The necessity for prompt payment of contributions by Members was stressed , As indicated earlier in this report, the Observer of Portugal stated that his Government regarded the annual contribution assigned to Portugal? as sho-wn in Appendix 1 of the Constitution of the CommissiQn as excessive; in his opinion a more appropriate contribution would be half that amount.
The matter of contributions was also informally discussed by the Execu~ive Committee, particularly in r egard to certain non-member countri es. The Commission felt that the position of such countries might be examined further with a view to ascertaining whether adjustments would be justified. It realised that the general subject of scale of contributions can present many difficulties and hoped that noth~ng in the nature of a general revision 1Nould be raised. The Commission also appreciated that an· amendment to the Constitution -would at present be required in order to alter the contribution of any country specified in.Appendix 1. of the Constitution .
Ji.s L"egards the currency in which contributions vrnuld be payable, the Commission .agreed that the same procedure should be followed as in 1954·•
Rules of Procedure
The Commission adopted the Rules or' Proce~ure contained in ippendix II 7 with effect from l8 1 March 1955~
The Commission fixed the date of :the next regular session as March 1956. It is proposed that there .ihould be a meeting of the Executive Committee in the autumn of 1955.
In the absence of the Director-General of FA.O, Dr. F.T, Wahlen, Director: Agriculture Division, addressed the Meeting before it was formally closed, on 17 March 1955.

FINANCIAL REGULATIONS

1,1 '11hese regulati:;ns shall govern th0 financial administration of tho European Commission for the Control of Foot-and-Mouth Disease.
1, 2 .The financial rules and procedures of FAO shall apply to the activities of the Commission unless othe±wise provided,
Regulation II The Financial Year
2.1 The financial year shall be the calendar year.

Regulation II.I The Budget

3,2 The annual administ:rative budget shall consist of three chapters~
Chapter I Administrative expenditure uncler Articles IV and XII,2
Chapter II Expendii.ture under activities listed under Article V. Estimates under this chapter may, if necessary, be presented in a single total only but detailed estimat es for each particular project will b e prepared and approved as "supplementary det ails" of the ,cdministrativ0 budget.
Chapter III Contingencies
3.3 The annual administrative budgets, t ogether with any supplementary details then available shall be presented by the Director-General to the Executive Committ0e whioh shall submit them, with its comments, to the Commission, Additional supplementary details shall be submitted to the Commissi on f or approval as and when the necessity arises ,
3.4 Special Budgets (3 .1 b) shall be submitted at appropriate times t o the Commission or the Executive Committee as the case may be.
Regulation IV :,ppropria t i ons
4, l :cfter the budgets have been adopted, the appropriations tho r ein will be the authority for the Director-General to incur obligations and _ make payments for the purposes for which the appropriations were voted and up to the amounts so vot ed.

4. 2 In cases of emergency the Director-Gener.al is authorised to ctccept supplt:nnontary contributions from a member or members of the· Commission or grants from other sources and incur expenditure against them for emergency action for which the said. contributions or grants were spacifically provided. Such contributions or g_ rants, and expenditure relating thereto will be r eported in det ail to the next session of the Executive Committee or Commission.
4.3 .Such portion of appropriations as is r eq_uired to meet the outstanding legal oblig:1.tions as. at 31 D8c8mber of that year shall r emain availabL.i for 12 months f ollowing the end of that year .
4 .4 At the end .of the 12-nionth period provided. in Regulation 4.3 above , the then re:naining balance of any appropriations retained. shall be surr(:!nder ed , · :~ny unl iq_uidat ed prior yc o.,r oblig,:l.tion shall at that tim~ b _ e cancelled or wl~or·e an obligation r emains a valid charge, transferred against current appropriations.
4,5 Transfers between chapters may be effected by t he Director-Gener al on the recommendation· of the Secret ary of the E~ecutive Committee . Details of the transfers so effected will be r eported to the Executive Committee .
Regulation V Provision of Funds
5, l The appropriations of the ;,dministrativo Budget shall be financed by contributions from Member Governments determined and pay ::1,ble in accordance with Article XIII p~:ragr aphs · 1, 2 and 3 of the Constitution,

5.2 The annual contribut ions to the Administrative Bud.get shall be assessed in United St at es dollars, The currency in which contributions shall be paid shall be det ermined annually by the Commission in accordance with Article XIII-5 of the Constitution.
5.3 Any nation admitted t o membership of the Commi ssion shall pay a contribution to the budget for the financial year in which the membership becomes effective , such contribution beginning with tho q_uarter in which accept ance of the Constitution has been effected, As a transitional measure nations accepting the Constitution in 1954 will not be assessed. in an amount exceeding 50% of its assessment as l aid down in the Scale of Contributions, Appendix I to the Constitution.

Regulatioll..!! Funds
6.1 All contributions, supplement ary contributions and other receipts shall be pl aced in a Trust Fund administered by the Director-Gener al of FAO.

Rule I S,3ssio:ns of the Commission
Notices convening a regular session of the Commission shall be dispatched by the Director-General not less than 50 days and notices c<,:>nvening a special s.es _ sion not le:ss than 20 days before the date fixed for the opening of the Session 9 to Members of the Com.mission 9 to such Nations which are not Members of the Commission and ·co such international organizations as may be represented in ac~ordance with Article IX of the Constitution 9 hereafter referred to as "participating Nations" and "international organizations",

Rule II
1. A provisional agenda for each regular session of the Commission shall be drawn up by the Director-General and dispatched to Members and to participating Nations and international organizations not lGss than 50 days before the date fixed for the opening of the session.

5. Any Member may 9 not less than 30 days before the date fixed for the opening of a sessior>, request the Director-General to include specific items on the agenda. Thes~ items shall ba placed on a supplementary list, which shall be dispatched to MemlJers, to participatini Nations and to international organizations not less than 20 days before the date fixed for the opening of the session. ,
6. During any session the Commission may, by a two-thirds majority of the votes cast, add to the agenda any item proposed by a Member.
7. At each session the provj_sional agenda, together with the proposed additions or deletions, if any 9 shall be submitted to the Commission for approval as soon as possible after ·the opening of the session and 9 on approval of the Commission with or without amendments, shall become the age~da of the session.
8. Copies of all re~orts and other documents to be submitted to tho Commission at any session, in connection with any item which may be on the agerda, shall te furnished by the Director-General to Members a.nri -~o participating Nations and international organizations at the same time e,s thG item or as soon as possi~le thereafter.

9. The Commission sl1all not pro0eed to the discussion of any i tern on the agenda until a.t loast 24 hours have elapsed since the documents r eferr ecJ. to ::.n Par agra.ph 7 have been made avail able to delegations of Members.
Rule III
1. · For the purposo of these Rul es the term "delega tion 11 means all the persons appointed by a Member to attend a session of the Commission, that is to sa.y its d.elegate and his alternate 1 experts and advis:3:rs.
The credentials of delegates 2nd a.l ternates and the names of other persons in their delegations and of the observers from participating Nations and internationcLl organizations shall 9 insofar. as possible 9 be dep9sit0d with the Secret'.l.ry of the Commission not later than the opening day of each session of the Commission. rrhe Secretary · shall examine the credentials and report thereon to the Commission.

Tho staff of the Secretariat of the Commiss ion shall be appointed in accordanc8 with Article XII of the Constitution and subject to the provisions of that Article . Rule VII Executive Committee
In accordance with Article X of the Constitution, the Chairman of the Commission shall be the Chairman of the Exe: cutive Commit+,ee. He shall have, in relation to meetings of the Executive Comri1:ittee the same powers and duties as he has in r el ation t o meetincs of the Commission. In the absence of the Chairman during a meo t :i.r.g of the Executive Committee or any part thereof, one of th0 Vice-· Chairmen of the Commission shall preside . A Vice-C·hairman actin0 as Chairman shall have the same powers and duties as the Cha'i::.·1-1e.n, A ma jority of the members of the Committee shall constitute a q_uorum. Decisions of the Committee shall be taken by a majority of tho votes cast. Each Member of the Committee shall have or..3 vote . Meetings of the Committee shall b o held in private ·cml0u1 otherwise dot ermin~d by the Commission.
Rule VIII - Proposals and Amendments at Plenary Me etings

The conduct of business ,

Rule X Committees of tho Commissi on
1. In addition t o the Committees provided for in Article VII of the Constitution, tho Commission may sGt up at oach sessi on and for the duration of the sessi on, such committees as it consider s desirable and allocat e t o these Committoes the various items on its agGnda.
2. Each such Committee shall el ect a Chairman and a Vice-Chairman,
3. Each delegate shall be ontitled to sit or be represented by another member of his del eg~tion on each such Committee and may be accompanied at meetings by one or more members of his del egation, who may speak but shall not vote.
4. The Chairman of aaoh Committee shall have in relation to meetings of his Committee the same powers and duties as the Chairman of the Commission has in r elation t o plenary meetings . In the absence of the Chairman, the Vice-Chairm~n of the Committee shall preside with the same power s and dutias,
5. Tha proc0dure in a Comnittea shall be govorned by the provisions of Rule X so f ar as applicable. A majority of the members of the Committee shall c0nstitute a quorum.
Rul e XI Rapporteurs

Any Committea r eferred to in any of the preceding Rules may, on the proposal of its Chairman , appoint from among its members, one or mor e r apport0urs as r e~uired,
Rule XII Participating International Organizations
Each participating Nation or organization which has buen invited to attend a session of the Commission may be represented by an observer. Such observer may, without· vot e , speak and upon the r equest of the Chairman, participate in the cliscussions of the Commission and its Committoas . They may circulat e t o the Commission or its Committees without abridgment, the views of the Nati on or organization which they represent ,
Rule XIII - Record of Proceedings.
1, Summary r ecords shall be made of the proce.0dings of the Commission and its Committees and shall be circulated ;1,s soon as possible to members of delegations who participated in the maeting concerned in order t o givo them the opportunity to suggest corrections.

2. As soon as possibla aftor the end of the session copies of a r eport embodying all r esolutions, r ecommendations and other formal decisions adopted or approved by the Commission shall be transmitted by the Director-General t o the Members.
Rule XIV El ection of OfficGrs

Rule XV Lc1nguages
English and French shall be the working l anguages of the Commission.
Rule XVI Suspension and Amendment of Rules
1. Subject to the provisions of the Constitution, any of the foregoing Rules may be suspended by a two-thirus ma jority of the votes cast at any plenary meeting of the Commissi on, provided that notice of the intention t o propose the suspension has been communicat ed t o the del egat es not l ess than 24 hours before tha meeting at which the proposal i s to be made,
