WestCare, founded in 1973, is an international network comprised of 22 community-based, nonprofit behavioral health and human services organizations

Annually, our multinational community of organizations offers more than 500 programs and touches countless lives in 17 U S states, Guam, Puerto Rico, the U S Virgin Islands, the Republic of Palau, the Dominican Republic, and the Commonwealth of the Northern Mariana Islands

In 2024, our workforce of more than 1,850 professionals served over 55,000 individuals with unique and complex needs.

But perhaps our most significant impact isn’t measured - it’s felt.

We are committed to transforming the lives of individuals seeking treatment for substance use and/or cooccurring disorders. Our dedicated services aim to provide comprehensive treatment and rehabilitation, fostering a path towards lasting recovery and improved well-being.

We address the underlying challenges faced by individuals within the criminal justice system, and strive to pave a path toward lasting recovery, reintegration, and the restoration of lives.

We empower Veterans to embark on transformative journeys, facilitating positive change in their lives. From tailored support systems to specialized initiatives, we stand as a steadfast partner in ensuring Veterans receive the respect, care, and opportunities they need to thrive post-service.

We strive to provide critical and quality support to individuals and families who have faced housing crises or homeless individuals. Our aim is to help individuals and/or families swiftly regain stability in permanent housing, ensuring they can take the first steps toward a secure and hopeful future.

We employ a range of innovative outreach initiatives to bolster community education on critical health, recovery, and social issues. Our mission is to empower communities with the knowledge and tools to prevent alcohol and drug use, diminish harmful behaviors, and gain a deeper understanding of preventable health concerns.

We provide court-ordered treatment programs that offer a comprehensive understanding of domestic violence, family violence, and intimate partner violence. Through education, we empower individuals to recognize the impact of violent behavior and instigate the necessary changes to break the cycle.

We aim to provide support tailored to our community’s needs. Our emergency services vary by location, offering essential assistance during critical times. We encourage you to explore the services available at your nearest WestCare location.

On behalf of our dedicated Board of Directors,

Nearly 40 years ago, I answered a call to support an organization quietly doing the hard work, lifting those the world too often leaves behind. I had no idea it would become a lifelong privilege to witness one of the most inspiring missions I know.

In 2024, WestCare stepped boldly forward. It was a year of change, unity, and growth – reaffirming our purpose, embracing a shared identity, and Uplifting the Human Spirit in every community we serve.

What has remained constant through all the years is the people – their passion, dedication, and belief in what’s possible. As Chair of the Board, I’m proud to serve alongside an extraordinary group of volunteers whose leadership ensures WestCare remains strong, ethical, and effective

And beyond my fellow Board members, our Community Action Councils – made up of local leaders and volunteers – bring wisdom, advocacy, and heart to the organizations they serve They are, in every sense, partners in the work

To all our Board and CAC members, thank you. Your time, your heart, and your belief in this mission make all the difference. To those who concluded their service in 2024, and to the treasured leaders we lost, your legacy will remain deeply woven into the fabric of WestCare.

Dear WestCare Family,

More than fifty years ago, WestCare emerged from a single, heartfelt plea for help by a community driven by the unwavering belief that no one should struggle alone From that seed of determination grew one of the largest nonprofit behavioral health and human services organizations.

The journey from that defining moment to where WestCare stands today is a testament to resilience, compassion, and an unyielding commitment to the principles of servant leadership. Reflecting on this remarkable growth and the countless lives touched and transformed is truly humbling.

For 47 years, it has been a privilege to help shape WestCare, ensuring our mission is not just words on a page but a living, breathing promise to those in need. Bearing witness to those who feel broken and watching as their strength is restored remains nothing short of remarkable.

Five decades into this journey, the same question asked at the very beginning continues to serve as a guiding compass: "Are we building an organization where we'd be proud to have our loved ones served?"

That question remains central to our purpose and will continue to guide WestCare’s path forward under the steady leadership of our Chief Executive Officer, my colleague and friend, Ken Ortbals

WestCare Arizona is a lifeline for individuals and families facing some of life’s most difficult challenges, addiction, mental health crises, homelessness, and justice system involvement. With an unwavering presence across Mohave, Yavapai, and Pima Counties, WestCare Arizona delivers a full continuum of care that includes residential and outpatient treatment, prevention and intervention, reentry support, housing assistance, and behavioral health services. What sets WestCare Arizona apart is its fierce commitment to meeting people where they are, especially in rural and underserved communities—offering care that is trauma-focused, culturally responsive, and rooted in dignity and hope. Whether helping a mother rebuild her life, guiding someone home after incarceration, or standing beside a person taking their first steps in recovery, WestCare Arizona believes transformation is always possible. Corky’s House, a unique recovery residence for women and children and the only one of its kind in Mohave County, is now open and serving female clients with children, expanding our capacity to support families in need.

Through the assistance of community partners, all recovery residences have been made more attractive and welcoming.

Received confirmation of two philanthropic donors who donated their estates to support families of domestic violence.

Began working with Arizona Complete Health on a crisis drop-off model.

Successfully hosted an end-of-year consortium meeting, with over 60 attendees from various sectors, strengthening partnerships and collaboration across the state.

For over 50 years, WestCare California has been providing an opportunity for individuals to lead fuller, richer lives. Our team of multi-cultural, experienced and credentialed staff is dedicated to providing the best care to everyone who enters our doors. Hosted the 1 Annual Fiesta on Gateway and 1 Annual Spirit Gala, both benefiting the Wings Advocacy Fresno project and raising over $10,000 in profits.

Successful completed CARF Accreditation survey, allowing for 3 years of accreditation for Intensive Outpatient, Outpatient (Adults), Outpatient (Adolescents), Residential Treatment, and Rapid Rehousing and Homelessness Prevention Services.

In partnership with the Pilgrim Armenian Congregational Church, San Joaquin Valley Veterans hosted a Thanksgiving lunch for over 100 Veterans and their families with guest speaker Retired Chief Warrant Officer III, Dan Payne, U.S. Marine Corps.

WESTCARE IOWA

WestCare Iowa’s Family Alliance for Veterans of America (FAVA) is committed to improving Veteran families’ housing stability through rapid rehousing and homeless prevention programs. FAVA's Supportive Services for Veteran Families (SSVF) Program focuses on four Core Concepts: (1) Housing with supportive services, (2) Crisis Response, (3) Veteran Choice, and (4) Progressive Engagement. Keeping the focus on these concepts, we can address the individual needs and barriers of the Veteran Families to make an impact in preventing homelessness. Services focus on urgent needs, such as when Veterans return home with PTSD, TBI, substance use disorders, justice involvement, or other service-related challenges. A majority (63%) of Veterans served in our area are between the ages of 45 and 65+, often facing chronic health issues, mental health needs, & physical disabilities. The number of female Veterans served has increased to 32%. FAVA provides vital information, education, advocacy, and support to our Veterans and places strong emphasis on supporting Veteran families, recognizing their essential role in recovery & reintegration, to ensure that Veterans and their families don’t face challenges alone. FAVA is funded by the U.S. Department of Veterans Affairs through the SSVF program. This support enables FAVA to serve 43 of the 99 counties in Iowa. FAVA serves almost half of Iowa’s 55,853 square miles, predominantly in rural communities.

Instead of going to a work release center, I got to go to a home and start fresh. Without this, I don't know what would have happened to me. People leaving prison often have no options if they have no family or have burned too many bridges. FAVA offers Veterans new hope. Thank you, FAVA, for everything you've done for me—from clothes to shelter to hygiene. You've given this Veteran everything needed to succeed. Now, I own my own home, am married to a wonderful woman, have an amazing dog, a great job, and an incredible life—all because FAVA gave me a place and an ADDRESS!”

The SSVF Program served 165 Veterans and 88 family members, exceeding the 2024 goal of 120. In December, the program was expanded to assist an additional 45 Veterans and their families..

More than half of participants (51%) were residing in uninhabitable situations at the time of engagement, and 84% exited the program with positive housing destinations.

Using the One-Team Approach, FAVA collaborated with two Veteran’s Administration Medical Centers in Iowa, one in Nebraska, and one in South Dakota to wrap supportive services around Veterans in our 43 counties.

“The Iowa team, composed of Veterans and non-Veterans with military influences, works with dignity and respect to support homeless Veterans and their families. They ensure Veterans see this support as an earned benefit, not charity, that is deserved based on their commitment to serve our country! For the past 12 years, the staff has created daily miracles to leave no Veteran behind. In 2025, they aim to continue this path. I am incredibly proud of their dedication to helping Veterans become self-sufficient."

Broke ground for the Village at the Women & Children's Campus, an 84-unit transitional living community for women and women with children.

Held our first treatment graduation following the pandemic with over 170 graduates crossing the stage of the Zappos Theatre.

Launched ROAR (Rural Opioid and Alcohol Recovery), a Medication-Assisted Treatment (MAT) program with locations in Pahrump and Tonopah.

Partnered with the Darren Waller Foundation to sponsor women through their treatment journeys.

"In 2025, WestCare Nevada is committed to expanding access to life changing behavioral health services across our state, including the often-overlooked rural communities. Through the launch of our Mobile MAT Unit and the expansion of virtual treatment (VTX), we will reach individuals where they are, breaking down barriers to care. In Southern Nevada, we are proud to begin offering ASAM Level 3.7 withdrawal management services at our Community Involvement Center (CIC) in order to meet the need and expand our continuum of care. This year will also mark a major milestone for our Village Project as we complete Phase 1 and begin placing women and their children into 26 safe, supportive apartments. The goal has never been just about building and providing transitional living, but also about hope and stability for families on the path to recovery."

VETCARE

For all that they have already sacrificed for our country and the freedoms that we are so fortunate to enjoy, it goes unquestioned that our Veterans should be able to rest easy with housing and other forms of necessary support for maintaining their independence. This is a mission that our team at VETcare holds very dear. Our mission is to empower our clients and engage in the process of healing, growth, and change that can not only benefit themselves but with their friends, loved ones, and the community. VETcare offers a variety of programs for Veterans in Oregon such as transitional housing, homeless reintegration, peer support, and life-skills training. Each program provides a safe and supportive, trauma-informed model of care.

“I was spiraling down with drug addiction, making horrible life choices and decisions. I lost my wife, son, and housing. I moved from California to Oregon, homeless, to be closer to my son. I was referred to VETcare Transitional Housing where I stayed for six months. I worked the program, paid off all my debts, and gained housing. I am now in a two-bedroom fullyfurnished apartment and have gained overnight visits with my son. I am clean and sober and will remain that way. I have established VA medical and am working with HVRP to get assistance with seeking part-time employment to supplement my 100% VA Disability income. I could not have done all of this without the wraparound support and services from VETcare.”

Received approval of CDBG block grant by the City of Salem of $400,000 that enabled improvements on the Transitional Housingfacility, including new HVAC, condensers, evaporators, energy efficient windows, a backup generator, plumbing, new fencing, and an overhaul to the backyard.

"VETcare has built a strong community reputation through word of mouth from Veterans, partners, and nonprofit groups. We are deeply committed to our services. In May, we will host our 2nd Annual Veterans Mental Health Summit, a highly anticipated event to understand Veterans' mental and physical trauma. In September, we will hold our 1st Annual Red, White & Boots VETcare Benefit Gala, celebrating Veterans with entertainment, sponsorships, and donations. We remain dedicated to fulfilling Veterans' needs and helping them move forward in a healthy, positive direction."

WESTCARE TEXAS

WestCare Texas is a powerful catalyst for healing, recovery, and transformation—delivering trauma-responsive services across San Antonio, Laredo, and the Eastside Promise Zone. Since 2012, it has partnered with local communities to address the root causes of behavioral health challenges, substance use, housing instability, and intergenerational trauma. With a strong focus on women and families, services are personalized, holistic, and grounded in dignity—empowering individuals to rebuild their lives with the support of those they trust. In addition to direct services, WestCare Texas is leading a national effort to equip faith-based organizations with the tools to respond to trauma within their communities. This multi-year initiative is helping hundreds of congregations across the country bridge the gap between formal systems of care and the informal networks that support healing and resilience. Every effort reflects WestCare Texas’s unwavering belief in the strength of the human spirit and the power of connection to drive lasting change.

The Department of Justice selected WestCare Texas as a site for its documentary on successful mentoring programs for highrisk and justice-involved youth.

The Casa de Esperanza Transitional Supportive Housing Program established in May 2024, has received recognition from Center for Health Care services, the Mental Health Authority for San Antonio and Bexar County, and Esperanza Court for an outstanding first year of accomplishments. The Esperanza Court stated, “Casa de Esperanza has the most successful rate and shortened time frame for child reunifications of all the programs they work with.”

GUIDANCE/CARE CENTER

Guidance/Care Center (GCC) has served as the sole behavioral health safety net provider for the Florida Keys for over five decades, and two decades as part of WestCare, offering a comprehensive continuum of care for individuals of all ages, including youth, adults, and families. With facilities throughout Monroe County, GCC delivers person-centered, trauma-informed services including crisis stabilization, outpatient and inhome therapy, withdrawal management, housing supports, and long-term residential care. As a Certified Community Behavioral Health Clinic (CCBHC), the organization integrates mental health, substance use, and primary care coordination with specialized programs such as Mobile Crisis Response, Medication-Assisted Treatment (MAT), peer support, and jail diversion services. GCC also provides critical transportation assistance across the county to ensure access to care for those who are transportation disadvantaged. The Heron, a licensed assisted living facility, offers supportive housing for adults with chronic behavioral health needs. GCC collaborates with schools, law enforcement, hospitals, private providers, and community partners to maximize impact and enhance client outcomes. Care is provided without regard to a person’s ability to pay. The Village South has been serving South Florida for more than five decades, and as part of the WestCare network for over twenty years, it has remained a leading provider of behavioral health and human services in South Florida. WestCare Illinois began its transformative journey in 2006 with the Sheridan Prison Project, turning the Sheridan Correctional Center into a Therapeutic Community (TC) to address substance use and mental health issues among inmates. In 2009, with the unwavering support and collaboration of the community, the first outpatient office was opened in Chicago’s Pilsen neighborhood. Since then, WestCare Illinois has continued to grow and adapt, always striving to meet the evolving needs of the Illinois community through a variety of essential services such as Outpatient Services that provide compassionate care for substance use and mental health needs, Reentry Programs that support individuals as they transition from incarceration back into the community, Youth programs that focus on at-risk youth to prevent future incarceration, and the Women of Dignity Program that provides recovery and rehabilitation services for women at Logan Correctional Center. Awarded a Chicago Mentoring grant for the fifth year in a row to support students at a Chicago alternative high school.

The WestCare Sheridan CC staff conducted a therapeutic community training to statewide IDOC/CADC staff.

Awarded an additional three-year contract for the IDOC Logan and Decatur CC Women’s Dual Diagnosis SUD Program. We were awarded an additional two-year contract for the IDJJ IYCHarrisburg Male SUD Program.

Provided Cognitive Behavioral Therapy to more than 100 men and women diverting them out of the Cook County prison system. This was the fourth year in a row that WestCare Illinois has been providing this much needed service, saving the taxpayers more than $2 million.

WestCare Maryland has been operating for three years, delivering reentry, treatment, and supportive services to individuals involved in the justice system, with a strong focus on behavioral health and long-term stability. The program works directly within local jails and correctional facilities—providing substance use disorder and mental health treatment to both men and women in correctional institutions, as well as reentry support for male and female offenders. Before release, individuals receive assessments, case management, and transition planning. After release, they are connected to community-based services such as treatment referrals, housing assistance, employment support, and help navigating social services. WestCare Maryland's approach is person-centered and trauma-focused, aiming to reduce recidivism and support long-term success. The program emphasizes dignity, accountability, and empowerment, helping clients move from incarceration toward lives of purpose and independence.

“This program was a huge success for me. I came into the program through partnership WestCare Tennessee had with the Tennessee Jail Chemical Addiction Program in Cocke County TN and was introduced while still incarcerated. While incarcerated I received treatment service through evidence-based classes for moral recognition, anger, trauma, sample budgeting, and personal goal setting. Upon exiting the jail, I was provided case management on a weekly basis at first, that tapered off as I progressed. I have continued to stay clean and meet goals and expectations.

A volunteer opportunity arose for me to do some construction and electrical work. When inspectors came in to certify the electrical work, I was hired on the spot because of the stellar job I have had completed. Since this time, I have continued to work as an experienced electrician, remained clean and sober, and reunited with family and children. Recently I was awarded an Above and Beyond Iron Man award for remaining drug free and guiding others to do the same.”

“In 2025, we would like to expand our treatment services to the areas of Knox, Sevier, Hamblen and Greene Counties by way of the Zero Suicide, Supported Employment, MAT, and Treatment Recovery Workforce grants. In 2024, we made great strides in the realm of suicide prevention, counseling, peer support, employment, and case management services, but would like to expand on that by increasing access to transportation services and transitional living to fulfill a greater need in Rural Appalachia. We would also like to strengthen our community partnerships within the realm of prevention, intervention, treatment , housing and recovery services and referrals to care.”

WestCare Wisconsin has been dedicated to building a safe and resilient community within the Milwaukee area since its establishment in 2011. Programs such as Community Violence Intervention (CVI) and Gun Violence Intervention (GVI) demonstrate a deep commitment to community safety. Person-centered, trauma-informed care and substance use services provide a trusted, culturally attuned support network for individuals and families. Youth programs empower local youth and teach valuable life skills with initiatives like basketball camps featuring NBA players. The food pantry at the Harambee Community Involvement Center is available to address food insecurities by providing essential groceries for those in need. Additionally, WestCare Wisconsin restores hope to our Veterans by renovating homes and offering various wrap-around services to address individual needs. With a commitment to sustainable growth, WestCare Wisconsin continues to uplift those most affected by violence and poverty by building connections and inspiring positive change.

Received an award notice for Forward Thinking for $200,000 for the Milwaukee County Juvenile Detention Center program.

WCWI received all 5’s (the highest rating) during Milwaukee County's review of the Stay Strong Grant. They were appreciative of the activities that support our young people.

Received an award from Black Men Build for being an outstanding Community-Based Organization.

WCWI was awarded an additional $85K over the next three years for the Credible Messengers program.

GUARA BI

Guara Bi, WestCare’s dedicated Caribbean and Latin American entity, stands as a beacon of healing, resilience, and transformation for individuals and families across Puerto Rico and the Dominican Republic. With a deep understanding of the cultural and social realities facing these communities, Guara Bi delivers life-changing services rooted in compassion and dignity. From outpatient behavioral health treatment and medication-assisted recovery to mental health counseling and case management, Guara Bi provides the tools and support needed to overcome substance use and co-occurring disorders. In Puerto Rico, the entity also operates transitional and permanent housing for men and seniors, as well as emergency shelter and wraparound services for women and children impacted by domestic violence. Through mobile outreach, HIV prevention and testing, youth education, and reentry support, Guara Bi reaches those too often left behind. For over 20 years, it has restored hope where there was despair, safety where there was trauma, and opportunity where there was struggle—living out WestCare’s mission to uplift the human spirit across the Caribbean, one life at a time.

WestCare Virgin Islands, through The Village – VI Partners in Recovery, is the territory’s only residential treatment program offering comprehensive substance use and mental health services. Located on St. Croix and serving all three islands, The Village is a vital resource for individuals and families struggling with addiction and co-occurring disorders. With a trauma-focused and culturally sensitive approach, the program offers residential treatment, outpatient care, detoxification, and recovery support for both adults and adolescents. The Village also plays a critical role in addressing the intersection of behavioral health and justice involvement, helping individuals reintegrate into their communities with the tools they need to succeed. As a trusted partner in the U.S. Virgin Islands for more than two decades, WestCare remains committed to restoring hope, healing families, and empowering individuals to reclaim their lives with dignity and purpose.

350 backpacks and school supplies were given out in St. Croix and St. Thomas while providing the families with fun activities, program information, and sign-ups.

Sober Glow event for teens promoting sober living and being able to have fun without the use of drugs and alcohol. The theme of the event was “Party Sober.”

Attended University of the Virgin Islands St. Croix and St. Thomas Teen Summit event. Prevention Coordinator, Brandy Brookes, represented as one of the panel speakers.

Hosted our first Open House mixer providing our programs’ information, history, and a tour of the facility.

2024 Highlights

The Thrive program delivered its vaping/cannabis prevention education to a total of 69 youth. The coalition, through its sector member Guam Police Department, confirmed three additional school sites to deliver its prevention education campaign. Supportive Services for Veteran Families (SSVF) program presented at the 2024 Guam Human Rights Initiative Poverty in the Pacific conference.

Steer’s new Prevention Specialist completed required activities for Prime for Life instructor training. Steer had their first joint Testing event with DPHSS, where 11 individuals were tested for HIV.

WPI established a partnership with the Northern Mariana Islands’ Judicial Mental Health Court Docket, officially launching WPI operations in Saipan.

Partnered with the Guam National Guard’s Counterdrug Program to expand prevention and education outreach across Guam.
