Welcome to the August edition of... I’m so lucky to have such a fab Discovering Magazines team: not only do they work hard to produce these fantastic pages for you, they are even willing to go under fire in the name of research! Check out our findings from a daring mission to our local Airsoft facility, on page 12. It sounds like great fun! If you’re looking for something more sedate, then simply flip over a few pages to our topical Olympics Quiz (page 21), just in time for the start of the action in Rio. We have a great tradition in the area for producing Olympic-standard athletes, and I’m sure, like me, you’ll be proud to read about our budding local swimmers, coming up through the ranks, at the Deepings Swimming Club (page53). Water was also the theme for our history feature this month (page 20), which reveals how flooding has affected the locality in the past. For now, it appears that flooding is not something we need worry about, and as the sun continues to stick around, remember to check out our advertising pages, which are so jam-packed with a plethora of offerings, from barbeque meats, beach tents and bedding plants, that you’ll soon be fully equipped to enjoy the Summer.

At the end of last month, I made it to my first Deepings Beer Festival: what a fantastic day! I’m also excited to attend my very first Deepings Raft Race this coming month, and am still trying to decide on my costume… I’m thinking Chewbacca might not be very practical in this heat! Speaking of fur (tenuous link, I know), I loved reading about the open day Rose Lodge had for its families and their canine pals (page 24). What a fantastic idea for pet therapy! As a teacher, I can confirm that school is officially “out for Summer”. It’s so nice to see everyone out and about, enjoying the sunny weather, and warm evenings. With that in mind, we have a special feature on pages 8-9, then on 14, to help you organise your precious family time. It’s wonderful that there is so much to do right on our door-step. I took my nephew den-building at Ferry Meadows recently, and can thoroughly recommend it. Perhaps you’ll even find a Pokémon or two! If you’re heading abroad this August, we have some great Travel Advice for you, on page 22-23, and don’t forget to check out our Health features on pages 16 and 18, perfect if you’re after sandal-ready toes, or even a beach-ready bod! Whatever you end up doing, I’m sure, like me, you’ll be looking for ways to stay cool. Luckily, when you’ve made the most of this month’s issue, you’ll be pleased to know, it can also double up as a handy fan!

Words from the Mayor Councillor Wayne Lester Well, what a busy month! I held my first car boot of the year, but due to the weather, and stiff local competition, we only had 20 sellers turn up. Thanks to them, and the supporters, who turned out. Armed Forces Day vintage vehicle parade roared through the town recently, and were displayed for keen residents on John Eve field, in support of the Royal British Legion (photos to follow). We had one of the sunniest days of the year for the carnival! What a great day, and so nice to see so many people out and about, enjoying the day, what was on offer at the event, and ultimately supporting the carnival. I was honoured to assist in the crowning of this year’s Carnival Queen. Over the past week, I met up with the Deeping Men’s Group, who were recently found fundraising at Tesco. The following day, I was back at the store, attending a sponsored haircut. Don’t worry, I did not have my hair done! Eager children from William Hildyard School were raising awareness, and funds, for a children’s leukaemia charity. I also went along to St Guthlac’s Church fete, in the sunshine, again. Another great day, and it was so nice to enjoy tea and cake on Church Street, and watch the world go by. In the afternoon, we popped over to the Deeping Tennis Club, to see our next intake of budding tennis players. Then, this last Sunday, saw the leaving service for Rev. Ann Bossingham, who is retiring, and moving to the coast. Ann will be missed by both her Deeping St. James flock, and the wider Deeping community. 4

Council News Following a number of recent surveys, LCC and the Lincolnshire Road Safety Partnership conclude that the corner, on Blenheim Way, is fit for purpose The spate of accidents has been put down to speeding, and/or poor driving. Please take care on this corner and slow down. Footpath No. 4, near Tesco, leading in to the new development, by Persimmon Homes, is still a cause for concern. We feel that the footway has been diverted by the developer, without prior permission, and will be seeking to have the path installed, as the original planning approval detailed, thus allowing easy access to this public right of way. Repairs to the swing and play surface in the park have been completed, and it is good to see the children back using it.

| Spotlight on Schools

Linchfield Community School Linchfield Community Primary School continues to go from strength to strength. In November 2015, it received its first ever ‘Good’ judgement from Ofsted, but the school has not rested upon its laurels. Headteacher, Mr Andy Fawkes says ‘At Linchfield, we we absolutely strive to give the children the best start in life. We want the children to have an outstanding education, and we will not rest until we have achieved this.’ As well as providing children with a high quality academic education, they also recognise the importance of offering the children a wide range of experiences and opportunities to motivate, inspire and enthuse them to learn. The school is an Arts Award centre, recently receiving the Arts Mark. offering children, across our locality, the recognition for their achievements across the arts by our trained assessors. Hand in hand with this, the stunning choir, known as ‘The Mini G’s’, have performed at Britain’s Got Talent and made many appearances locally including the Lincolnshire Schools’ Proms. They are, at times, ably supported by the school’s rock band, ‘The Unforgotten’, who will also be performing at the Lincolnshire Schools’ Proms. The local primary also now holds the International Schools Award. After working with schools in the USA and India, a long term link has now been formed with Molefe Primary School in Botswana. A delegation from the school went to visit their twin, to support its development last July, and the school hosted a reciprocal visit in October. The staff have led assemblies in each other’s schools and taught lessons about life in each other’s countries. Linchfield are now actively supporting them to install an internet connection for use by the whole village. Linchfield is also the first primary school in Lincolnshire to achieve Investors in Pupils status. This is very similar to the Investors in People award, but is recognition of the enormous voice which the children have in running the school. They have knowledge of the school budget, they know the school governors and their functions and have an input into all staff appointments. 10

There is a real sense of community at the school. At the street party we held for the Queen’s 90th birthday, almost 1000 people were present, and a great afternoon was had by all. In addition, at the school’s annual Summer Dance, a barbecue was held to feed 400-500 parents and carers, who attended, followed by each year group performing a dance, culminating for the first time ever with a dance by the staff. The school is now busier than ever before, and the children now get a better education than ever before. The staff are hugely talented and are keen to develop the school further based upon the latest research evidence. Linchfield continues to grow and develop in many new directions, with the opening of their new Parent & Toddler group this year, and a brand new Pre-school for the Deepings opening in September 2016. Finally, the much talked about new teaching block has now been designed and building work should commence in the near future. So the school goes from strength to strength… It is a vibrant place to be, and the children get a great start to their education, that will only continue to get better in the years to come.

Airsoft – Exciting, Energetic, Addictive … and on your Doorstep

If you fancy something new, energetic and thrilling, what about “Airsoft”? It’s a game in which participants eliminate opponents by hitting each other with non-metallic pellets, launched from replica firearms called airsoft guns. The Free Fire Zone Woodland site, six miles north of Bourne, has been operational for over ten years and its seventy-five acre site was recently visited by our intrepid Cat Speers. Here’s her report … “I was excited to be trying something new especially as it was on my doorstep and I didn’t even realise it was there. But my excitement turned to nerves, the nearer I got to the site. I was not expecting so many people there and it was quite daunting. However, everyone was very friendly, welcoming, and did not make me feel uncomfortable for being a ‘newbie with no clue’. After getting kitted out with jacket, face mask, gun and pellets, the fun began (after the usual safely talk). Throughout the day, there were different games played, trying to shoot the other team before they got you. The woodland was ideal for hiding behind trees, and crawling through the bushes. You don’t need to be fit (thankfully) but you do need to be prepared to get dirty and hot! It really helped that, not only Free Fire Zone, (the company who run the operation), but the regular members too, were more than happy to help, ensuring that you knew what to do and, most importantly, that you were enjoying the experience. It was action-packed, thrilling and so exciting. Regulars had various different guns, grenades and stealth gear which added to the fun. Age really didn’t matter either - there were a few people under sixteen, who were well looked after. Free Fire Zone were really great in making sure I felt welcomed and not nervous, and I would thoroughly recommend it. After the last game was over, I was already planning my next day of Airsoft, what I’d wear and who I’d bring along! No, it doesn’t hurt, if you’re wondering! It just stings a bit, if you’re hit at close range. My main warning though is that it can get very addictive!” For further details, visit www.freefirezone.co.uk

How to cope with those long summer days! As August arrives, there are doubtless hundreds of parents for whom the long summer holiday from school doesn’t automatically mean relaxation for everyone, with fun and happiness from dawn to dusk. Far from it! It’s never been easy to keep our children, from toddlers to teens, totally occupied during the annual six-week break from school, and avoid the plaintive, “I’m bored – There’s nothing to do,” ringing out day after day. The cost of daily trips out, on top of parents’ time away from their workplace, imposes severe financial pressure, often leading to strained relationships all round. So here are some summer holiday ideas that won't break the bank but will hopefully help “bust the boredom” of the next month.

Grab the scooters or bikes and head for your nearest park and cycle paths for some fresh air and exercise.

Have a day in the kitchen; easy recipes for children include pizza, sausage rolls and cakes.

Picnic in your own garden, maybe even set up camp and spend the night “wild camping”. Your pets might like to join in too!

Have a board game tournament - blow the dust off your Monopoly, Twister and Cluedo boxes, organise some prizes and have a great day in.

Meet up with some other parents at a local park and just let the youngsters hang out together.

Visit your local pool and spend the day splashing around, keeping fit and healthy.

Set up shop, using the groceries out of the pantry and cupboards and let the youngsters be the shop keeper and customers, make pretend money and you’re in business.

Visit grandparents/great grandparents and ask them to show you photos from when they were little and spend the day listening to their stories. They’ll love it too!

Good luck with these, and don’t forget that children will look back on the time we spent with them... not on the money we spent on them!

Linchfield Primary Hit the High Notes with “Joseph” Tuesday July 19th, and everyone flagging on what has been our hottest day of the year so far, but it didn’t affect the cast of Linchfield School’s end-ofterm production of “Joseph and the Amazing Technicolour Dreamcoat.” Our own roving reviewers, Claire and Hilary, took up their kind invitation to attend, and their contribution follows that of Sandra Samwell, (East District 1 representative for the National Operatic and Dramatic Association), who writes: “Long ago, this wonderful musical adventure changed the face of musical theatre and childrens’ performance in schools. Today, “Joseph” comes up fresh and bright every time. The rousing interpretation of this show was given a new lease of life by Years 3 to 6 of Linchfield Primary School … and what a lease of life that was! From the first stirring, uplifting, chorus to the final, beautifully sung notes, the youngsters gave their all. I was very impressed with the way that the children reached for those high notes with a smile, and sang the songs so well and with such enthusiasm. Brilliant! This is, first and foremost, a story and everyone, from the oldest to the youngest participant,

told the story really well. Mouths were opened, so that we could hear every word, quite difficult, choreographed steps were well remembered, and there were smooth transitions from one episode to the next, and from one song to the next. Songs started well and ended well with some big definite, confident movement. There was a delightful slow-motion scene and some neat little dance routines, and the clapping sequence was a masterclass in performing in unison. This was not a case of ‘closing every door’ but opening doors to many more terrific productions in the future. Congratulations to all the teachers and assistants, who worked so hard to make this great opportunity happen, and a massive ‘Well done’ to the cast!” Hilary adds:

“The children managed to keep the production alive and vibrant. What was so obvious, from the smiling faces and the effort put into the singing, was that they were thoroughly enjoying performing. It always amazes me how children from years three to six can learn so many words, dance steps and stage directions … and they coped admirably with the vast amount of learning that was required.”

Are Your Feet Ready for the Summer? – Advice from the Experts This month, Rachael Baker, one of two registered chiropodists / podiatrists at the Wellhead Practice, explains some common, everyday foot conditions. Rachael brings a wealth of knowledge and expertise to the practice, having worked in the NHS and private practice in this field for nearly forty years. Q: Rachael, what is one of the more everyday conditions you help with? A: Simple nail cutting. Many patients really struggle to trim their own nails. This can be due to reduced flexibility, (preventing patients from reaching their feet), or perhaps due to osteoarthritis of the hands, making it hard to hold nail clippers. Even inadequate eyesight can pose a problem. Here, we offer a shorter, dedicated nail cutting appointment (£21) which is ideal if your feet are generally in good condition, and you only need a trim. Q: What else do you commonly see? A: Thick nails. Trauma to the nail bed, perhaps from dropping something onto the toe or even poorly fitting shoes, can cause these. Treatment involves reducing the thickness, using the nail drill and offering advice

on things like footwear, to help reduce recurrence. Fungal nails. These affect one or many nails with a discoloured and thickened appearance and are often crumbly in texture. Treatment is by applying a topical lacquer to the nail or via oral medication. As the fungus has to grow out of the nail, treatment can take over twelve months. Involuted nails. These curve round and press into the sides of your toe. The temptation is often to cut down the sides but this can lead to in-growing nails. I advise letting the nails grow and to clear out the edge of the nail with an old tooth brush using moisturising cream along the sides. A build-up of dead skin, soap, sock fluff etc. can put extra pressure on the nail, causing pain. In-growing toe nails. Incorrect nail cutting, direct injury or picking at toe nails can lead to a spike

of nail to grow into the flesh of the toe. Treatment ranges from cutting the nail correctly and removing the spike, to removal of the side or whole nail with surgery, under local anaesthetic. Q: Is the surgery something you can do at the clinic? A: Yes, this is something we can do in-house, as there are two practitioners here. My colleague, Amy Leverton, joins me and we perform the procedure together. These are just a few of the conditions our chiropodists can help you with. alking through Market Deeping town centre, there are few shop facades as familiar as Scizzor Studios. Starting out on Church Street in 1986, the hair salon, which is currently part of the Wella Premier family, has most certainly stood the test of time, and is now proudly celebrating its thirtieth year, as one of Deeping’s most established businesses. Catering for both ladies and gentlemen, and boasting a relaxed atmosphere, with friendly and knowledgeable stylists, the salon offers a huge range of styling techniques, and has always kept up to date with the latest trends. Being able to keep up with current fashions, which have changed so much over the decades, is one of the many reasons why Scizzor Studios is still going strong today. In the last few weeks, to mark their anniversary and continued success,

the salon recently ran a raffle, open to all of its customers, old and new, as a way of thanking them for their loyal custom over the years. The winners, Ed Bailey from Market Deeping and Janet Lill also from Market Deeping (pictured), walked away with a Galaxy tablet and a hamper from Fortnum and Mason, bursting with goodies, respectively. So, how has this family run business stood the test of time? Owner Marie puts the business’ success down to sheer hard work and determination, and the fact that the staff have always worked as a team. This ethos has been incredibly important to everyone involved in the salon, and those who work there have felt so valued over the years, that some stylists have stayed with the salon for many years, and still continue to grow along with the business. Clients have also stayed loyal, enjoying having their hair needs taken care of, by a welcoming, professional and friendly team. Many local faces have been coming through the doors since they opened three decades ago. Scizzor Studios will surely continue to move with the times, offering innovations in styling. | A little bit of History

Discovering . . . FLOODING

One of our major natural disasters is flooding and recent events around the country have demonstrated how it can dramatically change the lives of those affected. Before the fens were drained flooding was a frequent occurrence and the most serious recorded instance was in 1571 when the English chronicler Raphael Holinshed described a violent tempest that affected houses and other buildings as well as farmland where crops were ruined and thousands of sheep drowned in the fields. Drainage work over the centuries and the use of windmills and steam pumping engines reduced the risk of flooding although during the 19th century Deeping Fen was still badly affected when prolonged heavy rain caused waterways to overflow and swamp surrounding villages such as in the summer of 1880 when most of the Deepings were under water after a violent storm and prolonged downpour. During the late evening of Thursday 15th July, the River Welland became swollen and before midnight, flood water began to seep into houses on the south side of Market Deeping. By morning the market place had been engulfed while Deeping St James and Deeping Gate suffered a similar fate. “The most distressing scene soon became visible”, reported a local newspaper. “The inhabitants were in a state of great anxiety and perplexity. All business seemed suspended, men and boys half submerged in water were 20

walking about the streets and innumerable vehicles and horsemen passed to and fro to assist the drowned-out inhabitants. Furniture was moved up into bedrooms. The aged, invalids and children were carried through the water by kind neighbours and friends while those who stayed at home were forced to live upstairs. The water rapidly flowed through many houses like a cataract. Pig sties and chicken houses were washed away together with potatoes, fruit and vegetables from the gardens. During twenty-four hours or more, the rush and roar was quite bewildering.” Flood water reached a depth of four feet in some places and it was to be early Saturday morning before it began to subside but the damage was both widespread and costly. There have been other serious incidents in the Deepings, notably in the summer of 1912 when the River Welland overflowed its banks during a period of heavy and continual rain. Streets were flooded and farmland waterlogged on the eve of the corn harvest with hundreds of acres under water, a reminder that we have no control over the weather and the threat of inundation is always with us. Your holiday protection – Get the Right Advice, On July 15th, the holiday accommodation supplier, “Lowcostbeds”, (part of the “Low Cost Travel Group”) ceased trading. I am saddened to see so many holidays affected, and I can help by offering both advice and re-bookings, which come with 100% financial protection. Here, I want to explain the difference in financial protection levels, so you can make an informed decision, when booking your next holiday.

Why do I need to worry about financially protecting my holiday?

In short, if you don’t, and something happens to one of the companies involved in your trip, you could lose out. If you’ve booked a package holiday, your holiday is financially protected. If you’ve booked your flight and accommodation separately and one of the companies fails, you could end up in a situation where you’re having to pay for an alternative flight or accommodation. Even if you book accommodation with a travel agent, if they fail, you could end up losing your money and be left without your hotel room. Your holiday insurance isn’t fail-safe either, as it isn’t guaranteed to cover a travel company going bust.

What is ATOL?

The Air Travel Organisers’ Licensing (ATOL) regime is a financial protection scheme for holidaymakers regulated by the Civil Aviation Authority (CAA).

In the UK, all travel companies selling package holidays with flights must hold an ATOL certificate. If a travel company with an ATOL stops trading, the ATOL scheme protects all customers. If the company goes into administration before you travel, your money is protected and you’ll be able to apply for a full refund. If you’re on holiday when the travel company goes bust, the ATOL scheme guarantees you’ll be able to finish your holiday and return home.

What is ABTA?

ABTA stands for the Association of British Travel Agents, and all ABTA members are bound by a code of conduct. If you’ve booked a package holiday from an ABTA agent, your money is protected. However, you might not be financially protected if you haven’t booked a package holiday. You will need to speak with your travel agent if you are relying on this level of protection.

What is a “Section 75”?

If you’ve booked your trip and have paid on your credit card, you might be able

to make a claim against your credit card company. This claim is under Section 75 of the Consumer Credit Act 1974, hence the term “Section 75”. To make a claim against your credit card provider, the amount you’re claiming for must be between £100 and £30,000. However, you may still be able to make a claim, if the amount on your credit card is less (a deposit, for example), as the claim against the credit card provider is directed at the total cost of your trip. If you paid using a debit card, you may be able to use chargeback to claim some or all of the money back. You will need to contact your card provider and speak to them about your claim.

Doesn’t my travel insurance cover me if the company I’ve booked with goes into administration?

Not every travel insurance policy will cover you if a company goes bust, so it’s best to read the small print and check with your travel insurance provider. It’s also worth checking whether the

Canine Friends Descend on Rose Lodge

R

ose Lodge Care Home recently enjoyed a visit from a group of hairy canine visitors! As part of the national ‘Bring your Dog to Work Day’ on June 25th, staff, family, and visitors were invited to bring their dogs along to meet the residents. The day began with a visit from Teddy, a loving Yorkshire terrier, owned by Julie Britten, Home Manager of Rose Lodge. This was followed by a visit from Poppy the Chihuahua puppy, then a surprise visit from Percy the Lamb, whose family didn’t own a dog, but thought that livestock would do just as well! All the residents, and their families, had such a wonderful day, that a similar event, with even more opportunities for canine therapy, is already being planned for next year. Rose Lodge is one of Country Court Care’s purpose built residential homes, and was completed in September 2015. Grandchildren Cascading your wealth through the generations via your pension can be a great way to look after family members. However, what if you can’t do that because of restrictions placed on your pension? Or you just want to invest in your children or grandchildren’s future because you know they will not be part of the “golden era” of pensioners in years to come? Contributions for others are a great way to provide for future generations. In addition, they are an excellent way of mitigating Inheritance Tax without the need to make significant capital payments. Why provide for future generations? The youth of today are struggling to cope with university fees, and getting on the property ladder is much more difficult than it used to be. Although new rules on employers’ auto-enrolment in pension schemes is increasing the amount of people who are saving into pensions, the amount being saved is often not enough to fund a comfortable retirement. Making contributions for young children or grandchildren can benefit them and their families in the future. However, making contributions for adult

children who should be thinking about pensions, but instead are paying large mortgages and childcare, can be even more beneficial. Why are pension contributions good for Inheritance Tax planning? The advantages of this strategy are; • basic rate tax-relief at source will effectively increase the gift by 25%, • the fund enjoys tax-free growth - it suffers no income tax or capital gains tax charges, • it can be used to help them to fund for their pension at a time when resources may be stretched but benefits of pension contributions greatest, • the recipient has no access to the gift until he/she attains at least the age of fifty-five, • should the recipient die prior to the age of seventyfive, a tax-free lump sum or income benefits may be payable from the pension pot. What is this Cortana thingy that came with Windows 10? Cortana is built in to Windows 10 and is branded as a ‘personal assistant’. Don’t book a romantic business liaison yet though - it’s not that type of personal assistant! Basically, the main purpose of Cortana is to help you find things on your PC or on the internet. That said, it can also do other things such as manage your calendar, give you a weather forecast or even tell you jokes (awful ones at that). So, is Cortana an essential new tool or quirky gimmick? I’ll let you decide, as I think this is down to personal taste. Generalising, I can see the utility being more popular with the younger generation, as those of an older generation (like me) are less likely to feel comfortable talking to our computers. You’ll find Cortana on the lower left of your Windows 10 status bar. To start using Cortana, you can either type a question in the search box or click on the microphone icon to the right and talk to it out loud. We’ll take a look at using the microphone to communicate, but for those without one then you can achieve the same results by typing the commands in, rather than saying them out loud. A webcam microphone works fine and this is what I use at home. To use the ‘speech’ option, click on the microphone icon You can now speak to Cortana. Try asking for the latest weather. and it will not only show it but also read it out to you over your PC speakers. You can use this technique to search for things on the internet too. Click the microphone again and say out loud, “Go to BBC” and you’ll see a web browser open with search hits for BBC. Sadly, results are pretty hit and miss. Here’s what happened when I told it to “show map of Bourne town centre”. Curiously, a slight change to the words gave different results; “show map of Bourne” resulted in a web search page with the first hit a link to a map of Bourne. One other thing you can do with the speech part of Cortana is to leave the microphone ‘open’ (or constantly on). This will then monitor anything that is being said in the room, and if you precede a phrase with, “Hey Cortana”, then it will burst into life and try to action the next phrase you say. This setting can be found in the Cortana ‘notebook’ settings. Click on Cortana, then Notebook, then Settings and look for the Hey Cortana option.

| Consumer Advice Is your Neighbour’s Greenery Making you See Red? Complaints of overhanging branches, conifers blocking out the light or unwelcomed falling leaves in the garden are all too common and, if left to escalate, may create ill-feeling between neighbours. If your property shares a boundary with a neighbour’s property, there are a few aspects of the law (and good neighbourliness) to bear in mind when growing trees/hedges. You have a Common Law right to cut back tree branches that overhang onto your property. It’s best to talk to your neighbour about any trees / hedges you wish to cut back before doing so, and ask if they want them back, or if they are happy for you to dispose of them. Don’t just throw trimmings back over the boundary this could constitute ‘fly tipping’. Ask your neighbour whether they would like any trimmings back. When it comes to fruit on trees, even if they are growing on branches which overhang your property, the fruit still belongs to your neighbour. You are therefore effectively stealing, if you pick these for yourself without your neighbour’s permission. Be careful to check if any trees are subject to a preservation order - your local authority will be able to tell you this. If you cut down a tree with a preservation order, you will be guilty of an offence under Section 210 or 211 of the Town and Country Planning Act 1990. A tree belongs to whoever owns the property upon which the tree trunk originally grows, even if the branches or roots have begun to spread onto another property. The owner has a duty to maintain this tree so that it does not cause a hazard. Therefore, if branches are broken and hanging precariously, the owner should remove these. Finally, if you choose to cut down overhanging branches, or trim trees, you will have to pay for the cost of doing so yourself. Try speaking to your neighbour however, as you may be able to reach some sort of agreement, though they are not obliged to contribute to this cost. You are not entitled access to your neighbour’s property to trim the trees without their permission. If you are considering this course of action – or even have trees on your own property which need attention – it may pay to call in the experts, if the project is something you don’t feel confident enough to tackle yourself. Who Cares About Care? It has been a very interesting year so far, with a couple of people who I am very close to needing to go into long-term residential care. The impact on the people and their families has been huge, whilst their experience of the care system has been very different. The lesson to be learned from these two examples is clear for us all to see – get to know about the Lasting Power of Attorney! In the first instance, the person has moved around three different care facilities, because he was being treated, not as a paying client (despite parting with over £700 a week) but as an “inmate” (his words!) He was originally in a very pleasant, modern facility

for respite care, but was moved to an older facility when it became apparent that his needs were going to be long-term. Social Services chose the second home because he didn’t have a “Lasting Power of Attorney for Health and Welfare” in place. He moved back to the original home only after we put a Power of Attorney in place, and his wife was able to complain to the Care Quality Commission on his behalf. The second person had done the planning in advance and, despite his having fairly advanced dementia, his family was able to sit down with his doctor and the local authority and put in place an appropriate care package from day one. Recent news reports have highlighted care as the biggest fear for most people as they age, but taking the simple step of having Lasting Powers of Attorney in place will go a long way to alleviating your worries.

Pet Insurance Premiums Up - What Do We Do Now?

It has been announced in the last few weeks that pet insurance premiums are to rise by 50%. This is occurring for several reasons. There has been an increase in the number of specialist procedures that are possible, alongside an increase in specialist centres. There has also been, on average, a 40% increase in general veterinary fees in the last five years, (not in ours, I must hasten to add!) This situation is making it increasingly difficult for many people to afford to have their petstreated, so excluding many pets from receiving much-needed specialist procedures. This, in my opinion, cannot be right . The flippant response you hear to this situation is, “ If you can’t afford to keep a pet, then don’t have one.” This fails to take into account that many pets live their whole lives without needing expensive treatments; that people’s individual circumstances can change and, most importantly, that most people can afford even large bills, if they are given time to pay . I absolutely believe that pets should not be put to sleep for financial reasons. I think that, as vets, we must do everything we can to avoid this situation. Euthanasia is not a treatment option in these cases. There are several things that we can do. Firstly, “general practitioner” vets can extend their training to include some of the more specialist procedures and would be able to provide these at a lower cost than the specialist centres. Secondly, we need to trust

our clients more and allow them to pay off unexpected expensive procedures over a period of time ( at a level they can afford). It is sad, in my opinion, that the number of privately-owned veterinary practices is declining, with a huge rise in corporately owned ones . The problem with corporately owned practices is that the underlying drive has to be to produce money for their share-holders. This does not mean that they do not employ good and caring vets, but it ultimately puts a financial slant on things . All veterinary practices have to be profitable to be able to give a service to their clients, but I feel there is room to give something back, and set up arrangements that can help people with financial problems and those struggling to afford unexpected expensive bills. Things have changed a lot since the days of James Herriot. There is so much more we can do and there are many new medicines available . However, I feel we have lost some of the empathy of this time and our dedication to the animal itself . We need to get it back. I have, for many years, had several arrangements in my practices to ensure that pets can get any expensive treatments they need, even when their owners are struggling financially. I can safely say that this has not adversely affected the finances of the practice, (even though a small number of people fail to pay), and it always gives us the satisfaction to know that we are putting the animal first.

Sergeant Mosley’s Musings: So what is “Public Nuisance”?

After a recent investigation for the very wide-ranging offence of Public Nuisance, which can be found under Common Law, I thought I would discuss it in a little more detail here. Common Law is that part of the law formulated, developed and administered by the old Common Law Courts. It is “the common sense of the community, crystallised and formulated by our forefathers”. The two other types of law are “Statute Law”, (legislated by Parliament), and “Case Law” which is the law developed by judicial decisions that interpret the meaning of legislation. Common Law includes many offences, some better known than others, with some slightly obscure offences and some that are no longer used and been replaced by provisions in legislation, such as the Criminal Justice and Public Order Act 1994 and the Protection from Harassment Act 1997. Some of the more well-known offences under Common Law include murder, kidnapping and breach of the peace, while some of the more obscure offences include refusing to assist a constable and removing a corpse from a churchyard. Types of behaviour which used to be prosecuted as a Public Nuisance are now covered by statute; however, Public Nuisance is still an offence at Common Law. It is more commonly used for environmental issues by public bodies such as local

councils, for example in pollution of rivers, as well as offensive or dangerous behaviour. The definition of the offence states: “A person is guilty of the offence if he/she (a) does an act not warranted by law, or (b) omits to discharge a legal duty, if the effect of the act or omission is to endanger the life, health, property, morals, or comfort of the public, or to obstruct the public in the exercise or enjoyment of rights common to everyone.” As can be seen, this is wide-ranging and can include anything if it has a detrimental effect on the wider community. The intent of the offender when he/she does the act (or omits to do something) is immaterial if the probable result is to affect the public as described in the offence wording above. The offence is still important because of its flexibility in adapting to those areas not covered by specific legislation and that it looks at the impact of the behaviour on the wider community. It may also be helpful if the penalty for a statutory offence is considered insufficient in the circumstances. To report a crime, call 101 or 999 if in progress. “News from the Street” A BIG TOM welcome to all readers enjoying this lovely weather in Bourne, Deeping and surrounding areas. How good is it to feel some welcome sunshine? As the holiday season comes into full swing, I am pleased to say that I bring some good news regarding my goal of introducing “Under-17 driving experience sessions” in 2016. I very much hope to be able to provide some firm details of a fabulous new opportunity for our local youngsters, and would like to think that, by the time this magazine gets to your doors, there will be exciting news on the BIG TOM website www.BIGTOM.org.uk In the meantime, things continue to evolve, as the U.K. has a new Transport Secretary, Chris Grayling. New legislation (relating to road safety measures and driving tests, for example) is already in the pipeline. My personal campaign, relating to speed check signs for our local community, continues to fall upon deaf ears. Despite the

assurances given in this magazine a long time ago from the previous Mayor, that they would be introduced imminently in Bourne, they are still absent from our town. Dozens upon dozens of other Parish Councils across Lincolnshire have followed the advice from the Lincolnshire Road Safety Partnership, and invested in this key road safety initiative. I would urge any readers who continue to be concerned about excessive speeding in Bourne to e-mail the MP representing Bourne, Nick Boles, on nick.boles. mp@parliament.uk , as it seems that Bourne Parish Council continues to drag its feet on the subject of road safety. I wish you all safe and happy journeys over these balmy summer days – as ever, do watch out for motorbikes, who also like to make the most of these long fair-weather days. Many of our youngsters from schools in Bourne and Deeping are off now, so the roads tend to naturally get busier with more hazards from cyclists and pedestrians. Please take care everyone!

Swim Club Members Make a Splash!

Established in 1976, Deepings Swimming Club are celebrating their 40th anniversary this year. They pride themselves on being a small, friendly club, that can compete with the best, often winning against much larger clubs, thanks to the professionalism and dedication of both the swimmers and coaches. Members of all ages compete regularly for the club, or just simply swim for fun. The local club have produced some amazingly successful swimmers over the years, including British Paralympian, Rob Welbourn, who began his sporting career at Deepings Swimming Club, before going on to win gold medals at both the 2004 and 2008 Paralympics. Other success stories include 18 year old Alex Wray, who has just returned from competing for Team GB at the European Junior Swimming Championships. Having qualified for the 2016 Olympic Trials, Alex took part in the Target Tokyo Finals, with the 2020 Olympics in his sights! The club works very hard with its dedicated young swimmers, with the top 24 ranked swimmers in each age grouping being invited to the British Summer Championships. The club will be represented proudly at British Championships and English Nationals, this summer, by Isabel Spinley, Bailie Harrison, Miki Lin-Gao and Alex Wray. Deepings

Swimming Club is proud to have been designated the Disability Hub Club for Lincolnshire, and 11 year old Miki Lin-Gao is on the British Para Swimming Spotlight programme for future Paralympians. Now a well-oiled machine, the club is clearly going strong forty years on, and has a history to be proud of. It has grown in expertise over the years, and members are able to enjoy the support of their fellow club mates, while working at their current individual levels, whilst feeling part of the team. Above all, the club aims to encourage a love or swimming, and is truly proud to be still producing first class swimmers.
