including an anatomy study centre providing a nationally renowned teaching programme for veterinary students. The building adapted and extended a previous commercial unit on the site to create the new facilities.

The design was developed in conjunction with technical staff to ensure that potential contaminants could be controlled through passive zoning of the building, and active systems were established to manage airflow, drainage and cleaning.

Temple Quarter Enterprise Campus Phase 2

This project is to provide outline planning consent for the second phase of the university’s new campus across 30,000sqm of land and for c1,000,000sqft of education and commercial space. Fulkers provided project management services from inception to receipt of outline planning consent. The project sits within the middle of an area prime for regeneration with this project the catalyst. Extensive engagement with neighbouring plot owners has been undertaken with a coordinated masterplan for flood, transport, and design progressed. The site includes listed buildings and is sat within a conservation area. Engagement with the local planning authority has been extensive.

The Sheds, £Confidential

The Sheds project included an extensive enabling works package procured under a JCT traditional form of contract. The roof coverings were replaced whilst retaining the heritage metal roof trusses and stone walls. Structural adjustments were made to the existing mezzanine and the slab replaced. The hi-tech fit-out was procured under a JCT Design and Build contract.

Campus Planning Work, £Confidential

Fulkers have also been engaged with UoB for the last two years as Development Managers in their new Campus Planning team. Leading the programme of RIBA Stage 0 and 1 projects from referral to handover to Delivery Partners in Capital Projects or Campus Operations. Part of our work has been determining the Campus Planning plans and processes and integrating these with existing governance, capital projects software and processes, including the handover process between teams to ensure continuity for stakeholders.

We have also led the stakeholder management and integration within the campus division to assist the development of the university’s framework plan, and maintained a forward look for capital project and sustainability colleagues to ensure sufficient resource is allocated to support the campus planning team.

Kingston University.

Fulkers were first appointed on Kingston University London’s framework for professional services in early 2015 and we were subsequently reappointed onto the Estates Consultancy Framework, which was testament to our excellent working relationship with the University. Over the past 8 years Fulkers have successfully managed a number of projects for the University, including:

Town House

Situated at the heart of the Penrhyn Road Campus, the new six-storey landmark building houses the University’s largest learning resources centre, spanning five floors, along with dedicated specialist space for performing arts related courses and a significant auditorium space that is used for special events. Flexible technology is utilised throughout to support innovative studying and collaborative group work. The development also provides a large covered courtyard and cafés. The building is rated BREEAM ‘Excellent’ and took home the RIBA Stirling Prize in 2021.

Seething Wells Accommodation

Kingston University’s Seething Wells campus includes four Grade II listed buildings which required extensive refurbishment and as well as converting storage spaces into enterprise space for small local businesses. Fulkers assisted the university with the application of grants from various bodies. This project also involved exploring options to add additional student accommodation onto an already congested site.

Chancellors Hall Accommodation

Feasibility studies were undertaken for the refurbishment of the Chancellors Hall student accommodation which included building extensions to provide new kitchen and breakout spaces for the flats.

Kingston Hill & Penrhyn Road

Fulkers worked on the masterplanning for the redevelopment of two interrelated campuses housing the Faculty of Music, Science and Technology, the School of Education and administration facilities. This involved new build and refurbishment projects totalling 64,000sqm planned over 10 years. The planned projects needed to be carefully integrated into the existing dense accommodation and the site had several challenges as it is in an area of archaeological and ecology significance. Fulkers worked closely with the design team and the university to explore various options within the constraints.

Fire Improvement Works

The Fulkers team have been responsible for managing a campus wide fire compartmentalisation improvement project spread across various phases. The brief was to use the university’s existing plans for each building and survey all fire compartmentalisation and fire doors, producing a schedule of works required for each building to ensure fire compliance.

The site has several constraints including sloping of land, blanket tree preservation orders, badgers and bats. Fulkers worked with the university to maximise the potential for the site and provided various studies including life cycle costing, payback studies and reviewing the local accommodation market.

STEM Teaching Laboratories Refurbishment and Associated Works

This project involved the refurbishment of an existing space to create a science, technology, engineering, and mathematics (STEM) outreach centre, teaching space and to install 552sqm of new laboratories in the existing office space of an occupied building; the works were undertaken in 2 phases. Fulkers provided project management and contract administration professional services, holding extensive and regular meetings with stakeholders and end users throughout the project lifecycle to ensure that the designs were truly coordinated and fit for purpose.

67 Penrhyn Road

Fulkers are currently working on the internal and external refurbishment to a 2 bedroom Victorian residential dwelling adjacent the Penrhyn Road Campus. Works included Fabric and M&E upgrades throughout the property to provide good quality student accommodation.

King’s College London.

Kings College London (King’s) are one of Fulkers’ longest standing clients. Fulkers have been members of the university’s framework for over 20 years and have provided a range of services for numerous projects across the university’s sites. Fulkers have also been appointed as single suppliers for projects, providing consistency of scope and service to King’s. This is testament to the value that the university place on Fulkers’ services.

Student Accommodation Masterplanning, £135m

A large-scale study to assess the university’s current and future student accommodation strategy looking at phased refurbishment works and new build projects to increase the university’s 1,200 beds to 1,500 beds over a five year period.

Hunt’s House, £4m

The internal alteration and repair of the Grade II listed Hunt’s House building situated on The Strand, which includes a library covering all aspects of biomedical science.

New Medical School Laboratories, £2.2m

The refurbishment of five medical research laboratories in the New Medical School.

Maudsley Hospital MRI Suite, £1.5m

Fulkers were appointed as single suppliers to support King’s in the delivery of a new MRI Suite at The Maudsley Hospital’s Centre for Neuroimaging Sciences.

London Institute for Healthcare Engineering (LIHE), £34m

Construction of a new four-storey building on the site of the existing Prideaux Building, which will accommodate the new London Institute for Healthcare Engineering (LIHE) at the university’s St Thomas’ campus. Fulkers were appointed as the Project Manager, Contract Administrator and Programme Manager for the £34m scheme. LIHE brings together world-class research and development expertise across academia, the NHS and MedTech companies, in a new building embedded within the St Thomas’ Hospital campus. We are proud to be supporting King’s and their mission with LIHE to bring impact to patients through medical technology.

Decarbonisation Work, £Confidential Fulkers have been commissioned to support driving the King’s decarbonisation strategy forward. Focusing upfront on the heat decarbonisation element across the university’s estate. Fulkers are responsible for the definition and implementation of a strategy to achieve adjustments to energy consumption to meet the University’s carbon reduction targets for 2030 and to achieve Carbon Net Zero by 2050.

KIS (Kings Integrated Sciences), £Confidential Fulkers are providing project management services for this project currently in RIBA Stage 3, the project aims to provide fresh new teaching and laboratories collaboration and office spaces for the Physics, Chemistry and FolSM faculties.

University College London.

Fulkers have been working with University College London (UCL) for many years, providing a range of construction consultancy services both under individual appointment and through our membership of the University’s framework agreement. The University’s portfolio includes various listed buildings within the Bloomsbury conservation area.

Main Quad Refurbishment, £15m

The Main Quad is a large green space surrounded by Grade I listed buildings and acts as the main entrance to the Bloomsbury Campus. The quad has been through several iterations of uses and at one point was being used as a car park in the 1970s; improvements are long overdue. Fulkers carried out the feasibility study for this project to refurbish the entire area to improve the setting and reflect its’ status as the main entrance to the campus, including improving the circulation routes, installing raised beds, renewing the hard landscaping finishes, installing additional cycle parking, and the refurbishment of the adjacent façades and roofs. The works are to be phased over several years, with the project due to be completed one year ahead of the Bicentenary.

Biological Services Units, £20m

Fulkers are acting as lead designer and principal designer for the deliver of new Biological Services Units (BSU) across 18 locations to Home Office Compliance standards. Due to the complexity of the BSUs, the phased programme of works requires flexibility and a high level of stakeholder engagement. Workshops are held frequently for the UCL facilities teams and end users to ensure the BSU’s meet current regulatory construction standards.

An internal and external redecoration and repair programme of the university’s buildings, including Grade I listed buildings. Our team also surveyed the roofs of multiple Grade II listed buildings. Our building surveyors also provided a costed PPM on the quad buildings which are Grade I, Grade II and unlisted but of architectural interest.

Goldsmid House,

£725k

Constructed in 2008 in the Victoria area of London, the front elevation of Goldsmid House was clad with a bespoke copper rainscreen comprising several products, as opposed to a purpose-built system from one manufacturer. The design of the cladding involved a bespoke timber framed support system, with additional timber board linings. Fulkers supported the design of a new bespoke cladding system, which could be applied externally with new copper cladding to match exactly with the existing.

Academic Buildings Access Projects, £1m

Installation of campus wide access control to buildings, including asbestos removal and works to listed buildings.

The Slade School of Arts Refurbishment, £3m Fulkers were involved in plans for an external refurbishment of The Slade School of Arts as well as overseeing the internal refurbishment works as part of a wider team. As part of the brief UCL advised that they wish to be carbon neutral by 2035 and as a result, our building surveyors were tasked with plans for improving the thermal performance of the building, whilst at the same time obtaining Listed Building Consent. The project is on hold at RIBA Stage 1.

The Slade School of Arts Sprinkler System, £800k Fulkers acted as project managers and quantity surveyors for the design and installation of a sprinkler system to the Grade I listed building which involved connections to existing water supplies and storage facilities. Extensive stakeholder liaison and engagement was required to enable the works to be undertaken in a phased manner to prevent disruption during exam and exhibition periods.

Project Bulge, £Confidential

UCL identified a need for additional teaching, office, specialist laboratory and study spaces as a result of an increase in student numbers. Fulkers were appointed to support the University in developing the additional accommodation, which includes working with a dedicated team within UCL to identify an appropriate development site either within or near the university’s Bloomsbury Campus.

External Decorations Programme, £400k

A scheme to refresh and redecorate several properties across the university’s portfolio, including the Medawar Building, the Institute of Neurology, 16-26 Gordon Street Houses and the Fry and Wilson Buildings. Works also included the reroofing and new EWI provision to the university’s observatory. All works were carried out whilst premises were in occupation.

University of the Arts London.

Fulkers delivered a two phased substantial project for the University of the Arts London (UAL) delivering the refurbishment and fit-out of the UAL Camberwell Campus in London.

Fulkers provided project management and employers agent services for UAL for a substantially new and enlarged campus at its Peckham Road location in South East London. The campus includes a new hall of residence, an academic extension, remodelled and accessible main entrance/reception and an integral courtyard for events.

The building provides an opportunity for the local community and public at large to enjoy these new facilities through creating a gallery for exhibiting art from national museums and galleries. The project was delivered in two phases:

- Phase 1 The new academic building fit out

- Phase 2 The 1960’s and Victorian buildings remodelling and refurbishment.

The project included a 250 seat lecture theatre and projection room at basement level with associated AV and IT.

On the ground floor a commercial kitchen and canteen has been provided along with a 3D Workshop. A learning resource centre, teaching rooms and a special collections enclosure are located on the first floor, with the top floor containing further studios and a student exhibition space.

The refurbishment section of the project includes layout reconfiguration of the lower ground floor for a new reception, exhibition galleries and ceramics workshops. A student centre and faith room has also been created on the first floor.

All kitchenettes and circulation spaces have been refurbished. Externally, steps and an accessibility slope have been introduced to provide access to the new entrance and reception.

London School of Economics and Political Science.

The Fulkers team have worked on a number of projects as part of the London School of Economics and Political Science’s (LSE) frameworks, including the design, refurbishment and repair of a wide variety of buildings across their sites in central London.

The Old Building, £15m

The Old Building accommodates academic offices, student and teaching facilities, the Old Theatre, catering facilities, the library and student services. The main objective was to accommodate three new departments, the installation of new lifts to improve accessibility, refurbishment of areas including the restacking of the building to improve efficiency and to de-carbonise the building in line with LSE’s net carbon zero target.

Myddleton Halls of Residence Refurbishment, £8.5m

LSE have established a 10-year strategic plan to improve their accommodation. This project consists of refurbishing all the bedrooms, communal spaces and upgrading back of house areas. The university is also looking to reduce its carbon footprint by removing all gas fired boiler plants and replacing them with electric heat pumps to reduce energy usage, as well as upgrading the fabric of the building.

Butler’s Wharf Halls of Residence Refurbishment, £24m

The scope of works for the Butler’s Wharf Halls of Residence are very similar to those for the Myddleton Halls of Residence refurbishment. The student bedrooms are being refurbished and various options are being considered for MEP and fabric upgrades.

Public Realm Works, £500k

This project entailed the phased conversion of existing highways into pedestrianised zones across the university campus, working closely with Westminster City Council and their guidelines to ensure the project was completed on budget. The proposed works is to landscape approximately 0.14Ha to improve the quality of the public realm within Westminster.

Parish Hall Refurbishment, £1.5m

The Parish Hall building had been unused for a number of years, the aim of this project was to convert the space into three open plan, interactive teaching rooms. This required extensive mechanical and electrical upgrades and DDA works to ensure the building met current regulations, which included the installation of a 3-stop lift.

Cowdray House Refurbishment, £1.1m Cowdray House was built in 1903 and is Grade II listed. The project was a light touch refurbishment of the main circulation area, offices, and the upgrade of all WCs. The works also included adaptations to the heating system, new LED lighting and decorations throughout. The works had to be undertaken in phases so the day-to-day use of the building could continue during the renovation works.

1 Kingsway Office Fit-Out, £900k

The refurbishment of 1 Kingsway required decanting of a number of departments and the opportunity was taken to rationalise the space allocation such that departments are consolidated rather than the previous arrangement of being housed across a number of buildings. The departments can now operate much more effectively.

Rosebery Hall, £700k

Fulkers were commissioned to provide building surveying and CDM services for the external upgrading of Rosebery Hall, residential accommodation for LSE students located in central London. The scope of works included replacement of the original aluminium single glazed windows to modern high performance metal casements; replacement of the roof coverings and the introduction of solar heating to the building. We also provided cavity fill insulation and replaced the front entrance to the building.

Saw Swee Hock Student Centre, £40m

Under previous employment member of the Fulkers team were appointed to deliver a new landmark expansion project for LSE. The objective was to expand the current space allocation for all existing facilities and consolidate

the whole of the Student Union under one roof. The site became a student hub at the heart of LSE’s campus and added significant value to the student experience at LSE. The building is also used for public events and concerts.

University of Surrey.

Fulkers Bailey Russell have delivered a variety of projects for the University of Surrey for over 15 years ranging from cyclical maintenance/compliance projects, external works, general refurbishments, new builds and masterplanning support. Some examples of projects are detailed below.

Surrey Research Park – Phase 1

The first of multiple phases, the works to the university’s research facility comprised window and door replacements, alongside minor elevation and roofing fabric maintenance repair items to take advantage of the access scaffold.

Surrey Sports Park, £27m

Sports centre procured under a two-stage design and construct contract. The project comprised extensive indoor facilities including a 50m swimming pool, fitness centre, climbing wall, multiuse games areas, studios and a café/bar. Outdoor facilities included two all-weather sports pitches, tennis courts and associated landscaping.

Post-Graduate Medical School (Kate Granger Building), £7.2m

This project comprised the extensive refurbishment of office and academic buildings located, for occupation by the Faculty of Health and Medical Sciences, originally located on the university’s main campus at Stag Hill. The extensive refurbishment of the 1987 built building included: exterior repairs, complete strip out of FF&E and MEP, lift replacements, alterations to the building’s cores to install additional WCs, fit-out of the multi-use office space, external infrastructure (including new connections to the university’s IT fibre network, security and CCTV installations) and refurbishment of external spaces and work in connection with external landscaping, all delivered in a live campus environment.

Faraday Court Phase 11A Veterinary Clinic for Fitzpatrick Referrals Limited, £4m

Design and construction of a new building designed to accommodate a new veterinary clinic, specialising in the treatment of small animals. Procured through a single-stage design and build contract.

School of Veterinary Medicine, £45m

New build and fit-out of 6,600sqm of academic and teaching space across three new buildings, with associated utilities and roads infrastructure. The building has a central atrium with café and reception area leading to student and administrative staff facilities.

20 Priestley Road Offices, £600k

Refurbishment of an office building for use as a NHS Bowel Cancer Screening Centre. The project comprised the upgrading of the services core, installation of lift and the fitting-out of reception area, laboratories, offices, conference facilities, staff facilities and call centre.

60 Priestley Road Offices, £900k

The project comprised the upgrading of the services core, creation of new entrance areas, and the refurbishment of reception areas and open-plan offices. Externally, work included the installation of a new glazed entrance canopy, carpark upgrading, new chiller enclosure and landscaping works.

New Technical Facility, £7.6m

Construction of a new technical facility for the research, development and assembly of satellites. The project consisted of extensive clean rooms, laboratories, meeting rooms, comms room, satellite mission control room and storage spaces.

Bath Spa University.

Bath Spa University purchased the Nicholas Grimshaw designed, former Herman Miller factory on Locksbrook Road in 2016, restoring the space to create a RIBA award winning, state of the art, School of Arts & Design.

The grade II-listed factory in Bath is designed to reflect the manufacturer’s philosophy of open, inclusive and democratic working spaces that can be adapted to suit their purpose. The building is in a central location and close to student accommodation. As a former factory used by Herman Miller, it is part of Bath’s industrial history.

The building structure uses a simple primary and secondary beam system with columns on a 10 x 20m grid to create a 6,000sqm space with only two rows of nine columns.

To achieve the university’s aspirations for the building while continuing to function as a “place of making”, careful consideration was given to developing the mechanical and electrical design so that the space was still able to promote collaboration, flexibility and community.

Low life-cycle cost components were developed alongside the use of passive elements of the building to limit internal temperatures and minimise energy use. The majority of MEP services were exposed, so careful coordination was required with the building and structural elements to meet aesthetic requirements

while maintaining the university’s need to allow for flexibility in use as well as future proofing systems. One of the major key design features of the project included the raising of the existing roof height to allow for the creation of a mezzanine floor and provide crucial additional space. Given the nature of the existing deep plan building, new north lights and clearstory glazing was incorporated into the new roof design to provide natural light into the high quality internal environment that the university was seeking. A new rooftop pavilion was also included to provide a high value, multi-use space.

Another notable feature of the design is the completely demountable cladding system of fibreglass, louvres and glazing, which allows staff to rearrange the position of window and façade building panels to accommodate necessary changes in use.

The new Locksbrook Road campus accommodates university facilities that were previously spread over several sites in and around Bath into a singular location achieving the university’s vision of an academic incubator for the creative industries.

University of Bath.

The Fulkers team have provided, and continue to provide, quantity surveying services to the University of Bath on a variety of projects across their portfolio.

School of Management, £65m

Fulkers delivered the new 150,000sqft School of Management building for the University of Bath at its Claverton Down campus on the outskirts of the historic city of Bath. The landmark seven-storey building accommodates students and staff in state-of-the-art facilities; supporting the university to attract increased numbers of postgraduate students. A range of lecture theatres are housed on the first floor including a Harvard style theatre and ICT lecture room. Levels 2-4 house 142 offices, which are located on the periphery of the building to benefit from natural light and ventilation. The main reception can be accessed via the public realm area and the foyer leads through to the expansive glazed atrium to the south.

The project was delivered in a live campus environment during the Covid-19 pandemic which posed significant risks in terms of potential site closures, cost implications and time delays, meaning the team had to be agile in its approach to mitigating these risks. The build was delivered in the spirit of BREEAM sustainability targets and using BIM Level 3.

Institute for Advanced Automotive Propulsion Systems, £70m

The cutting-edge, £70 million Institute for Advanced Automotive Propulsion Systems (IAAPS) centre has been designed to carry out a wide variety of complex projects for which specialist knowledge and facilities are required. The new purpose-built facility has the capability to run both virtual hardware-in-the-loop testing of real components and physical steady state, transient and highly dynamic propulsion testbeds, complete powertrain cells and chassis dynamometers under a wide range of operating conditions using real driving scenarios, customer usage and unique test methodologies.

The new centre is an international collaborative hub in the field of propulsion research, working in pursuit of cleaner, sustainable and affordable powertrains. The centre provides a platform to forge networks across industry, academia and businesses of all sizes to facilitate the knowledge transfer required to accelerate the pace of innovation in the mobility sector.

Milner Centre for Evolution, £8m

The Milner Centre for Evolution is a cross-faculty research centre bridging biology, health and education. This new two storey evolution research facility incorporates laboratories, offices and seminar spaces including associated external works and landscaping. The Milner Centre building was designed to create a highly collaborative, research and social space.

Conscious that the needs of the building may change over the years, the building committee made the space as general-purpose as possible to allow the centre to adapt as the needs of the group change. For example, offices for academics and grad students are the same size, so if the ratio of students to faculty changes, they can easily be re-purposed without knocking walls down.

Fulkers’ cost reports focussed on the key issues by capturing all relevant information such as approved change, anticipated change and potential change, together with forecast out-turn cost, contingency status, commitment, expenditure, remaining risk profile, cash flow and cost certainty/final account progress. Throughout the contract we produced “live” reports that were issued regularly with formal reports issued in a format agreed with the project manager.

University of Westminster.

Harrow Halls of Residence, £19m

Refurbishment of student resident blocks comprising 470 bedrooms on the Harrow Campus. This is a five-year project of 91,500sqft phased for summer works. The scope includes the renovation of bedrooms, WCs, hallways and kitchens.

Regent Street Roof and Façade Repairs, £5m

The purpose of this project was to undertake a programme of improvement works to the roof, façade and entrance area at the Regent Street Campus. A 1910 Grade II listed building, it is the flagship building for the university. The works include the replacement of all roof coverings including providing adequate insulation to 39 roofs, cleaning the façade, upgrade to the façade windows and new up-lighters to the façade.

London Campus Refurbishment, £5m

Fulkers were appointed to deliver multi-disciplinary services for the Cat A and Cat B office fit-out reallocating 400 staff members of the University of Westminster into four different buildings located in central London. The office fit-out entailed new office spaces, conference rooms, kitchens, restrooms and lounge areas in all four buildings, as well as the refurbishment of the façade of one of these buildings. New building systems were installed as part of this refurbishment as well as new interior finishes, furniture and light fixtures. The project entailed planning approval as well as heritage approval and had an extremely tight deadline.

The University of Westminster is undergoing a large transformation; a programme of extensive improvements to their buildings to create a world-class teaching and learning environment for students and staff. Fulkers has been working for the university since 2014 and regularly provide multi-disciplinary services for works including refurbishments of offices, teaching spaces and student accommodation as well as repairs and maintenance. Soho Polytheatre, £1.3m

Refurbishment of the historic Soho Polytheatre located in one of the university buildings in Fitzrovia. This was a National Heritage Lottery Fund project that entailed façade work, a new lift as well as new WCs, building systems, lighting, finishes and furniture. The new theatre offers a multi-use space for exhibits, events, studying and art making.

101 Decant, £4.7m

Full multi-disciplinary services for the refurbishment works at four of the University of Westminster’s existing buildings in Central London. The project was commissioned by the university so that staff located at a rented office location could decant to existing university owned buildings. The scope of works included: the full strip-out to all areas; the creation of meeting rooms, breakout spaces, WC’s, reception areas, open plan office spaces, showers and a changing area. The project also included the installation of new kitchen areas; and M&E works such as cold and hot water installations, new variable refrigerant flow systems, heat recovery units, a new air handling unit, electrical power, new distribution boards, luminaires and fire alarm alterations.

Broadcasting Space, £320k

The conversion of a 130sqm office on the Harrow Campus into a broadcasting studio for students and staff. The works included a high specification of acoustic treatment and close coordination with the AV specialist.

Regent Street, Boardroom, £1.5m

Refurbishment of the university’s historic boardroom in their Regent St building. This project entailed the replacement of the boardroom’s roof, as well as new building systems, new finishes, new lighting and new furniture. This project being a listed building has been carefully designed to meet heritage preservation requirements.

120 New Cavendish Street, £400k

The university purchased 120 New Cavendish Street to consolidate their extensive New Cavendish Campus where they have been since the 1970’s complementing their sites in Regent Street, Marylebone Road and Harrow. The building required a Cat 2 office fit out including removal of partitions, M&E enhancements and replacement finishes to create an open plan office and associated WCs.

University of Kent.

The University of Kent’s School of Economics building was designed with the aim of creating a vibrant new campus destination with world class accommodation, giving departments the opportunity to grow whilst improving the student, staff and visitor experience and contributing to the regeneration of the university’s estate.

Situated between the existing Kent Research and Development Centre Building and Jennison Building on the axial access route to the central hub, the BREEAM ‘Excellent’ rated School of Economics reinforces and improves the circulation routes and vistas to enhance the concept of a coherent campus destination. The new School of Economics also improves the character and quality of the strategic hub developed for the Kent Business School and School of Mathematics, Statistics and Actuarial building.

The design is adaptable for future use, and creates a backdrop for the existing woodland setting. The building is naturally ventilated and creates animated façades all around, whilst complementing the existing buildings adjacent to the site.

The 28,500sqft building comprises academic offices, administration, ancillary areas, teaching and learning spaces and ancillary spaces.

Buckinghamshire New University.

Buckinghamshire New University (BNU) have invested in a range of state-of-the-art facilities across their campuses to support student’s learning, the latest addition is the East Wing Building.

The East Wing Building project provides 7 new areas; identified as key to student interaction and BNU desire to keep students on site – an atrium (for events and graduations), refectory, winter garden, reception, roof garden, kitchen & mezzanine seating, the creation of a new portal into the building at the new reception, as well as teaching and general use spaces. Existing workshops and teaching spaces were relocated elsewhere on campus to make way for some of the areas above and the underutilised “Rose Garden” was closed and became the new Atrium. The Rose Garden had no sunlight and was overlooked by all 4 buildings that surrounded it.

From the outset, BNU had student experience as its focus and so the original 3-year construction programme was condensed into 18 months. Construction took place in a live environment with the involvement of multiple stakeholders.

Design was underway via a PCSA contract when Fulkers joined the team. We managed all the stakeholder engagement, design process, contract, programme, decant and construction of the relocated teaching spaces, as well as the primary projects which totalled in value at c£22m

with various additional work packages included such as refurbishing the various roofs of the adjacent buildings.

A particular problem during the enabling phase was that the primary area of the project was in the middle of an existing building surrounded by teaching spaces and workshops. Fulkers worked with the academic and timetabling teams to free up some areas so that construction access could be granted through the area that most suited construction but caused the least disruption to teaching.

Multiple smaller projects became evident along the way, many of which were managed by the existing team. This led to a cohesive and stream-lined approach to these projects and their integration into the primary project. The team worked with stakeholders and departments to create and manage a number of workflow processes. This led to integrated working practices; some of which have been adopted by BNU on other projects.

Construction was carried out under an amended JCT Design & Build 2016 contract, with 3 parties; the contractor, the framework provider and BNU.

The Buckinghamshire New University - High Wycombe Campus project was shortlisted in the ‘Inspiring Learning Spaces’ at the Education Estate Awards 2024.

University of Reading

In recent years Fulkers have been assisting Reading’s Estates Department in creating an affordable, flexible, appropriately scaled and fit for purpose estate.

Internal Refurbishment of Polly Vacher Building, £450k

Our building surveyors delivered the refurbishment of various internal areas/rooms within the Polly Vacher Building, which had been identified as a new location for the Cole and Herbarium Collections and storage for the Zoological department. The new areas were to allow for the “dry” specimens (skeletons, fossils, insects etc.) and “wet” specimens (items stored in liquids, spirit solutions etc.) to be suitably stored and accessed.

Clinical Suites, £1.5m

Fulkers provided project management and contract administration for the fit out of an area within an occupied building for use by the university and the local hospital trust as a joint learning space. The project involved extensive stakeholder management throughout all RIBA Stages. Asbestos removal and radiation testing were undertaken ahead of works starting on site. At the beginning of the construction works, the contractor was required to work around exam periods. Strict working hours were implemented and liaison with building users and the client team took place to ensure the exams were not disrupted whilst maintaining the construction programme.

Harborne Building, £Confidential

Fulkers project managers assisted the Estates and Property Services Department in overseeing the letting of this building to the Royal Berkshire Hospital NHS Trust (RBH).

The duties included full liaisons with the RBH team in connection with their proposals for the building, the splitting of mechanical and electrical plant and equipment and overseeing the RBH tenants fit out works to confirm it was in accordance with the university’s requirements and legal agreements. The building was converted into clinical laboratory space.

Arts Faculty, £4.5m

Fulkers provided project management and contract administration services for the relocation of the Reading School of Art which forms part of the university. The project was to refurbish an existing redundant central kitchen building and add a 2-storey extension to facilitate the full scope of the arts programme including a purpose-built gallery space to allow artwork to be displayed, as well as workshops for activities such as ceramics, screen printing, and wood and metal work. There will also be new studios and a visitor space. The building will meet BREEAM Very Good standard and has been connected to an existing energy centre. The project completed for the commencement of the 2023/24 academic year.

Knight Building, c£5m

Fulkers project managers assisted the Estates and Property Services Department in overseeing the letting of this building and car park to Reading Scientific Services Ltd (RSSL). RSSL undertake food testing for the Mondelez group of companies including Cadbury, Ritz, Tuc, Daim & Oreo.

The duties included full liaisons with the RSSL team in connection with their proposals for the building, the splitting of mechanical and electrical plant and equipment and overseeing the RSSL tenants fit out works to confirm it was in accordance with the university’s requirements and legal agreements. Our project manager’s also oversaw contribution spending by the university to the scheme.

Thames Valley Science Park/Shinfield Studios, £5m

Fulkers project managers provided support to the university’s Property Services team and managed the interface of works between the Thames Valley Science Park (TVSP) and Shinfield Studios. The studios is a new film, TV and recording hub facility with 18 stages. There were significant works between the two sites including an extensive retaining wall and reduced level dig. We liaised with the project managers and construction management team for the studios to manage the interfaces and temporary facilities. The critical request from the university was to ensure that the existing TVSP tenants were not disrupted any way as they undertook their daily business routines.

University of West England.

The University of the West of England (UWE) is a public research university, located in and around Bristol, England, UK. With more than 36,000 students and 4,200 staff, it is the largest provider of higher education in the South West of England.

School of Health and Social Wellbeing

Fulkers provided cost management services for the relocation and refurbishment of the School of Health and Social Wellbeing (SHSW) at UWE, from the Glenside Campus to the Frenchay Campus, transforming the way new health and social care professionals are trained.

UWE’s vision for the future, is for students and staff to have access to larger, more flexible spaces to learn, teach and advance their studies.

Limitations with the mainly Grade II listed buildings at Glenside inhibit the ability for the SHSW to grow effectively. As part of the wider campus life project, moving to the Frenchay Campus will also improve the connections between the school and the rest of the university.

Community and business engagement will be the heart of the new site, as it provides a new Integrated Care Academy (ICA), the first of its kind in the South West. The ICA, a joint venture between the NHS, commercial, charity and independent sector partners, will prioritise an updated health and social care system.

Buildings A-N Refurbishment

The aim of this project is to redevelop and reconfigure the existing building blocks A-N to create a new ‘home’ space at the centre.

Wayfinding and connectivity across campus from each arrival point forms an essential part of the design and key deliverables include: over cladding of all blocks (excluding F Block), re-roofing, new main entrance, creation of the ‘home’ space, entertainment spaces, catering and retail spaces, bus depot, seven satellite school offices and external landscaping, as well as general redevelopment and refurbishment of academic and teaching facilities.

This large redevelopment project is being broken down into smaller projects and phases which can be delivered in consideration of the live and active campus environment.
