For over 20 years, the Great Lakes Region of C&S's Aviation practice has worked closely with a diverse group of airports ranging from general aviation to hub airports of all sizes—non-hub, small, medium, and large.
Our team is dedicated to helping our clients achieve their vision through landside and airside engineering, grants administration, construction services, and other specialized disciplines. As a firm, we have successfully completed more than 250 separate airport planning, environmental, design and construction projects during the past five years and well over 2,500 during our 55 years serving airport clients. The majority of our contracts involve multi-year on-call agreements, allowing us to deeply understand our clients' needs and function as an extension of their staff.
With offices in Livonia (MI), Cleveland (OH), and Hebron (KY), we have successfully managed hundreds of projects eligible for Airport Improvement Program (AIP), Bipartisan Infrastructure Law (BIL), Zero Emission Vehicles (ZEV), and federal and state grants. Gerald R. Ford International Airport (GRR) On Call
Projects include the creation of tenant development standards, FBO apron and taxilane connector construction, perimeter fence, a new fuel facility, Runway 17-35 and 8L-26R pavement repairs, SRE building, and south perimeter road reconstruction.
Detroit Metropolitan Wayne County Airport (DTW) On Call
For 20 years, C&S has performed on-call engineering services at Detroit Metro and Willow Run airports. The contracts have encompassed a wide variety of projects and tasks including airfield, landside, environmental, and facilities.
Cincinnati/Northern Kentucky International Airport (CVG)
C&S has completed numerous projects at CVG. From safety area and parking studies to apron and runway rehabilitations, our team has served as an extension of staff, providing value and responsive service to solve CVG's unique and difficult challenges.
Erie-Ottawa International Airport (PCW) On Call
C&S has supported PCW for nearly 20 years, providing planning, design, and grant administration services. Notable projects include a master plan update, various pavement rehabilitations, runway markings, lighting upgrades, and airport management consultation.
Grosse Ile Municipal Airport (ONZ) On Call
Grosse Ile is a reliever airport with 16,000 annual operations and 65 based aircraft. C&S has completed a two-phase pavement study, an ALP/ Exhibit A update, reconstruction of Runway 4-22, reconstruction of Taxiway A, and an apron rehab.

Detroit Metropolitan Wayne County Airport (DTW) Runway 3L/21R Reconstruction and CDF
C&S designed and oversaw the construction of the $220M reconstruction of Runway 3L-21R; taxiways M, P, PP, and P4, extension of Taxiway P, and new centralized deicing facility (CDF). C&S was responsible for existing base mapping, demolition, grading, drainage, utility improvements, sustainability and security fencing.
San Diego Int'l Airport (SAN)
Airport Development Plan (ADP)
C&S was the leading airside design team partner for the ADP Airside Improvements Project at SAN. The $250M project includes design and construction of the airside portions of Terminal 1 Replacement Program. All infrastructure outside of the T1 footprint and within the Aircraft Operations Area was included in the C&S design scope.
Buffalo Niagara Int'l Airport (BUF) Runway 5-23 Rehabilitation
and Reconstruction
The $45M rehabilitation and reconstruction of the primary runway at BUF required a comprehensive construction work phasing plan to allow for continuous aircraft operations throughout the project duration. C&S was also lead engineer for all lighting and electrical improvements.
Tampa Int'l Airport (TPA) Airfield Perimeter Fence Replacement
C&S designed the removal and replacement of the entire airfield perimeter fence and gates at TPA, approximately 17 miles. The phasing required the contractor to maintain a secure perimeter for the duration of this $9.5M project.

St. Pete-Clearwater International Airport Passenger Terminal
Improvements—C&S is providing architectural, engineering, planning and construction administration services for the expansion of the airport's existing terminal building to meet the present and future passenger and operational demands.
Orlando International Airport New Terminal C—C&S was the prime structural design firm for the $2.8 billion project to construct a new, 1.8 million s.f. terminal. C&S led a team of national and local firms in the design of the campus’ structural systems for the main airside & landside terminal building, along with multiple auxiliary buildings.
Gerald R. Ford International Airport Snow Removal Equipment (SRE)
Storage Building—C&S provided architectural, structural, civil, AIP programming, and grant administration services for the construction of a 20,000 s.f. SRE facility. Included was the construction of a 7,800 SY extension to the existing facility apron.
Atlantic Aviation New Hangar Development (Phase 1)—C&S performed civil, structural, architectural, MEP, and life safety services for a hangar expansion at Orlando Executive Airport. The expansion involved two new hangars along with six offices along the back of the facility. The apron was rehabilitated and a parking lot in front of the facility was built.
United Airlines Maintenance Operations Center at San Francisco International Airport—C&S is assisting the airline in its efforts to assess existing infrastructure assets, develop feasibility studies, and to develop options & recommendations for mitigating highest operational risks.

Project Examples
Indianapolis International Airport
C&S led the sustainability and Envision administration efforts for the strengthening and enhancement of Runway 5R-23L and Taxiway D. It is the first airfield project in the world to achieve Envision Platinum, the highest rating, and included innovative technologies such as carbon sequestering concrete. C&S is also the prime consultant developing IND's Sustainability Management Plan, the first such FAA-funded plan to fully integrate resilience considerations.
San Diego International Airport
C&S has served as the on-call sustainability consultant since 2019, providing an array of services including a central utility plant electrification study; the airport's first Environmental, Social, and Governance (ESG) report; and an Envision Gold award for the airport's recent airside redevelopment project.

Project Elevate—Concourse A Expansion
Gerald R. Ford International Airport Authority | Grand Rapids, Michigan
C&S was part of a multi-discipline design team responsible for the civil and structural components for Project Elevate. Participation included construction safety and phasing, site demolition, utility relocation, pavements, pavement markings, foundation design and structural steel design.
Concourse A Expansion is the first phase of Project Elevate and includes a $97 million extension of Concourse A to accommodate projected passenger growth over the next 20 years.
Building construction added eight gates and new amenities. Concourse A had seven gates, while Concourse B had eight gates. The first portion of Project Elevate added eight new gates to Concourse A, widening the 66-foot concourse to up to 120 feet and lengthening by 510 feet to a total of more than 900 feet. Expansion of the terminal apron to support this state-of-the-art concourse was completed as an enabling project prior to building construction, thanks to more than $14.4 million in federal and state commitments from the Federal Aviation Administration and the Michigan Department of Transportation.
Project Elevate represents continued implementation of
GRR’s master plan, which reviewed past and projected passenger growth along with infrastructure shortfalls before developing a plan to accommodate that growth and “connect GRR to the world”. In addition to roadways and gates, the master plan anticipates the additional facilities and airfield infrastructure needed to meet growing demand for air travel.
The GRR morning launch is now more seamless for passengers and airlines, and the airport is situated to accept many more daily flights for thousands of additional passengers.

Passenger Terminal Renovation
Syracuse Hancock International Airport | Syracuse, New York
C&S was the architect, engineer, and construction manager for a landmark $45 million renovation and upgrade to Syracuse Hancock International Airport’s passenger terminal. The improvements include a streamlined layout and new interior and exterior materials and furnishings to give passengers a more modern, functional,
and welcoming space. Built in the 1960s, the terminal still featured many original materials and layouts. Working on an accelerated timeline, this multi-phase, large-scale project was completed on time, after just a 13-month construction period, with passenger access and airline operations uninterrupted.
A new exterior façade and canopy boldly brand the airport and bring natural daylight into the entire front of the terminal. Clad in perforated weathering steel panels, the front entry also includes large, energyefficient windows.
The entire front lobby was updated with new modern finishes, including locally quarried stone walls. In the main terminal lobby, free-standing kiosks for rental car, ground transportation, taxi, and general information make amenities easily accessible. New, larger flight information display units help passengers find flight information. The original midcentury modern sawtooth ceilings are accented by bold sculptural art lighting that emphasizes this signature feature. Green roofs covering the entry vestibules into the lobby and energy-efficient lighting throughout the building further the airport’s commitment to sustainability.
A new Regional Aviation History Museum features local aviation milestones and contributions and displays large pieces of aviation equipment.

On-Call Airport Architectural and Engineering Services
Detroit Metropolitan Wayne County Airport | Detroit, Michigan
C&S has been working for the Wayne County Airport Authority (WCAA) performing on-call architectural and engineering services at Detroit Metro and Willow Run airports since 2005 and were recently selected again in 2019. The contracts have encompassed a wide variety of projects and tasks including airfield, landside, environmental, and facilities. Many of these projects were included in the airport’s capital improvement program.
♦ Runway 4L/22R and Taxiway Q Pavement Analysis—The WCAA needed assistance in preparing final construction test reports for in-place portland cement concrete pavement. C&S used the original construction test results and
performed percent within limits calculations as required by FAA specifications. The final test reports prepared by C&S also included documentation and analysis of the in-place pavement.
♦ Super Bowl XL pavement analysis—C&S helped the WCAA determine the strength of the existing taxiway shoulder pavements for parking aircraft during the weeks around Super Bowl XL held in Detroit on February 5, 2006.
♦ Runway 3R/21L RSA/navaids study—C&S prepared a study and final report for the RSA of Runway 3R/21L
♦ Runway 3R/21L navaids improvements—Phase I included
modifications and improvements to the approach lighting systems at both runway ends. Phase II included modifications and improvements to both approach lighting systems, relocation of the Runway 3R localizer antenna array, runway safety area grading, and relocation of airport access roads outside the runway safety area.
♦ Voluntary Airport Low Emissions (VALE) Program—C&S helped the WCAA secure a VALE grant of more than $5 million, which was used to support three capital components of the new North Terminal.
♦ Engineering study for Taxiways P4, M4, and M6—C&S analyzed the existing taxiway layouts and provided alternatives and recommendations for improving the geometry, lighting, signage and makings.
♦ Roadway pavement analysis—C&S completed an engineering study to compare alternative road construction methods including concrete, hot mix asphalt, and high strength hot mix asphalt
♦ Runway extension analysis for Runway 4L/22R—The analysis included identifying feasible runway extension lengths at
both ends of the runway and the use of declared distances.
♦ Hangar No. 2 utility study— C&S completed an inventory of the existing utilities for Hangar No. 2 at Willow Run Airport to prepare the site for demolition of the hangar. The analysis included identifying water, sanitary sewer, storm sewer, electrical, gas, and communications and providing conceptual plans for relocation and decommissioning of these utilities.
♦ Water main relocation—C&S designed the relocation of 1,500 feet of 12-inch water main at Willow Run Airport.
♦ Airfield Signs and Markings Near Runway 4L/22R—WCAA needed to install ILS hold signs and markings for the new ILS critical areas. C&S designed a set of bid documents and provided construction administration and inspection.
♦ Public Safety Training Facility Fence —C&S designed and completed the construction phase services for a new security fence that separated a training facility from the AOA. The project included 2,300 feet of new security fence, a new gate with access control and video camera, and a new perimeter road. Analysis included mitigation of FAA radar impacts.

♦ New Taxiway B—C&S completed a feasibility study, final design and construction phase services for a new taxiway in the heart of Detroit Metro Airport between both terminals. The new taxiway reduces taxi time and limits aircraft turning movements for both departing and arriving aircraft to and from the McNamara Terminal. C&S evaluated 5 geometric alternatives and designed the $14M project. C&S completed construction inspection and administration and the construction was completed $500K under low bid amount.
♦ Airport Security Standards— C&S designed standard security details for the both Detroit Metro and Willow Run airports including fencing options, various gate types,
security cameras, pull boxes, duct banks, signage and other security related features. The standard details will be utilized for all airport projects moving forward.
♦ Airfield Signage Modifications—C&S designed the signage improvements for various airfield guidance signs around Detroit Metro Airport due to renaming several taxiways based on the new FAA guidance. The project includes some new signs, panel replacements, and sign extensions.

C&S has led the on-call services from our local Hebron Kentucky office with support from Detroit, Cleveland and other C&S offices. The projects and tasks have required quick response, adaptability, and unique expertise.
The West Apron Reconstruction and Concourse B Apron and Taxilanes
G and R Pavement Rehabilitation projects included preliminary design, final design, bidding and construction phase services. Both projects required accelerated design schedules to meet FAA grant deadlines. The design included
aircraft modelling of taxi routes and parking plans.
C&S supported KCAB with Safety Rick Assessments (SRA) for both projects' submittal of FAA 7460’s for construction equipment and construction safety and phasing plans (CSPP). Engineering design included pavement sections using FAARFIELD, new storm drainage system, taxiway lighting and signage, and pavement marking plans.

For the Runway 18L-36R RSA study and glycol control box study, C&S developed alternatives to correct Part 139 non-compliance, nonstandard conditions on the airfield identified by the FAA. C&S worked with KCAB to outline practical, cost effective solutions to correct these conditions. Field investigations and topographic surveys were performed to document the specifics of the existing conditions. C&S met with KCAB staff who operate the glycol control system to gain an understanding of how the system works and obtain feedback on potential solutions. The non-compliant conditions will be corrected under future projects based upon the analysis and
C&S has responded with quick turnaround times for many of the tasks requested by KCAB. Plan reviews are typically performed within a couple weeks of each request. C&S mobilized teams of highly skilled professionals to review not only civil design but also architectural, structural, mechanical, electrical, plumbing, life safety and other disciplines. Our technical support on projects such as the CONRAC and Concourse B boarding bridges have been effective ways for KCAB to leverage C&S’s expertise for unique situations and problems. Our team serves as an extension of staff to CVG providing value and responsive service for these timely situations.

To help ease congestion in Orlando International Airport's crowded A & B terminals and expand capacity to accommodate substantial growth and increased visitor traffic in the Central Florida area, the Greater Orlando Aviation Authority (GOAA) made the decision to construct a new, 1.8 million-square-foot terminal known as Terminal C.
The state-of-the-art facility, designed for certification as one of the first
LEED v4 airport campuses, also integrates numerous industry firsts including virtual ramp control for airline ground operations; full integration of multi-modal transportation (rail, air, and ground); and 100% automated screening lanes at TSA checkpoints.
Designing and constructing such a complex project required the successful collaboration of GOAA and teams that included thousands of professionals, including C&S. C&S was the prime structural design firm for the $2.8 billion project, leading a team of national and local firms in the design of the campus’ structural systems for the main airside & landside terminal building, along with
multiple auxiliary buildings including the ground transportation facility, parking garage, checkpoint stations, and a central energy power plant building.
The airside and landside terminals serve both international and domestic flights and its 20 gates accommodate narrow body, jumbo, and super jumbo aircraft. A six-story, 2,500-space expanded parking garage now accommodates the increased passenger load.
Airport Master Plan Update

C&S is a major subconsultant to an international aviation planning and design firm for the Philadelphia International Airport (PHL) Airport Master Plan Update. C&S serves as the lead terminal planning and facilities consultant.
To-date C&S has developed terminal drawings and a narrative report in support of the overall Airport Inventory Chapter. C&S also participated in a multi-day site visit which included walking all terminals at all levels with DOA staff to discuss a variety of issues.
Recent tasks have included the “three big ideas” workshops that focused on re-imagining the future of the terminal processors and concourses at PHL. Based on the projected 2040 passenger volumes, C&S prepared the facility requirements for the new facilities, defined what would be necessary to optimize passenger convenience and airport operations, and defined the number of gates necessary to meet the future demand.
After evaluating multiple ideas, C&S is developing the preferred alternative (pier concept) to conceptual preliminary design, consolidating all passenger processing areas into a centralized terminal area, and preparing a comprehensive construction sequencing plan to maintain operations while implementing the program.

Terminal Needs Assessment and Outbound Baggage Study—Phase 1

The Tucson Airport Authority (TAA) is currently undergoing a significant improvement project to modernize their airfield. This project is a result of analysis concluding that a third parallel runway is not required in the long-term. Similarly, the Terminal Needs Assessment seeks determine whether or not passenger demand can be accommodated within in the existing terminal area envelope or there is a need to continue to reserve parcels on the eastern side of the airport for long-term terminal development.
Phase 1 of this project included a red-flag review of the previous 2060 Operations Forecast and a project passenger annual enplanement level to 2060, highlevel terminal and landside needs assessment to accommodate that demand, and the creation of multiple concept sketches to confirm
how that demand would be met in the existing terminal envelope.
The C&S team concluded that by 2060 the terminal facilities would approximately need to double, up to 40 gates could be needed, and the rental car facilities would need to more than double. However, all of this development can be accommodated within the existing terminal area envelope, with potentially major redevelopment.
Phase 2 will develop the preferred long-term vision further and identify the best location for a modified TSA Outbound Baggage Screening System.
