Ukraine’s integration into Europe is a complex process that extends well beyond the adaptation of European standards into the Ukrainian reality. Duration of this process depends to a large extent on the collective investment of knowledge, commitment and actions realized incrementally through day-to-day efforts. Civil servants have a critical role to play in this transformative process — possessing the potential to positively affect the pace of reform through their competence, their proactivity and their commitment. Established in April 2004 as the Center for Support of Institutional Development of the Civil Service, and subsequently renamed the Center for Adaptation of the Civil Service to the Standards of the European Union in June 2008, the Center’s goal is that of increasing civil service standards through the merging of national administrative traditions with international best practices in public administration. The Center seeks to establish an appropriate legal framework for the civil service, to build institutional capacity across government institutions, and – most importantly – to affect change in civil service culture through the promotion of a vision for a modern, professional, ethical civil service in Ukraine.
