Vision 2047: The Foundation of Viksit Bharat VIKSIT Bharat, or "Developed India," is not just a goal; it is a vision that reflects the aspirations of over a billion Indians. India’s power grid is the third largest in the world and has maintained stability since 2009. What are some of the key strategies or technologies that have contributed to this stability?

The stability of India's power grid is underpinned by several key strategies and technologies. One pivotal approach is the integration of renewable energy sources, particularly solar and wind power, which enhances grid flexibility. Gujarat is at the forefront of this transition, boasting significant wind energy capacity and ambitious projects such as wind-solar hybrid parks and offshore wind initiatives. Additionally, the emphasis on power system flexibility—leveraging conventional thermal and hydro generation, energy storage, and demand response—plays a crucial role. Smart grid technology further enhances stability by utilising advanced data, communication, and control systems to manage grid efficiency and reliability. In Gujarat, modernisation efforts, including the deployment of smart metres and SCADA systems, exemplify this approach.

How does your organisation address challenges related to grid resilience and security, especially in the face of natural disasters or cyber threats?

Ensuring grid resilience involves a multifaceted approach. For natural disaster preparedness, we have established robust infrastructure and comprehensive contingency plans, including regular equipment maintenance and disaster management strategies to facilitate rapid recovery. In terms of cybersecurity, we adopt a proactive stance, employing advanced firewalls, intrusion detection systems, and regular audits to safeguard our networks.

Additionally, we collaborate with government agencies and industry partners to stay ahead of emerging threats. Investment in cuttingedge technologies, such as grid automation

and real-time monitoring systems, further strengthens our security measures and resilience capabilities.

Weather patterns can impact power needs significantly. How does your organisation utilise technology to incorporate weather data?

We leverage several technologies to incorporate weather data into power grid management. Smart grid systems utilise sensors to gather real-time data on weather parameters, enabling proactive responses to weather-related challenges. IoT technologies facilitate precise forecasting and enhance plant availability and grid management.

Moreover, advanced weather prediction tools, including satellite imagery, help anticipate the integration of renewable energy sources. The development of underground infrastructure for transmission cables also mitigates weather-related risks, ensuring consistent power supply.

With advancements in technology, what future innovations do you foresee revolutionising power grid management?

The future of power grid management is poised to be revolutionised by several innovations. The Internet of Energy, integrating IoT devices, promises real-time energy monitoring and control, enhancing grid efficiency and sustainability. Dynamic renewable integration and AI applications will optimise grid operations and predict power demand, while energy management systems will streamline production and distribution.

Microgrids will offer resilience and facilitate renewable energy integration, especially in critical sectors requiring uninterrupted power.

What are the primary objectives of implementing smart metres and net metres in Gujarat, and how do they align with the state's energy goals?

The implementation of smart metres and net metres in Gujarat aims to enhance efficiency, transparency, and grid management. Smart metres provide real-time consumption data, enabling accurate billing and better energy management. Net metres facilitate the integration of rooftop solar installations, supporting Gujarat’s renewable energy goals.

These technologies also empower consumers by giving them greater control over their energy usage and contribute to the modernisation of the power grid, aligning with the state’s objectives of increasing renewable energy use and improving grid reliability.

How does the integration of smart metres and net metres improve consumer benefits and energy management?

The integration of smart metres and net metres offers significant benefits in terms of energy management. Gujarat has proactively embraced the electric vehicle (EV) revolution through several policies and initiatives. The Gujarat State Electric Vehicle Policy 2021 aims to transition the transportation sector towards electric mobility and position the state as a manufacturing hub for EVs and related equipment. This policy includes substantial subsidies for electric vehicles, charging infrastructure development incentives, and provisions for students, public buses, and erickshaws. These efforts reflect Gujarat’s commitment to reducing air pollution, fostering green mobility, and driving the growth of the EV sector.

As a leader with extensive experience, what advice would you offer to young professionals and aspiring leaders who want to make a significant impact?

Continuous innovation, investment in infrastructure, and collaborative efforts are essential to addressing the evolving challenges posed by natural calamities. As India continues to embrace and invest in these technologies, it is laying the foundation for a safer, more resilient future.

From Classrooms to Careers India’s Roadmap for Educational Excellence and Skill Empowerment 22 August 2024

India's vast and diverse educational landscape and ambitious skill development initiatives represent a crucial intersection in shaping the nation's future. With a population distinguished by its youthful demographic and burgeoning economic potential, the imperative to enhance educational frameworks and skill-building mechanisms has never been more pressing.

Labour Market Dynamics and Employment Trends India's labour market has seen notable improvements recently, with the unemployment rate dropping to 3.2% in 2022-23, indicating a strong recovery.

Increased youth and female workforce participation offers significant demographic and gender dividends. Net payroll additions under the Employees' Provident Fund Organisation (EPFO) have more than doubled in five years, reflecting substantial growth in formal employment, partly driven by the Aatmanirbhar Bharat Rojgar Yojana (ABRY).

Government Initiatives and Skill Development Programmes To address labour market needs, the Indian government has introduced several initiatives.

The 2015 National Policy for Skill Development & Entrepreneurship (NSDE) focuses on bridging skill gaps, improving industry engagement, and expanding apprenticeships.

It prioritises equity, targeting marginalised groups and promoting entrepreneurship, especially among women.

Key initiatives under the Skill India Mission include: Pradhan Mantri Kaushal Vikas Yojana (PMKVY): This flagship scheme, managed by the National Skill Development Corporation (NSDC), aims to provide skill development training nationwide.

PMKVY 3.0 introduced the Skill Hub Initiative, integrating skill training into educational ecosystems, while PMKVY 4.0 emphasises industry alignment and

This initiative aims to uplift rural populations through skills pertinent to local markets, prioritising women and minorities.

National Apprenticeship Promotion Scheme-2 (NAPS-2): This scheme promotes apprenticeship training by offering partial stipend support and building capacity within the apprenticeship ecosystem. With 42,453 unique establishments engaging apprentices, NAPS-2 is pivotal in expanding practical training opportunities.

Craftsman Training Scheme (CTS): Delivered through a network of 15,016 Industrial Training Institutes (ITIs), CTS provides long-term vocational training across various sectors, equipping youth with skills for employment and self-employment.

Bridging Education and Employability Various initiatives like Rozgar Melas, organised by the National Skill Development Corporation, provide job opportunities and support industrial growth. The 'Skill India International' (SII) programme enhances global career mobility by aligning training with international demands. The National Education Policy 2020 highlights the need for vocational education and improved teacher capacities, while the New Employability Skills curriculum, developed with Quest Alliance, equips learners with essential 21st-century skills, available on the NSDC’s eSkillIndia portal.

Capital Expenditure Surge: Fueling Growth The National Highways Authority of India (NHAI) has significantly ramped up its capital expenditure over the last five years. This financial commitment underscores the government’s determination to enhance the national highways network and overall infrastructure.

The expansion from approximately 91,287 km in March 2014 to an impressive 146,126 km as of July 25, 2024, highlights the scale of this development. This growth is a direct result of the government's commitment to improving road connectivity and infrastructure across the country.

Bharatmala Pariyojana: Connecting India A pivotal initiative driving this transformation is the Bharatmala Pariyojana. This flagship program encompasses various road projects categorized to address specific connectivity needs:

Economic Corridors Development: These corridors facilitate the seamless movement of goods and people across the country, enhancing trade and economic activity.

Inter-corridor and Feeder Routes Development: This focuses on enhancing connectivity between major highways and local roads, ensuring smooth traffic flow.

National Corridors Efficiency Improvement: Upgrading existing corridors for optimal efficiency and reduced travel time.

Border and International Connectivity Roads: Strengthening links with neighbouring countries to promote cross-border trade and cooperation.

Coastal and Port Connectivity Roads: Facilitating trade and commerce by improving access to ports and coastal areas.

Job Creation and Socio-economic Impact Infrastructure development is not just about building roads; it’s about creating livelihoods and driving socio-economic growth. NHAI’s efforts in constructing national highways have led to significant job creation: Direct Employment: Constructing 24,050 km of national highways generated an estimated 45 crore man-days of direct employment.

Indirect Employment: An additional 57 crore man-days of indirect employment were created through related industries and services.

Induced Employment: The ripple effect extended to 532 crore mandays of induced employment, benefiting local communities and enhancing economic opportunities.

Expressways: Developing high-speed, controlled-access roads for efficient travel.

As of March 2024, the Bharatmala Pariyojana has awarded 26,425 km of road projects and successfully constructed 17,411 km, with an expenditure of Rs. 4.59 lakh crore. This ambitious program is a testament to the government’s commitment to enhancing the country’s infrastructure.

Greenfield Corridors: Paving the Way Ahead NHAI’s commitment extends to developing greenfield corridors—newly developed expressways and access-controlled highways that are designed to meet future traffic demands and improve connectivity: Expressways: Five expressways covering 9,860 km are currently underway, with an approved/estimated project cost of Rs. 4,19,130 crore. These expressways are expected to significantly reduce travel time and enhance connectivity between major cities.

Access Controlled Highways: Twenty-two access-controlled highways are part of this ambitious plan, designed to provide safer and faster travel options.

North-East Region: Bridging the Connectivity Gap In the North Eastern Region (NER), road and transport infrastructure development is a high priority. The government has made significant strides in improving connectivity in this region: NH Construction: Over the past decade, 9,984 km of National Highways have been constructed in the NER, with an expenditure of Rs. 1,07,504 crore. This construction has significantly improved access to remote areas, promoting economic development and integration.

Ongoing Projects: Currently, 265 NH projects are under implementation, covering 5,055 km, with a total cost of Rs. 1,18,894 crore. These projects are aimed at further enhancing the connectivity and infrastructure in the NER.

Special Focus: The Ministry allocates 10% of the total budget specifically for NER development, ensuring that the region receives dedicated attention and resources.

East-West Corridor: A dedicated initiative aims to improve connectivity within the region, linking key economic and cultural hubs and facilitating smoother travel.

Environmental Sustainability and Technological Advancements The Ministry of Road Transport and Highways (MoRTH) issued the Green Highways (Plantation, Transplantation, Beautification & Maintenance) Policy 2015 to promote environmental sustainability. This policy includes annual plantations along the surplus median and roadside land according to the agro-climatic zones of the project areas. As of July 24, 2024, 402.28 lakh saplings have been successfully planted, contributing to the beautification and ecological balance of highway landscapes.

A pilot study for a Global Navigation Satellite System (GNSS) based user fee collection system has been completed on two key highway stretches: the Bengaluru-Mysore section of NH-275 in Karnataka and the Panipat-Hisar section of NH-709 in Haryana.

GNSS aims to streamline toll collection processes and improve efficiency, similar to systems operational in countries like Germany, Russia, and Slovakia.

Additionally, in a significant step towards supporting electric mobility, a total of 5,293 Electric Vehicle (EV) charging stations have been established along National Highways, including 4,729 stations set up by the Ministry of Petroleum and Natural Gas with an investment of Rs. 178 crore. The Ministry of Heavy Industries targets establishing 5,833 EV

charging stations as part of a broader plan to deploy 7,432 stations, with a capital subsidy of Rs. 800 crore allocated to oil companies.

Road and Bridge Maintenance and Safety The Ministry of Road Transport and Highways allocates the Central Road Infrastructure Fund (CRIF) to State Governments and Union Territories for the development and maintenance of State Roads. Currently, 1,209 State Road projects, spanning approximately 14,369 kilometers and totalling Rs. 37,098 crores, are underway, with completion expected in phases by 2027.

To ensure the structural integrity of National Highways and their bridges, regular visual and equipment-based periodical inspections, evaluations, and monitoring are mandated. Structural health monitoring is conducted in real-time for critical bridges, and the Indian Bridge Management System (IBMS) has been sanctioned for comprehensive oversight and maintenance of bridges across the entire National Highway network.

Conclusion India’s road infrastructure journey over the past decade has been one of ambition, progress, and inclusivity. The extensive efforts and investments by the Ministry of Road Transport and Highways, alongside various other government initiatives, demonstrate a robust commitment to transforming India’s road infrastructure. From significantly increasing capital expenditure and expanding the National Highway network to enhancing rural connectivity and prioritizing road safety, these initiatives collectively aim to foster economic growth and improve the quality of life for citizens. In alignment with its Stockholm Declaration commitment, the Government of India aims to cut road fatalities and injuries by 50% by 2030. This goal is pursued through a multipronged strategy known as the 4E's— Education, Engineering, Enforcement, and Emergency Care. Road safety audits, conducted by third-party experts, are mandatory at all stages of these projects, with allocated funds ranging from 2.21% to 15% of the total project cost depending on the structures involved. Furthermore, the Ministry supports road safety awareness campaigns, financial aid for Model Driving Training Institutes, and improvements to public transport systems.
