Sexual victimization of adult inmates is an ongoing problem in U.S. jails and prisons, with thousands of victims of inmate-on inmate abuse and staff-on-inmate abuse during 2016 through 2018, according to a special report by the U.S. Department of Justice released Tuesday.
The report comes as the federal prison system has faced scrutiny for repeated incidents of inmate sexual abuse by staff, including by a warden and chaplain at a high-profile Northern California prison.
In December, a jury found the former warden Ray J. Garcia guilty of seven counts of sexual abuse of three female inmates and one count of lying to the Federal Bureau of Investigation. Garcia, who headed the Dublin, Calif. all-female prison, was the highest ranking official from the Bureau of Prisons to be convicted of such crimes.
“It is taken for granted that rape is inevitable inside prison — and that the people who endure this violence somehow deserve their fate,” said Jesse LernerKinglake, a spokesman for the Los Angeles-based organization
Sexual misconduct is underreported; staff perpetrators often female Staff sexual misconduct was underreported by inmates: Only about a quarter of incidents were reported by the victim and nearly 20% of the substantiated incidents were uncovered during an investigation or monitoring. The majority of substantiated sexual misconduct, or 67%, was perpetrated by female staff; male staff perpetrated about 69% of substantiated incidents of sexual harassment.
Most of these perpetrators were under the age of 40 and white. And about half of their victims were also white. These staffers were usually employed fulltime as correctional officers or supervising staff for longer than six months.

For these substantiated - and reported - incidents, only about 38% of staffers faced any legal action.
The report also noted that 20% of staff perpetrators of sexual misconduct in jails were convicted, pled guilty, sentenced or fined — that’s compared to 6% of staff perpetrators of such incidents in prison.
Lerner-Kinglake noted that an overwhelming number of reports are still unsubstantiated, but that given the risks involved in making such a claim against correctional staff, “it just defies logic that only 5% of reports of staff sexual abuse are valid.”

The report found that half of inmate-on-inmate and staff-oninmate sexual abuse occurred in areas that weren’t under video surveillance.
In the case of the former warden, Garcia, such “dead spots” in video surveillance were crucial aspects of his case. The incidents of abuse he engaged in were conducted outside of areas where there was any or functional surveillance video.

Sevin is 23 years old he was born and raised in Desoto, Texas.
He has two loving parents Cleoma Ray Christian and Magdalena Christian who met at a young age. He also has four siblings(Shawanda, Xavier, Christina, and Elizabeth). He graduated from Desoto High School in 2017 and was part of the State Championship football team. After High school, he attended Navarro College in Corsicana, Texas, and Trinity Valley Community College in Athens, Texas.

Sevin's love for cars started at the early age of 4 when he started helping his Dad Ray. Automotive has always been a big part of his life, He has had opportunities to work at many dealerships such as Meador Dodge in Fort Worth, Tx, Norwood Auto Italia in Carrollton, TX, and where he is currently employed.
Racing has been a piece of Sevin since a little boy. His favorite racing series is formula one and IndyCar.
Sevin is a big fan of Lewis Hamilton who drives for Formula One and he has been following him since 2013. He is also a fan of Bubba Wallace who drives for NASCAR. The racing industry is not as diverse as it could be. However, his goal is to break down barriers and create a pathway for more minorities. He is currently perfecting his craft and working alongside a previous two-time winning IndyCar race car driver (Al Unser Jr.) with Future Star Racing organization. Although Sevin's
passion resides in the racing field, He races to inspire others that you can create your destiny when you are determined!

Black History Month Includes a Presentation on Race Relations and a Focus on Resiliency and Mental Health
Accommodation” – a treatise on the history of race in Dallas. His lecture and intimate conversation, The Accommodation: Journey to Triumph, will take place from 11 a.m. to 1 p.m. Wed., Feb. 15, at Cedar Valley Campus, Building H, 3030 N. Dallas Ave., Lancaster, TX, with a virtual option for those who can’t attend in person.
Dallas County Commissioner John Wiley Price will join Schutze for a discussion about the politics of race and Dallas’ historic and systemic racial divide. Schutze, who worked for the Dallas Times Herald and the Dallas Observer, originally published “The Accommodation” in 1987. Price, a noted civil rights leader, and a commissioner since 1985, wrote the forward for the book’s 2021 re-release.
Dr. Parker will moderate the discussion and a question-andanswer period will follow.
DALLAS – Dallas College is celebrating the rich and diverse cultures of Black Americans with a month-long celebration this Black History Month. February is traditionally a time to recognize the achievements, excellence, and history of Black Americans as indelible contributors to American culture.
It is also a time for reflection and demonstrated commitment as Dallas College joins in honoring Black History Month’s 2023 national theme: “Black Resistance.”
“February will be about Black resistance, perseverance, and the journey of triumph,” said Dr. Jasmine Parker, senior director of diversity, equity and inclusion at Dallas College. “We honor both perseverance and rest as forms of resistance and what people need in order to thrive. Sometimes when people look at Black History Month, they look at the struggle but not the journey to a more just society. Prioritizing mental health, wellbeing and balance addresses a national push for equity and social justice advocacy.”
The keynote for this year’s Black History activities at Dallas College is noted Dallas political journalist Jim Schutze, the author of “The
Curtis Hill, a licensed counselor at Dallas College Cedar Valley Campus. “Rest is a mental health resource. This is about the quality of life – even more so for people of color. You have the societal challenges of seeking help but there are people who will not see a counselor.”
He applauds Dallas College for taking the lead and setting up counseling hubs at each campus.
“Our mental health is grounded in stress, anxiety and depression. It’s not just police violence. We understand what a microaggression is. It’s a small way of belittling. For a young person, that can be overwhelming,” he said. “Microaggressions can reduce someone to isolation and depression and undermine their selfconfidence.”
College offers associate degree and career/technical certificate programs in more than 100 areas of study, as well as a bachelor’s degree in education. Based on annual enrollment, it is the largest community college in Texas.

According to the New York Post, the Republican councilwoman was found with multiple gunshot wounds and she was pronounced dead at the scene.
Local witnesses stated they saw the gunman running off to the Garden State Parkway, which edges the complex. However, no other details were given on details of the gunman or a possible weapon used.
According to authorities, Dwumfour, who also preached for a Nigerianbased church group, was the intended target, but there is no obvious motive for the shooting.

Counselors at Dallas College are pushing back against the stigma that mental health care is admission of weakness.
“Everything we do is about how we take care of ourselves,” said Dr.

“This is an important moment to focus on balance and good mental health. Your life matters and so does your mental health. Erasing the stigma around mental health allows individuals to become whole and should be as common as going to a doctor for physical ailments. We honor rest,” he said.

The strongest associations between eviction rates and mortality were in counties with the highest proportions of Black and female residents. For example, in counties where the proportion of women was above the median, mortality rates were five times higher than in counties with a lower proportion of women. However, the researchers cautioned that the findings may be limited in relation to Black residents since the 2016 county data on evictions captured only a quarter of the U.S., and only 2% of the residents were Black.

Mortality rates are higher in U.S. counties where eviction rates are also elevated, and this trend is strongest in areas with higher proportions of Black residents and women, UT Southwestern researchers found.
“This is the first U.S. study to evaluate and identify a link between county eviction rates and mortality rates,” said Andrew Sumarsono, M.D., Assistant Professor of Internal Medicine at UT Southwestern and corresponding author of the report, published in the Journal of General Internal Medicine.
Housing instability is a key social determinant of health. Eviction rates have increased over the past two decades, disproportionately affecting minorities and women in the United States, and have been shown to lead to poor health outcomes such as psychosocial stress and adverse maternal and fetal health. But the association with mortality has not been documented.
To determine if there is a link between evictions and mortality, Dr. Sumarsono’s team evaluated the rates of evictions and mortality in 686 counties with available data from 2016.
Researchers found a striking relationship between countylevel evictions and all-cause mortality, even after adjusting for sociodemographic factors such as age, sex, and race, as well as

This issue was magnified during the COVID-19 pandemic, when a federal eviction moratorium was enacted to protect renters who lost jobs.
“Affordable, stable housing is a public health concern. If you’re worried about where you’re going to live next week, caring about your health can easily become a lesser priority,” Dr. Sumarsono said. “Policies that increase affordable housing and cushion against life events that lead to housing instability could translate to better health outcomes.”
Utibe R. Essien, M.D., of the University of Pittsburgh School of Medicine and one of the contributing researchers on the study, said: “As wealth differences persist in the U.S., housing insecurity will remain a critical social determinant of health. Our findings show just how urgent it is to develop policies that strengthen access to housing and reduce punitive eviction practices.”
