The end of the summer brought the annual North Greenbush town fair. This year’s fair had record attendance and perfect weather. I would like to thank the YOUth Makes a Difference Committee and especially Supervisor Desso and Deb Desso for their hard work in organizing such a well-attended and fun event for the community. September’s town board meeting was busy. The board approved a resolution that authorizes the transfer of the assets and real property of the Lake Meadows Water Company to the town and the filing of the petition to the Public Service Commission to approve the transfer and improvements. No bonding will be necessary. Many Lake Meadow residents have spoken of the poor pressure and spotty service in the development so this is welcome news. I would also like to thank Town Comptroller Tony Germano and Town Attorney Fred Kirwin who have worked tirelessly on this matter for the past several years. A number of residents attended the meeting to discuss problems of flooding in Wynantskill and on North and Buckbee Roads due to the frequent storms the town has been experiencing. The Times Union recently did an article about how climate change is causing 100 year storms to occur every 10 years, resulting in the need for municipalities to rethink how development is done. With this in mind, I introduced a resolution for the town to register as a “Climate Smart Community”. The CSC is a state program that helps local governments take action to reduce greenhouse emissions and adopt to a changing climate.

The program offers free technical assistance and grants which can be used for, among other things, updating the town’s master plan, constructing sidewalks and improving stormwater management. The other members of the board wished to table the resolution for further study. I will continue to pursue becoming a Climate Smart Community. The board set a special meeting for Wednesday, October 2 at 8:00 a.m. to discuss the 2020 budget. Please stay tuned to an Advertiser announcement for a dog park meeting in mid October. Supervisor’s Message – Sept. 27, 2019

The problems experienced by East Greenbush residents from the Dunn Landfill have reached an unacceptable level. We have held discussions with the NYS Department of Environmental Conservation (DEC) about the problem so we could register our displeasure and, more importantly, understand what they’re doing about it. It’s frustrating when a problem like this occurs in a different jurisdiction because our hands are essentially tied. In August, DEC issued a Department Initiated Modification to the City of Rensselaer’s permit for the Dunn Landfill. The City must prepare an enhanced Odor Control Plan. The landfill must be covered

daily instead of weekly as listed in the permit. In addition, the City must implement an enhanced gas collection system. Air monitors are taking readings every ten minutes and DEC personnel are on site daily. DEC has also established an odor hotline for people to report any odor issues they experience. The phone number for the odor hotline can be found on the DEC website. The City of Rensselaer has accepted the modifications and agreed to submit a plan for gas collection modification within 30 days. Although people in Town are impatient and many are cynical that a solution will take precedence over the profit and revenue implications of the landfill, DEC is extremely effective in their monitoring. It may take some time for the modifications to have a tangible effect on the odor and debris problems but we’ll monitor the situation and assert pressure when necessary. DEC assured us that the landfill will not cause health problems but also acknowledged it as an important quality of life issue that must be addressed. I’m sorry that our residents have to deal with this issue because though it may not reach the measured level of a health problem, many seniors and people with respiratory issues are experiencing discomfort. Others are suffering from the quality of life aspect, unable to sit on their decks or in their yards. No one in East Greenbush is profiting from the situation but many are suffering. -Jack Conway East Greenbush Town Supervisor

With twice the amount of toxic contamination as the infamous Love Canal waste site, more than 46,000 tons of industrial hazardous wastes, PCBs and carcinogens, the Dewey Loeffel Landfill Superfund Site in Nassau, NY has a tragic past and an uncertain future. The documentary: Love Canal X 2—A Landfill Dilemma in NY is in production. It will attempt to answer such questions as: What is the future of this toxic site, local lakes and waterways? How have people been affected? Unemployment in region increases; 900 jobs lost Jobless rates higher in 13 of 15 metro areas across New York state By ERIC ANDERSON

The Albany metropolitan area’s unemployment rate in August climbed to 3.8 percent from 3.5 percent a year earlier, the state Labor Department reported Tuesday. The number of residents who were working fell by 6,700, while the number of residents who were unemployed and actively seeking work grew by 1,000. The figures, while preliminary, would suggest an economy that’s slowing. The Capital Region wasn’t alone in posting higher unemployment rates. Of the 15 metropolitan areas statewide, 13 saw increases in unemployment rates over the past year. The other two metros — Elmira and New York City — were unchanged from a year ago.

The Capital Region lost 900 jobs over the past year, the Labor Department reported last Thursday. The total labor force, 444,200, is the lowest for August since 2001, when it stood at 438,800. In the Capital Region, Saratoga County had the lowest unemployment rate at 3.3 percent, followed by Albany County at 3.8 percent, Rensselaer County at 3.9 percent, Schenectady County at 4.0 percent, and Schoharie County at 4.4 percent. Figures are revised as more detailed information, notably in the quarterly census of employment and wages, is received. The report typically follows the initial release by several months.

Fundraiser for Nassau Resource Center On October 12th the Nassau Resource Center will hold its annual Chinese Auction at St. Mary’s Church Hall, 26 Church St. in Nassau. ACPHS Students to Host 10/5 Albany Community Health Day

Capital Region families looking for free healthcare services, family-fun activities, raffles and giveaways are invited to attend Albany College of Pharmacy and Health Sciences’ (ACPHS) Albany Community Health Day on Saturday, Oct. 5 at Bishop Maginn High School (75 Park Avenue, Albany, N.Y. 12204) from noon to 4 p.m. Organized by more 120 students from the College, the annual event will feature flu shots, screenings for blood glucose, blood pressure and bone density, cardiovascular counseling, and treatment options for kidney failure. Troy’s famous honored in mural

Wall on 9-story structure now adorned with city’s innovators, notable sites By ERIC ANDERSON

The blank wall that faced south from the nine-story former Cluett, Peabody & Co. shirt factory downtown is blank no more. Artist Kevin Clark, who previously painted downtown murals for Brown’s Brewing Co. and the Troy Savings Bank Music Hall, as well as the welcome to Troy mural in the city’s south end, has covered the first six stories of what is now the Hedley Building with a mural that pays homage to Troy and its innovators. On Friday, local officials gathered to officially unveil the mural, and Rensselaer Polytechnic Institute President Shirley Jackson even got the opportunity to add a few finishing dabs of paint to her wall portrait. Others depicted include another RPI

president, George Low, who also headed the Apollo space program; educator and women’s rights activist Emma Willard; the late auto dealer John Hedley, who redeveloped the former home of the Arrow Shirt Co. into an office building that employs 1,200 people and even houses Troy’s city hall; author and one-time local resident Herman Melville, author of Moby Dick; and Uncle Sam Wilson. The mural highlights the River Street Market, a food hall that on the Hedley building’s main floor developed by First Columbia, the building’s owner. At one time as many as 7,500 collar workers, mainly women, worked in the building, said city and county historian Kathy Sheehan. The production of detachable collars that could be laundered separately was the innovation of Hannah Lord Montague, also depicted in the mural.

The company grew into the Arrow shirt company, helping Troy become the “Collar City.” Downtown struggled in later years, and Hedley’s proposal to redevelop the abandoned shirt factory into an office building drew plenty of skepticism. It wouldn’t today. With a thriving technology sector, and construction of new apartment buildings and renovation of old ones in full swing, downtown has seen a surge in economic activity. For those who lived in the capital district in 1987, the word “October Storm” brings back many memories. Sunday, October 5 was supposed to be a typical fall day when people could be outside enjoying nice weather and perhaps raking leaves. However, North Greenbush residents woke up to a blizzard which broke records for the earliest snowfall in October, most snow for the month. North Greenbush measured over eight inches. The main problem was that leaves were still on the trees and the wet, heavy snow brought down power lines and tree branches which clogged roads. Most state, county and town roads were impassable by late afternoon. The radio announced that Rensselaer County was “closed” because of the weather. Personally, I was able to return from central New York and “plow” halfway into my driveway. By Monday, things started to improve. It was sunny and in the 60’s. Although power was out, people with grills starting cooking meat from their freezers so as not to loose their food. True Value got a shipment of generators and chainsaws but they sold out within a day. The Defreestville Fire Department sign said “31 hours, 80 alarms and still

An unintended consequence of the storm was seen in the results of the election one month later. Supervisor Rocco Fragomeni lost his reelection bid to Dan Borden by 11 votes. He attributed the loss in part to the slow removal of brush left from the October storm.

Gardening Grant for Teachers The Garden Club of East Schodack announces the availability of a grant for teachers in the East Greenbush, Schodack, and Averill Park school districts who are interested in using gardening in the classroom. This grant is also available to students to use for a school project related to gardening or for those planning to attend college to study agriculture, horticulture or landscaping. The funds are being awarded through the Dorothy S. Tolscer Memorial Fund in memory of a longstanding member of the garden club. Interested teachers/ students from the elementary, middle school or high school level are invited to submit a letter or email of request by October 15 outlining gardening plan and including an estimated budget of their needs. Those students planning to attend college to study agriculture, horticulture or landscaping should submit a letter or email explaining how the grant money will help them achieve their goals. A total of $150 is available for this grant. Recipients may be asked to report on their completed projects or course of study. Ribbon Cutting Ceremony Woodland Hill Montessori School held a ribbon cutting ceremony for its new addition on September 20, 2019. WHMS students and nearly 100 guests gathered at their new amphitheater to ceremoniously cut the ribbon. Construction on the three new classrooms, science lab, teaching kitchen, library, and Maker’s Workshop began in September 2018 and was completed in early September. Annual Gala for Unity House Domestic Violence Program Scheduled “All that Glitters” is the theme of this year’s Annual Gala sponsored by The Family and Friends of Liza Ellen Warner Association, Inc. This well-attended event is held in the fall of each year to bring attention to the sad reality of domestic violence but also

to honor those who have so courageously overcome the challenges of such violence. Supervisor Nancy Perry’s “Sand Lake FYI” on page 4 of The Advertiser of September 19, 2019 contains a misleading half-truth about Town of Sand Lake sidewalk projects. The “FYI” fails to mention that on Ms. Perry’s recommendation the Town Board approved the voluntarily forfeiture of more than half of a federal grant (applied for and received before Ms. Perry took office) of $1.42 million. The grant covered 80% of $1.77 million of proposed sidewalk projects costs. The forfeiture occurred in the summer of 2018, shortly after Ms. Perry announced her switch in party to Republican. The forfeited grant covered proposed sidewalk construction in the hamlet of Averill Park. Giving back a grant is, to say the least, unusual. The reasons conveyed to the grant agency for the forfeiture were that “financial pressures” on the Town had “changed the availability of matching funds” and that part of the proposed work was in “conflict with other upcoming infrastructure work”. It appears to us that changed “financial pressures” means that Ms. Perry didn’t think that roughly $1,000,000 of needed sidewalk improvements was worth the effort to work out over several years the required 20% match (about $225,000) with either qualified Town in-kind public improvements or, if necessary, Town funds. We think safety of pedestrians and bicyclists merited the effort. It’s unclear from the record what “upcoming infrastructure work” refers to. Ms. Perry states that planning for sidewalk work with the balance of the grant is ongoing. That’s a good thing. It’s understandable why she obscures the full story, and it’s no misconception that needed sidewalks that could have been constructed with mostly nonTown money aren’t being built.

Senior defender Jess Haskin scored the lone goal off of a Syd Haskin corner kick and Sophomore keeper Michelina Lombardi recorded 6 saves to earn the clean sheet. On 9/26, the Warriors defeated Ballston Spa 3-1 behind first half goals from Bryanna Swinson, Delaney Burton, and Julia Hanlon. On 9/26, AP fell to Queensbury 2-0. AP will take on Guilderland on 10/3. Boys soccer picked up a big 1-0 win against Colonie on 9/24. Senior Joe Sorriento scored the goal for the Warriors off of a Jon Dewolf throw in. Eric Schuman had 8 saves in the shutout. On 9/26, AP fell 2-0 to Ballston Spa. Up next for AP is Guilderland on 10/3. The football team took on LaSalle in the News 10 Game of the Week on 9/27. Senior quarterback Anthony Childrose rushed for four touchdowns in the victory. Dom Paradise recovered an offensive fumble for the Warriors other score. Junior James Mooney recorded his Section leading sixth interception of the year to aid the Warriors strong defense. The Warriors will look to remain undefeated when they take on Troy on 10/4. The golf team defeated Colonie 264-301 on 9/24. David Mooradian shot a 42 to lead the Warriors in the win. On 9/26, AP fell to Ballston Spa 263-272. John Durocher, David Mooradian, and Triston Lincoln shot a 39, 42, and 44, respectively. Boys cross country defeated Colonie but lost to Shen in their meet on 9/24. Girls cross country fell to both Colonie and Shen on 9/24, but AP’s Logan Barsalow finished first overall with a time of 15:58. On 9/28, the boys placed 17th at the Ocean State Invitational and the girls placed 7th. Logan Barsalow finished in 11th place individuality to lead the Warriors. The girl’s tennis team defeated Colonie 8-1 on 9/25. On 9/27, the Warriors were defeated by Niskayuna 5-4. Davis Snyder and the doubles teams of Lily Bursey/Grace Mackey, Maddy Balga/Abbie Jordan, and Sarah Wallace/ Lauren Paris all were victorious for AP. The volleyball team defeated Colonie in straight sets on 9/24. Emma Burdick led AP with 10 kills and 4 blocks. Allison Lapinski added 28 assists in the win. This week’s scholar athlete is Lilly Kronau. Lilly is a captain on the Varsity Tennis team. Lilly began playing tennis during her freshman year and has loved the sport ever since. Her favorite aspect of tennis is “that it is a fast moving game and never gets boring. I love the competition of tennis and I love the feeling you get when you make the perfect shot.” To prepare for her final season, Lilly played in a league outside of school as well as took lessons to improve her stroke. Lilly hopes that her efforts during the off-season will help her and her team to advance further in sectionals. “Both in team and individuals, I believe in my team’s ability to compete and win.” Lilly works hard both on the court and in the classroom. Lilly has an overall GPA of 98.04 and is in the top 10% of her class. This year, Lilly is taking a rigorous course load that includes AP Biology, AP Government and Politics, and AP English. Lilly is able to balance her school and sports through her good organization. “I use my planner to organize my homework and matches so I always know what my week will look like.” Outside of her academics and sports Lilly is a member and liaison for Youth and Government, a member of New Horizons Club, and editor for Journalism Club. “I love participating in these clubs because they are fun, educational, and an excellent opportunity.” Lilly says that her parents have helped her to excel in her academics and sports. “They’re hard work has always been a driving force for me.” She also says that her coach, Coach Abbatello, has been a great role model for her. “He has always pushed me to be the best and most humble person in tennis.” Lastly, Lilly would like to thank “two of my best friends, Xander Michaels and Eric Schuman, have always trained with me and pushed me to succeed in tennis.” In her future, Lilly hopes to attend college in order to become a pediatrician. We wish Lilly the best in her senior year as she prepares to enter college.

Protect your plants from winter weather For the majority of gardening enthusiasts, gardening is a warm weather activity. While some people live in climates that make it possible to enjoy gardening year-round, those who don’t often lament the end of the gardening season. Winter might not be conducive to gardening, but the arrival of cold weather does not necessarily mean a gardener’s work is done until the following spring. Taking steps to protect plants from winter weather is an important part of maintaining a healthy garden that thrives from year to year. Timing is of the essence when winterizing a garden. The online gardening resource Get Busy Gardening!TM advises gardeners that the best time to winterize is after the first hard freeze in the fall. A hard freeze occurs when temperatures dip below freezing overnight. When that occurs, annual plants and vegetables are killed off and perennial plants, which grow back year after year, begin going dormant. Better Homes and Gardens notes that perennials are the easiest plants to prepare for winter, as they require just a little cutting back and mulching to be safe from cold weather. But no two perennials are alike, so homeowners should consult their local gardening center for advice on how to prepare their particular perennials for the coming months. The steps necessary to winterize annuals depends on which type of annuals, cool- or warm-climate, you have. Cool-climate annuals should be covered with polyspun garden fabric when light frost is in the forecast. In addition, Better Homes and Gardens recommends pulling dead annuals and adding them to a compost pile after a killing frost. Any annuals that developed fungal disease should be discarded. Mulch annual beds with a three- to four-inch layer of chopped leaves or similar materials,

Town of East Greenbush Jack O Lantern Contest Pre-Carved Pumpkin Contest! All entries may be dropped off as early as 3:00 p.m. but must be submitted no later than 5:00 p.m. on October 31st to the contest organizers at the Red Barn at the Town Park. Pumpkins will be on display and voted on during our Party at the Park Candy with a Cop Event from 6-8PM on Oct. 31st. The bottom of entered pumpkins must be removed so that the pumpkin can be placed on top of a LED light (provided by the Town) Cutting the top of a pumpkin off causes the top lid to shrink and decay very quickly so the lid falls inside. Pumpkins with the top cut off will be disqualified. The carved pumpkins must be able to stand without any support or back drop needed. Inappropriate pumpkins will be disqualified. On the evenings of October 16, 17, 18, 19 and October 23, 24, 25, and 26, Historic Cherry Hill will present a dramatic tour reliving the infamous 1827 murder that occurred at the Cherry Hill mansion, one-time home of the Van Rensselaer family. The public is invited to step into the experiences of the Cherry Hill household on the evening of May 7, 1827, when a hired hand murdered a household member. The dramatic tour will investigate the scene of the crime and the differing perspectives of those who were there on that fateful evening. Actor James Keil will appear as Jesse Strang, bringing to life the murderer whose violent act was motivated by romantic attachment to his victim’s wife. The murder resulted in two sensational trials and Albany’s last public hanging. The program will be offered at 5:30 and 7 pm on those evenings. Reservations are required. Admission is $15 for members and $20 for non-members. Tickets are available at eventbrite.com.
