Across 17 U.S. states, U.S. territories including Guam, Puerto Rico, the U.S. Virgin Islands, and the U.S. Commonwealth of the Northern Mariana Islands, the Republic of Palau, and the Dominican Republic, WestCare stands as a network of care dedicated to Uplifting the Human Spirit.

Each region reflects the unique needs of its communities, offering varying levels of behavioral health, housing, Veterans, and community-based services Yet every program is united by the same foundation of compassion, dignity, and hope

Though our reach spans oceans and borders, what connects us all is a shared belief that we rise together

Dear WestCare Community,

When I think about WestCare, I do not think first about buildings, budgets, or charts. I think about people. I think about neighbors helping neighbors, communities standing together, and the quiet, steady work of lifting someone up when life feels heavy. That is why this year’s theme, Uplifting Together, reflects who we truly are.

Real change does not happen to a community It happens with a community WestCare has always understood that Everywhere we serve, we listen first, learn what matters locally, and honor the unique strengths and needs of each place and each person

Our Community Action Councils (CACs) represent this commitment in its truest form They bring the voice of the community forward They know the history, the hopes, and the challenges of their local areas They help guide our work so it remains grounded, relevant, and responsive

I have been part of WestCare for many years, and one truth has remained constant WestCare exists because people believe in people They believe that healing is possible, that no one is beyond hope, and that communities grow stronger when we care for one another

That belief is reflected in this year’s theme, Uplifting Together. It is also carried by the funders, donors, and partners who make our work possible.

We empower Veterans to embark on transformative journeys, facilitating positive change in their lives. From tailored support systems to specialized initiatives, we stand as a steadfast partner in ensuring Veterans receive the respect, care, and opportunities they need to thrive post-service.

We strive to provide critical and quality support to individuals and families who have faced housing crises or homeless individuals. Our aim is to help individuals and/or families swiftly regain stability in permanent housing, ensuring they can take the first steps toward a secure and hopeful future.

We employ a range of innovative outreach initiatives to bolster community education on critical health, recovery, and social issues. Our mission is to empower communities with the knowledge and tools to prevent alcohol and drug use, diminish harmful behaviors, and gain a deeper understanding of preventable health concerns.

We provide court-ordered treatment programs that offer a comprehensive understanding of domestic violence, family violence, and intimate partner violence. Through education, we empower individuals to recognize the impact of violent behavior and instigate the necessary changes to break the cycle.

We aim to provide support tailored to our community’s needs. Our emergency services vary by location, offering essential assistance during critical times. We encourage you to explore the services available at your nearest WestCare location.

WestCare Arizona is a lifeline for individuals and families facing addiction, mental health crises, homelessness, and justice system involvement. With a steadfast presence across Mohave, Yavapai, and Pima Counties, we offer a full continuum of residential and outpatient treatment, prevention and intervention, reentry support, housing assistance, and behavioral health services.

What sets us apart is our commitment to meeting people where they are — especially in rural and underserved communities — with traumafocused, culturally responsive care rooted in dignity and hope.

Launched a Deflection Program with Mohave County Detention Center, bringing behavioral health services inside the facility for the first time and strengthening reentry coordination countywide.

Secured multiple federal grants to restore Safe House and stabilize operations after federal funding shifts.

Awarded a federal Office on Violence Against Women grant supporting elderly survivors, helping older adults access housing, medical supports, and safety resources.

Invited by the Fort Mojave Indian Tribe to develop a Recovery Housing Program — a historic partnership built on more than a decade of collaboration.

Recognized as Central California’s Best Nonprofit with the Gold Award in the Best of Central California, reflecting the trust and impact we have built.

The record-breaking Spirit Gala raised $49,125 and is projected to net $25,000, tripling last year’s profit and supporting our Furniture Bank Program, which helps families turn housing into a home.

Secured $102,000 through the federal Nonprofit Security Grant Program (NSGP) to install cameras and monitoring systems at the MLK residential facility, strengthening safety for clients and staff.

Through effective management of our systems of care, we have allocated resources to support necessary facility upgrades across several aging sites.

Our priority for 2026 is completing the rebuild of The Heron, our assisted living facility for adults with mental illness. For over 35 years, it has provided stability for residents who might otherwise face homelessness or institutionalization. In a region with high suicide rates, the rebuild preserves a vital home and strengthens the continuum of care in the Keys.

Guidance/Care Center (GCC) has served as the Florida Keys’ behavioral health safety net for more than five decades and, for twenty years within WestCare, has provided a full continuum of care for youth, adults, and families. With facilities throughout Monroe County, GCC delivers personcentered, trauma-informed services including crisis stabilization, outpatient and in-home therapy, withdrawal management, housing supports, and residential care. Using the Certified Community Behavioral Health Clinic model, GCC integrates mental health, substance use, and primary care coordination with specialized programs such as Mobile Crisis Response, Medication-Assisted Treatment, peer support, and jail diversion GCC also offers critical transportation assistance for individuals facing access barriers. The Heron, a licensed assisted living facility, provides supportive housing for adults with chronic behavioral health needs. Partnering with schools, law enforcement, hospitals, and community agencies, GCC ensures care is available regardless of ability to pay and remains a vital resource for recovery and long-term stability.

Launched an enhanced transportation service for individuals facing age, income, or disability-related barriers, in partnership with Monroe County and private philanthropy.

WestCare GulfCoast-Florida, Inc. is a trusted behavioral health and human services nonprofit that has served youth, adults, and families across West Central Florida for more than two decades. Specializing in person-centered, trauma-focused care, the organization offers residential and outpatient substance use disorder treatment, emergency shelter, transitional housing, and targeted support for individuals involved in the justice system, along with treatment and linkages to community-based mental health care. In July 2024, the Red Tent Program joined WestCare GulfCoast, expanding services for individuals in Pinellas and Hillsborough Counties who are incarcerated or at risk of incarceration.

WestCare GulfCoast-Florida also delivers MOUD, MAT, and treatment for co-occurring conditions, and is known for reaching individuals with the most complex recovery needs. Programs such as A Turning Point and the Mustard Seed Inn further demonstrate its mission to empower individuals on their path to healing, recovery, and long-term independence.

The Village South has served South Florida for more than five decades and, for over 20 years within the WestCare network, has remained a leading provider of behavioral health and human services. With a focus on trauma-informed, person-centered care, The Village South offers residential treatment for women and their children—including the only program of its kind in Broward County as well as outpatient therapy in-home and on-site, Medication-Assisted Treatment, and support for individuals with co-occurring disorders. Its Mobile Response Team delivers 24/7 crisis care throughout Miami-Dade County, and additional services include early childhood education, HIV prevention, life skills development, and employment support

As of 2025, The Village South also provides comprehensive case management for children in foster care, offering coordinated, trauma-informed services that promote safety and stability. Services are available regardless of ability to pay. Through integrated care and strong community partnerships, The Village South continues to foster long-term recovery and hope for individuals and families across the region, across all levels of system of care.

Hosted the second annual Youth Empowerment Summit with Atlanta Metropolitan State College, inspiring hundreds of teens to pursue higher education and healthy choices.

Expanded youth prevention campaigns like “Sticker Shock,” partnering with local businesses to promote awareness of underage drinking laws.

Introduced African drumming therapy at the Youth Academy, blending creativity, culture, and recovery to empower youth.

Delivered focused HIV testing services for youth ages 13–26, increasing access for underserved groups.

Opened a new office for the Minority Aids Initiative (MAI) program, strengthening access to behavioral health and prevention services.

WestCare Illinois began its transformative journey in 2006 with the Sheridan Prison Project, turning the Sheridan Correctional Center into a Therapeutic Community (TC) to address substance use and mental health issues among inmates. In 2009, with the support and collaboration of the community, the first outpatient office was opened in Chicago’s Pilsen neighborhood Since then, WestCare Illinois has continued to grow and adapt, always striving to meet the evolving needs of the Illinois community through a variety of essential services such as Outpatient Services that provide compassionate care for substance use and mental health needs, Reentry Programs that support individuals as they transition from incarceration back into the community, Youth programs that focus on at-risk youth to prevent future incarceration, and the Women of Dignity Program that provides recovery and rehabilitation services for women at Logan Correctional Center. WestCare Illinois is dedicated to Uplifting the Human Spirit by creating lasting change and fostering resilience within the community.

2025 HIGHLIGHTS

Secured a five-year Drug Court Case Management contract, expanding justice-involved services and strengthening partnerships with Cook County.

Restored fatherhood and reentry programming in the Cook County Jail, promoting family connection, rehabilitation, and successful reentry. Earned statewide IDOC recognition for trauma-informed programming, including the Clothesline Project uniting clients across multiple correctional centers.

Recognized by IDJJ for the Harrisburg Art and Halloween Project, highlighting youth creativity and trauma-responsive engagement. Expanded the Chicago team from 7 to 25 staff and invested in leadership development through “Good to Great,” coaching, and intentional culture-building.

In 2026, we’re focused on growth and connection, expanding care for Veterans, families, and communities across Iowa. Through the new Staff Sergeant Fox Suicide Prevention Grant, our Sioux City team will serve Veterans in six counties with a dedicated program coordinator, intervention case managers, and peer support/outreach staff. This investment strengthens our outreach and prevention efforts while we continue expanding outpatient care, building our workforce, and creating lasting systems of support.

WestCare Iowa’s Family Alliance for Veterans of America (FAVA) strengthens housing stability for Veteran families through rapid rehousing and homelessness prevention services. Guided by the Supportive Services for Veteran Families (SSVF) Program, FAVA centers its work on four Core Concepts: housing with supportive services, crisis response, Veteran choice, and progressive engagement. These principles allow staff to address each family’s unique barriers, including PTSD, TBI, substance use disorders, justice involvement, and other service-related challenges.

A majority of Veterans served (63%) are ages 45–65+, often facing chronic health, mental health, or physical disability needs, and the number of female Veterans served has increased to 32%. FAVA provides education, advocacy, and support for both Veterans and their families, recognizing their essential role in recovery and reintegration.

Funded by the U.S. Department of Veterans Affairs, FAVA serves 43 of Iowa’s 99 counties—nearly half of the state’s 55,853 square miles, much of it rural.

2025 HIGHLIGHTS

Doubled the number of families served compared to last year, reflecting a growing emphasis on whole-family care and long-term stability.

Awarded a federal Staff Sergeant Fox Suicide Prevention Grant, expanding veteran outreach, case management, and peer support services to better meet the needs of the community.

Participated in the North Iowa–Southern Minnesota Veterans Stand Down, strengthening regional partnerships and increasing collaboration with community agencies.

Through our residential treatment, outpatient services, recovery housing, and reentry support, WestCare Kentucky meets people exactly where they are, offering compassion, dignity, and a clear path toward stability.

WESTCARE MARYLAND

WestCare Maryland provides compassionate, evidence-based behavioral health services directly within state correctional facilities, offering substance use counseling, therapeutic community programming, and case management to incarcerated men and women.

In 2025, WestCare introduced tele-counseling for the Medication for Opioid Use Disorder (MOUD) program, marking the first time counseling has been available alongside MOUD within these institutions. This milestone expands access to consistent, high-quality care for clients who previously had none, strengthening continuity of treatment and improving long-term outcomes.

Through trauma-responsive, person-centered care, WestCare Maryland fosters rehabilitation, promotes accountability, and equips individuals with the skills, stability, and support needed for successful reentry and sustained recovery.

WESTCARE MINNESOTA

In 2026, WestCare Minnesota will launch the Staff Sergeant Fox Suicide Prevention Program, funded by the US Department of Veterans Affairs, to provide life-saving outreach and support to Veterans in the Minneapolis-St. Paul region.

WestCare Minnesota will also develop the state’s first victim-centered specialty court to serve children and youth who have been exposed to violence, in partnership with the Dakota County First Judicial District Court and the YMCA.

These two new initiatives build on WestCare’s long tradition of meeting people where they are, offering prevention & education, children services, Veteran Services, treatment & rehabilitation, and mental health & wellness to transform lives and strengthen communities.

East End Community Services by WestCare Ohio in Dayton, Ohio has partnered with families and neighbors in East Dayton for more than 25 years, working alongside the community to create pathways to opportunity and well-being. Since joining WestCare in 2017, East End has expanded its trauma-informed, community-rooted services to support children, caregivers, and individuals through youth development, family coaching, prevention and education, health outreach, food access, and more.

Serving over 5,000 individuals annually, the organization is now implementing a whole-family coaching model that helps families identify their strengths, set meaningful goals, and build lasting stability across generations. As part of this work, mental health services are being fully integrated into the Charles D. Berry Foundation Whole Family Hub, East End’s newly expanded and renovated campus.

This expansion has strengthened the continuum of care, ensuring that children and families can access comprehensive support in one trusted, community-centered space.

Operation Military Family (OMF), continues its work to ensure Veterans are honored, supported, and equipped throughout every stage of transition. Now operating under the WestCare umbrella, OMF is building a stronger, more coordinated system of care through the reimagined King County Veterans Outreach Network—an integrated, countywide model that connects Veterans to housing, employment, wellness, and community resources with fewer barriers.

OMF is also evolving from traditional coaching to a more robust model of peer and case management services, walking alongside Veterans with personalized, trauma-informed support from initial transition through longterm stability. Guided by the values of honor, compassion, and accountability, OMF remains committed to restoring purpose, dignity, and connection for those who have served.

WESTCARE WEST VIRGINIA

WestCare is proud to announce its expansion into West Virginia, where we will partner with Community Care of West Virginia (CCWV), a leading Federally Qualified Health Center, to bring vital treatment and rehabilitation services to rural communities across the state. Through this partnership, WestCare West Virginia will open a 56-bed residential treatment program providing care for adult men with substance use and mental health disorders.

This initiative reflects WestCare’s ongoing commitment to meeting people where they are and addressing the unique behavioral health needs of underserved regions. Together with CCWV, WestCare West Virginia will provide integrated care that connects individuals to treatment, counseling, and recovery support within their own communities.

WestCare Wisconsin has worked to build a safer, stronger, and more resilient Milwaukee community since 2011. Its programs—including Community Violence Intervention (CVI) and Gun Violence Intervention (GVI)— demonstrate a deep commitment to reducing violence and fostering healing. Through person-centered, trauma-informed care and substance use services, WestCare Wisconsin provides culturally attuned support for individuals and families.

Youth development programs empower local young people through mentorship, life-skills education, and enrichment activities such as basketball camps featuring NBA players. The Harambee Community Involvement Center’s food pantry helps address food insecurity by providing essential groceries to neighbors in need.

Expanded services in the Dominican Republic, acquiring a new property for residential treatment with capacity for 30 individuals to strengthen recovery, housing, and reintegration programs for vulnerable populations.

Hosted the Federation of Latin American Therapeutic Communities Conference, bringing together 364 participants from 17 countries and 56 presenters for a three-day regional gathering focused on prevention, treatment, and social reintegration.

Guara Bi leads WestCare’s services across Puerto Rico, delivering culturally responsive behavioral health, recovery, and community-based support. For more than 18 years, programs have been designed to meet individuals and families where they are, while honoring local culture, strengths, and needs.

Services in Puerto Rico include outpatient treatment, medication-assisted recovery, mental health counseling, case management, transitional and permanent housing, emergency shelters, and mobile community outreach. By December 2026, Guara Bi will implement at least two community-based social intervention programs, directly benefiting 200 individuals, with a minimum of 70% of participants demonstrating improvements in well-being or social knowledge, as measured through evaluation assessments.

THE VILLAGE - PARTNERS IN RECOVERY in the Virgin Islands

The Village – VI Partners in Recovery is the territory’s only residential treatment program offering comprehensive substance use and mental health services. Located in St. Croix and St. Thomas, and serving all three islands, The Village is a vital resource for individuals and families facing addiction and co-occurring disorders. With a trauma-focused and culturally responsive approach, the program provides residential treatment, outpatient care, detoxification, and recovery support for both adults and adolescents.

The Village also plays a key role at the intersection of behavioral health and justice involvement, helping individuals reintegrate into their communities with the skills and support needed for long-term success. As a trusted partner in the U.S. Virgin Islands for more than two decades, The Village remains committed to restoring hope, strengthening families, and empowering individuals to rebuild their lives with dignity and purpose.

In the Commonwealth of the Northern Mariana Islands (CNMI), WestCare Pacific Islands (WPI) delivers targeted, collaborative services that address behavioral health needs while strengthening connections between individuals, families, and community systems. Through close partnerships with the Mental Health Court and local stakeholders, WPI helps close service gaps and improve access to essential supports.

In 2025, WPI’s work in CNMI emphasized coordination, accountability, and compassionate care, ensuring participants received timely services that support stability, recovery, and long-term wellbeing. By integrating treatment and supportive services, WPI contributes to a more responsive and effective continuum of care. These efforts not only improve individual outcomes but also strengthen the broader community’s approach to mental health and rehabilitation across CNMI.

WestCare Pacific Islands (WPI) is a trusted force for healing, resilience, and empowerment across Guam For over a decade, WPI has delivered traumafocused, culturally rooted care that honors the strength of Micronesian communities while addressing substance use, behavioral health challenges, poverty, and injustice. In 2025, WPI strengthened its impact through a merger with Sanctuary Incorporated of Guam, a long-standing youth and family services organization. This partnership expands WPI’s reach across crisis intervention, emergency shelter, and youth and family counseling, ensuring broader, more integrated support for children, adolescents, and caregivers.

Through prevention, treatment, reentry support, and community partnerships, WPI meets individuals and families with compassion and dignity —standing as a beacon of hope and possibility across Micronesia.

2025 HIGHLIGHTS

Secured three new federal grants, including one to revive the community driven Helping Every Area of Relationships Thrive (HEART) healthy relationship education program after a five-year gap.

Launched new housing partnerships with GHURA through the Manhale program, placing families in safe, stable homes and paving the way for future WPI-owned units.

Merged with Sanctuary Guam, uniting with a legacy of over 50 years of service and expanding the region’s continuum of youth and family care.

In Palau, WestCare Pacific Islands (WPI) focuses on preventioncentered education and tutoring services that strengthens families and supports healthy development for children and youth. Through culturally responsive workshops and community engagement, WPI helps caregivers better understand the impacts of substance use, mental health challenges, and family communication on long-term wellbeing.

Through a partnership with the Ministry of Education, WPI expanded its prevention efforts by providing tutoring services at Koror Elementary School, supporting students academically while reinforcing stability, confidence, and family engagement.
