Rising grocery costs add up for Uxbridge food bank

UXBRIDGE -- A jump in grocery costs and an increased number of people seeking help have forced the Uxbridge food bank to spend about $800 more each month to feed those in need.

UXBRIDGE -- Bev Northeast successfully lobbied her Uxbridge council colleagues on Friday into endorsing a recount after she lost her seat in the Oct. 27 election by 22 votes. At a special council meeting on Nov. 7, Uxbridge councillors voted 3-2 in favour of reviewing the results of the Ward 1 election. Councillors Pat Molloy and Pat Mikuse voted in favour of the recount while Jacob Mantle and Gord Highet were opposed. Uxbridge Mayor Gerri Lynn O’Connor broke the tie by casting a vote in favour of the recount. Pamela Beach garnered 531 votes in the Oct. 27 election while Coun. Northeast saw 509 ballots cast in her favour. Blair Emmerson captured 152 votes.

The Uxbridge Loaves and Fishes Food Bank now spends an average of $5,000 each month to help feed the 90 or so households it supports, which is about an $800 increase over a year ago, says food bank coordinator Julia Fraser. “We purchase food on sale as much as possible and we have a very good relationship with the local merchants,” she said of the food bank’s purchasing strategy. Increased grocery costs are a trend across Durham and the regional health department has the facts and figures to back it up.

UXBRIDGE -- The annual community toy drive in Uxbridge will launch on Friday, Nov. 14. The Christmas toy drive and food hamper committee has been meeting in anticipation of this year’s program and to ensure the message gets out to members of the community, they have planned a kickoff campaign at 11 a.m. at the Uxbridge Canadian Tire outlet, 327 Toronto St. S.

The toy drive van will participate in this year’s Santa Claus parade on Nov. 22 and residents are urged to take a new, unwrapped toy to the parade, while a few days prior to that, at the BIA AGM on Nov. 18 at 7 p.m. at the Uxbridge Township offices, the van will be on hand and open for donations. Members of the public can visit the toy drive website, www.uxbridgetoydrive. com, to request a donation or make a donation. Organizers have noted that they are always in need of donations for teenagers and infants and that a full list of items needed will be posted on the website prior to the launch on Nov. 14. “Cash is always welcomed as well. It enables us the opportunity to fill any voids we may have,” Uxbridge Canadian Tire owner and toy drive committee member Pat Higgins said in an e-mail. The committee is asking residents to have their donations in by Dec. 20, which will allow appropriate time to pick up, sort and distribute toys ahead of Christmas.

Two-year pact agreed to by agency, CUPE members

NORTH DURHAM -- Community Living Durham North and its unionized employees have agreed on a new labour contract, averting a possible service disruption. The two sides reached a tentative agreement around 3:15 a.m. on Nov. 6 and the union ratified the deal a day later. The two-year contract is retroactive to April 1, 2014. “It’s a good deal, it’s a fair deal,” said Glenn Taylor, the executive director at CLDN. “It will help us maintain our quality services and improve them.” If no deal was reached, CLDN would have been in a legal position to lock out works and its employees would have been in a legal position to strike at midnight on Nov. 6.

Cops looking for $183 million budget in 2015, up 3.3 per cent over this year DURHAM -- Ongoing personnel costs and the replacement of aging vehicles are among the factors behind a projected increase in the Durham police budget for 2015. A recent report to Durham’s police services board estimates the 2015 budget at $183.63 million, 3.3 per cent above the 2014 budget of $177.68 million. The early figures are based on a projected complement of 863 uniform cops and 306 civilians, costs that account for 82 per cent of the total budget. The

report notes that 3 the officers’ collective bargaining agreement expires at the end of 2014. The last contract saw officers receive increases ranging from 2.9 per cent in the first year to 2.5 per cent in the final year of the four-

year deal. Several other expenditures are projected: • It’s expected a new mobile command vehicle will be required at an estimated cost of $385,000. The current mobile command vehicle, a full-size motor home, is 12 years old. • Also recommended for replacement are two prisoner transfer vehicles, one of which is 15 years old. The price to replace the older vehicle is $165,000, according to the report. In addition, there is a need to replace one of the service’s forensic identification scene trucks at an estimated cost of $137,000. • The report notes that 24 marked cruisers, in service since 2011, are in need of replacement. But the fleet will be replenished over two years, it says. • The service will pay $11.1 million to service debt in 2015, the same as in 2014. A finalized budget will be presented to the police services board in December. The budget will go to regional council in January.

Uxbridge health team gets money for Ghana mission UXBRIDGE -- A local software development and services company has made a “significant” donation to an Uxbridge-led Ghana medical mission. This is the second year that the company, Scarsin, is participating in the Ghana Rural Integrated Development initiative, a Canadian Christian charitable organization that enables sustainable community development in Ghana, West Africa. GRID, an organization founded in 1970, has been helping to drastically improve the quality of life for Northern Ghanaians living in poor communities, by meeting their basic needs in a sustainable manner. GRID includes a number of programs aimed at

improving education, environmental protection, food security, health, water and sanitation, peace and women’s rights. Scarsin’s financial donation, while undisclosed, was called “significant” and “generous” by health officials involved with GRID. The funds will go directly to purchasing medical supplies for the Uxbridge-led Ghana medical mission’s health team, which travels to Northern Ghana to offer clinics to thousands of patients who cannot afford medical care. “We are grateful to receive such significant support from Scarsin. Because of the generosity of the Uxbridge community, along with the enormous efforts of our volunteers, our team has been able to provide

Uxbridge food bank costs soar as winter nears Just as residents across Uxbridge feel the pinch every time they go to stock their pantry, so too does the Loaves and Fishes food bank. It’s a struggle that most everyone feels every week or so when they visit the grocery store. That’s no different for the caring organization that does its best to put food on the table for those in our community who need a helping hand.

The Uxbridge Loaves and Fishes Food Bank now spends an average of $5,000 each month to help feed the 90 or so households it supports, which is about an $800 increase over a year ago, says food bank co-ordinator Julia Fraser. The number of clients assisted by the Loaves and Fishes food bank has gone up about 25 per cent over the past seven years and those numbers are continuing to escalate. “We have seen another increase in the number of clients visiting the food bank this fall; we are not yet sure what has caused the recent increase,” said Ms. Fraser. While the factors contributing to rising

food costs might be up for debate, there’s simply no arguing that it costs more to fill a stomach. According to the Durham Region health department’s 2014 Nutritious Food Basket report, the cost of a basic healthy diet in Durham has increased by 11 per cent from 2011. In fact, the report -- which surveyed the cost of 67 food items in nine grocery stores throughout Durham -- found it costs $182 per week or $789 per month to feed a family of four a basic healthy diet, based on recommendations in Canada’s Food Guide. More than ever, the food bank depends on the support of the community. The generosity of the Uxbridge community is well

Even the lowly toilet has its day once in awhile

We use them every day -- at home, school, work, restaurants, shopping malls, sports arenas -- yet we hardly ever think or talk about them. When we do talk about them we are embarrassed. You must admit we take the common toilet for granted. Why, then, is the toilet being recognized by the UN and Rotary International by giving it its own day -- World Toilet Day? This year on Nov. 19 we will recognize the common toilet as a real hero in the saving of millions of lives annually. This will be the 13th World Toilet Day. Why does the toilet rate such an important recognition? The reasons are not known or clear to everyone. The facts are these. One-third of the world’s population

We depend so much on the community.” With winter weather quickly approaching, food bank numbers all over Durham swell as seasonal jobs disappear and heat and hydro costs start to rise. It’s a cycle that happens every year, but one that is coming with more costs this year. For those who can, please give what you can, whenever you can. -- Uxbridge Times-Journal

In these areas 6,000 children under the age of five years die every single day from diarrheal diseases caused by lack of proper sanitation and poor hygiene practices. Diarrheal diseases kill more children annually than AIDS, malaria and measles combined. The World Health Organization estimates that one million children’s lives, under the age of five, would be saved if we could train them to simply wash their hands after they “do their business.” Lack of toilets at schools or privacy in toilets at schools prevent many young girls from going to school during their menstrual time. This leads to increasing illiteracy among young girls. One of Rotary International areas of focus is water and sanitation. When providing much-needed fresh water to those who need access to it, Rotary now includes the building of proper sanitary toilets and training in hand washing as part of the project. The toilet is truly a lifesaver. So, on Nov. 19 when you visit the bathroom, reflect on the importance of this device you are sitting on. Gratitude for the blessings of life reflected in the poppy I was running the dogs in a field a few days ago, the morning after our little dalliance with an early winter snowfall or, as it’s known in medical parlance, ‘premature precipitation’. The day was cold and damp; grey and melancholic with that depressingly low cloud cover so typical of November. The ground was wet and muddy and although

it didn’t slow the dogs down a whit, I found the going slow and treacherous. I didn’t like being out in this stuff. I was chilled and wet and my boots were dirty. I just wanted to get back home to my warm fireplace and perhaps an espresso and a cookie or two. And then, right in the middle of that smug little notion, I thought about Remembrance Day. And hard on the heels of my petulant little inner dialogue of how cold I was and how dirty I was, came a whole whack of thoughts about things that I wasn’t. I wasn’t under shell fire. I wasn’t dressed in soaking wet wool or hopelessly thin cotton fatigues; my feet alternately rotting from trench-foot or freezing from exposure. I wasn’t desperately clinging to a mud-clogged rifle with fingers so frigidly useless I couldn’t pull the trigger if I had to. I wasn’t waist deep in snow or malarial ooze or shell-crater scum. I wasn’t surrounded by the dead and dying. I didn’t have to kill another person and no other person was trying to kill me. I wasn’t

bleeding out. I wasn’t gasping for air inside the oven of my tank turret. I wasn’t terrified into incontinence. I wasn’t praying to God to put me anywhere but here. I wasn’t parachuting into a night sky teeming with white-hot flak and phosphorous. I wasn’t a thousand miles from the people I love. I wasn’t so parched with terror and exhaustion that I couldn’t spit. I wasn’t witnessing things I could never forget. I wasn’t a prisoner. I wasn’t tortured. I wasn’t enslaved. I was alive and free and whole with the very real and wonderful expectation of someday dying, not on a bloodied beach, or in some faraway jungle or strange, hostile land, but peacefully, in my own bed, surrounded by friends and family. I remember as a kid, for a long time, experiencing the very real fear that someday I would have to go to war. My grandfather had gone to war and many people of my parents’ generation too had gone to war. It seemed reasonable to assume then, that I too, would have some cataclysm visited on me. Some inescapable, black horror that would suck my young life into it

and grind me down or destroy me entirely. At 54, I realize how incredibly lucky I have been. I have lived a life of safety, happiness, health and abundance. What is more, my own children have every reasonable expectation of finishing their days in peace as well. Given our species’ history, this is an amazing thought. But this remarkable good fortune is not the result of happenstance or good luck. It has been bought and paid for. The generations of men and women who have sacrificed their own safety, happiness, health and abundance in the global blast furnaces of two world wars and numerous other conflicts, were and are the currency exchanged for the blessed peace most of us now enjoy. Please think about that in the days ahead. Wear your poppy not because you think you have to, but because you are conscious and aware of the road others have traveled to get ourselves and our children to this beautiful, golden place. -- Durham resident Neil Crone, actor, comic, writer, saves some of his best lines for this column.

For a family of four on social assistance, such as Ontario Works, the percentage of income spent on food spikes to 37. When rent is included, a family on Ontario Works is spending 92 per cent of their income on food and shelter. The Ontario Society of Nutrition Professionals in Public Health and the Ontario Public Health Association recommend some solutions for the problem, including: legislation for subsidies and tax incentives to support the agri-food sector; and for the short-term, implementing a $100-permonth healthy food supplement for social assistance recipients.

PUBLIC NOTICE

The Regional Municipality of Durham is preparing an update to its Transportation Master Plan (TMP) to address long-term transportation needs through 2031. The TMP update will focus on all modes of transportation, including walking, cycling, public transit, auto travel and goods movement, and will build on the achievements of the current Durham TMP that was approved by Regional Council in 2003. The study will be conducted in accordance with the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessment which is an approved process under the Ontario Environmental Assessment Act.

What is a Transportation Master Plan?

A TMP is a strategic planning document designed to define the policies, programs and infrastructure changes required to meet future transportation needs. It will address planned future growth in Durham by developing a transportation system that balances the need for road network expansion with more transit services, cycling and pedestrian opportunities, while enhancing safety, promoting sustainability and reducing environmental impacts.

In addition we invite you to attend the first of three rounds of Public Information Centres (PICs) to discuss the future vision of transportation in Durham. know it’s a candidate’s privilege to ask for a recount. “It wasn’t a special privilege given to me, it’s a right I have for a recount.” The veteran councillor -- she’s represented Ward 1 for 23 years -- stressed she doesn’t believe there was any foul play in the election process, but is only asking for a recount at the request of her constituents.

“There’s no reason to believe there’s a fault in the system,” said Coun. Northeast. “It’s because the (difference) is 22, and I’ve been asked by a number of residents to ask for a recount.” A recount must take place within 15 days of council voting in favour of reviewing the results. No date has been set for the recount.

Ms. Beach welcomed the recount but 11 questioned the cost of the election review. “I have all the confidence in the recount, that the numbers will be the same,” she said in an e-mailed comment. “But, it is a shame that the taxpayer (will) have to foot the $8,000 to $10,000 bill.” Uxbridge clerk Debbie Leroux expects the tally for the recount to exceed $5,000 after the costs of programming the vote tabulator and legal and staff costs are factored in. While a recount date will depend upon the availability of a tabulator, Ms. Leroux hopes to have the results reviewed by the end of this week or early next week. Uxbridge-Scugog animal shelter hosting third annual Gimmie Shelter Gala NORTH DURHAM -- The new animal shelter for Uxbridge-Scugog is holding its third annual Gimme Shelter Gala Saturday, Nov. 15. The event is set for Mill Run Golf Club in Uxbridge and serves as the organization’s flagship fundraising event. Organizers say it’ll be bigger and better than ever this year, featuring food, entertainment and prizes while helping to raise money for the construction of the new animal shelter on Lakeridge Road, which will serve the Uxbridge and Scugog communities. Changes coming to Durham Catholic school board’s French programs

DURHAM -- Students in the Durham Catholic District School Board’s French programs can expect some shakeups next fall. At a special meeting on Nov. 3, trustees voted to add new programs and relocate existing ones, with all changes slated to take effect September 2015. New French immersion programs will be added to the unnamed Catholic school in north Oshawa and St. Joseph Catholic School in Uxbridge. Schools in Ajax will see some shuffling -- French programs at Mother Teresa Catholic School will move to the new “single-track French centre” at St. Patrick Catholic School, shifting the kindergarten to Grade 8 English program at St. Patrick to St. Jude Catholic School. The changes were prompted by the board’s Discovery 2020 fiveyear strategic plan and a specific French program study that looked at demographic data, enrollment rates and best practices for other French programs in the Province. “The creation of a single-track French centre is an opportunity to enhance second language instruction for French immersion students,” says Anne O’Brien, director of education for the DCDSB. “By participating in this program, our students will benefit from a lan-

UXBRIDGE -- It’s quite a transition to be a player one day, and then a few years later, return to the team as the head coach. That’s the path Uxbridge Bruins head coach Geoff Hodgkinson followed, a former two-time captain of the Jr. C hockey club. But when he played, compared to now, times, they have drastically changed. The recent 15-game suspensions to a couple of OHL players for their abuse of the league’s social media policy brought to light just another detail that coaches and organizations have to deal with that wasn’t a part of the culture when they went through the junior hockey system. When Hodgkinson was playing for the Bruins from 1997-2001, the whole concept of rookie initiation and hazing was just starting to be reviewed as an element of a team’s culture that should be eliminated. “We were told about it, but it didn’t mean we stopped doing it,” he recalled of the practices that were accepted, but not approved of. “It wasn’t condoned in any way, but there was no punishment for it. “Nowadays, there’s punishment. It’s not just the individual that gets punished, it’s the

Now, as a coach, you have to make those rookies part of the team. They can’t be rookies anymore. They are rookies and in their first year, but the harassment and all the other stuff that goes on, it can’t happen anymore.” There’s also social media, where Hodgkinson stresses to his players that they are representing the Uxbridge Bruins in everything they do, on, and just as importantly, off the ice. “We address it on a regular basis,” said Hodgkinson. “It’s something early on in our team meetings, our parent meetings, we address that early on. All that stuff is unnecessary. We don’t condone it to a point we tell everyone to get off it. At the same time, we tell them their actions speak louder than words. “We’ll address it if something happens, at the same time, we have to nip it in the bud before something does happen. To say something is in writing, no, it’s more verbal.” When the recent incident in the OHL became public, it served as a good time to revisit the club’s policies, said Hodgkinson. “When that happened, we addressed it right away in our last team meeting. Things like that can’t happen. It’s a reflection of the Bruins.” So far so good, said Hodgkinson, as the club hasn’t had to deal with social media issues. On the ice, the Bruins split a pair of close games on the weekend, losing 3-1 on home ice Friday to Lakefield, but coming up with a 2-1 victory in North Kawartha on Saturday. Marco Mastrangelo had the lone goal in the loss to Lakefield, and he also scored in the win over North Kawartha, with Daryl Thomson netting the winner with just 15 seconds left in the third period. The split leaves the Bruins with a record of 9-5-2, just five points out of first place as the top five teams continue to jockey for position in the seven-team league. “As long as we can stay with those other four teams and make it a five-team race, we’re happy,” said Hodgkinson. This weekend the Bruins will get a chance to close that five-point gap, welcoming Central League-leading Port Perry on Friday for a 7:45 p.m. start. Sunday they will be on the road, travelling to Clarington.
