Atty. Benjamin Abalos, Jr. is new SILG, vows to sustain gains of the Department including War on Drugs

“Hindi tayo ang pagsisilbihan, tayo ang magsisilbi sa kanilang lahat,” This is the message of Department of the Interior and Local Government (DILG) Secretary Benjamin ‘Benhur’ Abalos, Jr. on his first day as head of the agency, committing to sustain the gains attained in the anti-illegal drug campaign; fill up gaps to improve policies in other major programs of the Department; and “bring people power against social ills.”

“It is important right now to continue the things that you [DILG] have done. Napakagaling. Sabi nga sa akin, ‘How about the war on drugs?’ It will be sustained in accordance to the oath I made as provided for in the constitution. Talagang diri-diretso po ito,” Abalos said.

Facing the DILG workforce, Abalos commended the “fantastic job” former DILG Secretary Eduardo M. Año has accomplished for the past years while citing best practices in the City of Mandaluyong that can be injected and emulated to improve the Department’s anti-illegal drugs campaign.

“The former DILG Secretary did well in the anti-illegal drugs campaign. Itutuloy lang natin ‘yun but we will put greater focus in building up strong cases against illegal drug suspects to ensure that no cases will be dismissed and they will be spending the rest of their lives behind bars,” he said.

“We will involve other concerned government agencies, and most

importantly, the communities, to make sure that we have a comprehensive campaign against illegal drugs,” he added.

He mentioned that for most cases, investigations are deterred as there are no witnesses to assist in the cases. He said that in every illegal drugs confiscated, there should be at least three witnesses: a representative from the media, the Department of Justice, and a barangay official.

He likewise commended

Philippine National Police (PNP) Acting Chief PLTGen Vicente Danao, Jr. for the effective mechanisms against illegal drugs but established that in all of society’s problems, “one must go to the roots and target the main source.”

“Maganda ‘yung ginawa ni Gen Danao, and I commend you and the PNP for the war against drugs. Aside from the law enforcement aspect, we should get to the root causes of the anti-illegal drugs problem

and address all of these things in collaboration with other agencies of the government and stakeholders -- unemployment, education, family, and a host of other issues,” Abalos said.

“The war on drugs is just like a tree. Maski patubuin mo nang patubuin, putulin mo nang putulin ‘yung sanga nito, may tutubong bagong sanga. Ano ‘yung sanga? ‘Yung sanga ay huli tayo nang huli pero may pumapalit nang pumapalit,” he added.

DILG Region 2 – The Philippines may have improved its ranking in the World Risk Index-from being the second riskiest country in 2014, third from 2015 until 2018, and ninth in 2019. However, the country still experiences almost all forms of hazards, disasters, and crises every year and remains at risk and vulnerable from the onslaught of such extreme events.

Such experiences raised the consciousness of various national agencies on the importance of preparedness before a crisis, natural or man-made. Also. The Local Government Units (LGUs) should understand the importance of their role and function on the preparation, prevention, and mitigation

of the effects of different hazards, disasters, and crises.

Recognizing these premises, the DILG Regional Office 02, thru the Local Government Capability Development Division (LGCDD), conducted the Crisis Management for Local Governments Virtual Orientation on September 29, 2022 via Zoom platform.

The activity was participated by all Provincial, City and Municipal (1) Administrators; (2) Disaster Risk Reduction and Management Officers; (3) Chiefs of Police; (4) Health Officers; and (5) Social Welfare and Development Officers in the region.

The invited speakers were Ms. Maria Cecilia J. Pacis, Director III of the National

Task Force to End Local Communist Armed Conflict (NTF-ELCAC) Secretariat/ Operations, Office of the President, Dr. Kristoffer B. Berse and Dr. Alex B. Brillantes, from the University of the Philippines-National College of Public Administration and Governance (UP-NCPAG).

An AVP of the City of Ilagan’s Mayor Josemarie L. Diaz’s presentation during the NEO Orientation last August 9, 2022, was played. The video, titled “Stories of Resiliency, Recovery and Revitalization: Winning in the Era of COVID-19, The Ilagan Experience”, was showcased to share the city’s best practices in planning and managing the crisis brought about by the COVID-19 Pandemic.

DILG R2-LGCDD assists LGUs in formulating, updating their LIIC

TUGUEGARAO CITY, CAGAYAN – In a bid to enhance the competitiveness of the local investment climate in the region, DILG R2 through the Local Government Capability Development Divisio (LGCDD) facilitated the Workshop/Writeshop on the Formulation/Updating of the Local Investments and Incentives Code (LIIC) for select government units on September 20-21, 2022 at Hotel Carmelita in Tuguegarao City, Cagayan.

The two-day activity was participated by the target local government units (LGUs) of Santa Ana, Cagayan and San Mateo, Isabela and were represented by their respective Sanggunian Bayan (SB) members, Municipal Local Government Operations Officers (MLGOOs), Municipal Tourism Officers (MTOs), Business Permit and Licensing Officers (BPLOs), Municipal Planning and Development Coordinators (MPDCs), Municipal Environment and Natural Resources Officers (MENROs) of the abovementioned LGUs, together with their respective staff.

A Memorandum of Agreement (MOA) was also officially inked by participant LGUs and the Department of the Interior and Local Government Region 2 (DILG R2), Department of Trade and Industry Region 2 (DTI R2), Cagayan State University (CSU), and Isabela State University (ISU) Cabagan campus for the provision of technical

He also emphasized on sustaining programs and initiatives of the Department that have worked in the past, noting that his administration will put emphasis on ‘servant leadership’.

“We must make sure na institutionalized ang mga ginagawa nating magagandang practices, at innovations. We must likewise always remember this, hindi tayo ang pagsisilbihan, tayo ang magsisilbi sa kanilang lahat dahil bilang lingkod bayan, ang kapakanan ng publiko ang dapat nating prayoridad. That is the kind of attitude that we should have,” he said.

The DILG Chief also

DILG Secretary Abalos also underscored the importance of participatory and inclusive governance and how it will heavily influence his brand of leadership as the Department’s executive officer.

Resounding the plans of President Ferdinand Marcos, Jr, Abalos calls on the DILG personnel and attached agencies to work in unity from the national, local, and grassroots level.

“Yung pangarap ng lahat ay magiging pangarap natin. Para maabot natin ito kinakailangan nang maayos na communication mula sa national, local, at grassroots level para magiging iisa ang ating mga layunin,” he added.

He said the DILG workforce has his full confidence having

interacted with them in previous endeavors especially during the onset of the COVID-19 pandemic. He said he knows that he is in safe hands and encouraged them to be open and not hesitate to air their ideas.

“Whether we like it or not, we are at the forefront of all issues involving LGUs and peace and order. Araw-araw na problema, nasa atin ito. But with you there, you are tested. I’m in good hands here. Alam ko ‘yun,” Abalos said.

“We have to work harmoniously. Kung may problema kayo, wag kayong mahiya. Huwag kayong matakot. I will support you,” he added.

DILG R2 Wraps-Up CAPDEV Analysis for Local Government Units

TUGUEGARAO CITY, CAGAYAN – To ensure the efficient delivery of devolved functions and services amid devolution, the Department of the Interior and Local Government Regional Office 2 (DILG R2) assured the continuous capacity development (CapDev) efforts to empower local government units (LGUs) in the Cagayan Valley region, through the conduct of a regional orientation on Capacity Development Agenda Analytics at Hotel Carmelita, Balzain, Tuguegarao City, Cagayan on August 4, 2022.

A total 105 participants composed of field officers (Cluster Heads and City/ Municipal Local Government Operations Officers attended the activity together with officials and employees of theDILG R2 led by Regional Director, Jonathan Paul M. Leusen, Jr.

Addressing the participants, RD Leusen, underscored the relevance and timeliness of the activity especially that the Devolution Transition Plan (DTP) Analytics has been completed. He urged everybody to closely coordinate and work with their LGUs as they start materializing the capacity development priorities identified in their respective CapDev Agenda.

Meanwhile, LGOO V Kymverlie P. Mallo, discussed the Guidelines on the Analysis of Capacity Development Needs of LGUs and she later presented the CapDev Analysis Tool which the DILG Provincial Offices may utilize

to analyze the capacity needs of the LGUs in the context of full devolution

A cluster workshop was also conducted to familiarize the field officers with the tool and its applicability, followed by a discussion on the Newly Elected Officials (NEO) Framework, Results of the DTP Analytics, and updates on Ease of Doing Business from other technical staff of the Division,.

With the advent of the full devolution, the CapDev Analytics will serve as a fundamental instrument for the Department, other National Government Agencies, and Local Resource Institutes in providing the necessary support to LGUs towards full assumption of

DILG R2 orients Re-elected Municipal Mayors through the NEO Program

an Orientation Course for the Re-elected Municipal Mayors of Region 02 with the theme, “Primed Leaders for Renewed Local Governance” at Forest Lodge, Camp John Hay, Baguio

City on August 9-11, 2022. Said activity is a part of a series of interventions provided to newly-elected officials to ensure that they are well equipped with knowledge on guidelines and

policies on local governance.

In all, 35 re-elected municipal mayors across the region attended the activity which was graced by DILG Undersecretary for Local Governance Marlo L. Iringan as keynote speaker. Other resource speakers include Mayor Benjamin Magalong of Baguio City, Mayor Josemarie Diaz ng Ilagan City, Isabela and Mayor Benjamin Abalos of the City of Mandaluyong. All shared their own experiences, innovations, and interventions in their respective LGUs in facing the challenges of pandemic and maintaining excellence in local governance.

The NEO is a term-based capacity development (CapDev) program of the Department initiated by the Local Government Academy (LGA) aimed at developing the leadership and management skills of elected officials. It further envisions a better quality of life of constituents as a result of improved capacities in terms of planning, service delivery, and decision-making of Local Chief Executives.

DILG Region 2 – The Local Government Monitoring and Evaluation Division (LGMED) honored all contact tracers in the region during the online “Pagtatapos at Pasasalamat 2022” on August 31, 2022 via Zoom to recognize the immeasurable dedication, contribution and

selfless public service rendered by the latter during the peak of the COVID-19 pandemic.

Dubbed as “modern-day heroes”, the CTs were celebrated for the hard work, sacrifice and going beyond measure to exposing themselves to the virus to track residents that may suspect of

carrying the dreaded COVID-19 virus in their respective localities.

The online activity was spearheaded by Assistant Regional Director, Elpidio A. Durwin, LGMED Chief Maybelle E. Anog, and LGMED Assistant Division Chief Jennifer G. Baguisi, and was participated in by the diligent DILG contact tracers

and Provincial Focal Persons of DILG R2.

Dr. Ma. Angelica A. Taloma, Planning Cluster Head of the Department of Health Regional Office 02, and Hon. Isidro T. Cabaddu, Municipal Mayor of Camalanuigan, Cagayan represented by Dr. Desiree Gracia C. Bulauitan were invited as Guest Speakers. Their messages centered on the best practices and contributions in contact tracing operations in their respective areas of responsibility. They also extended their appreciation and gratitude to the CTs and they shared inspiring words, though their services were no longer engaged, they can continuously exercise what they have learned and still contribute to the pandemic efforts in their area.

DILG, DOJ Region 2 launch project ‘LEAD KAPATID’ for LTIA Regional Winners

STA. ANA, CAGAYAN – DILG R2, in partnership with the Department of Justice Region 2 spearheaded and launched the project entitled “Seminar on Lupon Empowerment Through Awarness Programs and Capacity Development on Katarungang Pambarangay Law and Other Pertinent Laws and Effective Amicable Settlement Techniques in Resolving Disputes (LEAD KAPATID),” at Nassim Hotel and Beach Resort in Sta. Ana, Cagayan on September 5-7, 2022.

This was a follow-through activity after the on-site assessments on the functionality of Lupong Tagapamayapa (Lupons) of the LTIA provincial nominee barangays in three (3) categories conducted by the Regional Awards Committee (RAC) last March of this year. It was participated in by the Lupon Chairperson or the Punong Barangay, Lupon

Secretary, Sangguniang Barangay Chairperson on Peace and Order, Chief Tanod, Referral Desk Officer, and five Lupon members from the LTIA regional winners.

With the end goal of empowering and assisting the Lupons to qualify for the national awards, both agencies provided technical assistance in strengthening the capabilities and reinforcing the knowledge and skills on KP law and other pertinent laws and on effective amicable settlement techniques for dispute resolution of Barangays Osmeña in the City of Ilagan, Isabela Barangay Centro Sur in Sto. Niño, Cagayan, and Barangay Bintawan Norte in Villaverde, Nueva Vizcaya.

LTIA was established pursuant to Executive Order No. 394, Series of 1997, which aims to strengthen the KP as an indigenous conflict resolution structure at the barangay level; institutionalize

a system of granting economic benefits and other incentives to Lupons that demonstrate exemplary performance in settling disputes; and generate

greater awareness among and support from the various sectors of Philippine Society on the KP as a potent vehicle toward social ordering and human development.

REGION 2 – A total of 43 Local Government Units in the Cagayan Valley region were validated for the 2022 Seal of Good Local Governance (SGLG) on September 13-16, 2022: one (1) municipality in the province of Nueva Vizcaya; the Provincial local government, three (3) cities, and 23 municipalities in Isabela; the provincial government and four (4) more municipalities in the province of Quirino; and the lone city of Tuguegarao together with ten (10) other municipalities in the Cagayan province.

The said LGUs were subjected to thorough documentary review, interview of select Department Heads and Punong Barangays, and onsite inspection covering the ten (10) local governance areas stipulated in Republic Act No. 11292 or also known as The SGLG Act.

The SGLG National Validation is one of the final phases in the implementation of the said program. LGUs shall be declared passers after final approval from the Council of Good Local Governance (CGLG).

DILG Isabela preps its Field Officers for C4PEACE Implementation

GAMU, ISABELA – “Together with other agencies that are currently implementing interventions to address insurgency

issues for our barangays, you will play a vital role. Let us make them feel that the government is doing something for them,” This

is the statement of DILG Isabela Provincial Director, Engr. Corazon D. Toribio, during the Orientation on the Implementation of the Communicating for Perpetual end for Extreme Violence and Forming Alliance Towards Positive Peace and Enriched Communities (C4PEACE) Program for DILG Field Officers target local government units (LGUs) on July 08, 2022, at Piazza Zicarelli, Gamu, Isabela.

The Orientation was conducted following the reshuffling of field officers in the province, to be in the loop on updates on the implementation of C4PEACE Program, Support to Barangay

Development Program (SBDP) and other peace-building initiatives in target LGUs.

“We have to talk about the EO 70 [Executive Order No. 70] and how does it operates,” PD Toribio said while addressing the field officers.

The field officers were also briefed on EO 70, Retooled Community Support Program (RCSP), Capacitating Urban Communities for Peace and Development (CUCPD) and on the SBDP as key component programs of the Department in addressing the insurgency situation in the country.

DILG R2 celebrates the 122nd Philippine Civil Service Anniversary, Family Day

REGIONAL GOVERNMENT

CENTER – The Department of the Interior and Local GovernmentRegion 02 (DILG R2) joins the nation in celebration of the 122nd Philippine Civil Service Anniversary with the theme: “Transforming Public Service in the Next Decade: Honing Agile and Future-ready Servant Heroes” on September 27, 2022. The celebration kickedoff with a free Wellness Check in partnership with Herbalife Wellness at the regional office and was attended by DILG R2 officials, employees and other personnel from the Cagayan Provincial Office.

The participants were also oriented on Healthy Living, healthy eating and proper way of losing weight, conveying that health and wellness is the most important aspect for a civil servant to deliver a sincere and

true public service. Their weights were also assessed whether they were within the normal range, obese, or underweight.

One of the highlights of the event is participation of Atty. Marites P. Lappay, Acting Regional Director of the Civil Service Commission Regional Office 2. Delivering her message, she recognized DILG R2 for its contributions in delivering the kind of service anchored on doctrine of “Public Service is a Public Trust”.

“Despite the challenges that the COVID-19 pandemic brought, DILG R2 heightened its resilience which made it to continue to render efficient public service,” she said.

She further added that undeniably, DILG R2 played a huge role as a key player in managing the COVID-19. She also acknowledged that

DILG serves as a frontliner by harmonizing efforts in ensuring that health and safety protocols were observed, contact tracing initiatives, digitization of the QR Code, and a lot more which are responsive to the needs of changing times. These are proofs that DILG R2 personnel are agile and future-ready.

Meanwhile, DILG Assistant Regional Director, Elpidio A. Durwin, gave his message focuses on the essence of being a family: taking care and boosting each other. He further expounded on the theme of the CSC anniversary by indicating that as Civil Servants, everybody should prepare to transform the quality of public service that we render to our ultimate bossthe public, while proactively improving ourselves through participating in learning and development interventions

provided by the office and other external providers.

He challenged everyone to be courageous, dedicated, and passionate to become agile and future-ready servant heroes. He also encouraged everyone to continue to render a significant civil service as we always did as civil servants.

By the virtue of Public Law No. 5 (An Act for the Establishment and Maintenance of an Efficient and Honest Civil Service in the Philippine Islands) signed on 19 September 1900, The Philippine Civil Service Anniversary (PCSA) commemorates the establishment of the Philippine Civil Service. This is also pursuant to Presidential Proclamation No. 1050, series of 1997 declaring the month of September as the Civil Service Month.

DILG REGION 2 – The Finance and Administrative Division virtually conducted its 3rd Quarter RO-PO Alignment Meeting on August 17, 2022 via to ensure compliance to administrative requirements and clear issues and concerns raised by provincial offices and other operating units.

The activity was facilitated by FAD Chief, Ive B. Saludez, and attended was by Regional Director, Jonathan Paul M. Leusen, Jr., and other regional finance and administrative officers, staff from the technical divisions, provincial program managers, FAU chiefs, accounting clerks, and disbursing

officers of the Provincial Offices.

In his message, RD Jonathan Paul M. Leusen, Jr., CESO III recognized the efforts of the Finance and Administrative group in its delivery of administrative support to the technical group and challenged all concerned to do their best in ensuring that financial performance

reflects physical accomplishments of the department’s Programs, Projects, and Activities.

Discussions during the alignment delved on answering queries from the field offices and technical division with respect to fund utilization and other fund management issues particularly during the conduct of activities. Compliances to the previous agreements were also tackled including the alignment of requirements and processes of RO and PO, and the FY 2022 reportorial requirements and strategies to fast track utilization of funds downloaded to provincial offices.

Closing the activity, FAD Chief Ive B. Saludez stressed highlighted the need to comply with all fiscal and administrative rules and regulations as vital support to the overall operation of the regional and provincial offices.

LGUs to strengthen institutional capacity thru CapDev Agenda

Director Engr. Corazon D. Toribio, CESO V, during the OrientationWorkshop on the Formulation of Local Government Unit (LGU) Capacity Development Agenda on August 30-September 1, 2022 at

Piazza Zicarelli, Gamu, Isabela.

PD Toribio encouraged the LGU functionaries to dig deeper into the core of their Capacity Development Agenda and to know the capacity of their LGUs to

deliver their mandated functions.

“It is important to map out the interventions, gaps and capacities of the LGUs in order for them to effectively deliver their roles and responsibilities,” she added.

The activity was participated by the Municipal Local Government Operations Officers (MLGOOs) and LGU Functionaries of 4th to 6th class municipalities in the province. These municipalities are Burgos, Gamu, Naguilian, Reina Mercedes, San Guillermo and San Manuel, Isabela.

Meanwhile, Cluster Heads Cristina B. Somera, Michael E. Camacam and Imelda L. Aquino, together with LGOOs V Rhonalyn P. Maquinad-Casilla and Izza Jane D. Succuano, served as resource speakers and facilitators during the activity.

DILG R2 introduces New Infrastructure Project Monitoring, evaluation to LGU s

– Approximately 300 participants from different Local Government Units (LGUs) across the region joined the orientation on the Results-based Monitoring and Evaluation of LGUs Infrastructure Projects (RLIP) held on August 09, 2022 via Zoom online platform

Spearheaded by DILG R2’s Regional Project Development and Management Unit (RPDMU), the orientation aims to assist LGUs in enrolling their infrastructure projects under the RLIP in the SubayBAYAN platform by introducing new methods of project monitoring and evaluation.

In her opening message, RPDMU Chief, Ma. Karen C. Tanjusay, said that the RLIP program will focus on impact assessment with results-based monitoring and evaluation.

“We can now easily access and track results and impact of your projects with the development goals, national and international development plans,” she said.

“Aside from the impact assessment, the RLIP will also highlight the use of the Regional Project Monitoring and Evaluation

System (RPMES) and in measuring LGU performances,” she added.

Other technical Staff and personnel from the RPDMU also served as resource speakers and discussed topics on background of RLIP, guidelines, roles and responsibilities, its implementation

A workshop was also facilitated to prepare all LGUs in the submission of the necessary requirements under the program.

The RLIP is an innovation of the national government following the Mandanas –Garcia Supreme Court ruling and the issuance of

Executive Order 138 implementing the fully devolved system of governance.

DILG, in collaboration with the Local Project Monitoring Committees of LGUs and Civil Service Organizations, will oversee the RLIP implementation of LGUs and will ensure its adoption in measuring local governance performance.

TUGUEGARAO CITY, CAGAYAN – Intensifying public awareness on the implementation of the Mandanas-Garcia ruling in the region, DILG R2 together with the Department of Budget and Management (DBM) appeared as guests and talked about the Mandanas-Garcia ruling and Executive Order 138 to media partners during the Tipon-Tipan sa PIA on July 12, 2022.

Appearing in behalf DILG Director Leusen, OIC-Division Chief, Elsbeth T. Maralli, discussed to the media present as well as to the general public, via social media

live stream viewing, the status of compliance of Local Government Units (LGUs) with regard to the preparation of their respective DTPs. She further delved on the LGU-DTP Analytics that will serve as guidance for the national government to support the LGUs’ transition to fully assume the devolved functions.

Meanwhile, DBM OIC-Director, Francis Bautista discussed the Growth Equity Fund (GEF), that will be allocated to financially strapped LGUs to deliver the devolved services and facilities. He further added that the GEF can be utilized for Capacity Development

initiatives of LGUs to equip their personnel with the proper technical now-how to properly implement the devolved services.

Both Director Bautista and Division Chief Maralli also answered queries from the media, particularly on the issue of safeguarding the National Tax Allocations of LGUs from corruption. Both opined that the oversight functions of concerned agencies will come into play in ensuring that public funds will be properly utilized and it will also be subject to the same auditing and accounting rules as prescribed by the Commission on

Audit (COA).

Sustainable Development Goals (SDG) Project Implementation in Bangag, Lal-Lo, Cagayan

On LAL-LO, CAGAYAN – In acknowledgment of the universal call of action to end poverty, protect the planet, and ensure that all people enjoy peace and prosperity, the DILG and the Local Government Units (LGUs) were engaged to advocate the implementation of the Sustainable Development Goals - Family-based Actions for Children and their Environs (SDG – FACES) at the local level.

To monitor the continuous implementation of the SDG-FACEs project, DILG Cagayan conducted an on-site activity dubbed “Communicating the SDG FACEs: Empowering Women and Children to Eradicate Poverty” on July 21, 2022, in Barangay Bangag, Lal-lo, Cagayan.

The activity serves as an avenue to foster the alignment of SDG priorities and the complementation of resources in identifying and implementing priority programs and activities relative to the SDG as reflected in their Devolution Transition Plan (DTP) and Barangay Development Plan (BDP).

LGU functionaries, accredited CSO representatives, Barangay officials, and the forty (40) beneficiaries of the community of Barangay Bangag particularly the women and children expressed their commitment and support to the program.

SDG-FACES is a project of the DILG, in line with the United Nations (UN) Sustainable Development

Goals (SDG), which are global priorities and aspirations for 2030 to combat economic, social and environmental challenge and DILG-

DILG Quirino conducts RLIP follow-through workshop

DIFFUN, QUIRINO – DILG Quirino conducted a Followthrough Workshop on the Resultsbased Monitoring and Evaluation of the LGU Infrastructure Projects (RLIP) Program on August 30, 2022 at Diamond J Hotel, Diffun, Quirino. The RLIP is new monitoring system that aims to improve the tracking of results and to meet the changing demands for transparency and accountability at all levels of local government untis.

The Provincial Project Development and Management Unit of DILG Quirino (PPDMU) in cooperation with DILG R2 RPDMU, provided a re-orientation of the RLIP and facilitated the enrollment of two (2) Infrastructure Projects from each LGU in the SubayBAYAN System - these projects are funded under the 20% Development Fund included in FY 2022 Annual Investment Program.

Provincial Director Salvacion Z. Baccay, in her message, emphasized that LGUs need to ensure transparency through a focused submission of

requirements and an open status of projects uploaded in the SubayBayan System.

The activity was attended by the Municipal Local Government Operations Officers (MLGOOs) and representatives from the six Municipal Local Government Units (MLGUs) and Provincial LGU in the Province of Quirino.

Also joining the said activity were RPDMU Chief Karen C. Tanjusay together with the RPDMU Personnel (Virtual), Program Manager Blessing Grace G. Sagun, and PPDMU Personnel.

DILG Regional Evaluation Team conducts Assessment and Validation on the Nominated Projects for R2 Assets Reborn in the Province

PROVINCE OF ISABELA – DILG Isabela through its Provincial Project Development and Management Unit (PPDMU), together with the Regional Evaluation Team (RET) consisting of the representatives from the Department of Health (DOH), Department of Public Works and Highways (DPWH), National Economic Development Authority (NEDA), Department of the Interior and Local Government (DILG) Region 02, and Civil Society Organization (CSO) represented by the Geodetic Engineers of the Philippines Inc. (GEPI) –Cagayan Chapter, conducted an assessment and validation on the nominated projects in the Province of Isabela for the Region 02 Adopting Safe, Sustainable and REsilient InfrasTructure Systems – REvitalizing Infrastructure Development and BOlstering Rebound Initiatives in the New Normal (R2 ASSETS REBORN) on September 27 and 28, 2022.

To recognize the impressive initiatives and efforts of the LGUs in observing and conforming to the existing guidelines in project implementation, R2 ASSETS REBORN is a new and improved model of the last year’s R2 ASSETS 2.0. Covering three (3) categories, the Province of Isabela nominated the following projects for R2 ASSETS REBORN:

1.) Construction of Multi-Purpose Building at Brgy, Arellano, Quezon, Isabela, funded under the Financial Assistance to LGUs (FALGU) 2021, for the Vertical Structures Category;

2.) Construction of Level II Potable Water System at Brgy. Minagbag, Quezon, Isabela, funded under the Assistance to Municipalities (AM) 2020, for the Water Projects

The Local Government Unit of San Mariano and Quezon, Isabela, were assessed based on their compliance to the following criteria: a.) Safety

and Security; b.) Sustainability; c.) Resiliency; d.) Compliance to SubayBAYAN; e.) Compliance to the Administrative and Documentary Requirements; and f.) Functionality of the Local Project Monitoring Council (LPMC). The result of the assessment and validation will be announced on the second week of October 2022 and the winning projects and their corresponding LGUs will be awarded with incentives and a plaque of recognition.

LGUs for the R2 Assets

Mayor Jimmy S. Gamazon, Jr. of Quezon, Isabela, emphasized that providing excellent services to the people should be the main objective in implementing a project. Meanwhile, Ret. Col. Monico I. Aggabao, the Municipal Administrator of San Mariano, Isabela, expressed his gratitude on the provision of technical assistance on project implementation. Both of them also conveyed their appreciation in behalf of their respective LGUs for being selected as nominees from the Province of Isabela to the R2 ASSETS REBORN.

PD Urmatam joins the Celebration of the 27th Police Community Relations Month in Nueva Vizcaya

BAYOMBONG, NUEVA

VIZCAYA – DILG Nueva Vizcaya through Provincial Director, Maria Loida M. Urmatam joined in celebrating the month of July

as Policy Community Relations Month pursuant to Presidential Proclamation No. 764 on July 4, 2022 at Camp Saturnino L. Dumlao, Bayombong Nueva Vizcaya.

This year marks the 27th Police Community Relations Month with the theme: “Ugnayang Pulisya at Komunidad Tungo sa Mapayapa, Maayos at Maunlad na Pamayanan.”

This celebration aimed to develop closer interaction between the police and the community in handling peace and order concerns.

As guest of honor and speaker, Director Urmatam emphasized that one of the fundamental keys to successful law enforcement is good police community relations. While the relationship between the police and communities is oftentimes complicated, good police community relations is imperative for developing trust between the police force and the citizens.

DILG Nueva Vizcaya LGRC joins the 2022 Pagbiagan Festival 2022 in Solano

SOLANO, NUEVA VIZCAYA –

True to its mandate in promoting the culture of learning and knowledge sharing to support the goals and objectives of the Department, the Local Governance Resource Center (LGRC) of DILG Nueva Vizcaya warmly accepted the invitation of LGU Solano through MLGOO Romeo D. Reyes to showcase its knowledge products and services during the Pagbiagan Festival 2022 held on September 30 – October 02, 2022.

As part of its advocacy program, the Project Development and Monitoring Unit (PDMU) took the lead in showcasing the different projects that were successfully implemented, completed and still on-going that was provided to the Municipality of Solano such as the Local Access Road, Provision/Rehabilitation of Potable Water System and Construction of Multi-Purpose Building. These are only some of the projects that

were realized under the Local Government Support Fund (LGSF).

The Local Government Capability Development Unit (LGCDU) and Local Government Monitoring and Evaluation Unit (LGMEU) on the other hand maximized the knowledge sharing by presenting their PPAs using an audio-visual presentation, givingout flyers, handbooks, posters and other IEC materials to visitors of the booth and answering queries and concerns of walk-in clients.

In a statement, Provincial Director Maria Loida M. Urmatam expressed her gratitude to LGU Solano under the leadership of Mayor Philip A. Dacayo for giving the opportunity to showcase the relevant programs of the Department.

“Our participation in the Solano Public Service Fair is a manifestation of our commitment in continuously strengthening the capacities of local government units

and in delivering excellent public service. We were able to achieve our very purpose of reaching out not only to local officials but also

to the general public and other government agencies who served as our partner on the ground,” she said.

Nueva Vizcaya E- CLIP Committee Award Livelihood Settlement Grant to 11 Former Rebels

SOLANO, NUEVA VIZCAYA

– DILG Nueva Vizcaya through Provincial Director, Engr. Maria Loida M. Urmatam, took part in the awarding of packages of assistance to 11 Former Rebels in the form of Livelihood Settlement Grant in Nueva Vizcaya on July 19, 2022 held at the Conference Hall of the Main Capitol Building, Bayombong, Nueva Vizcaya.

PD Urmatam gave the opening message by stressing that these FRs are not enemies but “Friends Rescued” from the deception and lies of the CTGs. She then welcomed the FRs to a new life back in the government fold and the opportunities for new beginnings and a hope for a long-lasting commitment with the government.

Governor Carlos M. Padilla welcomed the 11 FRs also embraced the former rebels as renewed citizen and he also thanked them for having the courage to turn their backs on any acts of insurgency and for deciding to work with the government for prosperity and development.

DSWD Regional Director Cezario Joel C. Espejo said that he hopes that the grant will help the FRs as they start anew with their families and have a decent and peaceful life. Also joining the activity were the other members of the E-CLIP Committeem – AFP Commander BGen. Danilo D. Benavides, NVPPO Representative, PLtCol Joefrey B. Bulong, and PSWDO Flordelina C. Granada.

LCAT-VAWC Functionality Assessment held for the Province of Nueva Vizcaya

On September 01, 2022, the Nueva Vizcaya Inter-Agency Monitoring Team (IMT) conducted a Functionality Assessment of the Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCATVAWC) n the fifteen (15) municipalities in the Province of Nueva Vizcaya.

The IMT assessed all the submitted Means of Verification (MOV) by the Municipal LCAT-VAWC with CY 2021 as the performance year. The result of the assessment will be the basis for future planning and capability interventions that will enhance the performance of the

LCAT-VAWCs. Aside from assessing the functionality, this activity also aims to strengthen LCAT-VAWC as the primary mechanism to address trafficking in persons (TIP) and violence against women and their children (VAWC).

The table assessment was led by LGOO II James Daryll B. Liggayu along with ADA IV Maureen L. Gonio and the whole PIMT composed of PMAJ Myla R. Paguyo and PCMS Melisa Gauuan from the Nueva Vizcaya Police Provincial Office (NVPPO), SWO II Jesusa P. Dyte of PSWDO and Dr. Florijean G. Albano of PIHO.

Urmatam, in collaboration with the Department of Environment and Natural Resources, Department of Agriculture, Civil Society Organizations, Provincial Local Government Unit of Nueva Vizcaya, and Municipality of Bayombong, successfully conducted the National Simultaneous Bamboo and Tree Planting Activity with the theme “Buhayin ang Pangangalaga sa Kalikasan” held at Jamboree Site, Barangay Masoc, Bayombong, Nueva Vizcaya.

Governor Carlos M. Padilla was also present during the entire activity and he commended the efforts of the local government

units and the national government agencies. In his message, he explained the long term implications of planting trees and the importance of this for the future generations.

Also joining the activity were Sangguniang Panlalawigan Member, Hon. Eufemia A. Dacayo, Bayombong Mayor Antonio Sergio G. Bagasao, Solano Vice-Mayor Eduardo Tiongson, Masoc Punong Barangay Ferdinand L. Office and AO V Florence B. Ramos from the Office of the Sangguniang Panlalawigan conducted an on-site evaluation on the following nominated barangays:

The evaluated nominees were previously assessed and forwarded by the Cluster Evaluation Team (CET) to Provincial Evaluation Team (PET) and were evaluated based on the following categories: 1) Most Outstanding Barangay; 2) Most Outstanding Punong Barangay; 3) Most Outstanding Sangguniang Barangay; 4) Most Outstanding Treasurer; 5) Most Outstanding Secretary; 6) Most Outstanding Barangay Tanod (Individual Community Service); and Most Outstanding Barangay Tanod (Team Community Service).

The PET thoroughly assessed the administrative support system, transparency and accountability and basic services and facilities of the Barangay, ordinances enacted and resolutions passed of the Sangguniang Barangay, records management and filing system of the Barangay Secretary, fiscal management of the Barangay Treasurer and the functionality and accomplishments of the Barangay Tanods.

Meanwhile, the Barangay Tanods also underwent simulation on First Aid Measures, Arrest Techniques and Basic Life Support to assess their capabilities as first responders at the grassroots level.

The EAGLE program of DILG Region 2 is part of its continuous effort to empower local government officials and functionaries by recognizing and rewarding exemplary performance and showcasing good practices in local governance.

PCL Batanes Chapter Elects New Set of Officers

BASCO, BATANES – The Philippine Councilors League (PCL) Batanes chapter has elected its new set of officers at the Boulder-Bay Residences, San Joaquin, Basco, Batanes on September 9, 2022.

Incumbent Chapter President Hon. Will Lee H. Gabotero convened and presided over the election of new set of chapter officers. The PCL COMELEC composed of representatives from DILG, Office of Sangguniang Panlalawigan, and one Interim officer of the Federation facilitated the election. Also, representatives from PCL National witnessed the election.

DILG Batanes representative discussed the Election Guidelines to orient the members on the procedures to be followed in the election. Thereafter the PCL Chapter members proceeded with the election and voted and elected from among themselves the following set of new officers:

Batanes Teams Complete Basic Training on MDM

BASCO, BATANES – A total of forty-eight (48) LGU functionaries, uniformed personnel and DILG Field Officers were trained on the Management of the Dead and Missing Persons on September 20-22, 2022 at the Boulder-Bay Residences, Basco, Batanes.

Given the exposure of the Province of Batanes to hydrometeorological and geological hazards, capacitating the MDM teams will ensure the proper coordination amongst LGUs, NGAs and concerned stakeholders on the efficient management of the dead and the missing persons brought by a disaster and the prevention of silo operation within the LGU.

The 3-day training is a collaborative work of the Local Government Academy, DILG and in consultation with the National MDM Cluster.

Synergy and Teamwork: Key Ingredients in Achieving Excellence

MAHATAO, BATANES –

In pursuit of a strengthened internal organizational capacity, DILG Batanes conducted its 5TH Provincial Team Conference and Mid-Year Planning and Assessment cum Team Building on August 26, 2022 in Diura, Mahatao. The activities aim to present the accomplishments of the team in the last semester, update DILG Batanes personnel of the status on the implementation of various PPAs, discuss planning strategies and steps to undertake vis-a-vis 2nd semester 2022 targets, and to foster teamwork and camaraderie amongst all DILG Batanes personnel.

The one-day activity kicked off with the Orientation of Philippine

National Public Key Infrastructure (PNPKI) Digital Certificate Users Training facilitated by the personnel of DICT Region 02 via zoom platform. “Public Key Infrastructure (PKI), as its name implies, is an infrastructure that secures communications among individuals and government agencies.” DILG Batanes personnel were briefed of the documentary requirements needed prior to application for the PNPKI Digital Certificates.

Subsequently, Unit Chiefs gave updates as regards the status of various PPAs of the Department, as well as the results of various audits conducted last semester such as the POC, ADAC, and LCPC. With the aim to optimize the performance of LGUs in all functionality audits of

the department, OIC PD Catherine Allam-Miranda, CESE, urged MLGOOs to continuously assist LGUs.

In time with the preparation and submission semestral targets, OIC-Program Manager and Planning Officer Arlene E. Suetos presented the Office Performance Commitment and Review (OPCR) Targets for the 2nd Semester. As our working strategy in strengthening and levelling up DILG Batanes Operations, LGOO VI Avonne D. Halago-Hostallero presented the Project WAKAY (Working Together to Attain Knowledge-Centric Organization to Achieve Better Yields) which emphasizes the value of Knowledge Management (KM) in the organization, manifested by a more strengthened 4 Cs -

Connect, Converge, Convene and Communicate. 4Cs must be exemplified not only within DILG Batanes, but importantly with LGUs and other stakeholders. KM and 4Cs are all consistent with the values and working principles of Local Governance Regional Resource Center (LGRRC) of DILG R2.

In her message, OIC-PD Allam-Miranda highlighted the importance of synergy and teamwork in achieving excellence. She thanked the whole DILG Batanes for all the accomplishments and urged everyone to give their best.

The team building activity was conducted in the afternoon with games prepared and facilitated by Ms. Arlene Suetos and Avonne Halago-Hostallero.
