By Catherine Blake A spate of car break-ins in the car park of Lidl, St Margaret’s Road, Finglas, on Sunday afternoon last (Sept 19) has caused serious concern among local residents and customers. THE DRIVER seat windows of three cars were smashed and sat navs were robbed from all of the respective cars, within a period of just 15 minutes. This has been the 10th such incident to occur in the car park in recent times, a source alleged. Local resident Marie Mahony, from St Margaret’s Road, who was a victim of one of the break-ins, told The Local News of her shock and outrage at the incident: “On Sunday afternoon I had just popped in to Lidl for a 15 minutes, when I came out it was carnage the windows of three cars

including my own were smashed and sat navs were stolen from each vehicle,” explained Marie. “They were also marks all over the door so it looks like the thugs used a crow bar to smash the windows.” She added: “There was glass all over the road and in the car itself . My husband is a taxi driver, so that car is his only livelihood. Now, not only will he have to fork out for the window and replace the sat nav, he will lose out on three days work whilst the window is being fixed, it’s a disgrace!” Unfortunately the Gardai, who were quickly called

to the scene were unable to view video evidence of the incident, as despite signs stating the contrary, there are no CCTV cameras overseeing the carpark of Lidl. “There are plenty of signs saying CCTV cameras in operation, but its very deceptive as while there are cameras in the store itself, there are no cameras whatsoever in the car park which makes the job of the Gardai frustratingly harder,” said Marie. She added: “When I rang Lidl customer services, I was told in quite an abrupt manner that Lidl were not liable for the break-ins as

they erected a sign staging: ‘Cars parked at owners risk.’ “I didn’t see any such sign and I even asked the manager and security guard to point out the sign, after which they both had to concede there was no such sign.” A spokesperson for Lidl told The Local News: “While Lidl shoppers park their vehicles at their own risk, Lidl aims to provide customers with convenient and secure parking. Lidl commits to carrying out a full review of measures to achieve this aim”. The Local News subsequently contacted an independent legal expert who stated :“Because of Lidl’s failure to erect a sign in their branch in St Margarets Road, warning customers that parking at their own risk, the store has left themselves open to liability claims. However any claim would be mitigated by other security precautions that Lidl had in operation at the time such as security guards etc.” catherine@localnews.ie.

Severe budget expected IRELAND’s chief banker has warned that the Government may have to implement even more savage cutbacks than already hinted at for the upcoming Budget. Urging an “explicit reprogramming” of the public finances over the coming years, Central Bank Governor Patrick Honohan said international lenders still need convincing the country is on the right path to recovery. “It is important now to re-set the fiscal path to ensure a

virtuous cycle of lower borrowing rates... and a lower overall cost of the adjustment to society at large,” he said. Last week Finance Minister Brian Lenihan said December’s Budget would slash at least €3bn from spending on public services. The cuts are expected to hit social welfare, education, health and other departments. But Mr Honohan, speaking at a banking conference in Dublin, appeared to suggest even harsher cost-cutting was needed.

The Central Bank chief said recent jumps in the cost of Government borrowing show international lenders must be convinced Ireland is committed to reducing its debts. Rejecting arguments for more spending to boost the economy, he said there was no question that cuts were the only option for a small country like Ireland. Mr Honohan said the cost of the banking bailouts would continue to be a heavy burden on taxpayers and public service users for several years to come.

SINN Féin have launched a new document entitled Let’s get Dublin Working, containing proposals to save and create almost 100,000 jobs in Dublin in 2011. The launch was attended by Arthur Morgan TD, Deputy Mayor Cathal King, Cllr Sean Crowe and Dublin Mid West Representative Eoin Ó Broin and took place in Dominic's Community Centre Tallaght. Speaking at the launch Eoin O Broin set out six steps to get Dublin back to work

while attacking the Government’s inaction of job creation. These steps included supporting local businesses through a range of measures; investing in the city's infrastructure, public services and community facilities; developing Dublins international brand as a tourist destination; supporting entrepreneurs;providin g of childcare to create jobs and assist people getting back to work; and specific measures to tackle youth unemploy-

The plight of the ever growing numbers of unemployed has been ignored by this Government. “Sinn Féin has consistently said that the only way to properly deal with the current economic crisis is to focus on creating and retaining jobs. We must get people back to work, put a few bob in their pockets and get them spending again. That is the progressive way out of recession. “It is in that spirit that we are launching our proposals to get Dublin working again. In this document, Let’s get Dublin Working, Sinn Féin is putting forward clear, achievable and fully costed proposals that could save and create almost 100,000 jobs in Dublin in 2011. “We need to support Dublin businesses and entrepreneurs, invest in infrastructure such as hospitals, schools and public transport infrastructure and build brand Dublin. We must complete the regeneration schemes around the

city while investing in community facilities that would create jobs with social benefits for local areas. “We are also calling for the establishment of a 1916 Quarter in the city by developing and maintaining a new cultural quarter encompassing the GPO and the historic buildings on Moore Street. This quarter would then be a base for historical and cultural tourism in the city. “And we also want to see the establishment of a Ceathrú Gaelteachta to develop the Irish language in the city. Services for Irish speakers and learners could be concentrated on this area to create a critical mass and a new hub for economic activity and employment. “There is an onus on all opposition political parties put forward their proposals and visions for the Ireland they want to create. It is not good enough to simply be critical of the current Government or to use sound-bites to get media attention.

Local representative slams ESB hikes A LOCAL Northside representative has slammed recent rate hikes and increasing disconnections carried out by the ESB. In a bid to combat the recent developments, Paul Donnelly (SF) has launched a petition along with colleagues in Sinn Fein.

It is hoped thousands of signatures will be collected over the next week to be presented to the ESB. Mr Donnelly told The Local News: “I find it incredible that here we have a semi state company that is under the control of the government act-

ing in a way many private operator's would baulk at. "They are cutting off people from what is essentially a basic human right and something that we cannot function without to any great degree in this day and age." He added: "I recently came

across a woman in Hartstown on the day we went around the area collecting signatures whose electricity supply was cut off. She wasn't even a customer of the ESB as she had moved to a different service provider.” “Where is the attempt at consultation? Where is the support and empathy for customers who through no fault of their own find themselves in a situation whereby they can't afford to fully discharge their arrears in the time frame set down by the ESB debt collectors? "We will be fighting the ESB all the way and I'm urging all those who find themselves in the difficult position of having arrears to contact Sinn Féin and will do our best

to support them.” A spokesperson for the ESB told the The Local News: 'that there will be no change in its energy prices for regulated residential customers from 1st October 2010. However, all suppliers, including ESB, are required to apply the previously announced Public Service Obligation (PSO) Levy to all of their customers from 1st October 2010. This will result in a 4.9% increase in the annual electricity costs of a typical household. It should be noted that over the last two years ESB has reduced its prices to residential customers by 12%. Age Action want eircom to reverse minimum payment plan Eircom’s minimum payment plan will hurt low income older people, according to Age Action. The group is calling on Eircom to reverse its plans to set a €20 minimum payment for bills paid through post offices. It said the new charge, which is due to commence in the coming weeks, will make it more difficult for older people to ensure that their phone bills are promptly paid.

Northside group awarded top grant

A NORTHSIDE residents committee, has been awarded a grant of €5,000 at a recent high profile ceremony. Dublin Bus awarded The Summer Street North Residents Committee with funding in recognition of its vital work within the community. In total one hundred charities and community groups in the Greater Dublin Area received grants ranging from €1,000 to €5,000 under its Community Support Programme. A special recognition ceremony held in Croke Park was hosted by RTE Personality Mary Kennedy with special guests, Chairman of Sunderland F.C. Niall Quinn and Deputy Chairman of the Dublin Bus Board, Arnold O’Byrne, who honoured the shortlisted groups for all their hard work and their valuable contribution to their local communities. Now in its seventh year, the event saw a wide variety

of charities in the Greater Dublin area receive funding under the scheme. Formed in 2007 with the intention of bettering the street for all who live there, The Summer Street North residents committee has undertaken a number of environmental projects in the area including a street refurbishment scheme. Since its inception, the committee has already converted a dumping ground into a fully functioning community garden which is growing fruit and vegetables. A spokesperson for Dublin Bus said the Northside group were awarded a grant for the implementation of a sustainable watering solution for the garden which has had a huge impact on generating a positive community spirit in the area. Other North Dublin charities and voluntary groups who received grants of €2,000 to €1,000 include Swords Amateur Boxing

Club; 160th Ardlea Scout Group, Artane; Skerries Sailing Club; St Finian’s GAA Club, Swords and Knockmitten United, Clondalkin. Commenting on the award winners, Chairman of Sunderland F.C. Niall Quinn, said, “It is evident from the winning groups present here today that the recession has not dampened Dublin’s tradition of community spirit. This is my seventh year as patron of the Dublin Bus CSP programme and I have seen first hand the difference these grants can make to local community groups. I want to congratulate all the grant recipients and commend them on all their hard work.” Under the term of the programme entrants submit a proposal with details about their organisation and the project they wish to have funded. Each application is then judged independently and grants ranging from €5,000, €2,000 or €1,000 are awarded. catherine@localnews.ie

The chamber was divided on the issue of renaming the park and on the proposed new name. However after a long debate which saw the Lord Mayor accuse some Labour councillors of having an anticatholic bias, the motion was carried. However as soon as the vote was taken a small number of councillors were already discussing the possibility of proposing another motion to rename the park after irish writer Oscar Wilde. Speaking against the motion, I supported much of what

other councillors had said on the issue of child abuse and the immoral suffering which had been inflicted on victims, however my contribution was not about the Catholic church but about the history of the park and of our city, when it comes to history, I believe we should always record and never erase. The Park was originally the preserve of the privileged residents of Merrion Square; it was then purchased by the Dublin diocese who planned to build a catholic cathedral on the site. Finally, in 1974 Archbishop Ryan gave it to Dublin City Council so that the people of Dublin could enjoy it as a public park. In 1985 after his death, the Council in a sign of their appreciation, named the

green space, Archbishop Ryan Park. Frank McDonald, in the Irish Times on 11th of August 2009, seriously criticized the City Council for the way the park has been managed, stating that it was “entirely destroyed by inappropriate planting . . . myriad pieces of second-rate sculpture [and] fussy municipal flower beds”. I think Frank was wrong and his criticism entirely misses the real brilliance of Merrion Square. The myriad pieces are in fact a record of the history of our City. Where else would you have a memorial to a British Lord Lieutenant of Ireland together with a bust of a militant Irish revolutionary, and yet the Duke of Ruthland and Michael Collins sit only meters apart. Where else

would you get a park named after a Catholic Archbishop which contained a memorial to one of the greatest Irish satirists of the priesthood, Dermot Morgan and another to a man who was jailed for his homosexuality, Oscar Wilde? Even the collection of gas lamps which display the name of one of Dublin City Councils predecessors “Rathmines Urban District Council” help record the story of local government in the city. I believe that in erasing the dedication of the park we have erased an important part of its story. More than anything, it is an empty and negative gesture that will do nothing to ensure the suffering of those who were abused is remembered.

Lord Mayor wants drug treatment centres moved SPEAKING on a number of related issues; begging, anti social behaviour and the number of drugged people on our streets, the Lord Mayor has stated that the clustering of drug treatment centres in close proximity to one another is adding to the problem. However the Minister for Community, Equality and Gaeltacht Affairs, Pat Carey TD, has described as "disappointing" comments made by Dublin's Lord Mayor regarding the relocation of drug treatment centres and hostels. Minister Carey, who has responsibility for implementation of the National Drugs Strategy, was reacting to comments by Lord Mayor Gerry Breen in which he suggested that drug treatment centres and hostels should be relocated to Dublin's suburbs. "This sort of attitude is disappointing and runs totally contrary to the spirit of the National Drugs Strategy. That strategy, which Dublin City Council is helping to implement, is all about communities accepting responsibil-

ity. It is certainly not about shunting people and their problems to the suburbs or ghettoizing our drug problem." Minister Carey continued "This out of sight, out of mind approach to drug rehabilitation is not what we are about. THE LATEST annual report from the Courts Service shows that in the year 2009 there were 3,302 divorces granted by the Circuit Family Court in Ireland. This figure shows a decrease of 286 divorces from the 2008 figure of 3,588. The figures for 2009 also show that there was a decrease in the percentage of wives applying for divorce. In 2009 only 54% of the applications for divorce were made by wives, compared to 58% of the applications in 2008. The end of the marital relationship between any couple can be very stressful. The resulting financial burden in maintaining two homes adds to that stress. Then, when couples try to formalise their new arrangements, either by divorce or by a separation agreement, they are faced with unaffordable fees charged by solicitors. Those fees have been reported as €5,000 (per spouse) for an uncontested divorce and €2,000 to €3,000 (per spouse) for a separation agreement. The downturn in the economy has seen a significant increase in the number of separated couples who choose to become personal applicants and process their own applications for divorce. This is particularly so in the case of couples who have resolved all family matters such as maintenance, child custody/access, property and pensions. If the husband and wife feel they are unable to obtain and complete the documentation required for court, DIVORCE BY CONSENT is a company that assists those couples with the process. Northsider wins People of the Year Award By Catherine Blake NORTHSIDE native, Dr Louise Ivers, from Artane was the proud recipient of a prestigious People Of The Year award in a glittering televised ceremony recently. Dr Ivers was a joint recipient with Gena Heraty of the International Person of the Year Award for her selflessness, generosity of spirit and tireless work for the Haitian people who

suffered a devastating earthquake in January. The Award was presented to the northside medic by RTÉ presenter, Keelin Shanley. Dr Ivers, a fomer pupil St Fiachra’s in Beaumount, and Margaret Aylward school in Drumcondra, has been selflessly carrying out aid work in Haiti since 2003.

Over the years she worked with Partners in Health, an organisation that provides healthcare in many of the poorest parts of the world. Dr Ivers and her family moved from Artane to Whitehall, whilst she was studying medicine in UCD. And after receiving her medical degree, she went on Harvard where she studied for a further public health degree. “I was inspired to

go to Haiti as it was always my intention to serve the destitute poor in the context of providing that care through the lens of social justice,” Dr Ivers told The Local News. She added:”In my student days and during my professional I worked in other countries in Africa, South East Asia and India providing medical evaluations for victims of torture for physicians for human

rights. For close to 8 years now however, I’ve worked exclusively in Haiti.” Although millions of aid was sent to Haiti in the aftermath of the devastating earthquake, Dr Ivers concedes there is still must to be done. “ Progress is very slow, Haiti was a very poor country even before the earthquake, so there is still a mammoth task ahead.” catherine@localnews.ie

Ballymun scoops Tidy Town awards By Catherine Blake BALLYMUN is in celebratory mode after scooping not one but two major awards at the recent national tidy towns competition hosted in the Helix recently. Ballymun won both the regional and national heats of the ‘Smarter Travel’ award, in addition to the The Tidy Town’s Biodiversity ‘Notice Nature’ award. A relatively new accolade, the Smarter Travel award is a special competition sponsored by the Department of Transport to identify communities who not only recognise there are real alternatives to the private car for local travel needs, but who have facilitated or implemented environmentally-friendly or healthy, smarter

travel options. Meanwhile, The Tidy Towns Biodiversity ‘Notice Nature’ award is sponsored by The National Parks and Wildlife Service as part of their Notice Nature campaign to reward communities who have undertaken initiatives to protect the biodiversity in their local environment. Indeed, over the past five years, Ballymun has seen a sizeable increase in the marks it has received in the national competition. In 2005, Ballymun was awarded a total of 214 over all marks. However, that figure improved year on year and this year the area secured an impressive 254 points – a jump of 40 points in total!

Such healthy progress doesn’t come without much blood sweat and tears of the volunteers involved however. And indeed most of the credit for this outstanding achievement can be attributed to The Ballymun Tidy Towns Committee. Each year the committee runs competitions such as the youth competition ‘Beautiful Spaces’, a Best Garden and Best Kept Area competition and a special nomination of Best Contribution to Ballymun as a Tidy Town, to encourage greater participation. A spokesperson for the Committee told The Local News: “The overall goal of the Ballymun Tidy

Towns Committee is to keep improving Ballymun’s performance in the National Tidy Towns competition and make Ballymun a Cleaner, Greener and Safer place to live.” This year Ballymun very own Tidy Towns awards ceremony will take place on the evening of Tuesday 28th September 2010 in the Ballymun Civic Centre atrium All are welcome including competitors, business & community groups and residents. KIERAN FITZPATRICK advises in his regular column on how to achieve your goals. IN THE LAST issue of The Local News we started the project of applying all I have been writing here in the past towards succeessfully surviving this current recession which is pretty much affecting everybody in some way. In the last article, I said that lots of bad news, like we’ve been hearing daily this year, affects people’s moods and when we are feeling down, we have less energy, determination and motivation. The very things we need when times are tough! I was saying how what we think about affects our mood, but that we can choose what to focus our thoughts on and so can actually choose how we are going to feel. So I was suggesting that we focus on something positive, something that makes us feel good, fills us with motivation, determination and energy. My suggestion was that you focus on where you want to be when this recession ends. Now that you have decided this, let’s refine it some more. It is as if we’ve got a tool to shape our future and we are going to sharpen it. How do we get to feel better, more motivated, positive and optimistic? How do you use your goal to pull you through this and get you in a positive mood. We are going to learn maybe just one technique, skill or exercie each week, because these take a little practice at first before they become second nature and easy. Especially if you have been inclined to think and act in a more negative way naturally in the past. First, double check that this goal that you have chosen is something that would REALLY make you happy. If that is the case, here’s what we’re going to do first. Find a bit of quiet time for yourself. This could be in bed, (when you wake up first thing in the morning is actually a good time for this), out walking, on the bus, in fact anywhere that you are doing something that doesn’t require concentration and where you can daydream. This time need be only a couple of minutes a day if you’re busy. Then let yourself begin to imagine or daydream yourself after the recession, having achieved your deam or goal. Do not consider yet how you are going to get there. (We will get to that in time). But at the moment it is as if we are just locating where we want to go on the map. As you daydream about having already achieved your goal, begin to fill in the details. Here, the key is in the detail. And imagining and including as much detail as possible is the start of us working towards achieving this goal. It is important to be IN your daydream. Do not be looking at yourself in it. Be there, looking out through your own eyes, hearing with your own ears and most importantly getting to experience how it will actually FEEL to be in that position. Look around you at the material things that surround you, your home, your car, your colleagues, your family and friends. Be there relaxed and in good health. (Things I’m presuming that you will want for yourself). Remember to include everything! If necessary, over a few days write a list of things you want. 60,000 Irish children living with ADHD1 60,000 children in Ireland may be living with Attention Deficit Hyperactivity Disorder (ADHD). However this figure could be potentially higher as many people are going undiagnosed according to the HADD (Hyperactivity Attention Deficit Disorder) family support group. In Ireland there is one psychiatrist per 168 children with ADHD and the waiting time for public consultation can be over a year in many cases. These figures were highlighted by HADD to launch ADHD Awareness Week which begins today. ADHD is a neurobiological condition in which the brain’s n e u ro t ra n s m i t t e r chemicals, noradrenalin and dopamine do not work properly. HADD provide a number of services including educational resources and parent’s evenings. Their helpline receives up to 4,000 calls every year and to help assist people with ADHD and par-

ents of children with the condition HADD have launched an online resource outlining the top ten most frequently asked questions (FAQs) surrounding ADHD, these include: Will my child grow out of ADHD as he gets older? Where do I go for diagnosis and treatment of ADHD? Where can I talk to other parents of children with ADHD? What assistance can schools offer my child? How can I help my child build up his/her self esteem? Further FAQs and answers have been published on www.hadd.ie. The Spectrum Alliance, an umbrella network of disability groups including HADD will also be holding a conference on Saturday, 16th October at the Red Cow Hotel in Dublin. “Bringing up a child with ADHD is not just a case of having to cope with them being fidgety or not being able to concentrate for half an hour or so. ADHD is a condition that af-

fects all aspects the whole family’s life all of the time. Education and life milestones are the most common cause for concern amongst parents which has been highlighted by the release of the most frequently asked questions from our helpline. Until recently it was thought that people with ADHD "outgrew" the condition with the onset of puberty. However, recent studies show that of those diagnosed with ADHD in childhood, 60% will continue with a modified form of the condition into adulthood. The condition is four times more frequent in boys than in girls. As inattentiveness (rather than hyperactivity) is the major characteristic of female sufferers, there is a far greater chance of them not being diagnosed.

Forum on Cabra Primary Healthcare Centre MERET Healthcare’s is to host a public forum introducing its Primary Healthcare Centre planned as part of the development of the St Joseph’s grounds on the Navan Road. Speaking at a recent public meeting in St. Josephs the Sinn Féin Dublin Central representative Mary Lou McDonald called for clarity on the

proposal, and for an assurance by the HSE that new centre would not result in cutting services in Cabra’s Quarry Road Clinic. “The public forum is to be welcomed. The proposal of a one-stop-shop heath centre is good news for the people of the area but only on the basis that the new centre is not

used as a pretext for cutting services. I understand the centre will cater for the Navan Road – Ashtown area however there are concerns that services in Cabra’s Quarry Road Clinic could be moved to the new centre as a cost saving measure. Robbing Peter to pay Paul would be a devastating blow to a

community already carrying an all too heavy burden for the government’s mismanagement of the public purse. “Primary healthcare is an important part of service delivery; early intervention saves lives and has the potential to shave billions off the states medium to long-term health bill. Demand for sight loss services increasing DEMAND for sight loss services is continuing to increase as more people are living longer, as evidenced in NCBI’s (National Council for the Blind of Ireland) 2009 Annual Report. Demand for NCBI’s services increased by 8% in 2009. NCBI Chief Executive Des Kenny said age is the major risk factor for developing most sight loss conditions and NCBI expects a dramatic increase in demand for sight loss services in the years ahead - as reflected in service demand in 2009. “Of the 1,729 new people who came to use NCBI’s services 14% were over 65 and 54% were over the age of 75, bringing the total number of service users to 14,659.” Life expectancy is currently at its highest level ever in Ireland (77 for males and 82 for women) and it is projected that Ireland’s older population will rise by 40%

between 2006 and 2016 and 300% by 2041. Given this situation, NCBI believes that Ireland urgently needs a long-term national Vision Strategy to plan for and co-ordinate the expected dramatic increase in demand for sight loss services. “To play a lead role in

providing the necessary information to plan for the future, NCBI has a commissioned a study into the ‘Cost of Sight Loss’ to the economy and costs of providing appropriate services. “This study will be completed in 2011 and be presented to Govern-

ment and all interested parties. NCBI intends that this information will provide a clear and costed rationale to government on the need for long term planning of services and how best to align scarce resources,” Mr. Kenny said.
