News from Averill Park CSD Algonquin Middle School students visited RPI’s Makerspace through a virtual field trip recently.

The state-of-the-art video conferencing / distance learning room at AMS made this field trip a reality and helped students see many different uses for 3-D printers, without missing a full day of classroom instruction.

Statistics students in the high school visited MetLife Stadium to attend Sports in Business Day. Students learned all about various jobs in sports, toured the stadium and even got to walk around on the field!

A number of students are participating in the Arts Letters & Numbers workshop, which is presented by The Arts Center in Troy. Those participating will receive an authentic artistic experience that focuses on open-ended assignments while being exposed to a large artistic community. So far, the work done by everyone has been great!

North Greenbush Report from Councilwoman Mary Frances Sabo The arrival of fall means that it is time for the town to adopt the 2020 budget.

A copy of the tentative 2020 budget is currently on file in the Town Clerk’s office and a public hearing is scheduled for Thursday, November 14 at 6:40 p.m. at the town offices. I would encourage all to attend.

This year’s budget con-

tains a 3% tax decrease.

As more residents move into multi-family housing in town, many have spoken to me about a dog park for dogs to run off leash and get exercise. I have held a series of community discussions about the feasibility of creating a dog park in town. We now have a core group of volunteers who are prepared to begin fundraising and to circulate petitions to residents and stakeholders to demonstrate community support for a dog park.

I will continue to support these effort and will keep you updated on progress the group makes.

At the October board meeting, I again introduced a resolution to make North Greenbush a “Climate Smart Community. or “CSC”. This is a a state program that helps local governments take action to reduce greenhouse gas emissions and adopt to a changing climate. The first step in the process of becoming a climate smart community is adopting a resolution which costs nothing and does not commit the town to further steps. The board again tabled the resolution for further study but pledged to re-examine it again in November.

As a board member, I am committed to ongoing training to better serve the community. At the end of the month, I will be participating in two day long conferences dealing with local government and planning sponsored by the Department of State and the Capital District Regional Planning Commission. I will be attending classes on cyber security, stormwater management and ethics in the planning and zoning process.

Finally, the town’s Halloween parade and costume party will take place on October 26 at 6:00 p.m. Parade lineup begins at the Family Dollar plaza on Main Avenue.

County budget offers a tax cut Rensselaer County average would fall by almost 4%

Rensselaer County’s proposed average property tax rate will drop by 3.7 percent under the proposed 2020 budget of $353.1 million introduced to the Legislature Friday.

“The 2020 budget, as proposed, slightly decreases the average property tax rate while maintaining services now provided by the county and making changes that will result in improvements in some some service and governmental areas of the county,” County Executive Steve McLaughlin said in his budget message to the

legislators.

McLaughlin noted that this is the second budget he’s introduced that cuts the average county tax rate. This rate falls by 21 cents per $1,000 to $5.49 per $1,000 from the 2019 rate of $5.68.

The county uses an average tax when explaining its budget. The average tax rate is calculated using the full value of property in the county.

The tax rate varies for each city and town in the county due to differing equalization rates.

For example, the town of Grafton completed a reassessment in 2019.

As a result its tax rate changed from $67.02 per $1,000 of assessed value to $5.73 per $1,000.

County Legislature Chairman Michael Stammel, R-Rensselaer, said he expected legislators would support the proposed spending plan since it doesn’t carry a tax increase.

Deputy Minority Leader Cindy Doran, D-Troy, said the county is benefiting from the continued expansion of Regeneron Pharmaceuticals in East Greenbush and other economic development projects.

There’s alot of affection for the JohnnyCake Lane Library in Averill Park, where the youngest patrons leave notes. Written on a pink Post-It, one young reader named Blair declared, “I love your library.”

“It’s not ours,” said George Breen, who built the library. “It’s everybody’s who lives here.”

The library was conceived by Patti Breen. Their daughter contributed the antique stained-glass window that sparked its design. Neighbors donated books and a wine and cheese party was held to discuss “the rules,” but there really aren’t any, other than no magazines since they take up too much space.

The president of the Tri-City ValleyCats expressed confidence in the future of the minor-league baseball team amid reports they could lose their major-league affiliation as part of a drastic restructuring of the minors.

The ValleyCats, who play at Joseph L. Bruno Stadium in Troy, just completed their 18th season as a farm team of the Houston Astros. Tri-City’s player-development contract with the Astros expires after next season.

“Having been in the business for 31 years and understanding the industry, I’m pretty confident that the ValleyCats and the future of baseball in the Capital Region is sound,’’ Tri-City president Rick Murphy said Saturday night.

The New York Times reported Major League Baseball is proposing to eliminate or change the nature and affiliation of as many as 40 teams around the country, or about 25 percent of minor-league franchises, beginning with the 2021 season.

That would include taking some teams from the lower-level minor leagues and putting them in what would be called the Dream League, intended for undrafted players looking to break into professional baseball. It would be co-owned and operat-

ed by MLB and Minor League Baseball.

One of the leagues affected would be the short-season New York-Penn League, of which the ValleyCats are a member.

MLB told the Times in a statement its motivation is to “reorganize elements of the system with the goal of improving the working conditions of minor league players.”

Some teams in the lower minors are seen as playing in inadequate facilities, though Bruno Stadium doesn’t appear to fall into that category. The Astros have expressed satisfaction with the 4,500-seat ballpark, which opened in 2002.

MLB also wants to pay minor-leaguers higher salaries and have teams that are geographically closer to their affiliates, according to reports.

Murphy wasn’t certain when asked if the ValleyCats could survive without affiliation.

“I’ve never been not affiliated, so I really don’t know,’’ Murphy said. “It’s a whole different business model. It’s one that I’m not familiar with. I’ve been involved with affiliated baseball.”

The young, poor and minorities are less likely to complete the 2020 census form next year, leading to a repeat of 2010 when the Capital Region’s three largest cities will need canvassers to go door-to-door to get a complete count.

While a national 2020 census participation survey issued Friday by the Pew Research Center does not dive deep into regional responses, the new data mirrors what happened during the 2010 count and efforts by local leaders to get the region’s urban areas completely counted.

“Black and Hispanic adults, as well as those with lower income levels, are more likely to say they probably or will not participate in the census or that they might or might not,” the study says.

Pew found that “young adults – those ages 18 to 29 – are least likely to be on board” to take part in the 2020 census next year. The federal government expects to get census surveys to everyone by April 1.

“It is always a chronic issue for the census,” Mark

Melvin Roads is conducting a “Table or Treat”, like “trunk or treat” but indoors on Sunday October 27th, 2019 from 2 PM to 4 PM. LIBRARY

The Little Free Library isn’t so little. It’s a tall structure situated on a charming dead CONTINUED FROM 3 end road in the hamlet of Averill Park. Local lore says johnnycakes—a type of cornmeal flatbread—were made here for Civil War soldiers, according to the Breens, who are retired. She was an elementary school teacher and he worked for National Grid. They’ve lived there for 32 years.

The library’s not only become a hit with the neighbors, they’ve had a few other visitors from Seattle, who were camping nearby. The library’s location is listed along with 90,000 others on LittleFreeLibrary.org, which celebrated its 10th anniversary last year. The Breens’ Little Free Library plaque with their charter number is proudly displayed on the front of the library.

The JohnnyCake library debuted on the street in July and it’s stunning, one of the best I’ve ever seen.

Already the lawn in front of it is worn away in a small path from the street by its many visitors. Two pumpkins sit below the library amid newly fallen leaves.

Ivisited on a recent evening and met the Breens. As we were chatting, the Pattons pulled up in their car. “It’s a great addition to the neighborhood,” said Skip Patton, who was pleased the library’s rekindled his love for reading.

George used salvaged materials, including old crossarms from utility poles, to create the structure and put out a call on Facebook for roof shingles. Made with cedar siding, there’s a solar-powered light for the evening crowd.

“We were thinking this is going in front of our house,” Patti said.

And the books are as well-curated as the structure is well-built. “You have to maintain it,” said Patti, who also painted the structure.

I’ve seen a law review journal from New Hampshire, old battery-operated toys, proselytizing pamphlets and actual garbage in Little Free Libraries. Too often they are simply dumping grounds for unwanted books: moldy relics from the basement or magazines. Not on Johnnycake Lane. The Breens have a quality collection aimed at all.

The kids’ books are on the lower shelves and the library is structured so all can reach it.

Here are some of the offerings: “Bridge of Sighs” by Richard Russo, “Redwall” by Brian Jacques, “Witches” by Roald Dahl. There’s some James Patterson, Nora Roberts, Janet Evanovich and John Grisham. And there are a bunch of picture books.

“It’s fun when you sit on the porch and you know people are stopping by,” Patti said.

Neighbors donate books directly to the Breens, and some leave books behind in the library.

Patti was especially tickled when a little girl said, “Let’s go to the library” while on a walk with her dad, who was pushing adoll stroller. They left with armfuls.

“It brings a lot of joy to us,” Patti said.

East Greenbush Central School District has scheduled three community forums for this fall to discuss school start times and the impact potential changes would have on its stakeholders. At each of the meetings, information will be shared, including a proposal to adjust school start times, with the intent of gathering feedback.

by Eric Schuman The regular seasons for Averill Park’s fall sports officially wrapped up this week. The boys’ soccer team took on Shaker on 10/15 and fell 1-0 in a tight match. On 10/18, the Warriors saw big performances from their seniors as they tied Niskayuna 1-1 in their Senior Match. Keston Holohan finished a cross from Adam Balogh to score the goal for AP. The defense led by seniors Erik Jeschke, Dean Buttaci, and Xander Michaels kept Niskayuna’s attack in check the whole game and Eric Schuman had 9 saves in goal.

The girls’ soccer team battled to two 1-1 draws this week. Julia Hanlon provided the goal for AP against Shaker on 10/15. On 10/18, the Warriors traveled to Niskayuna for a night game to close out the regular season.

The doubles team of Lilly Kronau/Kelly O’Neil Knasick defeated Glens Falls 10-3 in their first round match before falling to Emma Willard in round two. The doubles team of Sophia Stern/Davis Snyder also won their first round match 10-5 over Holy Names. In the second round they fell to Shen. In singles, Julia Mooradian defeated Catholic Central 10-7 in the first round and fell to Scotia Glenville in round two.

The football team fell to Shen 33-6 on 10/18. Senior Joe Milanese scored the lone touchdown for AP off of a 50 yard run. AP will take on Burnt Hills at home on 10/25 in the Class A Quarterfinal.

This week’s scholar athlete is Joe Milanese. Joe is a captain on the Varsity Football team.

Joe has played football for five years, having started the sport in eighth grade on the modified team. Joe’s favorite aspect of football is playing in front of the fans: friends, family, students, and teachers. He says the biggest challenge with football is the preseason “a lot of lifting, conditioning, physical and mental preparation.” Joe’s hard work helped him to achieve First Team All League last year as a junior. Joe says his coaches, parents, and friends help him to excel in football. “My coaches by pushing me to my biggest potential.” He thanks his parents “for allowing me to play sports, they drove me everywhere before I had my license and they are my biggest fans.” Lastly, Joe expressed his appreciation for his “teammates for being great competition in practice and it helps that they’re all my friends so playing sports with them is a lot of fun, we push each other really hard.”

Joe strives to do his best in his sport, and in school.

Joe has maintained a GPA of 94.2 through high school.

He also received academic achievement awards in Construction, PreCalculus and Chemistry. Additionally, Joe is a member of National Honor Society and Student Government. In order to make the most out of school and football, Joe says he tries to “soak up as much information as possible to make myself better, another thing I do is ask for assistance from either my coach or teacher to improve.” After high school, Joe plans to study marketing and management at a four year college.

Joe says his greatest role model has been his father, “because he has a very good work ethic and I strive to have one like him.” Joe would like to tell younger athletes: “show up to everything you can for your sport and work hard in everything you do, and don’t take your time playing for granted, you’ll miss it when it’s over.”

We wish Joe the best as he finishes his senior season of football and prepares himself for college.

Columbia girls’ golfers Logan Plowinske and Schuyler Lorette continue to make history. Playing for the first girls’ golf team in school history, the two seniors qualified for the New York State Girls Golf Championships on October 11 at Fairways of Halfmoon Golf Club.

Plowinske shot a career low round of 86 and placed 4th overall while Lorette finished with a 93 and placed 6th overall out of 47 golfers. The top nine golfers qualified for the state championships, which are scheduled for Spring 2020.

In Schenectady with a population of 66,135, the population was 20.2 percent black and 10.5 percent Hispanic. Troy’s population of 50,129 was 16.4 percent black and 7.9 percent Hispanic.

Participation in the Census is embraced by most of the population.

“Most Americans say they intend to participate in the 2020 Census,” said Anna Brown, a coauthor of the study which found 84 percent of Americans plan to take part.

Generally, higher-income and white Americans say they are most likely to take part.

Among families with incomes of more than $75,000, the survey found that 92 percent definitely will or probably will fill out the census form. The participation rate drops to 83 percent with incomes of $30,000 to $74,999 and takes a deeper drop to 75 percent among families with incomes of under $30,000.

Whites say they are more likely to participate than other groups. The survey’s response for participation was 87 percent among whites; 74 percent among blacks; and 79 percent among Hispanics. Americans who are 65 years old or older are most likely to take part with 97 percent saying they will compared to 66 percent for those ages 18-to 29-years-old.

Projecting potential undercounts can be done by looking at where groups are concentrated, according to D’Vera Cohn, another co-author of the study.

Castiglione said Capital Region officials are concentrating on these areas where it can be hard to get an accurate count. It’s a challenge, he said, because many of those neighborhoods face more pressing issues than filling out and returning the census form.

Americans’ awareness of the census is expected to jump into the 90 percent range as the census bureau, local governments and civic groups roll out their campaigns promoting participation in January. This is the first time that Americans will have the option of completing their census forms online or by telephone. Those who do not complete the census questionnaire will be visited by canvassers.

Understand that nurturing those unplanned-for plants until spring may eat into your investment, at least in terms of late-season sweat equity. They’ll need a deep watering, holes dug for their containers or burlap-wrapped root balls, and then some fill dirt or straw layered around them for insulation.

“Containers are vulnerable to freeze damage,” said Weston Miller, a horticulturist with Oregon State University Extension Service. “Overall, I would recommend planting things right away if you buy in fall sales. Overwintering them is not worth it if you’re going with planters. Most people are not willing to deal with all that.”

Fall end-of-season sales are the biggest of the year, said Maureen Murphy, owner of Bayview Farm and Garden near Langley, Wash.

“We do progressive sales,” Murphy said. “So much is marked off one week and then more is marked off the next. People like it. It’s kind of a game for them. Will it be here next week at 30 percent off?”

Garden centers -- especially those in the somewhat winter-friendly Pacific Northwest -- recommend that people plant in the fall, she said. “The ground is still warm and that’s when the seasonal rains arrive. The plants spend their time until spring rooting in.”

Small, privately owned garden centers have to be quick to adapt to consumer demands, Murphy said. Her Whidbey Island grower-retailer operation is open now year-round with a gift shop and restaurant on site. It draws tourists along with gardeners, she said.

Prevent growth of mold/mildew in colder months Mold and mildew are not only unsightly, but unhealthy. These fungi grow readily in damp areas and are found in the air breathed both indoors and outside. If left unaddressed, mold and mildew can threaten the health of a home’s inhabitants.

Mildew is a type of mold that remains relatively flush with the

surface it grows on. Other molds can grow puffy in appearance.

Molds serve the purpose of destroying organic materials, but in high amounts, these microorganisms can cause respiratory problems, sinus congestion, throat irritation, headaches, and other issues, particularly when mold grows unchecked indoors, says Better Homes and Gardens. As a result, it is essential to address mold before it becomes problematic.

According to Polygon, a drying technology and temporary climate solutions company, the wet season in winter is when molds often grow and expand. Mold can break down the integrity and strength of the surfaces where it grows.

Homeowners can employ the following strategies to prevent mold growth.

• Keep all surfaces clean, using proper cleaning products.

Diluted bleach solutions are highly effective at killing microscopic fungi, viruses and bacteria.

• Reduce moisture and humidity by ensuring sufficient air circulation in rooms, particularly bathrooms and kitchens. An exhaust fan will help remove moisture quickly.

• Fabrics covered in mildew that can be laundered should be carefully removed and washed in chlorine bleach and hot water.

An oxygen bleach product also can be effective.

• Invest in a dehumidifier that can reduce moisture in the home in problem areas, such as damp basements or garages.

• Fix plumbing leaks as soon as possible.

• Remove damp leaves and snow from areas around the foundation of the home. Ensure that gutters and downspouts are clear of debris and can shuttle water away from the house effectively.

• Replace cracked or defective mortar in basements.

• Make sure all seals on windows and doors are not compromised and are in good working condition.

• Be sure an HVAC in-line humidifier is adjusted to the right setting and isn’t pumping too much moisture into the heated air; otherwise, the added humidity can contribute to mold.

• If there is a flood or water infiltrates a home in other ways, hire a professional service to help clean and dry the home effectively.

Protect wood floors from inclement weather Wood floors are a worthwhile investment that can improve the beauty and function of just about any room in a home. Even though wood floors are durable, and new protective treatments help seal out many of the things that may have damaged floors in the past, homeowners still need to prioritize protecting their hardwood floors.

Certain seasons of the year can be more harsh on wood floors than others. For example, seasons characterized by moisture and precipitation, particularly the early spring, winter and fall, can be hard on wood floors. The experts at ServiceMaster Clean say that cold, snowy days can damage wood floors, and Lumber Liquidators agrees that winter weather can be harsh on flooring.

Homeowners need not give up on hardwood if they live in an area that sees all four seasons. They just need to take a few steps to keep floors looking beautiful.

• Clean up the salt. Salt that keeps sidewalks and streets clear of snow and ice inadvertently gets tracked inside a home. Hard chunks of salt can scratch wood floors, and, if left to sit, that salt can eventually cause white marks and other stains. Routinely vacuuming and sweeping up salt is necessary to protect wood floors.

• Invest in shoe storage. Wet or snowy boots can create puddles around the house. Have a special mat or tray by the front door where wet shoes can be kept. A nice bench in the entryway makes it easy for residents and guests to remove their shoes until it’s time to go back outside.

• Use water-wicking mats. Homeowners will probably need a few extra mats around to tame errant drips and wipe

shoes. Any entrance that might be used by people or pets should be protected. Try to avoid petroleum-based, rubber-backed mats, as they could discolor the wood floor.

• Control humidity indoors. Cold, dry air in a home can be problematic because the moisture in the wood can eventually evaporate into the air. The heat will suck that moisture from the flooring, causing it to shrink, creak and splinter and become more brittle. Think about investing in an inline humidifier for the home’s HVAC system that can keep a moderate amount of humidity in the home. Hardwood floorboards are installed to accommodate minor temperature and humidity fluctuations. This is typically a range of between 60 and 80 degrees F with a relative humidity range of 35 to 55 percent, advises ServiceMaster.

• Use the right cleaning products. Avoid excessive water to clean wood floors, and select soaps that are specially designed for wood flooring. Consult with the flooring manufacturer for a list of detergents that are safe to use.

With proper care, hardwood flooring can survive rain, snow and cold weather.

LETTERS TO THE EDITOR Have you heard of Dr. Jordan Peterson or his best selling book: “12 Rules for Life”? There are also a number of popular YouTube videos and audio podcasts with indepth interviews of the doctor by noted hosts such as Joe Rogan and Dr. Oz. Dr. Peterson is a renowned clinical psychologist and professor of psychology. He has much more advise besides what he narrowed down to fit in the book but the message that has transformed the lives of thousands of people is that many of us these days are pursuing happiness when we really ought to be pursuing meaningfulness.

I found it noteworthy that while his admonitions apply to everyone, the people who’ve sought his advice the most, about 80%, are men. The reason I found this statistic to be noteworthy is that when I was looking for answers regarding the suicide of a friend several years ago, I found that men were four times more likely to commit suicide than women.

Is this because women in general have more meaning to their lives?

Most living creatures have a simple reason for living.

They exist to perpetuate their species. As the brains of the numerous species become more complex, they begin to develop competitive hierarchies where males have to vie for the attention of females in order to reproduce.

Town of East Greenbush Jack O Lantern Contest Pre-Carved Pumpkin Contest! All entries may be dropped off as early as 3:00 p.m. but must be submitted no later than 5:00 p.m. on October 31st to the contest organizers at the Red Barn at the Town Park.

Pumpkins will be on display and voted on during our Party at the Park Candy with a Cop Event from 6-8PM on Oct. 31st.

Policing For Profit Shouldn’t Be Encouraged The National Highway Transportation Safety Administration funds grants to states to conduct “high visibility traffic enforcement campaigns.” Everyone is in favor of highway safety, but New York has laws specifically against ticketing quotas.

Ticketing quotas earn states additional NHTSA grant money, resulting in “Policing for Profit,” a process which undermines legitimate traffic safety enforcement as well as drawing law enforcement personnel away from legitimate law enforcement.

New York has laws against ticketing quotas and there should be a stop to federal handout incentives for this activity. Contacting your Congressman to add your voice will be helpful in gathering support for an anti-ticket bill in Congress. What is already illegal in NY should not benefit from federal tax dollars.

Columbia High School throws a night filled with ghostly fun Columbia High School in East Greenbush is hosting a Teen Harvest Dance on October 25, 2019. In the fall, STRIDE partners with the Columbia High School Peer Leadership Club to offer a Harvest Dance. The spooky evening begins at 7:00 P.M. and will include tons of refreshments, games, and dancing! While Halloween costumes are not necessary to join in the festivities, dressing up in your best, most stylish costume is greatly encouraged! All members must RSVP before attending this full-filled event! Participants must be at least 14 years old to attend.

The Peer Leadership group at Columbia High School organizes the Teen Harvest Dance phenomenally each year! These students work diligently to actively serve the special needs population of Rensselaer, Albany, Columbia, and Schoharie Counties. These motivated students are positive role models in their high school and also inspire younger students in their district to embrace similar initiatives! In preparation for the Harvest Dance, the Peer Leadership group divides responsibilities between club members to assure the dance is a delightful experience for all who attend. CHS students are responsible for facilitating the dance and they take pride in doing so! In embracing such active roles, the students’ hope to develop leadership skills and become more self-assured leaders in school and community events.

The purpose of STRIDE Adaptive Sports’ dances is to create an evening complete with grand celebrations, unforgettable memories, and amusement for teenage youth and their guests! As a result, the children feel happy in this friendly atmosphere and are encouraged to expand their comfort zone by socializing with one another. At the dance, you can expect to find a DJ, elegant decorations, food, and embellishments!
