WELCOME TO CETC CETC is a new Civil Engineering Training Centre based in Hampshire, which offers unique and industry-focused apprenticeship programmes and professional training courses to develop the next generation of civil engineers and groundworkers. The Centre was established in September 2017 in response to a county-wide skills shortage resulting from an aging workforce, a boom in new-build projects and current insufficient levels of training, factors that were identified to be hindering civil engineering growth and expansion in the south of England. To tackle the problem head-on, a group of 11 local civil engineering employers set up the Solent Civil Engineering Employer Group (SCEEG) in conjunction with Fareham College to create a training programme that would address these issues, support the construction industry across the region and beyond, and have a positive economic impact through creating more job opportunities. The result of this collaboration was the design and development of CETC, a purpose-built
two-acre mock construction site on the edge of the Solent Airport in Lee-on-the-Solent, dedicated to the delivery of specialist Civil Engineering & Groundworks Apprenticeships and professional training courses.

APPRENTICESHIPS CETC offers a range of training options, including innovative apprenticeship programmes for young people such as school and college leavers, or adults who are looking for a new career direction within the construction industry. As well as providing on-thejob training for apprentices with no prior experience or knowledge of the sector, our apprenticeships and professional courses are also suitable for construction staff already working on-site who want to gain a formalised qualification and develop their skills for future progression. AN AWARD-WINNING TRAINING FACILITY The approach CETC is taking to deliver pioneering training and address economicallydependent skills shortages has been nationally recognised in the press, commended in high-profile industry competitions, and even cited by Prime Minister Theresa May in Parliament. Government interest in the scheme as an example of a co-designed, employer focussed apprenticeship has led to a series of high-profile visits from dignitaries and MPs over the past year, including the Minister for Apprenticeships and Skills, the Rt. Hon. Anne Milton MP.
CETC continues to be nominated and shortlisted in a series of esteemed construction and education sector-based competitions, including the Institute of Civil Engineers ‘Award for Community Benefit’, and the 2019 Times Educational Supplement ‘Apprenticeship Programme of the Year’ Award. It also won the FE Week AELP AAC Construction Apprenticeship Provider of the Year Award 2019. The quality of Fareham College’s apprenticeship training, and its high level of employer engagement, was specifically highlighted in its recent ‘Outstanding’ Ofsted report, and contributed significantly to the criteria from which the College received the Times Educational Supplement’s ‘College of the Year’ title in 2018.
The Centre won a huge accolade in March 2018 when it was judged ‘Apprentice Initiative of the Year’ at the prestigious Construction Excellence SECBE Awards, which praised the ground-breaking work of the Centre and the importance of its apprenticeships in developing a sustainable workforce.

THE FUTURE OF CIVIL ENGINEERING & GROUNDWORKS TRAINING Since CETC opened in 2017 there has been extensive demand and a high level of competition for places on the Civil Engineering and Groundworks Apprenticeship programme.
The new Centre will deliver more than 1,660 groundwork and civil engineering apprenticeships over a five-year period. It provides a highly unique and state-of-the-art environment in which to equip apprentices and trainees with the skills and knowledge needed to be at the forefront of the industry, and will ensure the future workforce requirements for civil engineering and construction businesses in the South can continue to be met.
Due to this huge success, and just over a year since it first launched, building commenced to create a new ÂŁ4.1 million facility which received ÂŁ2.8 million of Solent LEP funding, and has the capacity to deliver a wide range of apprenticeship programmes, professional development courses and training workshops.

THE SOLENT CIVIL ENGINEERING EMPLOYER GROUP (SCEEG) The unique and pioneering nature of CETC and the training it provides has attracted support and membership from some of the area’s leading construction employers, all who are involved in exciting and influential development projects across the region. The CETC initiative is delivered through a collaboration between the Solent Civil Engineering Employer Group and Fareham College’s apprenticeship delivery provision, Business Plus. The members of the Employer Group are intrinsic to shaping the training programmes delivered at CETC. They liaise on operational arrangements for apprentices, share best practice for the development of groundworks and civil engineering training and employee development, and work closely with the College to review the curriculum it delivers.
Fareham College manages day-to-day operations at CETC, and delivers the relevant training and assessment to apprentices and professional learners via a team of highly qualified teaching staff. Since the scheme began, SCEEG membership has rapidly increased as more companies across the region aspire to support the project, secure new talent for their organisations and become part of the drive to develop the future provision and suitability of construction skills training. Mark Wells, CEO of Blanchard Wells and Chair of the Solent Civil Engineering Employer Group, describes how the scheme is leading the way in tackling major issues facing construction development in the South. “There is over £15 billion worth of construction-based development planned in Hampshire alone over the next five years; all of this, whether it is residential housing, commercial, infrastructure or road builds, require the services of groundworkers and civil engineers. As an industry we struggle to attract and develop the skilled workforce we need to meet the volume and complexity of civil engineering projects in the region. CETC will deliver what we need and raise the awareness in young people of the fantastic careers that this industry has to offer. The members of the Solent Civil Engineering Employer Group came together because we recognised the importance of making sure we had access to a skilled workforce. The way we work together, and the apprenticeship training we provide, is completely unique. Our collaboration with Fareham College and the Solent LEP has been very productive and the completion of the new CETC facility will give us even greater leverage to expand our offering and continue to pioneer high-quality training in a live environment to take the industry forward.”
Knights Brown is an independent, regional construction company with offices in Hampshire, Kent and South Wales. Each year Knights Brown recruits growing numbers of apprentices, which now account for 10% of employee headcount. Tony Cutajar is a site manager with the firm. “To maintain and grow our directly employed workforce, it’s essential that we attract new people into construction and that Knights Brown stands out as a company people want to join. The benefit of CETC’s civil engineering groundworks apprenticeship is that the apprentices are job ready after the 20-week site preparation programme. This means they are being productive and effective from their first day on-site, which is rewarding for them as well as being advantageous to us. Thirteen apprentices have joined us from the first four apprenticeship intakes and once they have completed the two-year scheme, we will be offering them permanent jobs. It’s great that we can look forward to a regular supply of new recruits through this route and that we gain employees who are committed to the company and their profession.” Emily Horton, HR Manager at Aeropark Ltd, has been a member of the Solent Civil Engineering Employer Group since its formation. Instrumental in the scheme’s development, she says that it is providing an invaluable injection of talent to Aeropark’s operations. “There is a national shortage of skilled groundworkers across all construction trades at the moment, coupled with an aging workforce which means we will soon lose experienced operatives who have spent years developing their skills and are highly sought after. Without the apprenticeship scheme at CETC, we would not be in a position to fill the gaps in our workforce. This makes the initiative extremely important to us, not only to fill those gaps, but to attract more people to our industry. There is a huge misconception about working in construction and we have made really positive strides to educate young people that working on-site is more than just muddy boots! It is a fantastic career option which could open up opportunities down the line for them to consider roles in site management, contract management, surveying or engineering.
We are incredibly proud of all our operatives and it has been wonderful watching our apprentices develop under the supervision and guidance of our on-site mentors. As the apprentices come to us ‘site ready’ we have foreman now asking for apprentices on their sites as they see the value and contribution they bring to the team. This is down to the practical training they receive at CETC and is a huge selling point of the course. Aeropark are so grateful to have been part of this initiative from the start and seeing the progress that has been made to date has been hugely rewarding.” Kevin Miskella, Construction Director at Carlton Civil Engineering Ltd, has been highly impressed with the quality and commitment shown by apprentices who have come through the training programme so far. “As a member of the Solent Civil Engineering Employer Group, we have assisted Fareham College in setting up CETC to produce apprentices who are completely suited to our needs, and who are betterprepared to continue learning when they join us on-site. The skills that apprentices develop during their training at CETC means that they come to work on our sites as valued members of the construction team, and are immediately a practical help to the site foreman and other colleagues. Our responsibility as an employer is then to support and mentor the apprentice, ensuring they accrue further skills as new processes are undertaken on-site, enabling them to improve upon those already gained, which further increases their value to our operations. At Carlton we have seven apprentices on various sites, coming into our industry following a curriculum designed specifically for our needs. Our existing site teams have completely embraced this initiative, and are genuinely excited about helping to produce the next generation of operatives. They are also encouraged and uplifted by our efforts and investment to provide more suitably equipped young people for a career on-site.”

COURSE INFORMATION APPRENTICESHIPS For prospective employees who want to pursue a career in construction, the range of apprenticeship training available at CETC provides excellent preparation to successfully work on commercial or industrial projects, while earning a wage and building loyalty and commitment to your business. The apprenticeships we offer have been designed to help individuals develop the skills needed to work on a variety of construction sites, gain the licences needed to work safely and obtain nationally recognised qualifications and levels of competencies to progress in their career and contribute effectively to the business in which they work. These apprenticeships programmes also provide an opportunity for employees already working on-site to develop their skills to move up the ranks and progress to supervisory or managerial roles.
The following apprenticeship programmes are currently available at CETC:
Civil Engineering Level 2 (Apprenticeship standard) Duration: 18 months Delivery: Block release. First seven weeks are delivered under a traineeship. Entry requirements: Commitment, enthusiasm, physical fitness and a genuine interest in Civil Engineering. Individuals without Level 1 Functional Skills in English and Maths will need to achieve this by the end of the apprenticeship. Course details: This apprenticeship trains apprentices to become highly proficient and competent groundworkers, qualified to work for a range of construction companies from small subcontractors to large international organisations. Apprentices will be trained in the preliminary considerations needed for new build projects, and develop the knowledge and understanding needed to work closely with supervisors and engineers in interpreting design specifications and preparing the site ready for structural building works to begin. Training will also prepare apprentices to effectively contribute to the construction phase of a build, working collaboratively with all on-site trades, such as bricklayers and plant operatives, up to and including the final completion activities of the project. Apprentices will become confident in performing core operations of groundwork, including setting out and preparing sub-surfaces, installing drainage systems, concreting, constructing roads and pathways and carrying out the finished hard landscaping. The training provided will ensure apprentices develop skills that are transferrable between heavy construction and civil engineering sites as well as house building, commercial building and general building sites.

Apprentices will get an extensive insight into all aspects of plant maintenance, from basic engineering skills to the latest technological advancements in electro-hydraulics and computerised control systems. They will be trained to confidently undertake a range of practical operations, including servicing and repairing machines and equipment, replacing parts, checking, configuring and calibrating instruments, dismantling and assembling plant and equipment components, inspecting plant for operational serviceability, diagnosing faults in plant equipment systems and components, installing plant and equipment, testing plant and equipment, and effectively handing over plant and equipment to the control of others.
Throughout their training, apprentices will learn the skills and knowledge needed to work on highways including interpreting information, estimating resources, basic building methods and elements, establishing work area protection, segregating highways works, locating and protecting highway utilities, excavations and reinstating highways. Apprentices will become highly trained in executing practical tasks in various conditions, locations and times of day and will develop a high level of safety awareness, an understanding of environmental control, and develop a disciplined and responsible approach to ensure safe working with others on both rural and urban roads.

Civil Engineering Technician Level 3 (Apprenticeship standard)
Rail Engineering Level 3 (Apprenticeship standard) Duration: 36 months
Duration: 36 months Delivery: Day release Entry requirements: Employers can set their own requirements but typically an apprentice will be expected to have achieved at least 5 GCSEs at Grades 9-4 including Maths, English and Science, or equivalent. Individuals without Level 2 Functional Skills in English and Maths will need to achieve this by the end of the apprenticeship. Course details: This apprenticeship trains apprentices to become highly proficient and competent Civil Engineering Technicians, able to provide technical support to engineers and other construction professionals in the design, development, construction, commissioning, decommissioning, operation or maintenance of the built environment and infrastructure. Apprentices will develop the broad skills base required to work in areas including sustainable construction, structural integrity, geotechnics, materials, tunnelling, marine and coastal engineering, water, waste management, flood management, transportation and power. They will get a comprehensive insight into how construction sites operate, with hands-on experience in a variety of different roles.

Individuals without Level 2 Functional Skills in English and Maths will need to achieve this by the end of the apprenticeship. Course details: The Rail Engineering apprenticeship programme provides comprehensive training to prospective Rail Operatives so they can effectively and competently provide support to Rail Technicians and Engineers across a range of railway engineering operations. Apprentices will receive comprehensive training in order to develop specialist knowledge of all areas of the rail system including infrastructure and trains, track maintenance, electrification, overhead lines, signalling, telecommunications, rail testing and inspection, and traction and rolling stock. Apprentices will become highly trained in executing practical tasks in various conditions, locations and times of day and will develop a high level of safety awareness, an understanding of environmental control, and a disciplined and responsible approach to ensure safe working with others.
Training will cover safe working practices, managing excavation, plant and piling, laying domestic drainage, levelling and setting out information, quantities and communicating with others, building methods and construction technology, mathematics for civil engineers, carrying out pre-pour inspection and testing of concrete, planning and design processes, and environmental considerations.

DELIVERY OF APPRENTICESHIP PROGRAMMES The way in which our apprenticeships are delivered will vary depending on the particular programme, but the structure selected for each is carefully composed to ensure it is as effective as possible in meeting the requirements of the particular sector to which is relates. Delivery models may involve an intensive initial training programme, during which apprentices will be based at CETC in Lee-on-the-Solent on a daily basis. This format ensures apprentices are ‘site ready’ and equipped with the relevant skills, certifications and licences needed to contribute to site operations as soon as they join their employer for the remainder of the apprenticeship. Other delivery options may include weekly day release or block training periods.
ASSESSMENT The way in which apprentices are assessed depends on whether the programme they are undertaking is an apprenticeship standard or framework. Frameworks require apprentices to achieve recognised qualifications. These can be delivered in different ways. Some are competence-based and involve a professional coach supporting the apprentice to carry out work-based tasks and checking that they are confident in their work. Other qualifications are knowledge-based to ensure the apprentice understands what they are doing in their work and why. Some of these qualifications may require apprentices to pass an exam.

This is called the end point assessment, and we will decide with you as the employer when the apprentice is ready for this. It can involve practical tasks, an exam, a project or a professional discussion. All Level 2 apprenticeship programmes require apprentices to have English and Maths qualifications at grade 9-3 (A*-D) or above; if candidates do not hold these qualifications already they will be supported by Fareham College to achieve them before the end of their apprenticeship programme.

Standards require apprentices to learn the essential knowledge, skills and behaviours of their job through a variety of learning methods including workshops, tutorials, online learning, assignments and projects. They will then be assessed at the 17

SCREENING CRITERIA
Due to the nature of the delivery model for some programmes; we have agreed payrates in place for specific courses which employers must adhere to when enrolling a learner. This ensures consistency and parity amongst the learners and avoids potential disputes, ensuring everyone is treated fairly and focused on learning. This does not apply to all courses as we recognise that certain programmes are delivered in a different manner and do not therefore require these levels of consistency; for example, courses where existing employees are enrolled for upskilling (typically level 3 courses) and courses where delivery is via a traditional day release method.
Whether you choose to make your own referrals or utilise Fareham College’s recruitment service, all apprentices aiming to gain a place on a CETC apprenticeship programme must meet strict criteria to ensure only the best candidates work with your business.
Where agreed payrates are in place, we believe them to be competitive and higher than the average apprenticeship rates paid elsewhere, thus ensuring we are attracting and retaining high quality applicants. In an extremely competitive industry, learner retention is vital. Therefore, some programmes have an agreed bonus retention scheme which becomes payable one year after completion of the apprenticeship. THE RECRUITMENT PROCESS The recruitment of apprentices can take place either through your organisation’s own recruitment channels, or through Fareham College’s recruitment service, depending upon your preference. If you decide to recruit your own prospective apprentices, once you have selected your chosen candidates they will be referred to Fareham College to undertake the administrative elements of the apprenticeship application process. If you require support to attract applicants to fill your vacancies, Fareham College’s wide recruitment network and dedicated marketing campaigns can identify high-quality candidates who we can put forward for your consideration.

Apprentices must: þþ be physically fit, possess a positive attitude, reliability and an enthusiastic approach to teamwork þþ have a genuine interest in the construction industry, groundworks and civil engineering þþ have an English and Maths qualification at the required level þþ present a good reference from their previous school, college or employer. These elements are assessed during a screening process, facilitated by the College. During this process candidates will also be required to complete all relevant application documentation, provide I.D and undertake a criminal record check. Only on satisfactory completion of this screening criteria will applicants be in a position to proceed with the interview process.
TRAINEESHIPS
Some candidates may show excellent promise for a career in the industry, but may need support to develop their functional skills or level of English and Maths first (a requirement of all apprenticeship qualifications). In this case, the option of a Traineeship is available, which lasts for a minimum of six weeks and helps candidates to gain the core skills needed to progress onto a full apprenticeship programme – while still gaining work experience at the same time. In addition, some courses require that learners are enrolled onto the course via a Traineeship before progressing onto the apprenticeship. This enables the learner to gain a greater understanding of what is required of them to successfully pass the course and if it is the right career choice for them. It also provides you the opportunity to trial the learner before committing to the apprenticeship and making financial investments in that learner. Ultimately we have found this leads to greater success and increased chances of employment.

Dumper Trained Operator Card (CPCS Course) Duration: 3 days Delivery: On-site assessment within CPCS centre. Entry requirements: No prior experience is required, but trainees should be physically fit, and committed to undertaking this intensive training course. Course details: This course is for people with no, or limited, prior experience who want to learn to operate a wheeled forward tipping dumper. Trainees will learn how to: þþ þþ þþ þþ þþ þþ þþ þþ
operate the machine to a minimum standard fit and operate ancillary equipment site the machine safely and efficiently recognise and carry out minor adjustments and routine servicing procedures prepare the machine for travel on the public highway understand the capabilities, purpose and limitations of each machine understand how diesel engines work and how various parts of the machine operate apply all necessary safety precautions.
On successful completion, trainees will be eligible for the CPCS Trained Operator Card (Red Card).

Ride-on Roller Trained Operator Card (CPCS Course)

Entry requirements: No prior experience is required, but trainees should be physically fit, and committed to undertaking this intensive training course. Course details: This course is for people with no, or limited, prior experience who want to learn to operate a ride-on roller. Trainees will learn how to: þþ undertake all pre-start, running checks and shut down procedures þþ set the roller for travel þþ have an awareness of on-site hazards þþ set the roller for compaction duties þþ place the roller in and out of service condition þþ recognise compacted/ uncompacted areas and conditions that may cause instability of the roller þþ apply safety procedures when working up to unsupported edges þþ perform loading and unloading procedures on and off of transporters. On successfull completion, trainees will be eligible for the CPCS Trained Operator Card (Red Card).

Entry requirements: This NVQ qualification is awarded based on a portfolio of evidence and completion of a log book; as such learners must be working in a construction plant-based role to successfully complete the requirements of this course. Course details: This qualification is designed for anyone working on a construction site, in a public place or on highways, operating machinery to transfer loads, excavate, lift and move materials to given specifications. It provides an opportunity for the trainee to develop and practise the skills required for employment and/or career progression in a number of specialist areas of plant operations. On demonstrating their competence in this area, trainees will gain the Level 2 NVQ Diploma in Plant Operations qualification. These structures are consistent with the CITB Plant Operation Structures Certificate V5 2017 and Diploma V6 2017, which will enable trainees to change from a CPCS Red (Trained Operator) Card to a Blue (Competent Operator) Card.

Entry requirements: Trainees should already be working within the industry in a construction plant-based role, and have a good understanding of spoken and written English. Course details: This course is designed for those who manage and coordinate plant in the construction industry. It will develop trainees’ understanding of how to effectively manage the application and movement of various plant and equipment types, and ensure compliance with current legislation and good practice. The course will: þþ explain the principles for planning plant operations on-site þþ identify the considerations needed when managing plant operations on-site þþ explain the methodology used in the production of risk assessments þþ explain the factors used in the consideration of the selection of plant þþ define the principles of managing the setup and running of safe working areas þþ explain how plant operations are instigated and managed throughout the lifecycle of a project.

Course details: This programme is designed for Operatives who carry out excavation, backfill and reinstatement of various materials for undertaking street works. It provides an opportunity for them to develop and practise their skills in line with current legislation, including the requirements of the NRSW Act 1991.
Entry requirements: This programme is designed for trainees already working in a supervisory role, who are required to monitor Operatives performing excavation, backfill and reinstatement duties. Course details: This course will enable Street Works Supervisors to gain the necessary qualifications under the New Roads and Streetworks Act 1991 to carry out their duties on the public highway, ranging from excavation to permanent re-instatement of paved structures, at a high level. Course details: This course is ideal for those learners who wish to build on basic maintenance skills through developing increased welding competencies, and is particularly relevant to those involved in plant repair. The course covers basic welding techniques for: þþ oxy/acetylene þþ manual metal arc (MMA) þþ metal inert/active gas (MIG/MAG). Learners will also be taught essential safety precautions and basic maintenance relating to the repair of modern plant vehicles and equipment.
