After commissioning of OJ-07, a deep-draft jetty capable of handling edible oil with significantly higher discharge rate, the edilble oil traffic DPA is witnessing a consistently increasing trend in average parcel size. The parcel size of M.T. PS QUEEN surpasses the record created by M.T. WISCO ADVENTURE, which had berthed in OJ-07 on 05-04-2023 fordischarging40,000MTofCDSBO.

PM Gati Shakti NMP helps growth of Rs 2 lakh cr in Export in FY23: Shipping Minister

MUMBAI: Union Minister Shri Sarbananda Sonowal said that the PM Gati Shakti Programme has helped the country to register a year-on-year incremental growth of Rs2lakhcroreingoodsexportinthepreviousfiscal.

Delivering his speech at an event hosted by Indian Merchants Chamber here, Shri Sonowal, Minister for Ports, Shipping and Waterways, also said the central government has been working hard towards improving and modernising India’s ports and connected infrastructure.

As a result of transformational initiatives, “in 2022-23 financial year India’s Goods exports touched $447 billion, upfrom$422-billionayearearlier,whichtranslatesintoa huge increase of more than Rs 2 lakh crore in a year,” Sonowalwasquotedassayinginastatement.

According to the minister, India has become a $3.5 trillion economy in less than nine years. “This blistering speed of the growth is historic and the resultofGatiShakti,”hestated.

The multi-modal connectivity provides integrated and seamless connectivity for the movement of people, goods and services from one mode of transport to another. It facilitates last-mile connectivity of infrastructure and alsoreducestraveltimeforpeople,headded.

Under PM Gati Shakti NMP, the Ministry of Ports, Shipping, and Waterways has identified 101 projects worth Rs 62,227 crores for implementation by 2025, aspertheMinister.

Out of these 101 projects, 26 projects worth Rs 8,897 crore have been completed, 42 projects amounting to Rs15,343croreareunderdevelopment,while33projects

worth Rs 36,638 crore are under implementation, heinformed.

Out of the projects under implementation, 14 projects worth Rs 20,537 crore are expected to be completed by Decemberthisyear,theMinistersaid.

Of the 101 MoPSW Gati Shakti projects, 57 are from the major ports, and 44 projects are from states, he said, adding these projects have supported faster and more efficient movement of cargo, leading to an overall reductioninlogisticscost.

According to Sonowal, his ministry has also identified five high-impact projects (HIP), which demonstrate the conceptandspiritoftheGatiShaktiprogramme.

He also said that the tonnage of Indian ships has increasedto13.7-milliongrosstonnagecomparedtoonly 10.3MillionGrossTonnagein2014.

MUMBAI: Union Minister of Road Transport and Highways, Shri Nitin Gadkari delivered a speech virtually at a session on PM Gati Shakti during ‘India Calling Conference 2023’ organized by the Indian Merchants Chamber in Mumbai. Shri Gadkari congratulated IMC for organizing ‘India Calling Conference’ every year with an objective to promote ‘Brand-India’. He said, Strong, Stable, Decisive and Transparent Government is the key to achieve dream of our Hon’ble PM of makingIndiaa5trillion-dollareconomyby2025.

Speaking about the PM Gati Shakti Project MinisterGadkarisaid,“PMGatiShaktiNational Master Plan (NMP) is a very big initiative and it willhelpusreducelogisticscosts.Logisticscost in India is higher at 13% to 14% of GDP comparedto8%to9%ofGDPinotherdeveloped economies such as the USA. Higher logistics cost reduces the competitiveness of ‘Made in India’ products in global markets. Reducing logistics costs to 9% of GDP is at the topofGovernment’sagenda.”

About plans to improve highway network, Minister said that NHAI is developing world class ‘Wayside Amenities (WSA)’ at more than 600 locations along the National Highways. Apart from basic facilities like good toilets, parking and restaurants; these Way Side Amenities will also have Dormitories for Truck Drivers, EV Charging facilities,

Convention centers, Trauma centers and Retail shops for promoting handicrafts and locally manufactured products. Some WSAs will also have Helipads and Drone Landing Facilities to deal with medical emergency situations like road accidents and organ transplantation.

India is on way to becoming a hub for Commerce and Logistics: PM

NEW DELHI: Ministry of Port Shipping and Waterways has tweeted about the boost in Indian Ports' efficiency & productivity, with better "Turn Around Time" than many

countries, as per World Bank's LPI 2023 report. The Prime Minister commented : "Powered by port-led development, Indiaisonwaytobecomingahubforcommerceandlogistics."

Nirmala Sitharaman chairs review meeting with Central Board of Indirect Taxes & Customs (CBIC)

NEW DELHI: Union Minister for Finance & Corporate Affairs Smt. Nirmala Sitharaman chaired a review meeting with Central Board of Indirect Taxes & Customs (CBIC). The review meeting was attended by the Revenue Secretary; Chairman, CBIC and Members ofCBIC.

The comprehensive review covered a variety of work areas including trade facilitation, tax payer services, grievanceredressalofthetrade;finalisationofdisciplinary cases and infrastructure projects, and progress of the upcoming Palasamudram campus of the National Academy of Customs, Indirect Taxes & Narcotics (NACIN).

The Finance Minister emphasised the need for continuously improving tax payer services. With respect to grievance redressal, Smt. Sitharaman desired that in eachZoneinteractionbeorganisedwithmembersoftrade and industry who are part of the GST ecosystem to know their issues and suggestions, so as to systematically identify matters for working out a redress for them. She also directed to put in place a system to take feedback on grievancesredressedsoastoimprovequalityofredressal.

In the course of review, the Finance Minister was briefed on the final revenue achievement in total Indirect Tax collections for 2022-23 which stood at

Rs. 13.82 lakh crore [as against Rs. 12.89 Lakh Crore in 2021-22]. On the GST side, the average gross monthly collection for the year 2022-23 stood at Rs. 1.51 lakh crore and monthly GST revenue collections exceeded RS.1.4lakhcrorefor12monthsinarow.

The Finance Minister directed CBIC to introduce its automated GST return scrutiny by next week and to implement an action plan to increase the taxpayer base through enhanced use of technology. In order to intensify its drive against fake billing/Input Tax Credit (ITC), Smt. Sitharaman desired that CBIC may undertake a comprehensive root cause analysis by studying the typology of cases already booked and come up with recommendations on technology based solutions to addressthemenaceandpreventitsoccurrence.

The Finance Minister also advised CBIC to take measures for employee welfare. Cadre restructuring, capacity building and training, timely promotions and effective and timely action in disciplinary matters were discussed.

The CBIC also briefed Smt. Sitharaman about the activitiescarriedoutundertheCustomsCooperationFund (CCF - India) which is used to support capacity building initiatives amongst the members of the World Customs Organisation(WCO).

NEW DELHI: The Commerce Ministry(MoCI) has asked Export Promotion Councils(EPCs) to work on export targets for current fiscal year and chalk out a detailed road map to achieve that. According to exporters, issues related to the country’s outbound shipments were discussed during a meeting chaired by Union Commerce MinisterShriPiyushGoyalonApril24.

India’sgoodsandservicesexportstogethertouchedan all-time high of USD 770 billion last fiscal year. While merchandise exports touched USD 447 billion, services exportsareestimatedataboutUSD322billion.

“The Ministry has asked us to work on new exports target for this fiscal and explain ways to achieve,” an exportersaid.

He said it was emphasised that states and Indian missionsabroadbeinvolvedinachievingthenewtarget.

There was also a discussion on organising a major buyer-sellermeettoshowcaseIndia’sprowessinexports.

Latin America and African countries hold huge potentialtoboostexports.

Apparel Export Promotion Council Chairman

Narendra Goenka, who participated in the April 24 meeting, said though there are global economic uncertainties, the sector is likely to grow by 5-10 per cent thisfiscal.

The country’s merchandise exports are likely to cross USD 500 billion this fiscal due to healthy demand for domestic goods in key global markets, including the US, andbenefitsfromtradepacts,accordingtoexporters.

“Together with goods and services, we are targeting exports of USD 900 billion this fiscal,” FIEO Director GeneralAjaySahai said.

Free trade agreements with the UAE and Australia would provide a huge platform to boost exports in those markets.

Ludhiana-based engineering exporter and Hand Tools Association President SC Ralhan said there are healthy signs of economic growth in the US, which accounts for about18percentofIndia’stotaloutboundshipments.

Mumbai-based exporter and Chairman of Technocraft Industries Sharad Kumar Saraf too said that this fiscal wouldbebetterthanlastyearforIndia’sexports.

Piyush Goyal to visit Canada, hold talks on trade pact

NEW DELHI: Union Commerce and Industry Minister Shri Piyush GoyalisexpectedtovisitCanadanext week and that trip could add political momentum to the ongoing negotiations for an Early Progress TradeAgreement(EPTA).

Goyal is scheduled to be in the Canadian capital Ottawa on May 8, for a bilateral Ministerial Dialogue on Trade and Investment with Canadian Minister of International Trade, Export Promotion, Small Business and Economic DevelopmentMaryNg.

He is then scheduled to visit Toronto on May 9 and 10 for meetings with trade and industry representatives and chambers of commerce.

The trade dialogue between the two countries started in March last year when Ng visited New Delhi and met Goyal. They also launched the EPTA process. The EPTA, if concluded, will be a transitional step towards the Comprehensive Economic Partnership Agreement (CEPA).

Indian and Canadian negotiators

concluded their seventh round of discussions towards securing the EPTA in April. India and Canadian officials said there was “some progress” during the four-day discussions in Ottawa, as the two teams lead by their chief negotiators met in the Canadian capital. Some differences persist, officials said, but were not considered insurmountable.

Goyal’s possible visit, a senior Indian official said, could help give politicaldirectiontothetalksandgive them“momentum”.

Multimodal connectivity to shape Future links between Bangladesh & India

DHAKA: Indian High Commissioner to Bangladesh Pranay Verma said the future links between Bangladesh and India would be shaped by multimodal connectivity, including through road and rail, inland waterways, coastal shipping, as well as energy and digital connectivity.

He emphasized the long-term significance of connectivity in facilitating closer economic, cultural, andpeople-to-peopleties.

March Services Exports rise 13.1% to $30.48bln : RBI

NEW DELHI : India’s services exports rose 13.1% on year to $30.48 billion in March, while imports recordeda6%growthto$16.27billion, provisional data published by the

ReserveBankofIndia showed.

As per the government’s first preliminary estimates released in midApril, services imports stood at $14.05 billion in March, while services exports

wereat$27.75billion.TheRBI’snumbers are also provisional but further updated and final figures are usually published quarterlyaspartofthecountry’soverall balanceofpaymentsdata.

India and China to contribute half of global growth : IMF

WASHINGTON: India’s economic growth in the current financial year is resilient and, together with the recovery in China, will power a 4.6% growth in Asia, up from 3.8% in the year before, the Washington-based International Monetary Fund said in itsregionaleconomicoutlook.

In its “Regional Economic Outlook – Asia and Pacific” report released on May 2, International Monetary Fund said the region would contribute around70%ofglobalgrowth.“Asiaand Pacific will be the most dynamic of the world’s major regions in 2023, predominantly driven by the buoyant outlook for China and India,” the IMF reportsaid,addingthatthetwolargest emerging market economies of the region are expected to contribute around half of global growth this year, with the rest of Asia and Pacific

contributinganadditionalfifth.

Growth in the dynamic AsiaPacific region is projected to increase to 4.6% this year from the 3.8% recorded in 2022, according to the International Monetary Fund which stated that the growth will be largely ledbyIndiaandChina

“We project the region will contribute around 70% of global growth this year as its expansion accelerates to 4.6% from 3.8% in last year,” the multilateral agency said, adding that China’s reopening will provide a fresh momentum. That is a 0.3 percentage point upgrade from its Octoberoutlook.

The Chinese economy is expected to expand by 5.2% in 2023 in the wake of a strong recovery in private consumption amid rapid economic reopening.

India’s official forecast for FY24 is 6.5% expansion. Late last month, the finance ministry flagged downside risks to the official forecast arising from oil production cuts by OPEC, troubles in the financial sector in developed markets hitting cash flows and deficient monsoon rains from El Nino which could impact farm output andprices.

The IMF’s 5.9% growth projection forIndiaforthecurrentfiscalmadein Aprilisadowngradeof0.2percentage points from its January estimate, owing to turmoil in the financial system which in turn will likely hurt globalgrowth.

India’s economy is expected to have grown at 7% in FY23. Officials also expect cleaner balance sheets of companies and banks would aid a recoveryinprivateinvestment.

India amends schedule of RoDTEP affecting cotton & other Textiles and Apparel items

NEW DELHI: India has amended the schedule of the Remission of Duties or Taxes on Export Products (RoDTEP) Scheme with effect from May 1, 2023. The ministry of commerce and industry issued a notification to add 149 tariff lines at the 8-digit level and delete 52 tariff linesfromtheRoDTEPschedule.The amendment affects cotton and some othertextileandapparel(T&A)items.

The Government issued a notification on Monday stating that it has made additions and amendments to Appendix 4R, effective from May 1. The details of HS codes and RoDTEP

rates/value caps are available on the DGFT website. These amendments were made to align the RoDTEP schedulewiththefirstscheduleofthe Custom Tariff Act, as per the enactmentoftheFinanceBill2023.

The North India Textile Mills Association (NITMA) has announced through a tweet that Annexure 4R has been updated to include new tariff items and delete certain others, which affectsometextileandapparelitems.

The amendment includes five tariff lines under HSN Code 5201 (cotton fibre). Tariff line 52010021 (for staple length not exceeding 20.0 mm)

will have RoDTEP rates of 3.1 per cent, with a value cap of 1.6 per kg. Similarly, tariff lines 52010022, 52010023, 52010024, and 52010025 will have the same rates and value cap, with each tariff line representing staplefibrefordifferentlengths.Tariff lines 54021100 (of Aramids), 54025900, and 57023990 will have RoDTEP rates of 1 per cent of the FOB value of the exportconsignment.

NITMA said that the tariff lines 52010020, 54021110 and 54025990 related to the textile and apparel sector have been deleted from the schedule.

Iran insists India to use Rupee & Rial in bilateral trade

TEHRAN: Tehran nudged New Delhi to use respective national currencies,RupeeandRial,forsettling payment in bilateral trade, as Prime Minister Shri Narendra Modi’s National Security Advisor, Ajit Doval, had a meeting with Ali Shamkhani, his counterpartintheGovernmentofIran.

ShamkhanitoldDovalthattheuse of national currencies in bilateral trade between Iran and India would help the two countries reach their joint economic objectives, according to the official news agency of the IslamicRepublicinthePersianGulf.

Doval told Shamkhani that India

welcomed the recent agreement between Iran and Saudi Arabia to revive full-fledged diplomatic relations.

The agreement was brokered by Beijing, apparently to expand China’s influenceintheWestAsianregion.

Sources told in New Delhi that the Indian and the Iranian NSAs had also discussed bilateral energy cooperation, including the possibility of India resuming the import of crude oilfromIran.

Warehousing sector sees record leasing in Q4 FY23 on demand from third party logistics players

MUMBAI: Industrial warehousing demand across top five cities rose 11 percent year-on-year to 7.2 million square feet, driven by demand from third-party logistics operators who continued to expand across large markets, forming 41 percent of total leasing during the quarter, a report by Colliers said. The FMCG sector followed at a distant 12 percent of total leasing.

Demand from retail and FMCG sectors saw a three-fold rise y-o-y, as they expanded their footprints in larger

markets such as Delhi-NCR and Mumbai.Thispick-upinthedemandfor industrial warehousing space is in sync with the growth in private consumption inthedomesticeconomy.

The quarter also saw the highest leasing in the country by the warehousing segment compared to the previouseightquarters.

Delhi-NCR led the demand during the first quarter accounting for 29 per cent share in total leasing, followed by Mumbai at 25 percent. The financial capital saw 37 percent annual rise in

leasing,ledbylogisticscompanies.

“3PL operators are targeting larger dense markets with good-quality infrastructure for expansion to ensure quick delivery of online orders,” said Vimal Nadar, Senior Director, and Head ofResearch,ColliersIndia.

Average deal size by 3PL operators inMumbaiwasmorethan2lakhsquare feet, 69 percent higher than the pan Indiaaverage.

“3PL operators will continue to eye larger markets as they look to augment theirdistributionnetwork,”Nadarsaid.

SMP (Kolkata Port) to undertake trial run for cargo movement to facility in Myanmar

KOLKATA: The Kolkata Port, now known as Syama Prasad Mookerjee Port (SMP), will flag off a cargo ship on May 4 to undertake a trial run for a facility at Sittwe in Myanmar, Union ministerSantanuThakursaidhere.

The initiative is part of the Kaladan MultimodalTransitTransportproject.

The objective of the project is to provide alternative connectivity to the North East region from Kolkata Port

through Sittwe Port up to Paletwa in Myanmar by waterway and Paletwa to ZorinpuibyroadinMizoram.

Acargoof300tonnesofcementfrom Ramco Cements Limited will be exported to Myanmar and it will reach Sittwe Port on May 9, Minister of State for Sports, Shipping and Roadways Santanu Thakur said on the sidelines of afelicitationeventofportusers.

“This will connect Myanmar

through inland waterways and it will open another gateway to North Eastvia SittwePort,”Thakursaid.

Speaking at the event, SMP Chairman H L Harandh said that the port has a cargo handling target of 74-75milliontonnesinthecurrentfiscal.

In FY’23, the port handled 65.66 million tonnes of cargo, registering a growth of 12.87 per cent overthepreviousfinancialyear.

Centre pushes for maritime innovation with Sagarmala Start-Up policy

NEW DELHI: A draft under the ‘Sagarmala innovation and start-up policy’ was recently put up for discussionandstakeholdercomments.

AccordingtoaMinistryofficial,mostof themaritimeinnovationsinvolvecomplex hardware and factoring-in marine pollution regulations. And it takes “at least 2 years to reach a minimum viableproduct.”

Even in case of digital solutions, it is noteasytoimplementstart-upproducts and services due to varied stakeholders involved and State-specific regulations. Hence, early-stage seed funding will be required to complete a minimum viable product in small scale to pilot scale phases.

“This (policy) will surely promote innovation and entrepreneurship,” Sarbananda Sonowal, Union Minister forPorts,ShippingandWaterways,said.

Tracxn, which tracks investments and financials of private companies and start-ups, says there are 48 maritime tech start-ups in the country. Some of these include ShipsKart, Planys Technologies,PortallandNavAlt.

The draft proposes 12 broad areas that could be considered in the

firstthreeyears.

These include decarbonisation of the maritime industry and adopting green-tech in the port sector — something that the Ministry itself has beenpushingoverthelastfewweeks.

The other big thrust areas include using AI and ML (Artificial Intelligence and Machine Learning) to improve efficiency, enhancing security using block-chain, and augmenting marine cyber-security.

Adopting new age maritime education and learning through simulation and augmented reality; strengthening manufacturing; enhancing cargo and passenger movement; exploring the possibility of using alternate or advance materials; pushing e-navigating and smart-tech

are some areas where the Ministry is expectingsolutionsfromstart-ups

A three-layered monitoring structure has been proposed — an apex committee, that will be monitored by the maritime innovation hub, which in turn will be monitored by the start-up monitoring and evaluationgroup.

The Apex Committee — consisting of Shipping Secretary as Chairman, seven other members that includes Additional Secretaries and Joint Secretaries of the Ministry; Chairman of the Inland Waterways Authority of India and Chairman of the Indian Ports Association; and Joint Secretary of the Sagarmala project as Member Secretary — will oversee the “overall governanceoftheprogram.”

Container Shipping under pressure Globally due to high interest rates, recessionary trends: S&P Global

NEW YORK: Container shipping, globally, will be “under pressure” because of high interest rates and inflationary pressures across developed economies; which in turn brings in “recessionary traits”, says Pradeep Rajan, Head – Asia Freight, S&P Global Commodity Insights.

While fast-moving consumer goods and white goods demand – which generallyarepushedthroughcontainer shipping – will have to bear the brunt, there are other factors that will come into play impacting the industry at large. For instance, the supply of ships continue to be a challenge, especially in thedrybulkcargosegment.

“Because of the Russian – Ukraine war, trade flow disruptions have happened; and even if the war ceases, normalcy will take time. Ships are now making longer voyages. This means, ifashipwasmovingfrompointAtopoint B4daysearlier;nowbecauseoftheroute changes and trade disruptions, it is taking 10 days, and a circuitous route. So this means ships are held in the water formoredaysandthisessentiallycutsthe supplyofshipsinthemarket,”hesaid.

Rajan says, fleet growth will be “almost non-existent” as compared to previousyears.

Trade data shows, nearly 50,000 ships carry 90 per cent of the global cargo.

Decarbonisation

Rajan points out that given the thrust on decarbonisation in the shipping market, ship-owners remain uncertainofthetypeofshipsorengines thattheyneedtogofor.

Under the 2030 decarbonisation targets, the shipping industry will be cutting back carbon emissions to 40 per cent,keeping2008asthebaseline;while by 2050 carbon emissions are to be broughtdownto50percent.

For instance, it is said that Maersk emits about 1,000 million tons of CO2 annually, or 13 per cent of the greenhouse gas emissions from global transport. Maersk has ordered at least 13 new ocean-going ships using only carbon-neutral fuels, which will arrive between 2023 and 2025. It sets out to operatethevesselsoncarbon-neutralemethanolorbio-fuels.

But it will be challenging because methanol production has to ramp up, Rajansaid.Investmentsareexpectedto be in the range of $3.5 trillion for the global shipping industry, towards decarbonisation. And these will include investments towards the use of new fuelslikemethanolandammonia.

“Decarbonisation will push up freight costs as investments will be high.Also,decarbonisationcouldleadto a two-tier ship hiring market where there will be higher rates for

better-graded ships (with low carbon emissions) and a second-tier market with ships having low rating (relatively higher carbon emissions),” heexplained.

India outlook

India per se has a small shipping fleet, but the impact will come in the form of its dependence on imported products (low ship availability) and the push for exports (high freight rates for shipstakenon-hire).

“So if India has to push its exports, end-users have to hire ships that are more compliant towards decarbonisation norms. These won’t come cheap and freight rates will be substantially higher. So the fleet will be expensive,”Rajanexplains.

According to him, this “will be a bit challenging” for India, but there is “also an opportunity”. Indian owners can scale up their fleet with ships that are more carbon emission norm complaint,andthengetapremiumonce theyrentouttheseships.

Indian should encourage domestic investments into ship-building and scaleupthecapacities.

At the moment, there are no vacant shipyards in China, Japan, or Korea. All the “existing docks have been used up to build LNG terminals and containerships”.Sotherearenoslotsto buildtankersordrybulkcargovessels.
