ntrevista con Lloyd Axworthy, Jefe de la Misión de Observadores de la OEA para el proceso electoral peruano. ¿Cuál es su impresión general sobre el proceso electoral en el Perú?

¿La misión de observación ha recibido toda la asistencia que necesitaba para cumplir su tarea? Hemos recibido mucha cooperación de funcionarios aquí. También hemos tenido una buena cooperación de muchos de los estados miembros. Es un poco difícil recaudar dinero para misiones como ésta, ya que se llevan a cabo 15 elecciones en las Américas. Las misiones de observadores aquí se han enfocado tradicionalmente en el sistema de votación. Pienso que se tendrá que expandir el mandato de las misiones para que se consideren estos otros factores porque claramente han tenido una influencia muy importante en el resultado de la elección.

Creo que el gobierno y las autoridades pueden sentirse satisfechas con la ley de elección abierta y las instituciones relacionadas con esa ley que les han permitido establecer un sistema de elecciones efectivo y sólido que tuvo una protección importante en contra del mal manejo o fraude.
Dialogue
Pienso que algo muy importante es que debe haber mucha más educación sobre asuntos públicos, información, capacitación sobre el gobierno, la democracia y sobre las elecciones mismas. Por ejemplo, participo en algunas discusiones con la Universidad Católica de Lima, donde hemos estado hablando sobre cierta forma de instituto para la administración pública, asuntos de ese tipo, para que haya un nuevo grupo de

What is your overall impression of the electoral process in Peru? I think the government and the authorities should be satisfied with the open election law and the institutions that go with that law that have enabled them to put in place a very sound and effective election system that had substantial safeguards against misuse or fraud. Has the observation mission received all the assistance it needed to accomplish its task? We got a lot of cooperation from the officials here. We have also had good cooperation from many of the member states. It is a little tight to raise money for missions like this because there are 15 elections going on in the Americas. Observer missions here have been focusing traditionally on the balloting system. I think they are going to have to expand the mandate of missions to take into account these other factors because they clearly have a very important influence on the outcome of the election. Do you have any suggestions to help Peru overcome the difficulties or insufficiencies that have arisen during the electoral process? I think that one thing that is very important is that there has to be an awful lot more public education, information, training about government, about democracy and about elections themselves. I’m holding some discussions with the Catholic University of Lima. We have been talking about some form of institute for public administration, things of that kind, so that there could be a new cadre of Peruvians who know how to make these things work, who could manage the political parties better.
