3 personnel placed DILG Region 02 a spot in an international arena SEOUL, SOUTH KOREA- DILG Region 02 personnel successfully bagged the Best Practice Award which bested the 16 paper presenters and edge out other teams in their manuscripts during the International Association for Public Human Resource Development (IAPHRD) 4th International Conference on April 11, 2018 at the Sungkyunkwan University, Seoul, South Korea.

After a thorough blind review and evaluation by the Committee for the Abstract and Full Paper entitled“Seal of Good Local Governance (SGLG): theBlueprint in Defining and Directing Department of the Interior and Local Government (DILG)Region 02 Programs, Project and Activities (PPAs) Implementation and Service Delivery”, the paper proposal was accepted and advanced to the next level of presenting it to The International Arena.

With the theme Advancing Strategic and Humanistic Public HR Governance for Innovation and Public Value, the IAPHRD conference sought high-quality theoretical and empirical studies that may address the topics on public HR practices, reform and innovation, strategic HRD, organizational humanism, public value, and other public management studies with innovative methodological approaches.

As champions in the field of public administration, the author LGOO V Maybelle E. Anog, and its co- authors LGOO V Kelinda A. Vidad and LGOO VI Ricarte M. Castro took the opportunity to present DILG Region 02’s initiative which focuses on the Seal of Good Local Governance utilization and analysis enabling the team to develop its paper used as the blueprint in guiding the agency to manage its resources (both financial and human resource) and setting in place interventions relevant to improve and systematize organizationboth intrinsic and extrinsic approaches.

to maximize the SGLG results to come up with responsive interventions relevant to the needs of the LGUs thru policy formulation and provision of appropriate technical assistance.

During the international conference, said DILG Region 02 personnel promoted the SGLG Program as an effective mechanism of the Department in improving the landscape of local governance and creating champions among local government units. Moreover, the Seal has been a platform for the region to further enhance its #R2GETHER working principle to effectively align and synchronize its efforts the LGRRC Way: Connect, Converge, Convene.

With this commendable achievement, SGLG has successfully paved its way in an international ground and proves to inspire not just concerned stakeholders and local government units in the

country but international development partners as well.

Representatives from eleven (11) Countries attended the Conference namely: South Korea, Haiti, Rwanda, Ecuador, Tanzania, Bahamas, Cambodia, Nepal, Mozambique, Lao PDR, Indonesia and Philippines. Among the 16 presenters in parallel sessions , 7 paper presenter represented the Philippines.

The international event was also participated in by foreign students of the Sungkyunkwan University and MPA students of the Isabela State University under the CLCGi Customized course.

The DILG Region 02 Team stormed this global competition by managing to present high impact researchpaper to continue inspiring LGUs to gradually attune with the standards of the Seal and ultimately become champions of good governance. LGOO V MAYBELLE ANOG

ABOUT AMBISYON NATIN 2040 AmBisyon Natin 2040 represents the collective long-term vision and aspirations of the Filipino people for themselves and for the country in the next 25 years. It describes the kind of life that people want to live, and how the country will be by 2040. As such, it is an anchor for development planning across at least four administrations.

More than 300 citizens participated in focus group discussions and close to 10,000 answered the national survey. Technical studies were prepared to identify strategic options for realizing the vision articulated by citizens. The exercise benefitted from the guidance of an Advisory Committee composed of government, private sector, academe, and civil society.

The life of all Filipinos in 2040: Matatag, Maginhawa at Panatag na Buhay By 2040, Filipinos enjoy a strongly rooted, comfortable, and secure life.

In 2040, we will all enjoy a stable and comfortable lifestyle, secure in the knowledge that we have enough for our daily needs and unexpected expenses, that we can plan and prepare for our own and our children’s future. Our family lives together in a place of our own, and we have the freedom to go where we desire, protected and enabled by a clean, efficient, and fair government.

Filipinos are strongly rooted: matatag. Filipino families live together; there is worklife balance so that there is time to spend with family even for members who work. On weekends, families and friends enjoy time together in parks and recreational centers. It is a high-trust society with a strong sense of community. There are volunteer opportunities, and Filipinos spend time to serve the community, help others who are in need, and contribute to various causes.

COA: “DILG RO2 has NO Audit Suspension, Disallowance and Charges, 2nd Quarter 2018”

Per statement of audit suspensions, disallowances and charges forwarded to DILG RO2 Regional Director Jonathan Paul M. Leusen, Jr., CESO IV by COA, DILG RO2 has no Notice of Suspension (NS)/ Notice of Disallowance (ND)/ Notice of Charge(NC) for the second quarter, 2018. This is based in the audit of various transactions in DILG RO2 from April1, 2018-June 30, 2018.

In one Monday convocation, DILG RO2 Regional Director Jonathan Paul M. Leusen, Jr., CESO IV emphasized in his message the value of being Matino, Mahusay at Maaasahan. “Let us continue to do good because we will reap what we sow.”

DILG RO2 personnel claims this achievement as an offshoot of their working principle: #R2GETHER or Region 02 Guarantees Every Task is Harmoniously done with Excellent Result. – SAO Ive B. Saludez

DILG RO2 Gears Up for the 2018 BNEO for GREAT Barangays Implementation With the new set of barangay officials ready to assume office this July 1, 2018, DILG RO2 is now preparing the ground works for the conduct of the BNEO for GREAT Barangays Program. The BNEO is a series of

capacity building and coaching activities for barangay officials that will help and guide them to effectively perform their mandated duties and responsibilities.

Among the first activities to be

conducted is Component B of the BNEO Program which is the Face to Face training for barangay officials and employees. As a preparatory activity, DILG RO2 thru the Local Government Capability Development Division (LGCDD), organized a Technical Working Group composed of Cluster Heads, Program Focal Persons, and other technical staff to review and enhance the BNEO modules and materials.

The TWG had its initial meeting on June 14, 2018 and reviewed the following Modules: Module I: Decentralization and Governance; Module II: Barangay Government Administration; Module III: Essentials of Governance Administration and Module IV: National Program Thrusts.

Among those that were looked into by the group were: sequencing of topics; updating of materials to conform to new laws, regulations; inclusion of templates/guides and AVPs in the material to further aid/ assist learning process. The reviewed and enhanced Modules will be utilized during the BNEO Program Orientation for all Field Officers prior to the implementation of the BNEO. LGOO V Vilma Aganus

DILG RO2 intensifies partnership with MSAC The DILG Region 02 and its Local Government Regional Resource Center (LGRRC) strengthened its partnership with the members of the Multi-Stakeholders Advisory Committee (MSAC) through the signing of a Memorandum of Agreement held last June 25, 2018 at Villa Blanca Hotel, Tuguegarao City.

DILG RO2 Regional Director Jonathan Paul M. Leusen Jr. said the activity, which ran under the theme “PROPEL with E-HUB: Partnering with Regional Agencies and Organizations to Promote Effective Learning with Excellence, Hardwork, Unity and Balance”, aims to foster a more open communication and a solid collaborative working strategy among members and other stakeholders in the region.

“The Department cannot do it alone,” says Leusen, as he tasked the LGRRC to connect with MSAC partners and come up with new knowledge and share them with local government units (LGUs) being the front-line service providers.

The activity was participated in by Heads and Representatives of the different Regional Line Agencies, Local Resource Institutes and Civil Society Organization.

LGRRC Program Manager Elpidio A. Durwin said that the DILG has no monopoly of knowledge and information as well as expertise, hence, we need the collaborative support and assistance of other agencies and organizations in the implementation of various programs and projects of the Department. He hoped for a more productive, more sustained and better partnership in the future.

During the MOA Signing, the members agreed to mobilize their resources and provide venue for knowledge exchange on the different outcome areas of the Department such as intensify the fight

against criminality, illegal drugs and violent extremism; pushing for transparency, accountability and effectiveness of LGUs; providing for the needs of the poor and marginalized; ensuring that LGUs are prepared and safe during calamities and disasters; building business-friendly and competitive LGUs; and strengthened internal organization capacity.

Meanwhile, Leusen also invited the committee members to attend the federalism roadshow in the near future and ask for their support for the program as he stated that, “Federalism will make governance more democratic.” LGOO V ARIANNE BATUGAL

DILG RO2 Conducts Sangguniang Kabataan Mandatory Training (SKMT) Program Review and Evaluation DILG R02 convened its partner Local Resource Institutes (LRIs) namely, Isabela State University (ISU) – Echague, Ilagan and Cabagan campuses, Cagayan State University (CSU), Nueva Vizcaya State University (NVSU), Quirino State University (QSU), and Batanes State College (BSC), to provide updates and assess the conduct of SK Mandatory Trainings in their provincial coverage. The activity, held on June 25, 2018 at Villa Blanca Hotel, Tuguegarao City, Cagayan, was attended by the SKMT Training Managers of the partner LRIs, DILG Provincial Directors, Cluster Heads and SKMT Regional and Provincial Focal Persons.

In his opening message, RD Jonathan Paul M. Leusen, Jr., thanked the LRIs for partnering with the DILG in this endeavor on top of their many other equally important commitments. He looks forward to another fruitful partnership with the LRIs in the continuing trainings for the Sangguniang Kabataan.

Extent of SKMT completion, financial status, issues and concerns were among those presented and discussed during the activity. Based on reports and as noted

Program Manager, completion rate of the Region is at 94%. To date, there were 12,921 trained SK Officials and 1,021 still to be trained. As agreed, special trainings for the untrained SK Officials will be conducted until 1st week of July. Issues and concerns presented include the following: delayed remittance of payments, non-payment by some barangays, cancelled cheques, delays in procurement, unconducive training venues in some areas, limited training kits, among others. Good practices were also noted in certain provinces which contributed to a more efficient and effective conduct of training.

These include, among others, the conduct of training for the LYDOs and mobilizing them as Resource Persons and tapping support of some LCEs to

provide mobility.

Overall, as highlighted by ARD Durwin in his closing message, the activity has achieved its purpose as an avenue for learning for both DILG and LRIs especially in the conduct of similar activities in the future. As the LGRRC Manager, ARD Durwin also said that the activity reinforced the principles of Connect, Converge, and Convene, a crucial strategy for DILG in the implementation of its PPAs. DILG RO2 conducts COFFEE cum EHUB for Service Excellence

Since 2015, the Department of the Interior and Local Government Regional Office 02 provided a forum which threshed out issues and concerns of Middle Managers, specifically the Cluster Officers to successfully implement Programs, Projects and Activities in the field. Thus came the concept Cluster Officers Forum For Effective and Efficient (COFFEE) DILG RO2.

This year, the conduct of COFFEE was strategically conducted in partnership with the Civil Service Commission on Equipping Human resources with CSC Updates to Boost performance (EHUB). Hence the conduct of COFFEE cum EHUB on June 2122, 2018 Blue Coast Beach Hotel, Sta. Ana, Cagayan.

The activity highlighted on the identification of strategies in response to the pressing demands of regional and field operations on human resource management that affect personnel

performance.

The activity was attended by middle managers on the first day and 35 Regional and Provincial Personnel Selection and Promotion Board Members on the second day. It was graced by Acting Director II Jovy Miguel of the CSC Cagayan-Batanes Field Office. She shared with the participants the concepts, principles and updates on the observance and compliance with required work hours in field operation, rules and regulations governing contract of service and job order workers in the government; and our convergence efforts with the Civil Service Commission, particularly on the issuance of eligibility for barangay officials and other LGU issues and concerns which need to be resolved with the CSC. The Resource Speaker challenged the group in coming up with strategies in strengthening human resource management after threshing out issues and concerns, in the institutionalization of

DILG Operation LISTO Team Members Undergo Capacity Enhancement Training on DRR As part of the Operation LISTO flagship program of the Department that guides the LGUs and DILG personnel on actions needed to be undertaken before, during, and after disaster, the DILG Region 02 conducted the Capacity Enhancement for the Regional and Provincial Operation LISTO Teams on May 31 to June 1, 2018 at Hotel Carmelita, Tuguegarao City, Cagayan.

The Operation LISTO program has been an essential mechanism for interoperability among interior and local government as well as with various sectors. It was participated in by DILG personnel who are

members of the Regional and Provincial LISTO Teams.

With the big responsibility given to the LISTO teams, the training provided an avenue forthe team members to be oriented and guided of their roles, duties and responsibilities. Also aimed at capacitating the team members as link of the Central level on matters relating to reporting preparedness measures before, during, and after disasters, the training consisted of various topics and workshops that ultimately increased their level of capacity.

Topics discussed and activities conducted were 1) Basic Disaster Risk Reduction and Management and Climate Change, 2) Operation LISTO, 3) Disaster Response Plan, 4) Basic Meteorology, 5) Google Drive Reporting and Simulation Exercises, and 6) team-building activities.

During the closing ceremony, RD Jonathan Paul M. Leusen, Jr. ended the 2-day activity by motivating the Listo team members to perform their tasks well, and by thanking them for their continuous effort for the improvement of the Department’s programs. LGGO II Emmalene Kaye Linacero

To provide quality service for the people, the personnel and staff of the Department of the Interior and Local Government (DILG) 02 have committed to never stop learning and continuously make an improvement while applying the spirit of teamwork and camaraderie during the Program Review, Assessment, and Planning Workshop for LocallyFunded Programs (LFPs), June 6-8, 2018.

Held in Sta. Ana, Cagayan, DILG 02– Regional Project Management Office (RPMO) led the said activity which kick started with fun-filled outdoor games that further strengthened camaraderie, leadership and teamwork among the participants, followed by the discussion of several updates of the on-going programs and new projects for implementation.

The activity aimed to update the participants on the implementation and the submission of reports and documentary requirements of the different LFPs in the region.

These include the Bottom-up Budgeting (BuB), Local Government Support Fund (LGSF), Sagana at Ligtas na Tubig Para Sa Lahat (SALINTUBIG), Assistance to Disadvantaged Municipalities (ADM), Assistance to Municipalities (AM), Performance Challenge Fund (PCF), KALSADA / Conditional Matching Grant Program (CMGP), and 2019 Unfunded Projects under the Local Development Investment Program.

During the event, various concerns and issues were raised and addressed for smooth operation of the programs and projects.

Further, Engr. Michael Ras, LGOO IV from the Office of the Project Development Services (OPDS), served as a resource speaker and discussed the new platform dubbed “SubayBAYAN”, a tool for monitoring and reporting of the implementation of LFPs which promotes transparency initiatives for the general public.

Other resource speakers include Engr.

Joel Ingeniero and Mr. Norman Aparente, both from OPDS, shared the Local Development Investment Program (LDIP), Assistance to Disadvantage Municipalities (ADM) and Assistance to Municipalities (AM) and how these programs differ from one another.

The activity ended with reports from the participants covering the recommended resolutions and strategies toward a more improved performance.

“We have come to realize that the diversity in the needs of the LocallyFunded Projects require so much dedication, patience and attention from the people behind the RPMO unit,” shared Ms. Marjorie R. Lopez, development management officer.

Participants include Focal Persons (FPs) of different programs, Community Development Officers (CDOs), Development Management Officers (DMOs), Engineers, Regional LFP Focal Person, RPMO Head, Resource Speakers from the Central Office and the Administrative and Technical Staff of the RPMO and PDMU. # (KC D. DILG RO2 declared as drug-free workplace Tuguegarao City, Cagayan— With the theme: DILG RO2: WalangPuwang ang DrogasaMatino, Mahusay at MaaasahangAhensya, Department of the Interior and Local Government (DILG) Region 02 was declared as a Drug Free Workplace by the Philippine Drug

Enforcement Agency (PDEA) Region 02 on May 11, 2018 at the DILG Regional Office 2, Carig Sur in this city.

The declaration of DILG Region 2 as drug-free was highlighted by the unveiling of the mural “Drug Free starts with Me” and commitment signing led by OIC ARD Elpidio Durwin and PDEA Chief Administrative Officer RenanteRosero.

RD Jonathan Paul M. Leusen, Jr., in a message read by OIC ARD Elpidio Durwin, said that as one of the agencies which enforces national laws like anti-drug abuse, the DILG should lead the fight against anti-illegal drugs.

In order to be a “Matino, Mahusay OIC ARD Elpidio A. Durwin and PDEA Chief Administrative at Maasahang” DILG Officer Renante Rosero lead the unveiling of the Mural for a DILG employee,he said that all R2 Drug Free Workplace

Department employees should be drugfree.

On the other hand, PDEA’s Rosero congratulated DILG R2 and commended the agency for its efforts to ensure a drug free workplace.

He stressed that the drug free commitment of the agency does not end in the declaration but signifies the beginning of a life long commitment.

The event culminated with drug free activities for the personnel such as Zumba, table tennis and other indoor activities.

In November last year, the DILG regional office conducted A Drug-Free Workplace Orientation Seminar participated in by the management and personnel of the DILG Regional Office 2.

As a result of the seminar, an anti-drug abuse policy was formulated and all DILG regional office personnel underwent a mandatory drug testing to ensure a drug free environment. #R2GETHER #ONEBEAT LGOO V Arianne Bennevic B. Batugal

On May 2-3, 2018, the Department of the Interior and Local Government (DILG) Region 02 - Regional Management Project Office (RPMO) showcased the year’s new guidelines for the “Sagana at LigtasnaTubigPara saLahat” or (SALINTUBIG) programto various Local Government Units (LGUs) in Cagayan Valley Region.

Engr. Imelda PA. Rosales, RPMO head, discussed the said guidelines emphasizing the responsibility and accountability of the recipient LGUs along its sanctions and provisions for Non-Compliance.

Dir. Jonathan Paul M. Leusen, regional director, said the most challenging projects of the DILG are Water Projects, not just for the Department but also to its recipient LGUs. “Madami ngang tubig, sagana nga pero hindi naman ligtas,” the director said. He believed that access to potable water is very important and challenged the LGUs to do their part effectively and efficiently.

Meanwhile, Engr. John Marlo R. Pascual, and Engr.Jayron B. Andress, both from DILG 02 - RPMO, presented the topics on Site Selection and Criteria of Water Source, Designing the Water Supply System, and Feasibility Study Template while Engr.

Ronnie P. Flores facilitated the hands-on tutorial of EPANET and epaCAD. EPANET is a computer software which performs extended period simulation of hydraulic and water quality behavior within pressurized pipe works. epaCAD, on the

other hand, is a converter which translates autoCAD file into an EPANET one.

On the following days, RPMO engineers facilitated the simultaneous hands-on workshops on the use of EPANET andepaCADon the preparation of Detailed Engineering Designs (DED) for the actual SALINTUBIG and Local Government Support Fund-Assistance (LGSF-AM) of LGUs. LGU Representatives get a first-hand experience on the EPANET and epaCAD facilitated by RPMO engineers.

Said output hopes to fast track the implementation of the water projects upon release of the funds.

In his closing remarks, OIC Assistant Regional Director Elpidio A. Durwin said that DILG will continuously assist LGUs thru the implementation of various Locally Funded Projects.

SALINTUBIG is a locally funded program of the department which aims to contribute in realizing the goal of providing safe and potable water in the country.

SK Pambayang at Panlalawigang Pederasyon members in Quirino oriented, new set of officers elected

Governor Junie E. Cua administers the oath of office of the duly elected SK Panlalawigang Pederasyon Officers of Quirino Chapter.

Following the 2018 Barangay and Sangguniang Kabataan (SK) Elections held on May 14, 2018 and the successful conduct of the SK Mandatory Trainingon May 20-26, 2018 at Amancio Farm Hotel, Cordon, Isabela, the Department of the Interior and Local Government (DILG) Quirino Provincial Office as well as the DILG Municipal Field Offices facilitated the twoday SK Pederasyon Orientation and Election in accordance to Republic Act 10742 otherwise known as the SK Reform Act of 2015 and pursuant to DILG

Memorandum Circular Nos. 2018-07 and 2018-64.

Schedules of orientation and election of the six (6) SK Pambayang Pederasyon Chapters in Quirino are as follows: Diffun – May 24-25, 2018; Cabarroguis and Saguday – May 26-27, 2018; and Aglipay, Maddela and Nagtipunan – May 28-29, 2018.On June 7-8, 2018, the SK Panlalawigang Pederasyon Orientation and Election was conducted at DISADECO, Andres Bonifacio, Diffun, Quirino.

The first day of the activity

focused on the discussion of the Legal Bases of SK Pederasyon, Powers and Functions of the SK Pederasyon, Roles and Responsibilities of the SK Pederasyon Officers, Internal Rules of Procedure of the SK Pederasyon and SK Pederasyon Election Policies. The “BantayKaagapay”, an inclusive and comprehensive program aimed to prevent and deter graft and corruption in the LGUs, was also introduced to the SK Officials.

On the second day, the election of officers took place wherein the SK Participants

nominated from among themselves the Chairperson and Members of the Election Committee who facilitated the nomination process, voting procedures, appreciation and counting of votes casted and proclamation of winners from the position of the President down to Sergeant-at-Arms.These were executed in thepresence of the Board of Election Supervisors (BES) composed of the DILG Officer, COMELEC Supervisor and Secretary to the Sanggunian and the Panel of Observers composed of thePNP Provincial Director/ Chief of Police, representative from the academeand CSO representative.

The oath of office was administered by the Governor for the duly elected SK Panlalawigang Pederasyon Officers and the Mayorsfor the duly elected SK Pambayang Pederasyon Officers.

Further, DILG-Quirino, inpartnership with the Quirino State University (QSU), conducted an SK Special Mandatory Training on June 23, 2018 to cater to SK Officials of the Province who were not able to attend the regular training. # LGOO II Blessing Grace G. Sagun

Newly-inaugurated 2018 LGSF-AM projects to allay problems in San Mateo, Isabela Among other things, people of San Mateo, Isabela have something to look forward these coming days.

Hon. Crispina R. Agcaoili, Mayor of San Mateo, Isabela and Engr. Corazon D. Toribio, Provincial Director of Department of the Interior and Local Government (DILG) Isabela, inaugurated two (2) Local Government Support Fund-Assistance to Municipalities (LGSF-AM)-funded projects in the Municipality last June 19, 2018.

These projects include the concreting of Local Access Roads and improvement of Evacuation Center.

An amount of P6,800,00.00 will be spent for the concreting of roads in Barangays Malasin, Gaddanan, Barangay 3 and Villa Cruz.

A total of 8,526 residents from the four (4) barangays is expected to be benefitted by the project.

According to Mayor Agcaoili,

the Local Access Road projects shall facilitate easy transport of produce of the farmers since agriculture is the major economic activity in the barangays.

She added that the project shall also enable smooth accessibility of travel for the residents and passersby.

Moreover, through the project, decrease of farmers’ expenditures along transportation and increase economic and social activities in the areas are expected to happen.

Meanwhile, the rehabilitation of Evacuation Center shall cost P5,254,952.00.A total of 66,835 residents of the Municipality is expected to be benefitted by the project.

LGSF-AM, formerly known as “LGSF-Assistance to Disadvantaged Municipalities (LGSF-ADM)”, aims to assist the municipalities by providing financial assistance in

the implementation of priority programs and projects for the people.

Moreover, eligible LGSF-AM projects include Evacuation Center and Disaster Risk Reduction-related equipment, Local Access Roads, Potable Water Systems (PWS), Small Water Impounding Project (SWIP),

Drug Rehabilitation Center, Local Bridges, Sanitation and Health Facility and Rain Water Catchment.

DILG Cagayan conducts 1st Provincial Stakeholders Forum and Awarding of Best BUB and ADM Implementer in the Region On May 3, 2018, the Local Chief Executives, Planning and Development Coordinators, Engineers, Local Government Operations Officers and Civil Society Organization Representatives of all the Local Government Units in the Province of Cagayan were convened at Valley Hotel, Alimanao, Cagayanfor the 1st Provincial Stakeholders Forum on Locally Funded Projects in the Region.

The activity was organized to inform stakeholders of the status of projects in their localities, discuss programs to be implemented in year 2018, address issues and concern on project implementation and fast track project completion of on-going and not yet started projects. In the activity, success stories from outstanding Municipalities were also featured for possible replication of other LGUs. The highlight of the activity was the awarding of Marker and Cash Gift to the Best 2017 LGSF-ADM Implementer and Best Bottom-Up Budgeting Implementer in Cagayan.

In his opening remarks, DILG-Cagayan Provincial Director Ruperto B. Maribbay,

Jr. congratulated the local government units for an overall successful implementation of Locally Funded Projects in the Province mentioning that Cagayan places 2nd in terms of ADM Implementation with 67% completion rate out of 122 total projects, next to Nueva Vizcaya which only has 65 Projects.

Provincial Director Maribbay stressed the importance of incentivising outstanding performance in encouraging more LGUs to execute the programs of the Department in an excellent way.

DILG Regional Director Jonathan Paul M. Leusen congratulated the province for the initiative. He reiterated that by the end of the semester, all 2014 to 2016 Projects should be 100% completed while 2017 Projects should atleast be 50% accomplished. He challenged LGUs to adopt the strategies of outstanding LGUs which will be presented during the activity to better the implementation of 2018 programs.

Project Development Officer III Junette Dawn Baculfo of OPMO- DILG Central Office discussed the 5 year Road Map of the ADM/AM Program. She also

presented the accomplishment of the Department for year 1,chiefly on strengthening Local Development Council Functionality.

She also imparted the deliverables of the Department and the LGUs for year 2.

Asst. Project Manager Relly A. Leysaof WSSPMO-OPDS, DILG Central Office comprehensively discussed DILG Memorandum Circular 2018-61 or the Policy Guidelines for the Implementation of the 2018 LGSF-AM Program. Among the issues raised after his presentation were the phasing of projects, overlapping projects from different government agencies and inclusion of temporary housing and other administrative costs in the designs.

An Audio Visual Presentation capturing success stories on PCF from LGU Sanchez Mira, SALINTUBIG from the Municipality of Tuao and BUB from Ballesteros, Cagayan were flaunted.

A criteria measuring the compliance of the Municipalities to submission of documentary requirements and reports; information and

publicity; project standard and implementation schedule; and Municipal Project Monitoring Committee functionality was devised in year 2017 upon the launching of the ADM Program by the DILG field officers under the supervision of then Provincial Director Corazon D. Toribio. This criteria was used by the Provincial Awards Committee in assessing the over-all performance of Municipalities in program implementation.

Out of the 28 Municipalities, 8 LGUs were shortlisted for the on-site validation, namely: Abulug, Lasam, Ballesteros, Sanchez Mira, Penablanca, Solana, Buguey and Santa Teresita. Out of these 8 LGUs, Solana was awarded as 3rd placer, Ballesteros was proclaimed 2nd Best ADM Implementer and Penablanca was pronounced as the Best ADM Implementer in the Province.

SKMT springs zeal among new SK Officials

The conduct of Sangguniang Kabataan Mandatory Training (SKMT) instilled enthusiasm among the newly-elected SK Officials in Isabela.

“Natutuwa po ako na makasama sa activity [SKMT]. Magsisilbi po ‘tong panimulang gabay sa amin kapag naupo na kami bilang SK officials”, an SK Chaiperson shared.

Despite the criticisms on SK, the new set of officials are still zealous that could bring meaningful change in their respective communities.

A total of 6,942 new breed of SK officials in 1,055 barangays of Isabela participated in the SKMT. The Department of the

Interior and Local Government (DILG) and National Youth Commission (NYC) tapped the Local Resource Institutes (LRIs) as service providers of the SKMT. For Isabela, Isabela State University (ISU) facilitated the conduct of the activity from May 16-26, 2018.

Special trainings were also conducted for SK Officials who failed to attend in the earlier scheduled training.

The conduct of SKMT is one of the major features of Republic Act No. 10742 or the SK Reform Act of 2015.The law mandates all newly-elected SK officials to undergo SKMT before assumption into office.

The training aimed to prepare the youths in

executing their duties and responsibilities. Further, it ensured that the SK officials have an understanding on the topics on Decentralization and Governance, SK Reform Act, Meeting and Resolution, Planning and Budgeting and

Ethical Code of Conduct of Public Officials.

6 LGUs in Quirino assessed for 2018 CFLGA

The Department of the Interior and Local Government (DILG) – Quirino, together with the Department of Education (DepEd) and the Department of Social Welfare Development (DSWD), conducted an assessment and round-table discussion on the performance of the six (6) Local Government Units (LGUs) of Quirino in terms ofthe delivery of social services that promote the welfare of children on June 4-7, 2018.

Under theChild-Friendly Local Governance Audit (CFLGA), all cities and municipalities shall be assessed to measure their level of performance in implementing

child-friendly programs and instituting measures that promote children’s welfare.

This year’s Provincial Audit Team composed of Rowena R. Gulgulway of the DILG Quirino, Lyn R. Catolico of the DepEd and Aireen U. Gazmen of the DSWD checked if the LGUs implement programs that satisfy the 12 indicators. These indicators are: 1) reduction in the deaths among children below five years old; 2) reduction in the number of children under six years old with below normal weights; 3) increase in the number of 3-4-year-old children attending center-based day care services; 4) completion

rate for elementary schooling; 5) absence of child labor or percentage reduction in child labor cases; 6) reduction in the number of children victims of violence, abuse, neglect and exploitation; 7) presence of safety measures for children in the community and schools; 8) extent of mainstreaming of children’s rights to survival, development, protection and participation in the core development agenda of LGUs; 9) presence of ordinance establishing Violence Against Women and their Children (VAWC) Desks; 10) PhilHealth accreditation in its main health facility or rural health unit for Maternal Care Services and Primary Care; 11) presence of Local School Board (LSB) Plan that is aligned with the School Improvement Plan (SIP); and 12) at least 70% completion of its LSB Plan.

Schedule of auditfor each of the LGUs in Quirino are as follows: Diffun and Cabarroguis – June 4, 2018; Aglipay and Saguday – June 5, 2018; and Nagtipunan and Maddela – June 7, 2018.

Result show that all the six (6) LGUs passed the provincial audit with Maddela garnering the highest score of 41 or a rating of 92%.

Last year, allthe six (6) LGUs in Province were conferred with the Seal of ChildFriendly Local Governance. DILG Quirino hopes for a 100% passing rate for CY 2018.

Faustino N. Dy, Sr. Session Hall, Capitol, City of Ilagan, Isablela, respectively.

The activity aimed to equip the SK Pambayan and Panlungsod Pederasyon Presidents on their roles and responsibilities in SK Panlalawigan Pederasyon and to select among the participants their representatives

in the Pederasyon.

“We are expecting so much from the Sangguniang Kabataan officials, especially from you, SK Presidents. You must all carry with you courtesy and discipline at all times,” said DILG-Isabela Provincial Director Engr.

DILG Quirino gets recharged To determine the progress and efficiency of the overall operations of the Department of the Interior and Local Government (DILG)– Quirino, the team, headed by Provincial Director Salvacion Z. Baccay,conducted the Institutionalizing Accountability in Managing Assistance to Municipalities (AM) projects by REvitalizingCommitment through HARmoniousGroup Exercise and Dynamics (I AM RECHARGED) on June 2729, 2018 in Coron, Palawan.

Primarily, this activity is aimed at assessing the Province’s accomplishments for the first semester of CY 2018 and planning for the activities to be implemented on the second semester.

During the conference, LGOO II Blessing Grace G. Sagun, the Provincial Planning Officer who is likewise the Chief of Project Development of Management Unit (PDMU) and Concurrent Chief of the Finance and Administrative Unit(FAU), presented the general accomplishments and gains per Major Final Output (MFO) of the Team for the first six (6) months of the year. She also discussed the contributory or limiting factors that affect the implementation of major programs, projects and activities (PPAs) when the targets were not attained such as the completion of two (2) Bottom-up Budgeting (BuB) projects but commended the group because generally, they have managed to produce results that are far from the desired.

Institutionalized Community Awareness and Responsibility Enhancement (ICARE) Program launched in Cagayan With the genuine desire tobring the government closer to the people, DILG Cagayan initiated a program which aims to strengthen the partnership of the Department, the Municipal Government and the Barangay level through improved participation of the barangay stakeholders in project monitoring and maintenance.

The program also seeks to ensure project sustainability after completion through the sense of ownership instilled by the program to the beneficiaries, thereby resulting to the realization of the primary goal of the AM Program.

The ICARE Program is a solution to the issues observed by the Cagayan

Project Development and Monitoring Unit during the series of 2017 ADM Project monitoring and inspection.

Apart from the technical defects on projects, there was an insufficient dissemination of project information among the community and an absolute lack of third party participation on project monitoring and maintenance. As end-users of the projects, the community themselves must partake in sustaining the projects provided to them by the National Government.

The barangay officials, the project beneficiaries, the winning contractors, CSO and NGO representatives and the Municipal Functionaries were directed to

attend the ICARE launching and ground breaking ceremony.

The first ground breaking ceremony and ICARE launching was conducted in Santa Teresita, Cagayan with a total of 60 attendees on June 26, 2018 followed by the same activity at Santa Praxedes, Cagayan on June 28, 2018 with 150 attendees.

In the activity, the participants were given an overview of the 2018 AM Program, with the salient features of the guidelines and the timelines that must be monitored. The roles and functions of the local stakeholders were elaborated by the DILG personnel along with the background and objective of the ICARE Program.

After the discussions,

all attendees pledged their commitment to cascade the right move, to report wrongful action, protect and sustain projects provided by the Department, assist the Municipal Government in project monitoring and to help in upholding the highest standard of the Department of the Interior and Local Government in the implementation of Locally Funded Projects, such as the 2018 Assistance to Municipalities.

The launching of the ICARE program on other Municipalities is scheduled on the 2nd semester of year 2018 after the Notice to Proceed is awarded by the respective Municipalities to the winning contractors. LGOO II Mikhaela L. Aman

DILG Nueva Vizcaya trains new breed of youth leaders representation by returning to the true spirit of volunteerism and taking youth participation away from the clutches of partisan politics. It is anchored on the twin beliefs that youth organizations are a potent force in nation-building, and that the power of young Filipinos is strongest when they work with people who share their values and goals, and in an environment of teamwork and collaboration.

Dr. Andres Z. Taguiam, University President of NVSU, in his message during the training, relive this very aspiration in one of his speeches. He stated that the country always hope for the best and that in front of him “are the best because you were chosen by your colleagues and the youths as a whole.” Dr. Taguiam also emphasize the urgency for the youth to work hand-in-hand with the national and the current administration to “fight illegal drugs and corruption” by starting this “within ourselves and your fellow youth.” Doing this, even at first seems futile, will eventually “leads to success and progress.” Lastly, he reminded the newly elected youth leaders to “live a modest lives and within our means to inspire other people to do the same.”

For her part, PD Elma M. Urbina during her opening remarks, stated that every individual has its own role in making this country great. But undeniably, “it is the youth’s vital role that is most important as they represent the future and next generation to come.” Hence, newly elected SK Officials has a marching order to ensure that the wellbeing of the youth is addressed, but there is a need for them to “prove that you deserve to be called as Bagong SK. The challenge now for you, our youth officials is how to rebuild the image of Sangguniang Kabataan.

PGI gears up for 2018 SGLG

The Provincial Government of Isabela (PGI) initiated a 2018 Seal of Good Local Governance (SGLG) Briefing and Consultation on May 24, 2018 at Gov. Faustino N. Dy, Sr. Session Hall, Isabela Provincial Capitol, Alibagu, City of Ilagan, Isabela.

The activity aimed to thresh out issues and concerns and to discuss the approved guidelines of the 2018 SGLG Hon. Faustino G. Dy, III, Isabela Governor, said that SGLG is an award, which serves as a “venue” to secure programs from the National Government.

He added that the problem of one Local Government Unit (LGU), if not acted upon, affects the whole province.

“Ensure also that barangays are drug-free and drug-cleared for it is one of the requirements.

Hindi lahat ng matino ay mahusay; hindilahat ng mahusay ay matino. Dapat ay matino at mahusay,” he added.

Last year, 16 LGUs in Isabela passed the 2017 SGLG assessment which stirred the drive of the

Provincial Government to beef up preparations for the 2018 SGLG. In 2017 SGLG, Local Government Units were only required to pass the four (4) core areas namely, Financial Administration, Peace and Order, Social Protection, and Disaster Preparedness and at least one essential area.

This year, the criteria are elevated to involve all essential areas namely: Business Friendliness and Competitiveness, Environmental Protection, and Tourism, Culture and the Arts.

The new “All-in” assessment criteria of SGLG is another innovation to ensure that all LGUs elevate its performance to cater the needs of the people.

Meanwhile, LGOO V Maybelle E. Anog, SGLG Regional Focal Person and LGOO VI Karen Joy C. Pablico-Castro, SGLG Provincial Focal Person, served as resource speakers during the activity.
