Welcome to the August edition of... “I love how summer just wraps its arms around you like a warm blanket.” Kellie Elmore’s words and not mine, but the last few days have certainly made us all feel that it’s arrived at last, after such a miserable June. Now, August beckons and those long, hot days with little and notso-little ones looking for ways to fill their holiday month. How about our “Treasure Hunt”, our list of “Schools Out” places to visit, or maybe a few “boredom busters” which we’ve included in this month’s issue? Sporty types can feast themselves on the Rio Olympics of course, but whatever they choose, wherever they go and whoever they’re with, let’s hope that they can make it a summer to remember. Beware … we’re already running an ad. for “Back to School” items, so if we don’t make the most of every day in August, then it’ll be September before you can say, “I’m bored!” Again, many thanks to all our contributors and to the team who continue to make things shine, even on the rare days when the sun is not out!

One monumental month on the national stage, with the referendum vote and ensuing tsunami throwing all political parties into apparent chaos at times. Our national football team pulled their usual stunt of tempting everyone to think that they might be quite good, before letting the mighty Icelanders (and their part-time dentist for a coach), prove otherwise! Fortunate then that Andy Murray, Lewis Hamilton and Chris Froome, amongst others, have managed to restore a smile and a glow. Now it’s on to Rio, and our cyclists and sailors to show the world which sports really matter! This month’s issue covers its customary range of interesting and informative topics. The Car and Bike Carnival is reviewed, and we look at the workings of The Len Pick Trust, whilst casting an eye back to Bourne’s great floods of the past. New businesses appear in the town and we feature two this month. We’ve got travel and pet insurance, identity theft, walking football, postBrexit property prospects, airsoft and that “Cortana thingy” – don’t ask, just read on … and all will be revealed. Top Tips for a Beautiful Tan There are plenty of reasons why we love the sun. It boosts levels of serotonin (nature’s own Valium, proven to alleviate anxiety). Not only that, but it produces Vitamin D which is good for bones, teeth and skin. However, to avoid premature ageing and skin cancer risks, you need to take care when seeking that safe, sun-kissed glow.

The British climate means we spend most of the time with our skin wrapped up then, for a few days a year, we strip off to expose ourselves to the warmth of the sun, so be prepared. Preparation – Exfoliating and nourishing the skin throughout the year will avoid dry or “crêpey” areas. We love Decleor 1000 grain exfoliator that smells delicious and turns into a cream in the shower. Pre Holiday – There are lots of tan accelerators on the market. These stimulate the melanin in the skin prior to sun exposure to give an even tan. We like Fake Bake Amplify and Decleor Aromessence Solaire which help your tan start quicker and strengthen the skin. Understand your tanning time – Your skin reaches a tanning cut-off point, (typically two to three hours, but less for fair skin), when it physically can’t produce any more melanin. That’s the time to stop, and avoid excessive, harmful U.V. rays.

Apply the right sun screen There are reasons why some sunscreens are more expensive than others. The quality of the product will make a difference, whether it sits on your skin like an oil slick or absorbs into the skin easily. Essential oils, such as rose, geranium and chamomile, help to strengthen the skin cells by 33% to help to avoid premature ageing. We would recommend Decleor Aroma Expert Range.

If you are worried about being a bit pale at first, have a spray tan before you go to save your blushes.

Seek some shade – Your skin is much more likely to burn in the first two to three days, so sit in the shade, which helps to build up a much deeper, longer-lasting tan.

Wellhead Practice Excellence in head to toe Complementary Healthcare

Are Your Feet Ready for the Summer? – Advice from the Experts This month, Rachael Baker, one of two registered chiropodists / podiatrists at the Wellhead Practice, explains some common, everyday foot conditions. Rachael brings a wealth of knowledge and expertise to the practice, having worked in the NHS and private practice in this field for nearly forty years. Q: Rachael, what is one of the more everyday conditions you help with? A: Simple nail cutting. Many patients really struggle to trim their own nails. This can be due to reduced flexibility, (preventing patients from reaching their feet), or perhaps due to osteoarthritis of the hands, making it hard to hold nail clippers. Even inadequate eyesight can pose a problem. Here, we offer a shorter, dedicated nail cutting appointment (£21) which is ideal if your feet are generally in good condition, and you only need a trim. Q: What else do you commonly see? A: Thick nails. Trauma to the nail bed, perhaps from dropping something onto the toe or even poorly fitting shoes, can cause these. Treatment involves reducing the thickness, using the nail drill and offering advice

on things like footwear, to help reduce recurrence. Fungal nails. These affect one or many nails with a discoloured and thickened appearance and are often crumbly in texture. Treatment is by applying a topical lacquer to the nail or via oral medication. As the fungus has to grow out of the nail, treatment can take over twelve months. Involuted nails. These curve round and press into the sides of your toe. The temptation is often to cut down the sides but this can lead to in-growing nails. I advise letting the nails grow and to clear out the edge of the nail with an old tooth brush using moisturising cream along the sides. A build-up of dead skin, soap, sock fluff etc. can put extra pressure on the nail, causing pain. In-growing toe nails. Incorrect nail cutting, direct injury or picking at toe nails can lead to a spike

of nail to grow into the flesh of the toe. Treatment ranges from cutting the nail correctly and removing the spike, to removal of the side or whole nail with surgery, under local anaesthetic. Q: Is the surgery something you can do at the clinic? A: Yes, this is something we can do in-house, as there are two practitioners here. My colleague, Amy Leverton, joins me and we perform the procedure together. These are just a few of the conditions our chiropodists can help you with. If you have any foot concerns, please ring us and our receptionists can arrange an appointment or some practitioner advice. Since starting the practice in 2012, we have gradually expanded our chiropody clinics and now offer appointments four days per week, including evenings and Saturday mornings too.

Walking Football – A chance to try a new take on “The Beautiful Game” Stamford AFC Strollers are running a new WALKING FOOTBALL SESSION at the Borderville Sports Centre, Stamford, strictly for men and women aged 50+. Walking football is a great way to improve fitness and meet other people. The rules reduce the chance of injury by slowing the game down and reducing physical contact. No-one is allowed to run, and only lowimpact tackling is allowed, which means no slide tackling, shoulder barging and limited physical contact. Players at Stamford currently range in age from fifty to over seventy. The new session will take place every Tuesday between noon

Players from Stamford, Netherton, Glinton, Huntingdon and Brampton at a recent local tournament. and 1pm and will be run by Taff Lovesey for Stamford AFC. It is “pay and play” at £3 per session which covers the pitch hire. The only equipment needed is trainers or astro trainers, shorts or jogging bottoms, a sports top … and your enthusiasm! Shin pads are optional. The surface is the latest thirdgeneration Astro-turf, which is soft and spongy - another factor that

Bourne’s Blooms on Show for Top Competition Bourne’s entry in this year’s “East Midlands in Bloom” Competition was judged on July 14th, by Mr Simon Lucas, accompanied by his wife Sue Lucas. Town Clerk, Ian Sismey, and his assistant, Fiona Barker, took them on a tour of Bourne, starting at the town centre and on to Baldock’s Mill, where Jim and Brenda Jones supplied a welcome cup of tea and cake, after having shown the judges around the mill. (Their hard work and love for the town clearly shone through.) We then took them to the Co-ordinator of Bourne Open Gardens, Alison Plumley’s garden, which was much admired, then on to Bedehouse Bank, the allotments, and to the cemetery, (where the hard work of Alan Townsend and David Flear was very evident). We then drove to Beech

Avenue to meet the friends of Bourne Wood and walked around the community orchard, which was extremely interesting; especially the bug hotel! We finished the tour at Bourne Eau Terrace, in the community garden into which Michelle has put a tremendous amount of effort. The judges seemed impressed, and now we look forward to the presentation in September, where we will discover our fate! Report by Fiona Barker.


A Handful of Harmonies In July 2016 A Handful of Harmonies celebrates the fifth anniversary of the opening of the original schools in Langtoft and Bourne - now running successfully with six groups around the area. The ladies in pink meet throughout the year to enjoy singing together in an informal setting and to perform at local events. As a community group we also raise money for various charities, and for the past two years have adopted Sue Ryder, Thorpe Hall Hospice as our Charity of the Year. Let “The Beauty Retreat” Put the “Treat” into Your Life! Two months since opening their doors to the public in Bourne’s Burghley Shopping Centre, The Beauty Retreat has become a popular destination for many, selecting that special “treat” from an impressive range of beauty treatments. Owners, Maria Stokes and Sophie Spencer, feared for their future job security when, in 2009, their positions as therapists at Market Deeping’s “Body and Beauty” salon literally “went up in flames”. Since then, though, through sheer hard work and by creating a successful formula, they have seen their Market Deeping “Beauty Retreat” flourish. Their template of very high standards, utmost customer care, and striving to keep abreast of changes in this fast-moving industry, has been adopted in the Bourne salon. As a result, these refreshingly down-to-earth, ambitious ladies feel confident that Bourne will prove to be another success-story for all concerned. Wednesdays see a 20% reduction for the 60+ age group, whilst there is a section within the treatment list for teenagers and for the gentlemen of the area, seeking their own ‘time out’. How to avoid “hitting the ball fat” Get walking to help stop you hitting the ground before the ball, in other words, “hitting the ball fat”. At times during the game and as pressure intensifies, for example, there may be water looming in front of the green, the fear of hitting the golf shot fat explodes in our mind. Here is a straightforward drill that can be used on the range, but also out on the golf course, in situations as described above. This was used by the golfing great, Gary Player, throughout his career. Firstly, “hitting the ball fat” means that the club head hits the ground first and then the ball afterwards, as it moves through the impact zone towards the finishing position. It is usually caused by too much body weight being on the trail foot (foot furthest away from the target at address) through the impact zone. This drill sees you walk through the golf shot, as if you are walking down the fairway after your ball. By this, I mean your trail foot moves past the front foot towards the target, so you end up directly facing the target. When you do this, your body weight cannot stay on the trail foot, causing the fat hit shot, therefore you are going to strike the golf ball more cleanly and a better resulting flight and golf shot. Your holiday protection – Get the Right Advice, On July 15th, the holiday accommodation supplier, “Lowcostbeds”, (part of the “Low Cost Travel Group”) ceased trading. I am saddened to see so many holidays affected, and I can help by offering both advice and re-bookings, which come with 100% financial protection. Here, I want to explain the difference in financial protection levels, so you can make an informed decision, when booking your next holiday.

Why do I need to worry about financially protecting my holiday?

In short, if you don’t, and something happens to one of the companies involved in your trip, you could lose out. If you’ve booked a package holiday, your holiday is financially protected. If you’ve booked your flight and accommodation separately and one of the companies fails, you could end up in a situation where you’re having to pay for an alternative flight or accommodation. Even if you book accommodation with a travel agent, if they fail, you could end up losing your money and be left without your hotel room. Your holiday insurance isn’t fail-safe either, as it isn’t guaranteed to cover a travel company going bust.

What is ATOL?

The Air Travel Organisers’ Licensing (ATOL) regime is a financial protection scheme for holidaymakers regulated by the Civil Aviation Authority (CAA).

In the UK, all travel companies selling package holidays with flights must hold an ATOL certificate. If a travel company with an ATOL stops trading, the ATOL scheme protects all customers. If the company goes into administration before you travel, your money is protected and you’ll be able to apply for a full refund. If you’re on holiday when the travel company goes bust, the ATOL scheme guarantees you’ll be able to finish your holiday and return home.

What is ABTA?

ABTA stands for the Association of British Travel Agents, and all ABTA members are bound by a code of conduct. If you’ve booked a package holiday from an ABTA agent, your money is protected. However, you might not be financially protected if you haven’t booked a package holiday. You will need to speak with your travel agent if you are relying on this level of protection.

What is a “Section 75”?

If you’ve booked your trip and have paid on your credit card, you might be able

to make a claim against your credit card company. This claim is under Section 75 of the Consumer Credit Act 1974, hence the term “Section 75”. To make a claim against your credit card provider, the amount you’re claiming for must be between £100 and £30,000. However, you may still be able to make a claim, if the amount on your credit card is less (a deposit, for example), as the claim against the credit card provider is directed at the total cost of your trip. If you paid using a debit card, you may be able to use chargeback to claim some or all of the money back. You will need to contact your card provider and speak to them about your claim.

Doesn’t my travel insurance cover me if the company I’ve booked with goes into administration?

Not every travel insurance policy will cover you if a company goes bust, so it’s best to read the small print and check with your travel insurance provider. It’s also worth checking whether the

Teresa Andrew

Butcher, Cyprus Fan, Graduate in Russian! This month, the spotlight had to be strong enough to reach Cyprus, where a very popular butcher from Sandalls on West Street, Bourne, happened to be sunning herself by the side of the pool! (Some of her answers reveal the “holiday spirit”, as you will see.) After Stamford High School, Teresa graduated in Russian, French and Business Studies from Swansea University. An early foray in technical sales for a London-based company, specialising in exporting chemicals and machinery to the former Soviet Union, was followed by seven years teaching in Thetford, Norwich and Peterborough. Teresa comes from three generations of butchers - her grandfather was a butcher in Ketton, followed by her parents who moved their business to Fancourts in Stamford. Her brother, Philip, took over on their retirement, and now owns Lincolnshire Meat Company, the abattoir and wholesale meat business, in Grantham. So, when Teresa decided to leave the stresses of the classroom behind and make a career out of working for herself, it was bound to be the butchery business to which she turned. “Andrew’s of Bourne” in the Burghley Centre was born in 2000, and Teresa moved to long-established Sandalls ten years later.

Q: Where were you born, and what is your favourite memory of your childhood? A: I was born in Stamford Hospital. Growing up in Ketton, in a place and time when parents didn’t have to worry about where their children were, my friends and I would be allowed out to play after breakfast with instructions to be home by teatime. Days would be spent in the old quarries, down by the river - how lucky we were! I also remember regularly sitting on the low front wall outside our house in the village with our cat for company. Passers by would stop to pet the cat and chat to me, enquiring what was in my hand... I would then open it to reveal a sheep’s or bullock’s eyeball! Q: Who has had the greatest influence on your life and why? A: My mother, Susie, who we sadly lost last September. She was fiercely determined, fiercely independent, fiercely loyal and sometimes just plain fierce! She encouraged me in every endeavour and worked tirelessly both in all of our shops, as many customers will remember, and behind the scenes with bookkeeping until 2011, when she was eighty-two!

Q: Which two characters, alive or not, would you most enjoy sharing a meal with and why? A: Margaret Thatcher and John Smith (former Labour Party leader). Benefitting the Local Community Since 2004 It was in late 2004, following the death of wellknown Bourne Farmer & Businessman Len Pick, that the town awoke to local press headlines revealing that in his Will he had left the bulk of his fortune to a charity that he had formed with the stated aim of providing grants to benefit local organisations within the community of Bourne. Now 12 years later how have his wishes been carried out? At a very early stage, the Trustees decided that Len’s legacy should not only be used to benefit the present inhabitants of Bourne but also those of future generations and accordingly his legacy which amounted to some £4,500,000 at the time of his death would be invested not only to produce income but also to provide capital growth to guard against the depredations of inflation. That policy has made it possible not only to pay out grants totalling approximately £800,000.00 since inception, but has also seen the assets of the Trust increase to over £6,000.000. For example, we have provided equipment for Learning Resource Centres in all the Bourne Primary Schools. In 2008 we gave match funding to the Bourne Darby & Joan Club to facilitate grant funding to enable the roof of this much used building to be replaced. Bourne Outdoor Swimming Pool has benefited from the provision of disabled changing facilities and improvements to the Pool itself. Caring organisations in the town have also benefited from Len’s legacy. Funding assistance has helped Home-Start to provide its services in Bourne to help young families with mentoring. The Butterfield Centre which provides day care for the elderly has benefitted from a replacement boiler and central heating system and also kitchen improvements. Toolbar is a local voluntary initiative helping unemployed back in to work 26

and we are pleased to support the organisers with grant funding to enable them to continue their work. The Trust also undertake a number of environmental initiatives within the area including tree planting and hedgerow regeneration on farmland around Bourne that the Trust owns and additionally supports the ‘Bourne in Bloom’ programme annually. An unusual project has been the construction of two Barn Owl Towers with the help of the students from local colleges. The most recent tower includes a live web link to the nest box which enables viewers to observe the Owls in real time. The Trust is managed by 10 trustees who serve for a fixed term of five years with the possibility of a further second term. Initially trustees are recruited as co-opted members for a period of not exceeding 12 months. This allows members to become fully aware of the role and responsibilities of a Trustee and the role of the Trust within our community. ugust is the month when you “reap just what you have sown!” All that hard work in the spring and early summer months should now be paying dividends, and each visit to your plot should see you with a basket of lovely fresh produce. Make sure that you harvest crops such as courgettes, runner and French beans regularly before they grow too large and stringy – the more you pick the more you get! – Now What?

So, the party’s over and we are about to leave the building! Brexit has happened, we’re out of Europe and, for the most part, life has carried on as usual. Financial markets have gone down and back up again, the pound dipped then recovered. The likelihood is that this will carry on for the foreseeable future, as banks and hedge funds look to maximise their financial gain. Our “beloved” politicians, meanwhile, will try and decide on how to organise their way out of a paper bag! So what does this mean for the housing market? Bleak times ahead? None of us can say for definite, and I can only report how things are, right now, and speculate on a few key points that seem fairly solid. Will the value of my house fall? This is the number one question a lot of people are asking. Right now I can safely say, no it won’t. The local market is still healthy and active with buyers and vendors still highly engaged with us here. Remember, I saw the 2008 crash kick in, and this is nothing like that was. That is a very positive sign. Will interest rates increase? Another hot topic for many home owners and prospective buyers. At the moment, all the key sources seem to indicate the Bank of England actually intend to cut interest rates, perhaps

as soon as August. This could mean that borrowers could see their monthly mortgage costs actually falling. Let’s not forget those hard-working savers though. For them, this would be terrible news. So my advice, if you want to make your savings work for you, consider an investment property. Right now, many people are desperate to find rental accommodation with record shortages in many areas across the country. Property has always been a fantastic investment, even with the ups and downs, it’s a proven winner in the long term. Airsoft – Exciting, Energetic, Addictive … and on your Doorstep

If you fancy something new, energetic and thrilling, what about “Airsoft”? It’s a game in which participants eliminate opponents by hitting each other with non-metallic pellets, launched from replica firearms called airsoft guns. The Free Fire Zone Woodland site, six miles north of Bourne, has been operational for over ten years and its seventy-five acre site was recently visited by our intrepid Cat Speers. Here’s her report … “I was excited to be trying something new especially as it was on my doorstep and I didn’t even realise it was there. But my excitement turned to nerves, the nearer I got to the site. I was not expecting so many people there and it was quite daunting. However, everyone was very friendly, welcoming, and did not make me feel uncomfortable for being a ‘newbie with no clue’. After getting kitted out with jacket, face mask, gun and pellets, the fun began (after the usual safely talk). Throughout the day, there were different games played, trying to shoot the other team before they got you. The woodland was ideal for hiding behind trees, and crawling through the bushes. You don’t need to be fit (thankfully) but you do need to be prepared to get dirty and hot! It really helped that, not only Free Fire Zone, (the company who run the operation), but the regular members too, were more than happy to help, ensuring that you knew what to do and, most importantly, that you were enjoying the experience. It was action-packed, thrilling and so exciting. Regulars had various different guns, grenades and stealth gear which added to the fun. Age really didn’t matter either - there were a few people under sixteen, who were well looked after. Free Fire Zone were really great in making sure I felt welcomed and not nervous, and I would thoroughly recommend it. After the last game was over, I was already planning my next day of Airsoft, what I’d wear and who I’d bring along! No, it doesn’t hurt, if you’re wondering! How to cope with those long summer days! As August arrives, there are doubtless hundreds of parents for whom the long summer holiday from school doesn’t automatically mean relaxation for everyone, with fun and happiness from dawn to dusk. Far from it! It’s never been easy to keep our children, from toddlers to teens, totally occupied during the annual six-week break from school, and avoid the plaintive, “I’m bored – There’s nothing to do,” ringing out day after day. The cost of daily trips out, on top of parents’ time away from their workplace, imposes severe financial pressure, often leading to strained relationships all round. So here are some summer holiday ideas that won't break the bank but will hopefully help “bust the boredom” of the next month.

Grab the scooters or bikes and head for your nearest park and cycle paths for some fresh air and exercise.

Have a day in the kitchen; easy recipes for children include pizza, sausage rolls and cakes.

Picnic in your own garden, maybe even set up camp and spend the night “wild camping”. Your pets might like to join in too!

Visit grandparents/great grandparents and ask them to show you photos from when they were little and spend the day listening to their stories. They’ll love it too!

What is this Cortana thingy that came with Windows 10? Cortana is built in to Windows 10 and is branded as a ‘personal assistant’. Don’t book a romantic business liaison yet though - it’s not that type of personal assistant! Basically, the main purpose of Cortana is to help you find things on your PC or on the internet. That said, it can also do other things such as manage your calendar, give you a weather forecast or even tell you jokes (awful ones at that). So, is Cortana an essential new tool or quirky gimmick? I’ll let you decide, as I think this is down to personal taste. Generalising, I can see the utility being more popular with the younger generation, as those of an older generation (like me) are less likely to feel comfortable talking to our computers. You’ll find Cortana on the lower left of your Windows 10 status bar. To start using Cortana, you can either type a question in the search box or click on the microphone icon to the right and talk to it out loud. We’ll take a look at using the microphone to communicate, but for those without one then you can achieve the same results by typing the commands in, rather than saying them out loud. A webcam microphone works fine and this is what I use at home. To use the ‘speech’ option, click on the microphone icon You can now speak to Cortana. Try asking for the latest weather. and it will not only show it but also read it out to you over your PC speakers. You can use this technique to search for things on the internet too. Click the microphone again and say out loud, “Go to BBC” and you’ll see a web browser open with search hits for BBC. Sadly, results are pretty hit and miss. Here’s what happened when I told it to “show map of Bourne town centre”. Curiously, a slight change to the words gave different results; “show map of Bourne” resulted in a web search page with the first hit a link to a map of Bourne. One other thing you can do with the speech part of Cortana is to leave the microphone ‘open’ (or constantly on). This will then monitor anything that is being said in the room, and if you precede a phrase with, “Hey Cortana”, then it will burst into life and try to action the next phrase you say. This setting can be found in the Cortana ‘notebook’ settings. Click on Cortana, then Notebook, then Settings and look for the Hey Cortana option.

Eviction of Tenants

– Advice on What You Must Do New legislation has come into force for any new tenancy created after October 1st 2015.

to the tenant before sending another Section 21 Notice, and this makes the process longer for evicting the tenant.

If you wish to evict your tenants under the Section 21 Notice, you must now comply with the new legislation.

In addition to the new procedure, there have been changes to the timescales. You cannot serve a Notice within the first four months of the tenancy and it is only valid for six months.

This now means that, before being able to serve a Section 21, you must have protected the deposit and given your tenant certain information, for example, an Energy Performance Certificate, Gas Safety Certificate, information for the deposit and the government’s “How to Rent” booklet. You should get your tenant to sign a letter, confirming that they have received this information. This will prevent confusion as to whether the documents have been received or not if, or when, you do need to serve a Notice. If you do not give this information, your Notice will not be legal. You will need to give the documents

This puts a considerable amount of pressure on you to ensure that you serve the Notice on time and proceed with the possession action quickly. Currently, the new regulations only apply to tenancies created after October 1st 2015 but, from October 1st 2018, any tenancy in existence must comply with the regulations. There is a real risk for landlords with long standing tenants that the regulations will not have been complied with, making it much harder for Section 21 Notices to be served. If you are concerned about your tenant, then you should take legal advice.

Discovering. . . FLOODING

Flooding is one of our major natural disasters and recent events around the country have demonstrated how it can dramatically change our lives. Despite the heavy rain earlier this year, the town has escaped the worst of the weather although the low lying areas of eastern England that we know as the fens have had their share of misfortune in past times. The most serious instance in Bourne was on 5th November 1571 when the town was struck by a violent thunderstorm and torrential rain, turning the roads into rushing torrents and the market place soon became a vast lake. The English chronicler Raphael Holinshed recorded that the flood water in Bourne rose “to midway of the height of the church walls” and thousands of sheep in nearby fields were drowned. The 19th century also brought many cases of serious flooding, notably in the summer of 1880 when every house in the North Street terrace was affected and occupants had to move their furniture upstairs until the danger had passed. “The rain came down so fast”, reported a local newspaper, “that water descended from the fields near Bourne Wood and collected in the street opposite the terrace and at one time it was upwards of six feet deep in places.” North Street was again badly flooded in August 1912 and then in March 1959, newly installed sewers were tested to the limit by a severe thunderstorm and a prolonged downpour. Householders in Woodview also spent an anxious six hours as water levels in the 52

streets outside rose, again aggravated by the flow from higher ground around the woods where the culverts overflowed. Elsewhere, pantries, sculleries and gardens were flooded and at one time North Road opposite the Butterfield Hospital was under two feet of water which poured across the pavements and into the grounds. The stream behind Harrington Street was unable to cope, overflowing into nearby houses and covering the road and pavement to a depth of several feet. The fire brigade were working flat out trying to contain the flooding and were eventually pumping for a total of eight hours moving an estimated 250,000 gallons of water but by Sunday morning the worst was over. We have no control over the weather and heavy rain serves as a warning that the threat of flooding is always with us, especially in such low lying areas as the terrain around Bourne but we count ourselves lucky not to experience the meteorological extremes of many other countries. | Consumer Advice Is your Neighbour’s Greenery Making you See Red? Complaints of overhanging branches, conifers blocking out the light or unwelcomed falling leaves in the garden are all too common and, if left to escalate, may create ill-feeling between neighbours. If your property shares a boundary with a neighbour’s property, there are a few aspects of the law (and good neighbourliness) to bear in mind when growing trees/hedges. You have a Common Law right to cut back tree branches that overhang onto your property. It’s best to talk to your neighbour about any trees / hedges you wish to cut back before doing so, and ask if they want them back, or if they are happy for you to dispose of them. Don’t just throw trimmings back over the boundary this could constitute ‘fly tipping’. Ask your neighbour whether they would like any trimmings back. When it comes to fruit on trees, even if they are growing on branches which overhang your property, the fruit still belongs to your neighbour. You are therefore effectively stealing, if you pick these for yourself without your neighbour’s permission. Be careful to check if any trees are subject to a 12:13 preservation order - your local authority will be able to tell you this. If you cut down a tree with a preservation order, you will be guilty of an offence under Section 210 or 211 of the Town and Country Planning Act 1990. A tree belongs to whoever owns the property upon which the tree trunk originally grows, even if the branches or roots have begun to spread onto another property. The owner has a duty to maintain this tree so that it does not cause a hazard. Therefore, if branches are broken and hanging precariously, the owner should remove these. Finally, if you choose to cut down overhanging branches, or trim trees, you will have to pay for the cost of doing so yourself. Try speaking to your neighbour however, as you may be able to reach some sort of agreement, though they are not obliged to contribute to this cost. You are not entitled access to your neighbour’s property to trim the trees without their permission. If you are considering this course of action – or even have trees on your own property which need attention – it may pay to call in the experts, if the project is something you don’t feel confident enough to tackle yourself. Researchers say personal details found on social media are being used for taking out things like loans, credit cards or phone contracts in other people’s names. It can leave victims with big bills, or a bad credit rating. Your full name, date of birth and passport number are all things identity thieves would love to get their hands on are shown.

Your new car New wheels, so more bragging? Fine, but just keep the registration out of shot. Your birthday Don’t take your birthday off Facebook or Twitter – you still want presents! Just take off the year and that’ll help protect you.

Your new house/ flat You’ve got the keys. And who can resist posting that classic keyring shot? Think again! The chances of a random fraudster using a picture of your house to work out your new address might be slim, but if they’ve already got information on you, it could confirm it, especially if there are hidden clues like a street name, lurking in the background.

Your phone number Beware the following, “Hey guys, I’ve dropped my phone down the toilet (again)! Here’s my new number”. Not only can fraudsters use the number to try to “prove” they are you, they might also give you a call. Again, with some of the other information which they’ve pieced together, they may convince you that they are your bank and trick you into handing over even more details.

Basically, don’t post your current or previous address on social media.

Your passwords This is obvious. We all know not to put our passwords on

social media. But it’s also about choosing your passwords carefully - If you’re officially “in a relationship”, or tagged in pictures with boyfriends, girlfriends, it is best not to use their names for login details or security questions. If your favourite team, actor or band is obvious online, don’t use that either. Your bank details Again, obvious, but some people have become a little excited about their snazzy new bank cards, and tweeted pictures of them! Don’t share your card or account numbers on social media UNDER ANY CIRCUMSTANCES. And best to not even let on who you bank with. Seriously, just don’t make it easy for them.

Pet Insurance Premiums Up - What Do We Do Now?

It has been announced in the last few weeks that pet insurance premiums are to rise by 50%. This is occurring for several reasons. There has been an increase in the number of specialist procedures that are possible, alongside an increase in specialist centres. There has also been, on average, a 40% increase in general veterinary fees in the last five years, (not in ours, I must hasten to add!) This situation is making it increasingly difficult for many people to afford to have their petstreated, so excluding many pets from receiving much-needed specialist procedures. This, in my opinion, cannot be right . The flippant response you hear to this situation is, “ If you can’t afford to keep a pet, then don’t have one.” This fails to take into account that many pets live their whole lives without needing expensive treatments; that people’s individual circumstances can change and, most importantly, that most people can afford even large bills, if they are given time to pay . I absolutely believe that pets should not be put to sleep for financial reasons. I think that, as vets, we must do everything we can to avoid this situation. Euthanasia is not a treatment option in these cases. There are several things that we can do. Firstly, “general practitioner” vets can extend their training to include some of the more specialist procedures and would be able to provide these at a lower cost than the specialist centres. Secondly, we need to trust

our clients more and allow them to pay off unexpected expensive procedures over a period of time ( at a level they can afford). It is sad, in my opinion, that the number of privately-owned veterinary practices is declining, with a huge rise in corporately owned ones . The problem with corporately owned practices is that the underlying drive has to be to produce money for their share-holders. This does not mean that they do not employ good and caring vets, but it ultimately puts a financial slant on things . All veterinary practices have to be profitable to be able to give a service to their clients, but I feel there is room to give something back, and set up arrangements that can help people with financial problems and those struggling to afford unexpected expensive bills. Things have changed a lot since the days of James Herriot. There is so much more we can do and there are many new medicines available . However, I feel we have lost some of the empathy of this time and our dedication to the animal itself . We need to get it back. I have, for many years, had several arrangements in my practices to ensure that pets can get any expensive treatments they need, even when their owners are struggling financially. I can safely say that this has not adversely affected the finances of the practice, (even though a small number of people fail to pay), and it always gives us the satisfaction to know that we are putting the animal first.

Sergeant Mosley’s Musings: So what is “Public Nuisance”?

After a recent investigation for the very wide-ranging offence of Public Nuisance, which can be found under Common Law, I thought I would discuss it in a little more detail here. Common Law is that part of the law formulated, developed and administered by the old Common Law Courts. It is “the common sense of the community, crystallised and formulated by our forefathers”. The two other types of law are “Statute Law”, (legislated by Parliament), and “Case Law” which is the law developed by judicial decisions that interpret the meaning of legislation. Common Law includes many offences, some better known than others, with some slightly obscure offences and some that are no longer used and been replaced by provisions in legislation, such as the Criminal Justice and Public Order Act 1994 and the Protection from Harassment Act 1997. Some of the more well-known offences under Common Law include murder, kidnapping and breach of the peace, while some of the more obscure offences include refusing to assist a constable and removing a corpse from a churchyard. Types of behaviour which used to be prosecuted as a Public Nuisance are now covered by statute; however, Public Nuisance is still an offence at Common Law. It is more commonly used for environmental issues by public bodies such as local

councils, for example in pollution of rivers, as well as offensive or dangerous behaviour. The definition of the offence states: “A person is guilty of the offence if he/she (a) does an act not warranted by law, or (b) omits to discharge a legal duty, if the effect of the act or omission is to endanger the life, health, property, morals, or comfort of the public, or to obstruct the public in the exercise or enjoyment of rights common to everyone.” As can be seen, this is wide-ranging and can include anything if it has a detrimental effect on the wider community. The intent of the offender when he/she does the act (or omits to do something) is immaterial if the probable result is to affect the public as described in the offence wording above. The offence is still important because of its flexibility in adapting to those areas not covered by specific legislation and that it looks at the impact of the behaviour on the wider community. It may also be helpful if the penalty for a statutory offence is considered insufficient in the circumstances. To report a crime, call 101 or 999 if in progress. Phoebe’s Act of Kindness Helps Sick Children

| Gig Reviews The Expletives play Archie’s Bar, Bourne (01/07/16) Review by Rob Cameron Between them, this Peterborough-based punk band have all the parts of a punk start-up kit; explicit t-shirts, Doc Martin boots and – (a new one on me) – a knuckleduster accessorizing the mic stand! After a baffling “A Team” audio intro, they hurled into the Ramones’ “Blitzkrieg Bop” and kept up a furious pace, through a well-constructed set list of punk classics that kept the audience’s feet thumping and heads banging. They are a tight band. Bass, drums and guitar work in unison, allowing front-man, Sean Dunleavy, to unleash himself on his audience. He did his best to manifest the anarchy about which his motley crew preached, interacting with them before writhing around on the floor like the victim of some pseudo-punk exorcism. The rough and unpolished nature of punk vocals clearly lend themselves to Dunleavy, replicating the snarl and menace of Johnny Rotten, whilst covering Bowie’s “Suffragette City” with apparent ease. Credit too should go to the band’s bassist who, at sixteen, played far beyond his years with maturity, skill and passion. The Sex Pistols’ “God Save The Queen” was followed by hit after hit in the most crowd-pleasing portion of the evening, climaxing in an encore of Sham 69’s “If the Kids are United”, at the behest of an impressed and cheering crowd. Make no mistake, this is a good “covers band”, rarely straying from the well-trodden musical path, but covers which they do well and, if punk is your thing, then you’d do well to see them. You won’t be disappointed.

The Little Princess Trust provides real hair wigs to boys and girls across the UK and Ireland who have sadly lost their own hair through cancer treatment. In the last ten years, they have given away over 4,000 free, real hair wigs to sick children. One of our readers, Phoebe’s mum, sent us the following heartwarming story: “Phoebe’s friend from the ice rink donated her hair a few months ago, and Phoebe thought what a kind thing to do. Then, after having her hair washed and dried, she said, ‘ I want to donate my hair as well’, so we looked into hair donation and found Little Princess Trust, at info@littleprincesses. org.uk . I signed her up, we received a pack in the post, and I contacted Greg Warren, owner of The End in Bourne. He was more than happy to cut eight inches of her hair off, which we have since donated. Afterwards Phoebe said, “My hair will grow back other children’s hair may never grow back”. She has even raised some money mainly from her family, and we’re so proud of her!” (Harry Styles, performed a similar act of kindness with his flowing locks in May, so you could say that Phoebe and Harry are going in One Direction together! Ed.)

Local “folk trio”, Pennyless, recently released their fifth CD, ‘In the Park’, at a launch concert performance at the Stamford Arts Centre. It’s not really folk music in the traditional sense, nor indeed are they a trio, as far as this recording is concerned! The basic trio of Penny Stevens (violin, lead vocals), Les Woods (guitar, lead vocals) and Graham Dale (percussion, keyboards, wind instruments and vocals) is augmented by several additional musicians, along with instrumentation including bass, bouzouki, drums, saxophone and cello. Their four previous albums have shown a continuous progression with increasingly ambitious arrangements and subject matter, ranging from historical tales and world music, through mystical themes to pirate songs! Nearly all of their songs are self-penned, with instrumental and lyrical quirkiness to the fore. ‘In the Park’ takes this further, starting with one of the pirate songs, which is a rousing track with full band arrangement. One unusual track is ‘Grimes Times’, a jazzy pop tune featuring fine saxophone work from Graham. For me, the standout track is ‘Dancing With Annabel’, which moves through several changes from the dreamy start, the percussive Middle Eastern central section, then back to the main theme. The Middle Eastern feel is also featured in their reworking of their own track, ‘The Turning of my Days’, the title track of their second CD. Overall, an excellent and varied album. I thought this may be their ‘Sergeant Pepper’ but, on reflection, I think I will settle for it being their ‘Revolver’, because I expect that there are greater things, still to come.

Words from the Mayor Hello everyone. Yet more rain and one consequence has been the rapid growth of the grass and weeds in the town. I recently armed myself with a grass strimmer and started attacking the “overgrown meadow” on the Elsea Park roundabout, and getting soaked to the backbone in yet another downpour. With no guarantees from Lincolnshire County Council’s Highways Department, that the roundabouts around Bourne, (and one or two other “grot spots”) would be cut before the “East Midlands in Bloom” judging on Thursday July 14th, action had to be taken! A big thank you to Alan and David for continuing with this assault on the grass, besides keeping the cemetery in good order, in very challenging conditions. Budget constraints and the usual “apathy” towards the south of the county pose a threat. I, for one, am not prepared to see “wonderful old Bourne” become a forgotten meadow land! One month in, and my wife Fiona and I have attended Civic Services for the new Mayors of Market Deeping, Melton Mowbray and Louth, and are keen to represent Bourne in a good and positive way. We have also attended and opened Summer Garden Fetes at The Cedars Care Home, (thanks Jill), and the Bourne Abbey Primary Academy. Thank you to Head teacher Sarah Moore, Jill Bates and all the other staff, the pupils and an army of

Councillor Colin Pattison helpers for making us so welcome. The Classic Car and Bike Show/ Carnival was a fabulous success. Well done to the Bourne Events Team, given the dreadful weather leading up to the day. The weather though, clearly “played into the town’s hands”, by having to spread the event around Bourne. Serious food for thought next year, guys? Can it really return to the field at the back of the Wellhead? The town was buzzing; we met people from all over the country who had come to Bourne for the day, as the popularity of this event grows and the word spreads. I don’t think that we have seen that many people on Bourne’s streets since the second BRM Day. Over the course of the same weekend, the Friends of the Butterfield Centre opened up their gardens to raise funds for a much-needed replacement minibus, for their day patients. A staggering £3,500 has now been raised! Well done to all of those involved! I also announced that, as Mayor for the coming year, I have chosen to nominate the Butterfield Centre, as one of my charities. More on this, and my other chosen charities, next month. “Silver Lining” for the Bourne Classic Car and Bike Show CARNIVAL

Rarely has the old proverb, “Every cloud has a silver lining” been as relevant as it was in Bourne during the middle of June this year. Torrential storms followed earlier downpours, streets and houses became inundated, the Beer Festival week-end took a hammering and, as Sunday June 19th approached, all eyes were focused on the weather forecast and the likelihood of rain, yet again! Well, as the hundreds of spectators who thronged into the town from destinations far and wide, will happily testify, this turned out to be one truly magnificent day for everyone concerned. The sun shone almost without a break, the cars and bikes were proudly aligned along the pedestrianised section of West Street and the yard

adjacent to Fovia’s premises. This whole area, including Crown Walk, and extending through the South Street car park and down to the Red Hall, became one huge gathering place, with musical accompaniment and refreshment outlets galore. We certainly had the clouds beforehand, but the “silver lining” appeared with a vengeance on this most memorable of Father’s Days. The Bourne Events Team express their thanks to all of the main sponsors and businesses whose contributions ensured that the Carnival went ahead, regardless of the weather. Thanks also, to the many exhibitors, performers and everyone who attended or helped in any way, and finally to Bourne United Charities for allowing the Wellhead Field to be used. Roll on, 2017!

“News from the Street” A BIG TOM welcome to all readers enjoying this lovely weather in Bourne, Deeping and surrounding areas. How good is it to feel some welcome sunshine? As the holiday season comes into full swing, I am pleased to say that I bring some good news regarding my goal of introducing “Under-17 driving experience sessions” in 2016. I very much hope to be able to provide some firm details of a fabulous new opportunity for our local youngsters, and would like to think that, by the time this magazine gets to your doors, there will be exciting news on the BIG TOM website www.BIGTOM.org.uk In the meantime, things continue to evolve, as the U.K. has a new Transport Secretary, Chris Grayling. New legislation (relating to road safety measures and driving tests, for example) is already in the pipeline. My personal campaign, relating to speed check signs for our local community, continues to fall upon deaf ears. Despite the

assurances given in this magazine a long time ago from the previous Mayor, that they would be introduced imminently in Bourne, they are still absent from our town. Dozens upon dozens of other Parish Councils across Lincolnshire have followed the advice from the Lincolnshire Road Safety Partnership, and invested in this key road safety initiative. I would urge any readers who continue to be concerned about excessive speeding in Bourne to e-mail the MP representing Bourne, Nick Boles, on nick.boles. mp@parliament.uk , as it seems that Bourne Parish Council continues to drag its feet on the subject of road safety. I wish you all safe and happy journeys over these balmy summer days – as ever, do watch out for motorbikes, who also like to make the most of these long fair-weather days. Many of our youngsters from schools in Bourne and Deeping are off now, so the roads tend to naturally get busier with more hazards from cyclists and pedestrians. Please take care everyone!
