Massive new mains replace versions over a century old
By KENNETH C. CROWE II
TROY — After 10 years of planning, digging and laying twin 36-inch water mains, the city is ready to complete the first phase of its Tomhannock water transmission line replacement project and directly connect the new mains to the treatment plant.
“It’s hairy,” Mayor Patrick Madden said Wednesday about the final connection that will be made next week following nearly two years of construction.
At the construction site off Falcon Lane, Madden stood above the hole where crews worked on the 60-inch waterline that provides
At our February meeting the DFD membership voted on and approved the appointment of fire officers and executive officers. We thank them for stepping up to fill these roles ensuring our department and community is ever ready for any emergency.
We extend our sincere gratitude to outgoing Chief of department, William Burkart, elected as chief in 2020. We all know how tough that year was. Chief Burkart lead DFD through some of the most difficult times in our departments history during the pandemic. Thank you Chief for your commitment to department and community; we wish you the best going forward.

the final link to the water treatment plant. They were preparing to fit the mammoth main with a new pipe that brings the two smaller 36-inch mains together through two branches.
“It’s a crucial time. It’s like you have the last two questions on an exam and a minute-and-a-half to answer,” Chris Wheland, the city superintendent of public utilities, said about the final 10 days before the new waterlines are permanently connected.
The two new 36-inch, 4-mile-long ductile iron water mains were coated in zinc and an asphalt top coat, then wrapped in plastic to protect them before they were installed and buried. They replace a 30-inch cast iron main installed in 1903 and a 33-inch riveted steel main installed in 1911-12. The installation of the new mains will end city officials’ worries about having to deal with a major waterline break in the woods that would be difficult to access and fix. Construction began in May 2021.
The mains will carry 21 million gallons of water daily from the Tomhannock Reservoir in Pittstown to the treatment plant from where the water flows to 135,000 customers in the cities of Troy and Rensselaer as well as the towns of East Greenbush, North Greenbush, Brunswick, Schaghticoke and Poestenkill in Rensselaer County, the town of Halfmoon and village of Waterford in Saratoga County and the village of Menands in Albany County.
Troy has reduced the flow to 15 million gallons after filling reserve tanks in order to lower the pressure as the new connection is made. The new transmission mains currently send water through a temporary bypass to the
TROY — Norris Pearson has been named as the new president and CEO of the Rensselaer County Regional Chamber of Commerce, the chamber board of directors announced.
Pearson comes to the chamber after serving as the longtime operations manager of the Houston Field House at Rensselaer Polytechnic Institute. He spent 29 years at RPI. Pearson and his wife, Marguerite Pearson, the director of marketing and communications at the Mohawk-Hudson Humane Society in Menands, are longtime residents of Troy, having lived in the city for nearly 30 years.
“I have witnessed the Chamber’s evolution driven by the forward thinking of its excellent past leaders and dedicated board of directors. I am excited to get started and it will be my honor to build on their work and forge new paths toward ensuring the Chamber’s strong position as a vital resource for businesses, a driver of economic development, and an advocate for Rensselaer County as great place
treatment plant.
“A lot of thought and planning has gone into this,” Madden said.
The new water mains are expected to last at least 250 years or roughly 10 generations. Madden said it’s an example of planning to provide for future residents so they don’t have to worry about their drinking water. Wheland said the planning also permits the city to handle additional customers as development continues.
This first phase was planned at a cost of about $23 million. The new mains run 4 miles east from Troy where they connect to the old mains that continue to carry the water the first 3 miles from the reservoir. The water is gravity fed along the 7-mile route to the treatment plant. The water literally flows downhill from Pittstown to Troy.
The second phase will install an additional 3 miles to each of the new water mains, Wheland said. Those lines will have to be placed in trenches 50 feet to 60 feet deep. When they are built, the entire 7-mile stretch from the reservoir to the water treatment plant will be connected with the new water mains. This is expected to take about two years to complete. The city will be going out to bid for this work.
“We’ve buried $23 million worth of pipe and water that nobody will ever see,” Wheland said about the new mains.
to live, work, and play,” Pearson said in a statement.
Pearson succeeds Kate Manley, who led the chamber for six years before opting to leave in 2022 to spend more time with her family.
“Norris brings decades of experience as a community connector with expertise in convening a diverse set of stakeholders to advance a common goal. We are pleased to have someone of his caliber leading our chamber into the future and know that his passion for our region and our business community, along with his high level of energy, positions our organization well for growing our membership and expanding programming,” Brian Williams, chamber board chair and chair of the search committee, said in a statement.
Pearson has been active with the chamber for many years and was a member of the inaugural class of the chamber Leadership Institute in 2006. He is a member of the YMCA of Troy Advisory Council and a past recipient of the YMCA’s President’s Award. Pearson is a former member of the RPI Community Relations Committee and is a founding member of the Frear Park Conservancy in Troy.
Pearson has finished 39 marathons. He has raised more than $20,000 for the Leukemia and Lymphoma Society and more than $9,000 for the Michael J. Fox Foundation’s Team Fox for Parkinson’s research.

Tips for choosing a family pet
There are many reasons to welcome a pet into a household. Companionship, unconditional love and protection are some of the reasons people get pets. Parents also may want children to have pets so they develop a sense of caring and responsibility.
When shopping for a new pet, the right fit can make all the difference. Before bringing any animal into a household, it is important to ask a few pointed questions and conduct an honest assessment of various factors that can affect the animal’s well-being.
Assess budget first
Pets require different financial commitments. For example, a beta fish in a small tank will cost considerably less than a pet dog or a horse kept at a stable. Adults must consider what they can afford when it comes to pets, as each animal comes with a separate initial price tag and subsequent food and care costs.
Think about allergies
Dander, hair and feathers can trigger allergic reactions in children and adults, so certain pets may need to be avoided. Speak with a pediatrician or a veterinarian and ask for suggestions on which pets may work best.
Consider a child’s developmental stage
Children younger than age five or six may not be mature enough to view the pet as something other than a toy or plaything. Before committing to a pet, particularly one that will serve as a child’s companion, be honest about the child’s maturity level. Some pets may have easygoing temperaments, like family-friendly dog breeds, including beagles and retrievers. A parrot with a strong nipping instinct or a skittish cat may not be the best fit until children are older.
Look at family lifestyle
Families that go on frequent vacations or are involved in many after-work or extracurricular school activities may not have enough time to devote to pets that thrive on interaction. Rather, a pet that is comfortable in a habitat or cage or one that is mostly self-sufficient might be a better fit.
Research, research, research
Before making a commitment, families should conduct significant research on the pets they are considering. This way there will be fewer surprises. Look at information regarding pet/breed temperament, genetic illness predisposition, exercise requirements, veterinary checkup schedules, and immunizations, among other factors. These recommendations can help families find pets that will thrive in their homes.
Did you know?
Veterinarians and rescue organizations repeatedly stress the significance of having pets spayed or neutered. This process, which is a relatively minor procedure with an excellent recovery rate, renders the animals sterile so that they cannot reproduce. Many animal shelters will not even allow people to adopt pets before the dogs and cats have undergone the spay or neuter surgery. Prospective pet owners may wonder just why spaying and neutering is so important. Here are a few reasons.
• Increased longevity: A study that focused on Banfield Pet Hospitals’ database of 2.2 million dogs and 460,000 cats found that, compared to animals which were not neutered or spayed, neutered male dogs lived 18 percent longer and spayed female dogs lived 23 percent longer, while spayed female cats in the study lived 39 percent longer and neutered male cats lived 62 percent longer.
• Curbs unwanted behaviors: Unaltered dogs and cats may roam to find mates, meow or bark, mark territory, and engage in other unwanted behaviors.
• Prevents litters: Undesired litters of puppies or kittens leads to overpopulation that can result in these animals being placed in shelters or humanely euthanized.
• May prevent cancers: Spaying or neutering can reduce the risk for certain cancers in animals, such as reproductive system cancer or pyometra. Undergoing the spaying and neutering process increases the liklihood that pets can live longer lives, and also helps reduce medical treatment costs.
There are several reasons to neuter and spay pets. Furthermore, it may be possible to find a low- or no-cost spay and neuter clinic to handle the procedure.
Did you know?
Dental health is important when caring for pets. Many pet health experts say that a pet’s first professional dental examination and cleaning should occur at around age two or three. Ideally, pet parents should brush their pets’ teeth daily to ensure that plaque and tartar does not accumulate and lead to significant periodontal issues. Older pets tend to require more frequent brushings, while younger pets and small dog breeds may not need daily brushing. There are plenty of pet-safe toothpastes available; do not use a human toothpaste, as such products contain ingredients that are not safe for pets. Pets should be acclimated to having their teeth brushed at an early age to make it easier to do so in ensuing years. In addition to brushing, pet owners can help their pets keep teeth clean by providing dental-friendly snacks and toys that can be chewed to scrub teeth. Also, feeding pets a nutritious diet that consists of some hard food to scour teeth during eating also is helpful. Some foods contain additives that help keep plaque from hardening into tartar, so speak with a dentist to see if this is appropriate for the pet’s needs.

News From Averill Park CSD
The Averill Park Central School District and Bus Patrol have launched a school bus safety program in partnership with the Rensselaer County Sheriff’s Department. As part of this program, all District school buses will be equipped with stoparm enforcement cameras that are designed to detect vehicles that illegally pass stopped school buses that are actively loading or unloading students.
Please note that as the cameras are installed, they will become operational.
As of Monday, January 30, five buses in the APCSD fleet have new cameras installed and are running. The full fleet will be operational by April 1. Violators will be issued citations in
the mail each time they illegally pass a school bus that has its red lights flashing.
Students, parents and staff should practice caution while driving in parking lots at each of the schools in the District. Regardless of where a bus is loading or unloading students, if the red lights are flashing and you pass by the bus, you will be issued a ticket.
Rebecca Gallerani, an eighth-grade student at Algonquin Middle School, has been awarded a 2023 Scholastic Art Honorable Mention award for her illustration titled ‘Colorful Marker Hair.’ Congratulations, Rebecca!

This week’s Scholar Athlete of the Week is Marisa Mazzacco.
Marisa is a captain on the varsity indoor track team, and also participates in outdoor track and field. Marisa mostly competes in the long jump and triple jump, but also runs events up to 400 meters. Marisa has always enjoyed running, and in middle school her coach recommended that she try cross country. This led Marisa to join the track team, and she has now been on the varsity team for six years.
To prepare for her season, Marisa lifts weights and runs by herself four to five times a week. Marisa’s favorite part about her sport is all of the friends she has made throughout the years. Marisa noted that they truly make track the best sport. For Marisa, “The hardest part of track is working through the mental barrier of running as fast as you can and not giving-in to the urge to slow down.” Marisa also commented that when she is preparing to jump, she is alone on the runway. Marisa has to maintain her confidence as she begins to run down the runway, and if she lets the pressure get to her head she does not perform as well.
Marisa has managed to become top 25 in the state for both long jump and triple jump, and competed at Nike Nationals for triple jump. Last year, Marisa injured her ankle, but is particularly proud of winning State Qualifiers even with her injury. This competition gave Marisa the motivation she needed to continue pushing through her injury. This year, Marisa hopes to break the school record for both triple jump and high jump. Marisa also hopes to compete in the state and national competition.
In addition to her athletic success, Marisa excels academically. Marisa has a 4.0 GPA while taking a difficult course load, including Advanced Placement Language and Composition. Marisa has also managed to place on the high honor roll every quarter in her high school career. To balance school and sports, Marisa often wakes up early to finish any work before the school day. Marisa will also create a schedule for her week to ensure she finishes everything she needs to do and practices enough. Marisa is also a member of the National Honor Society, and outside of school Marisa plays violin in the Empire State Repertory Orchestra.
Coach Gobel has been Marisa’s biggest motivator throughout her athletic career. All of Marisa’s athletic accomplishments were thanks to her coach’s motivation, and Marisa noted that Coach Gobel has helped her grow her confidence. Marisa’s teammates also help push her to do her best. Marisa tries hard in every meet because she doesn’t want to let down her teammates. Marisa would advise a younger athlete that, “No matter what, do not give up if it starts becoming hard. Even on difficult workout days you need to give it your all.”
Next year, Marisa plans on going to college for astronomy or astrophysics. Marisa also plans on continuing her track career in college.

The majority of renovations on Remodeling magazine’s list of the best investments are exterior renovations, making this area of a home a particular point of interest for homeowners. The only interior project that cracked the Top 10 ROI for projects was a minor midrange kitchen remodel.
Exterior renovations perhaps add the most bang for your buck because they’re not only functional, but also because they add immediate curb appeal. Much in the way it has been said people eat with their eyes first — which is why chefs spend so much time on elaborate plating — buyers will judge a property by how it looks when they arrive, even before they’ve stepped inside a home. In essence, home buyers often judge a book by its cover. A worn exterior may indicate to potential buyers that the home was not maintained, however false that assumption may be.

Though this approach is an inexact science, in many instances, it’s savvy for homeowners to consider what buyers may want when planning home improvements. Homeowners may be surprised to learn which renovations garner the best ROI at resale. The home loan and refinancing company RenoFi indicates that overall home improvement projects provide a 70 percent ROI on average. Many high-ROI projects add functional space and improvement. Disproportionate Impacts of Mining Operations in West Sand Lake
I am writing to express my opposition to the proposed PDD for expansion of mining in Sand Lake. While many have expressed well founded concerns about this, my focus is on the impact in West Sand Lake, particularly those of us who live on or near Rte 43.
Our hamlet bears the heaviest burden of mine location as well as the impacts of truck traffic, especially noise and chemical and particulate pollution from exhaust. This is exacerbated by the lack of progress in terms of traffic flow at the intersection of 43 and 150. At am and pm rush hour, traffic backs up on 43 and essentially idles there. Our houses are persistently dusty inside, while the exteriors of our homes are dirtied by the heavy dust and emissions from the traffic. We often cannot hear our neighbors during routine conversation outside and have to shout to make ourselves heard.
At the same time, we contribute to the town through the payment of property taxes. We, along with several neighbors, pay more in property taxes than the gravel miners collectively, which makes it seems others are benefitting at our expense.
Sand Lake Historical Society
2023 Schedule
SLHS will be presenting the following public programs, from January to
June 2023:
March 14th, The Rensselaer Glassworks. Phil Bernnard of the National Bottle Museum will discuss Rensselaer Glassworks, one of Sand Lake’s early industries (and gave us “Glass Lake”). Hear the history of the works, the succession of owners, and the technology of 18th and 19th century glassmaking.
Phil is asking attendees to bring any “Glass Lake glass” specimens they have, too.
April 11th, Covid-19 History Project. Committee report and presentations and a sharing of experiences from the SLHS Covid History Project.
Let’s make Covid history!
May 9th, Annual Meeting. Elections, annual report to the membership – and more!
June 3rd, (tentative) Annual Gala. Final date and location to be announced. Don’t miss this highlight of our year!
June 13th, The Pretty Fantastic Mr. Fox. Albert Rodmond Fox, industrialist, glassworks owner, State Senator, mover-and-shaker, and the Fox who gave us Fox Mansion. Learn about one of Sand Lake’s early leaders and speculate on why we live in Averill Park and not “Foxboro.”
All SLHS programs (unless otherwise noted) are held at the Sand Lake Town Hall Courtroom, 8428 NY Rte. 66, Averill Park, beginning at 7:00 pm. More information at http://sandlakehistory. org/. Like us on Facebook.
Sand Lake Pandemic Remembrances
The Sand Lake Historical Society is putting together a book of remembrances by residents and
Approval of mining expansion into the Gardner property means those of us affected by the noise and dirty air will never be afforded relief, and this current proposal is unlikely to be the last.
In addition to the uncaptured costs above, yielding so much property in town, for years or decades, to mining is financially imprudent. A dozen homes or so contribute more in property taxes than do the mining companies. Their impact as employers is important but not meaningful in a town where most residents commute to Albany, Schenectady or Troy or other towns for work.
To reiterate, it is questionable that mining expansion is advantageous to Sand Lake, as the town is reducing property tax income in doing so. Between the doubtful economic benefit and downstream costs noted, especially in West Sand Lake, I would urge the Town Board not to approve the PDD proposal to expand the Rifenburg mine.
rized counsel to draft a local law providing a volunteer firefighter and ambulance worker property tax exemption. North Greenbush should consider a similar law.
In December 2022, New York State Legislature & Gov. Hochul approved a property tax exemption for volunteer first responders who have been members of fire or ambulance service for at least two year. “Generally speaking, the new law gives municipalities, school districts and fire districts throughout the State the option to provide a property tax exemption of up to 10% to volunteer firefighters and ambulance workers. Any such exemption would be valid only on property used exclusively for residential purposes. [tax.ny.gov].

North Greenbush Councilman Jack Rogers has mentioned at many town board meetings, the Town’s need to support our volunteer firefighters and ambulance services and service members. I agree with Councilman Rogers that North Greenbush needs to support our volunteer firefighters and ambulance services. I don’t know if direct financial support is possible in the future. However, this reduction in property taxes is something that North Greenbush should evaluate and consider adopting for our town.

Built in 1910, the home is an example of a Colonial Revival Foursquare. Popular from the mid-1890s to late 1930s, the American Foursquare incorporated elements of Prairie School and Craftsman-style homes and was tailored to maximize small city lots. The aforementioned red entry door opens to a living room with a gas fireplace and glossy hardwood floors that continue through to the adjacent dining area. Sand Lake Historical Society Program on Edmonia Lewis
East Greenbush Town
Historian Bobbie Reno will present “The Life and Art of Edmonia Lewis” before the Sand Lake Historical Society on Tuesday, February 14th, at 7PM. Her program will discuss what is known (so far) of the life of Edmonia Lewis and feature photographs of some of her more well-known sculptures.
Lewis was a noted American sculptor of mixed African American and Native American heritage, born in Greenbush, Rensselaer
County, in the early 1840s. Reno successfully championed the effort to have the Postal Service honor Lewis with a Forever stamp, which was issued in 2022. No doubt you’ve seen Edmonia Lewis on a postage stamp, now come hear her story.
A native of East Greenbush, Bobbi Reno has been the town’s historian since 2016. She previously worked in town and state government and has written, illustrated, and published three children’s books. Last August, her program on Edmonia Lewis headlined the Emancipation Day celebration at the Gerritt Smith National Historic Landmark (at the National Abolition Hall of Fame) in Peterboro, NY.
February’s program will be held at the Sand Lake Town Hall Courtroom, 8428 NY 66, Averill Park, beginning at 7PM. SLHS monthly programs are open to the public and are live-streamed on the SLHS website -- http://sandlakehistory.org (archived video also will be posted there).
A $5 donation is suggested for non-members. New members are always welcomed. Like us on Facebook. SLHS turns Fifty in 2024!
RPA Book Club
Continues
You are warmly invited to RPA’s Nature Book Club, with Rama Hamarneh, PhD. The book club provides a space to discuss books related to nature, together as a community! One evening a month, we will meet on Zoom to discuss a book we have read, and the work’s relationship to nature. We will explore multiple aspects of nature in literature - represented through multiple genres and authors from around the globe.
Next Meeting: Tuesday, February 28 at 7pm on
Zoom
For February 2023, we’ll read Forest Walking: Discovering the Trees and Woodlands of North America by Peter Wohlleben and Jane Billinghurst. Do you use all five senses to explore your surroundings when you walk in the woods? For most of us, the answer is no—but when we do engage all our senses, a walk in the woods can go from pleasant to immersive and restorative. Forest Walking teaches you how to get the most out of your next adventure by becoming a forest detective, decoding nature’s signs and awakening to the ancient past and thrilling present of the ecosystem around you.
This book is available through the Upper Hudson Library System in physical format, on Libby and hoopla via the library as an ebook and audiobook, at Market Block Books, and through other book sellers.
The Zoom link for each meeting will be sent out to the book club email list a few days before the meeting. The book club is free to attend, and all are welcome.

Find out how you can use AVID, a citizen science method to Assess Vegetation Impacts from Deer (aviddeer.com), to learn if deer are affecting your woods.

Bingo is Back at the Brunswick Elks #2556
Finally !!! Bingo is returning to the Brunswick Elks #2556 in Troy on Sunday, March 5th, 2023 @ 1:30 PM !!!
We normally would be starting on this Bingo one month earlier, as hoped, but a little snag in the licensing process through the state has moved that back until March 5th, tentatively, as we have to get licensing also through the Town of Brunswick before starting up.
We are confident that the new date of March 5th, 2023 will be a bona-fide date to let everyone know
about.
If you have any questions about this endeavor, please call Jeff Keegan at 518-728-1795 or Mary Beth Keegan at 518-312-7291.
Please remember that the earlier date of February 5th, 2023 cannot be feasible and the new date of March 5th, 2023 is more firm.
You are urged to let all of your bingo friends know about this new date, as we will be calling all contacts when the license has been firmed up.
We thank you for your attention to this matter, and if all goes as planned, Bingo will indeed start on Sunday, March 5th, 2023 ...
We also thank you for your patience while we work these things through; we are working diligently to make this Bingo a reality !!!

Storytelling Night, First United Methodist Church, 1 Gilligan Rd. East Greenbush
We are people of story. Our traditions, religions, histories, and biographies are compilations of stories told and received, handed down, edited, redacted, metaphorized, dreamed up. Storytelling Night is a monthly evening of food, fellowship, and storytelling. We gather monthly around the stories of people. And, we believe that each story - of our fears, of our hopes, of our lives, of our families, of our undoing, of our renaissance, of our redemption - can be inspiring to us and to others . . . but only if that story is shared. The practice of storytelling (and of story-hearing) is an essential part of being human, and we want to encourage, uplift, facilitate, and gather around the telling and hearing of stories. Join us if you want to share or hear a story!
Wednesday March First: Elaine M. Rudzinski, the Chief of Police of the East Greenbush Police Department.
Wednesday April Fifth: Roberta Reno, East Greenbush Town Historian.
Wednesday May Third: Robert Thomsen, the Choir Director of the First UMC of East Greenbush. Wednesdays at 7 PM
