Hoffman Car Wash Pays Tribute to Service Men & Women in Big Way CAPITAL DISTRICT For the 17th consecutive year, Hoffman Car Wash will show appreciation to the men and women who serve or have served the United States of America. On Friday, November 11th, all active, retired, and honorably discharged military personnel will receive a free car wash at any of the 23 Exterior or Full Service Hoffman Car Wash locations. Military personnel are not required to present ID; the event will be run on the honor system. Since 2006, Hoffman Car Wash has washed approximately 62,000 vehicles belonging to service men and women during the Veterans Day event. Information regarding the free wash is available online at hoffmancarwash. com/veterans-day. The event is part of Hoffman Car Wash’s “Practice Kindness” initiative to spread positivity and goodwill in the communities it serves. In 2022, Hoffman Car Wash has supported Interfaith Partnership for the Homeless (IPH), Juvenile Diabetes Research Foundation (JDRF), and the ALS Regional Center. Hoffman Car Wash also hosted free wash events for all first responders and hospital personnel on September 11th and for anyone who donated a non-perishable item during the semi-annual Food Drive in June and October. Hoffman Car Wash also supports many non-profits and youth organizations through its Helping Hands Fundraising program.

Some school districts are putting students’ social needs above academics, saying they must address that before they can effectively teach anyone. “At the end of the day, we can’t teach a stitch of content until our kids are in a sound state of mind,” said Mechanicville Superintendent Kevin Kolakowski. At Mechanicville Junior/Senior High School, all sixth graders take a class on becoming a better person. In high school, they can take an elective in positive psychology, a more rigorous version of the sixth grade class. Every student also spends 13 minutes a day on a Project Positivity activity. The district extended its day to fit that in at the end of second period. In the Coxsackie-Athens school district, district officials added a program with a social worker for students who struggled to get to school on time. In the program, the students can have a different school start time, and get direct help with mental health. “We know not every kid is most successful when following a traditional 8 a.m. to 3 p.m. school schedule. Our FLEX program is designed to provide not just academic support but also mental health support,” the district wrote in a national explanation of its programs. Coxsackie-Athens was one of 13 school districts, nationwide, designated as a “Lighthouse” district for its social-emotional work and other examples of “positive change in public education.” The award was given by the School Superintendents Association.

School officials have reported a huge increase in fights, threats and absenteeism since the pandemic began. Issues cited at youth facility Two state agencies open investigations into death of Caprist McBrown, 19 By STEVE HUGHES

COLONIE — The secure facility where a 19-year-old died last week has struggled with staffing and safety issues for at least the past year, including losing two executive directors in less than four months. Two state agencies have opened investigations into the Oct. 27 death of Caprist McBrown, who spent more than two years at the Capital Region Secure Juvenile Detention Facility while he awaited trial for his alleged role in the fatal shooting of a Schenectady woman. Authorities have not said what caused McBrown’s death, but foul play is not suspected. In February, the state Office of Children and Family Services stepped in to force changes at the facility after discovering a number of issues during an inspection. Berkshire Farm Center & Services for Youth, the nonprofit contracted to operate the center, was put under increased evaluation and a performance improve-

ment plan as a result of the inspection, according to a review of the meetings of the Capital District Youth Center, the not-for-profit public corporation that administers the facility. The problems at the facility have included a lack of staff, unsanitary bathrooms, lack of space and reduced educational and recreational opportunities for the teenagers it was charged with overseeing, according to the discussions at the meetings. At least one resident was put on suicide watch and hospitalized. McBrown’s death comes as the facility prepares to undergo a major renovation and expansion project to comply with regulations related to the state’s “Raise the Age” law, which mandates that most young offenders be housed separately from adults during pretrial detention. The facility’s most recent executive director, Dominic Ruggeri, was hired to fix many of the issues the state had identified. He lasted just six weeks on the job before going on administrative leave after a human resources complaint was filed against him. Ruggeri formally left the position on last Tuesday.

“That place is an absolute mess — the Geneva Convention wouldn’t let kids stay there,” Ruggeri said, referring to the international treaties that define humane treatment for prisoners of war. Ruggeri said he had been in Ohio for a training session when McBrown died. He did not have information on what might have led to his death. Julie Brennan, a spokeswoman for Berkshire Farms, said the organization was deeply saddened about the death. She declined to talk about it further, citing privacy laws governing a facility for minors. When asked about the problems at the facility and what Berkshire had done to remedy them, Brennan repeated that Berkshire Farms was deeply saddened about the death, and refused further comment. Earlier last week, a spokesman for the Office of Children and Family Services said both the Justice Center for the Protection of People with Special Needs and the state Commission of Correction have opened investigations into McBrown’s death. ter investigation into a juvenile detention facility since the state entity was founded in 2013 to oversee state-operated, -licensed or -certified programs and facilities. A cause of death isn’t expected for several weeks, according to Colonie police. The department has refused to identify him, citing privacy laws around facilities that house minors. A relative of McBrown, who is from Middletown, declined to comment. His attorney declined comment as well. The Times Union was able to identify McBrown after Schenectady County District Attorney Bob Carney said last week that the person who died had been 17 years old when they were charged in connection with the Aug. 2, 2020, shooting death of Jennifer Ostrander. The 31-year-old was shot while she sat on a porch on Sixth Avenue in Schenectady. McBrown had been in the facility for juvenile criminal suspects since his arrest the day after the shooting. Three other men — Joel Johnson, Tito

A Schenectady County assistant district attorney told the Daily Gazette in November 2020 the shooting was gang-related, though Ostrander was not the intended target. The trial was set to begin in January. The 24-bed facility has struggled over the past year to provide adequate staffing to meet the needs of the teenagers it detains, according to meeting minutes and discussions of the Capital District Youth Center board. Mark Castiglione, the organization’s chief administrator (and executive director for the Capital Regional Planning Commission), declined to comment on the facility’s issues Friday. The four counties that pay into the facility’s operation are preparing to renovate and expand the outdated building in order to comply with the Raise the Age law. Tips to introduce a new dog to your other dog

The value dogs bring to a home is undeniable. Dog owners and their families may welcome a new dog with open arms because they recognize these pets provide unconditional love and can make their human companions smile no matter what else is going on in their lives. However, other dogs may be considerably less enthusiastic about rolling out the proverbial welcome mat to another furry member of the family. In recognition of the potential difficulties of welcoming a new dog into a home where a dog already lives, the Humane Society of the United States and the American Kennel Club offer these suggestions to help dogs get along from the moment they meet. • Make introductions on neutral territory. The HSUS recommends familiarizing dogs with one another outdoors. Outdoors is neutral territory, so a dog that’s already well-established in a home is less likely to feel threatened here than if it meets its new housemate indoors in an area it already thinks is its own. The HSUS recommends walking dogs separately on a leash during this introduction, ideally at a distance where they can see each other but are not provoked by the other’s presence. Carry treats and reward the dogs for seeing each other. • Keep a watchful eye on body language. The HSUS notes that hair standing up on a dog’s back, teeth baring, growling, a stiff-legged gait, or a prolonged stare indicate a defensive or wary response from a dog. The sight of these postures merits an immediate interruption to the interaction. If dogs respond in a more relaxed and comfortable way during the introduction, the distance between them can be reduced, though owners should still be mindful of their body language. • Recognize puppies and older dogs may react differently. The AKC notes that puppies are developing communication skills, so they may not recognize the rules that older dogs are trying to establish. So a puppy may be willing to play with an older, larger dog, while the older dog may growl at its younger companion. The AKC notes that this is alright so long as the older dog does not become aggressive and injure the puppy. Growling can help the younger puppy learn and can be an effective way for the older dog to communicate. • Separate the dogs during initial inside introductions. The HSUS recommends using a sturdy and tall baby gate to separate dogs when introducing them inside. Watch how they interact with this barrier in place and reinforce positive interactions with treats. Introducing a new dog to a home where a dog already lives can be challenging. But various strategies can help such interactions go smoothly.

Signs of anxiety in dogs

Mental health issues have garnered some much-needed attention in recent years. As the world confronted a global pandemic, the mental health cost of that confrontation proved significant, prompting millions of people to speak openly about mental health for the first time. Much of the conversation surrounding mental health conditions in recent years has focused on the human toll those conditions have taken. But mental health issues, including anxiety, can affect pets as well. According to the American Kennel Club, dog anxiety can affect all breeds. As a result, it behooves all dog owners to learn about dog anxiety so they can be in the best position possible to help their furry friends. What is anxiety? The anxiety dogs feel is not much different than that felt by humans. Merriam-Webster defines anxiety as “apprehensive uneasiness or nervousness over an impending or anticipated ill.” Although the AKC acknowledges that all dogs feel anxiety at one point or another, the organization warns that disproportionate levels of anxiety that go untreated can produce an anxiety disorder in dogs. Such disorders can pave the way to behavioral and other issues. What causes anxiety in dogs? The Merck Veterinary Manual indicates that fear, separation and aging are some of the most common causes of dog anxiety. Some dog owners may recognize that their dogs are fearful of loud noises, strangers (including both people and animals they don’t recognize), veterinary visits, and certain visual stimuli. Though that fear is often temporary, it could lead to significant anxiety in some dogs. The AKC estimates that around 14 percent of dogs are affected by separation anxiety. These dogs cannot be comfortable when their owners leave, and they may engage in various negative behaviors as a result. Such behaviors include chewing or destroying furniture, urinating or defecating in the home even if they’ve been trained, and excessive barking. Age-related anxiety has been linked to cognitive dysfunction syndrome, or CDS. In such instances, dogs with CDS experience anxiety as they deal with issues affecting their memory, perception and awareness. What are some symptoms of anxiety in dogs? The AKC advises dog owners to be on the lookout for these important symptoms of dog anxiety: • Aggression • Urinating or defecating in the house • Drooling • Panting • Destructive behavior • Depression • Excessive barking • Pacing • Restlessness • Repetitive or compulsive behaviors Anxiety can be a serious issue for dogs that adversely affects their quality of life. Various approaches can be tried to treat dogs with anxiety. Dog owners who suspect their dogs are experiencing excessive anxiety are urged to discuss their concerns with their veterinarians.

Setbacks are mandated buffers between surveyed property lines and permanent structures. Easements are legal designations that enable individuals or entities to use portions of a person’s property for physical access or to build on it for one reason or another. Easements may be owned by utility companies for gas lines or government agencies when sidewalks are on a private property. Additional examples of easements

include greenbelt conservation easements, beach easements or view easements, according to The Spruce, a home and lifestyle resource. CCRs include rules established by many planned communities, subdivisions and planned unit developments. CCRs, easements and property setbacks can affect which type of renovations are allowed on particular plots and may affect the issuance of permits. It’s essential to learn about property easements, CCRs and setbacks in advance and discuss them with contractors when drawing up preliminary plans. Your property deed or plat map as well as the local building inspection offices can highlight any regulations that may be in effect on your property and if they may affect future projects.
