Introduction of European civil service in Ukraine

public accountability

Loyalty — objective and impartial implementation of legal orders and delegated tasks received from members of the government.

Public Accountability —a civil servant is held accountable for acting in good faith and in the interest of the public good.

transparency

Transparency — civil servants are obliged to provide physical and juridical persons access to information as it pertains to the function of state bodies according to the terms prescribed in Ukrainian legislation.

stability

Stability — appointment of civil servants for indefinite terms is not subject to fluctuations commonplace in the hiring and dismissal of political patronage appointments.

responsibility

Responsibility — the state holds civil servants directly accountable in cases of disciplinary, administrative or criminal offence.

equal access to the civil service

Equal access to the civil service —all Ukrainians have a Constitutional right of equal access to civil service employment regardless of their ethnic and social origin, their familial and property status, race an national origin, physical status (disability, HIV/AIDS, etc.), gender, sexual orientation, political and religious beliefs, and place of residence.
