Private high school prepares to close

Waldorf in Saratoga Springs has suffered from declining enrollment in recent years

SPRINGS

— On June 8, the last high school class will graduate from the Waldorf School of Saratoga Springs.

The private high school, at 122 Regent St., is closing due to low enrollment.

“We’ve seen a decline over the years with COVID and vaccine laws before that,” said school Administrator Astrea RavenStar.

In recent years, the high school had two combined classes — ninth and tenth, and eleventh and twelfth grades — but this year it had only about 21 students in total. Meanwhile, enrollment in early childhood education, especially the school’s well-known forest

At the high school level, the school offered college classes, apprenticeships and independent study among the many pathways to a diploma in recent years. But it didn’t draw in enough students, and the decline made others leave.

“Some families want a larger social group, or afterschool sports,” RavenStar said.

Four students are graduating this year, and another five eighth-graders were likely to join the high school.

High school enrollment has “struggled for some time,” the school said in a letter to parents. The Waldorf school board wrote that closing the high school, while keeping the preschool, elementary and middle schools, was “the best course of action for the long-term health and success of the whole school.”

Among the job losses is the high school music teacher who was one of the parents who founded the high school in 1996. The school told parents the news at the end of March, but the application deadline for most private schools in Jan. 15, leaving them to scramble to find other placements.

There are 17 other private high schools in the Capital Region. Most have religious roots, including three parochial Catholic high schools, 10 other Christian schools, one Islamic school and one Jewish school. There are no other Waldorf high schools in the area; the closest are in Ghent, Columbia County, and Stockbridge, Massachusetts.

kindergarten, has boomed, with its emphasis on play-based and outdoor learning in the younger years.

In 2019, the Waldorf School of Saratoga Springs high school was ranked No. 11 of all

private high schools in the region. Doane Stuart School was ranked No. 3. The top two were the Albany Academies and Emma Willard, both of which are not affiliated with a religious group.

The Waldorf School of Saratoga Springs was founded in 1981. Its forest kindergarten proved popular, and this fall it is expanding its early childhood program with extended hours at two locations, rather than one. The program is for children age 21 months to 6 years, and serves as a feeder to the elementary school program, with 75 percent of this year’s kindergartners enrolling for first grade, RavenStar said.

The school was about to sell a building at 212 Lake Ave., but held off when early childhood enrollment skyrocketed this winter, RavenStar said. Now the forest kindergarten program is full, programs at the building are filling up, and school will run four kindergarten classes this fall instead of two.

“It’s really bittersweet,” RavenStar said. “As we’re closing the high school, we’ve doubled in size for our kindergarten.”

Official: Fire chief double dipped

Dolan attorney: Saratoga Springs disciplinary charges a “political hit job”

SARATOGA SPRINGS — Accusing Fire Chief Joseph Dolan of “intent to defraud,” the city’s public safety commissioner released details of 16 internal misconduct charges that allege Dolan drew state pay at the same time he was being paid by the city.

Commissioner James Montagnino said Dolan used a $62,800 city-purchased Chevy Tahoe command car for personal use and hid his work with the state Office of Fire and Prevention Control on his ethics disclosure. Montagnino said the charges should lead to Dolan’s dismissal.

The list, released last Tuesday evening, accuses Dolan of working as a trainer for the state from February 2020 through November 2022 while getting paid his full salary from the city. Dolan is currently suspended without pay pending a hearing.

Among the disciplinary charges Dolan faces are three misconduct charges that accuse the chief of working for the state Academy of Fire Sciences at Montour Falls when he was on the clock for the city.

Dolan could not be reached for comment; however, his attorney Brian Culnan called the allegations a “political hit job.”

“The chief was working for the city when the commissioner says he

was working for the state,” Culnan said, taking issue with the allegations about Dolan’s work at the fire academy. Cul-nan said Dolan was working for the city at the time.

Montagnino disputes that in the charges, saying Dolan did not charge leave time and was paid his full city chief’s salary “even though you performed no work for the city of Saratoga Springs.”

“The evidence is the evidence,” Montagnino said last Wednesday. “The double-dipping charges are paper-driven. There are timesheets and vouchers. Everything is in writing.”

In 2022, Dolan’s W-2 form show he was paid $140,007 by the city and, according to SeethroughNY website, he received another $6,032 from the state. Under civil service law, he has eight days to respond in writing to Montagnino’s allegations. He also has the right to be represented by the Fire Administrator Officers Union or his attorney. Montagnino said Dolan may admit his personnel file into evidence at any future hearing.

Montagnino also alleges that on several dates in March and April 2021, Dolan carried out his state job while providing training at the Saratoga County Fire Training Center while also being paid as chief, and did the same in November 2022 during training with the Troy Fire Department.

Montagnino alleges that over a total of 27 days, Dolan falsely noted that he worked full eight-hour days for the city.

The commissioner also alleges Dolan fraudulently “induced the Commissioner of Public Safety (Montagnino) to propose an agenda item” to the City Council on April 19, 2022, for the command car to be used by captains to respond to fires, collisions and other emergencies, never saying he would use it for personal reasons. And before January 2022, he allegedly used a city-owned vehicle and city-purchased fuel, including the Tahoe, for personal errands and to travel to work sites for his state training jobs.

Montagnino also alleged on Tuesday that what Dolan was paid by the city while not working for the city “is in the four-figure range.”

As for the complaint about Dolan’s ethics disclosure, Montagnino wrote in the charging document that “The (city) does business with the Office of Fire Prevention and Control and you were required to disclose any out-

What to Know About Installing a Pool at

Summer is a season of relaxation when school is not in session, vacation season is in full swing and people everywhere are getting outside and soaking up the summer sun. It’s hard to imagine how that can get any better. But it can for people thinking of installing a pool in their backyard.

Pools definitely have a wow factor that’s hard to replicate. Homeowners considering pool installation can take note of these factors as they try to decide if a pool is right for them.

Cost

The cost to install a pool depends on a host of factors, including which type of pool homeowners are considering and where they live. According to the online home improvement resource Angi (formerly Angie’s list), the average cost to install an above ground pool in the United States in 2022 was $3,322, while the average inground pool installation in the same year was $55,000. That’s quite a disparity in price, and homeowners should know that the average cost of each project is higher in certain regions and under certain circumstances. Potential ancillary costs, such as excavation and plumbing relocation, will add to the final cost of the project. The erection of fencing around the pool if no fencing currently surrounds the area where the pool will be located also will add to the final cost.

Pool type

As noted, above ground pools, on average, require a considerably smaller financial investment than inground pools. This is an important consideration, but which option may ultimately prove the better investment is worth researching. Homeowners can speak with a local real estate professional to determine if an inground pool or above ground might yield a significantly higher return at resale. If an inground pool is likely to increase property value by a substantial amount, it could be well worth the extra upfront costs.

Maintenance

Pools are undeniably fun, but they still require maintenance. The experts at Better Homes & Gardens note that vinyl liners in pools last approximately six to 10 years, while painted concrete may require a fresh coat of paint every five years. Plaster finishes may last as long as 15 years, while cement-coated products can last a lifetime. Pools also need periodic cleaning, and chemicals to keep the pool operating safely and cleanly will require an additional, if somewhat minimal, financial investment.

Homeowners investing in a new pool should be aware of the maintenance required to keep the pool clean and be willing to do that maintenance. And though homeowners typically can open and close pools on their own, it’s also possible to hire someone to do it for a relatively small fee each season.

Location

A survey of the land in a yard can reveal how smoothly a pool installation may or may not go. Though it’s possible to install a pool in just about any yard, some spaces might require greater preparation and pre-installation effort than others. Sloped backyards, for example, may require the services of a landscape architect to prepare the space, which can extend the time it takes to complete the project and add the overall cost.

These are just some of the factors that merit consideration when mulling a pool installation. A homeowners’ best resource might be a local pool company who can visit a home, provide an estimate and point out any challenges that may arise during the install.

The Role of Nature in Home Design in the Years Ahead

Outdoor living spaces were prioritized during the early days of the COVID-19 pandemic, when public gatherings were greatly limited and individuals were urged to stay home as much as possible. Such demands have had a ripple effect on various industries, including home design. According to a survey conducted by the New Home Trends Institute in collaboration with Pro Builder, 58 percent of the more than 300 residential architects, designers and design-minded builders who participated said connection to the outdoors/nature will be an important influence on their design choices in the years to come. In addition, 45 percent of respondents indicated increased attention will be afforded to outdoor entertaining spaces.

So what might the outdoor spaces of homes built in the not-so-distant future look like? Respondents to the survey anticipated a growing demand for various built-in outdoor features, including:

• Firepits or fireplaces

• Outdoor kitchens

• Gazebos or pergolas

Must-Have Items for Summer Entertaining in the Backyard

Summer entertaining season provides ample opportunities to soak up some sun and have some fun with family and friends. Backyard barbecues and other get-togethers at home are even more fun when hosts ensure they have certain must-have items for summer soirees.

• Fire features: The days when summer hosts only needed a few extra lawn chairs and some burgers and hot dogs on the grill for a backyard barbecue are long gone. Though those items still have a place at backyard barbecues, summer parties have taken a step up. Fire features, whether it’s a standalone fire pit, one built into a patio or a gas-powered fire table, are now wildly popular. Fire features provide a welcome place to relax and converse with guests after the sun goes down. And much to kids’ delight, a fire feature also paves the way for some postmeal s’mores.

• Insulated wine cooler: Coolers are great places to store water, soda, beer, seltzers, and other popular beverages. But what about wine? An insulated wine cooler ensures wine stays properly cooled but doesn’t get too cold, which can happen when wine is stored in a more traditional cooler filled with ice. Bottles are simply placed in the insulated cooler (much like canned beverages slide easily into can koozies), and the bottle can be kept on the table much like you would for formal dinners

Did You Know?

Home renovations can improve a home in many different ways. Modifications to kitchens and bathrooms have long been popular projects, but are they the most popular renovations? According to data from Realm, which analyzed the top 10 most popular projects from roughly 2.8 million listings and permit filings in the United States in 2022, certain projects are more popular than others. Nationally, the most common home renovations include interior painting, exterior painting, finishing a basement, installing or replacing windows, and bathroom remodeling. Houzz polls have unveiled that renovating kitchens and bathrooms, new windows and porches, balcony and deck projects are among the most popular. According to the Canadian lifestyle resource Icy Canada, which culled various data points and sources, window and door upgrades, kitchen and bath remodels and deck projects are the most popular renovations in Canada.

indoors. Hosts can go the extra mile by pairing insulated wine tumblers with their wine cooler.

• Games: Summer entertaining season might be all about relaxation, but games can up the fun factor at backyard gatherings. Cornhole is a wildly popular game, and customized cornhole boards can help hosts come across as party professionals. Ladder toss, bocce and wiffle ball are some additional games that can make the festivities more fun. Hosts who don’t have a pool also can invest in an inflatable pool big enough to fit all the kids who will be coming to the party.

• Outdoor storage cabinet: Hosts can save themselves the stress and effort of walking in and out for dinnerware and other table accessories by investing in a sturdy outdoor storage cabinet. As meal time draws near, hosts will appreciate that all the plates, napkins, utensils, and placemats are already outside. The top of the storage cabinet can double as a small but convenient buffet station for sides that aren’t being cooked over an open flame.

• Projector and screen: A projector and screen can really up the ante on summer entertaining, turning a backyard barbecue into a great place to watch a game or cuddle up after dinner for a movie night under the stars. Projectors and screens won’t bust the budget, but those who have more to spend may want to consider an outdoor television. Outdoor televisions are built to handle the glare of the summer sun, but a retractable awning may be a good safety net for hosts who plan to spend many a

weekend afternoon outside watching games or movies with family and friends.

These are just a handful of items that can up the ante on traditional backyard barbecues. Homeowners should know that there’s no limit to the number of items that can make summer entertaining season more special.

Montagnino and Culnan said that there have been recent changes to the civil service law that could apply to Dolan and a final resolution in the matter.

In addition to Dolan’s troubles with the city, the Saratoga Springs Professional Fire Fighters Association unanimously approved a “no-confidence” vote against their chief, claiming he has “repeatedly failed to act in the interest of safety.”

The union has taken issue with several of Dolan’s decisions, including the reduction of fire apparatus crew-member size from four to three and a plan to offer EMS services to a neighboring town.

SARATOGA - The League of Women Voters of Saratoga County supports the recently approved Saratoga Springs resolution to create a Restorative Justice Panel which would begin a community-wide dialogue on equitable criminal justice in the city.

The League of Women Voters takes action on an issue only when we have a position addressing that particular issue. The League of Women Voters Position on Criminal Justice includes the following points:

• Collaboration between government and community throughout every stage of the criminal justice system

• Build public trust and positive community relationships through police engagement with community members.

• Encourage community participation in the development of policing policy.

• Provide police accountability via independent citizen oversight of law enforcement and publicly available data on officer conduct.

• The elimination of systemic bias, including the disproportionate policing and incarceration of marginalized communities.

The League of Women Voters is a nonpartisan, grassroots nonprofit dedicated to empowering everyone to fully participate in our democracy. We engage in advocacy, education, litigation, and organizing to protect every American’s freedom to vote.

Advice on Eating Fish

You Catch

Please be aware that fish from some bodies of water in NY State, including Saratoga County, are not safe to eat. The NY State Department of Health has a list of water bodies that include fish consumption advisories. These can be found at this link: https:// www.health.ny.gov/environmental/outdoors/ fish/health_advisories/ or Google - NY DOH Fish.

The Hudson River Fish Advisory is specifically about consuming Hudson River fish from the Hudson Falls Dam to the NY City Battery. Catch and Release fishing only applies to the section of the Hudson River from the Hudson Falls Dam to the Federal Dam at Troy because the high level of PCB contamination makes the fish unsafe for anyone to eat. For more details go to https://www.health. ny.gov/environmental/ outdoors/fish/hudson_river/advisory_outreach_project/index.htm, or Google DOH Hudson River Fish.
