The 2024 Iowa General Assembly will convene in January. The key legislative priority for FUELIowa is to increase infrastructure funding at levels which will incentivize retailers to invest in upgrading their infrastructure above and below the ground. This is the primary challenge to comply with the Access to Fuels Standard Act by January 2026.

The most valuable tool FUELIowa has is the power of “active" member advocacy. The Iowa retail fuel industry must continue to aggressively advocate for policies that will strengthen the longevity of the retail fuel industry. Equally important is the goal of educating consumers about the economic challenges facing the Iowa retail fuel industry. To achieve this goal, the Iowa retail fuel industry must intensify its advocacy strategy to include stakeholders; suppliers, distributors, and equipment manufacturers working together on mutual strategic interests and presenting a more unified voice to policymakers and the public. The Iowa retail fuel industry will face several inside the store issues relating to alcohol beverages, lottery sales and tobacco during the legislative session. To efficiently address these issues, the Alcohol Beverage Division and Lottery Task Forces will be combined into a Retail Task Force.

of illegal vaping devices infiltrating the U.S. which create competitive imbalance and draw unnecessary attention to the regulated tobacco products sold in FUELIowa member stores. By John Maynes, Director of Government and Regulatory Affairs, FUELIowa

As calendar year 2023 approaches the holiday season, it is time to turn our attention to the 2024 Iowa legislative session. As one of the most heavily governed industries in the United States, there are no shortage of issues facing FUELIowa members. Whether your business is a retail gas station, tankwagon operation, fuel transporter, or you provide critical service to one of these industry categories, legislative and regulatory issues impacting the fuel industry impact all segments of the industry. For 2024, the FUELIowa Board of Directors has identified a list of priority issues for the association to work on. In addition, there are several issues we will be monitoring closely and preparing to act upon should the circumstances of the upcoming session dictate our attention. The core areas of focus for the upcoming session include securing an increased costshare for retail ethanol projects under the Iowa Renewable Fuel Infrastructure Grant Program; protecting the remaining funds in Iowa’s Comprehensive Petroleum Underground Storage Tank Fund; and the elimination of the threat

With the passage of the Iowa E15 Access Standard in 2022, Iowa law now requires all 2,000 Iowa convenience stores to sell E15 by 2026 or face penalties and the suspension of their retail fuel license. Very few FUELIowa members have expressed interest in pursuing the waivers offered under Iowa’s E15 Access Standard. The reality of operating a facility under a waiver is the inability to compete against competitors accessing state tax credits and the corresponding devaluing of your property asset if your equipment is unable to sell E15. As a result, the FUELIowa Board believes increasing the cost-share under Iowa’s existing grant program is the best path to seeing the standard succeed while preserving Iowa’s rural fuel distribution network. Currently, the cost-share opportunity under Iowa’s Renewable Fuel Infrastructure Grant Program (Iowa RFIP) is set at $50,000, a number that has remained unchanged since 2009. From 2009 to present, inflation has risen over 40 percent and data provided by installation companies shows the cost of fuel equipment and associated labor far outpacing Bureau of Labor inflation data. Pairing the rising costs of fuel equipment and labor with Iowa’s E15 Access Standard, FUELIowa’s ask of legislators is for an increase to the existing cost-share commensurate with the scope of capital investment asked of fuel retailers. Our ask is to

move the cost-share from $50,000 per project to up to $160,000 per project while finding a permanent funding source for the program. While infrastructure has been identified by the FUELIowa Board as the association priority, Iowa’s Comprehensive Petroleum Underground Storage Tank Fund has also emerged as an important issue. In the fall of 2023, at the request of Governor Reynolds, a review of all state boards and commissions was completed. In the final report prepared for state lawmakers, the elimination of the Iowa UST Fund Board of Directors was recommended. Presumably, this action would see the remaining $6.5 million in Iowa’s UST Fund transferred to Iowa’s Department of Natural Resources without Board oversight. FUELIowa is supportive of the elimination of the Iowa UST Fund Board of Directors. However, our preference is to see the remaining funds transferred to the Iowa DNR with certain protections governing how the remaining balance of funds are to be used. With nearly all claims where remediation was feasible complete, FUELIowa is seeking the prioritization of the remaining funds to assist owner/ operators with access to the $15,000 available for underground storage tank removal while ensuring continued access to remediation dollars for sites with a No Further Action Certificate where contamination is found years after the site had previously received a clean bill of health from the Iowa DNR. The final priority identified by FUELIowa’s Board of Directors involves the growing tobacco

category defined as noncombustibles and more commonly referred to as vaping products. Vape products have shown growth in an otherwise stagnant category in our stores. As retailers seek profit centers in our stores, vape products have shown promise in terms of their profitability. Unfortunately, with signs of growth potential and profitability, the vape category has been infiltrated by bad actors looking to seize an opportunity for quick profits through the distribution and sale of unregulated vaping devices at retail outlets across the U.S. The illegal distribution and sale of these devices creates two problems for FUELIowa members. First, the sale of these devices creates a competitive imbalance because many of these devices are being sold with no tax liability leaving honest retailers at a competitive disadvantage. The second concern is the potential harm caused by these devices which often contain substances unregulated by the FDA. As these illegal devices make their way into the hands of young persons throughout the U.S., the subsequent focus on vaping devices by lawmakers tends to lump the regulated in with the unregulated. To avoid the further regulation of otherwise legal non-combustible devices, we need to support the crackdown by law enforcement of illicit non-combustible devices being manufactured and distributed through the United States. While the FUELIowa Board of Directors has identified these issues as the association priorities during the upcoming session, there are a host of additional issues we can

continue to work on at both the state and federal levels. As an example, FUELIowa is continuing our effort to address the taxation of aboveground storage tanks. Previously, FUELIowa secured an Iowa Court of Appeals decision exempting horizontal propane tanks from property tax assessment. Recently, we expanded our challenge to include vertical refined fuel tanks. That issue will work its way through various District Courts throughout Iowa in 2024. On the federal level, FUELIowa via our national association, the Energy Marketers of America, continues to pursue relief for bulk gasoline storage facilities from a costly regulatory proposal mandating vapor recovery at bulk gasoline storage facilities. We have been actively advocating with EPA for common sense reform

to their proposed rule and supplemented our effort with a bi-partisan letter signed by 84 members of Congress asking EPA to reconsider their initial proposal. We anticipate a final rule to be forthcoming in early 2024. Finally, we continue to push forward in asking Congress for reform on credit card interchange fees. The Credit Card Competition Act (CCCA) would facilitate the reform we seek and has been on the precipice of a vote for the last several months. Although the dysfunction of our current Congress has stalled progress on the bill, the CCCA is a priority issue for retail associations across numerous industry’s and includes the likes of NACS, EMA and others who will be unrelenting in their pursuit of reform and bring

first-class grassroots advocacy to Washington, DC. I could continue on with a host of advocacy related issues we are working on but I often get scolded by my colleagues for not abiding by my pre-set word count in these articles. I’ll end with an open invitation for anyone who stayed with me this long to reach out to me and discuss the issues facing your business and the work we can do as your association to address these issues through our advocacy efforts. HealthAlliance Welcomes New Chairman

A new President has been appointed to lead the board of directors at HealthAlliance, marking a shift in leadership. Since 2015, Bryan Bandstra (Key Coop) has served as the Chairman of HealthAlliance, and on November 1, 2023, the torch was passed to Andrew Woodard (Elliot Oil.) Bandstra is retiring after 35 years with Key Coop. Woodard has been a HealthAlliance board member since 2014, giving him the time and knowledge needed to serve as board chair. Outgoing Chair Bandstra shared, “It’s a lot to grasp, with the complexity of both the laws of health insurance and a MEWA, while also understanding the customer base and what it takes to keep renewals competitive. Plus like any business there is constant change.”

I know I will continue to learn everyday as this industry is a very fast-paced changing industry which makes it exciting… New challenges will come forth and I hope to guide our board to find solutions that benefit our members as a whole.”

Learn more about incoming Chairman Andrew Woodard below: Born and raised in Ottumwa, Andrew returned to his hometown in May 2010 after finishing his degree in Business Administration with a focus in Management & Finance from Morningside College in Sioux City, Iowa. Growing up around the family business and tagging along with the maintenance guys at a young age, Andrew waited to join Elliott Oil and didn’t begin working for his father until after his sophomore year of college. During high school and college, he gained working experience while working for a construction company, mechanical company & an event center on their maintenance and security crew. Andrew attributes the knowledge and work ethic he gained from his previous working experiences, along with the leadership roles and success both

When asked about his best experience on the HealthAlliance board, Bandstra explained, “A couple of years ago, we did strategic planning to set future goals which we are achieving and continuing to pursue today.” Woodard shared his best experience thus far has been “Building relationships and

in the classroom and in athletics during his life as one of the most valuable key building blocks to his leadership and role as a business owner today. Once moving back to Ottumwa in 2010 and after working in Elliott Oil’s convenience stores during college learning their operations from the daily “customer to clerk interaction,” he quickly joined Elliott Oil’s management team and transitioned into a leadership role as the General Manager. In 2014, he became Vice President of Elliott Oil and that same year he also started a new Wholesale Fuel Distribution division within Elliott Oil which now wholesales gasoline and diesel fuel across the Midwest in six states.

Now in 2023, serving as the company’s President, Chairman & CEO, Andrew focuses on managing Elliott Oil’s fuel distribution network across all segments of their business. He also overseas their direct retail, fuel transportation and tank wagon & lubricant divisions. He believes some of the most important leadership practices in today’s business world that should be lived out daily are creating a company culture with solid core values, leading by example for your peers and building a strong leadership team that fits your company’s culture. In addition, Andrew serves on the Executive National Leadership Board for BPAMA. He currently also serves as the President of the

Wapello County Foundation Board of Directors, serves on the Board of Trustees for FUELIowa’s Health Benefit Group, serves on South Ottumwa Savings Bank’s Board of Directors and has previously served as the President of the Ottumwa Area Chamber of Commerce. Andrew and his wife coach girl’s youth softball in Ottumwa. Their family and children also compete and are very involved in the Iowa High School and Youth Rodeo Associations. Outside of the office aside from his family, you’ll find Andrew in the gym each morning as he strongly believes fitness and both physical and mental health play a big role in not just your job, but for your family and life in general.

A menthol prohibition will drive legitimate transactions out of stores and into the illicit market, hurting small businesses and funding violent crime. The criminal sale of tobacco has been proven to fund violent gangs, organized crime, Mexican drug cartels, and international terrorism.

Trade Groups Representing Small Independently Owned and Operated Energy Marketing Businesses Call on President Biden to Abandon Misguided Menthol Ban Energy Marketers and Convenience stores from Arizona, Nevada, New England, West Virginia, and more rally in a unified voice against the proposed federal ban Washington D.C. – (October 31, 2023) – Today, 47 state and regional energy marketing trade associations representing tens of thousands of small businesses united in a single voice to oppose a federal ban on menthol cigarettes. The FDA is concluding a federal rulemaking process to ban menthol as a characterizing flavor in cigarettes and has submitted its rule to the Office of Management and Budget. The FDA is already failing to enforce the tobacco market in the United States as illicit tobacco trafficking continues to fuel a multibillion-dollar criminal enterprise. Beyond the lucrative criminal cigarette trade, the FDA’s failure to enforce its ban on flavored vapes has led to a flood of illegal, disposable vapes manufactured in China and marketed to children. 14

There is no scientific evidence to support a nationwide public health policy that would treat menthol cigarettes differently than other cigarettes. Nonetheless, the controversial policy proposal, advanced by special interest groups that have threatened the federal government with litigation, will create the largest prohibition of a legal adult product in modern history. As menthol cigarettes are the product of choice for smokers in communities of color, the policy will disproportionately impact those communities. Peter Brennan, the executive director of the New England Convenience Store & Energy Marketers Association, which represents thousands of merchants throughout New England said, “Tobacco bans and taxes don’t change consumer demand. These bad policies steal from hardworking American small businesses and fund violent crime. At a time when we are already struggling as a nation to police our international borders, a nationwide menthol ban will pour fuel on a raging fire.” Peter Krueger, of Fueling Nevada, said, “History shows us that prohibition policies are doomed to failure and a nationwide menthol ban would be the biggest prohibition of the 21st century. How can our lawmakers push to legalize cannabis to remedy the harmful

war on drugs while simultaneously seeking to criminalize menthol cigarettes? A menthol ban won’t reduce consumer demand, but it will hurt small businesses while funding violent criminal enterprises and international smuggling syndicates.” Amanda Gray, executive director of the Arizona Petroleum Marketers Association, representing thousands of merchants throughout Arizona, said, “As a border state, we see the harmful effects of misguided bans and taxes every day as criminals traffic illegal products, counterfeit goods, and other contraband across our border to exploit foolish regulation. A ban on menthol cigarettes is a billion-dollar gift to Mexican cartels. We can’t stand by and let this happen.” Traci Nelson, president of the West Virginia Oil Marketers & Grocers Association (OMEGA), said, “At a time when small businesses

continue to struggle amidst the headwinds of inflation and a flagging economy, the last thing the retailers of West Virginia need is policy that will take revenue out of our stores and give it to the criminal market. We deserve more than this from our elected officials, but they continue to kick us while we’re down.” Rob Underwood, president of the Energy Marketers of America (EMA), said, “Banning the use of menthol in cigarettes would have a cascading effect on companies who supply fuel to independently owned and operated small business gas stations. HOUSTON, Oct 23 - Chevron (CVX.N) has agreed to buy Hess (HES.N) for $53 billion in stock to gain a bigger U.S. oil footprint and a stake in rival Exxon Mobil's (XOM.N) massive Guyana discoveries, the latest in a series of blockbuster U.S. oil combinations.

The deal gives Chevron a 30% stake in the Exxon and CNOOC (0883.HK) Stabroek oil block in Guyana, which is expected to triple to more than 1.2 million bpd by 2027.

EMA Meets with White House OMB to Discuss Proposed Bulk Plant Vapor Recovery Rule EMA met with the White House Office of Management and Budget (OMB) this week to make certain a recent EPA proposed rulemaking contains language eliminating small business energy marketers from installing expensive vapor recovery equipment at their bulk plants with gasoline storage. All major agency rulemakings, including EPA’s vapor recovery proposal must go through OMB for final approval. The OMB has the authority to order changes to a proposed rulemaking before it is finalized. Last June, the EPA proposed a new hazardous pollutant air emissions standard to control gasoline vapors at downstream gasoline bulk plants. The proposed rule would require

The rule would accomplish this by reducing the current threshold trigger for compliance with vapor recovery equipment from 20,000 gallons of gasoline or more per day of actual gasoline throughput, to a maximum design capacity daily throughput of 4,000 gallons or more of gasoline. EMA opposes the change because while virtually every bulk plant can theoretically pump more than 4,000 gallons of gasoline per day, actual daily gasoline throughput at downstream bulk plants is typically far less. EMA met with the EPA earlier this year to oppose the proposed daily throughput trigger. At EMA’s request a bipartisan group of 84 members of Congress sent a letter to EPA supporting EMA’s position on the proposed rule. The Small Business Administration’s Office of Small Business Advocacy also weighed in on EMA’s behalf. As a result, EMA has had productive conversations with the EPA and recommended a new trigger of 4,000 gallons or more of actual gasoline throughout per day averaged over 365 days. This trigger would eliminate all bulk plants with gasoline throughput of 1,460,000 gallons or less per year from vapor recovery requirements. EMA told the EPA that this new trigger would be acceptable since nearly all bulk

plants have gasoline throughputs of less than 1,460,000 per year, relieving small business energy marketers from expensive compliance requirements. EMA urged the OMB to make certain the alternative throughput trigger language favorable to downstream energy marketers is included in the final rulemaking. The EPA is expected to issue a final rulemaking by February 2024.

Continue to Urge Congress to Support the Credit Card Competition Act! EMA continues to urge all jobbers and retailers to reach out to their Senators and ask them to VOTE YES on the Credit Card Competition Act. This bill would reduce swipe fees and allow retailers a choice of network to handle the transaction through competition which would save Americans and businesses around $15 billion in swipe fees per year. Our industry’s share of that comes to around $9,000 per store per year.

A menthol prohibition will drive legitimate transactions out of stores and into the illicit market, hurting small businesses and funding violent crime. The criminal sale of tobacco has been proven to fund violent gangs, organized crime, Mexican drug cartels, and international terrorism. There is no scientific evidence to support a nationwide public health policy that would treat menthol cigarettes differently than other cigarettes. Nonetheless, the controversial policy proposal, advanced by special interest groups that have threatened the federal government with litigation, will create the largest prohibition of a legal adult product in modern history. As menthol cigarettes are the product of choice for smokers in communities of color, the policy will disproportionately impact those communities. A ban on menthol cigarettes is a billion-dollar gift to Mexican cartels. We can’t stand by and let this happen.”

Peter Krueger, of Fueling Nevada, said, “History shows us that prohibition policies are doomed to failure and a nationwide menthol ban would be the biggest prohibition of the 21st century. How can our lawmakers push to legalize cannabis to remedy the harmful war on drugs while simultaneously seeking to criminalize menthol cigarettes? A menthol ban won’t reduce consumer demand, but it will hurt small businesses while funding violent criminal enterprises and international smuggling syndicates.”

Rob Underwood, president of the Energy Marketers of America (EMA), said, “Banning the use of menthol in cigarettes would have a cascading effect on companies who supply fuel to independently owned and operated small business gas stations. Retailers will likely be unable to pay for their next load of fuel and pay for EV charging equipment due to the potential major revenue loss from a menthol flavor ban.” Tobacco bans and taxes don’t work. policy supports harm reduction as a strategy. Many countries have embraced less harmful alternatives to smoking instead of resorting to total prohibition. Places like the United Kingdom have established government-funded programs that are proven to be more effective in assisting smokers to quit. A potential federal menthol ban has implications that reach far beyond policy. Prohibition of menthol cigarettes will negatively impact the economy, public health, and the countless families relying on small businesses. The trade associations urge that the White House consider these broad consequences before causing irreparable harm.

Inside the Beltway – November 10, 2023 The biggest news in Washington broke Thursday afternoon as Senator Joe Manchin (D-WV) announced he would not run for re-election in 2024. This move virtually hands Republicans an extra Senate seat in red West Virginia and likely a minimum 50 seats in the Senate come 2025. Though, a potential Republican Senate majority could increase with former President Trump expected to be at the top of the ticket. Senators Sherrod Brown (D-OH) and John Tester (D-MT) are both defending seats in states where Trump won in 2016 and 2020. Senate seats are also up for grabs in presidential swing states – Arizona, Michigan, Wisconsin, and Nevada. To keep the Senate majority, Democrats would need to win all of these races plus the White House. While many look ahead to 2024, there remains much to be done this year. This was another typical legislative week in Washington with 30 30

a lot of talk but little action, and with one week until a government shutdown, this means next week should be extremely busy. If this week’s Congressional action is any indication, we are a long way from the finish line. For example, two of the House’s twelve annual appropriations bills had to be pulled from floor consideration when it became clear they would fail. This is especially concerning as the two bills – Transportation, Housing and Urban Development (THUD) and Financial Services and General Government (FSGG) – are not typically among the most controversial funding bills. But this is not a typical year. In the Senate, appropriators worked in a bipartisan fashion to craft legislation that is widely supported and fairly in-line with standard appropriations measures, which typically make incremental – not sweeping – changes to programs. The House, however, took a different approach, with the Republican majority going all in on some of its more right-wing members. As a result, the legislation is almost entirely partisan and, in some cases, seemingly impossible to pass given House Republican’s narrow majority. Appropriations leaders illustrated this issue, noting that some members will only support legislation containing specific parameters, while other members will only support legislation that excludes the same things. As a result, House Republicans may be forced to compromise with the Senate’s bipartisan legislation. All this to say that, with the government shutdown coming next Friday, Speaker Mike Johnson (R-LA) may find himself in a similar situation to his predecessor Rep. Kevin McCarthy (RCA), as he is forced to reconcile the needs of his party with priorities that can actually pass the Senate and become law.

Meanwhile, Rep. Max Miller (ROH) introduced a bipartisan bill related to sustainable aviation fuel (SAF). If enacted, the Farm to Fly Act aims to increase production SAF within existing U.S. Department of Agriculture (USDA) programs, allow for greater collaboration, and ensure USDA’s SAF definitions reflect eligibility for American agricultural crops. The airlines are under intense pressure from investors to reduce their carbon footprint and their only option is to move towards SAF even though SAF results in a higher carbon footprint compared to both on-and-off road renewable diesel and biodiesel. Given that the current tax code favors SAF production over on-and-off road lower carbon fuel options, such as biodiesel and renewable diesel fuel, EMA opposes the legislation. While appropriations legislation remains the focus, we are seeing Congress begin to punt important legislation. This week, House and Senate Agriculture Committee leaders announced the 2023 Farm Bill will not receive a vote this year and will be extended into fall 2024. While Congressional leaders stated the Farm Bill will be a priority in 2024, and will pass, there is no certainty when Congress attempts to move legislation months before a presidential election.

TSA Warns CDL Drivers to Apply Early for HME Renewals or Risk Temporary Loss of Operating Authority

Drivers seeking to renew or obtain a hazardous material endorsement (HME) must undergo a Transportation Security Administration (TSA) security threat assessment. The security threat assessment includes driver security and criminal background checks and fingerprinting. Typically, the threat assessment process takes 45 days. However, TSA is recommending that all applicants for hazardous material endorsement (HME) renewals or first-time enrollments submit their applications and fingerprints at least 60 days prior to their expiration date. The TSA is experiencing increased demand for HME renewals and new enrollments and the processing times for applicants are exceeding the normal 45-day turnaround period. Drivers applying for renewal outside the 60-day processing period risk temporary loss of their authority to haul hazardous materials.

President Biden Invokes the Production Defense Act to Fund Domestic Manufacture of Electric Heat Pumps President Biden invoked the Defense Production Act, a Cold War era statute enabling the president to expedite materials and services to protect national security, in order to stimulate the domestic manufacture of residential heat pumps with $169 million in federal funding. The funding is part of the administration’s drive toward electrification to reverse climate change, which the White House has identified as a serious threat to national security. Essentially, the administration is using extraordinary wartime powers to promote a political domestic policy agenda designed to eliminate

fossil fuels, including heating oil, propane and natural gas, in favor of electrification. The $169 million will go to 9 manufacturers of electric heat pump components to build domestic manufacturing facilities meant to replace foreign sourced components. While the $169 million represents a relatively small infusion of cash to stimulate the domestic manufacture of electric heat pumps, EMA nevertheless, opposes federal funding that favors one source of energy over all others. EMA is conferring with national, state and regional energy industry stakeholders to develop a coordinated response to this latest attack on fossil fuels. EMA will also engage with Congress and relevant federal agencies to voice its opposition to picking winners and losers in the development of national energy policy.

Congress In Disarray This week, Washington has been focused on one thing—whether or not the government will shut down in 8 days. In a normal year, Congressional appropriators aim to provide discretionary funds for all programs and departments of the Federal government through 12 annual spending measures that run from October 1 through September 30 of the following calendar year. Members use this process to modify the previous year’s funding levels and the specific terms controlling how those funds are spent, and they

also use these bills to collectively provide billions of dollars of Congressionally Directed Spending, or earmarks. This year, the appropriations process has been mired in a political and policy logjam, largely as a result of intraparty disagreement between House Republicans. To date, none of the 12 bills has been enacted, leaving Congress just over a week from a whole-of-government shutdown without a clear path forward, and barring a compromise that has eluded lawmakers to date, the government will begin to shut down on October 1.

While Speaker Kevin McCarthy (R-NY) and Senate Majority Leader Chuck Schumer (D-NY) both agree that a government shutdown would be bad for the country, the House and Senate are lightyears apart in terms of funding levels, policy provisions, and even an interest in reaching compromise. To the Senate’s credit, this is the first year in many where appropriators have moved their bills in regular order in a bipartisan manner, and in all likelihood, they will have all 12 of their annual funding bills passed by next week. But it takes two to tango, and the House is not even close to this stage. At this time, the House has passed only one bill – military construction and veterans affairs – and Speaker McCarthy is having trouble getting even the Defense spending bill to the floor, which would typically be a layup (though they’re trying again today). Given the distance between the House and Senate, a Continuing Resolution (CR) is the obvious solution, however, a significant number the House Freedom Caucus are refusing to either (a) vote on any CR or (b) vote on any CR that does not impose a series of cuts that

4 Ways to Prevent Winter Slips with Floor Mats

don’t buckle, or high-performance mats that last longer and perform better. You can also add waterabsorbing mats in areas prone to drips and spills, like water fountains and drink dispensers.

Icy and snowy conditions can easily lead to slips, trips and falls—both outdoors and indoors. Consider floor mats your first line of defense in preventing these types of incidents on your premises. With proper selection, usage and maintenance, floor mats will help your customers and employees stay safe. Keep the following in mind as you prepare your floor mats for winter.

Make sure to have spare mats as well. Wet or worn mats will need to be changed out for fresh ones.

Choose the Right Kind of Mat to Prevent Slips Whether you rent or own your floor mats, selecting the right variety is key. Mats with a slipresistant backing are preferable because they’re less likely to shift or bunch. To get the same effect on existing mats, spray a thin layer of pressure-sensitive adhesive on the underside. Depending on budget and preference, you could opt for disposable, adhesive-backed mats that can be cut to size and

Each of these mats is critical to preventing water and dirt being tracked into buildings. Scraper mats help remove snow, slush and dirt from shoes. Combination scraper/wiper mats remove excess moisture, and additional wiper mats catch remaining contaminants. The walking distance across these entrance mats should be 20 feet at minimum. All mats should create a smooth, level walking surface with minimal gaps and overlaps. Use pressure sensitive adhesive or edge taping to secure mats in place. Maintain Your Mats Floor mat maintenance is not

a one-off event. It must be performed consistently to make sure mats don’t become hazards themselves. Establish a routine for checking your mats. EMC recommends daily inspections, as well as more frequent ones for heavy-traffic areas. Snowy, wet conditions also warrant more vigilant inspections. Inspection checklists can help your employees understand what to look for when reviewing mat placement and condition. Potential hazards include curled or torn edges, worn face material, buckling, soiled or saturated mats and mats that are out of position. Employees should know how to report these unsafe conditions and respond to them.

Know How to Clean Floor Mats During colder weather, people entering the building bring in ice melt residue, snow, sludge and other debris on their shoes. Regular cleaning helps keep mats in top condition. Mats should be vacuumed to remove surface debris or extracted to remove excess water.
