Annual Contributions by Members The necessity for prompt payment of contributions by Members was stressed , As indicated earlier in this report, the Observer of Portugal stated that his Government regarded the annual contribution assigned to Portugal? as sho-wn in Appendix 1 of the Constitution of the CommissiQn as excessive; in his opinion a more appropriate contribution would be half that amount. The matter of contributions was also informally discussed by the Execu~ive Committee, particularly in r egard to cert a in non-member countr i es. The Commission felt that the position of such countries might be examined further with a view to ascertaining whether adjustments would be justified. It realised that the general subject of scale of contributions can present many difficulties a nd hoped that noth~ng in the na ture of a general revision Nould be raised. The Commission also appreciated that an· amendment to the Constitution -would at present be required in order to alter the contribution of any country specified in . Appendix 1. of the Constitution . 1
