Commerce Ministry looking at fixing export target in a range for this fiscal

NEW DELHI: With the increasing global economic uncertainties, the commerce ministry is looking at fixing this fiscal year’s export target inarangeinsteadofasinglefigure,an official said. To set the target range, a detailed study on 200 countries and 31 commodity groups is in the process, theofficialsaid.

Thetargetrangewoulddependon parameterssuchastheUSD1trillion merchandise exports target by 2030; import to GDP ratio of importing countries;exporttoGDPratioofIndia that will tell the potential and past trends.

”We are not fixing any export targetasafigure.Infact, myteamhas done an exercise, where we are saying that let us talk in terms of range. In the best scenario, the

exports can be this much and in the worst scenario, it can be this much,” theofficialsaid.

The Ministry has though fixed an internal target which has been to export promotion councils and Indian missionsabroad.

”But we will take some more time before we will come up with our exports targets because based on the current trends, it cannot be right on our part to fix those targets as of now, so we are waiting and watching,” the officialadded.

A trade expert said that in 2022-23, India’s merchandise exports were

USD 450 billion, so the lower band of new target range could be USD451andevenifoneassumesa10 per cent growth in 2023-24, then the upper band of the range could be aroundUSD495billion.

Iran-Russia mulls forming shipping firm that could complement INSTC

NEWDELHI:IranandRussiaare mulling to form a shipping firm that could complement INSTC that connectsIndiawithRussiaviaIran.

Iran’s Ambassador to Russia Kazem Jalali recently stated that authoritiesinTehranandMoscoware exploring the formation of a cooperative shipping firm as part of efforts to strengthen strategic cooperation.

“There is a need to reinforce our ports; there is a need to strengthen theshippingfleet.

Even to create a joint shipping company. I just had a conversation with First Deputy Prime Minister of Russia Andrey Belousov.

Iran’s Minister of Transport also discussed this topic with him. Our Russian counterparts welcomed the creation of a joint shipping company,” theIraniandiplomatstressed.

He stated that “countries need to develop ports and link them like railroads. The potential for freight shippingishugethere.”

Moscow and Tehran are collaborating on a number of fronts to promote bilateral commerce, hasten development of transport links including the International NorthSouth Transit Corridor and its Caspian Sea component, and integrate their banking systems to make it easier to conduct financial

operations. Recently, Iran-IndiaRussia held a high level meeting on smoothimplementationofINSTC.

The move comes as Iran and Russia prepare to conclude a longterm strategic cooperation deal, which will open up several new areas forcollaboration.

BRICS Alliance : 3 major countries all set to join in August

SHANGHAI: The BRICS Alliance have a busy month ahead of them. The Annual BRICS Summit is scheduled for the opening week of August. Many things will be on the agenda for discussion, including a newcurrency,Russia’scurrentwarin Ukraine, andexpansion.

Many countries globally have filed applications to join BRICS, with others sharing an interest in joining or participating in BRICS’ New Development Bank. Here are three of the new likely countries to jointheBRICSAlliancethisAugust.

1.Argentina

Argentina has taken significant strides toward joining BRICS. In particular, Argentina has pushed de-dollarization efforts, by ditching the US Dollar for the Chinese Yuan.

Last month, the country was reportedlytoldbytheNDBwouldvote on the country’s introduction into the bankinAugust.

Argentina may be one of the favorites to join Brazil as the only two South American countries in BRICS. We’ll have to wait to hear about the votes and find out if Argentina is in orout.

2.Iran

Al-Monitor reported last month that Iran was in attendance at a BRICS foreign ministers meeting in Cape Town, South Africa. They too have taken steps toward joining BRICS, including submitting an official application. Additionally, the Chinese ambassador to Iran, Chang Hua, said that China supports Iran’s entry into the BRICS bloc.

Hence, Iran already has a foot in the dooroftheBRICSAlliance.

3.UnitedArabEmirates

The UAE’s inclusion in BRICS expands the alliance’s economic potential giving power to challenge the U.S. dollar. The UAE is a significant economic player in the Gulf region and boasts a diversified economy. The economy is built by sectorslikeoilandgas, finance, trade, tourism, andlogistics.

TheUAEiseasilyafavorednation to join BRICS+ upon potential expansion in August, alongside Iran and Argentina. With these three countries set to potentially join the alliance, BRICS will grow its power and influence in the world and may achieve its goal of de-dollarization soonerthananticipated.

ADB keeps India's FY24 growth forecast at 6.4% banking on demand strength

MANILA:TheAsianDevelopment Bank (ADB) has retained forecast for India's economic growth at 6.4 per cent for this fiscal year and 6.7 per cent for the next, as it's bullish that robust domestic demand will continue to support the region's recovery.

In an update to its Asian Development Outlook, the ADB said inflation is expected to continue to ease, approaching pre-pandemic

levels as fuel and food prices decline. It forecast 3.6 per cent inflation this year for developing economies in Asia,and3.4percentin2024.

The Indian economy grew 7.2percentinthe2022-23fiscalended March 2023. "Asia and the Pacific continues to recover from the pandemic at a steady pace," ADB ChiefEconomistAlbertPark said.

"Domestic demand and services activity are driving growth, while

many economies are also benefiting from a strong recovery in tourism. However, industrial activity and exports remain weak, and the outlook for global growth and demand next yearhasworsened,Parkadded.

In April, the ADB had projected that India's economic growth is expected to moderate to 6.4 per cent in the current financial year due to tight monetary conditions and elevatedoilprices.

Sustained demand from 3PL, automobile and e-commerce sectors to support warehousing leasing; occupancy to remain at 90%: ICRA

MUMBAI: ICRA estimates the industrial and warehouse logistics park (IWLP) supply to grow by 13-15% YoY in FY2024 in the eight primary markets[1] to around 435 million sq. ft., with nearly 52% share of Grade A capacity, while the incremental absorption is estimated to remain at FY2023 levels of around 39 million sq ft. The warehousing sector continues to witness a sustained demand from the third-party logistics (3PL) and automobile sectors, which together accountedfor~53%ofthetotalleased warehousing area in ICRA’s sample[2] as on March 2023. Additionally, the rapid expansion of new-agesectorslikee-commerceand allied services, growing needs of the massive consumption market, and the Government’s focus on Make-inIndiaandthePLIschemespromoting manufacturing have further boosted warehousing demand. The credit profile of warehousing operators is expectedtoremainstable.

Giving more insights, Mr. Tushar Bharambe, Assistant Vice President and Sector Head, ICRA, said: “ICRA expects the Grade A warehousestockfortheeightprimary markets to grow at 17% YoY to 195 million sq. ft. by March 2024 from 167 millionsq.ft.asofMarch2023.Forthe

incremental Grade A supply addition of 28 million sq ft in FY2024, the absorption is estimated to be around 24 million sq ft. Over 30% of the current Grade A stock in India is backed by the global operators /investors such as CPPIB, GLP, Blackstone, ESR, Allianz, GIC, and CDCGroupetc.Thelong-termgrowth prospectsfortheGrade-Awarehouses are supported by the increasing focus of the end-user industries on improving operational efficiencies. The 3PL and the automobile sectors, which accounted for around half of the occupied warehousing area as on March2023,areestimatedtogrowat89% and 6-9% respectively in FY2024. Warehousing demand is further expectedtobesupportedbytherapidly expanding e-commerce sector with estimated growth rate of 30% in FY2024.”

The top five markets namely, Mumbai, NCR, Pune, Chennai, and Kolkata, accounted for 75-78% of total IWLPstockinIndiaasonMarch2023, whiletheoveralloccupancyremained healthy at around 90%. As on March 2024, Mumbai and NCR are expected to account for nearly 50% of the total stock. Notwithstanding the favourable growth prospects, the steep increase in land prices poses a challenge for the players as commensurate increase in rental rates would be constrained by the

highly competitive nature of the industry, resulting from the presence of many domestic and global players in the sector and emergence of new micro markets. As per ICRA estimates, theequityIRRexpectation of a minimum 15% can be met at rentals of Rs 22 per sq ft per month and above, when the land cost ranges between Rs 1 to 1.5 crore/acre. AnincreaseinlandcostbeyondRs2.5 crore per acre, would require rentals upwards of Rs 26 per sq ft per month to achieve the equity IRR of 15%. ThecurrentaveragerentalsforICRA’s sample set stand at Rs 24 per sq ft per month, which makes aggressive landacquisitionsunviable.

Commenting on the outlook for FY2024, Mr. Bharambe added: “The credit profile of warehousing operators is expected to remain stable, driven by healthy occupancy levels, expected rental escalations resulting in increased rental income and comfortable leverage metrics. ForICRA’ssampleset, theoccupancy levelsareestimatedtoremainhighat 95% in FY2024, while the rentals are expectedtoincreaseby5%inlinewith the contractual escalation in lease agreements. NITI Aayog releases the third edition of the ‘Export Preparedness Index (EPI) 2022’ for States/UTs

NEW DELHI: NITI Aayog releasedthethirdeditionofthereport titled ‘Export Preparedness Index (EPI) 2022’ for States/UTs of India. The report was released by Vice Chairman, NITI Aayog, Shri. SumanBery.

Throughout the post-pandemic era, Indian exports have proven their resilience by successfully navigating the challenges thrown up by the post pandemic supply-chain issues and geopolitical factors. To maintain this momentum, India aims to become a global export player by promoting States and further districts as export hubs.TheEPI2022recognizesthatby unlocking regional competitiveness and leveraging our innate diversity, India can enhance its export potential. The Export Preparedness Index by NITI Aayog in association with the Institute for Competitiveness, delves deeper beyond states and examines exports atthedistrictlevel.

The EPI 2022 report seeks to empower State governments with region-specific insights to assist decision-making, identify strengths, address weaknesses, and foster comprehensive growth across States andUTsofIndia.

The comparative analysis of export preparedness among States and UTs introduces a framework that fosters competitiveness within the country. This index empowers stakeholders to identify strategies and improve parameters that impact a state's exports, thereby enhancing its export competitiveness. It provides a comprehensive analysis for policy changes and the creation of a favourable export ecosystem using its data-driven approach. Consequently, this edition can serve as a catalyst for competitive federalism, elevating the export performance of every state and contributing to the nation's overall development. It is important to note

that each iteration of EPI has its own methodology and therefore does not offer itself to comparison across editionsduetoevolvingfactors.

The report presents a comprehensive analysis of India’s export performance in FY22, along with its sector-specific and districtlevel merchandise export trends.

The EPI 2022 Report evaluates the performance of the states across four pillars – Policy, Business Ecosystem, Export Ecosystem, and Export Performance. The index uses 56 indicators which holistically capture the export preparedness of States and UTs in terms of exports at boththestateanddistrict-level.

The overview of the four pillars in theindexis–

• Policy Pillar evaluates states and UTs’ performance based on its adoption of export-related policy ecosystem at a state and district level as well as the institutional framework surrounding the ecosystem.

• Business Ecosystem assesses the prevailing business environment inastate/UT,alongwiththeextent of business-supportive infrastructure, and a state/UTs’ transportconnectivity.

• Export Ecosystem focuses on the export-related infrastructure in a state along with the trade support provided to the exporters, and the prevalence of Research and Development in the state to foster innovation.

• Export Performance is an outputbased indicator which gauges the growth of a state’s export over the previous year and analyses its export concentration and footprint ontheglobalmarkets.

These pillars are further based on ten sub-pillars – Export Promotion Policy; Institutional Framework; Business Environment; Infrastructure; Transport Connectivity; Export Infrastructure;

Trade Support; R&D Infrastructure; Export Diversification; and Growth Orientation.

The EPI 2022 Report observed that most ‘Coastal States’ have performed well, with the states of Tamil Nadu, Maharashtra, Karnataka and Gujarat being the top-performers in the Export Preparedness Index across the country, inallcategoriesofstates.
