KULTUR KAPITAL Cultural Clusters as a commodity for cities, plannable and makeable? Yvonne Rijpers, Deltametropolis Association, the Netherlands

Cultural Clusters – context -  Cities – places to be -  Rise of creative economy & policy -  Attracting ‘creative class’ -  Global competition, local policy

Cultural Clusters – context - Global ‘media’ instead of ‘service’ cities - Global networks, local nodes - Global competition, local policy - Plannable & makeable?

Cultural Clusters – case study Berlin - Europe’s favourite ‘Creative City’ - Unsuccessful after reunification - Now: Alpha Media City (Kraetke) - An example for other cities?

Cultural clusters – main questions How does local cultural clustering work? How do clusters develop in connection to their (local) environment and their surrounding (global) network? i.e. What is specifically global? What is specifically global?

Cultural Clusters – main themes - Policy: effects, network, development - Position in transnational network - Local spatial characteristics - Historical development - Success

Cultural Clusters – phases 0. desk research, pick case study 1. desk research, fieldtrip, interviews 2. international workshops and debates, advisory board 3. writing & testing 4. final publication, final debate

Phase 1 – fieldtrip and interviews -  Stakeholders -  Local administrative bodies -  Chamber of Industry and Trade Commerce -  Professionals in the field of research and policy advice

Phase 1 – preliminary findings - Policy = facilitating + creating networks - Policy = sector specific and not spatial - Policy = advisory boards + formal administration - Money = EU funding + co-financing

Policy = facilitating + creating networks “People involved in similar practices, people who share an interest, who share an idea, who share the understanding of a problem. (…) They breed ideas and develop dynamics to realise them”. Suntje Schmidt, researcher

Policy = sector specific and not spatial “We have an inner city West and an inner city East, and because of this, the creative economy is scattered all over the city. Sylvia Fiedler, policy maker

Policy = advisory boards + formal administration “I am in two advisory boards for the Chamber of Industry and Trade. We work with big financial leaders, the investors; through these boards they are easily accessible and we can talk to them. It gives us the feeling that we are also part of the team of decision makers, which to a certain degree makes sense. Bastian Lange, professional and researcher in Cultural Industries

Money = EU funding + co-financing “Up until now, we are still part of EU2, but this funding period is ending soon. We are now busy compiling new plans, but we do not know yet if we will get sufficient funding. A lot of funding has been shut down and the emphasis is shifting. Facing this change, we have to reconsider our role as well. Sylvia Fiedler, policy maker

Lessons from Berlin - Successful crisis management - Strengthen what you’ve got - Networking and facilitating - Long term but flexible Poor but sexy? – Challenges ahead!

Cultural clusters - next steps - Starting phase 2 - Set up advisory board - Co-funding scheme - International cooperation
