Planning Contributions Must be Spent for Community Benefit

Cork County Council as a Planning Authority is able to levy planning contributions on developers during the planning process. These contributions can take the form of ' Special Contributions ' which are levied for specific purposes and must be spent within the area of the development. For example, special contributions can be levied for infra-structural improvements, such as roads, footpaths, pedestrian safety, recreational facilities in an area and so on. I have put forward a number of written motions before Council meetings on this issue which highlighted that the Council is not spending these contributions in a timely manner. In response to my motions, the Council stated that €16 million from special contributions across the County was retained by the Council at one point. The figure currently stands at approximately €10 million. Communities, including Douglas and Rochestown, have a wide range of needs for this type of funding. The Council's approach of sitting on this funding for prolonged periods before spending it must change. It should be spent in a proactive and timely manner so that communities can reap the benefits. In relation to the €10 million currently held by the Council, these contributions relate to developments already built and it is grossly unfair that communities are left waiting for the infra-structural improvements associated with these special contributions.

Lynch TD PATIENTS ASSURED THAT BEST MEDICINE WILL CONTINUE TO BE PRESCRIBED Patients who require a specific medicine that is not suitable for substitution by a generic will be able to continue their original prescription, the HSE has confirmed in a response to a Parliamentary Question by Labour TD Ciaran Lynch. Deputy Lynch said, “The introduction of generic medicines is to be strongly welcomed, as it will makes significant savings to the Exchequer. However, it is important that the medicine that works best is provided to patients. “I welcome the position by the HSE, that where the medicine is specific and required, that facility will continue. “They have clarified to me that, in cases where the patient's doctor believes a prescribed product should not be substituted, the doctor can simply mark 'do not substitute' on the prescription. In this way, the product will be exempt from substitution, and the patient can keep receiving the original medicine without an added co-payment. “This will come as a reassurance to patients, who may have concerns about their current prescription being replaced with a generic medicine. These concerns have now been addressed, and thankfully patients and doctors now have clarity as to where they stand.”

The legislation will put the Children First Guidelines on a statutory footing. “Today is a landmark day for child protection in Ireland, with the publication of the Children First Bill 2014. The commitment to publish this legislation is a key feature of the Program for Government, as well as being a recommendation of the 2009 Ryan Report Implementation Plan. “From day one this Government proved it takes the matter of child protection very seriously with the appointment of the first ever Cabinet Minister for Children, my colleague Frances Fitzgerald TD. I commend Minister Fitzgerald for living up to her responsibilities in this area; this is the first time that key elements of Children First Guidelines will be put on a statutory footing since they were first published in 1999. “The Children First Bill is crucially important in ensuring best practise in child welfare and child protection. The Bill will ensure there is an explicit requirement on mandated persons to report child protection concerns to the Child and Family Agency (Tusla) including among others: medical practitioners; registered nurses; teachers; social CERTIFIED PUBLIC ACCOUNTANTS workers; Gardaí; psychologists; members of the clergy; pre-school child care staff ; child protection officers of religious, sporting; cultural, recreational and educational organisations offering services to children.“The Bill also forms part of a suite of child protection legislation which already includes the Criminal Justice (Withholding of Information on Offences against Children and Vulnerable Persons) Act 2012 and the National Vetting Bureau (Children and Vulnerable Persons) Act 2012. “The Oireachtas Committee on Health and Children, of which I am Chair, will be actively involved in the passage of this legislation. We will be examining the Bill in detail when it reaches Committee stage. I look forward to working closely with Minister Fitzgerald in bringing about this positive new initiative for the protection of children in Ireland.”

U14 For the first time since 2009 our club is sending a team to the Feile finals to take place in Ulster in June. Our U14 squad commenced their path to the finals on Sunday 27th of April in Clonakilty where they recorded three wins agianst Cloughduv, Brian Dillons and Clonakility respectivley to secure a place in the semi final against Bride Rovers on Weds 30th Douglas got off to a flying start and never let up even when it was clear that a win and a place in the Cork division final

was on the cards.
