James Safapour Senior CoW
James has over 20 years’ experience and has dealt with many aspects and sectors within the construction industry. Experienced as NEC Supervisor, Construction Consultant and Clerk of Works, he has a varied project history from High-End Residential, to Lifetime Homes, Secure Mental Health Care, NHS projects, Commercial to Town Centre Regeneration Projects to Care homes.
James has great working knowledge of British Standards, Approved Documents and Technical Information and has, for the last several years specialised in the Passive Fire sector, including Fire Doors, Compartment Surveys and the inspection of 3rd party work.

Preston Circus Fire Station.
Preston Circus Fire Station is an existing fire station which was built in 1938 and is considered a building of interest within Brighton city centre. The station, which is home to a wholetime firefighting crew, two pumping appliances and an aerial ladder platform is operated 24/7 and provides cover for the City of Brighton and support for Roedean Fire Station in the east of the city.
The building comprises a concrete structure, with Portland stone and brick façade, located between the Duke of York’s Picture House and the Railway Mission. The project looks to create a fit for purpose building for the station staff and will look to update their existing facilities with modern gym and recreation area, kitchen and dining room, offices, meeting rooms, and new external access to the second floor where a Cat-B fit out will be undertaken to accommodate third party partner offices with a flexible working environment. The project will also install self-contained rest areas, called ‘sleeping pods’, for shift areas not on call.
We provided client-side project and cost management support, using our expertise of the construction industry to drive value for money to
deliver a building which will be more efficient and intelligently designed. The project also requires a BREEAM ‘Very Good’ rating, and we have been instrumental in driving the design forward to meet these aims by facilitating BREEAM meetings with the sustainability consultants and BREEAM assessor. The scheme also looks to become compliant with East Sussex Fire and Rescue’s internal standard specification, which will be rolled out across East Sussex fire stations.
One of the main challenges with the project was understanding the stakeholders requirements and managing last minute changes to designs and programme in line with the Union’s expectations.
We provided East Sussex Fire and Rescue with management support during these meetings, presenting current plans, programmes, and costs back to the Union for their review and approval. We also chaired regular project team meetings with the client and design team to make sure that key dates within the programme were met, as well as sitting with the client as part of their team to understand and manage the challenges as they arise.
EAST SUSSEX FIRE AND RESCUE

Dalston.
BARRATT EAST LONDON

The Dalston development, located in the heart of Dalston in Hackney, East London, comprises two adjacent sites: Dalston Lane South and Dalston Lane North (Junction Interchange). Situated on land owned by Transport for London (TfL) and positioned above TfL tunnels.
The development required remediation to meet EWS1 Part B standards. This entailed the removal of combustible materials within cavity walls and, in some cases, replacement of the facade’s structural backing, insulation, and other elements. The project covered ten blocks in Dalston Lane North and five blocks in Dalston Lane South, with work commencing in spring 2021 (scaffolding phase) and concluding in November 2024.
Fulkers Bailey Russell (Fulkers) provided fulltime Clerk of Works services, ensuring all quality assurance (QA) documentation was meticulously witnessed and signed off. We carried out pre-close inspections and detailed second-fix inspections for each material at every plot, generating comprehensive reports for each inspection phase. This proactive, continuous oversight helped maintain consistent quality across all work stages.
A significant challenge arose when the original contractor, Jessella, went into liquidation midproject, which halted progress. To mitigate the impact, the project was retendered, and a new principal contractor was appointed. Our team at Fulkers managed this transition using our prior inspection records to bridge any QA documentation gaps left by the original contractor. This streamlined the handover process and minimised delays, ensuring all QA standards remained intact throughout the project’s lifecycle.
Enterprise Way.
BARRATT
Location: Wandsworth


The Enterprise way development is situated within Wandsworth in a desirable position moments from the banks of the River Thames. The development was completed in 2012, consisting of 5 residential blocks and 3 commercial blocks all sharing the same podium slab.
Fulkers Bailey Russell were appointed to provide Quantity Surveying, Project Management, Residence Liaison and Clerk of Works services during the full phase of the structural remediation works, latent defect rectification and water ingress remediation. Structural remediation works includes design, procurement and installation of permanent steel to basement carpark and strengthening works to the superstructure. Clerk of Works services include weekly inspection reports and quality assurance checks and validation.
Beaufort Park.

Beaufort Park is rapidly becoming recognised as one of North West London’s most exciting destinations, a new community designed for those who expect more from life. Reclaiming over 25 acres of the historically important but long neglected RAF Hendon Aerodrome site, Beaufort Park is a groundbreaking new mixed use development designed with imagination and style.
Under previous employment, our staff provided services for nine phases of the development.
Fulkers is currently providing services on three phases of this prestigious development. Our staff have delivered:
- Over 1,500 residential units comprising both private and residential social landlord units.
- Parkland areas.
- Retail and commercial units.
- Health club.
- Nursery.
- The development has colourful render and clad façades with balconies and courtyards, plus private landscaped parklands.
- Involved from inception to completion for the early phases of the overall development.
- Improved cash flows through our detailed analysis of the development programme. This includes ‘golden brick’ and other milestone payments to release funding from Registered Social Landlords. We also establish dates for sectional completion handovers for the private flats in order that the Client can serve occupation on the prospective purchaser, this in turn allows cash collection by the developer.
- Re programming of work packages to ensure the development is delivered on time. If delays should occur in the construction phase a detailed ‘target programme’ with the contractor is always produced and works are re programmed and then closely monitored thus enabling completion on time.
The works have been delivered via a mixture of procurement routes. Traditional design and build was used for the early phases with full fit out. In the later phases the shell and core was delivered design and build with the fit out delivered on a construction management basis via several separate packages.
Town House.
KINGSTON UNIVERSITY

Fulkers Bailey Russell proviided Clerk of Works (CoW) services for the new build Town House building at Kingston University.
Situated at the heart of the Penrhyn Road Campus, the new six-storey landmark building houses the University’s largest learning resources centre, spanning five floors, along with dedicated specialist space for performing arts related courses and a significant auditorium space that is used for special events. Flexible technology is utilised throughout to support innovative studying and collaborative group work. The development also provides a large covered courtyard and cafés. The building is rated BREEAM ‘Excellent’ and took home the RIBA Stirling Prize in 2021.
