6 Cagayan barangays to receive 20 Million each under LGSF-SBDP project

Six (6) barangays in Cagayan will receive P20 million each to carry out priority development programs and projects for the full implementation of Executive Order No. 70: Institutionalizing the Whole-Of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating a National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework. The allocation is part of the P16.44 Billion Local Government Support Fund - Support to the Barangay Development Program (LGSF-SBDP) of the National Task

Force to End Local Communist Armed Conflict (NTF-ELCAC) in the 2021 General Appropriations Act (Republic Act 11518). The recipient barangays namely Barangay Apayao and Villareyno of Piat, Cagayan; Barangay Liuan, Anurturu and Minanga of Rizal, Cagayan; and Barangay Ballanni of Santo Nino, Cagayan, were the only barangays in Region 2 which were identified as cleared barangays under the military-led Community Support Program (CSP) and have been selected for implementation of the NTF-ELCAC’s Retooled Community Support Program

(RCSP), a convergence mechanism addressing development gaps in communities affected by insurgency. By the last semester of year 2020, the Department, through Provincial Director Ruperto B. Maribbay Jr., led the barangays in enhancing their Barangay Development Plans so as to be inclusive of programs and projects which are presently needed in the locality. The DILG Cagayan remained steadfast in ensuring that the identified projects are implementable and that the barangays will be able to comply with the submission

of documentary requirements before deadline. The projects will be implemented by the province. So as not to leave the municipality and barangays out of the picture, the Department initiated a convergence among the provincial government, municipal government and barangay governments, providing each party with a significant role in the over-all implementation of the program. The barangays are now waiting for the release of fund and preparing for project implementation.

DILG Regional Director Jonathan Paul M. Leusen, Jr. and Assistant Regional Director Elpidio A. Durwin lead the cutting of ribbon and inauguration of the Locally Funded Projects funded under the Assistance to Municipalities (AM) Program of the Municipality of Diffun.

The DILG Region 2, represented by Regional Director Jonathan Paul M. Leusen, Jr. and Assistant Regional Director Elpidio A. Durwin, turned over the rehabilitation/improvement of Poblacion-Isidro Paredes-San Isidro Road (Phase I and II) and upgrading of Lopez Jaena Street in Barangay Rizal to the Municipality of Diffun projects thru Municipal Mayor May G. Calaunan on March 10, 2021. The projects are funded under the FY 2019 and 2020 Assistance to Municipalities (AM) Program, respectively. Mayor Calaunan shared how the road projects created significant impact to the people living and passing by the area. “For our pre-schoolers, the project has made going to the school more convenient than before,” she narrated. She also expressed her gratitude to the Municipal Engineering Office headed Engr.

Elizabeth G. Somera for the efforts exerted in ensuring the realization of the projects and the DILG for the technical assistance which led to the successful project implementation and completion. “The projects are now yours,” declared RD Leusen. He lauded the timely implementation of the projects and commended the local officials and functionaries who worked behind. He enjoined the LGU to take good care of the projects and hoped for continuous development and good governance. The Punong Barangays of San Isidro and Rizal, on the other hand, gladly accepted the projects and committed to assist in their proper maintenance. The activity ended with the signing of the Certificate of Turn Over and Acceptance.

The DILG in partnership with the Cagayan Valley Center for Health Development (CVCHD) conducted a Regional Orientation

on the Implementation of the Vaccine Program held on February 10, 2021 via Zoom platform. The participants included

the Provincial Directors, Cluster Officers, Provincial Focal Persons, Program Managers, Division and Section Chiefs in the Regional

Office, selected field officers and all LGCDD personnel. The series of discussions during the orientation paved the way for employees to have a general idea on the rollout of the national and regional vaccination program. DILG Regional Director Jonathan Paul M. Leusen, Jr. welcomed the participants and encouraged them to listen and actively participate for them to be informed of their role in this enormous undertaking. The orientation activity included the following topics: COVID-19 Deployment Vaccination Plan; Regional Plan and Actions Taken; Regional Vaccination Operations Center Structure and Roles; FAQs/ Demand Generation; and COVID-19 Vaccines and Its Mechanism of Action. To cap off the orientation, DILG Assistant Regional Director Elpidio A. Durwin expressed his gratitude to the resource persons from CVCHD for sharing their technical expertise. He also laid down the next steps that need to be undertaken in the succeeding months.

San Guillermo inaugurates newly rehabilitated public market

A more conducive area to access fresh and healthy food is now ready for the people of San Guillermo, Isabela. The municipal government of San Guillermo inaugurated their newly rehabilitated public market (wet section) in Barangay Centro II, San Guillermo, Isabela on January 11, 2021. This five million peso-project was funded by the DILG - Office of the Secretary thru the FY 2019 General Appropriations Act. Further, it was implemented by the Isabela 4th District Engineering Office of the Department of Public Works and Highways (DPWH). The project was implemented by contract and started in July 2020. Other projects that were inaugurated include the Rescue 802 Patient Transport Vehicle, MDRRMC Emergency Operation Center, and Legislative Building funded by the municipal government. Meanwhile, DILG Isabela Provincial Director Engr. Corazon D. Toribio, and Mayor Marilou N. Sanchez graced the said endeavor. Also in attendance were LGU officials and functionaries.

DILG Nueva Vizcaya ensures continuity of LGU service delivery amidst COVID-19 pandemic SK Kagawad which was completed by ninety-three (93) SK Officials from different municipalities. This was in response to the clamor of some SKs who are hindered from utilizing their fund in the absence of SK Treasurers and Secretaries who need to complete the mandatory training prior to assumption to office. This was also taken as an opportune time of the Office in encouraging and challenging the youth sanggunians to fully participate in the battle against COVID-19 as they are now given a wider latitude of discretion on

managing their own fund. Also, the Office reoriented the Gender and Development (GAD) Focal Point System of Alfonso Castaňeda on the basic concepts of mainstreaming Gender and Development (GAD) to the local government unit’s development process. The DILG, through the Provincial GAD Focal Person provided technical assistance on the formulation of their 2022 GAD Plan and Budget in order to ensure the gender-responsiveness of every program, project and activity that the LGU attributes to its GAD budget.

While DILG Nueva Vizcaya sets an eye to ensure the prompt response of LGUs to the volatile challenges of COVID-19 pandemic, it still aims to assist the LGUs in warranting the continuity of public service delivery and inclusiveness of LGU programs, projects and activities. With this as envisioned, it continues to provide technical assistance to LGUs on the performance of their regular deliverables as prescribed by several guidelines. Among others, DILG Nueva Vizcaya, in partnership with the Provincial Administrator’s Office, conducted an orientation-

workshop on the policy guidelines of Project: Monitoring the Implementation of Local Ordinances to the members of the Provincial Monitoring and Evaluation Committee (PMEC) on January 21, 2021 in support to the project initiated by DILG Regional Director Jonathan Paul M. Leusen, Jr. On February 17, 2021 the Office, in partnership with the Panlalawigang Pederasyon ng mga Sangguniang Kabataan (PPSK), spearheaded the Mandatory Training for Newly Appointed SK Secretaries, SK Treasurers and New

DILG R2 conducts BBB KRA 5 Organizational Meeting Created through Executive Order No. 120, the DILG, as head of the KRA 5 – Strengthened Governance thru Broad-Based Citizen Input, conducted an organizational meeting on February 09, 2021. The objective of the meeting, which was attended by DHSUD, OCD, DBM, DTI, and NEDA, was to present the implementation plan and solicit support to its implementation. The implan focuses on land-use planning, enforcement of building codes and other necessary programs. In his opening message, DILG Regional Director Jonathan Paul M. Leusen Jr. emphasized that inputs from member agencies can come up with a plan that will

allow the people to participate on the activities since this is a wholeof-nation approach. This could not be easy without the help of all the concerned, he added. DILG LGCDD Assistant Division Chief Elsbeth T. Maralli presented the KRA 5 Implementation Plan. LGMED Assistant Division Chief Maybelle E. Anog, on the other hand, facilitated the critiquing and adaptation of the KRA 5 Implementation Plan and ways forward, while DILG Cagayan Provincial Director Ruperto B. Maribbay, Jr. shared his inputs and responded to some of the questions raised. The concerned member agencies also shared their inputs and expressed their commitment to the said implementation plan.

DILG Cagayan spearheads E-CLIP Summit cum Amnesty Cluster Convergence DILG Cagayan conducted the E-CLIP Summit and Amnesty Cluster Convergence last March 23, 2021 at Hotel Carmelita, Tuguegarao City, Cagayan. The activity was participated in by different government agencies and civil society organizations that are involved in providing assistance to Former Rebels. In his message, DILG Cagayan Provincial Director Ruperto B. Maribbay, Jr. highlighted the importance of the steadfast implementation of reintegration assistance packages for Former Rebels (FRs) even during the pandemic. However, he emphasized that in doing so, the implementation of IATF prescribed protocols should be strictly observed. PD Maribbay also explained that encouraging rebel groups to surrender will reinvigorate the peace process and will foster harmony in our land.

Lastly, he hoped that all concerned government entities will exhaust all possible ways to further assist former rebels as they return to the folds of the government. During the endeavor, representatives from line government agencies reviewed the implementation of various reintegration programs for former rebels. Likewise, they have agreed to bolster their cooperation and share information in order to strengthen the reintegration mechanisms in place. Further, the Cagayan Enhanced Local Integration Program (ECLIP) Committee awarded immediate and livelihood assistance to a former rebel amounting to Php 65,000.00. Thereafter, the committee deliberated the nine (9) newly surrendered former rebels for possible enrolment in the ECLIP.

DILG LGRRC2-MSAC inks to strengthen partnership and collaboration

The DILG Region 2 thru the Cagayan Valley Local Government Regional Resource Center (LGRRC) has entered into an agreement with the different National Government Agencies (NGAs), Civil Society Organizations (CSOs)/ Private Organizations (POs), Local Resource Institutions (LRIs), League of

Municipalities and Barangays, and Government Financial Institutions (GFIs) to strengthen synergy and collaboration in implementing local development programs. The MSAC organizational meeting cum MOA signing took place on February 9, 2021 through the Zoom platform. In his message,

RD Jonathan Paul M. Leusen, Jr. said that due to the pandemic, people are experiencing economic hardships, therefore, agencies and institutions need to make their partnerships stronger to enable what is needed from them and prepare for the full devolution ahead. Activities such as this, should

make the LGUs stronger to prepare and deliver better services to the people. The keynote speech was delivered by Local Government Academy Assistant Director Esmeralda Daphne N. Purnell. She emphasized the importance of the organization of MSAC where it is the prime convergence point of various developmental partners in advancing good governance at the local level. Director Purnell said that this is the appropriate platform for sharing, establishing and exchanging of knowledge and harnessing capacities of various agencies to promote effectiveness, efficiency, learning and innovations on local governance. The gains of the partnership were presented through audio-visual presentations from Tuguegarao City Government, PDEA, DOH, ISU, DTI and CSC. The activity culminated with the ceremonial MOA signing of the different members signifying their commitment and oneness to the objectives and interests of the committee.

The DILG R2 conducted a webinar dubbed as “LEAD: Leading new Employees to better Appreciate the Department and Civil Service “on March 29, 2021 at the DILG Regional Office,

Tuguegarao City via Zoom. RD Jonathan Paul M. Leusen Jr., in his message, encouraged the newly hired personnel to keep on working hard and aim for success. The Regional Office invited

several speakers to share their knowledge during the virtual seminar namely, Mr. Valnizan Hannibal C. Calubaquib of CSC Region 2 as resource person to brief organic personnel, CAO Ive B.

Saludez, LGOO IV Emmalene Kaye M. Linacero-Babalo, SAO Gmelina T. Manaligod, Atty. Sherick L. Saquing, AO V Jayson P. Verzon, Accountant III Emma A. Reyes, and ITO I Feliximar Cabatbat. Various topics were discussed such as: CSC Rules and Regulations; Strategic Performance Management System and DILG R2 QMS Efforts and Commitments, Brand Identity Manual and DILG R2 Structure, Organizational Sensitivity: DILG LG Sector Outcome Framework, Priorities and Programs, Prohibited Acts in the Government Service, Commitment to Good Governance and Ethical Service: Budgeting Rules and Regulations, Commitment to Good Governance and Ethical Service: Accounting Rules and Regulations and DILG Intranet (DMS, AMS, and HRIS). The activity was an interactive one where the speakers were able to gauge the personnel on their ideas about the said topics and have been able to raise questions during the said event.

Orientation on the Department’s updated Citizen’s Charter An orientation on the Department’s Citizen’s Charter was conducted by the DILG Regional Office 2 on March 5, 2021 facilitated by the Finance and Administrative Division, in partnership with the Human Resource Management Division of the DILG Central Office. The activity was designed to enhance the awareness of DILG R2 on the Ease of Doing Business (EODB) efforts in improving the quality of the delivery of services and assist in the streamlining of services to the Quality Management System (QMS) vis-à-vis DILG’s Citizen’s Charter. The resource speakers were Ms. Hilda F. Gaurino, Chief Administrative Officer and Ms. Rochelle Van C. Reyes, Administrative Officer II of the Human Resource Management Division of the Administrative

Services of the DILG Central Office. Resource speakers commended DILG R2 thru the leadership of Regional Director Jonathan Paul M. Leusen, Jr. for initiating the virtual activity. According to them, Region 2 is the first region to conduct said activity. The webinar was attended by all QMS process owners and focal persons for the streamlining and process improvement of the Department’s critical services. True to its commitment in supporting the Anti-Red Tape Act and the implementation of the Republic Act No. 11032, otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, the activity served as a good jumpstart in carrying on its role to deliver efficient and quality public service.

On FY 2022 Budget Consultation Meeting CSO Stakeholders Seventeen (17) members of Civil Society Organizations (CSOs) and stakeholders joined the FY 2022 Budget Consultation of the DILG Region 2 on March 11, 2021 at the DILG Conference Hall, Carig Sur, Tuguegarao City. The consultation aimed to gather feedback on how to improve service delivery performance of the office in the implementation of programs, projects and activities (PPAs) and to seek the endorsement of the proposed budget for FY 2022. SAO/Concurrent Planning Officer Gmelina T. Manaligod presented the FY 2022 proposed budget. This was followed by the presentation of the Head of RPDMU, Engr. Imelda PA Rosales on the lay-out of the proposed DILG-Batanes Provincial Office. Lastly, ITO I Feliximar Cabatbat presented the proposal on the upgrading of network structured cabling and installation of structured cabling for both the regional and provincial offices. An open forum ensued after the presentations wherein development partners namely, Engr. Gilbert Acdal, President of the Geodetic Engineers of the

Cagayan Provincial Office, raised some clarifications and provided inputs on how to enhance the proposals. At the end of the activity, all FY 2022 proposed projects of

the DILG were approved and endorsed by said development partners to the Regional Development Council (RDC) thru NEDA Region 2 for inclusion in the FY 2022 National Budget.

DILG Batanes holds onsite SubayBAYAN Coaching

Anchored in promoting accountability and transparency in local governance, the DILG Batanes expanded its efforts in ensuring that LGUs are capacitated in using the SubayBAYAN portal – a platform designed to monitor and report the progress of implementation of all DILG LocallyFunded Projects (LFPs). The Project Development and Management Unit (PDMU) of DILG Batanes conducted an onsite SubayBAYAN coaching and simultaneous encoding session on March 23, 2021 at the Municipal Conference Hall of Uyugan, Batanes. This is to increase the compliance of the LGUs in utilizing the platform. During the activity, municipal engineers and representatives from the municipalities of Uyugan, Mahatao, and Ivana where assisted in the actual encoding and uploading of data to the portal. The coaching session also served as an avenue to present the status of compliance of LGUs and their potential rating for the month of March 2021. This is to challenge them to improve their performance in order to be included in the next Top 10 Winners of the Unang Bugso ng SubayBAYAN of regionwide.

DILG Cagayan launches first blended modality in CDP technical assistance now undergoing writeshop of the final draft of the said plan. In the conduct of the activity, the Provincial Office TWG composed of PM Miriam Tan, LGOO V Jenalyn Carag, and LGOO II Kymverlie Mallo facilitated the activity via video teleconferencing, providing lectures discussions while the Northern Cluster TWG composed of Cluster Head Ricardo Torrado, MLGOO Cristina Agatep and LGOO II Armand Cortes provided onsite technical assistance through lectures and facilitating

workshops. PD Ruperto Maribbay Jr., during his message, underlined the importance of the CDP and reminded the participants of their mandate under the Local Government Code to craft a multi-sectoral development plan. LGU Sta. Teresita is one of the two additional target LGUs of DILG Cagayan in the conduct of the DILG-funded formulation of the CDP which was initially launched in 2020 with four target LGUs which are now in their final phase of plan finalization.

In the midst of restrictions brought about by the pandemic, DILG Cagayan ensured that efforts to uplift LGUs are not impeded. Hence, DILG Cagayan has launched the blended mode of provision of technical assistance in its first session in LGU Sta. Teresita on the formulation of

Comprehensive Development Plan (CDP) on March 25, 2021. The technical working group (TWG) implemented the DILGfunded onsite provision of technical assistance to four (4) pilot LGUs which gave out promising results in the formulation of their respective CDP, with two LGUs

Cagayan PPOC, PADAC, PTF-ELCAC convene for 1st Quarter Meeting

Starting the year with a renewed and intensified passion to serve the public, the DILG Cagayan, in partnership with the Provincial Government, conducted the First Quarter Joint PPOC–

PADAC–PTF-ELCAC Meeting for Calendar Year 2021 on February 9, 2021 via Zoom platform. Led by RPOC Chairperson and Governor of the Province of Cagayan Gov. Manuel N. Mamba, together with

representatives from national government agencies, local chief executives, partners from the uniformed sector and other stakeholders, the joint meeting served as an avenue for members of the different committees to present their agency accomplishments, innovations, recommendations and future plans in the areas of peace and order, anti-drug abuse, and ending local communist armed conflict. In his message, Gov. Mamba expressed his gratitude to the national government that took action on how to address these problems, especially the initiatives on the Cagayan River restoration through the Build Back Better Task Force. The highlights of the activity were the presentation of

accomplishments, innovations, recommendations and future plans from various member agencies namely, the Cagayan Police Provincial Office (CPPO), the 501st Brigade of the Philippine Army, the Naval Task Group Fleet-Marine Cagayan (MBLT10), the Philippine Drug Enforcement Agency (PDEA), and the Provincial Health Office of the Province of Cagayan. Three (3) resolutions were also discussed and adopted by the Council relative to peace and order and ending local communist armed conflict. Gov. Mamba requested the representatives from various NGAs to extend all the necessary assistance and to help address the issues of ELCAC-identified barangays so that these issues will no longer be exploited by the CPP-NPA.

DILG LGMED R2 conducts the LTIA-Information System Rollout Training

DILG Provincial Directors, LTIA Provincial Focal Persons, C/MLGOOs, and designated LGU encoders from the five (5) provinces in Region 2 participate in the hands-on training on LTIA-IS and the latest policy guidelines for Audit Years 2019 and 2020.

The DILG thru the Local Government Monitoring and Evaluation Division (LGMED) conducted the Rollout Training on Lupong Tagapamayapa Incentives Awards Information System (LTIA-IS) for the five provinces in Region 2. The series of trainings was conducted in the provinces of Batanes, Quirino, Nueva Vizcaya, and Cagayan on March 18, 23, 24, and 26, respectively via Zoom platform. The training for Isabela province, on the other hand, was conducted on

March 16-17, 2021 onsite with strict observance of health protocols. The said rollout aimed to showcase the enhanced LTIA-IS to capacitate the LTIA Regional Audit Team composed of DILG-LTIA Regional and Provincial Focal Persons (R/PFPs), City/Municipal LGOOs, and designated LGU encoders, to adapt with the online modality in assessing the functionality of the LTIA in every barangay regionwide, as a way of coping with the new normal. It further aimed to refresh and

keep the participants abreast of the latest LTIA policy guidelines for Audit Years 2019 and 2020. The activity covered the following topics: refresher course, overview and updates on LTIA, overview of LTIA-IS and its interface, as well as hands-on navigation of the system. LGMED Chief Digna R. Herrera, in her message, underscored the need to shift to this kind of assessment modality as the trend now is going digital to meet the demands of changing time, thereby remaining

operational, effective, and efficient amid the COVID-19 pandemic. The LTIA-IS Web Portal is a system developed by the DILGInformation System and Technology Management Services which is designed to eliminate all the common problems of manual system by greasing the process of encoding, assessment, and selection of LTIA Awardees. This system has been pilot-tested early on — during the last quarter of CY 2020 to assess its viability.

RTF-ELCAC2 officially endorses SBDP priority projects to DBM

The RTF-ELCAC2, headed by CORDS Sec. Silvestre H. Bello III, officially endorses SBDP projects during the 1st Quarter Joint RDC-ADCOM-RPOC-RTF ELCAC CORDS-BP2 Meeting on March 20, 2021.

In compliance with the guidelines in the utilization and implementation of the Support to Barangay Development Program (SBDP), DILG R2 spearheads in securing the endorsement of the Regional Task Force – End Local Communist Armed Conflict (RTFELCAC) to the Department of Budget and Management (DBM) during the Joint Regional Development Council (RDC), Regional Peace and Order Council (RPOC) and RTFELCAC Cabinet Officer for Regional Development and Security (CORDS) meeting last March 20, 2021 at City of Ilagan, Isabela.

The resolution was endorsed by the RDC Chair Isabela Governor Rodolfo T. Albano III, RPOC Chair Cagayan Governor Manuel N. Mamba, and CORDS for Region 2 Secretary Silvestre H. Bello III of the Department of Labor and Employment. The endorsement of RTFELCAC paved the way for the downloading of funds to the Provincial Government of Cagayan which shall commence the rigorous phases of implementation for the 22 infrastructure and 1 noninfrastructure projects in the said Province.

DILG R2 launches the SubayBAYAN 2021 to an above national threshold overall performance rating in the last quarter of 2020. Moreover, DILG R2’s LFP implementing arm, the Regional Project Development and Management Unit (RPDMU) has maximized the utilization of SUBAYBAYAN system with its inclusion in the Search for R2 ASSETS in the New Normal as one of the criteria in the assessment and evaluation at the provincial and regional levels.

The government’s drive for transparency in project implementation among local government units is further heightened with SubayBAYAN or SUBAYBAYAN ang Proyekto ng Bayan – a new and improved infrastructure online monitoring system that documents the status of all Locally Funded Projects (LFPs) lodged in the different programs under the supervision of the Department from 2012 to present. This web-based system is not

just a repository of information as it will also enable the public to have a firsthand documentation on the developmental stages of various projects being implemented in their respective locality, thereby creating a check and balance environment. Cagayan PMCC meets to discuss road clearing validation

The Provincial Management Coordinating Committee (PMCC) met on February 8, 2021 at DILG Cagayan Provincial Office to discuss the operational guidelines on road clearing validation.

DILG Provincial Director Ruperto B. Maribbay Jr., highlighted the importance of convergence in implementing the presidential directive to reclaim public roads used for private purposes. He emphasized

the need to comply with the same, not just because it is a tall order from the President, but also because it is necessary in ensuring public safety among the drivers, passengers, and pedestrians using the thoroughfares. PD Maribbay also gave guidance on how the road clearing validation will be conducted, a mechanism to gauge the level of compliance of the LGUs. Meanwhile, Atty. Ma. Rosario Mamba-Villaflor, Chief of Staff of the Governor, said that the Provincial Government has fervently implemented existing laws, especially those pertaining to public safety. According to her, the Provincial Governor is willing to extend assistance to the component LGUs in the province in enforcing road safety laws, rules, and regulations. Further, she committed the full support and cooperation of the Provincial Government in the conduct of road clearing validation and stated that a Provincial Task Group will be created for that purpose. During the briefing proper,

LGOO II Renz Angelo P. Umambong discussed the legal bases and background of road clearing operations. He clarified that road clearing is different from road widening. He also stated that the initiative facilitates the removal of obstructions and hazardous structures in public roads, easements, and carriageways. Likewise, LGOO V Kelinda A. Vidad informed the body of the guidelines in conducting road clearing validation pursuant to DILG Memorandum Circular No. 2020-145. She said that thirty (30) road clearing validation teams, composed of representatives from DILG, BFP, PNP, and CSOs, will be deployed across the province to validate the road clearing operations made by the LGUs. In 2020, road clearing operations were suspended by DILG due to COVID-19 pandemic. However, the Department ordered the LGUs to resume road clearing activities from November 16, 2020 to January 2021. The validation period was set from February 16, 2021 to March 2, 2021.

The municipality of Kasibu inaugurated the Phase 1 of the construction of Sagana at Ligtas na Tubig (SALINTUBIG) project located at Barangay Tadji of the town on March 3, 2021. to contribute to the attainment of the goal of providing potable water to the entire country through the provision of water supply systems for waterless municipalities and to enhance local capacities of the LGUs in planning, implementation and operation and management of water supply facilities in a sustainable manner. Jr., also articulated his profound appreciation to RD Leusen and PD Urbina and shared that prior the establishments of water system in the municipality, “people could just drink straight from the rivers and with the development and expansion of communities, there is a need to find potable sources of water and the need to bring them to the community.” In response, RD Leusen highlighted the importance of such projects “because it lessens, if not remove, the threat of water-borne diseases”. He also requested barangay officials and residents to coordinate with other barangays on the project utilization for mutual benefits of everyone. Further, RD Leusen stated that for next year, SALINTUBIG projects may no longer be available due to the implementation of the Mandanas case where all collections of the national government will be the basis for the computation of Internal Revenue Allotment that would result to the significant increase of LGU shares. Instead, he shared, a new Local Government Support Fund known as the Financial Assistance to LGUs (FALGU), will be implemented, where LGUs can submit the project proposals for possible funding. The program culminated with RD Leusen who led the oath taking of the Barangay Water and Sanitation Association (BAWASA) Officers who are in charge of the projects.

3 municipalities in Isabela adopt in-depth poverty profiling

CBMS Trainers from DILG provide technical assistance in the conduct of CBMS-APP 1 Trainings.

Three (3) municipalities in Isabela geared for an in-depth poverty profiling through the adoption of CommunityBased Monitoring SystemAccelerated Poverty Profiling (CBMS-APP) Project for the first quarter of CY 2021. The municipal governments of Reina Mercedes, Gamu and Divilacan pushed through the conduct of the CBMS APP 1 Training on the following schedule. Reina

Mercedes - January 25-29, 2021; Gamu - February 15-19, 2021; Divilacan - March 15-19, 2021. In order to minimize physical interaction, discussions were conducted online through Zoom application in the municipalities of Reina Mercedes and Gamu. Meanwhile, for the municipality of Divilacan, onsite technical assistance was provided. In her message, DILG

Also, she encouraged the participants to do their best as their efforts will help in the development of their respective municipalities. Meanwhile, during the training, lecturers from

Department of the Interior and Local Government (DILG) discussed primarily the Barangay Profile Questionnaire (BPQ) and Household Profile Questionnaire (HPQ) as the main instruments for data gathering in CBMS-APP 1. CBMS is an organized process of data collection, processing, validation and integration of data in the local development planning, which generates relevant indicators that capture the multi-dimensional aspects of poverty. The results of the CBMS can greatly help the policy makers to identify appropriate and relevant policies and programs truly responsive to the pressing needs of the community. During the CBMS-APP 1, as initial stage of CBMS implementation, data gathering will be conducted from all the households in the municipality. After the discussions, practice interviews using the tablet form and simulated exercises were conducted to check the receptivity of the participants on the concepts presented. Actual field practices were made in nearby barangays to give the participants a taste of the real situation in the field during their actual field enumeration. LGOO V Michael Angelo L. DILG, COA hold the annual Exit Conference

An exit conference was conducted by the Commission on Audit on March 13, 2021 at DILG R2 Conference Hall, Tuguegarao City, Cagayan. The said conference was attended by Regional Director Jonathan Paul M. Leusen, Jr., Assistant Regional Director Elpidio A. Durwin, Provincial Directors, Division and Unit Chiefs and other concerned personnel. Commission on Audit’s

State Auditor Reynaldo Dalafu presided over the meeting. The core of the discussion was on the annual audit report of COA for year 2020 that contained observations and recommendations on the financial operation of the DILG R2, and to analyze and validate the financial transactions of the DILG R2 before the finalization of the COA annual audit report for CY 2020.

Validation Teams check Cagayan LGUs’ road clearing compliance, tricycle regulations

Cagayan deployed thirty (30) validation teams to assess the compliance of the Local Government Units on the presidential directive to clear all public thoroughfares of illegal obstructions and structures. Pursuant to Department Memorandum dated January 19, 2021 issued by Officer-InCharge Bernardo C. Florece, Jr., the validation teams were tasked to check on the road clearing accomplishments and initiatives of the LGUs, particularly the inventory, displacement strategy, rehabilitation efforts, and grievance machinery. Moreover,

they were directed to conduct document review, especially on the road regulating ordinances crafted by the different local Sanggunian. Likewise, LGUs were also evaluated on the regulations they have adopted to ensure public safety in national roads. It may be recalled that by virtue of Memorandum Circular No. 2020036, the DILG has reiterated the ban of tricycles and pedicabs on national roads, and directed the LGUs to formulate ordinances relative thereto. DILG Quirino collaborates with PPDO in synchronized GAD Review

The DILG Quirino, in collaboration with the Provincial Government of Quirino thru the Provincial Planning and Development Office (PPDO), conducted a two-day synchronized review of the FY 2022 GAD Plan and Budget and FY 2020 GAD Accomplishment Reports of the six (6) municipalities in Quirino on February 16-17, 2021 at the Quirino Watersports Complex, Capitol Hills, San Marcos, Cabarroguis. The activity, which is a continuing initiative of DILG Quirino to provide intricate and outspread technical assistance to local governments

particularly in mainstreaming gender and development in the implementation of LGU PPAs, was attended by 26 participants composed of the Municipal Planning and Development Office (MPDO), Municipal Social Welfare and Development Office (MSWDO), Municipal Health Office (MHO), Municipal Nutrition Action Office (MNAO), Municipal Population Office (MPO), LGU encoders and Municipal Local Government Operations Officers (MLGOOs). In her message, Provincial Director Salvacion Z. Baccay underscored the importance

of coming up with PPAs that are not just compliant with the provisions of the Magna Carta for Women but also those that address the predicaments women continuously face. “LGUs need to review the highest incidence of crime in the POC and ensure that these are addressed in the GPB,” said PD Baccay. Ms. Daniphine Badua of the PPDO and Program Manager Blessing Grace G. Sagun presented the 1st and 2nd level GAD review findings from previous years and emphasized the common errors LGUs oftentimes commit. Thus, to

minimize these errors and arrive with enhanced plan, inputs and recommendations were also given to the draft 2022 GPBs. To cap it off, PM Sagun has expressed her utmost gratitude for the assistance PGQ has provided and for the active involvement of the participants in the two-day activity. She laid down the next steps, and encouraged LGUs to consider the impact of the full implementation of the Mandanas-Garcia ruling on increased local shares on Internal Revenue Allotment (IRA) in their 2022 GPBs.

Quirino UPGRADES for Locally Funded Projects

The DILG Quirino, thru the Project Development and Monitoring Unit (PDMU), initiated the conduct of a one-day activity entitled “Quirino UPGRADES for LFPs or Upscaling Performance of LGUs through Records and Data Encoding in the SubayBAYAN” on February 11, 2021 at the Quirino Watersports Complex, Capitol Hills, San Marcos, Cabarroguis, Quirino. The activity, which was participated by LGU encoders, aimed to facilitate the completion of data entries of Locally Funded Projects in the system in order to boost LGU compliance to DILG Memorandum Circular No. 2018-114 dated 20 July 2018 which provides for the guidelines on the

implementation of the SubayBAYAN. DILG Quirino Provincial Director Salvacion Z. Baccay encouraged the participants over the past achievement of Quirino province in terms of compliance rating in the region. She said that every update the LGUs make is a big contribution not just for the municipality but the entire province. Engineer II April Rose M. Galutan presented the updated status of SubayBAYAN Compliance Rating per LGU as of February 10, 2021. project. This is a guide for the LGUs to track their percentage of compliance in each given area. LGOO V/PDMU Concurrent Chief Rowena R. Gulgulway explained the guidelines on the implementation of SubayBAYAN. She presented the additional system features that include video sharing/storage facility, offline encoding facility, process of updating the status of cancelled projects, rectification of erroneously encoded financial data and the timelines every month that needs to be accomplished. She also highlighted the redesigned system and reporting process aligned with the guidelines in monitoring under the new normal provided in DILG Memorandum Circular No. 20-098 dated 06 July 2020 subject Guidance on the Conduct of On-site Monitoring under the New Normal. Engineer III Lester Efhraim P. Cabrillos presented the lacking data per project of the LGUs. The participants were able to take note of the data to be filled out, the correction notes and the files that needed to be corrected and uploaded respectively. Thereafter, a hands-on demonstration where actual encoding/uploading/updating of data was done. Engineer III Cabrillos assisted the participants especially those who

were newly assigned as LGU encoders in navigating the System. After the validation of updated data in the system, PDMU Chief Gulgulway presented the validated status of SubayBAYAN which showed an increase in the compliance ratings of the LGUs. Program Manager Blessing Grace G. Sagun have solicited the commitments of the LGUs for the data that still need to be uploaded and is looking forward for a higher

76 Former Rebels receive DILG-administered package of assistance

Seventy six (76) former rebels (FRs) received package of assistance from the DILG under the Enhanced Comprehensive Local Integration Program (ECLIP) on March 16, 2021 at Barangay Community Center, Zone 01, San Mariano. From the total number of recipients, 38 former regular members of the New Peoples Army (NPA) were awarded immediate and livelihood assistance. Moreover, 38 former Militia ng Bayan received

immediate assistance under the same program. Nineteen (19) beneficiaries received firearm remuneration. A total of Php 4,860,000.00 covered the amount of assistance provided to all FRs. From this, Php15,000.00 and Php50,000.00 commensurate the immediate and livelihood assistance given, respectively. The firearm remuneration depends on the kind, make and condition of the

As part of the continual effort of DILG Nueva Vizcaya to strengthen its organizational capacity, the Office, under the leadership of Provincial Director Engr. Elma M. Urbina, conducted its first training for the year entitled ReOrientation on R.A. 9184 focused on infrastructure procurement and the roles of the Bids and Awards Committee (BAC). Geared towards ensuring transparency through compliance to policies on procurement, the said activity was participated by the BAC members of DILG Nueva Vizcaya together with the personnel from Finance and Administrative Unit (FAU) and Project Development and

Management Unit (PDMU). The activity was also conducted in preparation for the bidding of the proposed construction of DILG Nueva Vizcaya Provincial Office building. The building, which will be located within the capitol compound, was funded through 2021 General Appropriations Act and is expected to be completed until the end of the year. Provincial Legal Officer Atty. Voltaire B. Garcia, who is also the BAC Chairperson of PLGU Nueva Vizcaya, served as the resource person and expertly discussed the salient provisions of RA 9184, focusing on infrastructure procurement process and documentary requirements.
