large part of a home’s attractiveness depends on first impressions, and what greater first is there than the front door? The entry to a home is so important – from ease of use, to ease of maintenance, to being visually pleasing. And great quality doors and windows of a home not only increase energy efficiency, but also overall value. In fact, The American company Therma-Tru released results of a 2016 study that showed home buyers would pay approximately 4.2% more (or on average$18,750) for a home with an eye-catching front door! “There is no doubt that doors and windows can increase the value of a home,” says Bob Wood, president of Dartmouth’s Revolution Windows and Doors Ltd. ithout question our homes are getting smarter. Technology is being used to keep us safe, warm and entertained. Checking on a home’s security and comfort settings can be done remotely. Forgot to turn the lawn sprinkler off, the thermostat down or alarm system on? No problem – you can do that without having to make the drive home, just do it from your phone. Smart, right? But homes are only getting smarter. According to both Business Insider and Forbes, by the year 2020, it’s estimated that home automation will be a $1.7 trillion market. iving without a kitchen sink during a renovation might be annoying, but there’s more to consider than the fact that you’ll be washing dinner dishes in the tub for a while. Damon Alcock with Construction Safety Nova Scotia says he always wants homeowners to really think through how they’ll live safely in the midst of a renovation. “The safety of themselves, children and pets should be taken into consideration if they decide to live in the home during the renovation,” says Alcock. “Children or pets playing in and around the home could get seriously injured if there is not a physical barrier between the living areas and the work area.” It’s also important to know how the renovation zone will be left at the end of each work-day. Will it be off-limits completely, or safe to enter? Will you have access to power or water, or will there be exposed wiring and incomplete plumbing that shouldn’t be touched? Alcock says it all comes down to hiring the right person – or team – for the job. To help with this, homeowners should ask to

If you’re preparing for a renovation, Alcock says to get everything in writing. This can prevent legal headaches down the road, but it could also be critical to keeping everyone safe. “Always have a discussion with your contractor prior to any renovation to ensure you both understand how to work together to ensure no one gets hurt during the renovation,” says Alcock. “Having an agreement in writing stating how the project will progress with respect to working safely and ensuring everyone does their part to ensure the safety of others is extremely important.” But it’s not just the safety of you and your family that needs to be considered. Alcock says it’s the renovators – the ones on the front lines of the project – who put

themselves into potentially dangerous situations as they take down walls, climb ladders and do electrical work. As a homeowner, you have a responsibility to tell your contractor about any hazards in or around your home. Alcock says homeowners and contractors must always prioritize safety. “Everyone must do their part to help keep everyone safe – so that not only you can enjoy your home and family, but your contractor can return to their home at the end of the day and do the same.”

Part of the decision process should be obtaining the appropriate approvals. Planning your project should include any, and all, permits required to proceed. Staff at HRM are available to answer questions you may have prior to proceeding. Here are some tips on how to proceed:

Getting answers first and then obtaining your permits can reduce delays in your project. If you were to proceed without the benefit of a permit(s), you may be requested to stop and or remove the work you have done to date. To avoid this, call HRM offices through 3-1-1. Customer service representatives will gladly assist and redirect your call. Or reach out to the web link for important information – https://www.halifax.ca/homeproperty/building-regulations.

During the 2017 construction year, over 4600 permits were issued. There may be a requirement for a total of 9 inspections (depends on your project), but there is typically an average of 5 inspections required per permit and that represents 23,000 inspections. That is not counting potential re-inspections for issues that require correction. The inspection staff are well trained professionals that are versed in matters relating to the codes required to ensure your project is built to standard.

If you hire a third party to do the work for you, don’t assume your contractor will get the appropriate permits. Make certain you have that on your checklist of requirements for their work. Also, follow-up and ask to see any inspection notices to ensure the correct inspections are being requested and all work is per standards. It’s your home and your property, you have the right to this information. Obtaining permits ensures your safety, protects the value of your home and can save you money.

What’s a mortgage stress test? Talk to your Nova Scotia REALTOR® about the new mortgage stress test rules

I

n October 2017, the Office of the Superintendent of Financial Institutions Canada (OSFI) released new rules and regulations regarding the Residential Mortgage Underwriting Practices and Procedures. Changes were specifically made to the minimum qualifying rate for a mortgage also known as a mortgage “stress test”. These changes were effective as of January 1, 2018. A mortgage stress test’s purpose is to ensure that no matter what, a homebuyer will still be able to pay their mortgage. It looks at what the homebuyer’s current debt to income ratio is and if the homebuyer could still afford to pay their mortgage if the rates rise. The new rules require homebuyers who are getting a high ratio mortgage (paying less than a 20% down payment) OR ( under the new stress test rules) an uninsured mortgage (a down payment of 20% or more) to qualify for the Bank of Canada’s five-year benchmark rate , which is approximately 5% OR to qualify for the contracted rate plus two percent. They must qualify for whichever

rate is higher. Even if homebuyers will only be paying a rate of 2-3%, they must be able to pay their mortgage as if the rate was 5%. These new rules apply to all federallyregulated lenders, including all major banks.

What does this mean for first-time homebuyers? The majority of people affected by the new rules will be first time home buyers. According to Mortgage Professionals Canada, the new rules mean that the amount of a mortgage that homebuyers can afford will lessen by 20%. en years ago, no one thought twice of leaving their home and driving to the grocery store or the bank. But these days, many people want to live in communities that allow them to walk or bike wherever they need to go. Adam McLean with Armco Communities says there’s certainly been a shift in how many homeowners prioritize their proximity to key amenities. They want to live in vibrant, mixed-use communities that include a mix of housing types – from apartments to big homes – and commercial space. “People are looking for more than just a row of houses. They’re wanting to feel like they’re part of a community now. They want that variety,” says McLean. “This wasn’t something developers used to think about, but it’s here and it’s not going anywhere.” It’s not just urban families who crave closeness to their daily spots. Nicole Perchard, director of real estate with Seven 28

Lakes Community, says living further out of the city no longer means you’re forced to drive 45 minutes to find civilization. Although Seven Lakes Community looks and feels like a peaceful retreat from the hustle and bustle of everyday life, she points out that Porters Lake itself is a complete community. There are grocery stores, restaurants, banks, pharmacies, healthcare professionals, and even home improvement stores. “Some people don’t mind living so far out in the wilderness that they only go to the grocery store every few weeks, but the majority want the convenience of being able to go daily if they need something,” says Perchard. She says homeowners love that Porters Lake is self-sustainable, but also very close to the hundreds of other amenities in Cole Harbour, Burnside, and Dartmouth Crossing. “That’s what people find so attractive about Seven Lakes Community,” says

community. No one wants their five-yearold to spend an hour riding the bus each morning, and repeating the long journey every afternoon. She’s heard of many people moving to the area simply so their children can attend the “excellent” French school, École des Beaux-Marais. Seven Lakes Community is also just five minutes away from two other elementary schools, 10 minutes from a junior high school and 14 minutes from a high school. Of course, couples without young children don’t tend to care if they’re close to a school. While McLean says “location, location, location” is, of course, a critical factor in choosing a community, it’s not as if there’s one perfect location that would suit everyone. He says it often depends on a homeowner’s stage of life.

Indigo Shores, which surrounds McCabe Lake in Middle Sackville, has been extremely popular with homeowners craving space and privacy. McLean says the lots are large, there are a lot of trees, and it’s seeing many high-end custom homes. “For some people, living somewhere like Indigo Shores is ideal because they’re not too far away from wine country, skiing, golfing,” explains McLean. “But for a young professional couple who work downtown, that might be too far.” Depending on your stage of life, McLean says you may want to choose a community that allows you to easily transition to a future home – whether that’s upgrading to a larger house with more bedrooms as your family grows, or downsizing as your adult children move out. “When you’re in a complete community,

you can go from your first home – maybe a semi-detached – to a single-family home, and then downsize to an apartment without ever leaving your neighbourhood,” says McLean. Over in Seven Lakes Community, Perchard says they’ve found they’re “hitting all demographics” and allowing residents to really put down roots. “We’ve got empty-nesters, retired single folks, families, and professionals because we’re offering such a wide range of products,” explains Perchard. “That’s key in building a good community – listen to what the market is telling you, and offer price points that fit first-time homebuyers right up to people who are settling into their final home.” It’s natural for homeowners to become

attached to their community, and Perchard says that’s especially true for those who value living in a community that prioritizes a sustainable, eco-friendly lifestyle. Seven Lakes Community is the largest conservation community in Atlantic Canada with more than 60 per cent of its land maintained as green space. Its commitment to being a low-impact development means it believes in protecting water sources, prioritizing natural landscapes, and maintaining the rural character of the community. “There are walking trails, a dog park, lakeside amenities, a fire pit, a kayak structure – everything for people who love nature,” says Perchard. 30

Many urban communities are incorporating walking trails and leaving lush woods and streams free for hiking and exploring. But while a simple trail system is fine for homeowners looking to stretch their legs, others crave a bit more wideopen space for getting dirty in the fresh air. McLean says Armco Communities is currently developing their final phase of Kingswood North, which features huge wooded lots and plenty of privacy. “It’s a different lifestyle out there,” says McLean. “You can have backyard bonfires and drive four-wheelers through the woods.” Whether you’re eager to live in a walkable community full of amenities or a quiet forest where you can’t see your closest neighbour, price always factors into the decision. “I’m not sure if it’s a generational thing, but people who are getting into new construction now are very savvy about the costs. They want to see a lot of value for their money,” says McLean. “I think we’re going to continue seeing an emphasis on really good design and finishes, while still finding ways to keep things within reach.” Eastern Passage’s Erindale Estates features mostly semi-detached homes and single-family homes near the ocean, and

McLean says the community’s affordable price points have made it extremely popular with first-time buyers and downsizing couples. In some cases, the right price is even more important than the location itself. “People are looking for value. They may convince themselves to go a bit further out if it means they’re getting a better bang for their buck,” says McLean. He says that’s why market-savvy, budget-conscious home-buyers are drawn to areas like Governor’s Brook in Spryfield. It saw explosive growth in 2017 with 118 homes sold – a mix of housing types, including single family homes, semidetached homes, townhomes, and multifamily units. McLean credits the community’s success to its emphasis on affordable luxury. About 50 per cent of the homes sold for less than the average resale price in Halifax, which meant people were getting brand-new homes for under $300,000. “Two years ago, no one was really moving to Spryfield. Now it’s one of the hottest-selling areas,” says McLean. “People want to make sure they’re getting the most for their money. It’s a major factor.” END
