It was incubated under District Governor Dr. Philbert S.S. Chin with 29 members. Charter President was Michael W. Haines. Our longest serving TOGETHER,WE

Message from Rotary International President 2020-21 1 July 2020 Club officers of District 3310 2020-21 Dear Club officers of District 3310, I congratulate you on your installation as a club officer for 2020-21.

I hope the upcoming year will be challenging, yet fulfilling. Your leadership team will collaborate to build a strong, engaged club dedicated to strengthening your community, both locally and globally. You will use your years of experience as a Rotarian and as a leader to provide inspiration, motivation, and guidance as we work together to achieve our goals for Rotary.

Use this opportunity to grow your membership, to work closely with Rotaractors, and to continue to improve our virtual meeting skills.

Message from District Governor DG Rajamohan Munisamy Dear President Philip Marcelo and his Board of Directors, It is my pleasure to congratulate each of you for stepping up to continue serving your esteemed Rotary Club of Pandan Valley in the coming Rotary year 2020-2021.

I am confident you will have a busy and rewarding year. At every stage in our lives, Rotary has something for each of us. From the moment we became Rotarians, the work of Rotary service was open to us – and it became our obligation to choose how best to serve.

Rotary has always been a place for visionaries, those who see how things could be and define a path toward making their dreams a reality. Our vision statement “Together, we see a world where people unite and take action to create lasting change – across the globe, in our communities, and in ourselves” exemplifies this.

Our actions can make the difference between an unmet need and a hope fulfilled. By acting with integrity in our Rotary service, we exhibit a bountiful heart which underscores our commitment to making our world better than before. New club presidents and new members alike may at times grow discouraged when program participation does not bring immediate results. Our investment in service may not appear fruitful at first and we may become overwhelmed by the number of service options. Take heart. Consider carefully what needs can be met, what Rotary program option are available and how club and community resources can be combined. Taking one step at a time is often the key ingredient to long-standing success. Participation in the program of Rotary marks that one vital step closer to fulfilling our vision. In Rotary, as in so much else in life, the more you invest, the better your return.

It is an incredibly exciting year to be a Rotarian, and to be a Rotary Officer. I am confident you, your Board of Directors and your members will continue to strengthen Rotary in your region embracing the new Rotary Strategic Plan which is underpinned by four key priorities – to increase our impact, expand our reach, enhance participation engagement, and increase our ability to adapt.

The more Rotarians are engaged in Rotary service, the more we all realize what we can achieve through Rotary – and our potential knows no limits. I wish you a fulfilling year as “Rotary Opens Opportunities”.

On a personal level, it is undoubtedly the pinnacle of my 11th year of service in Rotary to be representing our club as District Governor. I am only as strong as the backing from my club and words cannot express my gratitude to our club members for your unwavering support that has led me to this very moment. I am very much looking forward to serving alongside President Philip Marcelo (who was the very person who introduced me to Rotary) and our Board of Directors, and am excited to make a difference with you all in the upcoming Rotary Year.

Message from Immediate Past President Dear Fellow Rotarians of Pandan Valley, This year was to have Rotary Connects the World, but, instead, with the Covid-19 Disruptor in January 2020, we had to distance ourselves for our own safety for an uncertain period-of- time. It, quickly, became an unusual, uncertain and a short one, not just for Rotary Club of Pandan Valley (RCPV) but everyone else in the World. Changes had to be implemented and these affected our course of actions in our meetings and projects.

We kicked the new Rotary Year with full of excitements at our 37th year of RCPV Installation Dinner on 29th June, held at the Grand Copthorne Hotel, and which was attended by more than 170 members & guests. Expectations for a great year were in gear ….

Though we were able to achieve some of our goals in the 1st half of this Rotary Year, it is almost impossible to meet our entire year’s goals, now that Covid-19 has shortened this Rotary year. In these trying times, the awards are not important so long as some of our projects are helping those who need them are achieved. It is the service to the community that counts.

It is with the unfailing support of our Club members that we were able complete as many projects as we could before the Covid-19 disruption stepped in. I would like to record my thanks to all members and those who have risen to the call to do following ….

• Club members who have contributed generously to the call for funds for our International Clean Water Filtration and the Chinese New Year Food & Ang Pow Distribution in Redhill; • Club members, who have given up all or part of and some including their spouses’ share of the Solidarity Payments, from the government, towards the RCPV Covid-19 Relief Fund for the 46 low-income families in Teck Ghee Constituency; • Club members, PP Choe PengSum, PN Patrick Cheo, PP Ben Soh, PP Lim EngHai, PP Lim SoonHock and PP CK Lim, who did their inspiring re-classification talks at our various lunch meetings. We did get to know you better as to who you really are and what you do; • PP Andrew Koh & PN Patrick Cheo for not only opening-up their residences, but also hosted the dinners for our Club’s AGM & Christmas Party and the 3rd Club Assembly.

My thanks also go to all my Board of Directors and

especially, the following, for their leaderships and commitments.

1. My mentor, the Vice-President, PP Tony Tng, who provided the guidance and advice, where and when needed.

2. Club Secretary, PP Peter Yap, for always challenging for the crux of the matter to surface; 3. Club Treasurer PP Dave Wee for keeping our accounts, impeccably, clean and updated.

4. Community Service Team lead by PP Dr. Richard Guan & assisted by PP CK Lim and Dr. Leong SaiFan, who managed and completed the 2 projects successfully plus rising to the call to put up the last one, RCPV Covid-19 Relief Fund, on short notice.

5. International Service Director, PP Choe PengSum, for managing and concluding the project in Chiangmai with Radion Singapore and for covering the shortfall in the budget for this project.

6. Membership Director for following up with the 2 new members introduced by PP Lim SoonHock and ex-member Ben Ng and inducted.

7. Rotary Foundation Director, PP Cynthia Tan, for working with members with the result of having 2 new members and 14 other members to upgrade their Paul Harris Fellow (PHF) Club levels within the 1st half of this Rotary Year 8. Vocational Service Director, PP Lim EngHai for initiating and managing the series of re-classification talks as well as organizing the successful Technopreneurship Forum 2020 with Youth Service Director, PP Michael Loh. 9. Youth Service Team for drawing the leaders of the Rotaractors from Singapore University of Technology & Development and Interactors from Stamford America International School to participate in RCPV social events and co-organized the successful Technopreneuship Forum 2020…

Finally, I like to congratulate President Philip Marcelo and his Board of Directors for taking up the challenge to take the Club forward to Open the new Rotary Year of Opportunities.

Message from President Philip Marcelo.

Dear Fellow Rotarians and PPs I am truly humbled, honored and privilege to be the 38th President of RCPV. I am also blessed to have an excellent Team of experienced BOD members.

Together I am confident we‘ll be able to sail through these turbulent periods caused by the recent epidemic.

I am sure post COVID-19 we will see a dramatic demand for Rotary services in all fields. We will need to open our doors wider to more volunteers.

Volunteers who have open hearts and minds to the rewarding Rotary Experience. Our commitment to fellowship, integrity, diversity, service and leadership.

Interestingly the Rotary motto “service above self” is more than 100 years old. RCPV has put this motto into action since its founding in 1983. Our club has achieved outstanding recognition for almost 4 decades because of the admirable dedication of our Past Presidents. Admittedly I have a difficult task to emulate the achievements of our PPs. Our PPs have demonstrated positively that it is possible to balance our Rotary commitments with the demands of our family, business and career.

As in the words of our Immediate Past RI President Mark Maloney “No matter our profession we all contribute mightily to our community and country when we conduct our work with integrity and always adhere to the 4 way Test.”

I do appeal to all our members to volunteer to serve our club through the various area of service.

Help us continue to prosper and grow our club further because we share common goals to make lives better. Rotary Open Doors to opportunities for service to humanity.

suicides in depression). The secondary aim was to support the government's national policy to encourage preventive health as well as to raise awareness of common diseases/conditions that can result in disability, suffering, escalating healthcare costs and premature death.

C

ommunity Service had a challenging rotary year, contributed partly by the COVID-19 pandemic that thwarted two ambitious programmes that include the final session of a 3-year pneumonia vaccination programme, as well as a mental health awareness and outreach programme.

1. MENTAL HEALTH AWARNESS/ OUTREACH PROGRAMME In partnership with The Good Life Cooperative, the RCPV embarked on an ambitious community mental health outreach programme. This programme was to raise awareness and provide education on mental health issues like depression and dementia and to reduce risk factors associated with these issues (e.g.

Launched on World Mental Health Day, 10 October 2019 at the Clementi Community Centre it was graced by Guest of Honour Mdm Rahayu Mahzam, MP for Jurong GRC. The Danish Ambassador to Singapore, HE Dote Bech Vizard, as well as local rotary dignitaries were also invited.

The launch programme included educational video sessions on mental health as well as other health issues. On exhibition was a Preventive Health Mobile Hub which was a fully licensed mobile clinic to be used as education centres to promote mental health awareness as well as preventive health (education, assessment, vaccination, and follow up). The mobile hub could also be used to bring preventive health services directly to the people (residential estates, community clubs, workplaces, schools, etc) Other partners for this community project included Lundbeck Singapore Pte Ltd, Pfizer Singapore (pharmaceutical companies),

Amgen Singapore (biopharmaceutical companies), Credo (biomedical company) and WITZ-U (IT company} This ambitious health outreach program was to run for 3 rotary years but was unfortunately, terminated prematurely.

2. REDHILL FOOD AND ANG POW DISTRIBUTION This annual signature project by our club took place on 11 January 2O20 at Blk 89 Redhill Close void deck. Two hundred and fifty needy residents of Redhill and Kim Seng areas received groceries, Chinese New Year goodies and a red packet each. lnteractors and Rotaractors participated at this event together with our club members who came with friends and families to pack food and distribute them at the void deck as well as sending them directly to homes of those who could not come to collect at the void deck.

3. RCPV COVID-19 FINANCIAL AID PROGRAMME (Beneficiaries in the Teck Ghee Area) RCPV has made it a priority to serve the local community during this time of many needs.

One group in particular within the community that RCPV supports are the poorer families, with children and whose breadwinners have recently lost their jobs, suffering loss of income. Some of these families could even have extended family members with elderly people living under the same roof.

Even with the recent government financial aid (including the Temporary Relief Fund, the Covid-19 Support Grant, the Solidarity Payment) some of these targeted families continue to suffer hardship. RCPV therefore decided to extend immediate assistance to this group to alleviate their hardship in some small ways. This programme is coordinated

by RCPV Community Service together with Teck Ghee Community Club.

Donations from club members together with a District 3310 grant support of RM 5,000 totaled about SGD 11,500. which would allow 46 families a onetime support of SGD 250 each. Teck Ghee Community Club is the process of identifying these low income families to receive the above monies 4. SURGICAL MASKS DISTRIBUTION DURING THE COVID-19 PANDEMIC Taiwan’s Rotary clubs have kindly donated surgical masks to the all the Rotary clubs of Singapore for distribution to the poor and needy in Singapore. A hundred packets, each containing 8 masks were given to each Rotary club for distribution. Distribution of these masks is in progress at this time of reporting.

5. THE FINAL PNEUMONIA VACCINATION PROGRAMME (YEAR 3) The Pneumonia Vaccination programme, which is an RI Global Grant project, provides free pneumonia vaccine to the poor and needy of age over 65 years old through Rotary

year 2019/2020.

RCPV was to run this third and final vaccination session earlier this year but this was withheld by the onset of COVID-19 pandemic.

The programme will be scheduled to complete in the next Rotary year.

otarians serve the community through our vocations. In doing so, professionally, and with distinction, we individually give Rotary a good name and create a positive public image of Rotary.

Year, we set out to put more of the spotlight on the many distinguished professionals in our midst, within our club.

As such, each of us have the ability and power to attract new members of quality to the club and our cause to do good in our community.

Jan 2020 - PP Lim Soon Hock, Accidental Author March 2020 - PP Lim Cheng Kooi, Architect Traditionally, a career talk, with representatives from various professions as speakers, is standard fare in the activities in this avenue of service. We wanted to do a career talk with a difference – something that will speak more directly to the interest of the intended audience. Through consultation and active engagement with the leaders of the Rotaract Club of SUTD, we co-organised a Technopreneurship Forum at the Singapore University of Technology & Design. We got to involve another of our member, venture capitalist Rotarian Tan Ying Lan, as one of the 3 speakers. The others, who together created a lively and mind-opening seminar for undergraduates and Rotarians alike, were two young entrepreneurs and CEO of their own

companies, Kevin Ng of Thunderquote, and Aditya Batura of Codomo (Potato Pirates).

We have a number of vocational talks that had been planned but could not be executed because of the lockdown due to the coronovirus pandemic. We can look forward to having those talks in the year ahead.

Technopreneurship Forum A forum, co-organised with PP Eng Hai, with funding from Pandan Valley Rotary Club, for students to listen to technopreneurs, know more about the motives behind the amazing work that they do and learn the secrets of establishing successful start-ups in the growing tech industry.

This year the Rotaract Club of SUTD also prepared COVID-19 Appreciation videos for frontline workers and foreign workers.

Rotaractors put together heartfelt messages from SUTD population into an appreciation video which was sent to our frontline healthcare workers and foreign workers in the fight against COVID-19 in May 2020.

Post Circuit Breaker the YEAH Program will resume. This entails Rotaractors to coach students in school work, play with them and be a good role model. The sessions are held every Friday from 3.30pm to 6.00pm at Tampines West Community Club.

Club Service RY2020-2021 T his year we saw an interesting line up of lunch talks. Several of our members came up to share their vocational experience. We also have members PP AndrewKoh and PN Patrick Choe opening their homes for fellowship and Club Assemblies this year.

It was an unprecendented year caused by the Covid-19 pandemic and physical club meetings grounded to a halt from 27 March 2020. Although phase 2 of post Circuit Breaker started in June, face to face meetings were confined to small groups of 5 for eating and dining

and we have been advised by the Grand Hyatt that this situation is not likely to be changed in July 2020. Our club moved to conducting weekly meetings via zoom from 5 June and this is likely to continue into the new Rotary year.

Club Membership and New Members

D

uring this RCPV year, we have two new members - Louis Loo and Stefanie Wong.

Louis is in the robotics business. His company manufactures robots for a variety of industrial applications, including greeting, serving and cleaning services. At a Club Assembly held during the District Governor’s visit, he brought one of his robots along. He has a strong desire to contribute meaningfully to the community.

Stefanie is an example of a young and successful business woman in the property business. Her joining us is

another step in the Club’s efforts to renew itself with younger members and having more women in our ranks. While she has already been helping the needy in her individual capacity, she believes that being part of an international service organization widens the scope and depth of what she can do.

The Rotary year started with 40 members on 1 July 2019 and will end with 37. This includes the addition of the two new members mentioned above, and the loss of five members, for various reasons.

While we strive to attract new members, we are very aware of the impact of the coronavirus pandemic on virtually all businesses.

Undoubtedly, there will be increased retrenchments and salary cuts across the board in many companies.

Business conditions in most industries and services will also be affected. Rotarians will not be spared, including business owners, senior corporate executives, middle management staff, the self-employed in small businesses, and entrepreneurs.

In our efforts to recruit new members, we are also very much aware

that an increase in numbers must not be at the expense of the quality of the members. We will continue to build on our Club’s culture that has made it what it is today - a highperforming, fun-loving and serviceoriented Club, made up of people who believe in the shared values of integrity, candour, fellowship, a genuine desire to serve, a servantleader attitude and the bigness of heart to disagree without being disagreeable.

Retention of existing members will therefore be a priority, and all members must work together to do

their part in this challenging period ahead of us. We need to embrace the new normals of online meetings, communication through group chats, safe distancing and other behaviours as the new reality for some time to come. Thus, more than ever, we must not forget the importance of the occasional, simple telephone call to each other.

International Service

T

his year’s water project was partnered with Radion International who runs a Child Development Center in Chiangmai at Hangdong (South of Chiangmai City). RADION International is an award winning relief & development agency providing aid to vulnerable communities. RADION’s child developmentcenter is a rescue and recovery for child survivors of violence, abuse and other high risk backgrounds.The center serves needy children and their families across northern Thailand.

The project which involves a deep water well and a water treatment plant. Project started on 22 July 2019 and was completed on 24th October. Phases of the project involved getting quotes, awarding of contracts, drilling, water quality testing, construction of the water filtration plant and doing post filtration water quality testing. Total cost of the project at $16,028.97. Water Treatment Plant includes a 4 Stage Filter, Filtered Water Storage Tank, Reverse Osmosis System (RO), Post (RO) Storage Tank and UV filter.

Rotary Public Image

R

otary Public Image has been increasingly emphasized as it serves to increase impact on the good that we do and expand our reach to the public at large. Reaching beyond the Rotary community into a wider audience of partners, donors, volunteers and beneficiaries enable us to gather more support in future projects. Every member plays an important role in promoting Rotary Public Image: from the simple act of wearing a Rotary pin to putting on a Rotary t-shirt during participation of service projects.

In order to expand our reach, our public image efforts in the Rotary Club of Pandan Valley this Rotary year had been focused mainly through our website and Facebook pages, where we updated key projects in our timeline throughout the year.

Our club was one of the first to do video story telling 10 years ago, when we launched our first Rotary Rocks album “Reach Within to Embrace Humanity” in RY2011-2012 and composed the song “Spreading Love”. This was followed by another 2 songs in later years:

“Fill this World with Light” in RY2014-2015 and “Rotary Our Love Story” in RY2017-2018. These songs anchored a number of Rotary Videos done for both the club and our district.

Video story telling is engaging and uplifting for viewers. As such we have aggregated our video stories all in a new YouTube Channel that has gone live in June 2020. We look forward to members support to subscribe to this channel and to share this out to their family and friends.

Foundation Report

R

otary Club of Pandan Valley continued to be a 100% EREY club for the Rotary year 2019-2020. The club is amongst the 3 clubs in the district to be recognised for this contribution. The club’s total giving is at an all-time high of $32,644. The annual per capita giving is $386.10 against a district per capita of $147. This placed us at the 5th highest per capita in the district after Changi, Garden City , Queenstown and Bandar Seri Begawan. As at June, 2020 there are 34 Paul Harris Fellows, 3 Benefactors and 3 Major Donors. In this Rotary year, we have two newly minted PHF members and 23 multiple PHF members.

The club is into the final year of its’ Global grant project -The 3-year Pneumonia Vaccinations Project, in which 300 residents were targeted to benefit from vaccination against an increasing risk of death among the old. Phase two has been completed and a progress report has been submitted to Rotary International Global Grant centre. Unfortunately, the completion of the final phase of the project has been disrupted by COVID19.To date the project financials has been well managed and tracked. All projected expenditure are within targets.

The completion of this project is targeted for September 16.
