Consider factors that affect

mortgage rates By Connie Sutton Mortgage interest rates have a significant impact on the long-term cost of a home purchase. Saving a fraction of a percent on the interest rate can save a buyer thousands of dollars over the life of the loan. How is interest rate determined, and what factors affect the rate? Though the pandemic is currently a primary deciding factor, a mortgage rate is also determined by other elements, some within a buyer’s control. FACTORS BUYERS CAN CONTROL

Lenders adjust mortgage rates depending on how risky they deem the loan to be. When judging risk, the lender considers two factors. How likely will the buyer fall behind on payments, and how much money could be lost if the loan goes bad. These elements are otherwise known as a credit score and the loan-to-value ratio.

CREDIT SCORE

Lenders use credit scores to predict how reliable a person will be in the repayment of a mortgage. Generally speaking, consumers with higher credit scores receive lower interest rates than consumers with lower credit scores. Before mortgage shopping, a buyer should check their credit score and review their credit report for errors. It can take time to resolve errors on a credit report, so check credit early and often during the process. L O A N - TO - VA L U E R AT I O

The loan-to-value ratio is the mortgage amount compared with the home’s price or value. For example, for a buyer purchasing a home for $300,000 with a 20% down payment of $60,000, the mortgage will be $240,000. That means you are borrowing 80% of the home’s value, so the loan-to-value ratio is 80%. The overall level of mortgage rates is set by market forces and directly related to how the economy is performing. Brad Cook at Academy Mortgage says that COVID-19 and the resulting recession are a big factor in current rates. THE ECONOMY

Economic growth indicators, such as inflation and unemployment numbers influence mortgage rates. Higher economic growth levels tend to produce higher incomes and higher levels of consumer spending, leading to higher rates. When the pandemic led to stay-at-home orders last year, the resulting layoffs and furloughs

caused a recession forcing already low mortgage rates to drop. This resulted in what Cook described as a historically low rate, currently falling between 2.25% and 2.625% on a 30 year fixed loan. THE FEDERAL RESERVE

The Federal Reserve may not directly set the mortgage rates. However, establishing a rate has a significant impact on rates available to the borrowing public. The Federal Reserve raises and cuts short-term interest rates in reaction to broad movements in the economy. Though mortgage rates and Fed Funds rates move independently of each other, they usually move in the same direction. HOUSING MARKET CONDITIONS

Trends and conditions in the housing market also affect current mortgage rates. Right now, the Four Corners region is experiencing an all-time low in housing inventory. When fewer homes are being built or offered for resale, changes in the availability of homes and consumer demand affect how mortgage lenders set loan rates. OTHER FACTORS

There are various types of loans that lenders consider riskier. Loans on manufactured homes,

condominiums, second homes and investment properties tend to have higher rates. Other loan lenders may charge more cash-out refinances and adjustable-rate mortgages (ARM’s). A R E R AT E S T H E S A M E F O R A L L L E N D E R S ?

Mortgage rates can vary from lender to lender for a variety of reasons. For instance, no two lenders will have the same overhead costs, nor the same appetite for risk. Additionally, if a lender is nearing its capacity, they may keep rates slightly higher than necessary to keep from being overwhelmed. On the other hand, when business is slow, the lender might charge slightly lower rates to encourage business. THE BOTTOM LINE

Current mortgage rates in the Four Corners are tied to the basic rules of supply and demand while factoring in personal financial health. Potential buyers should strive to keep a healthy credit score, and shop smart when seeking a mortgage. Housing Solutions of Southwest Colorado Nonprofit organization directs residents to the right resources By Hunter Harrell

For most people, purchasing a home is likely the largest investment they will make in their lifetime. Luckily, the Four Corners region is filled with businesses and organizations that assist individuals with different aspects of buying and selling, including housing counseling. HOUSING SOLUTIONS OF SOUTHWEST COLORADO

Housing Solutions of Southwest Colorado is an organization that provides counseling, education and temporary assistance for regional residents across five counties in the state of Colorado, including Archuleta, Dolores, La Plata, Montezuma and San Juan counties. The nonprofit organization was founded in 1981 as a community action agency. Director Elizabeth Salkind said it was called Southwest Community Resources at the time, and the primary focus was connecting people to the right places to address obstacles related to low income and poverty in our communities. Over the years, the mission shifted to focus more on assistance with affordable housing, Salkind said.

PROGRAMS ADDRESS CRITICAL NEEDS

Today, Housing Solutions provides a variety of programs and services to address critical needs. Most of the programs have both eligibility and income requirements for participants. Across the five counties, there are 20 staff members who have received extensive and ongoing training to stay up-to-date on current rules and regulations. HUD-certified counselors work with individuals and families on money management and housing stability. Counselors are informed about fair housing issues and local subsidized housing programs. These professionals can guide clients through programs and offer assistance with applications and referrals. Housing Solutions can also assist low-income individuals, older adults and disabled

residents secure affordable housing in the private market through the Housing Choice Voucher Program. In order to keep residents housed in safe spaces, Housing Solutions also offers rehabilitation and repair services through low-interest loans that individuals can pay back over 20 to 30 years. Families can benefit by fixing important amenities such as leaky roofs, faulty electrical, heating, plumbing or septic systems, decaying exterior siding, a crumbling foundation and sagging floors. In addition to counseling, voucher assistance and home rehabilitation, Housing Solutions offers rapid rehousing and advocacy for unhoused individuals. It helps people experiencing homelessness to transition to stable housing. Families


that participate in this program pay 30% of their adjusted gross income toward rent while also working toward goals that help them achieve total independence and sustainability. ADVOCACY & ACTION IN THE COMMUNITY

The programs that Housing Solutions has implemented in the region help thousands of families every year. However, the work extends beyond providing resources and services. The organization’s employees and the board of directors are also advocates for affordable housing. The board includes three members from each county. Of those three representatives, one is the current county commissioner, one is a low-income representative and one is a business owner or manager. They provide important input and feedback to city officials and other organizations on developing neighborhoods dedicated to assist with affordable housing for every person, including those with disabilities or families on fixed incomes.

In nearly four decades, the nonprofit has collaborated with countless organizations in the region to expand the number of affordable housing units available to eligible residents. Some of their most recent community partners include Region 9 Economic Development District of Southwest Colorado, Women’s Resource Center and Volunteers of America. The group has an even longer list of local, state and national funders. PA N D E M I C R E S P O N S E

Recently, Housing Solutions has increased support for families facing housing instability or homelessness due to circumstances related to the ongoing pandemic, including illness or unemployment. Salkind said the rental assistance provided by Housing Solutions has tripled since March 2020. Housing Solutions is also part of the Community Emergency Assistance Coalition, which includes multiple agencies that provide one-time assistance to homeowners or renters to aid in recovery from a significant financial crisis. Between their

regular rental assistance program and the CEAC, program development director Brigid Korce said Housing Solutions provided $487,000 in rental assistance for 413 households impacted by COVID-19 in 2020. W H AT ’ S A H E A D

The goal for 2021 is to help residents recover economically by helping individuals and families find stable housing, Salkind said. More projects and partnerships are in the works as well. Later this year, a 40-unit apartment community called Espero Apartments, will provide affordable housing for individuals and families facing homelessness. Korce said this $10 million project addresses a long-standing shortage of housing units for individuals with low income and high vulnerability. In the meantime, the group is growing funds to provide on-site services and furniture for the apartments and common areas. Realtors see success, rally to impact recovery By Hunter Harrell In hindsight, 2020 was a year filled with change and growth, even in real estate. Though small shops, salons and restaurants have struggled, the real estate market in the Four Corners has experienced unforeseen success. For a brief period, in-person showings for homes on the market were halted in the Four Corners. At the time, many industry professionals were not sure how the pandemic would affect the market. Some people experienced more freedom with remote work, while others lost their income. Once safety regulations were established that allowed real estate agents to conduct showings, buyer interest piqued again. Many local professionals believe that low interest rates and a lack of inventory are hallmarks of the healthy housing market last year.

By the numbers

Growth is happening, despite the challenges that come along with it. The Durango Association of Realtors releases quarterly statistics and annual data to track industry trends. In 2020, the local real estate market experienced a significant increase in the number of units sold and the median price. In total, 1,456 residential units were sold in La Plata County. The prices for the majority of the sold units fell between $240,000 and $499,999. The median price for a home in La Plata County rose 15.8% from $387,750 in 2019 to $449,000 in 2020. Buyers closed on more homes over $1 million this year than in previous years. In Montezuma County, Realtors sold 428 units in 2020, up 9.7% from 2019. While this number is smaller than neighboring La Plata, so is the supply. The median home price still increased by about 10% in Montezuma County from $235,000 in 2019 to $258,500 in 2020. The number of days a home remained listed on


the market dropped by 7.7% and the available inventory decreased by nearly 50%. Though unexpected, this growth is an example of a welcome change in 2020, unlike social distancing and wearing masks.

Involvement & impact

Most real estate agents know there’s a certain something that makes living here special. It is the community members that are committed to looking local first and helping their neighbors thrive, which in turn helps small businesses grow. Real estate professionals also work closely with area organizations and other businesses to form creative collaborations that encourage community involvement and generous giving. This challenging year was a great time for the industry professionals to take the lead. When restaurant doors shuttered, Durango Land and Homes, Premier Vacation Rentals Group and Animas Surgical Hospital launched a program to feed healthcare workers and support local restaurants at the same time with $21,500 in April. Several business organizations and more than 200 donors contributed to Feed the Frontlines, which kept restaurants running and staff members employed in addition to providing essential employees with nutritious food.

Backcountry Gourmet, Eat Zawadi, Grassburger, Mill Street Bistro, Ore House, 2nd Deli & Spirits, Singletrack Cafe, Soup Palette and Switchback are a few of the local restaurants that served over 5,700 meals to staff at Animas Surgical Center, Mercy Regional Medical Center, San Juan Basin Public Health, Durango Police Department and Durango Fire and Rescue between April 2020 and January 2021. The community outreach didn’t stop there. In 2020, DAAR donated $18,000 to the Community Emergency Assistance Program (CEAC). This donation helped the nonprofit organization Housing Solutions of the Southwest provide essential assistance to households impacted by the pandemic. The agency works with landlords, car repair shops and other service vendors to help residents avoid financial crises that could lead to homelessness. (Read more about Housing Solutions of the Southwest on page 24.) The Wells Group supported several nonprofit organizations and small businesses during the spring, in addition to providing funding for some of the town’s favorite traditions through the rest of the season. In October, the group handed out free pumpkins to families in the Four Corners to encourage socially-distant fun on Halloween, and sponsored Durango’s adapted Noel Nights shopping extravaganza. Four Corners Board of Realtors in Montezuma County also contributed to keeping holiday traditions alive by hosting the annual Parade of Lights in December.

Future challenges After a successful sales year, real estate professionals were able to rally to make a positive impact on emotional balance and economic improvements in Southwest Colorado for individuals and small businesses. Though there will be a long road to full recovery for small salons, shops and restaurants in our rugged mountain towns, our rural residents will endure. In hindsight, 2020 was another year filled with growth and change. However, it was one that will help the community continue to face future challenges with calm confidence. n

A monument to education Historic school has uncertain future By Hunter Harrell Architecture often reflects the era and cultural influences of a community. Homes help to portray the lives of the people that once inhabited their hallways. Likewise, other prominent buildings, such as the three-story structure at 201 East 12th Street, mirror the values of the community and the services they deemed important. The historic Durango High School is a monument to a long-term investment in public education.

Creating space for students

The first high school built in Durango opened in 1893. However, as the population of Durango increased, by 1914 it was no longer fit to serve the growing student body. Junior high students moved into the original building, and plans to build a new high school that could serve up to 500 students were put in place.

Funding an educational endeavor

In 1916, a bond election passed 238 to 199 for $175,000 to fund construction of the school. Partners from a Colorado Springs architectural firm, Thomas MacLaren and Charles Thomas were hired to design the facility. The priority for this project was to provide a full-service school that rivaled the education centers in the eastern part of the country.

The property, situated on 4.3 acres in the right of way of East Second Avenue between 12th and 13th streets, is classified as Classical Revival architecture. This style is inspired by Greek and Roman forms, and was popular from the late 1890s

to 1920. Classical Revival is often characterized by structure symmetry, colossal proportions and large porticos, or porches leading to a grand entry.

Serving the student body

Durango High School opened to 304 students in September of 1917, a few months after the U.S. entered World War I. According to the National Register of Historic, the education center was built with mental and physical development in mind, providing classrooms, offices and an auditorium as well as a gymnasium with a running track, a plunge pool and a wood shop. A little over a year later, in October 1918, the school closed to prevent the spread of Spanish Influenza, but was able to reopen in January 1919.

Integrity & tradition

True to the architectural style, the historic Durango High School is constructed with traditional materials, including overlapping terracotta, towering brick walls and a reinforced concrete foundation. It is one of only two buildings in Durango decorated with rare terracotta ornaments.

The only major change to the building during its time serving students was the plunge pool renovation in 1927. The architects built the facility to serve generations of students, and it did so for nearly six decades from 1917 to 1976.

New purpose

According to U.S. census information, Durango’s population had grown from 4,686 in 1920 to 10,530 in 1970, causing overcrowding at the high school. The school administration expected to need space for at least 700 students. In 1970, Colorado State Historic Fund granted the Durango School District $491,627 to renovate the building to house offices and

meeting rooms for the school administration, according to The Guide to Colorado Historic Places by Thomas Jacob Noel.

Renovations Changes made to the historic property on East 12th Street include remodeling class and office spaces, adding new partitions, installing updated light fixtures and suspending the dropped ceilings. Protecting property How to shop for insurance plans By Connie Sutton Homeowners insurance isn’t a luxury. It’s a necessity, especially in the Four Corners where homes have to contend with forest fires and unpredictable storms. One of the most difficult aspects of insuring a home in this region can be finding a policy that will cover a home in an area that may face a fire, said Cristyan Rosado with Ricky King Insurance Agency. But insurance isn’t just for protection, it’s also a prerequisite for many lenders. Most mortgage companies require borrowers to have coverage, usually in the amount of the purchase price. In most cases, lenders won’t finance a real estate transaction without proof of insurance. So, whether shopping for a new policy or looking for lower rates, homeowners need coverage.

Understanding coverage needs

Information you’ll need when shopping

First, try to gauge necessary coverage. Factors to consider include the total replacement cost of the house and the types of disasters the home is most likely to encounter. The following components are in every standard home insurance policy.

Dwelling coverage

Dwelling coverage should be equal to the cost of replacing or rebuilding the property.

Personal property coverage

Coverage for personal property is typically anywhere from 50–75% of the dwelling coverage.

Loss of use coverage

Loss of use coverage is typically 20% of the dwelling coverage limit. People that live in an area prone to natural disasters that could displace them should consider additional loss of use coverage.

Liability & medical coverage

Medical coverage should be enough to cover a guest’s hospital bills if they’re injured in the home.

Additional coverages

Flood coverage is recommended for areas with frequent flooding or mudslides. Other coverage

Policyholders simply shopping for a lower rate can find this information on the current policy. Otherwise, shoppers will need the physical address of the property being insured and its square footage. Have all personal information, such as your social security number ready. If you have any prior insurance inspection information, bring that along. Another item Rosado says is important but often forgotten is a history of the home, particularly information about key features in older homes like the roof, electrical or plumbing updates.

Compare quotes & select a policy

Analyze a variety of quotes to do a proper comparison. The price isn’t everything, and cheap isn’t always best when selecting insurance coverage. The price doesn’t tell the entire story, and the amount quoted isn’t always the amount paid. Do a little digging, and shoppers may find that the “cheap” policy is full of exclusions and low coverage limits. To meet coverage needs with a discount policy, premiums may be far higher than what customers were led to believe. n
