Averill Park High School was selected to represent New York state by creating 24 ornaments to be showcased at the “National Christmas Tree Experience” in Washington, D.C. Students created ornaments using inspiration from the state flower, cities and mountains found across New York. Great job everyone! The girls and boys cross country teams fared well in the Section II, Class B championships. Logan Barsalow placed second in the girls’ race while Noah Bonesteel finished eighth in the boys’ event. Both qualified for the NYSPHSAA Championships. Way to go Logan and Noah! Miller Hill-Sand Lake Elementary fifth grade student, Vivian Savage, has been accepted as a new member of the Capital District Youth Chorale. I believe staying in touch with constituents is an important part of serving in elective office. This monthly report is an example of my commitment to keeping residents informed of the activities of the Schodack Town

Board. All meetings of the Town Board, Planning Board, and Zoning Board can be viewed live or at a later date at https://townhallstreams.com/towns/ schodack. In addition to the regularly scheduled board meetings in October, the Town Board held a series of Budget Meetings to review and discuss the 2020 Tentative Budget for the Town of Schodack. Department heads did a great job of outlining and itemizing their recommended expenditures and appropriations for the upcoming year. During October, the Town Board also approved a resolution requesting the New York State Department of Transportation to conduct traffic safety studies for evaluation of appropriate speed limits on Clove Road and in the following developments: Strawberry Fields, Castleridge and Maple Crest. I personally have been contacted by numerous residents regarding people speeding through other neighborhoods in our town as well. Schodack Police Chief Joseph Belardo would like to get the message out to residents that the best way to handle these and other traffic-related complaints is to contact our Schodack Police Department and file a report. These reports aid the department with scheduling their daily assignments as well as monitoring the results of their work. Thank you to the numerous volunteers who worked on the Reformed Dutch Church of Schodack at Muitzeskill annual Turkey Dinner. It was nice to see such a large turnout of residents enjoying a terrific family-style meal. There was a great turnout for the 1st Annual Windy Hill Orchard Apple Festival. Visitors were treated to craft and food vendors, musical entertainment, apple and pumpkin picking, Fort Orange Brewing beers, wine and cider tastings, and wagon rides

Local Law Students to Provide Legal Workshop for Seniors On November 20, 2019 at 12:30 p.m. at the Rensselaer Area Senior Service Center located at 50 Herrick St., #1, Rensselaer, New York, local students from the Albany Law School will provide a free, legal information workshop for local senior citizens, family members, caregivers and elder care professionals. This presentation is part of a project designed to bring useful legal information and materials to a student’s home community. The Elder Law Pro Bono Project is a collaboration between the Albany Law School Pro Bono Program and the Rural Law Center of New York. There is a long-standing tradition in the legal profession of providing pro bono or free legal assistance to benefit individuals and communities. This program gives law students the opportunity to do pro bono work in areas across the state. Senior citizens and their families, especially in rural areas, often don’t have access to critical legal information. This workshop will bring important resources directly to home towns. Housing history

Former family homes play key role in preserving area’s past By LEIGH HORNBECK

There is a building in each of the Capital Region’s core counties where the history of the community is preserved and interpreted. Each one was once a family home, where people lived out their private lives without knowing future generations would study their interior design choices for clues about life “back then.” And of course none of the houses were built with their current uses in mind. Each one still has the bones of a house and

requires ongoing maintenance, just like any home. Rensselaer County: Hart Cluett Museum, 57 2nd St., Troy Of the four historical societies and associations, the Hart Cluett Museum, operated by Historic Rensselaer County, is the closest in 2019 to what it was in 1827. Columbia Students reach Ambassador Level in Girl Scouts

Columbia High School Students from NENY Girl Scout Service Unit 136,Troop 1474 reached the Ambassador Level of scouting. Each girl has been active members of their troop and are excited to continue in Girl Scouts. The Ambassador Level is the highest Level a Girl Scout can reach. These girls will Focus on leadership skills, community service and mentoring younger Girl Scouts throughout the next two years. lintels above big front windows. Only two families lived in the house at 57 2nd St. between 1827 and 1948, when Albert and Caroline Cluett donated it to the county historical society. That ownership preserved the hand-painted wallpaper, sconces and original fireplaces. The society struggled at first to raise money and convert the house into a museum. Over time, Hart and Cluett family members donated items that were at one time used in the house. “The house needed offices and telephone lines and exhibit spaces,” says Karin Krasevac-Lenz, executive director of the museum. As the country’s bicentennial approached in 1976, money began to flow into the museum and others like it amid renewed interest in Colonial history. The Hart-Cluett became an incubator of sorts for other local cultural institutions, providing startup space for what became the Children’s Museum of Science and Technology and for the Arts Center of the Capital Region on River Street, which can trace its roots to meetings of the Birchkill arts and crafts guild at the museum in the 1950s. Invisible Cities Mixed Media Workshop

Join us at the Troy Public Library where artist and instructor Sarah Nenno Bowen will be hosting a two-part workshop in two-hour sessions at the Troy Public Library on Wednesdays December 11 & 18 at 5:30 to 7:30 PM. Each session will be led by an excerpt from the book “Invisible Cities” by Italo Calvino, and each session will have its own excerpt. Read and respond to this piece of literature with the use of materials such as paint, paper, graphite, markers, and more to create a mixed media masterpiece. Register in person, online, or by phone. This project is made possible with funds from the Decentralization Program, a regrant program of the New York State Council on the Arts with the support of Governor Andrew Cuomo and the New York State Legislature and administered by The Arts Center of the Capital Region. Transcontinental rail road ties to the Capital District Poestenkill Historical Society Members we are pleased to announce our speaker for Tuesday, November 26th, at 7:00PM will be Michael Barrett, Executive Director of the Hudson Mohawk Industrial Gateway Burden Iron Works Museum. In 1869 completion of what was then the largest infrastructure project in American history turned the United States into a true continental power and opened the development of our “Wild West”. Many of the personalities who were prime movers in the project had ties to the Capital District, and our local industrial base provided a number of the necessary parts that made the project possible. their horses, and the Carr building next door to the museum. Krasevac-Lenz oversees an CONTINUED FROM 3 extensive master plan for ongoing maintenance and there is always something that needs doing. When a window in the Carr building deterioriated a member with expertise in historic window repair did the work. There is no such thing as putting in a vinyl replacement because the building is as much a part of the museum’s collection as the Cluett sleigh. Schenectady County Historical Society: 32 Washington Ave., Schenectady The Georgian-style structure at 32 Washington Ave. was a private home for less than nine years, built as a gift for Dora Jackson in 1895 by her son, Jones Jackson. Dora was 64 when the house was built and lived there for five years before she died; Jones died four years later. By 1918, the house belonged to General Electric, which used it as a space for a women’s club. The first floor was used for meetings and parties; there were bedrooms upstairs. In 1958, GE donated the house to the historical society. Until the mid-2000s, it was set up as a house museum, says Executive Director Mary Zawacki, until strategies changed in the museum world and the society hired a curator. The rooms were stripped of furniture and the bathrooms were removed. The spaces are now used for exhibits. School life is chronicled in one space; another room is almost completely occupied by the second-oldest dollhouse in America. The museum has six main galleries and a few small spaces for temporary exhibits. One of those quirky spaces — an alcove off a former bedroom that could’ve been either closet or secret passageway — currently holds a macrabe display of early surgical tools. A large cradle built to soothe the aged and dying, stands in one corner of the second floor. A large, brick research library was built onto the back of the house in 1992. About a third of the 21,000 visitors to the historical society’s sites visit the museum per year, Zawacki says. The society also owns Mabee Farm and 14 N. Church St., a 1730s home newly transformed into a creative space for local artists and performers. Albany County Historical Association: Ten Broeck Mansion, 9 Ten Broeck Place, Albany More than 220 years have passed since the Ten Broeck mansion was built for the prominent, wealthy Ten Broeck family, but because the house is on a hill and surrounded by land, it’s possible from the inside to pretend no time has passed and imagine what life was like all those years ago. The historical association took ownership of the house in 1948. The mission of the group as stewards of the mansion has always been to maintain the feeling of a home, so major renovations to convert the building to a public space weren’t necessary for programming. Over the years, the association has used what was available in the house and detailed in records left by the Ten Broecks and later, the Olcott family, to tell the story of the mansion and how it relates to the city outside its doors. In October, the organization reconnected the historic Ten Broeck land plot with the mansion property via a staircase for the first time in more than 150 years. “The issue becomes trying to balance storage, office space, parking and safety; all require renovations and repairs,” says Kathryn Kosto, executive director of the association. Walter Wheeler, an architectural historian and member of the association, recently compiled a historic structure report providing a punch list of sorts. The priorities for repair and upkeep are gutter and plaster repairs and landscape improvements. “When these renovations are completed, we may interpret spaces in the cellar and attics, showing the living and working spaces of enslaved persons and servants, giving a more complete picture of all who lived in the Ten Broeck Mansion,” Kosto says. Saratoga County Historical Society: Brookside Museum, 6 Charlton St., Ballston Spa Brookside, a striking Georgian-style building with towering columns that give it a Greek Revival flavor, has the most complex history of the four museums — and the most perilous. A fundraising campaign is underway now to keep Brookside open and running while the board and staff search for a way to survive in 2020 and beyond. The house was built as a resort in 1792 serving clientele traveling to Ballston Spa to sample mineral water. By 1846 it was a school, then a boardinghouse from 1865 to 1908, a sanitarium from 1910 to 1912, and a private residence between 1912 and 1950. At the time a donor bought the property in 1970 and gave it to the historical society, the building had been empty for at least 10 years. In the 1970s, Brookside was renovated to bring it back to what it would’ve looked like when it was first built, and many walls were removed that had been erected to create numerous small rooms.

Rethinking a span’s possibilities Troy, Watervliet to explore how to make Congress Street Bridge a better gateway By KENNETH C. CROWE II

The cities of Watervliet and Troy are launching astudy of the Congress Street Bridge that aims to transform the communities’ relationship with the 49-year-old structure by finding ways to make it a welcoming gateway for each city. Troy wants to integrate the bridge into a restored street network that would reopen River Street as adirect thoroughfare connecting downtown to the neighborhoods to the south along the Hudson River. Watervliet wants to provide access from the bridge to Hudson Shores Park, which it passes over, making it easier for pedestrians and bicyclists to enter. “It’s astudy to see what each municipality wants to do with the bridge. It serves as a gateway for both of the cities,” Watervliet Mayor Michael Manning said Monday. “There’s a lot of potential there,” Troy Councilman Anasha Cummings, whose 4th Council District includes the bridge, said about providing better access to the Hudson River, the bike trail and neighborhoods. The Congress Street Bridge not only links the two cities — historically part of Watervliet was known as West Troy —but it serves as a major commuter route carrying Route 2 over the Hudson River. Built in 1970 to replace another bridge, the current structure has seen repairs made to it. The bridge will be 50 years old in 2020. The two cities have agreed to work together on the $200,000 feasibility study of redesigning the bridge approaches on either side of the Hudson River. Each community will pay $15,000 toward the $30,000 local share for

the study, with the state supplying $170,000. “It’s the entrance and exit for both of us,” Manning said. Cummings and Manning agreed that changing the way the bridge enters their communities would have a positive impact. To continue downtown’s development and connect the area to the southern part of the city, Cummings said, the city would need to get rid of the interstate-style ramps on the Troy side of the bridge and integrate the approach into the city streetscape. “Extension of the downtown will require the replacement of the Congress Street bridge ramps and the reconfiguration of the River Street and bridge connection into a signalized urban intersection,” Troy’s Realize Troy Comprehensive Plan states. The city should buy its police cars and other vehicles from the annual budget instead of relying on borrowing to make the $2.79 million in purchases, the state’s review of the city’s proposed 2020 budget advises. That was one key finding made by the state Comptroller’s Office in its study of the proposed $74.7 million budget for Troy, which carries a 3.4 percent property tax increase. “We encourage City officials to identify current financing sources for the purchase of equipment and vehicles and to include these financing sources in the general and refuse funds’ budgets instead of continually relying on the issuance of debt to finance these purchases,” the state audit stated. The $2.79 million in budgeted borrowing for vehicle and equipment purchases comes on top of $6.8 million borrowed from 2014 to 2019, according to the budget review. The state reviews the proposed budget and makes recommendations under the law that created the Troy Municipal Assistance Corp., which borrowed money to pay off the city’s deficits from the 1990s. Girl Scout Troop 1098 from Poestenkill Elementary organized a drive to collect unwanted Halloween candy for Operation Gratitude, a program that sends candy to troops overseas, and cards for a former Poestenkill student, currently deployed, Matthew Schumaker. The junior troop met with their principal to ask permission, designed the flyer, distributed boxes at school and the library, presented at a school assembly and made a video with the principal to request donations. Their hard work paid off because they collected 153 lbs of candy and many cards for Matthew. The girls sorted, packaged and shipped the treats out this week. The troop thanks all who donated to this very successful service project!

Plateau People at Work: a talk with Soul Fire Farm

Thursday, November 14, 7 pm. Sand Lake Town Hall. “Working toward a just and sustainable food system,” presented by Jonah Vitale-Wolff of Soul Fire Farm, Grafton. Part of Rensselaer Plateau Alliance’s Plateau People at Work Lecture Series. Jonah will talk about how many of our cherished sustainable farming practices today have their roots in African & Indigenous wisdom. Yet, due to discrimination and violence against African-American farmers, they make up less than 2 percent of farmers today. Meanwhile, African-American communities are often cut off from healthy food systems. Soul Fire Farm is committed to ending racism and injustice in our food system, with programs such as the Black-Latinx Farmers Immersion, a sliding-scale farmshare CSA, and Youth Food Justice leadership training. Jonah will discuss how all of us can be part of the movement for food sovereignty and help to build a food system based on justice, dignity, and abundance for all members of our community. $5 suggested donation goes directly to support conservation on the Rensselaer Plateau.

Averill Park continued sectional competition this past week via the cross country teams. On 11/4, sectionals for both the boys’ and girls’ teams were held in Saratoga. The boys team came in 4th out of 13 in Class B, and the girls team placed 5th out of 10. Logan Barsalow led the girls finishing 2nd in Class B while Noah Bonesteel placed 8th on the boys’ side. Both Barsalow and Bonesteel qualified for the State Tournament which will be held on 11/16 at SUNY Plattsburgh. Get ready for a whole new slate of action as winter sports start up! Go Warriors!

Lauren joined cross country after “meeting all the wonderful people on the outdoor track team my freshman year who talked about how great the cross country team is.” Lauren says her favorite part of cross country is her teammates. She continues, “the cross country team is very tight-knit and I’ve met a lot of amazing friends during my three cross country seasons.” Lauren finds the most challenging aspect of cross country is “pushing yourself to run harder during races, but the feeling after finishing a race with a PR (personal record) makes it worth it.” Lauren would like to advise younger runners to “run hard and enjoy time spent with their teammates.” Lauren works hard both in her sport and her academics. Throughout high school, Lauren has maintained a GPA of 97.83. She has accomplished this through a rigorous course load. This year alone she is taking three advanced placement courses: AP Language and Composition, AP Government and Politics, and AP Studio Art. Last year, Lauren’s efforts helped her to earn a 5 on two AP Studio Art portfolios. Lauren’s hard work was recognized earlier this year as she was inducted into the National Honor Society. Additionally, Lauren received the Scholar Athlete Award at the cross country banquet this Fall. Lauren’s extracurricular activities include singing in choir, serving as a member of student council, and editing articles for the school newspaper. In her future, Lauren plans to go to college in order to become a production designer for film or theatre. Lauren says that she has had multiple role models throughout her time in high school. She says her friend Lilly Kronau “is my role model in school because she works so hard on everything she does.” In cross country, her friend Adam Limoges is her role model for “his love of running and the team.” Lauren would like to thank “my cross country family, my parents, and my teachers for encouraging me and pushing me to do my best.” We wish Lauren the best as she finishes her senior year at Averill Park and prepares to enter college.

East Greenbush Fall Pick up The 2019 Fall Leaf Pick up will begin on Monday, October 28, 2019 and will continue for four weeks including: The week of October 28th, 2019, November 4th, 2019, November 11th, 2019, and November 18th, 2019 DPW employees will begin leaf pickup on Mondays, and traverse the entire town each week in the same manner until every road has been done. The employees will resume pothole patching and other winter preparation after the leaves and brush have been picked up for that week, and resume the same route the following week. If it snows, leaf pickup will be resumed as weather permits. Leaves must be in biodegradable bags and brush is to be cut into 4’ lengths and bundled. Bags of leaves and bundles of brush must be placed on the side of the road just off the pavement. Please do not block any drainage structures or culverts and DO NOT place anything on the pavement. Please be advised these are the only dates the Department of Public Works will be picking up leaves and bundles of brush. city is scheduled to pay the MAC debt off in 2022. Its annual payment is about $6.5 million. City officials met with comptroller’s staff to go over the budget review. Mayor Patrick Madden said the borrowing was discussed and that the city agrees that it wants to eventually pay for police cars, which generally last three years, and other equipment without adding to the city’s debt. “Ideally, we’ll get to the point where we can fund those shorter-term purchases in the general fund. Everybody acknowledges we’re not there yet,” Madden said. During his first term in office, Madden has focused on straightening out the city’s budgeting practices. The audit found that the city’s key “revenue and expenditure projections in the proposed budget are reasonable.” The audit warned the city faces “potential significant salary and wage costs” if it reaches a new contract with the Troy Uniformed Firefighters Association, the only one of its unions without a contract. Cohoes Rotary Christmas Ornament Features Matton Shipyard In 2004 The Rotary Club of Cohoes started a collectible series of Christmas ornaments featuring historic landmarks in the City of Cohoes. This year’s ornament design is Matton Shipyard. A portion of the proceeds for the sale of the 2019

ornament will be donated to the New York State Society of the Children of the American Revolution toward the Matton Shipyard Restoration Project. Matton Shipyard operated in Cohoes, NY from 19161983. The funds raised will be matched 100% by the Erie Canalway Heritage Fund and go toward the restoration of the remaining buildings on the site and the creation of an educa-

Sky-high banquet room enjoys lofty views of river

Revamped Arrow shirt factory in Troy getting 10K-square-foot eatery There’s still plenty of work ahead, but already it’s easy to imagine sipping a glass of wine as you watch the sun setting over the Hudson River and the lights twinkling in the city nine stories below. The late Troy developer John Hedley turned the former Arrow shirt company factory at 433 River St. into a thriving riverfront office building, now known as Hedley Park Place, with technology startups, health firms and even government offices filling the remodeled space. Hedley, who died in March 2017 after a long career as a car dealer and developer, had seen potential where others hadn’t. But it took another developer, Kevin Bette of First Columbia, to imagine turning the rooftop utility area into a 10,000-square-foot banquet and meeting hall with outdoor spaces providing views up and down the Hudson River. The new venue, to be operated by Mazzone Hospitality, will be known as Loft 433. “Having an outdoor space is really important,” Bette said during a late afternoon tour of the space Wednesday. “There are not too many spaces that have indoor and outdoor (spaces). We’ll have three fire pits out here,” he said as he showed off the deck facing south toward Troy’s downtown. A massive kitchen, a full-service bar that can serve outdoor decks and the main indoor space, a walk-in cooler and a freight elevator all are part of the project. While several weddings and bar mitzvahs already are booked, the space is also designed to attract businesses, with a digital screen occupying a full wall, a tunable LED lighting system that can do “infinite color wall washes” to provide events with a color theme, and other technology amenities. The bathrooms, meanwhile, will feature floor-to-ceiling private stalls. Loft 433 can accommodate 240 people for dining, and as many as 350 people for seminars and speaking engagements.

“We’ll have our first event on Jan. 11, and our first wedding a week later,” said Sean Willcoxon, vice president, catering, for Mazzone Hospitality. Bette earlier built a Courtyard by Marriott hotel immediately north of the 433 River St. building, on a site previously occupied by Hedley Cadillac Oldsmobile. “The hotel brought 40,000 new guests to Troy last year,” Bette said. “Franklin Plaza did the pioneering work,” he added, referring to the banquet facility and hotel established by Michael Cocca two blocks to the south. “They showed you can have events” and draw people to downtown Troy. Cocca also added a rooftop venue to his banquet hall building, which occupies the former Marine Midland Bank at Franklin Square. Deborah Mikhitarian-Russell, a partner in First Columbia, doesn’t see a lot of overlap with Franklin Plaza. “It’ll be a unique space, different from what they have,” she said. The setting will be more industrial, with sliding factory doors and exposed ceiling elements preserved. The bathrooms will have concrete sinks. And while Mazzone Hospitality is well known for its steaks and classic dishes, Loft 433 will also feature Asian fusion and other more eclectic items. Bette was mum on what the Loft 433 project will cost. Earlier this autumn, he unveiled the River Street Market, a food hall on Hedley Park Place’s main floor. But First Columbia has apartment buildings and at least one parking garage in the planning stages in what is being called the Troy Waterfront District. The hotel cost $18.7 million, and Bette has estimated his total investment along the riverfront will reach $125 million. And with several downtown apartment projects, a thriving tech sector, and a new marina next door, Bette’s expecting the time is right for Loft 433.
