CITY OF DALLAS PROPOSITION A FOR AGAINST

”Authorizing the city of Dallas to provide for the planning, acquisition, establishment, development, construction, renovation and financing of the expansion of the Kay Bailey Hutchison Convention Center Dallas, a venue within the city of the type described and defined in section 334.001(4)(b) of and permitted by chapter 334, Local Government Code, as amended (the "Act"), designated by Resolution 22 0660 (the "Resolution") and described in summary form as an expansion of a convention center facility described in Sections 334.001(4)(b) and 334.2518 of the Act, and by Section 351.001(2), Tax Code, as amended, and related infrastructure as defined in the Act, including demolition costs (collectively, the "Convention Center Expansion Venue Project"); and authorizing the city of Dallas to provide for the planning, acquisition, establishment, development, construction, renovation and financing of certain Fair Park facilities, a venue within the city of the type described and defined in section 334.001(4)(d) of and permitted by the act, designated by the Resolution and described in summary form pursuant to section 334.2518 of the act as the acquisition, construction and improvement of the Automobile Building, the Centennial Building, the Band Shell, the Music Hall, the Cotton Bowl and the Coliseum, and related infrastructure as defined in the Act (collectively, the "Fair Park Facilities Venue Project" and, together with the Convention Center Expansion Venue Project, the "Venue Projects") and to impose a new hotel occupancy tax at the rate of two percent (2%) for the purpose of financing the venue projects; and approving the resolution. If approved, the maximum hotel occupancy tax rate imposed from all sources in the city of Dallas would be fifteen percent (15%) of the price paid for a room in a hotel."

Here We Go Again

for the last two years; the prior developer/ owner’s rep and the prior general contractor which was Balfour Beatty, included the Black contractors every step of the way. What happened to them? Is it a possibility that they had too many Blacks on their team? Who is carrying this proxy? It was brought to my attention they installed some new Board members; Who are they? Is it a possibility this is where the Proxy lies? I said this in my last writing: Segregation today, Segregation tomorrow, Segregation forever!

allow a project such as this to ignore the Fort Worth business community like they are ignoring the Dallas Black community. But apparently some of our leaders are asleep at the wheel or just doing their Proxy. Dallas - what are we doing? We talk about having to compete with our neighbors to the north and west, and true growth capacity and yet our Blacks are competing with everybody; we say we support true growth capacity but we allow those same neighbors to come into South Dallas, which is 84.6% Black, and ignore Black businesses. Who would do this? I guarantee you, not Larry James.

Now it's in our own backyard. First, we must dispel any thoughts that because this is a "private venture", that "public dollars" are not involved, via tax credits through the City of Dallas Office of Historic Preservation. This process decreases the amount of taxes collected from the business community and further burdens the Dallas residential taxpayers.

The very important Forest Avenue Theater (which is the heart of the Black community and should be handled with a lot of sensitivity; yet there is none), represents an opportunity for Blackowned Prime firms’ inclusiveness in the process. However, Fort Worth based, The Projects Group (who also did the Dickie’s Arena and yet to find any Blacks to work on that project) decided to selectively issue the RFP to two Fort Worth firms (Linbeck -White and Byrne-Hispanic), one Kansas City firm (JE Dunn-White), and one San Francisco firm (Swinerton-White). I guess The Projects Group either does not think there are qualified Black firms in Dallas, or would prefer to take the money west to Fort Worth, or out of Texas altogether! There is no way Larry James would have done this if he was still over City Square. When he built the headquarters on Malcolm X he included Black contractors which resulted in the largest Black contractor in Texas (Con-Real) and they built that beautiful building on Malcolm X.

Although the Request for Proposal (RFP) is initially for Preconstruction Services, and calls for Diversity, Equity, Inclusion and M/WBE Participation, if you look into the word “whether”, it means if you can’t or, you don’t have to. This is the main part of building any project; this is where growing capacity comes in at. They chose to put “whether” in the RFP, which means you don’t get credit for it if you do and you don’t get credit if you don’t. The most valuable part of the deal is this. We have White, Black and Hispanic contractors in Dallas that believe in true diversity. We have White, Black and Hispanic large construction companies in Dallas that pays taxes in Dallas and most of them believe in Diversity. This project has been looked at

Women of Wisdom Inductees of 2022

OLDEST AFRICAN AMERICAN CHURCH IN DALLAS COUNTY CELEBRATES 160TH ANNIVERSARY

(CCTOF). Christian Chapel, the legacy of a small group of former slaves, is the oldest continuously operating church for African Americans in Dallas County.

Pamela Pryor-Myers is the firstborn child of the late Reverend Dr. George W. Pryor and Alma J. Pryor, Founding Pastor and Founding First Lady of New Birth Missionary Baptist Church in Dallas, Texas. During her adolescent years, Pamela was affectionately known as a PK (Preacher’s Kid).

Unlike her younger brothers who both became ministers of the Gospel, thus presently serving as Pastors of New Covenant Baptist Church and New Birth Missionary Baptist Church respectively, Pamela’s ministry was that of song. Her father would constantly say, “I have an Aaron, Joseph, and Miriam (the song leader of worship).

Pamela’s music ministry began at the early age of 12. Pamela’s purpose designed by Christ, was enriched through her father’s leadership, her

As Pamela continued to serve as a musician for the Children and Youth Choir of the church, she began her formal education and graduated from North Texas State University with a Bachelor of Business Administration Degree. She became a Marketing Sales Representative for various Fortune 500 companies.

Pamela’s love for children and serving her community overshadowed her Business Career so she became a certified teacher for the Dallas Independent School District.

The church was formed in the Freedman’s Community of Upper White Rock -- a community settled by former slaves from nearby plantations. Spirit-filled believers met on the banks of White Rock Creek and in homes until a log cabin church was built in 1884.

Over the course of 160 years, Christian Chapel transitioned from humble beginnings on White Rock

Creek to other Far North Dallas locations including Celestial Road and Montfort Road to its present location on Noel Road. The church is currently under the leadership of Rev. Dr. Vanessee J. Burns.

Pastor Michael D. Pryor appointed Pamela as Music Coordinator of the Music and Fine Arts Ministry at New Birth Missionary Baptist Church, a position in which she currently fulfills.

Pamela’s greatest accomplishment and proudest moment was the birth of her two loving sons, Julian and Ryan, and the day she married Adrian Myers, a God-fearing Christian man who shares the same passion for Gospel Music.

Recently in May of 2022, Pamela became a member of the retirement club from Dallas Independent School District. Pamela’s future aspirations are to serve her church and community through educational tutoring in the forthcoming year.

Constable Tracey L. Gulley worked as a Deputy Constable for Dallas County for more than 25 years. She worked her way through the ranks and excelled in every position. Constable Gulley’s vast experience was ideal in her becoming the first African American Female Constable in Dallas County.

Precinct 1 is the largest and busiest precinct in Dallas County, and Constable Gulley’s goal is to provide the most effective and efficient service for the citizens of Precinct 1 Dallas County.

Constable Gulley is a proud graduate of the Dallas Independent School District and attended the University of North Texas and has received many law enforcement certificates and awards. She has received numerous civic and professional law enforcement awards. These include but are not limited to the following:

to protect the orphans and widows and those most in need in our society. I’ve been able to pour every ounce of myself into that mission through my career as a prosecuting attorney and judge.

Texas is one of the few states that recognizes common law marriage. Also known as an informal marriage, it allows a couple to be married without having to go through a marriage ceremony. To be married by way of informal marriage without a declaration of marriage, there are set requirements that must be met.

First, the couple must agree to be married. I know this one seems obvious, but it is a requirement that can be misconstrued by a party to the relationship. For instance, an engagement does not constitute a present agreement of marriage, but that the couple will be married in the future. The key difference being that the agreement to an informal marriage must be that the agreement is present and immediate. If a party tells others they are married, but the other party does the opposite, there is no present agreement. If a party uses the last name of the other party without the other party’s permission, there is no present agreement. The key is that there must be evidence that both parties to the relationship agree to be married to each other at the time of the agreement.

Second, the couple must live together as spouses. This requirement is fairly straightforward. You cannot claim a common law

marriage if you live in an apartment in the city, and your significant other lives in a townhome in the suburbs. There needs to be some evidence that they live together. Things such as shared names on the lease/mortgage, personal property of both parties present at the home, and a single bed for the couple. It is important that it is proved that the couple lives together as spouses and not just as roommates. If the party who denies the existence of a common law marriage can show that they slept in a separate bed in a separate room, it will help their claim. As a side note, contrary to popular belief the couple does not have to live together for a certain amount of time to be considered informally married.

The third and arguably most contentious requirement for common law marriage is that the couple must hold themselves out or represent themselves to the public as married. The most important part of satisfying this requirement is that the marriage cannot be in secret. Calling each other husband and wife in private will not suffice. Spoken words will help prove the existence of an informal marriage, but they are not required. Actions and conduct alone will be sufficient to satisfy the holding out requirement. For example, if a couple file claims each other on their taxes as their spouse, list each other as a spouse beneficiary on their insurance, or list the other party as a spouse on their mortgage, it can be said that they are representing themselves to be married. However, it’s important to note that one of these examples alone may not be enough. This is where telling family members, friends, and all of social media that you are married will tip the scales in favor of common law marriage.

I am Faith Johnson and I am running for Dallas County District Attorney against John Creuzot. With just over 3 weeks until November 8th, I hope to win not only your vote, but also your friendship. I hope you enjoyed last week’s article by my friend, Kelli Macatee. It definitely speaks to my heart of serving others from the core of who I am. Today, I want to talk to you about my love for the rule of law and the importance of being smart on crime. Being smart on crime is something I am deeply committed to because I believe that if I am truly your friend, I am willing to speak the truth in love and the truth is: BEING SOFT ON CRIME BREEDS MORE CRIME AND THAT IS NOT GOOD FOR OUR COUNTY & HER PEOPLE.

As a young girl in the ’70’s, I started my educational career by graduating from Georgia Southern University with a bachelor's degree in psychology and went on to get my master's degree in Community Counseling. Obviously tensions were high in a lot of ways, not only in Georgia at the time, but all across the country. For me, it was an opportunity and I was proud to take it and overcome all the obstacles set before me. I truly believed that the struggle is what builds you and makes you stronger. As I reflect, I can see how every single facet of my résumé has built me up and prepared me for this moment right now.

I eventually made my way to Houston where I graduated from Thurgood Marshall School of Law and as a young, black, female attorney, I broke through all sorts of barriers by putting my head down, working hard, and honing my craft. I knew I was gifted in the law, but it takes some time to find what you’re really passionate about in any given field. For me, that really became clear when I began teaching law in the Dallas County Community College system and was Assistant District Attorney in the Criminal trial section, which led to being the Chief Felony Prosecutor of Child Abuse.

I am passionate about rule and law and true justice that sets the stage for the next generation. When our leaders are not smart on crime, those hit hardest are the poorest in our communities, the needy, and the next generation. That really gets my blood boiling. It’s our job

I am proud of my resume and have an extensive prosecutorial work history with many wins under my belt that I most certainly hold dear in my heart. I could tell you about all kinds of awards I’ve gratefully received, like the Award for Professional Achievement in Jurisprudence presented by Dallas Metropolitan Club of the National Association of Negro Business and Professional Women Club. Or being a three-time recipient of the Outstanding Community Service Awards presented by the NAACP (Waxahachie Branch); C.T.A.C. Or the Award for Professional Achievement in Jurisprudence presented by Dallas Metropolitan Club of the National Association of Negro Business and Professional Women Club. Or I could tell you about being appointed to various positions by governors. All of those are wonderful things presented to me by

I treasure all of these accomplishments and hold them and the people that comprise them very closely. However, when I stand before God Almighty, He is not going to ask me for my résumé or my list of wins. He is going to ask me what I did for the least, the lost, the orphan, and the widow. That is what drives me behind the scenes. To earn your vote, you need to know my deepest drivers. Leading by example and fighting for truth and justice and righteousness, even for those who don't know how valuable they are yet, is my greatest passion.

We have a tie for second between Draymond Green and Eddie Robinson Jr. In my opinion as a coach or a team leader you have to

display dignity and class always. After seeing the video of Deion entering the stadium, and the things the Alabama A&M players were saying to him, class, respect, and dignity is not being taught from Eddie Robinson Jr. As for Draymond, you walk up in my face, I’m going to push you away as well. Yes I know fights happen between team mates all of the time. But that wasn’t a fight. That was an assault.

I think the magnificent Opal Lee has a lot of messages to the American public, all in the category of greatness. There are her tireless decades of contribution to the enslaved people in Texas for proper recognition of her beloved “JUNETEENTH”. Her childhood survival of white supremacists, her efforts for a Texas Holiday and the ultimate need for a federal holiday. There was service as Precinct Chair for over 30 years, founding member of Citizens Concerned with Human Dignity and many, many more. But the most important prize of all in my humble opinion, is her Most Valuable Player (MVP) Showmanship of Age. The surety of age is “just a number”. That is her profound message

Ronald Lee White was born on January 15th, 1950, in Houston, Texas to Georgia Lavern (Idlebird) White and Reverend Jethro White, Sr. He received his wings to glory on Wednesday, October 5th 2022 at the age of 72 years old.

Ronald earned a Bachelors of Business Administration in Accounting from Texas Southern University in Houston, Texas. He served in the United States Marine Corps Reserves from 1971 – 1977. Ronald married the love of his life, Sharon Ann White, in Dallas, Texas on March 17th 1979, and they had two beautiful children (Reginald White and Alysha WhiteThompson).

He was a devoted husband, father, grandfather, brother, uncle, mentor, and friend. Ronald enjoyed traveling with his family, hosting family gatherings, and attending the Dallas Cowboys, Dallas Mavericks, and Texas Ranger games. Ronald also loved teaching his children how to be advocates for their community and become successful entrepreneurs.

Ronald served in various executive positions in his professional career. He started out as an auditor in Chicago, Illinois for Laventhol and Horwath then moved to Dallas, Texas as a comptroller for the Day Realty Company. Ronald continued his career at The Pro-Line Corporation serving in positions such as comptroller then advancing to executive vice president of the company. From Pro-Line, Ronald became an entrepreneur and started the Hay-White clothing company with Mr. Ron Hay. The Hay –White company sold clothing in

multiple boutiques and acquired a manufacturing contract with J.C Penney. From the Hay – White Company, Ronald purchased an insurance agency later becoming the Ronald White Insurance Agency –Nationwide Insurance. The Ronald White Insurance Agency had offices in Duncanville, Lancaster, Desoto, Garland and Dallas, Texas. Ronald was awarded and recognized as a Hall of Fame agent, Champion agent and President’s agent in Nationwide Insurance numerous times throughout his career. His greatest accomplishment with Nationwide Insurance was achieving the prestigious award of the million dollar round table.

Ronald was very active in the Duncanville, Texas community where his children attended school. He proudly served on various boards such as the Duncanville Chamber of Commerce, Economic Development Board, Duncanville Education Foundation, Athletic Booster Clubs,

and was a proud sponsor of many Duncanville athletic and educational programs in the Duncanville Independent School District. Ronald was an avid businessman and loved serving his community with his gifts.

Ronald was a proud and devoted member of Concord Church and became a deacon on May 22nd 2016. He is survived by his wife of 43 years, Sharon White, son, Reginald White (Farrah), daughter, Alysha Thompson (Jonathan); his grandchildren, Chancei and Joshua White; five siblings: Laura E. Medlock (Ardell), James White (Toni), Doyle White (Patsy), Gladys Sterling (Charles), and Alfred White (Judy); as well numerous nieces, nephews, cousins, and other family and friends.

He is preceded in death by his parents, Reverend Jethro and Georgia White, Sr. and his oldest brother, Jethro White, Jr.
