MESSAGE FROM THE UXBRIDGE FIRE DEPARTMENT As the spring weather arrives residents are encouraged to be very cautious when burning winter and yard debris.

The dried grass and the spring breezes can result in a controlled fire becoming a large out of control fire in mere seconds which may cause severe damage to life and/or property.

The Township requires all persons who wish to burn must obtain a PERMIT to have an open fire, comply with the burning by-law, and follow the requirements listed on the back of the permit.

Burning in a barrel or an approved appliance must conform to the By-law 2007- 209.

A permit is not required when burning is confined to these devices; however you must call the number noted below to ensure burning is permitted.

Burning Permits can be obtained from the Municipal Office at 51Toronto Street South or the Fire Station at 17 Bascom Street during normal business hours. Please note there may be times during these hours that fire station administration offices may be closed.

Prior to burning residents must call 905-852-9038, every time they wish to burn to ensure burning is permitted.

The Chief Fire Official may revoke all burning privileges if the weather conditions are not appropriate for safe burning.

UXBRIDGE -- If the Province continues with an aggressive phosphorus reduction strategy in Lake Simcoe, it may put significant pressure on Uxbridge’s capacity to treat water sewage, said one Region official.

John Presta, director of environmental services for Durham Region, spoke to Uxbridge council March 28 to provide an update on the Uxbridge sewage treatment plant.

According to the Region, the Uxbridge plant’s service population is 13,000, but due to recent phosphorus reduction legislation by the Province and other service demands on the plant, it cannot be expanded for further discharge to the Uxbridge Brook.

“We know we have limited opportunity for plant expansion and further discharge,” he said.

The intent under the Province’s Lake Simcoe protection plan is to reduce the phosphorus load from stormwater and sewage treatment plants, such as the one on Main Street North in Uxbridge, from 72 tonnes to 44 tonnes.

“If the Province continues to focus on phosphorus reduction at municipal treatment plants, it may cut current capacity in half,” said Mr. Presta.

“So it will be a struggle to maintain who we currently serve, let alone adding more people,” he said, adding he couldn’t say for certain whether the Province will continue with

its current strategy.

Many on council voiced concerns that municipalities were being unfairly targeted by the plan.

Mayor Gerri Lynn O’Connor questioned whether the legislation was being applied equally to both sides of Lake Simcoe.

“I want to know why the Province is only concerned about phosphorus loading on the east side of the lake but not the west side,” she said, referring to extensive development on the opposite side of Lake Simcoe.

Regional Councillor Jack Ballinger raised the prospect of routing some of the treated water to Kennedy Fields, similar to the system that irrigates the Wyndance golf course. However, Mr. Presta noted that an environmental assessment would have to be completed first, while storage would have to be added at the site.

He also noted the Wyndance system services 125 homes, as opposed to the Uxbridge plant, which sends out a large amount of effluent.

Another challenge facing the Uxbridge plant in the near future may come from a decrease in water flow that will likely increase the concentration of solids in the raw sewage and affect the plant’s overall efficiency, added Mr. Presta.

Meanwhile, he said the Uxbridge plant will need an optimization study to measure current performance, and a filter, which will cost $1 million and is already earmarked in the Region’s budget, will need replacement to carry out performance testing.

There will also be a Region review of the Ministry of the Environment’s direction for all water treatment plants in the Lake Simcoe basin to see how it will affect the Uxbridge plant.

UXBRIDGE -- A local service group is looking to Uxbridge residents to help out with some serious heavy metal.

The Rotary Club of Uxbridge will be hosting its third annual scrap metal day where residents can take unwanted items made of scrap metal at no charge to the Uxbridge arena parking lot, 291 Brock St. W., on Saturday, April 16 from 9 a.m. to noon. Items that can be donated include aluminum and cast iron lawn furniture, pop and food cans (bagged), fridges, stoves, washers, dryers, sinks, freezers, metal tables, pots and pans, metal window and bed frames, antennas, satellite dishes, tire rims, electric motors, car batteries and more.

The Rotary Club is again teaming up with Port Perry Salvage and the club will receive a cash donation for the items based on weight, said Steve Mills of the Rotary Club.

Proceeds from the sale of the scrap metal will go to support the Rotary Club’s local and international programs.

“They’ve been a good partner since we started,” said Mr. Mills, who added the event is a good way to recycle scrap metal while supporting a good cause in the process.

Nuclear power support abides in Durham Region The collective and influential voices of business leaders in Durham are offering their support to new nuclear construction in Clarington.

The Clarington Board of Trade spoke persuasively and forcefully before the federal panel conducting hearings on the proposed construction of two new reactors at the existing Darlington site, citing strong local support from citizens, farmers and business leaders.And the numbers they brought to support their position are staggering: 3,200 skilled construction workers to build the facilities, a $7.5-billion boost to local GDP during construction, and an annual $860

them to grow while turning out graduates who will provide the skills and expertise needed at the expanded Darlington site.

Furthermore, a new build will lure related industries and suppliers, which will further add to local economies and provide additional job opportunities. On the whole, the board of trade’s effort before the federal panel was an accurate reflection of abiding support in the community -- and Durham Region -- for the ambitious nuclear build being considered. Survey results came back strongly in favour and showed a keen awareness of the economic benefits offered.

Residents have lived alongside the Pickering plant for 40 years and in close proximity to Darlington for approximately half that time and have built lives and raised families.Expansion at Darlington will further establish Durham as a nuclear power centre, set the stage for economic prosperity and provide high-paying jobs for a generation of men and women.

It’s time to move forward on the project and take the next step. Clarington business leaders and the vast majority of Durham Region residents support the industry and want to see the new reactor construction take place sooner rather than later. Build it.

A little TLC would help at park

Putting nuclear plans on hold isn’t wise

To the editor: Re: ‘Four Uxbridge parks could lose play equipment’, news, durhamregion.com, March 28, 2011.

I think the town is being a little shortsighted and contradictory with the move to consolidate parks.

On the one hand, all levels of government are telling us to get out of our cars and enjoy our local communities and then tell us to get in our cars can go to a “destination park” (one of the deciding factors for our move to Uxbridge was the proximity of the South Balsam Park to our new house).

The kids love it and go as often as they can.

If the Town would repair the fence and trim the overgrowth, more people would notice that the play structure is there and use it.

I’d like to see what it costs the Town to “maintain” the South Balsam Park as to me it certainly looks like they spend very little, if anything, on maintenance.

If it’s a labour cost issue, I’m sure that the local parents would be willing to spend a morning trimming back the brush or fixing a fence, just provide the materials and we’ll get it done.

With all of the attention being paid to nuclear energy lately, especially these past few days, it is not surprising to see Greenpeace advise against the development of two more nuclear reactors –- now, or ever. While there is absolutely nothing wrong with continued internal safety review, some have neglected to remember that this is not Japan.

In other words, the reactor design used here in Ontario has been proven to be the safest in the world and we are not located in a seismic hotbed similar to the Japanese.

We use a much different reactor than that of the “Boiling Water Reactors” in Japan.

We should not risk thousands of local jobs, stable and efficient energy production, and potential power outages because other countries have postponed their nuclear plans.

For me, this is a knee-jerk reaction.

While other sources of renewable energy production should continue to be explored and, indeed, furthered, putting our nuclear plans on hold is simply not a wise option.

Durham riding candidates divided on Darlington

Most are in favour of nuclear power CLARINGTON -- This week, the federal panel evaluating the environmental assessment of the new nuclear reactors at Darlington will be wrapping up the final days of the public hearing on the project.

If the federal government accepts its findings, the panel could decide whether to issue a licence to prepare the site before the end of the year. The Times-Journal asked the Durham federal candidates to share their opinion on the new reactors proposed for the Darlington plant.

Grant Humes - Liberal Mr. Humes said he was “in complete favour” of the new reactors proposed for the local nuclear plant. The expanded Ontario Power Generation plant will be a driving force for economic development in the Durham riding and bring a high number of jobs, he said.

“At the end of the day nuclear is a part of our energy puzzle ... It’s necessary -- it may be a necessary evil. I believe in the resilience and adaptability of mankind in dealing with issues,” said Mr. Humes.

He added Canada can’t turn its back on nuclear energy if it wants to remain competitive with the rest of the world. Mr. Humes wants to see the federal and provincial governments working together to move the project forward.

“They could put the shovel in the ground tomorrow if there was some goodwill. It would just put the stroke of a pen and we could put a lot of people to work,” said Mr. Humes.

“Why is it back on the table?” asked Mr. Leahy.

“It’s a real puzzle.”

Mr. Moriarity said he supports the new reactors at Darlington, largely because he “supports low-cost energy”. He pointed to the high feed-in tariffs used for wind and solar power.

“To me that’s a waste of taxpayer money,” said Mr. Moriarity. “I also support (the new reactors) because it’s one of those things that has a unique opportunity to bring a large number of high paying jobs.”

He said he expects the expanded OPG industry to bring a boost to the local economy overall -- from housing prices to municipal and provincial governments revenue.

The Green Party does not favour new reactors for Darlington, said Mr. Leahy, arguing that increased conservation efforts could minimize, or even eliminate, the need for nuclear power. “We can do far better by reducing our energy use by improving our energy efficiency,” said Mr. Leahy.

“Real simple things” such as installing motion-detectors to control numerous lights left on throughout the day in hallways and stairwells would go a long way towards trimming energy consumption, stressed Mr. Leahy. Improvements to insulation and windows in buildings would also help, added the Green Party candidate.

Those changes, he estimated, would most likely save about a quarter of all energy used.

He questions the need for more nuclear power.

Mr. Leahy also said that nuclear energy is the most expensive type and added that “cost overruns for new reactors and maintenance are astronomical.”

He also questioned why the Ontario government, which said in 2009 it would not consider additional reactors, is interested once again in nuclear power.

Bev Oda (incumbent) - Conservative The opportunity to create thousands of high-paying jobs and a solid reputation for safety are reasons why Ms. Oda is a “big supporter” of additional reactors proposed for the Darlington nuclear site.

The incumbent Conservative MP said her party supports nuclear power and believes it must be part of the energy generation mix that Ontarians rely on.

“I’m particularly supportive of the Darlington refurbishment and new reactors primarily because it’s been a part of our community for 20 years and it offers a lot of good employ-

ment and we’ve hosted it safely over that time,” said Ms. Oda. Citing OPG figures, Ms. Oda said construction of the new reactors is expected to employ 3,800 people while operating and maintaining the new power plants will result in 2,800 new hires.

Expanding and refurbishing the Darlington plant is also good news for the region’s postsecondary school institutions, she said, adding it could create more research and development opportunities for nuclear engineering students at Durham College and the University of Ontario Institute of Technology.

“Right now this area of Durham with Pickering and Darlington is the centre of nuclear power generation in Canada and it’s something we can capitalize on,” said Ms. Oda.

Tammy Schoep - NDP Ms. Schoep said, via e-mail, that the jobs created in the community by the project would be very welcomed and a good sign the economy is improving.

She said the earthquake in Japan has raised questions about whether nuclear power is safe and the right way to go.

“There are obviously safer alternatives with no hassle of what to do with radioactive byproduct. Those technologies are still in their infancy and we still have a long way to go before they are going to be the obvious and easy answer,” said Ms. Schoep.

She said the NDP is prepared to make a commitment to subsidize these new initiatives moving forward, rather then the money spent subsidizing the fossil fuel and nuclear industries.

“Once these renewable energy sources start being implemented it will be a priority to ensure our workforce is trained for these new good paying jobs in renewable energy,” said Ms. Schoep. “It is time for Canada to stop ignoring the issue and embrace it, and become leaders in the new “green” economy.”

Spring, it appears, has sprung. Yes the crocuses are finally peeking out and the odd robin has even been sighted. The real harbinger of spring, however, is the release of the new automobile lineup. And by the looks of things, this year plans to be nothing short of jaw-droppingly fantastic.

With fuel prices skyrocketing and the polar ice-cap melting faster than a Creamsicle on Labour Day, the big push is on for affordable alternative-fuel vehicles. And, thanks to some remarkable innovation, consumers now have a wide field of ‘green’ to choose from.

Leading the pack is the new Ford Rage. A car that literally runs on ‘Profane’. A sensitive microphone in the dash picks up every fourletter expletive uttered by angry, gridlocked drivers and converts this negative energy into combustible, zero-emission fuel. The more annoyed you get, the better your mileage. After initial test trials on the DVP during morning rush hour, most vehicles had to be equipped with emergency overflow caps on

According to focus groups, most people would like to drive a green vehicle but, consistently, one of the major roadblocks to doing so is, ironically, the very technology that makes the vehicle green in the first place.

Consumers are intimidated by the complexity of these cars. In response to this fear, GM has brilliantly jumped into the market with the release of the Chevy Dolt. A plug-in electric vehicle designed for, to quote the press release, ‘drivers who don’t have the brains to pound sand down a rat hole’.

The Dolt does it all. Onboard computers constantly monitor vehicle performance and maintenance schedules, automatically phoning the nearest service outlet, doctor and dental offices and pre-booking appointments for you. For a small upgrade fee, the vehicle will also electronically file your taxes.

A hands-free laser guidance system takes control of the vehicle the moment you pull into your driveway, and docks the car safely into the power station, leaving the driver free to pick his nose or have another go at tying his shoelaces.

But that’s not all. The Dolt comes equipped with an electronic eye in the front and rear bumpers as well as both side panels, giving the vehicle’s navigational computers a 360-degree view of surrounding traffic. All Dolts ship in the factory-set default ‘Dunce Mode’ which allows the computer to take over handling of the vehicle when it senses the driver is following too close, speeding excessively or dawdling in the left-hand lane.

Unless, of course, it senses it’s driving along-

side a Ford Rage, in which case it will automatically do its part for the environment by cutting that vehicle off. ‘Dunce Mode’ can be over-ridden but not without first passing a Grade 5 literacy test. Safety first.

Finally, savvy consumers want more and more from their vehicles and options are always high on their list. This year’s autos do not disappoint in the frills department, with models from all major manufacturers coming standard with everything from leather upholstery to Heads-Up Navigational systems. Head and shoulders above the crowd however, is the Nissan Boomer, with its stateof-the-art mid-life health package, the jewel of which is the impressive ‘car-lonoscopy’.

Every 50,000 kilometres, whether you need it or not, the vehicle does a complete gastrointestinal scan of anyone over 50 in the car.

That’s progress.

UXBRIDGE -- The Uxbridge Fire Department had a busy year in 2010, responding to more than one call per day on average.

Uxbridge fire crews responded to 439 separate incidents last year, ranging from motor vehicle collisions, fires, downed hydro wires and reports of hazardous materials.

“It was a busy year,” said Uxbridge Fire Chief Scott Richardson.

The responses included 139 motor vehicle collisions, 119 SCOTT medical responses, RICHARDSON 51 alarms, 42 carbon monoxide alarms, 38 fires, six vehicle fires, two calls for hazardous materials and 52 other calls that included wires down, lift assist and 911 unknown.

The fire department also responded to 17 calls in Scugog Township, including 12 motor vehicle collisions, two fires, one alarm, one medical and one other response, which fell under the fire protection agreement between the two municipalities.

There were an additional 92 incidents attended by the Whitchurch-Stouffville (59) and East Gwillimbury (33) fire departments that fell under the fire protection agreement with Uxbridge.

Of the 38 fires outlined in the report, 21 resulted in a collective fire loss amount of $3.5 million, while one fire alone resulted in $2 million worth of damage.

The fire department responded to two barn fires, a feed supply facility, two residential structures and one commercial/residential property.

Chief Richardson also noted that one resident died as a result of a fire in a home in 2010.

The fire department performed 338 inspections and 31 public education events among other duties that included issuing fire permits, investigations, burning complaints and fire safety plan reviews.

Meanwhile, Chief Richardson said information contained in the annual report will be used to generate a new fire master plan for Uxbridge and include information about a potential new fire hall.

The master plan, which was last updated in 2006, will assess fire protection needs in Uxbridge with the aim of strengthening the Township’s ability to provide effective, efficient and safe fire protection services.

Uxbridge Youth Centre receives Ontario Trillium grant UXBRIDGE -- The Uxbridge Youth Centre has received a $109,400 grant from the Ontario Trillium Foundation.

Youth centre director Vanessa Slater said the grant will be used to enhance programming, including a skills program providing youth with real job training that can lead to sustained employment.

There are also plans to enhance the acoustic equipment at the centre to provide opportunities for youth musicians,

writers and poets to perform live.

The grant will also be used to strengthen the youth centre’s sustainability efforts through enhanced fundraising and policy development, which includes a policy and procedure update.

This is the second Trillium grant received by the youth centre, which was the recipient in 2008 of a grant to assist in opening the facility and for programming over two years.

The most pervasive rumour is about antiperspirants causing breast cancer. Many indepth studies have been carried out on this subject and researchers have concluded that the risk of breast cancer does not increase with the use of antiperspirants or deodorants. The principal role of perspiration is to regulate body temperature. Its absence does not lead to negative effects on the human body and definitely does not cause cancer.

Another false rumour concerns the reuse of disposable water bottles, which supposedly

release toxic substances. The only risk which the reuse of these bottles incurs concerns hygiene. If the bottles are not properly cleaned and dried, harmful germs could grow causing vomiting and diarrhea if ingested. Indeed, the same thing could occur with other containers, disposable or otherwise, without causing cancer.

There is no need for concern regarding food additives, sunless tanning products, oyster sauce, soya sauce or feminine tampons either.

Walk for epilepsy awareness in Durham Annual fundraiser and walk in support of local programming DURHAM -- People can show their support for epilepsy awareness in an upcoming fundraiser and walk.

Epilepsy Durham Region, the Oshawa Kicks Soccer Team and supporters of people with epilepsy are participating in an annual fundraiser and walk on Sunday, April 17 at 10:30 a.m.

The event is planned to raise funds for local programming that supports people with epilepsy in Durham Region.

The event features a five-kilometre walk that is designed to be achievable even for unexperienced runners or walkers.

Stars celebrate OMHA title

Minor Bantam A beat Woolwich in five games UXBRIDGE -- After winning their playoff series 3-1 against the Stouffville Clippers, the Uxbridge Motorsports Marine Minor Bantam A Stars advanced to the OMHA championship final series against the Woolwich Wildcats.

The series opener in Woolwich saw these two top teams meet for the first time. The Stars continued their winning ways, defeating the Wildcats 3-1. The next day in Uxbridge, the Stars faced a more determined opponent. The disciplined Woolwich team defeated the Stars 4-2, much to the dismay of the fans who packed the house at the Uxbridge Arena.

The following weekend saw the Stars return to Woolwich for Game 3. The Stars found themselves behind 4-2 in the third, but they popped two quick goals to tie the game 4-4. With just over three minutes to go, the Wildcats scored the winner to take a 2-1 series lead.

The fourth game in Uxbridge was a must win. The noisy home fans filled the stands. The Stars played strongly in all aspects of their game and outperformed

the Woolwich team with a strong 4-1 win sending the series back to Woolwich tied 2-2.

The fifth game saw Uxbridge dominate the Woolwich Wildcats. The team came together in an offensive blitz and had a 5-0 lead at the end of the second period. The defence shut down the Wildcats scoring opportunities and any pucks that did get through were smothered by the Uxbridge netminder. The teams

traded goals in the third and the Stars went on to a 6-1 victory to capture the OMHA championship.

The players are goaltenders Alec Brown and Jake Wilson, playing defence are Sean O’Reilly, Wes McGann, Tyler Baker, Thomas Sheedy and Kenny Robson. Playing centre are Connor Evans, Quinn Eden and Dylan Pollard, and the wingers are Greg Rogers, Ethan Ravestein, Isaac Allison,

Robert Freckelton, Nick Thomakas and Owen Scuralli. Alec Williamson and Toby VanVeghel, called up to help the Stars, also contributed in this huge series win.

This OMHA championship could not have happened without the strong support and coaching by head coach Cliff Freckelton, assistant coaches Tim Evans, Bill Rouse and Tim Jones with team manager Tracy Evans.

OSHAWA -- If the Oshawa Generals are going to keep this playoff run alive, they’ll likely have to do it in a whole different fashion now that the second round is upon us.

The Generals ran roughshod over the Kingston Frontenacs in the Ontario Hockey League’s Eastern Conference quarter-finals, averaging more than six goals per game as they walked away with the series in five games.

The only sign of the jitters that might have been natural for a team with so little playoff experience came in Game 4, when they failed to complete the sweep in Kingston, falling 7-4.

But they rebounded impressively Friday at the General Motors Centre, cruising to a 6-2 win and advancing to the conference semifinals against the Niagara IceDogs, beginning Thursday in St. Catharines.

In the IceDogs, it’s safe to assume, they will meet a team that will not be coughing up six goals per game, or even anywhere close in all likelihood.

The IceDogs allowed only 2.90 goals against per game in the regular season, second best only to the Mississauga Majors, and a meagre three goals in a firstround sweep over the Brampton Battalion.

A good part of the reason for that is goalie Mark Visentin, who

led Canada’s junior team to a silver medal at the world junior hockey championships, and who sported a 2.52 GAA in the regular season.

“He’s one of the best,” Generals coach/GM Chris DePiero said of Visentin, shortly after Friday’s win. “You know what, we’re just going to have to find ways (to score).”

But Niagara is a team that also matched the Generals’ offensive output during the regular season, with both teams averaging just over four goals per game, so there’s a whole lot more than Visentin to worry about, DePiero pointed out.

“They’ve got some good firepower up front, they can score

goals and they’ve got depth at scoring goals,” he said. “They go three lines deep, they have strong defencemen and they’ve got the world junior goalie in net, so we’ve got our work cut out for us.

It’s a great challenge.”

The first round, surprisingly, didn’t really seem like much of a challenge for the Generals, who jumped out to a 3-0 series lead and out-scored a more veteran Kingston team to the tune of 32-17 all told.

Game 2 of the series against Niagara will be in Oshawa at the GM Centre on Saturday at 7 p.m.

The other conference semifinal features the league-leading Mississauga Majors against the Sudbury Wolves.

TORONTO -- Oshawa native Andre Talbot has decided to hang up his football cleats.

The former Toronto Argonauts and Edmonton Eskimos receiver made the announcement last week through his Facebook page, calling it quits after 10 seasons in the Canadian Football League.

“I have given my official retirement notice to the Eskimos and the CFL. After 10 great years, I am now energized and inspired to go in a new direction,” the 32 year old stated in the post. “I want to thank the Argonauts and Eskimos organizations, all my teammates and opponents over the years and, most importantly, all the fans who rooted me on and who will continue to motivate and inspire young players of today.

“I am forever grateful.”

Words of thanks and congratulations soon poured in on the page from fans, former teammates and those Talbot lined up against over the years.

Drafted by the Argonauts following his university career at Wilfrid Laurier, Talbot spent the first nine seasons of his career in the double-blue before a trade sent him to Edmonton where he played last season.

After battling injuries in his first few seasons, Talbot put together a career year with the Argonauts in 2008, catching 76 passes for 915 yards and earning Toronto’s nomination for the CFL’s top Canadian award.

Injuries got in the way of building on that career year, however, as he missed most of the 2009 season.

IRELAND, Gerald - After a long and courageous battle with Alzheimer's Gerry died peacefully at the age of 79, Wednesday March 30th, 2011 at Parkview Home, Stouffville Ontario. Predeceased by his wife Shirley Little, He leaves his dearly loved children Carol (Philip), Jeffrey ( Donna), grandchildren Brett and Laura.. Also mourning the loss is his sister Eileen, brothers Donald (Joyce), Douglas (Madeleine deceased), Dennis(Rita). Brother in Law Brian Little and Sister in Law Barbara (Bill) Essex England. Gerry was an avid Horticulturist which eventually lead to him being a partner in Newmarket Garden Centre and Flower Shoppe. Gerry and Shirley loved Children and were long time foster parents to many over the years. At Gerry's request cremation has taken place and a private family memorial will be held in Uxbridge Ontario at a later date. In lieu of flowers the family is requesting donations to the Alzheimer's Society. "What we have once enjoyed we can never lose; all that we love deeply, becomes a part of us" (-Helen Keller-).
