S. GRIFFIN ELECTED TO SERVE ON STUDENT SENATE at WNE UNIV. Sean M. Griffin of Troy, NY was recently elected to the Student Senate during student elections for the 2015-2016 school year at Western New England University. Griffin holds the position of Secretary. The Student Senate is the official voice of full-time students and is comprised of representatives from each class, representatives from each of the Colleges of Arts and Sciences, Business, and Engineering, commuter, and resident representatives. The Student Senate serves as a liaison between students, faculty, and the administration of the University and appoints representatives to sit on joint committees of the Faculty Senate in order to encourage cooperation and to foster joint decision making. A Junior majoring in Mathematical Sciences, Griffin will represent the School of Arts & Sciences. The undergraduate student government serves as the official liaison between the students and the University.

This was our third year of partnering with 12 local PTA programs which resulted in the donation of over $9000 to these local organizations. As legislative representatives of District 2, including the towns of East Greenbush, North Greenbush and Poestenkill, we are happy to provide our constituents with a report on actions taken at the December 8, 2015 legislative meeting. Along with the December 8 meeting, legislators considered the 2016 county budget on December 1. The budget is the fifth consecutive budget to stay under the state tax cap while protecting needed services. The budget as adopted will also protect the county’s solid bond ratings and financial reviews. The Legislature helped by again keeping costs for legislative operations comparable to 20 years ago. The Legislature also recently undertook a comprehensive rebid of the county insurance policy, and the county now pays less than what was paid for insurance in the early 1990s. The county has been able to control costs by utilizing innovative shared services agreements. At the December 8 legislative meeting, we approved an annual shared service agreement that provides for the county to work with municipalities in the county to handle snow plowing, salting and sanding services at a reduced cost. The county has also utilized new initiatives to obtain energy for use by the county at a reduced cost. At the December 8 meeting, we approved an agreement that will allow the county to utilize hydroelectric power for county facilities, including the county sewer department. Legislators also met December 15 for a year-end meeting to handle minor financial items related to the end of the fiscal year. We were saddened to learn of the passing of former Majority Leader Ralph Vartigian, a North Greenbush resident and World War II veteran who served as legislator from 1989 to 2001. Ralph was a gentleman and an effective legislator who will be missed. Our best wishes for a safe, joyous and prosperous New Year. The next regular monthly meeting of the Rensselaer County Legislature is Tuesday, January 12, 2016. STEPHENTOWN HISTORICAL SOCIETY’S MONTHLY PROGRAMS The Stephentown Historical Society’s monthly programs will move to Sunday afternoons during January through March. TWELFTH NIGHT CELEBRATION at CRAILO STATE HISTORIC SITE On Saturday, January 9, 2016, Crailo State Historic Site will welcome visitors for its annual Twelfth Night Celebration from 4PM until 7PM. There will be fun for everyone all evening including decorations, seasonal music and seventeenth century re-enactors. Hearthside cooking demonstrations with a crackling fire, and refreshments will fill out the merry evening. In addition, the Marketplace Museum Shop will be open, with a selection of unique items. GREENBUSH HISTORICAL SOCIETY Join the Greenbush Historical Society on Sunday, Jan. 10th, 2PM, at the East Greenbush Library for a program entitled, “A Riot in Greenbush - the Anti-Rent War Remembered”. This “war” was a tenant revolt in upstate New York mainly during the 19th century; it was a rebellion against feudal land practices by the patroon system and specifically against the VanRensselaer family. This talk will be presented by Jill Witbeck Knapp, the great great granddaughter of William Witbeck. William was the Greenbush farmer who was tried for the murder of Deputy Sheriff Willard Griggs during an anti-rent incident in 1869. Sheriff Griggs was shot and killed when he and a posse traveled to the Witbeck farm to take possession of it by court order. This “affray” as it was often called in the local papers, as well as in major papers throughout the east coast, was a major news story of its time. In fact, it received so much “pretrial” publicity that the prosecution sought and won a change of venue to Saratoga County. The various legal proceedings, sometimes humorous testimony of witnesses, tragic impacts on those involved, and the final resolution will be discussed. THEY NEED TO GO BACK TO SCHOOL Letter to the Editor: People working for Kinder Morgan need to go back to school. A simple thing is learned by all in kindergarten. NO MEANS NO!! People working for Kinder Morgan still do not understand NO ACCESS MEANS NO ACCESS!! Last week, for a second time, I caught workers for Kinder Morgan on my property without permission. This time they were 150 ft. in on my property. When asked what they were doing on PRIVATE PROPERTY, all they did was use their cell phone and call their people and said “We have a bleep, bleep, bleep landowner here”. This time I have pictures. I called the Schodack Police while they were trespassing. They would not answer any questions while they left my property. After they left, I went to the Schodack Police station to finish filing a second complaint. I was told that the NYS Attorney General’s office had contacted them and all local police agencies. The NYS Attorney General’s office is requesting any and all complaints filed pertaining to the pipeline. The State is looking into these complaints! Do not let them intimidate you. File a complaint with your local police agency if you have had this happen to you. SHERIFF-ELECT RUSSO ANNOUNCES APPOINTMENT of UNDERSHERIFF Sheriff-Elect Patrick A. Russo announces the appointment of Edward R. Bly to the position of Undersheriff, effective January 1, 2016. Mr. Bly is a life-long resident of Rensselaer County, graduating from Berlin Central Jr./Sr. High School in 1983, when he enlisted in the U.S. Army, serving as a Military Policeman. In 1988, Mr. Bly became a New York State Corrections Officer, retiring in 2013, after 25 ½ years, as an Assistant Commissioner. During his 25-year tenure with the Department of Corrections, Mr. Bly held the ranks of Sergeant, Lieutenant, Captain and Colonel. Mr. Bly served as the training academy Captain and Field Commander, responsible for the Correction Emergency Response Team (CERT) operations. In 2006, Mr. Bly was promoted to the Department’s highest uniform rank, Colonel/Director of CERT, within the Office of Special Operations. In this capacity, Mr. Bly had direct oversight of department-wide CERT and emergency planning and preparedness, serving as the department’s representative to Homeland Security and law enforcement liaison. Greetings and best wishes to everyone in the City of Rensselaer. As Rensselaer’s representative to the County Legislature, I am happy to report to you on the actions taken by the Rensselaer County Legislature at our December 8, 2015 legislative meeting. Along with the December 8 meeting, legislators met December 1 to consider the 2016 county budget. The 2016 budget is the fifth consecutive budget to stay under the state tax cap while protecting needed county services. I am particularly pleased next year’s budget adequately funds the operation of the Rensselaer Senior Center. The budget also maintains the solid fiscal position earned by the county, including positive independent audits and bond ratings. The Legislature helped by keeping spending in legislative offices at levels comparable to twenty years ago, and keeping insurance costs below levels from the early 1990s thanks to a comprehensive rebid. At the December 8 meeting, we approved an agreement that will allow the county to utilize hydroelectric power for county facilities, including the county sewer department. I was saddened to see the passing of Ralph Vartigian, a former Legislature majority leader who passed away in December. As a longtime supporter of the Rensselaer Boys and Girls Club, I was happy to see the Club be selected to receive $400,000 in state funds during recent grant awards. The state funds will help support the important work done at the Club now and in the coming years. A number of residents have contacted me regarding progress of work on Washington Avenue, Broadway and Columbia Turnpike. Residents are frustrated with the delays, noise and disruption caused by the projects. I have asked city leaders to see what can be done to move along completion and bring an end to the disruptions. SHAKESPEARE WEIGHS IN Letter to the Editor: I’m so confused by the presidential campaign, with all the bickering, name calling and accusations among all the candidates, I decided to seek the opinions of a genius about which of the two runners...Hillary and Donald...has the best character and therefore the vote of a genius. Who better to ask than Willie Shakespeare? He knows human nature better than anyone (I considered Freud...but I don’t agree with his criticisms of women...particularly what he believed they envy.) Now how do I conjure up Shakespeare? In King Henry IV, Owen Glendower, that welsh rebel windbag says, “I can call spirits from the vastly deep” to which young Hotspur replies, “Why so can I or so can any man...but will they come when you do call for them?” So I called up Willie Shakespeare and because I love him, he answered and agreed to give me his wisdom regarding Hillary and the Donald. LEGISLATURE APPROVES ‘16 COUNTY BUDGET WITH BI-PARTISAN VOTE The Rensselaer County Legislature approved the 2016 budget, the fifth consecutive county budget to remain under the state tax cap, during a special meeting on December 1, Chair of the Legislature Stan Brownell announced. The adopted budget also protects needed county services, including services for seniors, veterans and youths, and will also safeguard the positive fiscal standings and bond ratings earned by the county in recent years. The budget also maintains a modest fund balance to help protect services in the coming months. “We are proud to once again adopt a budget that protects taxpayers and needed services, and helps maintain the solid fiscal position earned by the county for accurate budgeting and responsible management,” said Brownell. “This is a fiscally responsible budget that stays under the state tax cap despite some challenging economic conditions. The 2016 budget is a solid plan that will help encourage investment and new opportunity in the county,” said Vice Chair for Finance Phil Danaher. The budget as introduced by County Executive Jimino includes a minimal 1.88 percent tax increase, which falls below the state tax cap. Rensselaer County is one of a select number of counties across the state who have kept taxes under the state tax cap each of the past five years since the tax cap was implemented. Minimal changes were made by legislators to the budget, with one change the addition of funds for road repair and improvement. “Road repair, improvement and maintenance are some of the most important services provided by the county. We would like to see more county roads improved and repaired in 2016,” said Majority Leader Ken Herrington. The Legislature also helped by keeping costs in legislative departments comparable to levels of two decades ago. A recent re-bid of the county insurance policy kept county insurance costs lower than what was paid by the county two decades ago. “The Legislature works to make every dollar count, and we are proud to be able to play a role in reducing costs and help protect services and stabilize taxes,” said Vice Chair of the Legislature Alex Shannon.

The following are highlights of the December 8, 2015 regular meeting of the Rensselaer County Legislature: Local Law Imposing a New Local Mortgage Tax on Obligations Secured by a Mortgage – The Rensselaer County Legislature voted unanimously in favor of a local law repealing the mortgage recording tax imposed in 2013 and establishing a new mortgage tax for the next three years, beginning January 1, 2016. This newly established tax will be twenty-five cents for every one hundred dollars. Department of Social Services working with Jewish Family Services – The Department of Social Services works with programs to reduce the number of foster care days. DSS will contract with Jewish Family Services to provide a supervised visiting program, preventive and permanency counseling to families, anger management to parents, and bereavement counseling to parents surrendering their children. The outcomes of Jewish Family Services working with these families are shorter lengths of foster care placements, decrease in the number of re-entries, and the speedier relocation of the visits to the family’s home. Agreement with Department of Mental Health and TRIP Rensselaer County’s Department of Health is partnering with TRIP for the purpose of providing a Project Coordinator to assist the Troy Drug Free Community Coalition achieve its obligations with the United States Substance Abuse and Mental Health Service Administration. At the December 8 meeting, we approved an annual shared service agreement that provides for the county to work with municipalities to handle snow plowing, salting and sanding services at reduced cost. We also approved an agreement that will allow the county to utilize hydroelectric power for county facilities, including the county sewer department. During these challenging times, our county is fortunate to be aided by volunteers manning food banks. We provided funds to assist The Anchor food pantry in Castleton help families during the holidays. Residents are invited to help food pantries in their communities assist our neighbors. Like many, we were saddened to learn of the passing of former Majority Leader Ralph Vartigian, a North Greenbush resident and World War II veteran who served as legislator from 1989 to 2001. RESOLVE TO GIVE BLOOD IN JANUARY FOR NATIONAL BLOOD DONOR MONTH All those who give blood or platelets in January will receive a $5 Dunkin’ Donuts gift card. The American Red Cross asks eligible blood donors to make a resolution to give blood regularly in 2016, beginning with National Blood Donor Month in January. For the ninth year, the Red Cross and Dunkin’ Donuts will partner in January to help increase donations and reward generous donors during National Blood Donor Month. Through the “Dunkin’ Donors Make a Difference” campaign, all those who come to give blood or platelets in January at Red Cross blood drives in Connecticut, Maine, Massachusetts, New Hampshire, Vermont and parts of New York will receive a $5 Dunkin’ Donuts gift card.* The DD Card can be used toward the purchase of any item at participating Dunkin’ Donuts – including coffee, hot chocolate and baked goods, among other items. National Blood Donor Month recognizes the importance of giving blood and platelets while honoring those who roll up a sleeve to help patients in need. Andrew Balogh (1000m) and Jamie Cocca (shot put) both won their events. The Varsity Wrestling team beat Bethlehem High School 78-7 on 12/23. The next match is on 12/29 at Mountain Duals at 9:00am. Boy’s basketball lost to Bethlehem high school 61–46 on 12/ 23. The Warrior’s next game is 1/5 at Averill Park High School versus Guilderland High School at 6:00pm. Girl’s basketball lost to Bethlehem High school 67-52 on 12/22. Kat Stackrow led the Lady Warriors with 19 points. The Lady Warriors’ next game is on 1/5 at Guilderland High School at 6:00pm. This week, we are honoring senior, Emma Mancino, as Scholar Athlete. Emma runs both indoor and outdoor track for AP. Emma first began track nine years ago with Road Runners, the local track club, when she was in 3rd grade. She later joined the high school track team and has been running on the outdoor track team for five years now and the indoor team for two. Emma prefers to long jump and sprint. She runs indoor track as a way to keep in shape for outdoor, and tries to workout 5 days a week. Emma is often inspired by her team, “The whole team inspires me to be a better person. Our team is like a family, standing by each other and pushing each other to be the best we can be,” she quotes. In her spare time, Emma tutors; and you can often find her participating in theater, both in and out of school. Academically, Emma has a 93.7 GPA and is currently taking Participation in Government, Theater for Young People, Writers Workshop, and goes to Hudson Valley to take Calculus. After high school, Emma hopes to attend Niagara University and major in Biochemistry. However, she doesn’t think she will continue on with track in college. I STILL HAVE QUESTIONS Letter to the Editor: Dan Holser continues to inform the town residents of how much water his well can pump. He states that at 127 gallons per minute the level drops 1 foot. This is the definition of a wells production. Basically it replaces the water used at 127 gallons per minute, so if you used more, the well would run dry and need time to refill. I believe everything he has said. My question is how much water is needed? I could not find any information telling me requirements for municipal water supplies. I do not know how many homes, businesses, or schools need town water. These and other questions would need to be answered by an engineering study. A big question is cost. The town would need a large grant to accomplish this project, and I am sure any grant would need answer to these questions. I did investigate water needs for an average home. It is suggested that between 80 and 100 gallons per person per day is needed for in house use. Uses like bathing, toilets, drinking and cooking. It does not include watering the garden, lawn, washing cars etc. The town of Sand Lake in the 2010 census had 8530 residents. If 2132 people used 1/4 town water at 80 gallon per day, we would need slightly over 170 thousand gallons per day. Dan’s well produced approximately 183 thousand gallons per day or about 8% more than would be needed in this example. As legislative representatives of District 3, including the towns of Brunswick, Pittstown and Schaghticoke, we are happy to provide our constituents with a report on actions taken at the December 8, 2015 legislative meeting. Along with the December 8 meeting, legislators considered the 2016 county budget on December 1. The budget is the fifth consecutive budget to stay under the state tax cap while protecting needed services. The budget as adopted will also protect the county’s solid bond ratings and financial reviews. The Legislature helped by keeping costs for legislative operations comparable to 20 years ago. The Legislature also recently undertook a comprehensive rebid of the county insurance policy, and the county now pays less than what was paid for insurance in the early 1990s. The county has been able to control costs by utilizing innovative shared services agreements. At the December 8 meeting, we approved an annual shared service agreement providing for the county to work with county municipalities to handle snow plowing, salting and sanding services at a reduced cost. The county has also utilized new initiatives to obtain energy at a reduced cost. At the December 8 meeting, we approved an agreement allowing the county to utilize hydroelectric power for county facilities, including the sewer department. The Legislature also voted to appoint members to the county Environmental Management, Health and Soil and Water Conservation District boards. Legislators also met December 15 for a year-end meeting to handle minor financial items related to the end of the fiscal year. We were saddened to learn of the passing of former Majority Leader Ralph Vartigian, a North Greenbush resident and World War II veteran who served as legislator from 1989 to 2001. Ralph was a gentleman and an effective legislator who will be missed. Best wishes for a happy and prosperous 2016. The next regular monthly meeting of the Rensselaer County Legislature is Tuesday, January 12, 2016. - Happy guy, he is a 45lb chow mix and has the personality of a big goof! He loves everyone and loves to play with the other dogs. His favorite game is chase! He was rescued from a shelter and now safe in foster care. He had most of his fur shaved off due to matting, due to lack of any grooming from his previous 'owner'. He is kind of funny looking right now because his fur has not grown in yet but his personality makes up for that! Gage is learning his housetraining manners but is crate trained and goes directly outside when he's let him out of his crate. He is a quick learner.
