East Greenbush site would join Port of Albany and Port of Coeymans in supporting industry

EAST GREENBUSH — The Capital Region is poised to become a major player in New York’s burgeoning offshore wind industry thanks to two spots along the Hudson River: the Port of Albany and Port of Coeymans.

The owners of both locations, the publicly operated Port of Albany and Carver Companies, respectively, are planning facilities to build offshore wind components that will then be transported down the Hudson River by barge and ultimately installed off the coast of Long Island.

Now, a third potential location is emerging

On August 3, 1883, Addison Uline and William J. Mielenz were appointed a committee of two to see if they could procure a hose cart for the West Sand Lake Fire Company. After looking around for some time, Uline and Mielenz reported that the only second-hand hose reel available was owned by the Troy Fire Department. After looking it over, the committee decided it was too old, and as funds were very low at the time the fire company decided to wait until they were in a position to purchase a new one.

On March 19, 1889 another committee was appointed to purchase a new hose cart. The twowheeled hand-drawn hose reel was purchased from the L. Button Fire Engine Company for eighty

as a possible player in this new industry — in East Greenbush.

Owners of the NYS Offshore Wind Port have been low key and they say they haven’t been heavily promoting the location.

“We’re not actively soliciting additional projects,” said Joe Van De Loo, CEO of the Wind Port. “This is a limited market and we are not currently marketing anything,” he added.

They do appear to have one potential customer though.

Vestas, a Danish wind power company, put down an option in March to purchase the 112acre Wind Port location, which is just south of the border with Rensselaer.

Were Vestas to exercise its option, it could mean that the Capital Region would have three substantial ports or locations supporting the offshore wind industry. Of course, building a new port would be a major undertaking but the Vestas initiative could potentially be accomplished in cooperation with the Port of Albany. That could further cement the region’s reputation as a center of offshore wind production.

Offshore wind power, along with solar power, has been identified as one of the ways that New York can meet ambitious carbon reduction goals, which are mandated in the 2019 Climate Leadership and Community Protection Act. The law calls for the state by 2030 to get 70 percent of its energy from renewable sources such as solar or wind. It also envisions

a zero-emission power grid by 2040.

Vestas didn’t respond to a request for comment by deadline.

Whether the East Greenbush facility moves forward will likely become clearer this summer.

That’s when the New York State Energy Research and Development Authority, the organization coordinating and overseeing wind development, is expected to announce the winners in their third solicitation, similar to a bidding contest, to develop offshore wind.

NYSERDA in January received more proposals, or bids, for eight new projects off the Long Island coast.

The bids are from developers, or consortiums of companies, that build offshore wind farms. But they rely on various companies, including Vestas, to build the components of these massive wind farms. The major components include the towers, foundations, turbine blades and the actual turbines, or nacelles.

Maier resigns as supervisor of City Court judges, cites “personal reasons”

For the second time this month, the Capital Region’s legal community is facing a major change rooted in Rensselaer County.

In addition to the recent transfer of Rensselaer County Family Court Judge Jill Kehn to Albany and the firing of a longtime deputy clerk, Law Beat has learned that longtime Troy City Court Judge Christopher Maier is resigning from his role as the supervisor of City Court judges in the seven-county Third Judicial District.

Maier, 58, a Democrat elected to the bench in 2004, will remain as Troy City Court’s senior judge, accord-

ing to Lucian Chalfen, a spokesman for the state’s Office of Court Administration.

“Throughout his entire tenure in his supervisory position, but particularly during the worst days of the pandemic, he demonstrated excellent leadership and dedication to all of the district’s City Court judges,” Chalfen said in an email.

Maier, an Albany Law School graduate admitted to the bar in January 1992, told Law Beat that he had been mulling over leaving the position once the court system started getting beyond pandemic-related matters.

I believe staying in touch with constituents is an important part of serving in elective office. This report is an example of my commitment to keeping Schodack residents informed about town government news and community events.

During May, the Town Board adopted the 2023 Road Program as proposed by the Superintendent of Highways Brian Brahm. Resurface with hot-mix asphalt on: Briarwood Drive, Ferndale Road, Huckleberry Road, Morey Park Hill, Morey Park Road, Old Coach Drive, Phillips Road, Sailors Lane, Simons Road, and portions of Burden Lake and Clove Road. Crack fill/single chip seal treatments shall be applied to: Bame Road, Irish Hill Road, Shufelt Road, and portion of Burden Lake Road (Route 150 to No. Schodack Road). Crack fill only to be applied to Sand Road. The program will be monitored throughout the season and additional improvements will be added if feasible.

The Town Board also approved the appointments of Ryan Condo, Justin Kelley and Michael Miller as officers of the Schodack Police Department. Town of Nassau Youth Committee Bike Rodeo and AMVETS Bike Giveaway

On June 4th from 12:00 p.m. to 2:00 p.m. the Town of Nassau’s Youth Committee will be holding its annual Bike Rodeo at St. Mary’s Church on Church Street in Nassau.

The local chapter of AMVETS will be conducting their bike giveaway, meaning that any youth that needs a bike can have one. First come first served. Bikes are available for all ages of youth. Refreshments and prizes will be provided. This event is free to all.

$20 per show vehicle and free to walk-ins as is their parking. Vendors $20 prior to 6/24 -day of show $25. Food available all day, DJ music, door prizes, 50/50 drawings, goody bags and dash plaques to first 150 vehicle owners. Congratulations to David Mooradian for being recognized at the Leaders Recognizing Leaders breakfast at The Vista in Clifton Park. David was one of 12 students from the Capital Region who earned a SAANYS scholarship!

As the weather gets nicer, great outdoor activities are taking place throughout the District, including Special Person’s Day at PES, Outdoor Movie Night at AMS, and Senior Sunset at APHS. Additionally, a joint learning activity at Thacher Park happened with AP students from the High School helping AMS

students learn about Earth Science!

BSA Troop 522 Camping Workshop and Recruitment Night

Scout Troop 522 is hosting a camping skills workshop, recruitment and picnic event on Monday, June 12th at Schodack Town Park. The event is geared for kids ages 12-18

but all are welcome. Workshop will run from 5:30 - 6:30. Hot dogs and hamburgers will be available. Events include setting up a tent, knots and fire building.

Afterward, please join the Troop in their Court of Honor Ceremony. Then we will end the evening with S’mores!

Strawberry Festival In Nassau

Early summer in Nassau means fresh strawberry shortcake at the Grace United Methodist Church. Scheduled for Thursday, June 22 at 7 pm, the event is rain or shine and in addition to those fresh local berries, homemade biscuits and real whipped cream, musical entertainment will be provided by Fiddler’s Tour with bluegrass and old-timey tunes. The Church is located at 42 Church Street (US Route 20) in the village if Nassau.

Next Wynantskill Repair Cafe June 24

Have a favorite stuffed toy with a ripped ear? A lamp that looks great but has a broken switch? Or some yarn knotted up from the cat? A new smartphone with some difficult apps? Don’t toss it out or

give it up – come out to the Wynantskill Repair Café.

A Repair Cafe is a fun, no-charge community event where people bring their cranky, futzy, wonky, or torn household items to the volunteer repair coaches from our community who are glad to try to fix ‘em up. All kinds of household things are brought to a Repair Cafe: bikes, chairs, rockers, toys, small kitchen appliances, lamps, stuffed animals, jackets, skateboards, and similar. We again have sewing, mechanical, and electronic fixers. There’s also a “take apart table” where kids can safely unscrew and pull apart small items with simple tools and adult supervision. Small electronics that are found to be unfixable can be put into a bin for recycling. The motto behind Repair Café is “most items can be fixed…but even if they don’t, we have a good time trying!”

Got something in mind that needs fixing? Visit the Repair Café Saturday, June 24, 9 a.m. to noon, at First Reformed Church of Wynantskill, 413 Main Avenue (across from the firehouse). Coffee, hot drinks, and goodies, and restrooms available to all guests. Items need to be small enough to hand carry, and not powered by any

“The Pretty Fantastic Mr. Fox” at Sand Lake Historical Society

The Sand Lake Historical Society will present a program Tuesday, June 13th on Albert Rodmond Fox, New York State Senator, industrialist, business and church leader, and one of the leading citizens of 19th Century Sand Lake. Along with his brother Samuel, Fox successfully operated the Rensselaer Glassworks until it was destroyed by fire in 1852.

His Fox Mansion on Routes 43 and 66 in Sand Lake is on the National and State Registers of Historic Places. Come learn more about one of Sand Lake’s early leaders,

his life and career, and speculate on why our community is called “Averill Park” and not “Foxboro.” The program will be presented by SLHS’s own Peter Finn, author “Rensselaer County Industrialist Albert Fox: A Short Bio” (New York Almanack, November 10, 2021).

June’s program will be held at Sand Lake Town Hall Courtroom, 8428 NY 66, Averill Park, beginning at 7PM. Free Car Wash with Food Donation

Set For June 3-4

Supporting 17 Local Food Pantries ALBANY, NY (May 23, 2023) – For the first time in 2023 and for the 12th consecutive year, the staff at Hoffman Car Wash will be collecting non-perishable food items to support local area food pantries. On Saturday, June 3rd, and Sunday, June 4th, Hoffman Car Wash will provide a free Ultimate car wash with every food donation.

Hoffman Car Wash has partnered with 17 different food pantries to provide much-needed assistance for families and individuals in need. Then, each Hoffman

location will donate the collected items to a food pantry in its neighborhood.

Suggestions of non-perishable food items to donate include canned meat or fish, canned entrees (stew, ravioli, etc.), canned fruit in juice, canned spaghetti sauce, canned soup, hot or cold cereal, canned 100% juice, and peanut butter and jelly.

The event is part of Hoffman Car Wash’s “Practice Kindness” initiative, which spreads positivity and goodwill in the communities it serves. By practicing kindness, Hoffman Car Wash hopes to make a positive impact and inspire others to do the same. Athletes from STRIDE Adaptive Sports with physical and developmental disabilities will walk, run, and even roll their way across the finish line in special three-wheeled hand cycles. They will be joined by able-bodied runners from all around the Capital Region, completing the 5K run to advocate for equal opportunity in sports and raise funds for STRIDE Adaptive Sports programs. Chip timing will be provided by ARE Event Productions.

Tickets for the 14th Annual “Strides 4 STRIDE” event are available for $25 online at www.stride. org/5k. The inclusive, family-oriented event offers casual or competitive options, so there is something for everyone.

All proceeds will go to STRIDE Adaptive Sports to help keep its 18 adaptive sport and recreational programs fully-funded.

Our hope is that for those in our community that have questions, aren’t sure of their own beliefs, or have any curiosities concerning Our Lord and Savior will take advantage of this opportunity. Summer Community Fair at Rensselaer Library

The Rensselaer Public Library is having a Community Fair on Saturday, June 17 from 11-2 to start their Summer Reading Program, “All Together Now”. Children make a pledge to read 15 minutes a day during the summer to

Western Governors University Offers Two Scholarships for Rural NY Residents

To help remove rural barriers to higher education, accredited nonprofit and online Western Governors University

(WGU) has announced the new Learn Where You Live Scholarships exclusively for residents of rural communities. Valued at up to $3,000 and awarded at $750 per six-month term for up to four terms, the scholarships are available to new or returning WGU students living in rural areas, as defined by the U.S. Census Bureau.

According to the latest Census figures, 2.5 million New Yorkers live in rural areas, including 31.7% of residents (392,263) in the Capital Region.

“For many rural New Yorkers, it’s just not feasible to drive an hour or more to a college campus, especially if they have work and family obligations,” said Rebecca Watts, who oversees operations in New York as regional vice president for WGU. “Completing a degree program can change lives, families and communities, and WGU is doing what we can to remove the barriers of distance, time, and cost.”

Paul Borst to speak on History of Clocks and Clockmaking in the 19th Century

Paul Borst will give an illustrated talk, A History of Clocks and Clockmaking in the19th Century, on Sunday, June 4, at 2:00 p.m. This Stephentown Historical Society program meeting will be held at the Stephentown Heritage Center, 4 Staples Road, Stephentown, New York. Borst, BSME, PE, has 38 years of clock repair experience. He is a member of the National Watch and Clock Collectors Association and has been a student of horology for many years. Following a brief overview of early time keeping, he will focus on clockmaking of the 19th century. You will learn of a major event occurring in New England that had worldwide impact on the clock industry of the 19th century.

Many of the various clockmakers will be discussed along with a review of the clock industry throughout the 19th century. Many illustrations of early and 19th century clocks will be shown along with many innovations and inventions made by 19th century clockmakers.

This will be followed by a discussion of the workings of a simple clockwork mechanism and what

makes a clock tick, along with some basic clock repair techniques.

Homeless Vets / Housing / Zoning Policies

In the last few weeks, the Times Union has been reporting about “Group accused of making up story about homeless vets being evicted to make room for migrants [TU May 19, 2023]. Although this was a fabricated scenario, there are still vets and others without places to sleep or live. Per Axios, since 1999 rent has increased by 134.9% where as income has only increased by 76.8% [https://www.axios.com/2023/05/22/americas-growing-rent-burden#].

Housing and zoning policies directly relate the increase in rent. Per the Brookings Institution, parking requirements and foundations are driving up the cost of the multifamily housing. Further, the Victoria Transport Policy published analysis in May 2023 stating, “Based on typical affordable housing development costs, one parking space per unit typically increases moderate-priced housing costs approximately 12%, and two parking spaces increases lower-priced housing costs by 25%. Since parking costs increase as a percentage of rent for lower priced housing, and low income households tend to own fewer vehicles, parking minimums are unfair and regressive.”

Beyond outdated and bad parking mandates, policies that limit the number of multifamily dwellings (like the current multi-family moratorium in North Greenbush) directly limit the supply of housing options. When supply is constricted, demand and thus rents increase.

We need to explore our zoning and housing policies to see how they are contributing to housing issues.

Save the Historic WSL Firehouse

The historic Garfield School on Route 2 in Eagle Mills was conveyed by the Brittonkill School District to the Town of Brunswick in 1986 and became home to the Garfield Reading Center (the precursor to the public library) and the Brunswick Historical Society. The Garfield School is listed on both the State and National Register of Historic Places. The Garfield School was built in 1881, eight years after the 1873 West Sand Lake Firehouse –which the WSL fire department now wants to bulldoze and replace with lawn and landscaping (and no doubt an electronic sign).

In Sand Lake, we have “a history” of successfully repurposing our old historic buildings. Former School District #7 in Averill Park is now the Sgt. Walter Adams American Legion Post and our original Town Hall (and before that the 1835 Sand Lake Presbyterian Church) is the home of the Sand Lake Center for the Arts. Other

prominent historic buildings in town that have found new uses include Old Daley’s on Crooked Lake, Perry-Komdat Funeral Chapel, Tighe’s Bistro Americain, Towne Tavern, LaPerla at the Gregory House, Kay’s Pizza, Young’s Pharmacy and General Store, the Arlington House, Arts Letters Numbers at Faith Mills, Homeroom Lofts, SHAC Community Center, Dater House Antiques, and (soon) the Sand Lake Merchant. And maybe your house, too! Is it possible you and all the people behind these preservation efforts were misguided and the WSLFD has the right vision for Sand Lake?

Do we want West Sand Lake to become just another charmless suburban strip? Demolishing the historic 1873 West Sand Lake Firehouse is an extremely bad idea and wrong for Sand Lake. Fire Department leadership, public officials, and community leaders need to find and adopt an alternative solution and Save the Historic West Sand Lake Firehouse.

North Greenbush Town Board Squanders Town Money in Purchase of Electric Vehicle Chargers

In 2021, the North Greenbush Climate Smart Committee, which I chaired, pursued state and utility funding to finance the installation of two level 2 electric vehicle charging stations at town hall.

At the August 2021 board meeting, we unanimously approved a resolution authorizing the supervisor to sign an agreement with Potentia Management Group for this project. At the time, the installation of this charging station was estimated to cost $20,685 and was eligible for $19,145 in rebates from the utility and NYSERDA, a state authority.

The total project cost to the town at the time -$1,500. Although it passed the resolution, the GOP leadership did not proceed with this project in 2021 as it was an election year and they did not want to advance any of the Climate Smart committee’s initiatives, including the charging stations. Instead, they turned their attention to churning out sensational and baseless political mailers. While the GOP town board members wasted time on partisan political wrangling, the state program rebate program expired. The price for the charging stations also increased by $1,000 each. Realizing it would look bad to backtrack on its pledge to install the stations, the town board passed yet another resolution at its June 2022 meeting which would allow it to proceed with the original purchase. The new cost to the town-$10,000 instead of $1,500. Town residents won’t hear about these

Town of North Greenbush Thanks Our Veterans and Parade Participants

On behalf of the Town of North Greenbush Memorial Day Parade Committee, we would like to thank everyone who came out to ensure our deceased veterans were remembered in a special way. The day started off with our morning wreath ceremony at each monument in town.

We congratulate Bill Allendorph, our Grand Marshall. Bill’s service was celebrated at the ceremony following the parade. As with most of our veterans, Bill was humbled being named Grand Marshall, something he said he always dreamed about. North Chatham Free Library (NCFL) Hosts a Free Gathering of Book Lovers In the Library Back Garden

Join Fellow Bibliophiles on Wednesday, June 14 at 10 A.M.

Just in time to get ideas for summer reading, the North Chatham Free Library is hosting a free and open gathering of bibliophiles in its beautiful garden on Wednesday, June 14 at 10 A.M. In case of rain, the event will be held inside the library. At the conclusion, everyone will receive a list of books favored by others.

Participants should come prepared to recommend one or two favorite reads and briefly describe its plot and author and why the book is esteemed. Time will be allotted time for questions and answers about each book. This shared input will be a guide for your summer reading and/or provide suggestions for book clubs. Book submissions may be fiction or nonfiction.

Bring your own chair if you can, and should you wish, your own beverage. Cookies will be provided. There is a 12-participant limit to allow ample time for discussion; so register early to ensure inclusion and avoid disappointment. Registernorthchathamlibrary@gmail.com

Chalfen, the OCA spokesman, did not divulge a reason why Maier decided to step down from the role. Similarly, the court system is yet to reveal the reason why Kehn was recently transferred to sit on cases in Albany County Family Court while Troy City Court Judge Anne Coonrad — whom Kehn defeated to win her position in 2021 — is sitting on Rensselaer County Family Court cases that were being handled by Kehn.

Chalfen previously told Law Beat the court system’s inspector general conducted a “comprehensive and extensive investigation” following complaints and that Judge Gerald Connolly, the administrator of the Third Judicial District, was among the officials who recommended the transfer. But Chalfen has provided no details, describing the movement of elected judges as “personnel decisions,” and that the investigation, its findings and the action taken are all confidential. He declined to say whether the situation will be temporarily.

Instead, Chalfen highlighted the same statement he previously provided to Law Beat about Maier’s departure.

Law Beat reminded Chalfen that the court system was being asked whether Maier’s resignation was tied to the Kehn-related situation — and was not saying no. Chalfen once again did not answer, responding with the previous statement about Maier’s departure.

Maier was more transparent, if unwilling to delve into the situation in his wife’s courthouse. Asked if his departure was tied in any way to the Kehn-related situation, Maier reiterated that his reasons for stepping down involved “personal issues” that do not impact his ability to serve as a judge.

“I can certainly say to you that this is totally my decision,” Maier said. “No one suggested that I resign or anything else of that nature … it wasn’t that.”

Maier said the supervisory position gave him an opportunity to meet other City Court judges outside Troy.

“I enjoyed doing it, but it does take some time,” Maier said. “At some point, I just thought well, maybe someone else should take a look at this stuff and go forward. I’ve been doing it for a number of years.”

Doane Stuart, Susan Odell Taylor schools to merge

RENSSELAER — Doane Stuart School, which has been rocked with financial and enrollment crises, and a private school in Troy are entering into what leaders at both campuses are calling a partnership.

Summer Tennis Camp for Young Beginners!

SHAC’s Joe Behson, a USTA and USPTA Developmental Tennis Coach, along with a group of teenage Averill Park tennis players, will lead a summer tennis camp for young beginners July 10th-July 20th, Monday-Thursday each week from 9am12:30pm.

The camp will include a variety of fun, group learning activities geared towards elementary school children (ages 8-12). Enrolled students will learn key tennis concepts, such as the rules of the game while also developing proper racquet handling skills such as the forehand, backhand, return of serve, and volley as well. Understanding the fundamentals of tennis by working together and demonstrat-

ing good sportsmanship will be greatly encouraged.

The tennis camp will take place at the Averill Park High School Tennis courts (located on the right side of the school towards the back). In the event of inclement weather, the camp will be held at the indoor court inside the SHAC Center at 27 Lake Avenue, Averill Park, NY.

Campers should bring snacks and chilled water with them daily. All campers will receive a SHAC Tennis Camp tee shirt.

* Note: Players of this age will progress best with junior tennis racquets. Junior racquets are shorter, lighter, and have smaller grip sizes ideally suited for children. Adult racquets are often difficult for elementary school children to handle.

The combination will offer the region something that’s really unique,” she said.

“The Taylor School has always had an emphasis on collaborative and experiential learning, where our students take an active role in their own education,” Michael Myer, Taylor board president, said. “Our new venture with Doane Stuart — in which our communities will come together to build a new place of learning — is a natural extension of our core philosophies.”

Both schools grew out of the loss of other K-8 schools in the region.

Doane Stuart was established in 1975 from the merger of Ken-wood Academy, founded in 1852, and St. Agnes School, founded in 1870. The school is rooted in Roman Catholic and Episcopal traditions.
