RELEVANT EXPERIENCE
Director BEng
Leo has 30 years of experience in the construction industry. He has fulfilled roles in design, procurement and project management. In the last 20 years Leo has exclusively worked on residential schemes and most recently on structural, cladding and fire remediation projects.
Using a consistent approach and good communication with clients, staff and contractors, he is able to offer clear leadership and objectives, enabling the team to work productively, efficiently and safely. Leo has a keen eye for detail, a methodical approach and a broad range of ancillary skills that augment his experience in construction management.
Building Safety Team (BST), £500m: Leo set up a team to carry out cladding remediation projects, his remit expanded to include the Structural remediation programme at the beginning of 2023. The multi-disciplinary team has since doubled in size under Leo’s leadership, with 40 staff, including two directors.
Strawberry Star, Bronze Building, London, £120m: Leo was called in as part of a consultant team to assist with the legacy work on a building that was inhabited but not formally handed over. There were a number of quality control issues that required careful management of the relationship with residents. He ensured that the remaining properties were handed over snag-free and investigated and resolved a number of significant issues, including arranging and analysing detailed CCTV survey of SVPs to locate and resolve multiple issues.
Barratt London, Project Ashby, London, Confidential Value: Consultant working on legacy work across multiple sites for the housing developer client. The role involved preparing project execution plans to execute structural works in inhabited blocks.
Vabel, Various Projects, London £80m: Taking the Construction Director role, Leo was tasked with managing the construction team for a developer across various projects, including Harrow Road and Lawrence Road. Responsibilities included recruiting
the team, implementing systems and protocols and training. During his time on this project, Leo grew construction output from four units to 100+ units in two years.
EcoWorld, Royal Wharf, London, £180m: Project Manager for the delivery of 650 units across nine blocks, including RC frames and pre-cast concrete. Leo took the project from piling to fit-out. He coordinated large scale implementation of pre-cast systems to seven blocks built in 20 weeks.
Vabel, Harrow Road, London, £8m: A high quality redevelopment of a site in an area undergoing regeneration. Included a basement over the entire footprint of the site, an RC frame block of 15 apartments and 2 traditionally built Mews houses built on the podium slab.
Vabel, Lawrence Road, London, £13m: Vabel’s flagship project created 37 apartments across two blocks and five traditionally built houses. The property developed an industrial feel with exposed concrete soffits and steel balconies.

RELEVANT EXPERIENCE
Associate Director, Quantity Surveyor
A well rounded and experienced Associate Director, Quantity Surveyor with extensive PBSA and residential experience approaching 6000 bed spaces and close to £400m of construction value, with supplementary experience as an Employer’s Agent in project management. Approaching 14 years within the construction industry working on a wide variety of building projects across many sectors Jon has developed a wide well-rounded skillset. Skills include, measurement, contract administration, procurement and tendering, negotiation, life cycle costing and design economics.
Project Utah, £150m: Consisting of 3 New build PBSA schemes and a 316-unit BTR. Project combined value more than £150m of build value, and over 1000 student beds. Jon’s role as the portfolios Employer’s Agent and Commercial Lead involved post contract Employer’s Agent role, overseeing the contractor’s applications for payment across three schemes nationwide. Ensuring applications were fair and reasonable and in compliance with both the JCT D&B 2016 and the development and funding agreement. Reviewing developed design such as GA drawings, room layouts and elevations, amenity space design, ensuring these follow the employer’s requirements and agreeing the detailed design with the owner’s management agents and administering the build contract with any required instructions and or notices.
New Build Residential: Working within land buying teams to appraise land value, focusing on key factors through the appraisal process such as, standard housebuilding costs for the superstructure and substructure for each house type, project abnormal costs involving cut and fill, remediation, retaining structures, mine grouting, surface water attenuation, infrastructure costs and oversized drainage. Jon’s role also included critically appraising layouts and reviewing the design metrics such as sq ft coverage per acre, plots per acre, nett
developable acres to gross acres all of which would impact the anticipated build costs, land value and project viability.
Victoria Hall, Vincents Place, Southampton, £16m: This project involved the demolition of existing retail units, ground remediation and development of 260 student bedspaces, light gauge steel frame with brick slip cladding system. Ground + 11 storeys in height. Single stage competitive tender let via JCT design and build 2011. Jon responsibilities involved attending monthly progress meetings, reviewing progress against programme for purpose of extension of time claim, reviewing applications for payments and making recommendation for payment to the Employers Agent. In addition to this, he reviewed and negotiated the final account.
Castle Street, Leicester, £7m: This project involved the demolition of an office block, ground remediation and development of 130 student bedspaces via a six-storey light gauge steel frame building traditionally clad in brick masonry. Jon negotiated tender let under JCT design and Build 2016. Jon’s responsibilities involved preparation of tender and contract documentation, critical review and recommendation of the framing solution, reviewing site progress and issuing recommendations for payment to the Employers Agent. In addition to this, he reviewed and negotiated the final account.


Build to Rent (BtR).
Bath Junction.
Fulkers have been appointed by Watkin Jones to deliver 316 BtR apartments with 727 m2 of commercial and retail space. The development consists of two distinctive blocks of 5 and 6 storeys separated by podium landscaped gardens. The development is a key part of Bath Riverside regeneration.
The build contract includes a provisional sum for the amenity area which an external interior designer will be appointed to produce. Fulkers will then liaise with both the client and construction teams to produce an area which in line with Client expectations whilst in line with the construction budget.
Quality will be continually monitored during monthly site visits. Fulkers will also be involved with snagging the project’s show flat to ensure a highquality benchmark is set as well as carrying out room checks to ensure the areas are as per the DFA.
The project will be completed to achieve BREEAM Excellent.

Chesnut Lakeside.

Fulkers have been appointed by Inland Homes in connection with Parcels 12 and 13 of the Cheshunt Lakeside development.
Parcels 12 and 13 are part of a wider scheme where the intention of the developer is to create a new neighbourhood rather than a housing estate. Correspondingly, the scheme incorporates the full range of services that characterise a walkable mixed-use neighbourhood. Up to 1,725 homes will be delivered (including accommodation for the elderly) as part of circa 205,000ft2 of commercial and non-commercial floorspace. The development includes a two-form entry primary school and a central plaza.
Three distinct façade styles have been incorporated, all relying on different ratios and mixtures of brickwork, fenestration and cast stone. Roofs are either flat or duo pitched to create interest at high level.
Various sustainability initiatives have been incorporated. The fabric of the buildings has been designed to prevent overheating; the energy strategy is a combination of electric and air source heat pumps; the opportunity for urban greening and sustainable drainage has been maximised.
Millwrights Place and Coopers Court.
Members of the Fulkers team delivered a £63m residential scheme at Finzels Reach in Bristol on behalf of property developer Cubex.
The project will see 297 apartments built across two buildings on the former site of the Avon Fire and Rescue headquarters. The largest is Millwrights Place, which will provide 231 private rental apartments in a 14 storey building, while adjacent to this will be Coopers Court, a 10 storey building providing 66 apartments – 18 shared ownership and 48 affordable. Both schemes will contain a mixture of 1 and 2 bedroom homes, as well courtyard bike stores, roof terraces, a brown roof and undercroft parking.


Ten Degrees.
Ten Degrees, situated at 100a George Street, Croydon is formed of two adjoining 44 and 38-storey towers that overlook East Croydon station and offer panoramic views across London.
Operated by Greystar, the development offers 546 spacious apartments ranging from one to threebedrooms in size and is looked after by a 24/7 onsite management team.

The Fulkers Team have worked on the development and construction of this Landmark BtR building. Ten Degrees is the world’s largest residential modular tower utilising innovative off site MMC techniques to deliver the project in circa 20 months on site.

Greenford Quay.
A 2000 unit £700m BtR development over multiple phases. Members of the Fulkers BtR team were working for Greystar as Development Director developing an outline planning application as well as helping to develop a site wide master-plan.
A 26 acre, off market land acquisition which was reevaluated as a regeneration/placemaking exercise. The planning density was increased from 600 units to over 2000 units on a phased basis.
The Greenford Quay development is a vibrant mixed-use and well-managed neighbourhood on the banks of the historic Grand Union canal. Greystar acquired the former GlaxoSmithKline and Sunblest Bakery sites in January 2016, and has consulted extensively with Ealing Council, the Greater London Authority, local businesses, residents, and other stakeholders to develop proposals for modern canal-side living in the heart of Greenford - and bring the formerly derelict 26 acre site back to life. With approximately 185,000 sf of lettable commercial space and copious community floor space, the development creates a wealth of new amenities for residents and the local community, including shops, a supermarket, restaurants, cafes, offices, open spaces, and new connections through Greenford, including the reopening of Berkeley Avenue and a new pedestrian bridge over the Grand Union Canal. The project also includes a new two form entry Primary School and accommodation for a new on-site healthcare facility.

Purpose Built Student Accommodation (PBSA).
Lower Bristol Road.
The site on Lower Bristol Road will replace a car showroom and is within a 15 minute walk of the centre of Bath, a UNESCO World Heritage Site. The site boasts excellent sustainability transport options including the nearby national cycle route, local buses as well as Oldfield Park rail station offering connectivity to Bristol and other cities.
Fulkers have been appointed by Watkin Jones to deliver this 335 bedroom scheme, which will include 215 cluster rooms and 120 studio rooms.
The scheme will be future proofed by meeting high environmental sustainability standards and meeting the increased desire for outdoor space by incorporating landscaped communal courtyard gardens on the first floor and further biodiversity will be added throughout the scheme.

Ty Nant.
Fulkers have been appointed by Watkin Jones to deliver this 370 bedroom scheme in Swansea.
The 11-storey development provides a total of 370 beds including 75 studios and 295 cluster rooms. Social facilities include landscaped podium gardens, private dining area with adjacent roof top social space, lounge, study space and fully equipped gymnasium. The project will be completed to achieve BREEAM Excellent.


Lower Parliament Street.
Fulkers have been appointed by Watkin Jones to deliver this 354 student rooms development including social space. The Form of Contract is JCT Design and Build 2016 with Amendments. Watkin Jones are both the Main Contractor and Developer for the Scheme.
The project will deliver 354 student beds with a mix of 263 cluster and 91 studios which is vital in the housing of the cities growing student population. 6 Studios will be accessible for DDA users. The site was formally used as a car park which was owned and managed by Nottingham City Council, as part of the development Watkin Jones have had to provide a replacement car park, this has been provided in the form of a basement car park which will provide 48 car parking spaces inclusive of a number of EV charging spaces also.
The scheme will also include amenities for social lounges, a gym and social space together with ground floor commercial space to be used by local independent business. The project will be completed to achieve BREEAM Excellent.

Elliot Road.
Location: Birmingham

Fulkers have been appointed by Watkin Jones to deliver this 523 student rooms development in Birmingham.
The project provides a total of 523 student beds with 135 studios and 388 study bedrooms with shared kitchen and lounge facilities. Additional amenity space for student social and learning interaction is provided at ground floor level, overlooking the adjacent Worcester and Birmingham Canal.
BREEAM Excellent standard will be achieved, with awareness of sustainability and environmental requirements demonstrated through the inclusion of an extensive courtyard garden which reconnects the site to the canal.
Planning requirements include the relocation of an existing gymnastics facility from the industrial premises which are to be demolished as part of the new PBSA development. Fulkers are also managing the conversion of an existing bingo hall in nearby Rubery. This will provide circa 30,000 sq ft of new gymnasium space, including all gym equipment, to standards approved by Sports England.
Little Patrick Street
Members of the Fulkers team were appointed by Watkin Jones to provide consultancy services on this new build 430-bed student accommodation block in the centre of Belfast.
The works involved the pre-contract cost planning and the appointment of a Belfast-based contractor for the construction of the concrete frame structure through to the delivery of a fully furnished, completed building.
The development was pre-sold to RSRE and is operated by Student Roost.

RSRE/WATKIN JONES
Location: Belfast

Pittodrie Street.
Members of the Fulkers Team were appointed by Watkin Jones to deliver a new build 615-bed student accommodation development in Aberdeen.
The role included pre-contract cost planning and the appointment of a Scottish-based contractor for the construction of the concrete/timber frame structure through to the delivery of a fully furnished, completed building.
The development was pre-sold to RSRE and is operated by Student Roost.

RSRE/WATKIN JONES
Location: Aberdeen

Swanston House.
Members of the Fulkers team were appointed by Watkin Jones to deliver 330 bed student accommodation development in the centre of Belfast.
The role included pre-contract cost planning, procurement and appointment of a Belfast-based contractor for demolition, façade retention and new structure through to the delivery of a fully furnished, completed building.
The development was pre-sold to RSRE and is operated by Student Roost.
RSRE/WATKIN JONES
Location: Belfast

41 Castle Street.
Members of the Fulkers team were appointed under previous employment by Victoria Hall to deliver the demolition contract and new build construction of student accommodation providing 121 beds in Leicester, adjacent to De Montford University.

The project included the pre-contract negotiation and appointment of the contractor to deliver the steel framed building through to handover.
The building is operated by Host.


The Elements.
Members of the Fulkers team were appointed by Victoria Hall to provide construction consultancy services on a two-phase new build 725-bed student accommodation development in Sheffield, next to Bramhall Lane football ground.

Location: Sheffield
Works involved the pre-contract negotiation and appointment of a contractor to deliver the steel framed building through to handover in September 2019.
The building is operated by Host.



Chapter London Bridge.
Fulkers were appointed by Greystar as Development Manager to deliver Chapter London Bridge in Southwark which is a distinctive 39 storey building, providing best in class accommodation for up to 905 students
Student acommodation floors provide a variety of living options from self contained studios to clusters of two or three bedrooms with shared facilities and spaces for communal dining and socialising.

Additional communal spaces are provided on the 37th and 38th floors including a gym and rooftop garden facilities.
The design has progressed utilising modern methods of construction to improve performance and reduce construction programme based on new developments in off site fabrication and on-site assemblies. The project is also targeting BREEAM ‘Excellent’ with an environmental design including an all electric system, air source heat pumps, natural ventilation and urban greening.

Chapter Kings Cross.
Acquisition Due Diligence
Fulkers was appointed to carry out various due diligence condition surveys to support the acquisition of student residential properties in London and the South East. The surveys included budget cost advice for the rectification and repair of building condition elements.
Condition Surveys
We have carried out various asset condition surveys to provide a scope of works and budget cost plan for potential future projects in existing properties.

Kings Cross, Amenity Refurbishment
Our team was appointed to refurbish the amenity space of high-end student accommodation based at Kings Cross. The project aims to enhance the amenity spaces of the building and improve the image of the ‘Chapter’ brand. The project was split into different zones, to refurbish the gym, café, study space, entrance and games area. The project had to be delivered under extremely tight timescales, whilst working within a live environment. The project posed lots of logistical challenges which had to be communicated amongst different stakeholders.

Nido Groningen
Members of the Fulkers team were appointed by Roundhill to deliver the procurement and appointment of the FF&E contractor to deliver a 700 bedroom fit-out, including all kitchens, bedroom loose furniture, and extensive communal facilities.
The new student housing development scheme is well located within a two-minute walk of Groningen University’s campus and a short bike ride to the city centre. It will offer 467 large en-suite studio flats and 231 short-stay units. There will be a variety of room sizes, dedicated common areas and amenities for all residents to enjoy as well as 404 sqm of commercial space.
