Dear readers,
Вітаємо Україну з успішним проведенням Євро-2012! Кілька років підготовки вмістилися в один місяць чудового свята, відзначили яке іноземні та українські вболівальники, а також гості та мешканці України. Те, що свято Євро вдалося, – факт беззаперечний: це визнали і підтвердили всі, починаючи від УЄФА та міжнародних експертів і закінчуючи відомими політиками та світовими топ-медіа. Історично успішним Євро-2012 назвали не лише через неповторну атмосферу, яка панувала в євромістах, але й через ряд рекордів, які зафіксували аналітики. За період Євро українські аеропорти обслуговували найбільшу за часи Незалежності кількість гостей, залізниця перевозила рекордну кількість пасажирів, а фанзони в євромістах, як і стадіони, збирали історичні для подібних заходів натовпи – мільйони вболівальників. Євро відбулося. І після себе чемпіонат залишив не лише незабутні спогади. Турнір дав Україні чудову транспортну, туристичну, а також соціальну інфраструктури. І наше з вами завдання – не втрачати, а навпаки – нарощувати розбудовний темп. Попереду ж в України і Євробаскет-2015, і перспектива – право на проведення Олімпіади-2022. З європеремогою тебе, Україно!
We congratulate Ukraine on having successfully hosted EURO 2012! Several years of preparations were placed into one month of a wonderful feast marked by both foreign and Ukrainian fans, along with guests and residents of Ukraine. The fact that EURO had been a success is undeniable: this has been recognized and confirmed by everyone, from UEFA and international experts to famous politicians and top world media. EURO 2012 has been named as historically successful not only due to the unique atmosphere that dominated in EURO cities, but also because of a number of records registered by analysts. During the EURO period, Ukrainian airports provided services to the largest number of guests during the period of the country’s Independence, the railways transported a record-breaking number of passengers, and the fan zones of EURO cities, just like stadiums, accommodated historical masses of people for events of this kind: millions of fans. The EURO has taken place. The championship has left not only unforgettable recollections behind. The tournament has given Ukraine wonderful transport and tourism as well as a social infrastructure. Our common task is not to lose but, on the contrary, to increase the pace of development. Ukraine has Eurobasket-2015 ahead, and the prospect of getting the right to host the Olympics in 2022. Ukraine, we congratulate you on your EURO victory!

This is down to the fans who visited Ukraine in June and passed on their positive emotions and experiences to their compatriots.

«Інфраструктура Євро – національне надбання» Євро-2012 став додатковим фактором економічного зростання та оновлення країни. Про це заявив Президент України Віктор Янукович у виступі під час урочистого прийняття на НСК «Олімпійський» з нагоди завершення футбольного чемпіонату. «Україна оновилася: ми збудували нові аеропорти, стадіони, дороги та інші складові інфраструктури. Ми оновили громадський транспорт у містах, які приймали європейський чемпіонат», – зазначив Віктор Янукович. Глава держави також зауважив, що аеропорти у низці українських міст відтепер мають сучасні злітно-посадкові смуги, які можуть приймати літаки із більшою злітною вагою, а нові аеровокзали дали можливість збільшити кількість пасажирів. Він, крім того, нагадав, що було побудовано 2200 кілометрів нових автомагістралей та відремонтовано майже 4000 кілометрів доріг. «Ця інфраструктура – наше національне надбання. Це інвестиції у добробут нинішнього та наступних поколінь», – заявив Глава держави. Він підкреслив, що Євро-2012 стало найкращою між12

народною презентацією України та Польщі у світі. «Світ по-новому відкрив для себе Україну, ми довели, що є надійними партнерами, гостинною країною, яка здатна реалізовувати такі великі проекти», – зазначив Віктор Янукович. Президент наголосив, що Україна має й надалі розвивати транспортну інфраструктуру, а також готуватися до чемпіонату Європи з баскетболу, який пройде у 2015 році, та участі в конкурсі на проведення Зимових Олімпійських ігор-2022. «Набутий Україною потенціал від проведення Євро-2012 треба перетворити на основу сталого зростання економіки нашої держави. Ми маємо підстави очікувати посилення туристичної привабливості України – це слід підтримувати на основі напрацьованої інфраструктури», – наголосив керівник країни. За словами Віктора Януковича, суттєве спрощення транспортних комунікацій має посилити міжрегіональну спів працю та сприяти пожвавленню комерційних перевезень. «Ми повинні продовжувати стратегію побудови якісних транспортних коридорів. Джерелами фінансування мають бути як бюджетні видатки, так і концесійні схеми державноприватного партнерства», – зауважив Глава держави.

Euro infrastructure is a national asset EURO 2012 has become an additional factor in the country’s economic growth and modernization, President Viktor Yanukovych announced in his address at the festive reception at the Olympic NSC dedicated to the completion of the football championship. “Ukraine has been modernized: we have built new airports, stadiums, roads and other infrastructure elements. We have modernized public transport in the cities that hosted the European Championship,” Viktor Yanukovych noted. The head of state also noted that airports in a number of Ukrainian cities already have modern runways that are able to receive planes with a greater takeoff weight, and new air terminals have enabled them to increase the number of passengers. In addition, he recalled that 2,200 kilometers of new motorways have been built and almost 4,000 kilometers of roads have been renovated. “This infrastructure is our national asset. These are investments in the welfare of the present and future generations,” the head of state said. He emphasized that EURO 2012 had become the best international presentation in the world of Ukraine and Poland. “The world
has opened Ukraine for itself anew, and we have proved that we are reliable partners and a hospitable country which is able to implement large-scale projects of this kind,” Viktor Yanukovych noted. President Yanukovych also emphasized that Ukraine should further develop its transport infrastructure, along with preparing itself for the European Basketball Championship which will be held in 2015, and taking part in the contest to host the 2022 Winter Olympic Games. “The potential acquired by Ukraine, thanks to hosting EURO 2012, should be transformed into the foundation of our country’s sustainable economic development. We have grounds to anticipate the higher tourism attractiveness of Ukraine: it should be supported on the basis of the developed infrastructure,” the country’s leader has emphasized. According to Viktor Yanukovych, substantial simplification of transport communications should intensify inter-regional cooperation and promote commercial transportation activity. “We should carry on developing the strategy of building high-quality transport corridors. The sources of funding should be both budget allocations and partnership concession schemes between the state and the private sector,” the head of state noted. UKRAINE 2012 13

«Євро інвестував в Україну та футбол» Віце-прем’єр-міністр України – Міністр інфраструктури Борис Колесніков підкреслив, що, згідно з попередніми підрахунками, 1,8 мільйона іноземних гостей відвідало Україну під час Євро-2012. «Враховуючи, що під час перебування в Україні одна людина в середньому витратила $400, плюс інші різні доходи, на даний момент можна сказати, що захід повернув витрати в розмірі мільярда доларів». Що стосується витрат на проведення турніру, то Віце-прем’єр-міністр наголосив: «Найбільше коштів пішло на будівництво доріг. Від 800 до 850 мільйонів доларів було направлено на зведення стадіонів. Два з них побудовані з нуля, а найбільших витрат потребувала реконструкція стадіону в Києві». Борис Колесніков також акцентував увагу на тому, що під час всього проведення турніру в Україні не було жодних проявів расизму, про що у своїх журналістських матеріалах напередодні Євро-2012 йшлося в багатьох європейських ЗМІ. Крім організації, Віце-прем’єр також відзначив самих українців, які брали активну участь, допомагаючи іноземним гостям. «Ми продемонстрували свою здатність організувати третю за масштабом спортивну подію після Олімпіади та чемпіонату світу з футболу», – зазначив Борис Колесніков. Як резюмував Віце-прем’єр-міністр, всього за 18 місяців Україна отримала п’ять нових аеропортів та чотири злітно-посадкові смуги, які відповідають найвищим світо14

вим стандартам. Також модернізовано значну частину залізничних колій та автомобільних доріг. Окрім цього, підсумовуючи досягнення Євро, Віцепрем’єр відзначив виступ на турнірі національної футбольної збірної, яка, на його думку, продемонструвала привабливу гру. «За те, як Україна грала зі збірною Англії, мені не соромно. Увесь світ бачив, що ми забили гол. За матч зі Швецією теж не соромно. Єдиний невдалий поєдинок для нас – зі збірною Франції. Але це футбол, спорт, тут все може бути. Ми сподіваємося, що у збірної України дуже хороша перспектива. І на чемпіонаті світу в Бразилії ми будемо виглядати гідно». Борис Колесніков в інтерв’ю газеті «Коммерсантъ Украина» наголосив: «Вся спортивна громадськість, спортивні функціонери відзначили високий рівень організації та проведення фінальної частини чемпіонату Європи. Отриманий досвід у чомусь полегшить нам можливе проведення Олімпіади, але в чомусь і ускладнить. Все ж таки Олімпіада – це багато видів спорту, багато споруд, і в цьому полягає складність. З іншого боку, завдання спрощується тим, що всі змагання проводяться в одному регіоні, а не в чотирьох. Заявку ми плануємо подати в 2014 році. Думаю, з огляду на отриманий результат – хороший єврочемпіонат і те, що наша країна жодного разу не проводила зимову Олімпіаду, – у нас є дуже хороші шанси на 2022 рік».

Euro invests in Ukraine, football Ukrainian Vice Prime Minister and Infrastructure Minister Borys Kolesnikov has emphasized that, according to preliminary estimates, the number of foreign guests who visited Ukraine during Euro-2012 was 1.8 million. “Taking into account the fact a person’s average expenses during his stay in Ukraine came to 400 dollars, and there were also some other revenues, at present it is possible to say that the event has paid back expenses to the tune of one billion dollars.” As regards expenses for hosting the tournament, the vice prime minister emphasized: “The majority of funds were spent on road construction. Some 800 to 850 million dollars have been allocated for construction of stadiums. Two of them were built from scratch, and the reconstruction of the stadium in Kyiv required most of the expenses.” Borys Kolesnikov also placed emphasis on the fact that there were no manifestations of racism of any kind in Ukraine during the tournament, while many European news media wrote much about this in their journalistic materials on the eve of Euro-2012. In addition to organization, the vice prime minister also singled out Ukrainians themselves: they took an active part by providing help to foreign guests. “We have demonstrated our capacity to organize the third largest sporting event after the Olympic Games and the Football World Cup,” Borys Kolesnikov noted. The vice prime minister summed up by saying that Ukraine obtained five new airports and four runways which comply with the highest standards in the world in just 18 months. A
substantial share of railway tracks and motorways have been also upgraded. Furthermore, summing up Euro achievements, the vice prime minister has noted the appearances of the national football team at the tournament: in his opinion, it demonstrated an attractive style of play. “I am not ashamed of the way Ukraine played against the English national team. The whole world saw that we scored a goal. I am not ashamed of the match with Sweden either. Our only unsuccessful duel was the one against the French national team. But this is football, sports, and anything can happen here. We hope that the Ukrainian national team has very good prospects. We shall also look decent at the World Cup in Brazil.” In an interview with the Kommersant Ukraina newspaper Borys Kolesnikov emphasized the following: “The entire sports community and sports functionaries have noted the high level of organization and holding of the final part of the European Championship. The experience acquired will simplify the possible hosting of the Olympic Games for us in some aspects, but it will complicate in some aspects as well. You see, the Olympic Games mean many types of sports and many facilities, and the difficulty lies in this. On the other hand, the task is simplified by the fact that all competitions take place in the one region, but not in four. We plan to make a bid in 2014. I think we have very good chances for 2022 in view of the result we obtained: a good European Championship and the fact that our country has never hosted the winter Olympics.” UKRAINE 2012 15

Транспортники стовідсотково впоралися з навантаженням, яке лягло на галузь під час Євро-2012. І УЄФА, і поважні експерти із сусідніх країн – усі відзначили злагоджену та оперативну роботу української транспортної системи. За період Євро галузь фіксувала відразу кілька рекордів – це і небачений до цього пасажиропотік в аеропортах усіх приймаючих міст, і масштабні обсяги перевезень залізниці, а також аншлаги на новозбудованих автодорогах. Про транспортні рекорди Євро та перспективи розвитку галузі після чемпіонату в ексклюзивному інтерв’ю журналу «Ukraine 2012» розповів заступник директора Департаменту державної політики в галузі залізничного транспорту Міністерства інфраструктури України Олександр Федоренко.
П
ане Олександре, як загалом спрацювала транспортна система України під час Євро? Оцінити роботу транспорту можуть лише його пасажири, в даному випадку вболівальники. На Євро не розділяли іноземних та українських фанів – обслуговували всіх однаково. Задіяли всі резерви, які в нас були на той час: це, в першу чергу, всі нові аеропорти, а також залізничні вокзали. Оскільки ми дуже тісно співпрацювали з містами, то задіювали й резерви приватних перевізників: автобуси, маршрутні таксі – усе для максимального комфорту гостей. Якщо пасажир не помічав, як працює транспорт, то це – найкраща оцінка. Транспортна система повністю впоралася із навантаженням, яке лягло на неї на період проведення єврочемпіонату. Ні по телефону, ні у відгуках в мережі Інтернет не було нарікань на її роботу, тож я вважаю, що, незважаючи на всі складнощі, транспортна система відпрацювала нормально. Як вболівальники, так і інші пасажири доставлялися до місць призначення вчасно та швидко.
Скільки пасажирів скористалися послугами авіаційного, залізничного та автомобільного транспорту? За час Євро-2012 залізничним транспортом було перевезено понад 5,4 мільйона пасажирів, із них у міжнародному сполученні – близько 1,3 мільйона осіб, решта 4,1 мільйона – у внутрішньому. Зокрема, з-за кордону до України залізницею приїхало понад 658 тисяч осіб.
Харківський аеропорт майже втричі збільшив кількість рейсів, які він зазвичай обслуговував. Те саме можна сказати й про інші аеропорти, на яких значно зросло навантаження під час чемпіонату. Донецький аеропорт обслужив в 2,5 разу більше пасажирів. Бориспіль збільшив в 1,5 разу пасажиропотік, а це значна цифра, адже київський аеропорт традиційно обслуговував дуже багато пасажирів. До України вболівальники і туристи прибували й автомобільним транспортом: з дня відкриття футбольного турніру на територію України в’їхало 487 автобусів, загальна кількість пасажирів яких сягнула 12132. Які відгуки іноземних та українських фанів про роботу транспорту в Україні? Найбільше фанам сподобалося нововведення – швидкісні електропоїзди. Гості високо оцінили їхню швидкість, сервіс та комфорт. «Українські експреси», що курсують між Києвом, Харковом, Донецьком та Львовом, обрали понад 103 тисячі пасажирів (на Харківському напрямку – 67548 квитків, Львівському напрямку – 14548 квитків, Донецькому напрямку – 21824), електропоїзди виробництва Skoda – понад 46 тисяч пасажирів. Усього за період турніру поїзди ДП «Українська залізнична швидкісна компанія» здійснили 672 рейси, з них електропоїзди виробництва Hyundai Rotem – 308. Як на Євро спрацювали нові аеротермінали, особливо в дні пікових навантажень? UKRAINE 2012 17
Київ, по одному – Москва – Донецьк та Донецьк – Москва, 6 електропоїздів сполученням Білгород – Харків, по 3 електропоїзди підвищеного комфорту сполученням Львів – Перемишль та Перемишль – Львів. Також додатково до графікових поїздів було причеплено 47 вагонів. Якщо збільшувалася кількість бажаючих виїхати поїздом у певному напрямку, приймали рішення причепити додаткові вагони.
До роботи під час чемпіонату ми готувалися заздалегідь, тому на всіх ділянках була залучена більша, аніж зазвичай, кількість працівників. Основні питання стосовно аеропортів – збільшення пропуску, опрацювання багажів, пришвидшення проходження всіх ступенів контролю – було забезпечено на найвищому рівні. У дні проведення матчів були задіяні всі резерви. Людський фактор зіграв значну роль. До цього ми готувалися протягом попередніх років і з усім впоралися на відмінно. За місяць турніру повітряні ворота Києва, Донецька, Львова та Харкова обслужили 15 тисяч 304 рейси. Загалом же «Бориспіль» прийняв 10177 рейсів, «Львів» – 1477, «Харків» – 1078, «Донецьк» – 2572. Також аеропорти приймаючих міст обслужили 4197 додаткових та чартерних рейсів: «Бориспіль» – 1954, «Київ» – 67, «Львів» – 483, «Харків» – 347, «Донецьк» – 1346. Велике навантаження під час турніру лягло і на «Укрзалізницю». Наскільки успішно залізничники виконали свою роботу? Вся робота була підготовлена завчасно. Найбільше наш цікавила доставка пасажирів між приймаючими містами, що ми повністю забезпечили. Ми знали відсоток завантаження поїздів, і це значно спрощувало нам нашу роботу. За час Євро-2012, окрім графікових поїздів, було призначено 24 додаткових поїзди: по 4 потяги сполученням Київ – Донецьк та Донецьк – Київ, по одному – Київ – Харків і Харків – 18

Як надалі буде використовуватися транспортна інфраструктура, яка будувалася до Євро-2012? Як і до Євро, так і після для нас найважливіша думка пасажира. Кожен вид транспорту має відповідні програми та заходи, тому в нас значний запас розвиватися й надалі. Головне, що побачили нашу країну, той сервіс і комфорт, який присутній у нашому транспорті. Ще до чемпіонату ми мали дуже добру базу, адже якби її не мали, то не змогли б так спрацювати. У планах – розвивати все в геометричній прогресії. Із наповненням нових об’єктів інфраструктури у нас буде все нормально. Поступово будуть більше приїжджати до нас і в аеропорти Донецька, Києва, Львова та Харкова. Будуть організовані спеціальні заходи щодо збільшення авіарейсів, з іншими країнами будемо також співпрацювати. Чи планує Мінінфраструктури й надалі дотримуватися курсу на розбудову транспортних об’єктів України? У майбутньому, в першу чергу, будемо звертати увагу на вдосконалення сервісу на всіх залізничних станціях, особливо у великих містах. Також плануємо ще удосконалити систему швидкісного руху. Пасажири не повинні витрачати багато часу, щоб дістатися великого міста, а ще мають обирати найкращий варіант, який для них буде найбільш комфортним. Що стосується автомобільного та авіаційного транспорту, то система буде розвиватися, буде покращуватися сервіс: збільшуватиметься кількість відповідних послуг, які надаватимуться пасажирам, і це основне, на що звертатиметься увага в Мінінфраструктури. Будемо будувати, купувати, брати інвестиції, аби розвивати всі галузі транспорту. Євро дало нам поштовх та динаміку, яку потрібно зберегти й у майбутньому. Сергій Ющишин

Transport workers have coped 100% with the workload placed on the system during EURO 2012. Both UEFA and esteemed experts from neighbouring countries have noted the coordinated and prompt operation of the Ukrainian transport system. During the EURO period, the sector set several records at once: these are unprecedented passenger flow in all host cities’ airports and large-scale railway transportation level, along with heavy traffic on newly built motorways. The deputy director of the State Policy in Railway Sector Directorate at Ukraine’s Infrastructure Ministry, Oleksandr Fedorenko, spoke about EURO transport records, along with sectoral development prospects after the championship in an exclusive interview with the Ukraine 2012 magazine.

r Fedorenko, how did Ukraine’s transport system operate during EURO on the whole? Transport operation can only be appraised by its passengers, and in this case they are fans. There was no differentiation between foreign and Ukrainian fans during EURO: the same services were provided to everyone. All our reserves available at that time were involved: first of all, these were all new airports, along with railway stations. Due to the fact that we had very close cooperation with the cities, the reserves of private carriers were also involved: buses and minibuses for the maximum comfort of guests. If a passenger did not notice the way that transport operated, this is the best appraisal. The transport system has coped fully with the workload placed on it during the period of the European Championship. There was no criticism of its work communicated over the telephone, the same way as in Internet comments, and so I believe that, despite all difficulties, the transport system operated normally. Both fans
and other passengers reached the places of their destination in due time and quickly. How many passengers used the services of air, railway and motor transport? The number of passengers carried by railway transport during EURO 2012 was over 5.4 million, of them around 1.3 million in international transportation and the remaining 4.1 million domestically. In particular, the number of people having come to Ukraine from other countries by railway was over 658,000. Kharkiv Airport almost tripled the number of flights compared to the number it is used to serving. The same can be also said about other airports where workload substantially increased during the championship. Donetsk Airport provided services to 2.5 times more passengers. Boryspil increased its passenger flow 1.5fold, and this is a substantial figure, as Kyiv Airport traditionally used to provide services to quite a lot of passengers. Fans and tourists also entered Ukraine by motor transport: starting from the opening day of the football tournament, the number of buses that entered Ukrainian territory was 487, and the total number of passengers reached 12,132. What are the comments of foreign and Ukrainian passengers about transport operation in Ukraine? The novelty the fans liked most of all were high-speed electric trains. Guests have highly appreciated their speed, service and comfort. ones over 46,000 passengers. The total number of runs fulfilled by the state enterprise Ukrainian High-Speed Railway Company during the tournament period was 672, of which 308 were by electric trains manufactured by Hyundai Rotem. How did new air terminals operate during EURO, and especially on peak load days? We made preparations for work during the championship in advance, and this is why the number of workers involved in all segments was higher than usual. The major issues related to airports were the increase in throughput capacity, handling baggage, speeding up passage of all control levels, and they all were organized at the highest level. All reserves were enlisted on match days. The human factor played an important role. We were making preparations for this during the previous years, and we coped perfectly with everything. During the month of the tournament, the air gates of Kyiv, Donetsk, Lviv and Kharkiv serviced 15,304 flights. Boryspil received a total of 10,177 flights, Lviv 1,477, Kharkiv 1,078 and Donetsk 2,572. The airports of host cities also serviced 4,197 additional and charter flights: 1,954 in Boryspil, 67 in Kyiv, 483 in Lviv, 347 in Kharkiv and 1,346 in Donetsk airports. A huge workload was also placed on Ukrzaliznytsya (Ukrainian State Railroad Administration) during the tournament. How successfully did railway workers cope with their work? All preparations for their work were made in advance. We were most interested in transporting passengers between the host cities, and we made all the provisions for this. We knew the percentage of train loads, and this simplified our work greatly. In addition to regular trains, 24 additional ones were assigned during EURO 2012: four trains from Kyiv to Donetsk and from Donetsk to Kyiv in each direction; one Kyiv-Kharkiv and one Kharkiv-Kyiv train; six electric trains connecting Belgorod and Kharkiv; three high-comfort electric trains from Lviv to Przemyśl and three from Przemyśl to Lviv. Besides this, 47 carriages were added to regular trains. If the number of people wishing to travel by train in certain direction increased, a decision was taken to add more carriages. How will the transport infrastructure that was built for EURO 2012 be used in the future?
The opinions of passengers is of utmost importance for us both before and after EURO. Each form of transport has respective programmes and activities, and so we have a substantial development reserve for the future. The most important point is that they have seen our country and the service and comfort which are available in our transport. We had a very good foundation even before the championship: if we had not had it, we would have been unable to work so efficiently. Our plans are to develop all this in geometric progression. Everything will be also normal in filling new infrastructure objects. More people will gradually come to us through Donetsk, Kyiv, Lviv and Kharkiv airports. Special measures will be taken to increase the number of flights by air, and we shall also cooperate with other countries. Does the Infrastructure Ministry plan to further follow a course towards developing Ukraine’s transport objects? First of all, attention in the future will be paid to improving services at all railway stations, and especially in big cities. We also plan to improve the high-speed traffic system. Passengers should not spend much time to reach a big city and, besides this, they should be able to choose the best option which will prove to be most comfortable. As regards motor and aviation transport, the system will develop, and the level of service will improve: the number of respective services to be provided to passengers will be increased, and this is the main point to which the Infrastructure Ministry will pay attention. We shall build, buy and take investments in order to develop all transport sectors. The EURO has given us an impulse and dynamics which should be retained in the future. Завдання «Вільний та безпечний кордон» виконано! Державна прикордонна служба витримала рекордне навантаження під час Євро-2012 і не отримала жодної скарги від вболівальників та гостей країни. Найвищу оцінку роботі відомства на Євро дав Президент України Віктор Янукович. Його підтримав і польський колега Броніслав Комаровський, наголосивши, що служба спрацювала зразково. Доказом того є і оцінка вболівальників. Десятки подяк від закордонних посольств та консульств, сотні вдячних відгуків від іноземців на адресу прикордонників увінчали трирічну підготовку служби до футбольного свята. Секретами успішного Євро-2012 з Інформаційним центром «Україна-2012» поділився перший заступник голови Держприкордонслужби України Павло Шишолін.

Євро-2012 став для українських служб випробуванням на міцність. Якими рекордами може пишатися Держприкордонслужба? Найголовніший рекорд для нас – це те, що за місяць чемпіонату ми не отримали жодного нарікання від українців чи іноземців на роботу відомства. Другий рекорд, звісно, пасажиротранспортний потік на кордоні. Під час Євро-2012 кордон перетнуло 8,3 мільйона осіб та 2 мільйона транспортних засобів, а це на 25% та 20% більше показників минулого року. Найбільше навантаження на кордоні зафіксовано 1 липня під час фінального матчу Євро-2012 – за добу кордон України перетнуло 360 тисяч осіб та 70 тисяч транспортних засобів. Надзвичайно оперативно працювали прикордонники: на оформлення одного пасажира ми витрачали до 20 секунд, а якщо мали попередню інформацію, то контроль тривав близько 7 секунд. Аеропорт «Бориспіль» в день фіналу також перевершив власні показники: оформив понад 630 рейсів, з яких 400 були на приліт в Україну. Загалом за період чемпіонату оформлено 1500 літаків, близько 650 автобусів та 22,5 тисячі транспортних засобів, якими слідували організовані групи фанів. Унікальною є і кількість іноземців, які перетнули кордон в період Євро2012. До країни в’їхали 2,5 мільйона іноземців, при цьому 1,5 мільйона з них – громадяни країн-учасниць турніру. Такого потоку пасажирів і транспорту український кордон не бачив ніколи.
Кожного дня до України прибували ВІП-гості, представники сім’ї УЄФА. Вони також лишилися задоволені? Офіційні делегації взагалі не відчули українських кордонів. Національні збірні прибували у складі від 42 до 56 осіб, і на їх оформлення ми витрачали до трьох хвилин. За цей період через кордон пропущено 138 офіційних делегацій, 1660 організованих груп вболівальників – і жодних нарікань не було. Із чим було впоратися найважче? Найскладніше було працювати після матчів, коли гості виїжджали з країни. Після півфіналу в Донецьку, наприклад, росіяни масово залишали місто, і до пункту пропуску «Успенка» одночасно прибуло 500 автомобілів та автобусів. Ми спростили всі формальності, розгорнули додаткові місця і відпрацювали за 1,5 години весь потік транспорту, що склав більше добової норми. Також дуже напруженим був день фіналу. У «Бориспіль» після матчу вирушили десятки ВІП-гостей, у термінал «D» одночасно в’їхало близько трьох тисяч іспанців та італійців. За дві години ми відправили всіх пасажирів! Держприкордонслужба запровадила з десяток інновацій напередодні Євро-2012? Чи виправдали вони себе? Готуючись до турніру, ми прийняли два Закони України, два Укази Президента, шість постанов уряду та чотири міждержавних угоди для оптиUKRAINE 2012 23

Тому за підсумками турніру ми плануємо випустити книгу «Досвід Євро-2012. Уроки. Висновки», де розкажемо, як готувалися, відпрацювали турнір, які перспективи отримали після чемпіонату.

Всі ці інновації у комплексі дозволили в 2,5 разу зменшити час перевірки в пунктах пропуску та значно прискорити перетин кордону. Чи приживуться ці інновації після Євро-2012? Безумовно! Все, що запроваджено до турніру, ефективно спрацювало та буде використовуватися після Євро. Ми вже працюємо з Посольством України у Польщі, з Міністерством закордонних справ та митною службою над продовженням спільного контролю. Польські колеги твердо пообіцяли підготувати пропозиції щодо внесення змін у Кодекс шенгенських кордонів, щоб ми могли проводити спільні перевірки і на українській стороні. Щодо системи попереднього інформування, то ми вже отримуємо 24

Закордонні колеги допомагали вам на Євро? Ми плідно співпрацювали з Європейською агенцією з охорони зовнішніх кордонів FRONTEX. За домовленістю, українські прикордонники знаходилися в аеропортах Нідерландів, Швеції, Португалії, Чехії, Італії та Іспанії, а 12 офіцерів FRONTEX – в аеропортах міст-господарів. Такий обмін офіцерами дав позитивний результат. Наведу приклад: напередодні матчу збірної Великобританії ми отримали інформацію про ймовірний виліт у Донецьк 195 англійських «ультрас». Оперативний обмін інформацією, спільні рішення дозволили не випустити цю категорію фанів з території Англії. На молдавському та румунському кордонах ми відповідно співпрацювали разом з місією EUBAM. Ви першими зустрічали та проводжали фанів. Чи помітили зміни у їхньому ставленні до України? Коли фани на початку турніру заїжджали до нас, ми відчували напруження з їхнього боку: вони чекали від нас жорсткості, упередженості, але не знайшли і натяку на це. Навпаки, за час турніру ми допомогли 570 громадянам потрапити на матчі. Вони мали квитки, але із оформленням документів були проблеми. В звичайних умовах ми б не пропустили їх в Україну, та, щоб не псувати свято футболу, приймали окремі рішення щодо них і впускали в країну. Були випадки, коли прикордонники знаходили гаманці, документи та повертали їх вболівальникам, чим вони були дуже здивовані. Помітно було, що покидали іноземні гості Україну вже із зовсім іншим настроєм: розкуті, вдячні, веселі, обіймалися, фотографувалися та говорили «Дякую, Україно!». Анастасія Ніколаєва

The task of “free and secure border” has been fulfilled! The State Border Service has coped with a record load during EURO 2012 and received no complaints from fans and visitors. The service received a high appraisal from Ukrainian President Viktor Yanukovych. His Polish counterpart Bronislaw Komorowski also supported him, adding that the service had worked perfectly. The assessment by fans is also evidence of this. Dozens of commendations from foreign embassies and consulates, as well as hundreds of grateful comments from foreigners to border guards, have become the crowning achievement of the service’s three years of preparations for the football festival. First Deputy Chairman of the State Border Service of Ukraine Pavlo Shysholin shared the secrets of successful EURO 2012 with the Ukraine-2012 Information Center.

EURO 2012 has become a test of strength for Ukrainian services. What records can the State Border Service be proud of? The most important record for us is that over the period of the championship we received no complaints from Ukrainians or foreigners regarding the work of the service. The second record, of course, concerns passenger traffic flows on the border. Some 8.3 million people and 2 million vehicles crossed the border during EURO 2012, which was 25% and 20% more than in the same period last year. The peak load on the border was reported on July 1 during the EURO 2012 final, with 360,000 people and 70,000 vehicles crossing Ukraine’s border in one day. Our border guards worked very quickly. We spent up to 20 seconds per passenger, and if we had prior information, the control lasted about 7 seconds. Boryspil Airport also exceeded its targets on the day of the final match, handling more than 630 flights, of which 400 were arrivals to Ukraine. In general, over the period of the championship the airport handled 1,500 aircraft, about 650 buses and 22,500 vehicles carrying organized groups of fans. The number of foreigners who crossed the border during EURO 2012 is also unique. A total of 2.5 million foreigners, including 1.5 million citizens of countries participating in the tournament, entered the country during the tournament. Such a number of pas-
sengers and vehicles has never been recorded on the Ukrainian border. VIP guests and UEFA officials arrived in Ukraine every day. Were they satisfied? Official delegations have not felt the Ukrainian borders at all. National teams arrived in groups of 42 to 56 people, and we spent up to three minutes to handle them. A total of 138 official delegations and 1,660 organized groups of fans crossed the border over this period, and there were no complaints. What were the most difficult tasks? The most difficult task for us was to work after the matches, when large groups of guests were leaving the country. After the semi-final match in Donetsk, for example, Russians were leaving the city en masse, and 500 cars and buses simultaneously arrived at the Uspenka checkpoint. We simplified all formalities, created additional places and handled all vehicles in one-and-a-half hours, the task that we usually perform in more than a day. The day of the final match was also very tense. Boryspil Airport serviced dozens of VIP guests after the match, whereas about 3,000 Spaniards and Italians simultaneously arrived at Terminal D. We handled all of the passengers within two hours! The State Border Service introduced a dozen innovations ahead of EURO 2012. Did they come in handy? While preparing for the tournament, we adopted two laws of Ukraine, two presi-
dential decrees, six government resolutions and four international agreements in order to optimize the work of our service. Thanks to this legal framework, we managed to form a new innovative model for border protection. In particular, we introduced joint controls on the Ukrainian-Polish border, used Euro-corridors, handled vehicles under the principle of one stop during their movement, canceled immigration cards, introduced electronic cards for passport control and provided additional mobile workplaces. We also introduced a system of preliminary information about passengers and for the first time conducted work in an online mode through Interpol’s databases. All of these innovations helped us reduce the period of inspections at checkpoints by 2.5 times and significantly speed up border crossing. Will these innovations be used after EURO 2012? Of course! All that was introduced ahead of the tournament worked effectively and will be used after EURO 2012. We are already working with the Ukrainian Embassy in Poland, the Foreign Affairs Ministry and the State Customs Service on the continuation of joint controls. Our Polish colleagues firmly promised to prepare their proposals regarding the introduction of amendments to the Schengen Borders Code, so that we could also conduct joint inspections on the Ukrainian side. As for the system of preliminary information, we already get 50-60% of information from airlines. We will develop this area. We are planning to introduce such systems at automobile and maritime checkpoints. EURO 2012 has given us invaluable experience. Therefore, after the tournament we are planning to publish a book, entitled “Experience of EURO 2012. Lessons. Conclusions,” in which we will tell how we prepared for and hosted the tournament, and what prospects we received after the championship.
lands, Sweden, Portugal, the Czech Republic, Italy and Spain, while 12 FRONTEX officers worked at airports in host cities. Such an exchange of officers gave us a positive result. I want to provide an example. Ahead of the match with England, we received information about the likely departure to Donetsk of 195 English “ultras.” The rapid exchange of information and joint decisions helped prevent this category of fans from leaving England. We also cooperated with the EUBAM mission on the border with Moldova and Romania. Border guards were the first to meet and see off the fans. Have you seen any changes in their attitude to Ukraine? When the fans started arriving in our country at the beginning of the tournament, they expected a tough and biased attitude from us. But there was not even a hint of it. Quite the contrary, during the tournament we helped 570 citizens attend the matches. They had tickets, but faced problems with the registration of documents. In usual circumstances, we would not let them enter Ukraine, however, in order not to spoil the festival of football, we took individual decisions on them and allowed them to enter the country. There were cases when border guards found wallets and documents and returned them to fans, and they were really surprised. Fans were leaving Ukraine in a completely different mood - relaxed, grateful, happy, taking photographs and saying “Thank you, Ukraine!” Anastasia Nikolaeva

няк, завдяки професійним діям правоохоронців порушень громадського порядку під час проведення Євро-2012 не допущено. «У період проведення в Україні чемпіонату з футболу Євро2012 охорону громадського порядку, відповідно до розрахунків сил і засобів, забезпечували понад 240 тисяч працівників міліції та військовослужбовців внутрішніх військ», – зазначили в МВС. Окрім цього, під час Євро-2012 на територіях приймаючих міст працювало 130 представників іноземних поліцейських делегацій з 16 країн. Частина з них, понад 100 правоохоронців з 11 країн, разом з працівниками міліції, в якості споттерів патрулювали вулиці в місцях компактного перебування іноземних уболівальників та здійснювали профілактичну роботу зі своїми вболівальниками. За словами Віктора Ратушняка, з кінця травня 2012 року і за період проведення чемпіонату з футболу до органів внутрішніх справ надійшло близько 409 повідомлень про події, пов’язані з перебуванням іноземних футбольних вболівальників на території держави. «Деякі з них не знайшли свого підтвердження. В інших випадках багато іноземців, що повідомляли про втрату майна, потім повторно зверталися до правоохоронних органів із заявами про те, що їх гроші чи документи знайдені ними. Переважна більшість зазначених повідомлень не мали ознак злочинів чи правопорушень», – наголосив пан Ратушняк.
Він додав, що в українських приймаючих містах за період проведення Євро-2012 затримали 30 кишенькових злодіїв, які скоїли злочини у місцях масового скупчення вболівальників. «Всього за чемпіонат у нас розкрито близько 30 крадіжок і затримано кишенькових злодіїв. По всіх порушено кримінальні справи. Цікаво, що тільки в день фіналу у Києві правоохоронці затримали 7 кишенькових злодіїв, які в основному скоювали злочини у фанзоні міста», – сказав він. Загалом відносно іноземців скоєно 293 правопорушення, в основному це були крадіжки та дрібні хуліганські прояви. Більшість злочинів розкрита. Порушено 45 кримінальних справ, повідомляє правоохоронне відомство. В свою чергу, як розповів пан Ратушняк, на Євро не виникло жодних мовних непорозумінь між українськими стражами порядку та іноземними фанами. «22 тисячі правоохоронців пройшли початкову підготовку з вивчення іноземних мов. Окрім цього, допомагали працівникам МВС ще й 2 тисячі курсантів, однак службу вони не несли», – резюмував заступник Міністра внутрішніх справ.

визначений як «Низький», – зазначив керівник Антитерористичного центру при СБУ Петро Шатковський. Служба безпеки також виконувала нові для неї функції: брала участь, спільно з Міністерством оборони, МВС, Державіаслужбою, УДО, Українським державним центром радіочастот, в антитерористичному забезпеченні повітряного простору в 150-кілометрових зонах навколо міст, що приймали Євро. Зокрема, у приймаючих містах над стадіонами та іншими особливо важливими об’єктами під час проведення футбольних матчів велося постійне патрулювання повітряного простору бойовими гелікоптерами армійської авіації Сухопутних військ Збройних сил України з тактичними групами вогневої підтримки Центру спеціальних операцій «А» СБ України на борту.

із переадресацією повідомлень на інші служби екстреної допомоги (номери 102, 103, 104) повністю себе виправдала. Адже у період з 1 червня по 2 липня щоденно на телефонний номер «112» в середньому надходило близько 16 тисяч повідомлень. Всього за Євро-2012 диспетчерськими службами МНС опрацьовано понад 494 тисяч звернень за номером «112», у тому числі: в Києві – понад 146 тисяч, Донецьку – 60 тисяч, Львові – 257 тисяч, Харкові – 31 тисяча. «Завдяки вжитим заходам, які проводилися в тісній взаємодії з правоохоронними та іншими державними органами, вдалося уникнути надзвичайних ситуацій і пожеж на стадіонах, у фанзонах, місцях проживання вболівальників та утримати ситуацію контрольованою протягом всього періоду проведення турніру», – зазначив перший заступник Міністра надзвичайних ситуацій України Віталій Бут. Він також додав, що безпеку Євро організовували 30

сили МНС чисельністю 4900 чоловік та 1200 одиниць техніки. Поряд з цим, у постійній готовності утримувався резерв сил і засобів МНС загальною чисельністю 445 чоловік і 100 одиниць техніки. В містах Києві, Донецьку, Львові та Харкові здійснювалося чергування авіаційної техніки для посилення пожежно-рятувальних підрозділів.

Окрім цього, за інформацією Служби безпеки України, виконуючи завдання щодо організації безпеки чемпіонату, учасників та гостей України, Антитерористичний центр при СБ України, а також в цілому антитерористична система України спрацювали ефективно. «За висновками Антитерористичного центру при СБ України, рівень терористичної загрози в Україні під час проведення фінальної частини чемпіонату Євро-2012 не змінювався і був

Протягом підготовчого періоду з грудня 2010 року до травня 2012 року проведено 10 засідань Міжвідомчого координаційного штабу, під час яких розглянуто понад 40 важливих питань з безпеки та правопорядку, за якими ухвалено низку відповідних рішень та рекомендацій. Під егідою МКШ забезпечено розробку Інтегрованої концепції безпеки і правопорядку – основного стратегічного документа забезпечення безпеки та правопорядку під час чемпіонату, який був затверджений Кабінетом Міністрів України. Як зазначили представники Міжвідомчого координаційного штабу, за час проведення Євро-2012 загальна кількість звернень гостей та вболівальників Євро-2012 за медичною допомогою становила 1144 випадків, з яких медична допомога надана 640 іноземцям та 504 українським вболівальникам. Хворих у загрозливому для життя стані не було. «За даними Держсанепідслужби України, протягом червня 2012 р. завдяки вжитим заходам рівень захворюваності на інфекційні хвороби, в т. ч. на грип та ГРВІ, не викликав ризику для проведення Євро-2012», – наголосили представники Міжвідомчого штабу. EURO 2012 is likely to have become the most secure championship in the entire history of this tournament. EURO security, everywhere and above all, as UEFA emphasized, was ensured in full. Not a single situation posing a threat to the security of EURO, fans or guests of Ukraine arose during the period of the competition. This success became an accomplishment of long-term preparations made by all security agencies of the country.
OVER 100 SPOTTERS WORKING AT EURO
Ukrainian Deputy Interior Minister Viktor Ratushnyak has said that, thanks to lawenforcers’ professional actions, infringements of public order during EURO 2012 were not admitted. “In line with estimations of forces and means, protection of public order during the EURO 2012 Football Championship hosted by Ukraine was ensured by over 240,000 policemen and servicemen from the interior troops,” the Interior Ministry noted. Besides this, over 130 representatives of foreign police delegations from 16 countries worked on the territory of host cities during EURO 2012. A share of them, coming to over 100 law-enforcers from 11 countries, patrolled streets in places of compact stay of foreign fans as spotters together with policemen, and they carried out preventive work with their fans.
According to Viktor Ratushnyak, some 409 reports about events related to foreign football fans’ stay on the territory of the country were received by interior authorities from late May and during the period of the championship. “Confirmations could not be found for some of them. In other cases, many foreigners who had reported the loss of their belongings turned to the interior authorities again, saying that they had found their money or documents. The majority of the aforementioned applications did not have signs of crimes or infringements of law,” Mr Ratushnyak emphasized.

He added that 30 pickpockets who committed crimes in the places of fans’ mass accumulation were detained during EURO 2012 in Ukrainian host cities. “We
detected around 30 thefts and detained pickpockets during the whole period of the championship. We have brought criminal cases against each of them. It is interesting to know that law-enforcers detained seven pickpockets in Kyiv on the day of final match alone: they mainly committed their crimes in the city’s fan zone,” he said. The total number of infringements of law committed against foreigners was 293, with the majority of them being petty theft and cases of hooliganism. The number of criminal cases brought is 45, the law-enforcement agency reports. In its turn, according to Mr Ratushnyak, not a single language misunderstanding between Ukrainian law-enforcers and foreign fans occurred during the EURO. “22,000 law-enforcers have passed primary training in foreign languages. Besides this, 2,000 military students also provided assistance to the Interior Ministry’s officers, but they were not in service,” the deputy interior minister summed up.
112 SYSTEM RECEIVES 500,000 CALLS
The Ukrainian Emergencies Ministry has reported that forces of the Emergencies Ministry had been turned over to enhanced service mode as of 8 June. The operational scheme of the 112 number introduced by the ministry, consisting of diversion of calls to other emergency aid services (102, 103 and 104 numbers), has fully justified itself. The point is that the average number of calls to the 112 number received daily was around 16,000. Dispatcher services of the Emergencies Ministry processed over 494,000 calls to the 112 number altogether during EURO 2012, of which over 146,000 were in Kyiv, 60,000 in Donetsk, 257,000 in Lviv and 31,000 in Kharkiv. “Thanks to the measures that were taken in close cooperation with lawenforcement authorities and other gov32

ernment agencies, we have managed to avoid emergency situations and fires in stadiums, fan zones and places of fans’ accommodation and to keep the situation under control during the whole period of the tournament,” Ukrainian First Deputy Emergencies Minister Vitaliy But has noted. He has also added that EURO security had been organized by the Emergencies Ministry’s forces with the personnel numerical strength of 4,900 and 1,200 units of machinery. Besides this, the reserve of the Emergencies Ministry’s forces and means with personnel numerical strength of 445 and 10 units of machinery were constantly kept in readiness. Aviation hardware to support firefighting and rescue units was in service in the cities of Kyiv, Donetsk, Lviv and Kharkiv.
LOW LEVEL OF THREATS IN UKRAINE DURING EURO
Besides this, according to the Security Service of Ukraine (SBU), the SBU Antiterrorist Centre, along with Ukraine’s antiterrorist system on the whole, operated efficiently while fulfilling the tasks in maintaining security of the championship, its participants and guests of Ukraine. “According to the conclusions of the Antiterrorist Centre at the Security Service of Ukraine, the level of terrorist threat in Ukraine during the final part of the EURO 2012 championship did not change and was identified as ‘low’,” the SBU Antiterrorist Centre chief, Petro Shatkovsky, has noted. The Security Service also fulfilled its new functions: jointly with the Defence Ministry, the Interior Ministry, the State Aviation Service, the State Guard Directorate and the Ukrainian Radio Frequencies Centre, it took part in antiterrorist protection of the air space within 150km areas around EURO host cities. In particular, air space over stadiums and other objects of special importance in the host cities was permanently controlled by army aviation combat helicopters of the Ukrainian Armed Forces’ Land Force with fire support tactical groups from the A Special Operations Centre at the Security Service of Ukraine on board.
EURO WITHOUT RISKS FOR FANS’ HEALTH
In its turn, the majority of work in organizing EURO security was carried out by the Inter-Institutional Steering Committee (ISC) supervised by the president
of Ukraine and headed by the first deputy head of the EURO National Agency (Ukryevroinfraproekt), Oleksandr Birsan. During the preparatory period between December 2010 and May 2012, the Inter-Institutional Steering Committee held 10 meetings, where over 40 important security and legal order issues were considered and number of respective decisions and recommendations in relation to them were adopted. The development of the Integrated Security and legal Order Concept has been organized under the auspices of the ISC: this is the basic strategic document on ensuring security and legal order during the championship, which was approved by the Cabinet of Ministers of Ukraine.
Representatives of the Inter-Institutional Steering Committee have noted that the total number of cases when EURO 2012 guests and fans applied for medical aid during EURO 2012 was 1,144, whereby medical aid was provided to 640 foreigners and 504 Ukrainian fans. There are no patients whose condition poses a threat to their life. “According to the State Sanitary and Epidemiological Service, thanks to the measures that were taken, the rate of contagious diseases in June 2012, including influenza and acute respiratory viral infections, did not put the hosting of EURO 2012 at risk,” representatives of the Inter-Institutional Steering Committee have emphasized. Напередодні Євро-2012 у західних ЗМІ часто-густо з’являлися статті з негативною, викривленою та неправдивою інформацією про Україну. Важко однозначно стверджувати, що саме стало причиною цього – упереджене ставлення чи просто брак достовірної інформації. Ще тоді вітчизняні дипломати наголошували на тому, що з початком чемпіонату тон та спрямування матеріалів про Україну у західних виданнях зміниться на кардинально протилежний, оскільки, приїхавши до України, кореспонденти побачать, що це нормальна, цивілізована, європейська держава. Власне, на підтвердження їхніх слів з перших же днів Євро-2012 у європейських виданнях почали з’являтися позитивні матеріали про Україну.
У
провідних закордонних ЗМІ вже вийшло понад 55 інформаційних матеріалів, що надзвичайно позитивно висвітлили проведення Євро-2012. «Це унікальний випадок, коли ефект занижених очікувань зіграв нам на руку і кореспонденти зарубіжних видань були дійсно вражені побаченим. Також абсолютно нетиповим є суто позитивне спрямування інформаційних повідомлень, оскільки, і так вже склалося історично, пріоритетною для ЗМІ завжди є негативна інформація», – розповів керівник департаменту інформаційної політики Міністерства закордонних справ України Олег Волошин.
Расизму в Україні немає
Найпершим було спростовано міф про наявність расизму та нетерпимості в Україні. Приводом для поширення таких чуток став випуск програми «Панорама» на британському телеканалі ВВС. Журналісти програми необ’єктивно та вузько представили конфлікт, що виник між уболівальниками на одному з українських стадіонів. В результаті значна кількість футбольних фанів з Великобританії мала певні перестороги щодо візиту в Україну, розвінчати які вдалося лише закордонним мас-медіа. Так, французька журналістка Елена Ґабріелян заявила, що за час чемпіонату Європи з футболу не помітила в Україні виявів расизму, про які так часто згадували європейські засоби інформації. «Я не помітила жодного радикально націоналістичного ставлення українців до іноземців. Расизму
абсолютно не було. Це штучно піднята проблема в Україні», – вважає журналістка, яка під час Євро-2012 працювала для французького телеканалу TF1. А її колега з популярного британського таблоїда The Daily Mirror Олівер Холт написав в своїй авторській колонці: «Відсутність расизму в Україні доводить, що ми спочатку маємо розібратися в своїх проблемах, перш ніж вказувати на інших. То, може, нам слід вибачитись перед українським народом, може, навіть перед самим президентом УЄФА Мішелем Платіні?». Та найбільше поширення інформації про прояви расизму засмутило головного тренера збірної Англії Роя Ходжсона. «Внаслідок цього ми втратили значну кількість уболівальників, яких відлякали чутки про те, як погано у Польщі та Україні. Мені дуже шкода цих уболівальників, оскільки до нас тут ставилися вкрай доброзичливо і сердечно», – сказав Ходжсон. «Наразі вже можна говорити про те, що міф про расизм в Україні спростовано. Днями на ВВС вийшов сюжет про Євро-2012 в Україні під заголовком: «Все гаразд на полі і поза полем». Крім того, загальне спрямування матеріалів про Україну стало більш позитивним», – розказав керівник департаменту інформаційної політики Міністерства закордонних справ України Олег Волошин.

Американська газета зауважує, що у зв’язку з Євро-2012 приймаюче місто стало модним і магнітом притягує увагу тисячі туристів з усього світу. А схвальні і захоплені відгуки про проведення турніру у закордонних ЗМІ додали плюсів до міжнародної репутації країни. Українці – фантастично гостинний народ, а атмосфера в країні під час Євро-2012 на 100% позитивна. На цьому в коментарях британському телеканалу ВВС наголосили вболівальники національної збірної Англії, які завітали до Києва. «Це дивовижно! Люди в Україні абсолютно фантастичні, ми дійсно чудово проводимо час. Атмосфера неймовірно позитивна. Кожен відчуває себе частиною свята», – розповіли дві вболівальниці збірної Англії. Прихильники команди Роя Ходжсона відзначають: так тепло, як в Україні, їх не зустрічали ніде. «Українці створили дійсно чудову атмосферу. Обов’язково повернуться
Десятитисячна армія голландських уболівальників вирішила подякувати місту за гостинність. Понад два десятки помаранчевих рекламних щитів, прикрашених плакатами із зображенням тюльпана і написом «Спасибі, Харків!», встановлено в різних районах міста. Щити замовили представники посольства Нідерландів в Україні. Це, напевно, найкращий доказ того, що європейці задоволені організацією чемпіонату в Україні та обов’язково повернуться до нас. Всі, хто відвідав матчі Євро-2012, мали велику втіху, що приїхали до
України. Гостинність українців вразила європейських фанів, вони позитивно відгукувалися про нашу країну та організацію чемпіонату. Про це заявив директор турніру Євро-2012 Мартін Каллен. «Коли фани їхали в Україну, вони були дещо насторожені, однак, коли поверталися з країни, то були позитивно налаштовані та вражені гостинністю українців. Думаю, що великий відсоток тих вболівальників, які відвідали Україну, ще повернуться сюди», – зазначив пан Каллен. Водночас, директор Євро-2012 наголосив, що ще 2–3 роки тому була ймовірність того, що право проведення єврочемпіонату могли забрати в України. «Однак вже за 6–8 місяців до початку турніру це питання було знято», – сказав функціонер Євро. Успішне проведення фінальної частини чемпіонату Європи з футболу 2012 року є чудовим шансом для подальшої промоції України в усьому світі. В цьому переконані журналісти авторитетного американського телеканалу CNN, який запустив цикл передач про нашу країну під назвою «Eye on Ukraine». «З початком турніру всі розмови про расизм та футбольних хуліганів скінчилися. Люди, які долучилися до футбольного свята, обговорювали власне гру. Це величезний успіх для України і чудова платформа для її подальшої промоції в усьому світі», – підкреслив репортер CNN Макс Фостер, який відвідав Україну під час Євро-2012. Він додав, що футбольні вболівальники пишаються тим, що стали частиною грандіозної події. «По завершенні турніру всі відзначають те, що він пройшов дуже добре, діляться позитивними враженнями від чемпіонату. Всі щасливі від того, що мали можливість побувати в Україні під час такої грандіозної події», – додав журналіст. Before the start of EURO 2012 the Western media quite often released articles with negative, distorted and false information about Ukraine. It is difficult to guess what has caused it, prejudice, or simply a lack of reliable information. Even then domestic diplomats insisted that with the launch of the championship, the tone and themes of materials about Ukraine in Western editions would change dramatically, for the correspondents, after visiting Ukraine, would see that this is a normal, civilized European country. Actually, in support of their words from the first days of EURO 2012 positive materials about Ukraine began to appear in European editions.

he leading international media have already published more than 55 stories with extremely positive highlights of EURO 2012. “This is a unique case when the effect of understated expectations played into our hands and foreign correspondents were really impressed. Also, absolutely atypical is purely positive nature of information reports since, and so historically, the priority for the media is always negative information,” said Oleh Voloshyn, Head of the Information Policy Department of the Ministry of Foreign Affairs of Ukraine.
No racism in Ukraine
The first exploded myth was about the existence of racism and intolerance in Ukraine. The reason for spreading such rumors was the launch of the BBC Panorama programme, whose journalists biasly and narrowly presented a conflict between fans at one of the Ukrainian stadiums. As a result, a significant number of football fans from the UK had some concerns about visiting Ukraine. And only foreign media have managed to debunk these concerns.
Thus, French journalist Elena Gabrielian said that during the European Football Championship in Ukraine she did not notice any manifestations of racism, which the European media have often mentioned about. “I haven’t noticed any radical nationalist attitude of Ukrainians towards foreigners. There was absolutely no racism. The problem is artificially raised in Ukraine,” believes the journalist, who works with the French TV channel TF1 during EURO 2012. And her colleague from the popular British tabloid The Daily Mirror, Oliver Holt, wrote in his author’s column: «Absence of Ukrainian racism proves we should sort out our own problems before preaching to others. So what do you think? Maybe we owe Ukraine an apology. Maybe we even owe UEFA president Michel Platini an apology.». However, the dissemination of reports about racism most dissappointed England coach Roy Hodgson. «As a result we lost a lot of fans who have been put off by horror stories about how life would be in Ukraine and Poland. I feel sorry for those people because all the people who have come over here, they can’t speak highly enough and we have been treated with great courtesy and kindness everywhere,” Hodgson said. “Now we can say that the myth of racism in Ukraine is disproved. Recently BBC released a footage about EURO 2012 in Ukraine titled «EURO 2012 proves a treat, on and off the pitch”. Besides the general nature of stories about Ukraine has become more positive,” Voloshyn emphasized.

“After seven decades of Soviet dominance, Kyiv, the capital of Ukraine, has emerged as one of Europe’s most vibrant 21st-century cities,” says The New York Times. The American newspaper notes that due to EURO 2012 the host city has become fashionable, and like a magnet attracts thousands of tourists from around the world. A positive and enthusiastic reviews of the tournament in the foreign media have added advantages to the international reputation of the country. Ukrainians are fantastically hospitable people and the atmosphere in the country during EURO 2012 is 100% positive, England fans in Kyiv told the British TV channel BBC. “It’s brilliant! The Ukrainian people are absolutely fantastic, we’ve had a really good time. Everybody loves their football, so it’s really, really good. It’s just a really positive atmosphere. Everyone is in a party mood, really positive, so it’s been a good experience so far,” two England female fans said. Supporters of Roy Hodgson’s squad say: nowhere we’ve been welcomed as warm as in Ukraine. “The Ukrainians have really embraced the vibe, they enjoy their football and the fan zones have been spectacular,” says Graham Bleanch of the UK Football Supporters Federation. «The general mood in the fan zones, on the streets of Ukrainian cities – this is what is impossible to fake. We really have sincere and friendly people, so we’ve surprised the Europeans! This is what can be considered the biggest opening of EURO 2012,” says Mr. Voloshyn. A striking example of what Ukrainians are an extremely friendly nation and the Europeans felt comfortable at EURO 2012 in Ukraine, was a friendly and sincere atmosphere during the championship. This was stressed by the first deputy chairman of the National Agency for EURO 2012 Oleksandr Birsan. “In fact, preparing for the championship, we have predicted all possible difficulties and hoped that the information component would work with us in unison, and it went wrong. But the best argument that has refuted all the negative, was the championship, which was held extremely well,” the official explained.
They will come back for sure
A ten-thousand army of Dutch fans, decided to thank the city for their hospitality. More than two dozen orange billboards, decorated with posters depicting the tulip and the words “Thank you, Kharkiv!” are
installed in different parts of the city. The boards were ordered by representatives of the Embassy of the Netherlands in Ukraine. This is probably the best proof that Europeans are satisfied with the organization of the championship in Ukraine and will return to us for sure. Everyone who visited EURO 2012 were happy that they came to Ukraine. Hospitality of Ukrainians impressed the European fans, they spoke positively about our country and the organization of the championship, EURO 2012 director Martin Kallen said. “When fans were coming to Ukraine, they were slightly heads-up, but returning home they were tuned positively and surprised with the hospitality of Ukrainians. I think the large percentage of fans who visited Ukraine will return to the country,” Kallen noted. However, the EURO 2012 director emphasized that even 2-3 years ago there was a likelihood of depriving Ukraine of the right to host the tournament. “But 6-8 months before the tournament the issue was lifted,” the EURO official said. The successful conduct of finals of the European Football Championship in 2012 is an excellent opportunity for fur-
ther promotion of Ukraine worldwide, believe American journalists from the reputable CNN channel, which has launched a series of programmes about our country titled “Eye on Ukraine”. “With the start of the tournament all the talks of racism and football hooligans are over. People who joined the football festival discussed their own game. This is a huge success for Ukraine and an excellent platform for further promotion throughout the world,”said CNN reporter Max Foster, who visited Ukraine during EURO 2012. He added that football fans are proud to become part of a great event. «The whole tournament’s been a great success for Ukraine. It went incredibly well for Ukraine,» Foster said/ A good organization of the championship has added to the positive image of Ukraine much more than any information campaign. “EURO 2012 has shown thousands of ordinary Europeans, far from politics and economy, that Ukraine is a civilized, developed European country. Послуги невідкладної медичної допомоги футболістам і вболівальникам на чемпіонаті Європи-2012 в Польщі й Україні відповідали високим стандартам УЄФА. Представники футбольного союзу в самий розпал Євро2012 відвідали із перевіркою місцеві стадіони, щоб переконатися в тому, що послуги медичної допомоги надаються на чемпіонаті відповідно до необхідних вимог.

нспекція велася на кожному з матчів першого туру групового етапу. При цьому для аналізу роботи медичних працівників на полі, машин швидкої допомоги, пунктів надання першої допомоги для уболівальників та організації послуг загалом представники УЄФА відвідували стадіони як до, так і під час ігор. «Для нас дуже важливо, щоб матчі проходили згідно з існуючими стандартами і відповідали вимогам команд, гравців та вболівальників, – заявив голова Медичного комітету УЄФА Мішель Д’Хоге. – Організатори чемпіонату в Польщі й Україні зуміли нас переконати в тому, що послуги першої медичної допомоги надаються на матчах на відповідному для сучасних стадіонів рівні». Вимоги УЄФА дотримано на всіх стадіонах чемпіонату Європи. Про це говорить наявність дефібриляторів, кисневих масок, носилок та інших рятувальних засобів. «Перевірки показали, що стадіони відповідають вимогам для надання медичних послуг на найвищому рівні, а це дуже приємно, – зауважив професор Стюарт Хілліс, медичний офіцер УЄФА на Євро-2012 в Польщі. – Послуги надавалися відповідно до вимог, що потрібні для такої великої й значимої події. Звичайно, ніхто не хоче виникнення інцидентів, але на футбольних аренах гравцям і вболівальникам іноді доводиться звертатися за медичною допомогою. Наша мета полягає в забезпеченні цієї допомоги на високому рівні».
Незначні травми
За час проведення Євро-2012 загальна кількість звернень гостей та вболівальників за медичною допомогою в Україні становила 1144 випадків,
з яких медична допомога надана 640 іноземцям та 504 українським вболівальникам. Вітчизняні медики вчасно та кваліфіковано надавали допомогу гостям Євро-2012. У переважній більшості причинами звернень були незначні ушкодження, опіки та алкогольні отруєння. Подекуди зустрічалися випадки алергічних реакцій, спровоковані незвичною їжею, напоями, укусами комах. У Донецьку та Харкові через спеку частими були випадки сонячних опіків, а в решті міст Євро переважали незначні травми. На період проведення чемпіонату на усіх стадіонах працювали пішохідні медичні патрулі, було організовано медичні пункти, чергували карети швидкої допомоги. Зокрема, у Києві до медичного забезпечення гостей чемпіонату була залучена 21 лікувальна установа: 6 – базових і 15 – резервних. У нематчевий період гостей та вболівальників обслуговував медичний персонал Олександрійської клінічної лікарні, клінічних лікарень №12 та №17, а в період матчів залучалась клінічна лікарня «Феофанія», головний клінічний військово-медичний центр Міністерства оборони України та клініка «Борис». Окрім зазначених медичних установ, кожного дня лише у столиці чергували 15 карет швидкої допомоги, 7 з яких знаходилися у периметрі фанзони і були готові надати медичну допомогу в амбулаторному режимі, додатково 7 бригад чергували на під’їзних шляхах до фан-зони в якості резерву. Також була задіяна 1 бригада спеціалізованої психіатричної медичної допомоги.

До неї увійшли медичні працівники державних лікувальних установ, визначених базовими з надання допомоги під час футбольного турніру. Протягом 8 місяців навчання за проектом «Open Healthcare English 2012» медики вдосконалювали навички надання медичної допомоги з використанням англійської мови.

Мовній підготовці персоналу приділялась надзвичайна увага, адже надання допомоги хворому вимагає знання специфічної, вузькоспеціалізованої лексики. На рівні Міністерства було вирішено, що вже досвідченим лікарям допомагатимуть їхні молодші колеги – студенти медичних вишів із знанням іноземних мов. Це, з одного боку, спростило роботу практикуючим медикам, а з іншого, подарувало початківцям неоціненний досвід практичної роботи на події європейського масштабу. Також суттєво допомогла вирішити мовне питання програма «Open Healthcare English 2012», що передбачала безкоштовне навчання медпрацівників англійської мови. Ретельно 42

Американський експерт галузі медицини зізнався, що вражений рівнем підготовки та якістю надання послуг українськими медиками під час Євро-2012. «Що мене вразило, так це обізнаність медиків. Вони здатні пояснити деталі впровадження плану з медичної безпеки. Тобто, не лише виконують повсякденну роботу, а й розуміють загальне завдання медичного забезпечення на Євро в Україні», – сказав перший заступник голови служби екстреної допомоги штату Каліфорнія (США) Деніел Смайлі. Під час свого перебування в Києві пан Смайлі протягом одного місяця спостерігав за тренуваннями медичних бригад: «Навчання були спрямовані на реагування у разі виникнення хімічної чи радіаційної небезпеки, хоча така небезпека є маловірогідною. Все було організовано на найвищому рівні, – розповів журналістам американський фахівець. – Під час свого візиту у вашу країну я бачив, що МОЗ доклало зусилля, щоб спланувати деталі. Служба швидкої допомоги також активно залучалася до планування, на це було витрачено окремі ресурси. Я побачив, як злагоджено працюють мобільні команди. Зокрема, значні ресурси було вкладено у новітні технології, медичні засоби». Emergency medical aid services provided to football players and fans at the 2012 European Football Championship in Poland and Ukraine were in line with high UEFA standards. Representatives of the Football Association visited local stadiums at the very height of EURO 2012 in order to make sure that medical services are provided at the championship in line with the necessary requirements.

n inspection was carried out at each match of the first round of the group stage. Meanwhile, in order to analyze operation of medical personnel in the field, ambulances, first-aid posts for fans and organization of services in general, UEFA representatives visited stadiums both before and after matches. “It is very important for us to have the matches conducted in line with existing standards and comply with the requirements of the teams, players and fans,” the chairman of the UEFA Medical Committee, Dr Michel D’Hooghe, has said. “The organizers of the championship in Poland and Ukraine have managed to persuade us that first medical aid services are provided during matches at the level proper for modern stadiums.” UEFA requirements have been observed at all stadiums of the European Championship. Availability of defibrillators, oxygen masks, stretchers and oth-
er rescue means serve as proof of this. “Inspections have demonstrated that stadiums comply with all requirements to provision of medical services at the highest level, and this is very pleasing,” UEFA medical officer at EURO 2012 in Poland Professor Stewart Hillis has noted. “Services were provided in line with the requirements needed for a large-scale and significant event of this kind. Of course, no-one wishes incidents to occur, but both players and fans sometimes have to turn for medical aid in football arenas. Our aim lies in securing this aid to a high level.”
Small injuries
The total number of cases when guests and fans applied for medical aid in Ukraine during EURO 2012 was 1,144, with medical aid being granted to 640 foreigners and 504 Ukrainian fans. Ukrainian medical workers provided timely and high-quality aid to EURO 2012 guests. In the majority of cases, the applications were mainly caused by small injuries, combustions and alcoholic intoxication. There were some cases of allergic reactions provoked by uncustomary food, drinks and insect bites. There were cases of sunstroke caused by heat in Donetsk and Kharkiv, but small injuries prevailed in the other EURO cities. During the period of the championship, ambulatory medical patrols operated in all stadiums, medical posts were organized, and ambulances were on duty. In particular, 21 medical institutions were involved in medical support to guests in Kyiv: six basic and 15 reserve ones. During the period between matches, services to guests and fans were provided by medical personnel from the Oleksandrivska clinical hospital, clinical hospitals No 12 and No 17, and those involved during the match pe-
riod were the Feofaniya clinical hospital, the Ukrainian Defence Ministry’s main clinical hospital and the Boris clinic. Besides the aforementioned medical institutions, 15 ambulances were on duty every day in Kyiv alone, and seven of them were places within the perimeter of the fan zone and were ready to provide out-patient medical aid, and another seven brigades were on duty on the approaches to the fan zone as a reserve. One team of specialized psychiatric medical aid was also involved.
Do you speak English? – Yes, of course!
Special attention was allotted to language training of personnel, because provision of aid to a patient requires the knowledge of specific lexicon with narrow specialization. It was decided at the level of the ministry that assistance to experienced physicians will be provided by their junior colleagues: medical university students who know foreign languages. On the one hand, this has simplified the work of practicing physicians and, on the other, it granted invaluable experience of practical work at the European-scale event to beginners. The Open Healthcare English 2012 programme was also most helpful in resolving the language issue. It envisaged free training in English for medical personnel. As of September 2011, thoroughly selected specialists in different spheres joined a detached self-sufficient team of professionals for resolving the medical problems of foreign guests at the championship. It consisted of medical personnel from state medical institutions assigned as the basic ones for providing aid during the football tournament. In the course of eight months of training within the framework of the Open Healthcare English 2012 project, medical workers developed their skills in granting medical aid with the use of the English language.

A US expert in medical sphere has confessed that he is impressed with the level of preparedness and the quality of the services provided by Ukrainian medical workers during EURO 2012. “The thing I was impressed with was the knowledge of medical workers. They are able
to explain the details of implementation of the medical safety plan. This means that they not only fulfill their everyday job, but also understand the general task of medical support during EURO in Ukraine,” the first deputy director of the California State Emergency Medical Services Authority (USA), Dr Daniel Smiley, has said. During his stay in Kyiv, Mr Smiley observed the way medical teams were trained over the period of one month: “Training was aimed at reaction in case of a chemical or radiation threat arising, though this threat is most unlikely. Everything was organized at the highest level,” the US expert told journalists. “While visiting your country, I saw that the Health Ministry had exerted efforts for planning details; the emergency aid service was also actively involved in planning, and special resources were allocated for this. I saw the coordinated way of operation of mobile teams. In particular, substantial resources were allocated in modern technologies and medications.” Besides this, Daniel Smiley notes that Ukraine demonstrates not just high standards of medical support, but also unprecedented hospitality. “Ukraine can serve as an example of thorough preparations; it demonstrates the highest level,” the first deputy director of the California State Emergency Medical Services Authority (USA) summed up. Євро зробило крок на Схід – і виграло
«Скажу чесно, мене переповнюють емоції. Я не можу передати словами гордість за Україну і Польщу. Обидві країни показали високий рівень організації та встановили нові стандарти якості проведення ЧЄ, які важко буде побити новим приймаючим країнам. Тому перший у Східній Європі чемпіонат мав грандіозний успіх. Це справжній тріумф», – переконаний керівник УЄФА. Емоційний шеф європейського футболу багато разів дякував українцям і полякам за ентузіазм та гостинність, за те, що мешканці приймаючих міст відкрито, по-дружньому приймали гостей турніру, знали, як треба поводитись, опікувались фанами, вболівали разом з гостями з усього світу. Ще, за його словами, чемпіонат Європи-2012 може похвалитися численними досягненнями. Зокрема, було встановлено рекорд відвідуваності матчів турніру, який тепер становить близько 1,5 мільйона глядачів. В середньому один матч переглянули на арені понад 45 тисяч фанів. Причому іноді дві третини вболівальників на аренах представляли країни, чиї збірні вже вилетіли з турніру. А зростання вдвічі кількості вболівальників, які дивилися турнір по телевізору, довело, що Євро-2012 – не тільки європейський турнір. Адже зафіксоване зростання показників трансляції в країнах Азії та Америки. Все це, підкреслив Мішель Платіні, свідчить про неймовірний інтерес до чемпіонату, що дозволило Україні і Польщі презентувати себе світу. «Країни отримали промоцію на цілий світ. Вони також отримали унікальний досвід в тому, що турнір обслуговували 6000 волонтерів і під час чемпіонату працювало 8000 журналістів. Важливо додати, що переважна більшість
гостей турніру приїхала до України і Польщі вперше», – вважає керманич європейського футболу.

Окремо Мішель Платіні відзначив роль турніру для внутрішнього росту приймаючих України і Польщі. Вони, за його словами, не тільки продемонстрували всьому світу спроможність організовувати події такого масштабу, а й ефективно модернізували свої країни. «Євро залишить важливу спадщину для обох країн – і в економічному, і в інфраструктурному рості, а також в розвитку футболу. Ще ніколи чемпіонат Європи не мав такого потужного ефекту на приймаючі країни: на спорт, економіку, інфраструктуру, соціальну сферу. Країни можуть пишатися зробленою роботою, їхнім ентузіазмом та кінцевим результатом. Я особисто пишаюсь ними!» – наголосив президент УЄФА. Та найважливіша складова – емоційна. «Турнір був відмінний, авіасполучення організовано чудово. Головне, що я побачив в очах українців і поляків, – це велику гордість. Ви не можете повірити, наскільки вони були горді показати, що футбол існує в Східній Європі», – підсумував Мішель Платіні. За його словами, найбільш емоційним моментом став старт чемпіонату. «Найбільш пам’ятною миттю для мене особисто став момент, коли рефері дав стартовий свисток на матчівідкритті. Вболівання без кордонів
Мішель Платіні кілька разів відзначив визначну роль гостей турніру в атмосфері свята. Більше того, УЄФА вирішив нагородити спеціальною відзнакою ірландських фанів за відданість збірній і взірцеве вболівання. Таке рішення прийняв виконком союзу, оцінивши поведінку вболівальників всіх командучасниць турніру. Вручати нагороду фанам поїде в Ірландію особисто президент асоціації. «Ми вражені тим, як поводилися ірландські фани в Польщі: яскраво вболівали, при чому поводили себе коректно», – наголосив і генсек УЄФА Джанні Інфантіно. Водночас від імені Європейського футбольного союзу пан Платіні подякував всім вболівальникам, які приїхали в Україну та Польщу на турнір, й особливо відзначив ірландців, шведів і голландців, які масово відвідували матчі, а також українців та польських фанатів, які забезпечили свої команди потужною підтримкою.

Суркіс додав, що найкращою відповіддю фільму BBC і Солу Кемпбеллу, які безпідставно звинуватили Україну в расизмі, була труна, пронесена англійськими вболівальниками по Донецьку з написом «Кемпбелл, ти неправий!». Оскільки ідея проведення ЧЄ вперше в Східній Європі себе виправдала, Мішель Платіні запропонував новий експериментальний формат проведення Євро-2020, який, вочевидь, збираються присвятити 60-літтю першого чемпіонату Європи. Як оголосив після засідання київського виконкому очільник європейського футболу, турнір 2020 року можуть провести або в 12 містах однієї європейської країни, або ж у дванадцяти європейських містах, навіть по одному місту з країни. «Ви будете здивовані цією ідеєю, але вона пов’язана з тим, що країнам буде легше побудувати один стадіон, один аеропорт, забезпечити транспортний потік», – відзначив Мішель Платіні. У відповідь на критику журналістів щодо можливих великих витрат для вболівальників, пов’язаних з перельотами з країни в країну на 51 матч Євро, Платіні відповів: «Врешті-решт, ми розглянемо варіант дешевих перельотів. Переконаний, що у цій дискусії буде багато думок «за» і «проти». Ми будемо обговорювати цю ідею. Поки що пропозиція про проведення турніру в 12 містах Європи – лише ідея», – наголосив він. A fantastic European Championship with a unique atmosphere has taken place in Ukraine and Poland, and the host countries have established new standards of hosting the tournament. In addition to wonderful organization, fans who came to the tournament from around the whole world have demonstrated a high level of support. This high appraisal of the organization of EURO 2012 was made by UEFA President Michel Platini at the final press conference in Kyiv.
Euro makes step eastwards to win
“To be frank, I am overfilled with emotions. I cannot express my pride of Ukraine and Poland in words. Both countries have demonstrated a high level of organization and have established new standards of quality for hosting the European Championship, and it will be difficult for new host countries to surpass them. This is why the first championship in Eastern Europe was a great success. This is a real triumph,” the UEFA chief said convincingly. Emotional European football chief thanked Ukrainians and Poles for their enthusiasm and hospitality many times. He thanked residents of host cities who hosted guests of the tournament in an open and friendly manner. Everyone was aware or the way of treating fans and taking care of them, and everyone supported teams together with guests from the whole world. According to him, in addition to this, the 2012 European Championship may boast of numerous achievements. In particular, a record in tournament matches attendance has been set: it now makes around 1.5 million viewers (to be more precise, 1,440,973). The average number of fans having viewed each match in the arena was over 45,000. Meanwhile, there were cases when two-thirds of viewers in arenas represented countries who had dropped out of the tournament. The twofold growth in the number of fans who watched the tournament on TV has proved that EURO 2012 was not only a European tournament, as broadcasting rates growth in Asian and American countries had been registered. Michel Platini has emphasized that all this serves as proof of immense interest in the championship, which enabled both Ukraine and Poland to present themselves to the world. ”The countries have got worldwide promotion. They also have unique experience: 6,000 volunteers provided services during the tournament, and 50

8,000 journalists worked at the championship. It is important to add that the majority of guests of the tournament were in Ukraine and Poland for the first time,” the European football supervisor believes.
Ukraine, Poland: dividends from 2012 European Championship
Michel Platini put special emphasis on the tournament’s role in internal growth of the host countries, Ukraine and Poland. According to him, they have not only demonstrated to the whole world their capacity to organize events on such a scale, but they have also effectively modernized their countries. “EURO will leave important heritage to both countries: in economic and infrastructure growth, the same way as in football development. The European Championship has never made such a major impact on the host countries before: on sports, the economy, infrastructure and social sphere. The countries may be proud of the accomplished work, their enthusiasm and final result. As for me personally, I am proud of them!’” the UEFA president emphasized. But the emotional component is of primary importance. “The tournament was excellent, and air communication was wonderfully organized. The most important thing I saw in the eyes of Ukrainians and Poles was their great pride. You cannot believe how proud they were to demonstrate that football existed in Eastern Europe,” Michel Platini summed up. According to him, the start of the championship was the most emotional moment. “As regards me personally, the most memorable moment was when the referee blew the whistle at the start of the opening match. Its meaning was that, following five years of intense work and preparations, we finally reached the thing of importance: football. I knew that it was the start of a unique event,” Michel Platini emphasized.
In addition, both Ukraine and Poland have presented themselves as hospitable and tolerant countries, and no manifestations of racism have been registered on their territories. In response to a question from a foreign journalist about the attitude of the UEFA chief to the fact that hysteria over racism in Ukraine initiated by BBC had not been confirmed and, on the contrary, fans had seen a hospitable, friendly and tolerant country, Michel Platini said: “Everyone who came to the tournament can confirm that manifestations of racism were not registered either in Ukraine or in Poland. All fans saw this.” The European football chief believes that racism exists in many countries, even in France and England, and the whole world should fight against this. In order to fight this phenomenon, UEFA initiates numerous educational programmes. “Of course, the European Championship will not change the world. But we are making our contribution to the common cause,” Michel Platini added. At the same time, the head of the Football Federation of Ukraine, Hryhoriy Surkis, added that the best response to the BBC film and Sol Campbell, who had unreasonably accused Ukraine of racism, was the coffin with the inscription “Campbell, you are wrong!” carried by English fans around Donetsk. The English fans’ association has also given its response to BBC: it plans to appeal to a court against the makers of the untrue film.

In view of the fact that the idea of organizing the European Championship in Eastern Europe justified itself, Michel Platini has proposed a new experimental format of holding EURO 2020 which is obviously planned to be dedicated to the 60th anniversary of the first European Championship. Michel Platini announced after the executive committee meeting in Kyiv that the 2020 tournament could be organized in 12 cities of a single European country or in 12 European cities, even taking one city from each country. “You will be astonished by this idea, but it is related to the fact that it will be easier for each country to build one stadium, one airport and to ensure the flow of transport,” Michel Platini noted. Michel Platini made several mentions of the important role of tournament guests in the festive atmosphere. Moreover, UEFA has decided to present a special award to Irish fans for their devotion to the national team and model support. The association’s executive committee took this decision, having estimated the behaviour of all fans supporting the tournament’s participating countries. Moreover, the president of the Association will visit Ireland to present the award to fans in person. “We were impressed with the way Irish fans behaved in Poland: their support of the team was impressive and they behaved properly at the same time,” UEFA Secretary-General Gianni Infantino emphasized. Meanwhile, Mr Platini has thanked all fans who came for the tournament to Ukraine and Poland on behalf of the European Football Association, and especially singled out Irish, Swedish and Dutch fans
regard to possibly high expenses for fans related to flights from one country to another to attend 51 EURO matches, Platini said: “All in all, we shall consider the option of cheap flights. I am convinced that there will be many ‘pro’ and ‘contra’ views in this discussion. We shall discuss this idea. For the moment, the proposal to host the tournament in 12 European cities is just an idea,” he emphasized. Навіть за надзвичайно чудового проведення Євро-2012 його організаційна складова була б неповною, якби головні фігуранти чемпіонату континенту не показали суперсучасної гри. Новий взірець для наслідування в організації командних дій – хтось більше, а хтось менше – показали багато збірних. Зокрема, заздрісні характеристики отримали команди Італії та Португалії, Німеччини та Хорватії. У них є чого повчитися, проте на сьогоднішній день вони складають другий ешелон в табелі про ранги. До першого, хоч як прикро, входить лише одна збірна. Чемпіон Європи 2012 року продемонстрував, що рівних збірній Іспанії немає, і якщо футбольні справи розвиватимуться за сценарієм останнього чотириріччя, то конкурентів в них найближчим часом не буде.
Фабрика талантів
Важко сказати, скільки має пройти часу, щоб в Україні реалізували комплексну програму підготовки майстрів шкіряного м’яча, але те, що в нас декларували 15 років тому, в Іспанії діє не одне десятиліття і дає елітні плоди. Вершина піраміди – це, безумовно, чоловіча національна команда Іспанії, проте якщо глянути на інші футбольні збірні, то стає зрозумілим: вони домінують
всюди. Їм немає рівних у футзалі, серед лідерів – жінки, перші місця регулярно завойовують на першостях континенту та світу юнацькі й молодіжні збірні (до речі, першими захистила титул чемпіонів Європи 2007 року команда 19-річних). Тобто піраміда підготовки кадрів побудована таким чином, що Іспанія домінує у футболі на всіх фронтах. Тому, звісно, за такого підходу в них ніколи не буде дефіциту майстрів екстракласу.
Важливий і факт того, що всі кандидати до збірної проходять через сито Прімери – найсильнішої ліги світу. За підтвердженням далеко ходити не треба. Достатньо підняти архів символічних збірних року, які УЄФА складає на базі опитування тренерів національних команд. Кожного разу – по 7–8 представників Прімери, з яких половина – іспанці. Після минулорічного опитування 11 найкращих розбавили UKRAINE 2012 55
лише Роббен з «Баварії», Бейл з «Тоттенхема» та Сілва з «Мілану». Причому, що цікаво, в команді-мрії-2011 не знайшлося місця нині травмованим Пуйолю та Вільї, а також Серхіо Рамосу, Фабрегасу, Пуйолю, Бускетсу та Давиду Сільві, котрі увійшли до символічної збірної Євро-2012. Тобто, на сьогодні в цій команді, якщо не брати до уваги двох феноменів Мессі та Роналду, зібрані найкращі, і їхній успіх під сумнів могла поставити хіба що неналежна мотивація. Тренер Дель Боске з цією проблемою успішно впорався, і тепер маємо єдину в світі команду, яка двічі поспіль тріумфує в Європі, а в перерві між континентальними баталіями прихопила для кількості ще й Кубок світу.
Строгий вусач з дитячою безпосередністю
Головний тренер збірної Іспанії Вісенте Дель Боске як ніхто інший знає, у чому запорука успіху не тільки цієї, а будьякої команди. Свого часу він виводив універсальну формулу в дитячо-юнацькій школі мадридського «Реала», де з двома нетривалими відрядженнями до першої команди пропрацював 15 років. «Ми живемо в епоху іспанського футболу, – розповів Дель Боске. – Успіх не випадковий, бо наші клуби домінують у футболі, з нашою молоддю працюють найкращі тренери. До цього ми йшли не один рік. Пам’ятаю, сам об’їздив школи Німеччини та Франції. Переймав найкраще і впроваджував у себе
на батьківщині. Тепер всі їдуть до нас. Значить, наша модель гри є найпрогресивнішою в світі». Дель Боске не боїться, що його головні зірки – Ікер Касильяс, Хабі Алонсо, Хаві Ернандес та Андрес Іньєста – вже досягли всього можливого в футболі і незабаром почнуть сходити з дистанції. На думку наставника, такий шлях проходить кожна збірна, а болюче зміна поколінь може вдарити тільки у випадку, якщо купатися в променях слави сьогодення й не зазирати у майбутнє. «Звичайно, ці футболісти незамінні, – каже Дель Боске. – Без них неможливо було завоювати останні три титули. Ці успіхи дозволили назвати останні роки нашою «золотою ерою». Проте ми не сидимо склавши руки. Порівняйте чемпіонські склади команди зразка 2008-го та 2012 років. Завдяки правильній роботі з молоддю у нас постійно з’являються нові гравці. Склад оновився майже наполовину, а на результатах це не відбивається. На адресу іспанської збірної під час Євро-2012 випустили стільки стріл критики, що, ймовірно, вистачило б на половину учасників чемпіонату. Мовляв, і стиль у них нудний, і взагалі час звершувати з цією перепасовкою в середині поля. Втім, на ділі виявилося, що тільки дві команди – Хорватії та Португалії – мали якісь вагомі аргументи в протистоянні з чемпіонами. Гідно відбивалася від наскоків іспанців ще збірна Італії, проте, на відміну від інших збірних, їм більше не пощастило: довелося зустрітися з підопічними Дель Боске двічі. У фіналі іспанці відповіли всім: розбили італійців під горіх. Навіть за рахунку 4:0 летіли на володіння Буффона, наче шуліка на голуба. Відтак, встановили кілька цікавих досягнень. Іспанії, на відміну від інших збірних, вдалося повторити досягнення минулого чемпіонату з однієї головної причини: переможцю вдалося зберегти жагу до успіху. Все вищевикладене в підсумку вилилося у винятковість, унікальність продемонстрованої іспанцями гри. Ця збірна за рахунок контролю м’яча і повної самовіддачі змушувала суперників постійно бігати в пошуках засобу гри. Діючи через травму Вільї практично без нападаючого, вони, тим не менше, постійно були націлені на атаку. Вийшло, що їм і не потрібен «чистий» форвард, адже
висока культура роботи з м’ячем, індивідуальний клас і рівень мислення робили його відсутність непомітною. Забивають у цій команді навіть оборонці, причому їхні підключення вперед у жодному разі не впливають на злагодженість у захисних порядках. Факт: в матчах плей-офф збірна Іспанії не пропускає вже шість років. Крім того, у них є Іньєста і Хаві. The critics said they have boring style and in general it’s time to put an end to all these ‘passes’in the middle of the pitch. However, in practice it turned out that only two teams - Croatia and Portugal - have some strong arguments to oppose to the champions. Italy also worthily defeated invasions from the Spanish team, but, unlike other teams, they were no longer lucky – they had to meet with the squad of Del Bosque twice. In the finale the Spaniards answered to all: they cut Italy to pieces. Even with the score 4:0 they flew to Buffon like a kite on a pigeon. Thus, they have recorded some interesting achievements. Spain, unlike other teams, have managed to repeat the achievements of the last championship for one main reason: the winners were able to keep the appetite for success. And make sure that the motivation of the champions was higher than that of the rivals. It turns out that this is worked out yet in children’s and youth age. According to the former well-known national team defender, and now sporting director of the Royal Spanish Football Federation, Fernando Hierro, psychological stability in the preparation of young players is on a par with the development of football skills and combativity. “You can’t achieve good results if you fall into the euphoria after the victory or fall into the despair

Acting, because of the injured Villa, actually without a striker, they, nevertheless, have always been targeted to attack. It turned out that they didn’t have a “pure” forward, because the high culture of ball possession, individual class and level of thinking made his absence invisible. Чемпіонат Європи, попри незадовільний результат збірної України, залишив позитивне враження. Якщо опиратися на рейтинг команд-учасниць, то результат закономірний. Навіть стрибнули трохи вгору, зайнявши за підсумками турніру 11 місце. Хоча, звичайно, негативні враження залишилися. Попри суху статистику, хотілося виступити набагато краще, адже господарям турніру, як кажуть, допомагають стіни. Та й за потенціалом підопічні Олега Блохіна не виглядали гіршими, скажімо, за англійців, яким програли вирішальний матч. Можна лише гадати, до яких висот могла стрибнути наша команда, якби не гроза під час матчу з французами та помилка арбітра при визначенні взяття воріт Харта. Але історія не терпить умовного нахилу, тож треба задовольнятися тим, що маємо. Тим більше, що часу на розкачку немає. На початку вересня на нас чекає старт у відборі до чемпіонату світу, тож треба думати, як латати дірки, які побачили в грі української дружини на Євро, та ті, що утворилися після нього.
У ВОРОТАХ – СТАБІЛЬНО грав Селін. Замість того щоб атакувати суперника, витісняючи його ближче до НЕЯСКРАВО Остання позиція в національній команді особливих нарікань не викликає. Андрій П’ятов, який долею випадку став першим номером збірної через травми Олександра Шовковського та Андрія Диканя, зробив, мабуть, усе, що міг. Голкіпер пропустив на Євро чотири м’ячі, які й розглянемо. У матчі зі Швецією мала місце помилка Ярмоленка, котрий замість того, щоб вибити м’яч на кутовий, вирішив зберегти його і, тим самим, розпочав атаку суперників. Ібрагімович забивав, знаходячись у безпосередній близькості до воріт, тож шансів врятувати команду від голу в Ярмоленка не було. У грі з французами Андрій зіграв надійно. Достатньо згадати два епізоди в першому таймі, коли лише його відмінна реакція не дозволила гостям здобути комфортну перевагу ще до перерви. П’ятов рятував команду як руками, так і ногами. В такій ситуації, аби вберегти себе від неприємностей у другому таймі, напрошувалися тактичні зміни. Їх не сталося, тому французи чергові моменти використали. Коли забивав Менез, воротар йшов за м’ячем, тому й звільнив ближній кут. Інша річ, що пасивно під час захисту зі-
кутового прапорця, дебютант турніру такого ґатунку чомусь став перед півзахисником, наче вкопаний. У другому голі також вини П’ятова немає. У ній взагалі зібрався ланцюг помилок: Ярмоленко віддав м’яч, посковзнувся Хачеріді, втратив позицію Михалик. Голкіперу можна дорікнути хіба що за гол від англійців. Чомусь здається, що якби на місці Андрія в тій ситуації опинився хтось із польових гравців, то м’яч через секунду вже був би за центральною лінією поля. Проте у воротарів дещо інша специфіка. Андрій, мабуть, і не думав, що в тій ситуації надійніше було зіграти ногою. Присів на обидві ноги і шансів перехопити передачу після каскаду рикошетів у нього вже не було. Отже, Андрію П’ятову можна сміливо поставити бал трохи вище середнього: зіграв надійно, але у вирішальний момент не виручив. Можливо, через недостатню ігрову практику в клубі. Враховуючи, що конкурентів у «Шахтарі» в Андрія тепер немає, то, сподіватимемося, тепер її у воротаря буде вдосталь. Тож на відбір до ЧС остання позиція, будемо думати, у нас закрита. UKRAINE 2012 63

Сучасні футбольні тенденції такі, що кожен з номінальних захисників має регулярно забивати. Такі є в кожній провідній збірній, і подібні гравці мають бути і в нас. На лівому фланзі діяв полтавець Євген Селін. Про атакуючі дії захисника годі й говорити: якщо у «Ворсклі» він ще бігає вперед, то в збірній боїться перетнути середню лінію поля. Та й на своїй безпосередній позиції часто-густо дає маху. Коли суперник починає крутити каруселі, втрачає позицію. З його флангу французи впритул били двічі, а з третьої спроби забили. Пішла результативна передача із зони Євгена і в матчі з Англією. Не будемо зараз перераховувати кандидатів на цю позицію, але якщо порівняти його з Ешлі Коулом, який діє в збірній Англії і з якою ми граємо у відборі до ЧС, це буде не на користь 64

нашого захисника. Цю позицію Олегу Блохіну треба підсилювати. В центрі захисту ми побачили два варіанти, і обидва – з Євгеном Хачеріді. В першому випадку його партнером виступав Тарас Михалик. На жаль, динамівець так і не набрав необхідної форми: помилявся і позиційно, і в швидкості. Коли ж вийшов на поле Ярослав Ракицький, побачили зовсім іншу картину. В усякому разі, наші атакуючі гравці перестали грати, озираючись назад. Втім, конкуренцію на місця в центрі захисту все одно треба підсилювати. Добре, що тут є можливість маневру. Сподіватимемося, нарешті відновиться Дмитро Чигринський, котрий в підготовчий до сезону період зіграв вісім матчів з десяти, проведених «Шахтарем». Гірше справи на правому фланзі. Якщо там досі грає атакуючий півзахисник Олег Гусєв, то, очевидно, його конкурент на позиції захисника Богдан Бутко видані аванси не виправдовує. Можливо, через молодість, але тушується на полі, а страх помилитися, як відомо, в кілька разів підвищує можливість цієї помилки припуститися. В атаку також ходить нечасто, і навіть невідомо, як у нього поставлений удар. А те, що бачили на тренуваннях, показує, що хлопцю треба дуже сумлінно над собою працювати.
МОЗОК ЗБІРНОЇ ПРАЦЮЄ НАТХНЕННО
Де у нас найменше проблем, так це у півзахисті. Якби крайні хави Ярмоленко і Коноплянка менше думали про захист, то, вочевидь, в атаці приносили б набагато більше користі. Точно не менше, ніж у клубах, за які виступають. Обох природа не обділила технікою: й Андрій, і Євген б’ють по воротах з будь-яких позицій, бігають так, що легкоатлетам дадуть фору – хоч стаєрам, хоч спринтерам. На найближчі роки конкурентів у них в збірній не буде, хоча, за словами Блохіна, їх би не забракло, адже будьякий форс-мажор додасть зайвого головного болю. Не вистачає конкуренції й у центральній зоні. Якщо в особі Гармаша проглядається зміна для Анатолія Тимощука, то роль Назаренка поки що виконувати нікому. Багато, щоправда, говорять про Безуса, проте його здібності в національній команді поки що не розкрилися. Загалом півзахист
ШЕВЧЕНКО встановив вічний рекорд збірної на Євро – це найяскравіший спогад. В середній ланці підібралася компанія, в якої м’яч можна відібрати хіба що разом з ногами. Хлопцям, щоправда, треба рости. Дасть Бог, «Дніпро» й «Динамо» пройдуть в груповий раунд єврокубків. Там швидше знімається питання нестачі досвіду. Хоча, зважаючи на нинішній рівень півзахисту збірної, його цілком достатньо для вирішення питання виходу на чемпіонат світу в Бразилії. Чого, на жаль, не скажеш про лінію нападу. Андрій Шевченко, віддавши збірній 17 років, пішов у вільне плавання. За ним – пустеля. Жоден з українських форвардів поки що не заявив претензії на лідерство. Мілевський, Селезньов, Воронін, Девич – непогані футболісти, але хто з них забиває у збірній хоча б один м’яч на п’ять матчів? Кращою результативністю можуть похвалитися півзахисники. На них, очевидно, й робитиме
ставку тренерський штаб у відборі до ЧС, який стартує вже у вересні. Взагалі, цим складом абсолютно реально подолати груповий турнір. Суперники, нагадаємо, – Англія, Чорногорія, Польща, Молдова, СанМарино. Євро-2012 показав, що в цій компанії ми маємо сперечатися за перше місце. Проте для Мундіалю в Бразилії нинішнього потенціалу буде замало. Там треба мати більший запал міцності.

not come to pass, and so the French used the next chances they got. When Menez scored the goalkeeper went for the ball and therefore cleared the near post. Another thing is that Selin played passively during defence. Instead of attacking the opponent, forcing him closer to the corner flag, the tournament debutant of this class for some reason stood in front of the midfielder as though he had been kicked. And Pyatov was not at fault for the second goal either. It gathered a chain of errors: Yarmolenko gave the ball away, Khacheridi slipped, Mykhalyk lost his position. The goalkeeper can be blamed only for the goal scored by England. Somehow it seems that if in place of Andriy one of the outfield players had been in that situation, the ball would have been over the central line of the field in a second. However, goalkeepers have a somewhat different speciality. Andriy probably did not think that in such a situation it was safer to play with one’s feet. He sat on both feet and had no chance of intercepting the pass after a chain of ricochets. And so Andriy Pyatov can safely be rated a little above average – played reliably, but did not save us at the crucial moment. Perhaps because of a lack of match practice for his club. Given that Andriy now has no more competitors at Shakhtar, then, hopefully, the goalkeeper will have lots of game time. Thus, in the selection for the World Cup the last position, on our opinion, is closed.
Modern football trends are such that each nominal defender has to score regularly. These players are in every top national team, and ours must have such players too. Poltava native Yevhen Selin acted on the left flank. There is nothing to say about the attacking steps of the defender, and though at Vorskla he makes runs forward, he is afraid to cross the halfway line when playing for the national team. And in his direct position he often makes mistakes. When the opponent starts to run in circles he loses his position. It was from that flank that the French had shots twice and scored on the third attempt. The crucial pass also came from Yevhen’s zone in the match with England. Let us not enumerate candidates for this position now, but if you compare
him with Ashley Cole, who plays in the national team of England, with which we will play in the qualifying round for the World Cup, it will be to our defender’s favour. Oleh Blokhin needs to strengthen this position. In the centre of defence we saw two options, and both were with Yevhen Khacheridi. In the first case his partner is Taras Mykhalyk. Unfortunately, the Dynamo player still has not reached the required form, and made mistakes both in position and speed. When Yaroslav Rakitskiy came on the field we saw a very different picture. In any case, our forward players stopped looking back while playing. However, the competition for places in the centre of defence should still be strengthened. Fortunately, there is the possibility of manoeuvre here. Let’s hope that Dmytro Chyhrynskiy, who played eight games out of 10 in Shakhtar’s preparation period before the season, will finally recover. Things are worse on the right flank. If attacking midfielder Oleh Husev still plays there then, obviously, his rival for the position of defender, Bohdan Butko, does not justify the credit given to him. Perhaps because of youth he gets baffled on the field, and the fear of mistake, as you know, increases the possibility of making it by several times. He rarely goes on the attack, and it is not even known what his shot is like. And what was seen at training shows that the guy needs to work on himself diligently.

Where we have least problems is in midfield. If wing midfielders Yarmolenko and Konoplanka thought less about defence, then, obviously, they would be much more useful in attack. Surely no less than in the clubs they play for. Both were given a fair share of technique by nature, and both Andriy and Yevhen shoot at goal from any position and run in such a way that will they give athletes a head start. Both stayers and sprinters. In coming years they will have no competition in the national team, though, according to Blokhin, they would be welcome, as any force majeure will give them an extra headache. There is also not enough competition in the central zone. If the person of
Harmasch provides a visible replacement for Anatoliy Tymoshchuk, there is still no one to play the role of Nazarenko. Many, however, suggest Bezus, but his abilities have not yet been revealed in the national team. In overall teams, the midfield of the national team at Euro is the most vivid memory. In the middle line at team has gathered, from which the ball can be taken away only along with the feet. The boys, however, need to grow. God willing, Dnipro and Dynamo will get into the group stages of European cups. There the issue of lack of experience is resolved more quickly. However, given the current level of midfield in the national team, it is sufficient to address the issue of getting to the World Cup in Brazil in 2014.
Something which, unfortunately, cannot be said about the forward line. Andriy Shevchenko, after giving the national team 17 years, has gone into floating freely. Behind him there is a desert. Not a single Ukrainian forward has stated a claim to leadership yet. Milevsky, Seleznyov, Voronin, Devic are good footballers, but who of them scores at least one goal every five games for the national team. Midfielders can boast a better strike rate. The coaching staff will obviously stake on them in the qualification for the World Cup, which starts in September. In general terms it is quite possible to pass the group stage with this team. A reminder that the opponents are England, Montenegro, Poland, Moldova and San Marino. Euro 2012 has shown that in this group we must compete for first place. However, this potential is not enough for the football championship in Brazil. There we will need to have a greater fuse of strength.

Андреса сміливо можна назвати першим хлопцем на селі. Він і не соромиться свого провінційного походження. Майбутній лідер «Барселони» і збірної Іспанії з’явився на світ у містечку Фуентеальбільї (провінція Альбасете). Населення цього крихітного населеного пункту не сягає і двох тисяч жителів. Іньєста для місцевих селян – зірка №1 і почесний односелець в одній особі.
Дід Іньєсти мав у селі невеличку таверну. Там же працювала чи не вся рідня хлопця: батько, мати, дядьки, тітки, навіть молодша сестра Мірабель. Такий ось сімейний підряд. Добре, що Андреса ніхто не змушував мити тарілки чи виносити сміття – інакше світ міг так і не дізнатися про талановитого футболіста Іньєсту. Батьки заняттям сина спортом не перешкоджали. Навпаки, всіляко їх вітали. І той цілими днями гасав із сусідськими хлопчаками у дворі. Як бачимо, не даремно.
У віці восьми років в житті Іньєсти завершився «дикий» і розпочався організований футбол у дитячій команді «Альбасете». Батько й мати по черзі возили сина на тренування до провінційного, а по-нашому – обласного, центру. А це відстань у 100 кілометрів лише в один кінець! Сімейний бізнес за відсутності то одного, то іншого співробітника, звісно, страждав, але час підтвердив далекоглядність батьків Андреса. Йшли назустріч юному футболісту і шкільні вчителі: його відпускали з уроків на півгодини раніше, щоби встиг на тренування.
До 12 років на одному з дитячих турнірів наш герой привернув до себе увагу всюдисущих скаутів «Барселони». А вже у вересні Фуентеальбілья чи не всім світом збирала юного земляка до школи легендарного клубу. Розставання було важким, зі схлипуванням і сльозами, але є пропозиції, від яких не відмовляються. 1996 року сім’ї Іньєсти надійшла саме така.
Андрес болісно адаптовувався до нової реальності. Величезний мегаполіс лякав хлопчика своїми розмірами, невідомість напружувала, самотність гнітила. «Мене занесло за 500 кілометрів від рідного дому, до міста, в якому я нікого не знав», – згадував пізніше один із найскладніших періодів у своєму житті Іньєста. One can say with every reason that Andres is the cock of the village. He is not ashamed of his provincial origins. The future leader of Barcelona and the Spanish national team was born in the town of Fuentealbilla (Albacete Province). The population of this tiny town is less than 2,000 people. Iniesta is star number one and immediately honorary fellow villager for local villagers.

Iniesta’s grandfather had a small tavern in the village. Almost all the boy’s relatives worked there: his father, mother, uncles, aunts and evenhis younger sister Mirabel. That was a kind of family contract. Luckily, no-one forced Andres to wash dishes or to carry out the trash, otherwise the world would not have learned about Iniesta the talented football player. His parents did not hinder their son’s sport activities. On the contrary, they welcomed them in every possible way. The latter played with neighboring boys in the yard for days. As we can see, it paid off.

When Iniesta was eight years of age, «free-wheeling» football ended for him and organized football began in the Albacete children’s team.His father and mother in turn delivered their son for training in the provincial centre or, as we would say, regional centre. But just imagine, a oneway trip there is 100 kilometers! Of course,
the family business suffered because of the absence of this or that worker, but time has proved the insight of Andres’ parents. School teachers also met the wishes of the young football player: they let him leave class 30 minutes earlier in order to get him to training on time.

When our hero was 12 years of age, he attracted the attention of ever-present Barcelona scouts at a children’s tournament. And it was in September when almost every resident of Fuenteabilla saw off their young compatriot to the school of the legendary club. Parting was difficult, with sobs and tears, but there are offers which cannot be turned down. And precisely an offer of this kind came to Iniesta’s family in 1996.

It was painful for Andres to adjust himself to new realities. The immense megalopolis frightened the boy with its size, the uncertainty made him tense, and solitude suppressed him. «I found myself 500 km away from my native home in a city where I knew no-one,» Iniesta recalled later when discussing one of the most difficult periods of his life. Of course, his parents visited their son, but not frequently: once orat best twice a month. The family’s modest earnings did not enable them to travel to Barcelona and back.

The player warmly recalls his fellow pupils from the Barcelona school. They helped the provincial boy to adjust himself quicker to the big city. Three graduates of the same year have got into the club’s first team: Victor Valdes, Carles Puyol and Iniesta himself.

When the boy was 18 and began earning money for the first time, his parents and sister moved to him to the Catalan capital. That was also a difficult step for them: it is much more difficult to undertake drastic changes in life at a mature age than in childhood or as a teenager. Since that time, they are rarely guests in Fuentealbilla. However, the whole family celebrates Christmas in their native place without fail: it can be said that this is a kind of ritual.

Andres began his playing career at Barca with the number 34 on his shirt. Then the figures 2 and 4 appeared on his football shirt. But Iniesta has been invariably playing with “eight” on his back since June 2007. He probably inherited it from Frenchman Ludovic Giuly.
Our hero has passed through all the stages of training at Barcelona except for the lowest ones for children. Before making his debut in the main team, he spent two years in another team. Between 2002 and 2004 the club’s young trainee found himself between the first team and the reserve team. Since the 2004/05 season, he has been playing for just one team, the first team.

On 25 May 2008 the midfielder prolonged his contract with the “pomegranateblues” till 30 June 2014. According to the new contract, the sum of its early termination was increased from 60m to 150m euros. This is the exact sum which a potential buyer has to pay to Barca if he wishes to acquire the football player over from the “Camp Nou”.
In the future, once his active career comes to an end, Iniesta plans to dedicate himself to wine production. However, in view of the careful way that Andres treats his health, it can be assumed that he will not take up the implementation of these plans very soon. The midfielder is presently just 26, and this is the age of a player’s flourishing. Iniesta seems likely to play for some 8-10 more years. Of course, if he does not get bored with it.

Перший у Східній Європі турнір завершився, встановивши низку рекордів, для покращення яких в майбутньому доведеться добряче попрацювати.

На ньому побиті рекорди відвіду ваності, випитого пива і з’їденого м’яса, запущені сучасні транспортні артерії, і, найголовніше, наведені мости, які дозволили відкрити світу справжнє обличчя українців – щирих, гостинних і доброзичливих. Є щось символічне в тому, що перший у Східній Європі фінал турніру найбільшого калібру пройшов у Києві. Саме тут кувалися великі перемоги на футбольних полях колись соціалістичного табору. Згадуючи про це, іспанська преса напередодні фіналу віддала належне новатору тренерського цеху Валерію Лобановському, підібравши для опису його геніальності хвилюючі до сліз епітети. Оцініть: «Лобановський прищепив в цій частині світу смак до великої гри і привчив до великих перемог. Його передчасна смерть не дозволила здійснити мрію його і мільйонів українців виграти чемпіонат Європи, проте яскрава зірка Валерія Лобановського засяяла фінального вечора на небосхилі, а його дух і пам’ять про нього завжди будуть присутні на «Олімпійському». фіксована найбільша відвідуваність під час турніру – на матчі Англія – Швеція (64 640 глядачів), а фінал увійшов до числа найкращих за всю історію (63 170). Загалом же матчі Євро на стадіонах відвідали понад 1,4 мільйона вболівальників, що в середньому складає 46 471 на матчі. Для порівняння, на попередньому Євро в Австрії та Швейцарії стадіони відвідали 1,14 млн глядачів. Двобій між Польщею та Ро сією зібрав рекордну телеаудиторію (14,7 мільйона) в приймаючій країні. Матч Англія – Італія на НСК «Олімпійський» став найпопулярнішим чвертьфіналом в історії Євро, а півфінальна дуель Іспанії з Португалією залучила найбільшу глядацьку аудиторію в Іспанії за всю історію (15,5 мільйона). Понад п’ять мільйонів фанів стежили за чемпіонатом у фан-зонах восьми приймаючих міст. Через зливу, яка супроводжувалась громом і блискавками, матч України з Францією довелося призупинити на четвертій хвилині. Зустріч продовжилася через 58 хвилин. Одразу 5 тренерів залишили національні команди після турніру. Хорват Славен Білич і «росіянин» Дік Адвокат заздалегідь повідомили про свої рішення, а вже після Євро склали повноваження поляк Францішек Смуда, француз Лоран Блан і голландець Берт ван Марвейк. Збірна Іспанії вперше в історії відстояла Кубок Анрі Делоне, а також уперше тріумфувала на трьох міжнародних турнірах поспіль – Євро-Мундіаль-Євро. Fireworks in honor of the winners of EURO 2012, whose fires lit up the sky over the Olympic NSC on July 1, brought an end to the most successful, according to UEFA President Michel Platini, continental championship of all time. The first tournament in Eastern Europe went down in history, setting along its way several records that one can improve only by working hard.

he European Championship 2012 stands alone in all respects. It has broken the records of attendance, the amount of beer consumed and meat eaten, modern traffic arteries are launched, and most importantly, there are now bridges that allowed to show the world the true face of Ukrainians – sincere, hospitable and friendly. There is something symbolic that the first in Eastern Europe finale of the largest caliber tournament was held in Kyiv. It is the place where great victories have been forged on the football pitches of the former socialist camp. Looking back, the Spanish media before the finale complimented the innovator of the ‘coaching workshop’ Valery Lobanovsky, picking up to describe his genius exciting to tears epithets. Rate this: “Lobanovsky instilled in this part of the world a taste for a big game and accustomed to great victories. His untimely death prevented him from fulfilling the dream of him and millions of Ukrainians to win the European Championship, but a bright star of Valery Lobanovsky shone in the finale’s night in the sky, and his spirit and his memory will always be present at the Olympic stadium. Players in red shirts took the field with another star, embroidered on their breast. Our guys played so as to make not only our dream come true, but the dream of the Man with only a slight smile, who initiated it many years ago and did everything for it to become true to make football move forward.” EURO 2012 has set very high standards of hosting such tournaments. The ultra-modern Olympic NSC from the first attempt has set a few achievements: the stadium recorded the highest attendance during the tournament – England vs Sweden (64,640 spectators), and the final appeared to be among the best in history (63,170). Overall, the
EURO matches at stadiums were attended by over 1.4 million fans that, on average, makes 46,471 at a match. For comparison, stadiums at the previous EURO in Austria and Switzerland were visited by 1.14 million viewers. A duel between Poland and Russia gathered a record television audience (14.7 million) in the host country. England vs Italy at the Olympic NSC became the most popular quarter-finals in the history of the EURO, and the semi-finals duel Spain vs Portugal experienced the largest audience ever recorded in Spain (15.5 million). More than five million fans watched the championship in the fan zones of eight host cities. Due to heavy rain, which was accompanied by thunder and lightning, the match Ukraine vs France was halted in the fourth minute. The game resumed in the 58th minute. Five coaches left the national teams after the tournament. Croatian Slaven Bilic and “Russian” Dick Advocaat announced in advance about their decisions, and resigned after the EURO Pole Franciszek Smuda, Frenchman Laurent Blanc and Dutchman Bert van Marwijk. The Spain squad for the first time defended the Henri Delaunay Cup, and triumphed for the first time at three international tournaments in a row – EURO-World Cup-EURO. Coach of the Red Fury Vicente del Bosque has become the first coach to win the EURO, World Cup and Champions League. Fred the Ferret in Kharkiv, Citta the Elephant in Krakow, Funtik the Pig in Kyiv – they all tried to be worthy successors of the predictor Paul the Octopus, who became famous at the 2010 World Cup in South Africa. 16.5 million messages in social networks related to EURO 2012 were registered during the tournament. When the Spanish team scored their fourth goal in the final duel, the peak activity was reUKRAINE 2012 81
corded – 15,358 tweets per second, a record for a sporting event. Only Cristiano Ronaldo is worth more than the teams of Poland, Denmark, Greece and Ireland along with 23 players in the entry. By the way, in the case of Ireland for difference it would be possible to buy Mats Hummels or Patrice Evra. At the EURO, a milestone of hundreds of matches in the national team was passed by Irishman Damien Duff, Lukas Podolski of Germany and Spaniard Xabi Alonso. The latter two marked the event by scoring goals. Iker Casillas, who had enetered the list of 100 international matches even before, celebrated the record one hundredth victory with the national team in the finals. 31 matches – 76 goals scored – the lowest in the last four championships. However – the highest – 29 percent of the goals were headers. The first was scored in the opening match by Pole Robert Lewandowski, the last – in the finals by Spaniard David Silva. Periods of the EURO 2012 matches with most goals scored: middle and end of the first half, “end of the third quarter” and the last minutes of the match. “Five-minute sections” with 8-10 goals scored: from the 18th till the 23rd, from the 35th to the 41st, from the 51st to the 56th and from the 86th to the 90th. The further the tournament moved, the greater became the distance from which goals were scored: in the play-offs it was impossible to approach to the target as close as in the group stage. Only one goal was scored with a direct free kick at EURO 2012 – Andrea Pirlo celebrated his success in the group match against Croats. The first 0-0 draw at EURO 2012 was recorded only in the 28th game. This is a new record for the championships. In 2000, a 0:0 score was first seen in the tenth game. The vice world champions Netherlands for the first time in their history (including in the world championships group stages) lost all three matches in their group. It has been for the first time when the World Cup medal holders played at the European tournament so badly. Відома українська дизайнерка Людмила Бушинська спеціально до Євро-2012 розробила власну колекцію спортивного вбрання. Модельєр вже багато років розкривала у своїх виробах національні мотиви та колорит, роблячи акценти саме на українській культурі та історії. Напередодні чемпіонату пані Бушинська відкрила власну крамницю в центрі столиці, яка стала своєрідною «модною Меккою» для вболівальників Євро2012, а одяг та сувеніри «від Бушинської» вже зараз представляють Україну за кордоном.
П
ані Людмило, розкажіть, що спонукало Вас створити колекцію одягу до Євро-2012? Ще у березні 2011 року, відкриваючи власне виробництво у Вінниці, я почала виготовляти спортивний одяг. Звісно, він більшою мірою був орієнтований на активний відпочинок. Насамперед я намагалася зробити зручний одяг красивим та унікальним. А вже у березні цього року нам замовили сувеніри для учасників проекту EuroFashion – 16 дизайнерів-послів моди, представників країн-учасниць чемпіонату Європи з футболу. Колекція до Євро-2012 виконана у двох напрямках. З одного боку, є речі у синьо-жовтій гамі: вони орієнтовані, насамперед, на уболівальників української збірної. З іншого боку, частина колекції пошита у традиційній для України кольоровій гамі – червоному, чорному та білому кольорах. Загалом ця колекція невелика, розрахована на футбольних шанувальників. Основними у ній є футболки, штанці, куртки, головні убори, жилети та іграшкисувеніри. Що Вас надихало на створення колекції до Євро-2012? Творчим поштовхом для мене став чудовий український мультфільм «Як козаки у футбол грали». Основними мотивами стали штанці, схожі на
шаровари та футболки. Звичайно, все зроблено в етностилі з використанням національних орнаментів, вишивки. Взагалі, все, що я роблю, наповнене національним колоритом, адже це наша історія, культура, це ті унікальні речі, які вирізняють українців, роблять нас самобутньою нацією. До того ж, ми не поверхнево все це втілюємо, а намагаємось передати всю суть, сакральний зміст нашої вишивки, орнаментів. До кожного виробу ми додаємо пояснення, що таке вишиванка як оберіг, лялька-мотанка, одяг для хрещення чи крижма. Ми орієнтовані на те, щоб стати культурним проектом. Навіть якщо людина завітає до нашого магазину і нічого не купить, вона хоча б збагатить себе культурно. Так, наприклад, у нас є подушки для діток, з одного боку на них вишитий янгол, а з іншого – молитва. Це чудова, ніжна українська традиція, про яку цікаво дізнатися. Ми дуже хочемо, аби відвідувачі не лише купували наші вироби, але й збагачувались культурно та духовно. Ви використовуєте класичні орнаменти чи лише їхні мотиви? Я використовую як орнаменти, так і етнічні мотиви, власні ескізи, зроблені на основі класичних візерунків. Мені здається, що головне – це вкласти частину української душі, нашої UKRAINE 2012 85
ескізи – це переосмислені класичні мотиви. Коли робиш таку роботу, відчуваєш себе не просто дизайнером, а вже дослідником, мистецтвознавцем, істориком. Це надзвичайно збагачує культурно та історично і, безперечно, хочеться передати часточку цього багатства іншим. Чи багато покупців завітало до Вашої крамниці під час Євро-2012? Так, надзвичайно багато, причому це були іноземні туристи. Особливо зацікавились нашими виробами гості з Італії, вони були у захваті. Купували численні подарунки, сувеніри, одяг – не лише для себе, але й для своїх дружин, ляльок – для дітей. Шведи та англійці були більш стриманими, заходили у нашу крамницю, як у музей української культури, однак речей купували значно менше. Однозначно можна сказати, що найбільшим попитом користувалися іграшки-сувеніри.

Розкажіть про Ваші плани на майбутнє. Чи плануєте зупинитися на досягнутому? О, ні! Якщо зупинитися, це значить поставити крапку на своїй творчості. Звісно, ми будемо розвиватися. У мене вже втілено значний і дуже успішний проект у Вінниці. Там ми також почали з магазину, а врештірешт організували цілий культурний комплекс, в якому є все, починаючи від спа-салону і закінчуючи дизайнстудією та центром сучасного мистецтва, концепція якого – «Життя як мистецтво». Вхід до центру безкоштовний, а експозиції змінюються кожні два тижні. Аналогічний проект, але в мініатюрі, я планую зробити і в Києві. Дуже хочеться, аби магазин не перетворювався лише на джерело заробітку, а став чимось більшим, в ідеалі – культурним, мистецьким осередком. Крім того, я дуже хочу робити власний дизайн тканини, виготовляти власне мереживо. Вже зараз я розробляю та виготовляю власні прикраси, також в етнічному стилі. Я постійно шукаю щось нове, неповторне, нові можливості втілення власних ідей. Мені здається, що це найголовніше для творчої особистості – не концентруватися лише на заробітках, а зосереджуватися, насамперед, на творчості. Юля Самаєва

Famous Ukrainian fashion designer Lyudmyla Bushynska specially for EURO 2012 developed her own collection of sportswear. The fashion designer for many years has revealed in her products national motifs and colors, making the emphasis on Ukrainian culture and history. By the start of the championship, Mrs. Bushynska opened her own shop in the capital’s center, which became a kind of a “fashionable mecca” for fans of EURO 2012, clothing and souvenirs “from Bushynska” now represent Ukraine abroad.

ell us what has prompted you to create a collection of clothes for EURO 2012? Back in March 2011, while opening my own production in Vinnytsia, I began to produce sportswear. Of course, it was more focused on outdoor activity. First I tried to make the comfortable clothes nice and unique. And in March this year we were ordered souvenirs for participants of the EuroFashion project – 16 designersfashion ambassadors, representatives of
the countries participating in the European Football Championship. The EURO 2012 collection is performed in two directions, on the one hand there are clothes in the blue-yellow gamma – they are targeted primarily at fans of the Ukrainian team. On the other hand, part of the collection is sewn in the traditional color scheme for Ukraine – red, black and white. Overall, this collection is not big, designed for football fans. It consists mainly of shirts, pants, jackets, hats, waistcoats and toys-souvenirs. What has inspired you to create a collection for EURO 2012? A creative incentive for me was a wonderful Ukrainian cartoon “How the Cossacks played football”. The main motifs were pants that look like bloomers and shirts. Of course everything is done in ethnic style with national ornaments and embroidery. Actually, everything I do is full of national colors, because it is our history and culture, these are those unique things that distinguish Ukrainians, make us a distinctive nation. Moreover, we don’t embody this superficially, we try to convey the whole essence, sacred meaning of our embroidery, ornaments. Each product is accompanied with an explanation of what is embroidery as a ‘guardian’, reeled doll, clothes for christening or veil.

We are focused on becoming a cultural project. Even if a person visits our shop and buys nothing, he will just enrich himself culturally. For example, we have pillows for kids, with an angel embroidered on its one side, and on the other – a prayer. This is a wonderful, gentle Ukrainian tradition, which is interesting to know. We really want our visitors not only to buy our products, but also enrich themselves culturally and spiritually. Are you using classic ornaments or only their motifs? I use both ornaments and ethnic motifs, own sketches, made on the basis of classical patterns. I think the main thing is to invest part of the Ukrainian soul, our culture into a product. For a man to get not just clothes, but part of Ukraine, its history and roots. It’s very sad that the schools actually do not teach Ukrainian culture, it is very superficially covered in history, but this is not enough. Of course, I read, learn a lot. Almost all of our designs are based on national classical patterns, even sketches – it’s rethought classical motifs. When doing this job, you feel yourself not just a designer, but also a researcher, art critic, historian. This increasingly enriches culturally and historically, and certainly I want to convey a piece of that wealth to others. How many customers have visited your shop at EURO 2012? Yes, very much, and most of them were foreign tourists. Particularly interested in our products were the guests from Italy – they were delighted. They bought many gifts, souvenirs, clothing: not only for themselves but for their wives, dolls – for children. Swedes and Englishmen were more restrained, came into our store like in the museum of Ukrainian culture, but bought things much less. We can definitely say that toys-souvenirs were of the greatest demand. Tell us about your plans for the future, are you planning to continue what has been already achieved? Oh no! If you stop, it will definitely put an end to own work. Of course we will develop further. I’ve already implemented significant and very successful project in Vinnytsia. There we also began with a shop, and eventually developed a cultural complex which has everything from spa and ending with a design studio
and center for contemporary art – whose concept is called “Life as Art”. Entrance to the center is free, and the exposure changes every two weeks. A similar project, but in miniature, I plan to do in Kyiv. I want the store to serve not only as earnings, but become something more, ideally – a cultural, artistic center. Apart from this, I really want to do own fabrics design, make own lace. Right now I’m designing and producing own jewelry, also in ethnic style. I keep looking for something new, unique, new possibilities of implementing own ideas.
