Annually, C&S’s bridge professionals provide administration and design services on more than $10 million of bridge projects. Projects range from minor reha-

bilitations to major replacements. Our licensed engineers are intimately familiar

with the locally administered federal aid (LAFA) process, designing between 6-8 LAFA bridge projects each year. Our experienced and creative bridge staff work effectively with local governments and major state transportation agencies and authorities. The bridge staff at C&S also has experience with rehabilitation and

replacement designs for tunnels under airport runways. Services include bridge

inspections, comprehensive bridge and transportation facilities planning, replacement and rehabilitation design, tunnel inspection and design, retaining structure design, pedestrian bridges, design-build, load ratings, diagnostic load testing, and fiber reinforced polymer (FRP) bridges.

MONROE COUNTY DOT LAKE ROAD PHASE II REHABILITATION PROJECT Monroe County entrusted C&S with the design of one of its largest locally funded projects in years. This $8.6 million, 2.3-mile-long project included a 2R pavement rehabilitation and full depth shoulder widening for the entire project

length. The primary goal of the project was to address the poor pavement conditions and widen the shoulders on this narrow road to improve safety and provide better access to pedestrians and bicyclists. Key project elements included: ♦ Multiple horizontal and vertical realignments on this winding road

♦ A complete drainage system replacement to address major drainage issues throughout the corridor

♦ Significant utility coordination, including the relocation of dozens of overhead poles, watermain relocations and installation of a gas main

♦ 28 strip acquisitions along this very complicated, winding ROW

♦ Replacement of a large culvert as well as removal of an abandoned railroad bridge that constricted the roadway ♦ Development of a new trail connection as the railroad bridge carried a rail trail ♦ Complete reconfiguration of one intersection due to safety concerns

♦ Multiple retaining walls to maintain the terrain as a result of the road widening ♦ Ornamental fencing and new mailboxes to maintain the aesthetics of the area

♦ On-site traffic maintenance except for during the culvert replacement and railroad bridge removal, where detours were used with time restrictions



STEUBEN COUNTY DPW CR 119 BRIDGE REPLACEMENT OVER THE CANISTEO RIVER Few bridge projects face the number of major challenges that were encountered on this project. Between a major

railroad crossing within 100 feet of the bridge, a stream tributary directly adjacent to the southwest wingwall, and a cemetery in the northeast quadrant, the proposed design improved geometry across the bridge and through the

railroad crossing while avoiding the cemetery. Further complicating matters was the need to maintain traffic on the existing bridge during construction, as the truck detour was 30 miles long and added over an hour of travel time. Key project elements included: ♦ Replacement of the existing two span truss bridge with a 190-foot long, 2-span continuous steel multi-girder structure ♦ The new bridge was built on an adjacent alignment, allowing for construction of the new bridge while maintaining traffic on the old bridge at all times

♦ Semi-integral abutments were used to maintain a tall hydraulic opening, while minimizing impacts to an adjacent stream tributary and railroad crossing

♦ Cast in place steel casing piles were used due to the questionable soil conditions

♦ An unbalanced span configuration was used to keep the main channel of the river flowing under span 2

♦ The new alignment required the design of a completely new railroad crossing, only 100 feet off the east end of the

bridge. Significant railroad coordination was needed to make sure the proposed design minimized impacts on the railroad, and the new geometry blended in with the railroad elevations.

♦ 300-feet of an adjacent stream tributary was relocated using a special enhanced wetland detail, with restoration including 40 new trees

♦ Improved highway geometry allowed for an increase in design speed from under 25mph to 35mph.

♦ Coordination with a major gas pipeline was needed, including modifying a crossing under the railroad

♦ All work was completed without any impacts to the adjacent cemetery, thereby eliminating 4f processing

♦ Five ROW acquisitions were needed, including one acquired through eminent domain, and two transactions with Norfolk Southern railroad, adding significant complication




CITY OF SYRACUSE ONONDAGA CREEKWALK, PHASES I & II In total, phases I and II of the Syracuse Creekwalk constitute

4.5 miles of urban trail within the City of Syracuse, paralleling

Onondaga Creek, from Onondaga Lake at the city’s northern limits, to Armory Square at the city’s core, to Kirk Park on the City’s South Side. These two phases are an additional step in

forming the spine of an interconnected network of trails that

will eventually connect the City of Syracuse with the “Loop the Lake” and Empire State trails. With the completion of Phase II in 2020, trail users are able to experience nature within

the heart of the city and have a direct and safe walking and biking route that covers fully 2/3 of the City, and has in fact

been used as a portion of the famous “Mountain Goat Run”

which is sponsored by the City each year. The Creekwalk now allows people to experience nature in the heart of the City,

with views of historic buildings, a marina and park at the Inner Harbor, a nature preserve type-setting at the lakeshore, and a greenhouse and play area at lower Onondaga Park.
