Speakers in Rensselaer urge lawmakers to help stray, neglected pets

RENSSELAER — A junior Girl Scout troop packed into the county office building Wednesday night to address local legislators and vocalize a concern shared by dozens of other attendees: the lack of a county-wide animal shelter.

It was a full house at the East Greenbush building, where community members gathered to express the need for a facility that can care for the county’s rising stray and neglected dog and cat population.

“There are many, many stray animals in the streets and the animal shelters outside of the area won’t even take cats. There’s danger where strays are too: they

could get hit by a car or attacked by another animal,” said fifth-grader Viviana Toledo, a member of the Averill Park Girl Scout troop that is advocating for the creation of a new shelter as part of their Bronze Award project.

In the Capital Region, Saratoga County is the only county that runs an animal shelter. While communities have largely relied on the Mohawk Hudson Humane Society in Menands, a staggering spike in stray dog and animal cruelty cases has overextended the organization’s resources. Last November, the humane society cut ties with 16 municipalities due to a lack of room in its 86 dog kennels.

Residents lobbied for a Rensselaer County sheltering program at a public forum in February, with Legislature Chairwoman Kelly Hoffman of North Greenbush saying a special legislative committee would have to be formed to study the issue. But four months later, no such committee exists, and advocates say little has changed to confront a growing animal welfare crisis.

An effort is currently underway by town supervisors Scott Gallerie of Sand Lake and Keith Hammond of Poestenkill to convert a Waste Management recycling plant at the intersection of routes 66 and 351 into a dog pound. Hammond said they’ve come to an agreement with Waste Management to pay $120 a year to use the building, and have already completed an environmental and

engineering review. The last step before they can begin $50,000 worth of renovations is a 30-day waiting period in which the public has the opportunity to petition the shelter.

“If they come in with the petition and it’s viable, it’s going to kill the project. That will be the end of it,” said Hammond. “In order for me to put it up to a public vote I’d have to wait until November, and this was supposed to be a quick short-term answer, not a prolonged process.”

Despite a successful fundraising and volunteer drive, Hammond wasn’t too optimistic that the project, which is intended to primarily serve the two small towns, would make it through the waiting period due to opposition. Several residents who attended Wednesday’s forum argued that the facility is insufficient because it will only intake stray dogs and not stray cats, dogs or cats who have been abused, abandoned in homes or surrendered.

Valerie Lang Waldon of the New York State Humane Association, who has taught about animal law at Hudson Valley Community College,

PITTSTOWN — Five years after a woman was found dead with rat poison in her system, authorities are asking the public for new information about the unsolved homicide.

Rensselaer County District Attorney Mary Pat Donnelly and Sheriff Patrick Russo issued the public request Tuesday for help in finding the killer of Megan Dyer-Maclean.

Dyer-Maclean’s body was found June 4, 2018 on an old railroad bed in a wooded area behind the Johnsonville home she shared with her husband Duncan Maclean. The homicide set the rural hamlet of Johnsonville in northern Rensselaer County on edge five years ago when investigators swarmed the area hunting for clues.

“It has been five years since Megan was taken from her children and from her family and friends. There are people out there who have information about this case,” Donnelly said in a statement. “Now is the time to come forward.”

Anyone with information that may assist in the investigation is asked to contact the tip line at 1-800- 448-3847 or via email at crimetip@ troopers.ny.gov.

Dyer-Maclean, 31, was last seen alive on June 2, 2018, the sheriff’s office said in the early days of the investigation. Her body was found at about 1 p.m. two days later by a person who went looking for her after becoming worried about her wellbeing, officials said.

Shortly after she was found dead, “Justice For Megan” was sprayed in orange and red paint across a car along the road outside the Route 67 home she shared with her husband.

Strychnine, a poison used to kill rats and birds, was found in Dyer-Maclean’s system in toxicology test results following the autopsy and then in a second test performed at the cellular level, according to a law enforcement official familiar with the case.

Dyer-Maclean’s husband, Duncan Maclean, 39, was scrutinized by investigators in connection with her death. Ma-clean was never charged nor identified as a suspect by authorities.

Maclean currently is serving an eight-and-a-half-year prison sentence in Attica State Correctional Facility for first-degree assault, according to state online inmate incarceration. Ma-clean pleaded guilty to attacking a man with a five-pound hammer. The man admitted in an exchange of social media messages between the two men that he had been involved with Maclean’s wife.

Maclean has been in prison since Nov. 29, 2022, and is eligible for parole in 2029.

Repair Cafe June 24

Have a favorite stuffed toy with a ripped ear? A lamp that looks great but has a broken switch? Or some yarn knotted up from the cat? A new smartphone with some difficult apps? Don’t toss it out or give it up – come out to the Wynantskill Repair Café.

A Repair Cafe is a fun, no-charge community event where people bring their cranky, futzy, wonky, or torn household items to the volunteer repair coaches from our community who are glad to try to fix ‘em up. All kinds of household things are brought to a Repair Cafe: bikes, chairs, rockers, toys, small kitchen appliances, lamps, stuffed animals, jackets, skateboards, and similar. We again have sewing, mechanical, and electronic fixers. There’s also a “take apart table” where kids can safely unscrew and pull apart small items with simple tools and adult supervision.

Small electronics that are found to be unfixable can be put into a bin for recycling. The motto behind Repair Café is “most items can be fixed…but even if they don’t, we have a good

time trying!”

Got something in mind that needs fixing? Visit the Repair Café Saturday, June 24, 9 a.m. to noon, at First Reformed Church of Wynantskill, 413 Main Avenue (across from the firehouse). Coffee, hot drinks, and goodies, and restrooms available to all guests. Items need to be small enough to hand carry, and not powered by any combustible fuel. Curious about a possible fixable item? Questions are welcome and encouraged at FRCWRepairCafe@gmail. com.

LWV of Rensselaer County Provides Voter Education Tool VOTE411

Ahead of the June 27 primary elections, the League of Women Voters of Rensselaer County offers the nonpartisan election resource VOTE411. org. This “one-stop shop” for election information provides voters with simple, accessible tools to help them navigate the voting process. VOTE411 provides personalized candidate information, voter registration details, polling place locations, and other helpful election

information for all voters nationwide.

“Local elections are where individual votes have their greatest weight,” said Judy Meyer and Shirley Buel, Co Presidents of LWVRC . And yet information about local races may be the least available to the public. Vote411 invites all candidates to submit their own information for evaluation by the public and many candidates have done so. Any candidate who somehow overlooked their invite may still respond or contact the LWV of Rensselaer County with questions. “VOTE411 is the nation’s premiere online election resource that provides voters with the resources they need to make an informed vote this June. The League of Women Voters of Rensselaer Co has published our voter guide on VOTE411 as a resource for all County voters.”

With resources available in both English and Spanish, VOTE411 helps millions each year — many of them young people and first-time voters — learn more about what’s on their ballot, where candidates stand on the issues, how to find their polling place, and more.

“The League of Women Voters of Rensselaer Co is pleased to provide this important, nonpartisan resource to New York voters,” said Mary Bonczar,

VOTE411 Coordinator for LWVRC. “We encourage voters to visit VOTE411. org to make a voting plan so they are prepared to cast their vote confidently on Election Day!”

The Adirondack Wine & Food Festival

Expands

The Lake George Region’s Top Rated Annual Event Returns June 24 & 25 with a major expansion, more vendors & new features (LAKE GEORGE, N.Y.) The Adirondack Wine & Food Festival returns to Lake George on Saturday, June 24 & Sunday, June 25. Recently voted as the #1 annual event by LakeGeorge.com, the Festival will feature more than 120 of New York’s best wineries, distilleries, breweries,

cideries, artisan food producers, food trucks, crafters, and more at the Charles R. Wood Festival Commons in Lake George Village.

The family-friendly event is one of the most celebrated wine and food events in the Northeast, drawing visitors from 36 states. Now in its 7th year, the Festival anticipates 7,800+/- attendees this year. The 2022 Festival had over 6,800 guests who attended, with 81% of attendees saying they planned a trip to the Lake George area specifically to attend the festival. The 2023 Festival is expected to generate 12,000+ overnight stays in the area and produce an economic impact of just under $5 million on the region.

New this year, the Festival is expanding onto the adjacent Betty Little Boulevard, launching a “Food Truck Alley”, with 15 food trucks and several local artisans and festival sponsors. “Last year, we sold out on Saturday with over 4,000 attendees. With this expansion, attendees will enjoy more space on the festival grounds with access to more vendors than ever. We are also providing free public access to Food Truck Alley for our guests who just want a bite to eat but may not be able to or wish to enter the ticketed festival grounds,” said Sasha Pardy, Adirondack Festivals Owner.

For a fourth time, Big Brothers Big Sisters of the Southern Adirondacks (BBBS) will return as the festival beneficiary. A portion of every ticket sold is donated to this incredible organization that provides mentorship, tutoring, and experiences to youth in Warren, Washington, and northern Saratoga counties. BBBS operates the Drop-Off / Pick-Up Tent, where guests can “check” the beverages and foods they purchase at the festival until they are ready to leave. They also provide ove 60 festival volunteers, sell water bottles, and raffle tickets to amaz-

ing gift baskets filled with goodies from Festival vendors. This is one of their most significant annual fundraising events – last year over $23,000 was raised and this year’s goal is even higher!

Throughout the weekend, attendees will enjoy Culinary and Cocktail demonstrations and competitions under the Taste NY Culinary & Cocktail Tent. These segments feature the festival’s resident chef, Chef Eric Hudson (owner of Hudson’s Private Chef Services) and resident Mixologist, Kelli Hatin (owner of Mixaritas Mobile Bartending and SUNY Adirondack Business Professor) as they prepare food and drink made with ingredients supplied by Festival vendors. There will even be “Iron Chef”-style cooking and mixology competitions with secret ingredients from festival vendors.

New this year, Festival Entertainment is “amped up”, with a 2-day lineup of local solo musicians arranged by 518 Rock, plus the impressive Street Magic of TJ Clancy and jaw dropping stilt walking and aerial work from Jessica Black returns, as well as a fun photo booth.

Adirondack Brewery will be running a brand new Biergarten this year, where festival attendees can purchase full glasses of Adirondack Brewery and Mean Max Beers, or Adirondack Winery wines, and sit back and relax in the shade while they chill with their friends.

New this year, Festival VIPs will enjoy their own exclusive VIP Hangout Tent, provided by Event in a Tent, which will be situated within a new dedicated space for “VIP Cabana Village”, where VIP ticket holders rent posh “glamping tents” for their private groups. These luxurious tents are provided and sponsored by Adirondack Safari, a glamping campground in Warrensburg.

SHELTER CONTINUED

pointed to the Saratoga County Animal Shelter as being an effective model to draw upon.

“Stray dogs are being kept in jail cells, feed stores, in the private homes of dog control officers. ‘People do not know where to look for their animals,’ she said, adding that community members would be happy to dedicate their time and energy toward helping make a longterm shelter a reality.

Last month, a $500,000 grant was awarded to the Albany County Sheriff’s Office to create an auxiliary shelter that will include 12 large, long-term housing kennels for dogs that are part of court cases. Schenectady also received $200,000 for updated, larger kennels and renovations to the city’s existing facility to make it safer and more humane for short-term stray dogs waiting to be retrieved by their owners.

Waldon asked legislators why the county hasn’t applied for similar grants to fund a much-needed sheltering program despite recent investments in commercial and residential development. “With more housing comes more pets, rabies, toxoplasmosis, wildlife degradation, housing values decreasing…” she said. “I guess what I’m trying to say is it seems to me, for the county, it’s about priorities.”

In the meantime, Girl Scout Troop 1725 will continue to raise awareness in the community about the need for an animal shelter. In addition to speaking at the public forum, the girls have also volunteered at the Mohawk Hudson Humane Society, designed and handed out flyers to spread the word and sent letters and pictures to the Rensselaer County Legislature.

Fifth-grader Nora Hinsdale summed it up simply: “We need to start making progress on the shelter or the cats and the dogs won’t have a home or a safe place.”

North Greenbush Needs a Push Notification Syste

The events (water pressure, smoke, etc.) demonstrate the need for a push notification for North Greenbush. I have mentioned this at previous town meetings. The water / public safety alert “By Order of the Fire Marshal, the

This free event welcomes everyone to participate, whether you’re bringing clothes to swap, looking for new additions to your closet, or simply interested in learning more about divesting from fast fashion. Explore a diverse selection of pre-loved clothing items and discover hidden gems without spending a dime. Our aim is to create a sustainable

resource for the community, and your participation plays a crucial role.

Don’t worry if you’re unable to contribute clothes; your presence and support are equally valuable. However, if you have gently worn clothes that deserve a second chance, we encourage you to donate them at the event. Every item donated contributes to reducing waste and supporting local charities.

A quick internet search suggests that push notification systems are $1,000 - $5,000 depending on size and features or about $0.50 per person in town. Communication methods have changed and misinformation has arisen. Towns in the 21st century need to utilize new technologies. North Greenbush needs to invest in methods of communicating with the residents that is pushed to them. We need the system before there is a major issue and need to communicate both quickly and consistently with residents.

Before asking a person to do something let me decide whether I want to request or demand (6).

Let me say what I want the other person ‘to do’ instead of saying what ‘not to do’.

Instead of vaguely saying to a person “I want you to be responsible/kind etc.” let me clearly express what I want that person ‘to do’ to be such a person.

(1) Nonviolent communication (NVC), also called ‘Compassionate communication’ is our natural state of being according to Marshall Rosenberg who developed it in the 1960’s. His teachings are available in his books and YouTube videos. Visit the ‘Center for Nonviolent Communication’ at https://www.cnvc.org/ for more info.

(2) A ‘Person’, includes a boss, cashier, child, coworker, convict, customer, doctor, infant, in-law, janitor, judge, self, partner, parent, patient, police, president, priest, relative, student, teacher, etc. A just born infant is a ‘little person’!

(3) Needs: Basic human needs are – Autonomy, Connection, Honesty, Meaning, Peace, Physical wellbeing and Play.

(4) Request: A request is action specific, doable, positive, time specific and doesn’t put the other person under any pressure. The other person is more likely to fulfill a request with a positive attitude than a demand.

(5) Feelings:

Pleasant feelings arise when a person’s needs are metAffectionate, Confident, Excited, Exhilarated, Graceful, Hopeful, Inspired, Joyful, Peaceful, Refreshed, etc. Unpleasant feeling arises when a person’s needs are not met - Afraid, Annoyed, Aversion, Confused, Embarrassed, Fatigued, Pain, Sad, Tense, Vulnerable etc.

(6) Demand: A demand focuses on one’s own needs without concern for the other person’s needs and deprives them of choice. A demand is likely to discourage a potential helper or they may help with a grudge, resulting in a negative relationship.

(7) Gratitude: The primary purpose of expressing gratitude is to celebrate the awesome power we have, to help each other fulfill our needs, thus making life better for everyone. The secondary purpose is to let them know that they have enriched our life. Gratitude infuses energy and motivation to make each other’s lives more wonderful.

Essential Vitamins the Body Needs

The human body is a marvel. When working correctly, the body automatically performs scores of metabolic functions. Individuals can facilitate the performance of those functions in various ways.

Careful consideration of what they put into their bodies is one way individuals can make things easier on their bodies. It is vital to supply the body with the nutrients it needs. This includes the essentials: A, C, D, E, K, and the eight B vitamins.

• Vitamin A: This vitamin helps ensure the health of the skin, corneas, lining of the urinary tract, lungs, and intestines. Vitamin A also helps protect against infection. It also is important for vision, as it improves vision in dim light.

• Vitamin C: Vitamin C, also known as ascorbic acid, plays a vital role in immune system function, helping to protect cells from free radicals. Since the body cannot store vitamin C, it needs to be consumed daily.

• Vitamin D: Vitamin D assists in calcium and phosphorous absorption, which helps to keep bones and teeth strong. The body can produce vitamin D naturally by spending time in sunlight. That is why it’s often called “the sunshine vitamin.”

• Vitamin E: This vitamin maintains muscles and red blood cells. It also protects fatty acids.

• Vitamin K: Vitamin K is necessary for blood to clot and helps to keep bones and other tissues in the body healthy.

• Thiamine (B1): B1 is needed for metabolism and for nerve and heart function.

• Riboflavin (B2): Another important nutrient for metabolizing foods, B2 helps maintain healthy mucus membranes, such as those in the mouth and nose.

• Niacin (B3): This vitamin helps to release energy from food and keeps the nervous system healthy.

• Pantothenic Acid (B5): B5 is another vitamin that aids energy metabolism. It also plays a role in normalizing blood sugar levels.

• Pyridoxine (B6): People rely on B6 to metabolize food energy. It also has a role in proper nerve function and helps in the creation of hemoglobin, which carries oxygen around through red blood cells.

• Biotin (B7): This is only needed in small amounts to make fatty acids. .

• Folate (B9): Folate is very important for healthy red blood cells. Folate also helps to prevent birth defects, which is why it is recommended as a prenatal vitamin. The manufactured form of folate is called folic acid.

• Cobalamin (B12): B12 is needed to make red blood cells, DNA, RNA, and myelin for nerve fibers.

It is preferable to obtain vitamins through healthy foods. If and when foods are inadequate, supplementation might be recommended.

Certain vitamins are fat-soluble, which means they are stored in the body’s fat and used slowly over time, according to WebMD. Others are water-soluble, so they are not stored and need to be replenished frequently. Individuals should speak to their doctors and nutritionists about any vitamin deficiencies they may have and how to combat them safely.

Potential Dangers of Mixing Herbal and Prescription Meds

Medications improve the lives of billions of people across the globe every day. Without access to medication, millions may die while countless others would experience a dramatic decline in their quality of life. Though there’s no denying the positive effects of medication, the efficacy of herbal supplements and prescription drugs does not mean each are risk-free. Risks may even be compounded when individuals take herbal supplements and prescription medications concurrently. According to the Mayo Clinic, herbal supplements do not always interact well with prescription medications. For example, herbal supplements can interact with medicines utilized to treat issues affected the heart and blood vessels. That includes conditions like high blood pres-

sure, which estimates from the World Health Organization indicate affects nearly 1.3 billion adults between the ages of 30 and 79.

Mixing medications has always been risky, but a growing reliance on herbal medicines has potentially elevated that risk. That’s perhaps due to perceptions of herbal supplements as wholly natural, leading some to conclude that a substance that’s wholly natural cannot jeopardize the human body. However, an analysis published in the British Journal of Clinical Pharmacology detailed more than a dozen instances of adverse drug reactions affecting individuals who took herbal medicines alongside various prescription medications. The medications taken, some of which were antidepressants, were prescribed to treat various conditions, including HIV, epilepsy and heart disease.

The potential dangers of mixing herbal and prescription medications underscore the need to engage in honest and open discussions with a physician before taking any herbal or prescription medications. Individuals currently taking a prescription medication should consult with their physician before taking any herbal supplements, while those who take herbal medicines and supplements should bring that up with their physicians if they are prescribed a new medication.

What are some symptoms of herbal and prescription interactions?

The Mayo Clinic notes that a fast heartbeat and changes in blood pressure are two indicators of drug interactions. But many additional side effects can indicate a potentially dangerous or unhealthy interaction is taking place. For example, the U.S. Food and Drug Administration notes that increased dryness or irritation of skin when taking more than one topical acne drug at the same time indicates an unhealthy interaction is taking place. Herbal and prescription medication interactions can be dangerous. Individuals are urged to contact their physicians before combining medications and to bring up their existing medication regimen whenever they are issued a new prescription.

Troy pays off debt on city retirement accounts

TROY — The city has paid off the last $1.97 million in debt on its retirement accounts, closing the door on $44 million in legacy operating debt, Mayor Patrick Madden said Monday.

The payment takes care of the original $11 million in debt taken to cover New York State and Local Employee Retirement System as well as the New York State and Local Police and Fire Retirement System payments.

“We decided to pay it off entirely now to get out of the payments,” Madden said.

The city owed about $44 million between the Troy Municipal Assistance

Corp. and retirement debt when Madden took office in 2016. The MAC debt is paid off, while the June 6 payment on the retirement loans finished that off two years ahead of schedule.

“They were all operating expenses,” Madden said.

“When we spend today’s income on yesterday’s expenses we are not spending it on our present needs, resulting in what has been a 25-year lack of investment in our many assets,” Madden said.

The MAC debt was paid off last year; the city received $71,000 earlier this year that it was owed by the IRS in relation to that debt. Madden said the accountants are preparing to close the MAC books

with cart, prizes and dinner. Dinner only attendees are $45 per person with cocktails and dinner at 6:30 pm.

now that the IRS payment was received.

At the start of the year, the city owed $92.4 million in its general, garbage, water and sewer funds, according to the 2023 city budget. Nearly half of this was in bond anticipation notes, which Madden said the city takes out in part to cover the construction costs of projects such as the Hudson River seawall restoration project before it receives reimbursement from grants. Last year, Moody’s Investors Service assigned the city’s bond anticipation notes as MIG 1, the best quality rating available. The city is concerned about rising interest rates and the impact on bond costs, Madden said.
