INTRODUCTION . · ,I' .. • · .

In accordanc e with the decision taken at the First Session of the Commission that "regular sessions of the Commission will be held in the month of Marc_h, each year, 1J.!1less otherwise decided", the Second Session was held in Rqme on 16 and 17 March 1955.

After its formal opening by the Chair~an; .: br. P .y ~ Pardon, Director General of the :B'ood and Agriculture Organiz.ation of the United Nations ~ addressed the Meeting, In the course of his statement, the Director-General extended a welcome to the del egates and observers, mentioning especially the two new Member Countries, Aus tria a~d Iceland 5 a nd reviewed progress since the first meetihg bf the Commission• iri July 1954 .

Although sporadic outbreaks of foot-and-mouth disease were being reported in s ome European countries .and more in others, the position on the whole did no _t ·~eem to be particularly acute at the present time.

Nevertheless, i ,t Would be the duty of the Commission to consider and devise ways and means of assisting countries, not only to prevent the entrance of the infe ction but also to control its spread within countries , The Director-General annou!)ced that with the approval of the Exe cu ti ve Committe e , he h·a d appointed Mr. Erik Fogedby in a full-time capacity as Vet erinarian to the C6m1rtission and he expressed the confident hope that more European countries would, in the near future, become Members of the Commission, Adoption of the Agenda . · The Commission adopted the Agenda which had been circulated by the Secretariat.

SUMMARY OF DISCUSSIONS Report on Activities since the First Session The Executive Committee reported as follows: Iceland and Austria had recently acceded to memqership of the Commission and Italy was expected to become a member in the near future.

'Ni th regard to the questionnaire issued to all countries in Europe 9 replies had been received from 16 countries and an analysis had been made, It was felt that the information contained in this analysis was of considerable value and would provide useful background -for the formulation of policy for a European scheme for the control of foot-andmouth · disease.

Visits had been made by the Temporary Secretary to 9 European countries during which the activities and objectives of the Commission were discussed with the appropriate veterinary and other authorities, The Commission was also represented at the Meeting of the Permanent Committee for the Study of the Technical Problems concerning V\3-ccinatiop against Foot-and-Mouth Disease, convened by the OIE in Brussels, At t~is meeting, results of some of the most recent work on the laboratory :diagnosis of foot-and-mouth disease vaccine production were discussed.

During his visits to European countries, the Temporary Secretary· had discussed the reporting of outbreaks of foot-and-mouth disease, stocks of vaccirte and virus for immediate use, facilities for extended scale produc·t ion and arrangements for the typing of strains of virus.

Close person~l contacts were maint a ined with·. OIE, OEEC 9 and the Permanent Committee of I.V.C. - Pursuant to a decision of the first meeting of the Commission, th~ question of research projects in ·regard 'to foot-and-mouth di.s .e ase had been discussed with OEEC and OIE. A few non-member countries apl)eared to be deterred from joining the Commission · because, among other things, of the scale of c.o ntributions.

In ' discussing the work · of the Commission since .the first meeting, the Members of the Committee specially stressed the importance ,of .the provision of a full and prompt service of information from European countries · o'n' outbreaks and other particulars of foot-and-mouth disease and the rapid .dissemination of such information to all European countries, Some members expressed some concern that the membership of the Commission had not increased to a greater extent.

The Commission endorsed the foregoing report.

Future Activities of the Commission The Commission agreed with a suggestion by the Executive Committee that the future activities of the Commission should be considered under the following heads: A.

Further membership of the Commission;

E.

Evolving a plan for the control of foot~and-mouth disease in Europe;

C.

Considering measures for preventing the introduction of foot-and-mouth 4isease into Europe.

A. .

Eight Eurqpe~n countri~s are now members of the Commissi9n, There is urgent need that other countries, especially in the various strategic geographical situations, become members in order that full . arrangements can be made and agreements entered into for complete measures of control in Europe.

The Commission welcomed statements by the Observers froin Italy, Po_rtugal and Turkey to the effect that their Governments intended to become Members of the _ Commission.

The Observei' of Portugal stated tliat his Government felt strongly that the annual contribution fixed in the Conitiiution was e~cessive and suggested that it should be halved (~he question of contr.ibutions is dealt with later in the report). · . The . Commission agreed that strong efforts should be made to increase th~ membership fu~ther, B. Before a _complete p1'·a n -for the control of foot-and-mouth disease can be formulated for the whole of Europe, the Commiss.i on considered that it is nec e ssary to ensure that national plans have been worked out in the different countries and that they can be appliod and brought into operation • ..

From the replies to the questionnaire received from countries) a considerable amount of information on national plans has already been rec.e ived by the $.e cretariat ·of the Commissi.o n.

An analysis of the plans has already boen made and this will serve as a useful guide.

It is now necessary to examine the plans further and. to obtain replies from countries which hitherto have not responded to the request to complete the questionnaire.

The Commission agreed. lhat the following important points should be subjects of early action: (a)

Consul ting with and giving advic e ·to·· countries on plans for control of the_ diseas e and on meas ures to prevent its entry into the co.untry.

It is realised 'that ~ in some countries 9 the present measures may b e adequate -~· in othe rs 9 howevo r 9 improveme nts can b e mad e .

In addition 9 the plans should a lso b e examined from the point of view of incorporation into a n a tional European plan,

(ii) · Experiments to determine the dur a tion of immunity in c a ttl e for the virus cont a ined in the commonly--used trivalent v accines against foot- and-mouth disease 9 these experiments s hould be carried out · from the field or practical a~gle as now ii1 progress in the Ne th e rlands and under strictly controlled l aboratory conditions , . It was further agr eed thq t an approach be made to OEEC for collaboration and fin ancial support for these projects.

While welcoming in principle any development such as the proposed Convention, which would assist in restricting the spTead of the disease and which ultimately might be world --wide in character 7 the Commission felt that at this stage 9 organised measure s of a r egional nature are a first e s s ential in q.ealing with the dis eas e .

In f a ct , it seems highly probable to the Commission that a world Convention would have a better prospect of s uccess if the way we re prepared by the development of strong regional organizations in diffe rent parts of the world, So f ar a s Europe is concerned, the considered opinion of the Commiss ion i s tha t the control of the disease can be effe ctively carried out only by the united effort of European states suppor t ed by a dequa t e arr angement s s uch as ar e now agreed by the Commission.

The members of the Commis s ion considered tha t their a ctive pa rticipation in the development of the proposal for a world Convention would be greatly facilit a t ed by the acc e ssion to membership in the Commission of tho _se countries which hav e not s o f ar be come membe rs.

The Commissi on, a ccordingly, strongly urge d tha t all European countrie s which have not yet don e s o 9 be come member s of the Commission so that a stron g and united effort c an be mad e to safeguard the differ ent countr ies from the disease.

By such action , considerable as s i s t ance would in due cours e , be ava ilabl e toward s the effective impl ementation of a world Conv ention, It was urged tha t the r e should be the closest collaboration with OIE within the framework of the agre e ment be t ween that body and FAQ, As r e gard s the a ctua l provisions of the Draft Convention, it was noted that they contain no r eferenc e to the European Commission for the Control of Foot-and-Mouth Dis e a se.

The Commi s sion expressed the view that in any such Convention it would be es s ential to a ssign a due place to the r.ommission and to confe r ope r a tive functions on th.e Commission so far as Europe is conc erned.

Financial Regulations The Commission adopted the Financial Regul a tions cont a ined in l.1.ppendix I , with effe ct from 12 Jun o 1954 .

Budget and Accounts The Dire ctor-Gene r al of FAO r eport ed th a t contributions received in 1954 amount ed to $6,250 .

Annual Contributions by Members The necessity for prompt payment of contributions by Members was stressed , As indicated earlier in this report, the Observer of Portugal stated that his Government regarded the annual contribution assigned to Portugal? as sho-wn in Appendix 1 of the Constitution of the CommissiQn as excessive; in his opinion a more appropriate contribution would be half that amount.

The matter of contributions was also informally discussed by the Execu~ive Committee, particularly in r egard to cert a in non-member countr i es.

The Commission felt that the position of such countries might be examined further with a view to ascertaining whether adjustments would be justified.

It realised that the general subject of scale of contributions can present many difficulties a nd hoped that noth~ng in the na ture of a general revision Nould be raised.

The Commission also appreciated that an· amendment to the Constitution -would at present be required in order to alter the contribution of any country specified in . Appendix 1. of the Constitution .

Notices convening a regular session of the Commission shall be dispatched by the Director-General not less than 50 days and notices c<,:>nvening a special s.es_sion not le:ss than 20 days before the date fixed for the opening of the Session 9 to Members of the Com.mission 9 to such Nations which are not Members of the Commission and ·co such international organizations as may be represented in ac~ordance with Article IX of the Constitution 9 hereafter referred to as "participating Nations" and "international organizations", Rule II 1.
