Chamber President’s Message I am honored to serve as president of the Payson Santaquin Area Chamber of Commerce. We have seen success in the past few years and thank our members and both Payson and Santaquin for their support.

As we are in the beginning of 2019, may we reflect on our ability to set goals — as a chamber, as businesses and as individuals.

Remember to set SMART goals.

SMART is an acronym: S — Specific: Target a specific area you desire to work on.

M — Measurable: Quantify/assign a number to your progress.

A — Assignable: Specifically who will do it.

R — Realistic: Are results realistically achieved?

T — Time Related: When will results be achieved?

As I looked into SMART goals for the chamber this year, I contemplated what a chamber does.

What it should do? I have arrived at the conclusion that the purpose of a chamber is to unify like-minded people striving for success, and, in doing so, we can help the local economy grow through providing members with: • Training and Education (through Lunch and Learns and other opportunities); • Recourses (the chamber provides professional tools and advice); • Networking and connections (the chamber provides venues and opportunities for connections); • Exposure (the chamber helps to increase your visibility in the community); • Reputation (the chamber will help you raise your standing and

credibility with patrons); and •Advocacy (the chamber promotes practices and policies to enrich the community).

I often compare membership in the chamber to a gym membership. If you join but do not become actively engaged, you will not see progress. So, please join the chamber and become actively engaged. If you already are a member, I would ask that you reflect upon your activity in the chamber, and, of course, please tell friends, colleagues and associates what being a member of the chamber can do for them.

By teaming up, we become advocates and allies with one another, and together we can propel ourselves into prosperity.

Chamber Executive Director Chamber Executive Director Andra Cefalo is chamber’s new executive director The first time Andra Cefalo drove into Payson, it was like a breath of fresh air.

“It still had a small-town feel to it,” she said. “Everywhere else we had looked at was just so busy. … It had a slower pace of life that we were looking for.”

Now a Payson resident, Cefalo is helping promote area businesses as the new executive director of the Payson Santaquin Area Chamber of Commerce. She took over the position last September.

“I love it. It’s now become a passion to me,” Cefalo said. “I want to see our businesses succeed and for people to see the value of how the chamber will help them.”

It was four years ago when Cefalo and her family decided to move to Utah County to be closer to her husband’s place of employment. Former residents of Salt Lake County, they had searched elsewhere in Utah County before deciding to visit Payson. That same day, they found their new home.

Cefalo has a bachelor’s degree in hospitality management from Utah Valley University and a master’s degree in organizational management from the University of Phoenix. Her specialty is event planning; her strengths include organizing, putting events together and motivating people.

“I love motivating and getting people excited for what could happen in the future,” she said.

When Shelly Thompson, former executive director of the chamber, was planning to leave her position, she approached Cefalo, her neighbor, and asked if she was interested in the position. For Cefalo, it’s been a perfect fit.

“This really is perfect in the fact that I love working with our businesses. I love being able to work with the cities,” Cefalo said. “I am a people person that likes to stay behind the scenes and get things moving.”

Her goals include serving as a resource for local businesses and helping them see the value of chamber membership.

“I hope to first have the businesses see a value in what the chamber does,” she said. “I want to have the businesses know that they have someone they can rely on to get answers.”

Cefalo is currently overseeing the expansion of the chamber’s Ambassador Program. Through this program, chamber members who are passionate about promoting and assisting the local business community 6 • Payson Santaquin Connection • www.paysonsantaquinarea.com

are formally designated as chamber ambassadors.

These ambassadors then go out into the community to visit local business owners, learn about their needs and let them know how the chamber can help.

“Our Ambassador Program is our main focus this year,” Cefalo said. “We’ve had chamber members go out and visit people on an informal basis in the past, but never to the level that we are now trying to achieve.”

The chamber will host a large “Shop Local” event later this year, and it is also looking at providing more networking opportunities for members.

Installation Banquet Installation Banquet New officers sworn in, awards presented at banquet On Jan. 24 at the Central Utah Veteran’s Home in Payson, the Payson Santaquin Area Chamber of Commerce held its annual Installation Banquet. This event allows for the recognition of community businesses from the previous year, the swearing in of new chamber leadership and an opportunity for chamber members to hear from some great speakers.

After a fantastic year of service as chamber president, Jade Walker moved into the chamber’s past president role and Ty Jones of The Insurance Center took over the reins as president of the chamber of commerce. Doug Tarter of Berkshire Hathaway HomeServices Realty will serve as president elect and Thor Mongie of the Wellness Center will act as treasurer for 2019. This leadership will be accompanied by a group of business professionals serving as the chamber’s board of directors, and all are looking forward to a great year.

Awards are given for many different reasons, but the underling factors with them all are great people, hard work and love of the community. Awards presented by the chamber during the Installation Banquet were as follows: Payson Community Award: Presented by Mayor Bill Wright to Temkin International and Danny Temkin and his family.

Santaquin Community Award: Presented by Mayor Kirk Hunsaker to the Tischner Ford Family.

Along with fantastic food provided by V Catering of Santaquin, the banquet included two guest speakers who spoke about the economy, growth and business in this area of the state.

Utah Lt. Gov. Spencer Cox spoke to the strength of Utah and how Utah is recognized around the world for an excellent economy and workforce and economic diversity.

He attributed Utah’s nation-leading economy to the family and the value of hard work combined with the growth of many prosperous industries in the state, which all makes Utah one of the best places to live.

The concluding speaker was Josh Romney. He spoke about the factors that are causing growth in Utah County and our area. The shortage of housing, the population migrating to the state and a diverse population continue to drive our economy forward and will for many years into the future. With the Salt Lake area becoming crowded and Lehi and the Silicone Slopes area quickly expanding, growth will continue to come in our direction.

The Installation Banquet was a fabulous event that was attended by about 150 business people and city officials. It was a great night of information, direction and friendship.

2018 was a great year, and the cities and the chamber of commerce are looking forward to a brilliant 2019.

Lorene moved to Payson when she married Robert 30 years ago. Having grown up in large cities like Seattle and Phoenix, she quickly grew to love the close-knit Payson community.

When Robert’s mother retired and closed her shop in 2013, Robert and Lorene knew no one could take better care of the customers Robert had been serving for 35 years than they could, so they opened Nebo Comfort.

Believing that you can only expect to receive from a community that you actively give to, the Moore family has always looked for ways to serve. When they started their business, they also started their Nebo Cares program. Through Nebo Cares, they have raised money for organizations such as the American Cancer Society, the Shop With a Cop program, the ALS Foundation, Relay for Life and the Mervyn Sharp Bennion Central Utah Veterans Home in Payson.

They are actively involved in the Payson Santaquin Area Chamber of Commerce where Lorene has served as president. Robert is a member of the Kiwanis Club and residents are sure to see them every year at the

Business of the Year Golden Onion Days Car Show.

One of Lorene’s favorite service opportunities is reading and donating books to elementary students in Payson and Santaquin.

“Kids see me in the store and tell their parents, ‘Look, it’s the book lady,’” Lorene said. “It’s so much fun when books come alive for them. I love getting to be a part of that.”

Dena Raven Deana Raven Tribute Remembering Dena Raven, Rustic Styles Salon With the passing of Dena Raven, owner of Rustic Styles Salon in Payson, on Jan. 28, the Payson and Santaquin communities have lost a great a friend and supporter.

Dena served on the board of the Payson Santaquin Area Chamber of Commerce. Most business owners get involved with the chamber to help their business grow, and serving the community is how they do it. Dena was the exception to that. She joined the chamber to build up and strengthen other people’s businesses. The chamber was her avenue to build the community for everyone.

Dena dove into the chamber feet first, joining the chamber board shortly after becoming a member. She loved to encourage chamber members and invite new businesses to join.

Dena’s salon was a gathering place for friends, family and clients who always found a listening ear as well as a great haircut.

“I loved going to get my hair cut by Dena,” said customer Diane Sebring. “She was a great hairstylist but an even better friend.”

Dena loved the small-business owners in our community. She spent many hours visiting with them, encouraging them and helping them get the most out of their chamber membership.

“Dena always had a positive attitude and looked for ways to build up and support,” said Ronda Hair, chamber of commerce board member. “She had a kind, hard-working nature that has blessed many lives.”

“As president of the chamber during her service, I knew there wasn’t anything she wouldn’t do to help me,” said Lorene Moore, former chamber president and current board member. “She was always looking for who needed her and who she could uplift. She believed so much in this community and she was willing to do anything to help us succeed.”

Dena was born in Payson in 1969 and married her husband, Ron Raven, on Feb. 14, 2001, during halftime at a Utah Jazz game.

Dena will be greatly missed by her family and friends and the community she has served and loved so well.

Shop Smallopoly Shop Smallopoly Chamber to offer Shop Smallopoly again in November Shopping at Payson and Santaquin businesses last November meant winning prizes - including a $500 Costco gift card.

The prizes were given out as part of Shop Smallopoly, an event presented by the Payson Santaquin Area Chamber of Commerce for the first time in 2018. Through Shop Smallopoly, residents could pick up “game boards” from participating businesses. On the board were spaces for each of the businesses, and each side of the board was a different color.

After obtaining their boards, participants picked what color they wanted to complete, then visited the businesses listed in those spaces within a set number of days. At each business, they received a puzzle piece to add to their board. When their color was full, they turned the board in at the chamber office.

When the time was up to collect puzzle pieces, everyone who had turned in a board was entered into a drawing for prizes, with the $500 Costco gift card serving as grand prize.

Andra Cefalo, the chamber’s executive director, said the goal of Shop Smallopoly was to help residents become more familiar with Payson and Santaquin businesses.

“We did it to get more people into the doors of businesses that they might not have known were here in Payson and Santaquin,” Cefalo said. “The main comment was, ‘I didn’t know that that business existed there,’ or, ‘I didn’t know that they provided that service.’ To us, that was a success.”

Chamber members who didn’t have a physical storefront but still wanted to participate were able to leave pamphlets or other information about their business at the chamber office, and residents could collect the puzzle pieces for those businesses there.

The chamber conducted Shop Smallopoly Nov. 15 through 24. The dates were chosen to coincide with Small Business Saturday, an event falling on the Saturday after Thanksgiving each year that encourages shop16 • Payson Santaquin Connection • www.paysonsantaquinarea.com

pers to shop at small, local, brick-and-mortar businesses in their communities.

Chamber members were able to be part of Shop Smallopoly as a benefit of their chamber membership.

Participating was free of charge; the businesses were asked to donate prizes for the winners as part of their participation.

Cefalo said Shop Smallopoly will be again held in November this year. Participating businesses will be announced on the chamber’s website, www.paysonsantaquinarea.com, and on the chamber’s Facebook page.

Cefalo said she has friends that got together during Shop Smallopoly last year and spent a day going around to the different businesses. “It was a really fun thing to do,” she said. “It was a great thing to do to get to know more about your community.”

Light Parade

Light Parade

Christmas Light Parade tradition continues Each year, the Payson Santaquin Area Chamber of Commerce heads up the organization and presentation of the Light Parade held in Santaquin.

This has become a Christmastime tradition that has brightly lit floats cruising through the city on a brisk winter’s evening while spectators line the street to watch. Santa Claus is a featured part of the parade, last year riding on a decorated Santaquin fire truck.

The parade travels west on 100 South in Santaquin until it reaches Santaquin Elementary School. There, residents are invited inside to get warm, have some refreshments and visit with Santa.

Last year, those attending enjoyed apple cider donated by Rowley’s Red Barn and donuts while listening to music by the Payson High School Jazz Band.

The Light Parade is typically held on the first Saturday in December. Entry is open to everyone.

Service Projects Chamber members participate in service projects One of the Payson Santaquin Area Chamber of Commerce’s main goals is to be of service to the community. With that in mind, chamber members brought teddy bears and other stuffed animals with them to the chamber’s Christmas luncheon last December. The toys were collected and then donated to Mountain View Hospital where they will be used to comfort children who find themselves in difficult circumstances at the hospital.

Also during the December luncheon, chamber members were given supplies to make Christmas cards. These were then donated to residents at the Central Utah Veterans Home in Payson.

“We made greeting cards for the veterans to be able to send home,” said Andra Cefalo, the chamber’s executive director. “Sometimes, veterans don’t have a lot of money to send presents, so we made cards for them so they could at least write a card to their families.”

A new year has started and many good things are happening.

Payson City Celebrations SALMON SUPPER

For more than 60 years, crowds of people have journeyed to Payson City each August to enjoy the Payson Salmon Supper, a tradition in the city since 1954. Thousands of pounds of fresh salmon are flown in for this event and cooked over open fruit-wood fires by local firemen. The hungry participants come from throughout the area, some arriving by busload, to enjoy the meal in Payson’s Memorial Park.

The lines are long but move quickly, and musicians and singers perform while attendees anticipate enjoying the main attraction — the food. Sides include baked potatoes, corn on the cob, salad, roll and dessert. Originally organized by local congregations of The Church of Jesus Christ of Latter-day Saints, the Salmon Supper is now run by Payson City.

PAYSON SCOTTISH FESTIVAL

The annual Payson Scottish Festival and Highland Games celebrate Scottish traditions in all forms: dance, music, food, competition and entertainment. The first festival was organized more than 30 years ago as part of Payson’s Golden Onion Days, but today the festival is held for two days each July. The first event, the Friday night Ceilidh (pronounced kay-lee), is held at the bandstand in Payson’s Memorial Park and features performers and dancers regaling the crowd with Scottish music, song, stories and dance.

The next day, events begin at 9 a.m. with a parade on Payson’s Main Street followed by the opening ceremonies, which include music by bagpipe bands. Visitors can then enjoy a variety of activities ranging from craft and food booths to additional bandstand performances, athletic and bagpipe competitions and a Highland Dance competition. The day wraps up with more music by bagpipe bands and the announcement of competition winners during the closing ceremonies.

Payson City Celebrations PAYSON GOLDEN ONION DAYS This annual celebration was first held in 1929 as an opportunity for residents and former residents to renew old friendships and make new ones. Originally known as the Onion Harvest and Homecoming, the event honored Payson’s status as an agricultural district and outstanding producer of onions.

The celebration was later renamed Payson City Golden Onion Days, and that is the name that remains to this day.

Golden Onion Days is held each year on Labor Day weekend and includes events such as concerts, a carnival, a baby contest, a car show, a Dutch oven cook-off, 5K and 10K races, a parade and fireworks.

Miss Payson 2018 Having the opportunity to serve the city of Payson this past year has been the best experience of my life. I have met so many great people and have had countless service opportunities that I will cherish forever.

One of my favorite appearances from my year was Shop With a Cop. As a royalty, we were able to help serve the children breakfast and help them shop for Christmas gifts. All of their faces lit up with joy. It is an experience I will never forget.

My platform is titled “Laughter and Love After Loss.” It deals with children coping with the loss of a loved one. One thing I was able to do for my platform was put on an event during the Christmas season called Breakfast with Santa. The money I raised from that event is in the process of being donated to The Bradley Center, a place for grieving children and families. With this money, they can help those grieving children in need.

I would like to say “thank you” to some people. Thank you to my attendants, Noelle Wall and Aubrey Schmidt, for the way you served the city with beauty and grace. Both of you have been the best support and help this year.

Wildfires 2018 Fire chiefs remember the wildfires of 2018 It was about 1 a.m. on an early September night in 2018 when Payson and Santaquin firefighters found themselves near the top of Payson and Santaquin canyons at Camp Koholowo, surrounded by a raging wildfire.

“It was so dynamic and so fast-changing that it’s basically comparable to being in a hurricane,” said Santaquin Fire Department Chief Stephen Olson. “Even though you’ve got tools, trucks and training and everything, you’re still facing Mother Nature in all her raw power, and so you really have to make sure that you always have an exit and keep your head up — look up, look down, all around — because things were changing so fast.”

Fortunately, these neighboring fire departments have a close working relationship and were ready for the challenge. When the call for help came from Forest Service fire units, the two departments — along with firefighters from the Utah County Fire Department — responded to ensure citizen evacuation and protect

buildings at the camp, which is owned by The Church of Jesus Christ of Latter-day Saints.

“Some fire burned in and around us, and at one time we had to pull out because the fire started burning in our only escape route,” said Payson Fire & Rescue Chief Scott Spencer. The firefighters backed off for a while but were eventually able to return. It was an “intense” experience, Spencer said, but despite the fire getting very close, the firefighters were able to save the structures.

“The teamwork we have between the three agencies is just awesome,” Olson said. That kind of teamwork, he added, doesn’t just happen; it takes years of working together.

“It was tested that night and it worked amazingly,” Olson said. “We didn’t lose a single structure up there.”

Multiple lightning strikes occurred over a period of weeks in the mountains above Payson and Santaquin as summer drew to a close last year, some sparking fires.

Local fire agencies were informed that the progress of

Wildfires 2018 two fires caused by lightning was being monitored by the U.S. Forest Service. Fires are a natural event in the forest and are sometimes allowed to burn if they start naturally to eliminate deadfall.

Abruptly one evening, a windstorm hit, whipping the small blazes into infernos in just a few hours.

Firefighters were called in from other areas of the country, but they were days away. Southern Utah County fire departments became the first responders to the sudden crisis. Payson and Santaquin crews were sent to Camp Koholowo, where they worked all night.

Then they kept working.

“For those first couple of days, it was literally just us, the local fire departments, holding things down and trying to hold it in check where we could,” Olson said. Assistance came quickly from other neighboring fire departments as well; every fire department in Utah County was joining the fight.

The work then continued for another two weeks — the south county fire departments stayed and kept fighting even when the reinforcements arrived.

The fires, eventually named the Bald Mountain and Pole Creek fires, grew to more than 100,000 acres in less than a week, and the event was designated the No. 1 priority fire in the nation. Approximately 6,000 people, including the entire populations of Woodland Hills and Elk Ridge, left under mandatory evacuation orders. More than 1,500 personnel were fighting to contain the fires at their peak.

Fighting large wildfires wasn’t a new experience for Santaquin and Payson crews; their firefighters often travel to other areas of the nation to lend a helping hand. Fighting that kind of fire at home, however,

Wildfires 2018 was surreal, Spencer said.

“It’s a lot easier when you go into somebody else’s mountains and protect structures and help suppress the fire,” Spencer said. “When it’s your own backyard, you’re just — you can’t believe this is happening.”

Olson said he had a few firefighters in his department that were fresh out of training and these were the first wildfires they had fought. “Everybody stepped up and everybody contributed in meaningful ways,” he said.

Both fire chiefs expressed appreciation for the support they experienced from local communities. The departments were overwhelmed with donations from residents such as water bottles, granola bars and snacks along with supplies like work gloves and socks. Businesses donated generously as well.

“A lot of the different restaurants donated food and different meals. It was amazing,” Spencer said. “We’ve been on a lot of different wildfires and never seen the type of response we saw here from the community bringing different donations to us. It was rare during that two weeks that we had to eat a sack lunch meal because there was always a business or a family bringing things into us.”

Eventually, the local fire departments were able to pull back and let crews from out of the region continue the fight. The fires were finally reported at 100 percent containment on Oct. 8.

In the end, no residential homes were lost. Olson credited this success to several factors including the work and dedication of individual firefighters, good management at incident command and public cooperation in adhering to evacuation notices.

“We had a really difficult scenario facing us and we did a good job and our system worked,” Olson said.

“It’s just kind of a testament to the kind of relationships we have down here — professional relationships and neighboring fire departments with common goals.”

“I think things went really well,” Spencer said. Payson firefighters respond on many calls with firefighters from Santaquin and other nearby communities, meaning the crews already knew each other and had worked together.

“We do training all the time on different scenarios, and so it’s good to see that all the training and practice we do … that it pays off on these larger events,” Spencer said.

Olson said many times when he drove out of Santaquin Canyon during the fires, he believed it would be the last time he’d see the canyon intact. While there was some damage, there are still a lot of trees and vegetation that will be in good condition this year.

“It was a big fire, but the forest will rebound,” Olson said. “It will thrive, it will rebound and thrive again.”

Imagine Payson Imagine Payson Imagine Payson helping city plan for next 30 years Payson City is well on its way to crafting a new plan that will shape and guide how the community will look, feel and grow in the next 30 years.

It’s all part of Imagine Payson, an update of Payson City’s general plan. During a time period of approximately 18 months, the city, with the assistance of a consultant team, is gathering input from residents and drafting the plan, as well as a series of infrastructure master plans, which will help the city anticipate and prepare for future growth while supporting existing residents.

According to Utah law, municipalities in the state are required to “prepare and adopt a comprehensive, long-range general plan for: a) present and future needs of the municipality; and b) growth and development of all or any part of the land within the municipality.”

Major changes are predicted to occur in Payson during the next three decades. By 2050, the city’s population is expected to increase to 72,000 people and 24,000 households, a 227 percent increase.

In addition to this population increase, Payson is expected to add 23,000 new jobs by 2050.

Imagine Payson was kicked off in April of 2018.

Since then, the Imagine Payson planning process has reached more than 500 residents through online outreach, a community open house and public workshops. The input received from residents has been utilized to create the Vision for Payson document, the first chapter of the city’s general plan update effort.

Released in January, the Vision for Payson document will serve as a guide as the update to Payson’s general plan is developed, reviewed and refined over the next several months. The final plan is expected to be presented to the city’s planning commission and city council sometime this fall for review and approval.

“This document represents the voices of Payson’s community members and guides the creation of a general plan and implementation strategy that will position Payson as a thriving, welcoming community with high-quality neighborhoods and services,” the introduction states.

The Vision for Payson document goes on to express the vision for various functional aspects of the city and list ways to achieve that vision. The aspects include: - Land use.

- Transportation.

- Public service and utilities.

- Economic development.

- Housing.

- Environment, open space and trails.

New I-15 Interchange Design approved for new Payson I-15 Interchange Final approval has been given by the Utah Department of Transportation for a “braided ramp” design to be used in the reconstruction of the Payson Main Street freeway exit, construction of a new additional exit and a new five-lane arterial road.

In cooperation with Payson City, UDOT completed a Final Environmental Impact Statement late last year that described several potential design alternatives for improving the Payson Main Street and I-15 interchange including the braided ramp option. The FEIS went on to recommend the braided ramp alternative as the best option.

On Feb. 28, UDOT issued a Record of Decision regarding the interchange that gave final approval to the selection of the braided ramps design.

This design includes creating a new freeway interchange 0.7 miles northeast of the existing Main Street interchange that will allow traffic to exit the freeway onto a planned new five-lane road called the Nebo Beltway.

The new road will proceed southeast from the free-

way to Arrowhead Trail Road and eventually connect with State Road 198 at 2100 West.

The design also shifts the existing Main Street exit south slightly, making it more perpendicular to the freeway and allowing room for the Nebo Beltway to tie into I-15. Main Street will be widened to five lanes at the I-15 interchange and tapered to its current configuration south of 600 North.

Ramps that cross over each other — giving them the name “braided ramps” — will help keep traffic freeflowing between the two exits.

“It provides another option for the area while still preserving that local connectivity to Main Street,” said Geoff Dupaix, region communication manager for UDOT’s Region 3.

The Record of Decision describes the future project in enough detail that the city can use it as a guide as it plans for the future.

“It also allows the local government entities, in this case Payson City, to begin preserving corridor as that area develops,” Dupaix said.

New I-15 Interchange This is of particular importance to Payson City as the city is currently updating its master plan to accommodate for anticipated growth in the area during the next 30 years.

There is currently no funding for final design or construction of the interchange project, and Dupaix said it’s too early to tell exactly when that funding may become available.

The FEIS states that the braided ramp alternative would cost about $183 million in 2020 dollars to construct.

Mountainland Association of Governments, the regional transportation planning group for urban Utah County, has a plan on which funding discussions are based, and the Payson project is in Phase 1 of that plan, said Darren Bunker, UDOT’s project manager over the Payson interchange project. Phase 1 is scheduled between 2020 and 2030, so the Payson project will likely be funded within the next 10 to 15 years.

“That does not mean that something could not happen sooner than that 10- to 15-year time frame” depending on how Payson grows and other needs in the area, Dupaix said.

Completing the Environmental Impact Statement study process at this time despite not having construction funding shows great foresight on the part of UDOT and Payson City, Bunker said. Environmental Impact Statements take years to complete — work on the Payson interchange EIS began in 2014 — and if it’s put off until funding for a project’s construction is allocated, the project will have to be put on hold until the EIS can be completed.

When the funding is made available, there will still be a few more

steps to take before construction can begin. These include engineering work, completion of the final design and right-of-way acquisition.

There was only enough engineering done for the FEIS to identify what the environmental impacts of the project would be and to identify the project’s footprint, Dupaix said.

The FEIS states that the Payson interchange project will address the following needs: - The existing infrastructure will not be able to adequately serve the projected transportation demands from a rapidly growing population in and around Payson.

- Existing design deficiencies compromise vehicle safety and limit the overall functionality of the interchange.

All the alternatives considered

would have reduced congestion and addressed current design deficiencies, the FEIS states. However, the braided ramp design had the lowest traffic delay, making it the best option.

“Beyond just traffic congestion, lower vehicle delay also improves air quality, decreases commuting costs and economic impacts, and enhances quality of life,” the FEIS states.

“Payson’s going to benefit by there being a more regional corridor,” Bunker said. The Nebo Beltway will provide a corridor for residents in Elk Ridge to more readily access the freeway and likely relieve traffic congestion on SR 198.

New Nebo Schools New schools underway in Nebo School District Payson High School will be rebuilt, with work beginning in 2023 and a completion date in 2025, as part of several major construction projects funded through a $298 million bond issue approved by Nebo School District voters in 2018.

Six major school construction projects are scheduled to be completed in Nebo School District within the next eight years using bond issue funds with an additional $47 million in saved capital funds. Work on the new Valley View Middle School, to be located at 340 S. Woodland Hills Drive in Salem, is now underway, with the school anticipated to open in the fall of 2020.

Two additional new middle schools — Maple Grove in the Spanish Fork-Mapleton area and Spring Canyon in the Springville area — will also be built along with complete replacements for Payson, Spanish Fork and Springville high schools.

Nebo School District Community Relations Administrator Lana Hiskey said growth in the district created the need for new schools.

“We are experiencing about 500 new students per year, which is almost an elementary school per year,” Hiskey said. “Cities have communicated with us that there’s a lot more building to come. Payson High, Spanish Fork High and Springville High will all be over 55 years old when they are rebuilt. They are currently in constant need of costly repair. The new schools will be adaptable and ready for technology-based learning while also having increased security measures and modern security systems. New schools are also built to current seismic standards, reducing risk to anyone that enters the buildings. It is important to our students’ future to address the academic and safety needs of students and staff.”

The construction of the three new middle schools, along with the planned conversion of Diamond Fork Junior High School in Spanish Fork and Mt. Nebo Junior High School in Payson to middle schools, will allow the district to return to its former middle school model. This model had students attending a middle school following elementary school instead of going directly to junior high.

In 2016, Nebo School District conducted a survey on grade reconfiguration models. The survey was available to every patron in Nebo School District; the results showed the majority preferred the middle school model.

Currently, students in the district attend kindergarten through sixth grade in elementary school, seventh through ninth grade in junior high and 10th through 12th grade in high school. The middle school model will have kindergarten through fifth grade in elementary school, sixth and seventh grade in middle school, eighth and ninth grade in junior high and 10th through 12th grade in high school.

The district eliminated middle schools in 2006 when the district didn’t have the funding to build more middle schools and junior high schools to accompany its two new high schools (Salem Hills and Maple Mountain), so elementary schools and junior high schools were built over time to address population growth.

The resulting school boundary changes with new high schools meant students would no longer go from middle school through high school with the same group of students from within the same geographical boundary. For example, Diamond Fork Junior High students currently split up after ninth grade with some going to Maple Mountain High School and others going to Spanish Fork High School.

New Nebo Schools Adding the new middle schools back into the system will allow the district to again have a group of students attending sixth through 12th grade together.

This “straight alignment pattern” means that all students in a middle school will go to the same junior high school and then to the same high school. In other words, the middle school and junior high boundaries are the same as the high school boundary.

The 2016 survey showed the straight alignment system was preferred by parents.

Placing sixth and seventh grade in middle school will relieve overcrowding in the elementary and junior high schools, Hiskey said.

The district was not considering rebuilding the three older high schools in this bond until the 2016 survey had many residents asking why the district wasn’t addressing that issue. Hiskey said after a year of study, it was determined that if a bond issue was passed now but construction on the high schools didn’t start until 2022, a tax increase would not be needed, which was an important consideration for the district.

Spanish Fork High School will be rebuilt first, with construction beginning in 2022. The plan for all three high schools is to build the new school next to the existing school and then tear down the old school after the new one opens.

“The biggest reason (SFHS was selected to be built first) is that it is the oldest building and, more importantly, will be the easiest to build on the current site,” Hiskey said. “There’s more green space on that property and the elevation is relatively flat.”

Payson High will be next, with construction beginning in 2023, and Springville High will follow in 2024.

Springville High’s site has Hobble Creek running along on one side and limited space surrounding the school, so it will be the most difficult logistically to deal with.

“We still need a facility where we can educate high school students while we are building these three new high schools and hope the community has patience with the parking during construction since the parking and green space will be where the new buildings will be built,” Hiskey said.

Mountain View Hospital Mountain View Hospital given 5-s tar ratings for spinal fusion, knee replacement Mountain View Hospital is 5-star rated for Spinal Fusion and Knee Replacement outcomes, according to a study released by Healthgrades, the leading online resource for comprehensive information about physicians and hospitals.

This achievement is part of new findings and data featured in the Healthgrades 2019 Report to the Nation. The new report demonstrates how clinical performance continues to differ dramatically between hospitals regionally and nationally.

Pickleball Courts Pickleball courts coming to Memorial Park Work has started on a recreation area in Payson that will make one of the nation’s hottest sports - pickleball - accessible to Payson residents.

Old tennis courts located on the southeast corner of Memorial Park are being torn out to be replaced with six lighted pickleball courts. A basketball area with six hoops will also be constructed in the area.

“Pickleball has been a booming sport the last few years and definitely something that’s been a demand,” said Payson City Recreation Director Karl Teemant.

The sport, which combines elements of badminton, tennis and ping-pong, has been a hot topic at Utah Recreation & Parks Association conferences in recent years, Teemant said. In 2012, there were six pickleball courts in northern Utah. By 2017, there were more than 150 pickleball courts in the area.

According to the USA Pickleball Association, pickleball is played on a badminton-sized court with a center net set to a height of 34 inches. It utilizes a perforated plastic ball similar to a WIFFLE ball and composite or wooden paddles about twice the size of ping-pong paddles. The equipment is inexpensive and easily portable.

It can be played indoors or outdoors and is easy for beginners to learn, but it can develop into a fastpaced, competitive game for experienced players.

The game can be played as singles or doubles, and no special apparel is needed – just something comfortable and appropriate for a court sport. The game can be played by all ages and is particularly popular in

school physical education programs and in adult living communities.

The game has developed a passionate following due to its friendly, social nature and its multi-generational appeal.

“It’s a fun sport,” Teemant said. Pickleball can accommodate various level of competition, from a lower level for beginners or people with limited mobility to a higher, faster pace for those who have mastered the sport.

Teemant said the Payson pickle ball courts will be done in time for residents to enjoy them this summer.

The $450,000 project to build the pickleball courts and basketball area is being funded through PARC tax funds as well as some general fund capital funding.

Pickleball celebrating its 54th anniversary this year The year 2019 marks the 54th anniversary of pickleball. It was invented in 1965 on Bainbridge Island, a short ferry ride from Seattle, Washington.

After playing golf one Saturday during the summer, Joel Pritchard, a congressman from Washington State, and Bill Bell, a successful businessman, returned to Pritchard’s home on Bainbridge Island to find their families sitting around with nothing to do. The property had an old badminton court, so Pritchard and Bell looked for some badminton equipment but could not find a full set of rackets. They improvised and started playing with ping-pong paddles and a perforated plastic ball.

At first, they placed the net at badminton height of

60 inches and volleyed the ball over the net. As the weekend progressed, the players found that the ball bounced well on the asphalt surface and soon the net was lowered to 36 inches. The following weekend, Barney McCallum was introduced to the game at Pritchard’s home. Soon, the three men created rules, relying heavily on badminton. They kept in mind the original purpose, which was to provide a game that the whole family could play together.

The game evolved from the original handmade equipment and simple rules into a popular sport throughout North America and is now taking off in other parts of the world.

According to Joel Pritchard’s wife Joan, she started calling the game pickleball because “the combination of different sports reminded me of the pickle boat in crew where oarsmen were chosen from the leftovers of other boats.” However, according to Barney McCallum, the game was officially named after the Pritchards’ dog Pickles who would chase the ball and run off with it. According to McCallum, “The Pritchards had a dog named Pickles, and you’re having fun at a party, right? So anyways, what the hell, let’s just call it pickleball.”

Others claim both accounts may be true. In the early years, no official name was assigned to the game.

However, a year or two after the game was invented, the Pritchards purchased a cocker spaniel and named it Pickles. As the game progressed, an official name was needed and “pickleball” was it.

During the spring of 1976, the first known pickleball tournament in the world was held at South Center Athletic Club in Tukwila, Washington. Many of the participants were college tennis players who knew very little about pickleball. In fact, they practiced with large

wood paddles and a softball sized whiffle ball.

In 1984, the USA Pickleball Association “was organized to perpetuate the growth and advancement of pickleball on a national level.” The first rulebook was published in March, 1984. By 1990, pickleball was being played in all 50 states.

Santaquin Orchard Days Annual Orchard Days celebration puts the cherry on top Each year during the last week of July, Santaquin City hosts its Orchard Days celebration. This year’s Orchard Days will be held July 27 through Aug. 3.

Named after the area’s plentiful orchards, the celebration includes many different events for all ages.

The week begins with the Little Buck-A-Roo Rodeo at the Santaquin Rodeo Arena. This rodeo features events such as sheep riding for kids 7 years old and younger as well as goat tying, break away roping and mini bull riding for other youth.

The Family Night event offers activities for every member of the family including a children’s parade, food and craft vendors and musical entertainment.

Rowley’s Red Barn hosts the annual Cherry Pit Spit where residents compete to see who can spit their pit the farthest.

On the final day of the celebration, the long list of events includes a 5K run, the Grand Parade, a quilt show and the popular Saturday in the Park event that features a car show, a craft boutique, music performances and a horseshoe tournament.

The RMPRA Orchard Days Rodeo is held on the final two nights of the celebration at the rodeo arena. Fireworks follow the rodeo action each night.

Miss Santaquin 2018 My year as Miss Santaquin has been the best year yet. Not only have I learned so much about myself, but I’ve also learned so much about my community. I’ve been able to do so much throughout this year including implementing my Social Impact Initiative in Santaquin.

My Social Impact Initiative is Mental Health Awareness. I’ve had the amazing opportunity to host assemblies at all three elementary schools in Santaquin and teach the students about emotions and positive coping skills. I also was able to host a fun run from which all proceeds went to a mental health hospital.

These things are just a few examples of the many, many activities I’ve been a part of this year. This truly has been the best and most opportunistic year of my life.

Volunteer of the Month Santaquin begins Volunteer of the Month program Santaquin has kicked off a new program in 2019 called Volunteer of the Month. With all the wonderful volunteers in the community, city officials want to recognize them and their efforts.

As part of the program, a small committee of residents works together to learn about volunteers in the city and submit names to the mayor for consideration.

It is not an easy job for the mayor to narrow down the most deserving as there are several nominated each month.

The volunteer selected is then recognized at a city council meeting and on the city’s social media pages as well as its website. It is an honor to recognize these volunteers and their tireless work.

Mandi Southwick was honored in January as Volunteer of the Month for her volunteer efforts during the area fires last year. During the early part of the fire situation in 2018, Southwick saw the need to collect supplies for our local firefighters and for those who would be joining our fighters.

Volunteer of the Month which eased the growing responsibilities of our firefighting team.

Southwick stayed active on social media to inform the residents where supplies could be delivered. She worked with our city’s public information officer to keep the right kind of supplies coming in and then delivered the supplies directly to where they were needed. Her volunteer efforts greatly benefited our community during a very stressful time.

Manny Escoto was honored in February as Volunteer of the Month for his work helping the Hispanic community. His volunteer efforts involve hosting classes to help our Hispanic community acquire their driving privilege cards so they can drive legally.

Since the test is in English, Escoto is able to teach the students some English and then read the questions to them when taking the test. He has helped a lot of our own community members in this way during the past year.

More commonly known as the Nebo Loop, this 35mile paved road offers visitors spectacular views of 12,000-foot Mt. Nebo as they travel through diverse vegetation from oak and juniper to aspen and sprucefir. Wildflowers are common during the summer and the drive is known for its views of bright fall foliage in the autumn months. There are several pullouts to scenic overlooks along the way; one popular stop offers access to Devil’s Kitchen, an area with brilliant red rock cliffs and spires.

Due to the Pole Creek and Bald Mountain fires, which burned 120,000 acres in the area last fall, some areas and trails along the Nebo Loop will remain closed when the road is opened this spring. This will allow the area to be assessed for dangers and repairs to be made.

Directions: To access the byway from the north, from Interstate 15 take Exit 248 in Payson, heading east on 800 South. Turn right onto 600 East, which becomes the Nebo Loop road (FR 015) and follow it into the mountains. To access the byway from the south, from Interstate 15 at Nephi take Exit 225 to travel east

Area Attractions on State Route 132. Five miles from the interstate, look for a left turn (north) onto Forest Road 015, which is the scenic byway. Travel north on the byway, following the signs at junctions. The byway ends just outside of Payson.

MOUNT NEBO WILDERNESS

The Mount Nebo Wilderness encompasses more than 27 acres and boasts the highest peak in the Wasatch Mountain Range: Mt. Nebo, with a peak at 11,928 feet. It was named Mt. Nebo, which means “Sentinel of God,” by the early Mormon pioneers. This wilderness area, located minutes south of the PaysonSantaquin area, has a 23-mile trail system offering hiking, backpacking, horseback riding and other recreational opportunities.

Area Attractions noeing and picnicking. Big East Lake, the largest of the lakes, offers a walking path, picnic tables and a sandy beach area. The Payson Lakes Campground offers sites for both RV’s and tent camping as well as areas for group and individual camping.

PETEETNEET MUSEUM AND CULTURAL ARTS CENTER The historic Peteetneet School opened its doors in 1902 and served local students for many decades. It was named after Indian Chief Peteetneet who was very friendly and helpful to the early Payson settlers.

In 1987, Nebo School District abandoned the building and the property reverted to Payson City. A concerned group of citizens raised funds to restore the building and it is now home to the Peteetneet Museum and Cultural Arts Center.

The museum hosts various art exhibits throughout the year and has a permanent collection of art and historical artifacts. The School Room exhibit shows what a school room would have looked like when the Peteetneet School opened, and the Freedom Room

SANTAQUIN CANYON

Santaquin Canyon is the most pristine and automobile-accessible canyon along the Wasatch Front. It is a closely guarded secret of the local residents who enjoy getting away for summer evenings of campfires and cooler temperatures. Santaquin Canyon provides a quiet access to the Nebo Loop Scenic Byway and recreational areas such as Tinny Flats Campground, Trumbolt Day Use Area and many U.S. Forest Service trails.

It also provides access to several natural areas such as the Nebo Wilderness Area and Santaquin Meadows.

It is home to many species of wildlife including wild turkey, coyote, cougar, mule deer, elk and black bear, to name a few. It is known as a destination for ice and mixed climbing and is slowly being established as a rock-climbing destination as well. Several establish bolted sports routes are located on the limestone cliffs. In winter, there is a good mix of ice routes available. The canyon road closes for winter at Trumbolt

SANTAQUIN CHIEFTAIN MUSEUM

Located at 100 W. 100 South in Santaquin, this community-sponsored museum boasts a historic library, blacksmith shop, military room and an old-fashioned Main Street area complete with a dress shop, saloon, police station and doctor’s office. The museum is open to the general public daily during the Santaquin Days celebration in August and private tours the rest of the year.
